Introduction Only a person fresh from an information vacuum could not know the status of this nation's economy. The inability of the US to compete in the world marketplace is manifested in many industries, from shoes to computer chips, from cars to copper. What industry will next fall prey to world competition? Perhaps the question should be, what insustry will next fall prey to declining productivity? American industry is being forced into an era where the focus must be on productivity, quality, cost control, and competition in the world marketplace. It is approaching a change that could rival the American Industrial Revolution. The future of the US is bright only if it can increase productivity by trying different and new ways to manage its businesses and people. Unlike the easy successes during the 60s and 70s, success in the decades ahead will depend on an ability to compete in the world market. Any operation can achieve unlimited productivity by developing the resources within its employees. As an industry, mining has harvested the earth's resources. As an industry in trouble, it now has to learn to tap human resources to release the energy and creativity in each person. Recently, I worked with a mining operation to reopen a mine and implement a different management approach. The extensive changes resulted in a 50% reduction in cash cost of producing silver (from $0.40 to $0.19/g or from $12.50 to $6 per oz). Thus, an unprofitable mine became an attractive business venture without technological changes or significant capital infusion. The operation is union-free, in spite of being in a highly unionized area. The mine implemented a real productivity improvement process called "gain-sharing." Employees now recognize their individual success is tied to the success of the business. They recognize the day of the free lunch is over for mining employees. This paper will explore three areas related to productivity: • some of the unspoken "whys" of the mining industry's paralysis and how management has caused unproductiveness in mining operations; • major components of a productivity improvement process; and • characteristics common to companies with successful productivity plans. Unspoken whys When things go wrong, everyone tends to point a finger at someone, anyone. This industry has blamed every conceivable person, corporate group, government agency, foreign government, and private group for its failures. The fault finger will not work anymore. Nobody is listening. It is a characteristic of winners in management to assume responsibility for less than acceptable performance. Excellent people tend to blame others less for problems. Everyone involved in mining should shoulder part of the blame for the industry's illness. Is the problem low prices or our high operating costs? To regain our status in the world marketplace and increase our productivity, we need to painfully and honestly talk about our mistakes.

INTRODUCTION The use of backfill materials in underground mines has been practiced for many years and the trend indicates an increased utilization of backfill materials in the future. The authors believe that underground uranium mines will follow this trend. Classified mill tailings, approximately 65 to 70 percent solids by weight, are the most common fill materials. Cement or other pozzolanic agents can be added to the fill materials to improve their strength characteristics. Dry fill, in the form of development muck, can also be introduced in the stopes to fill the voids left by the action of mining the ore. This paper deals mainly with the assessment of the radiation properties of backfill materials originating from uranium ores processed in the milling facilities of uranium mines. The paper outlines the results of studies conducted in the laboratory and in the field on radon emanating characteristics of backfill materials utilized in uranium mines. ROLE OF BACKFILL IN UNDERGROUND MINES Fill is a structural component of any underground mining system. In general terms, the purpose of filling is to provide ground support, to make recovery of pillars possible to provide a working platform for men and equipment, and to allow for waste disposal. There are other inherent advantages to the use of backfill underground, the most important being to: a) permit mining at greater depth b) allow the adoption of highly mechanized mining techniques c) reduce dilution from wall sloughing d) minimize roof and wall failures e) allow the mining of irregular orebodies, and f) to provide better control of ventilation. The last item is of great importance to uranium mine operators. The introduction of radioactive backfill underground represents an additional source of radioactive contamination; on the other hand the introduction of backfill in the mine reduces the volumes of workings to be ventilated. As a consequence the general mine ventilation is more effective and in most cases, better air quality can be maintained in the mine. There are of course some disadvantages associated with the use of hydraulic fills in underground mines, notably: a) the handling of large additional quantities of water from the underground workings b) delays caused by the cyclical nature of the backfilling operations c) additional costs associated with stope preparation and placement of backfill in stopes, and d) "spills" caused by bursting pipes or fill escaping from fill retaining structures. ASSESSMENT OF NON-RADIOACTIVE PROPERTIES Although the radioactive properties of mine backfills are discussed in this paper many other physical and chemical properties of backfills must also be considered. These properties include: a) percolation rate and permeability parameters b) viscosity versus pulp density relationships c) size analyses d) settling times e) settled bulk density f) solids specific gravity g) void ratio and porosity h) optimal percentage solids by weight i) specific gravity of slurry j) addition of cement:cement retention and loss k) unconfined compressive strength 1) triaxial compressive strength m) shear strength (non-cemented)

With the content of gold and platinum in the vast majority of ore deposits typically averaging 6 parts per million and less, the accurate and precise measurement of these metals in samples of ore and mining process streams has proven very difficult to achieve by modem spectroscopic analytical techniques. Largely because no other technique has proven suitable, the basic fire assay process has become the accepted international standard for these metals. Fire assay, however, suffers a number of disadvan­tages in the modem, competitive, high technology, and increas­ingly environmentally aware world. It is a labour intensive technique that is difficult to automate, and requires high levels of skill to ensure accuracy and consistency of results. Potentially hazardous chemical reagents are employed, of which, lead, in particular, can be a serious source of contamination to both personnel and the environment if not effectively controlled. Other dangerous elements, such as mercury and arsenic, liberated in high energy furnace operations, are further sources of possible health and pollution hazards. n contrast, the energy dispersive K X-ray fluorescence (K­XRF) technique devised by K X Technology Ltd overcomes many of the technical constraints of conventional low energy X­ray analysis, and has the potential to revolutionise assay opera­tions in precious metal mining. The technology is simply automated, requires basic operator skills, uses no chemicals, consumes less than 20kW, and is capable of detecting gold and platinum to an accuracy of O .1 parts per million by mass. The new third generation design of AZTEC laboratory instrument, released in 1994, is the result of significant technical development. Capable of analysing over 1200 samples per day, and developed primarily for grade control sampling, its applica­tions have spread to gold ore accounting from on-line conveyor belt sampling; screening of exploration samples; measurement of gold in carbon granules for Carbon-in-Pulp process control; and for conducting rapid checks to support key managemen decisions. The economic, rapid, and non destructive analysis ofup to 80g of ore for large numbers of samples, reduces sampling and sub-sampling errors, and provides improved grade estimates for ore bodies. When interfaced to a LIMS, laboratory automation and cost-savings can be further enhanced. The AZTEC design is also being modified for the analysis of platinum. The GOLDSTREAM on-line analysis system is an important new application of K-XRF to the continuous monitoring of process streams in gold ( or platinum) plants and mills. Integrat­ing the technologies of K-XRF to measure total gold, and dissolved gold spectroscopy to measure gold in solution, the insoluble fraction of gold can be deduced, and the effectiveness of the extraction process determined. Slurries are sampled automatically from selected points of the plant and pumped to the system for analysis. The information produced forms the basis for plant control and optimisation.

Introduction Guar gum is a natural nonionic polysaccharide. Guaran, the functional polysaccharide in guar gum is a chain of (1?4)-linked ß-D-mannopyranose units with a-D-galactopyranose units connected to the mannose backbone through (1?6) glycosidic linkages. The poly-mannose chain is randomly substituted with galactose units at a mannose-to-galactose ratio of 1.8-1.0 [1]. Cheng et al. reported that the molecular weight of natural guar gum is 1.935 • 106 [2]. Robinson et al. found that the molecular weights of five grades of commercial guar gums ranged from 4.4 • 105 to 16.5 • 105 [3]. Guar gum is frequently used as a depressant of naturally hydrophobic gangue minerals (e.g. talc) in the flotation of PGM-bearing ores, and according to Harris et al. a wide variety of modified guar gums are available for this application [4]. The Canadian potash industry utilizes natural guar gum as a blinder of water-insoluble slimes in the flotation of potash (sylvinite) ores, a process that is carried out in a saturated KCl/NaCl brine. The role of the polysaccharide is to prevent a primary amine collector from adsorbing onto these unwanted fine minerals. Hydrophobic interactions between basal cleavage planes and the polymer appear to be involved in guar gum adsorption on talc [5,6]. Liu and Laskowski stressed the importance of metal impurities on mineral surfaces that can serve as the active sites for polysaccharide adsorption [7]. This postulate was consistent with the later observation that, in addition to hydrogen bonding, the adsorption of guar gum onto talc was strongly dependent on the surface concentration of magnesium sites [8,9]. In this case the adsorption process was visualized as metal-polysaccharide complexation facilitated by the cis-configuration of the hydroxyl groups of mannose monomers. Hydrogen bonding and chemical interactions with metal sites were also suggested by Rath and Subramanian in their studies on guar gum adsorption on biotite mica [10]. In a recent study, Wang et al. demonstrated that hydrogen bonding is the main driving force behind guar gum adsorption onto talc [11]. Their data also show that the adsorption density of guar gum on alumina is about five times lower than the adsorption density on talc. Pawlik and Laskowski reported that the amount of guar gum adsorbed on illite was independent of ionic strength over a wide range of salt concentrations [12]. The adsorption density of the polysaccharide on illite did not measurably change with ionic strength from that of distilled water to about 50%-saturated KCl/NaCl potash brine (~3N KCl/NaCl). However, guar gum adsorption on dolomite dramatically decreased over the same range of ionic strengths, and no reliable explanation of that phenomenon was proposed [12]. The water structure-breaking or structure-making capabilities of background ions are usually ignored when discussing adsorption mechanisms of polymers. The concept of “structure breakers” and “structure makers” was first introduced by Gurney, and Frank and Wen who postulated that each ion is surrounded by three distinct regions of water structure [13,14]. In the first layer, water molecules are tightly bound to the ion. The second region extends farther away from the ion and is referred to as the region of structure breaking. Only at larger distances, where the ionic field is weak, water molecules form the “normal” ice-like structure. It is also now recognized that the first layer can be further divided into the primary and secondary hydration shells. Small, strongly hydrated ions reinforce the “normal” structure of water and the region of structure breaking disappears. In contrast, large less-hydrated ions disturb the ice-like structure and generate an extensive region of structure breaking. Experimentally, these two effects can readily be distinguished through viscosity measurements. Increasing concentrations of structure-breaking ions result in a decrease of the viscosity of aqueous solutions. On the other hand, increasing amounts of structure-makers significantly reduce the viscosity of water. Alkali metal cations form a sequence known as the Hofmeister series. In Roman and earlier civilizations the term cement was applied only to mixtures of lime, pozzolana, sand, water, etc., used as a mortar to bind larger stones. Today, portland cement, the subject of this section, can be briefly defined as follows: The product obtained by finely grinding clinker produced by calcining to incipient fusion (i.e., sintering) an intimate and properly proportioned mixture of argillaceous and calcareous materials. History The Egyptians were probably the first to join building stones with a mixture of sand and a cementitious material (i.e., having the property of or acting like cement). It is generally accepted that the cement used by the Egyptians on such structures as the Great Pyramid was calcined gypsum, Later the Greeks began to calcine limestone for use as a mortar with sand and water. Still later, broken brick and tile were added to the mortar to make the first concrete. The Greeks and Romans found that some sands produced mortars that were especially resistant to the action of water. Hydraulic (i.e., underwater-hardening) cements formed by combining slaked lime, water, and finely divided siliceous materials (e.g., pozzolana) possess superior strength and are capable of resisting the destructive action of water. They were used on the Pantheon, Colosseum, and other structures, some of which are still standing. In 1756 an English engineer, John Smeaton, found that an argillaceous limestone (i.e., containing an appreciable amount of clay as an impurity) produced a cement with greater resistance to the action of water. Despite Smeaton's findings, the use of the old mixture of lime and pozzolana long retained its popularity. Significant contributions in cement technology from England, Swe¬den, France, and Holland were made in the next 68 years. However, the invention of portland cement is generally credited to Joseph Aspdin, an Englishman, who in 1824 patented "portland cement." The name was selected because, on hardening, it resembled the natural building stone from the Isle of Portland, England. The patent features mixing ground limestone and argillaceous materials in appropriate proportions and calcining (i.e., expelling CO2 by roasting) the mixture. This superseded the existing practice of calcining naturally occurring argillaceous limestone. In about 1845 Isaac Johnson, also English, conducted experiments on proportioning the components and calcining them at higher tem¬peratures. His accomplishments are accepted as the beginning of the present-day portland cement industry. The U.S. cement industry originated with the demand for good hydraulic cement for building structures such as the Erie Canal, which was started in 1817. The first discovery of cement rock (i.e., naturally occurring argillaceous limestone with near-optimum ratios of calcium carbonate, alumina, and silica) near Fayetteville, N.Y., was made by C. White. In 1818, White secured a patent for the manufacture of natural cement from that deposit. Subsequently, several natural cement plants were built in 1830-1840 at Rosendale, N.Y., and in the Lehigh Valley of Pennsylvania. David Saylor, who participated in establishing a natural cement plant at Coplay, Pa., in 1850 discovered that a superior cement could be produced by calcining the rock at higher temperatures than hith¬erto. In 1871, Saylor obtained a patent and commenced the manufac¬ture of portland cement. By 1890, there were 17 portland cement plants in the United States with a combined annual output of 62,300 tons. At the end of 1970, the number of plants producing portland cement in the United States (including Puerto Rico) was 169, down from a maximum of 185 in 1967, with total annual shipments of 73.4 million tons valued at $1,298 million. (Fig. 1). In 1970, annual world production of hydraulic cement (which includes pozzolanic materials, hydraulic limes, natural cement, alumina cement, and portland cement, all of which are in current use in various parts of the world) reached 630 million tons (Table 1). Flowsheets of typical U.S. cement plants are shown in Chapter 13. Chemical Composition and Physical Properties It is generally accepted that portland cement clinker consists of a mixture of compounds or synthetic minerals. The four principal compounds are:

Traditional or artisanal goldmining, also known as small scale goldmining, has a strong and probably a negative environmental impact. The processing methods applied are very frequently a source of severe pollution due to the emissions of mercury by the extraction of gold by means of amalgamation as well as the emissions of cyanide through cyanide leaching of gold bearing ores. The emissions find their way into the environment and contaminate soils, sediments, water and atmosphere. Abnormal concentrations of mercury and cyanides in waterways are known to occur year after year destroying irreplaceable regions of the world. Mercury and cyanide compounds are highly toxic and may directly create permanent damage to the whole ecosystem. Existing methods for recycling of mercury and for decontamination of mercury and cyanide contaminated tailings are not customary applied in small scale mining and are ineffective as well. Based on investigations of traditional and small size goldmining, this paper presents: -processing methods of gold and discarded tailings under consideration of environmental protection; -figures on actual situation; -recommendations for equipment; -some decontamination methods for mercury and residual cyanide. Mineral Processing methods in traditional gold mining Gold is usually existing in its ores as the metal alloyed with metallic silver and perhaps copper. The element may occur in the form of: -native gold -inclusions also of microns or submicroscopic size metal sulfides (auriferous) such as pyrite, pyrrhotite, stibnite, arsenopyrite and galena -combined as telluride or sulphotelluride. The separation process selected depends on whether the gold can be freed from its unfavorable associations (e.g. gangue) at a sufficiently coarse grain-size, or whether it is carried in a heavy sulfide which can be freed similarly. The usual practice is to concentrate the goldbearing mineral at a relatively coarse grain-size and to regrind the ore if necessary. The gold content is concentrated by secondary or tertiary gravital methods or is extracted by chemical methods (amalgamation, cyanidation etc.) Gold, even when of fine grain-size, settle readily due to its high specific gravity from pulps in which the main gangue mineral is quartz or silicates. Amalgamation is the process of separating gold and silver from their associated minerals by binding (entrapping) them into a mixture with mercury. The cyanide process is applied to separate gold or gold-bearing compounds by dissolution from the finely ground ore (CIP, CIL, RIP), or as heap leaching. The dissolved gold is separated from the solids and the metal-rich or pregnant solution is then treated to recover its gold. Gold is also recovered by flotation methods. This process is widely used in treating base metal ores and in separating various sulfide components of ores, as well as in removing the barren gangue. The gold usually associates with a specific product in a sequence of flotation operations and is recovered subsequently in the smelting of the sulfide concentrates and refining of the metallic products, or by cyanidation of the roasted concentrates. Froth-flotation can be applied to separate gold and sulfide minerals from a finely ground pulp. The Amalgamation Process Amalgamation is the main method for the recovery of gold in traditional mining and is applied for the extraction of gold from placers as well as primary ores. The mineral technology used depends on the nature of ore deposits. In winning gold from solid ore, the matrix of minerals and rocks must be crushed and ground to sufficient fineness to liberate the gold. The liberated gold could be treated similar as free gold from placers. Gold is mainly separated from the valueless gangue (barren rock) by utilizing the difference between the density of the impure native metal (density about 16-19) and the gangue (density about 2.5). In simple operations the material is carried by a stream of water down a sluice generally equipped with small transverse barriers (riffles) against which the gold collects. The riffled sluice is the principal device used by artisanal gold miners. Nowadays, spirals as well as centrifuges, such as Knelson separator or Falcon separator, are occasionally applied for gold recovery. Gold may also be recovered from the pulp, by passing it over corduroycovered tables that catch the heavier particles - a method maybe as ancient as gold mining itself. Two years ago, about the only US mining ventures that could turn even marginal profits were precious metals. In 1986, the price of gold dramatically increased, as did earnings from precious metals, mostly gold mines. First quarter results for 1987 show that gold will again be the most profitable type of mining in the US. All this money being made in gold resulted in many new mines being opened and hundreds of old workings being re-evaluated. The Society of Mining Engineers has put together a technical program to aid in developing precious metals mines. Small Mines Development in Precious Metals will take place Aug. 30-Sept. 2, 1987 at Bally's Hotel, Reno, NV. Topics at this meeting will include Problems Facing Small Miners; Understanding Geology and Ore Reserves; Mining-Production Options to Maintain Competitiveness; Processing for Precious Metals; Financing and Economics that Work for Small Miners; and Understanding the Environmental and Permit Maze. Problems facing the small miner The small miner has found and started most of the productive mines in the world, says Alfred G. Hoyl, of Coal Fuels Corp., Rollinsville, CO. Hoyl will state his case for small mines development in the opening session of the program. He will make the point that government regulations must never restrict the small mine or miner. And the mining industry must be careful not to crowd out the independent miner. "To restrict small mining is to say to our young men and women entering the mineral industry `There is no place for you as an independent.' Small is a relative term and we must never feel that starting small will restrict our possibilities of becoming big." In the same session, David J. Starbuck, Starbuck Minerals Management, Mayer, AZ will take a look at why smaller precious metals mines are profitable. Mining companies have changed their perspective on reworking previously mined properties. They are looking at abandoned properties in older mining districts. The attitude is that smaller operations in these districts can be profitable with the present economic climate, more advanced technology, and better management. Small, independent mining companies may not have the same resources to draw from as the majors. But there are affordable technologies available that fit into the independents' budget. Betty Gibbs, of Gibbs Associates, Boulder, Co will explain how a personal computer can help a small operation to analyze data more effectively and respond quickly to changing conditions. Scenarios will be developed that will describe how PCs can be incorporated into all phases of an operation. Financial institutions are becoming more willing to consider venture capital for small precious metals mines, according to Stanley Dempsey, Denver Mining Finance Co., Denver, CO. This may be in the form of equity or debt, he says, but they want to receive assurances of the quality of the resource. And they will ask about the ore reserves. Next, the potential lender will want to know about the mining method and en¬vironmental regulations. Dempsey will discuss these requirements. Once a high grade gold mineralization is located and reserves proven, it must be evaluated to determine which recovery process is best suited for this deposit. Robert Martinez, Amselco Minerals, Ely, NV will evaluate processes for such a deposit located in Mexico. Heap leaching, vat leaching, and a carbon-in-pulp circuit are all viable options, he says. Introduction The vibration energy that travels beyond the zone of rock breakage is wasted - all it does is cause damage and annoyance. Under favorable geologic conditions, this energy may travel many kilometers before it finally drops bellow the background noise level. This has forced the introduction of more restrictive limits to the allowable vibration levels. To maintain the profitability of a mine or quarry and to comply with environmental protection legislation, blasting needs to be performed in a more predictable way that will ensure that the final results are optimal in both mining and environmental terms. Minimization of ground and induced structural vibration is, therefore, a matter of good blasting practice -not just an attempt to avoid complaints from neighbors. A new approach to blast vibration minimization is presented. The method utilizes the existence of the local minimums in the frequency spectrum of single-hole blast vibration. The results are presented as a delay map showing maximum ground or structural vibration velocity for many combinations of interhole and interrow delays. A blast engineer can use this map to select an optimal combination of delays that will produce a low vibration velocity at a selected location and, at the same time, will be acceptable from the point of view fragmentation or muck pile shape. Response of structures A typical single-story building has two distinctive forms of vibration. The first form is a translatory vibration of the building superstructure (frame), and the second form is a flexural-bending vibration of the structural elements such as walls and floors (Siskind et al., 1980). Walls and floors will have several modes of oscillation. The most important is the fundamental mode of the vibration, as this mode will have the lowest frequency, the largest amplitude and will cause the largest deformations. The vibration of walls and floors is also a source of secondary vibration within a building, due to the movement of loose objects, e.g., furniture and wall fittings (Dowding, 1985). The subjective estimate of the amplitude of a vibration by the occupants of a house will be unrealistically high due to the effect of the secondary vibrations. It is now well recognized that human perception of ground vibration begins at levels that are far below those that will produce minor damage to the most fragile structures. In mining and quarrying operations, complaints regarding vibration levels tend to be determined more by human perception or annoyance rather than by observations of damage. Ground vibrations on the order of 0.08 mm/s (0.0032 ips) (Walter and Walter, 1979; Murray, 1987) can be felt, and they are often subjectively estimated to be about 100 times greater. Amplification of ground vibration in the structure depends on the amount of energy in the ground vibration spectrum that is in the vicinity of the structure's resonant frequencies together with the damping ratio of the structure at these particular frequencies. One way to avoid significant vibration amplification in a structure is to shift the dominant part of the ground vibration away from the resonant frequency range of the structure. The presented method allows for the selection of the optimum blast timing (interhole and interrow delay times) to minimize the resultant ground vibration amplitudes in a given frequency range. It also allows the selection of suboptimal, but still acceptable, blast delay times, which may be preferable from the point of view of overall blast performance. Determining frequency ranges of importance in structures In attempting to avoid amplification of vibrations in the structure, ground vibration amplitude of frequencies close to the resonant frequencies of the building needs to be minimized. The width of the frequency-minimization region is determined by the value of damping in the building. If the damping ratio is low, then the frequency-minimization region around the resonant frequency will be relatively broad. By shifting the dominant part of the ground-vibration energy into the frequency region much higher than the resonant frequency of the building (1.5 to 2 times), it is possible to achieve efficient vibration isolation of the building. In such cases, the structural dynamic amplification of ground vibration will be less than unity. The first step in this minimization process is the determination of the structural resonant frequency. From the frequency spectrum, it is possible to determine the resonant frequency of the structure. Sometimes the

Introduction Laboratory studies were carried out at West Virginia University to investigate the rock-fragmentation mechanism of continuous miners using an automated rotary cutting simulator. The primary factors influencing the fragmentation process were found to be bit spacing, bit geometry, depth of cut and cutting-drum rotational speed. This paper presents a discussion of the effects of these parameters in achieving optimum energy consumption and minimizing dust generation during rock fragmentation. The removal of rock ridges/walls between adjacent grooves is analyzed with three hits mounted simultaneously on the cutting head, while the bit tip angle was varied from 600 to 900. Bit spacing was varied from 25.4 to 50.8 mm (1 to 2 in.) while the cutting process was assessed for varying cutting depths. Respirable dusts generated during the course of the experiments were analyzed utilizing cascade impactors. Assessment of these parameters has led to a better understanding of the cutting mechanism of continuous miners in terms of energy consumption and dust generation. A review of the literature revealed that a considerable amount of research has been carried out on rockcutting processes. Many authors agree that the mechanical cutting efficiencies of mining machines (e.g., continuous miners, shearers and road headers) are affected by a host of parameters. Some of these parameters are machine controlled, some are operator controlled, while others are uncontrollable. Efforts were focused on understanding the influence of parameters such as bit spacing, cutting depth, attack angle, bit type, drum speed, bit geometry (i.e., tip size, shape and tip angle) and rock type on the cutting process efficiency in terms of specific energy consumption and respirable dust generation (Strehig?? et al., 1975, Hanson et al., 1979, Khair et al., 1989). Roepke et al. (1976) in an attempt to study the dust and energy generated during coal cutting using point attack bits found that the dust and the specific energy consumed both decrease as the depth of cut increases. The four fundamental stages of dust generation luring rock fragmentation are identified by Zipf and Bieniawski (1989). Coal breakage by various types of wedges was assessed by Evans and Pomeroy (1966) in an extensive experimental study on British coals. Yet the industry today requires further attention and guidance to optimize the energy consumption and dust generation during the rockbreakage process. This paper attempts to give a better understanding of the influence of some of the parameters listed above and focuses on further improvement in the rock-cutting process. The specific energy consumed for different types of bits used and the respirable dust generated are analyzed in the context of the variation of a few other parameters. Laboratory investigation The experiments were performed in the Rock Mechanics Laboratories located at West Virginia University. A rock-cutting simulator designed and fabricated by Khair (1984) was utilized for this purpose. The details of this machine are available in the literature (see Khair 1984). For this study, a series of preliminary experiments was carried out to determine the optimum cutting frame advance speed. This was intended to facilitate a maximum cut depth of 31.75 mm (1.25 in.) at an advance rate of 0.525 mm/s (0.0207 ips) for all types of bits being used and various bit spacings being considered. To look into the cutting-process efficiency of a continuous miner in the laboratory, several parameters of influence are being considered. Besides the bit-geometry parameters, machine- and operator-controlled parameters, such as spacing of bits on the cutting head, the cutting head rotational speed and the total cutting depth during an experiment, are varied. At the time this paper was written, only part of the completed experiments were ana¬lyzed, and a number of experiments were still being carried out following an orthogonal fractional factorial experimental plan to assess the effect of all of the above¬mentioned parameters on the cutting efficiency in terms of energy consumption and dust generation. "Nearly every input to a mine plan is based on an estimate. The estimates may be from sample data, historical information, models, or personal opinion, but in all cases, these values are simply expected values (means). In real life, we do not get to iterate the exact conditions at our mining operation many times to ensure that that average value is attained. The expected value also tells us nothing about the spread of values that that input might take on. The result is a significant amount of unquantified uncertainty in our mine plans. Unfortunately, it is often too expensive or time consuming to update planning processes and software. This paper presents a proof of concept spreadsheet scheduling tool that can be utilized to incorporate many geologic realizations (simulated models) into the mine scheduling process. While this POC is not intended to be a detailed model of uncertainty, it is to show that there are stepping stones available for mine planners to begin to embrace uncertainty and produce more achievable plans without requiring a significant change in their planning process. INTRODUCTION Mining companies have included quantifying uncertainty, or at least risk, as a requirement of project justification for many years, however many times this process lags behind the traditional mine planning process and the results are rarely used to improve the plan. Nearly every parameter used in a mine plan is an estimate and the mine planning engineer should recognize and even embrace the inherent uncertainty in those parameters and its effect on their forecast results. While many of the uncertainties are beyond the scope of the traditional mine plan (e.g. global market uncertainty, socio-political uncertainty, environmental uncertainty), some uncertainties can, and should, be included in the mine planning process. Many mining engineers have incorporated techniques such as Monte Carlo Simulation or Discrete Element Simulation to understand the range of productivity that can be expected for an operation but most still rely upon one estimated model for what is likely the critical component of technical uncertainty, the geologic resource. Modern geostatistical methods can provide multiple ore body realizations to provide a thorough unbiased “picture” of the geologic uncertainty but most traditional mine planning techniques are not formulated to allow for multiple (100-200) realizations of each material quality/grade parameter. Commercial software companies and research groups are progressing with development of tools that can incorporate geologic uncertainty, and even optimize extraction plans in the uncertain environment. Unfortunately, this author believes that a significant number of mining operations will not be able to adopt these techniques due to the computational requirements of the advanced techniques and the costs associated with implementing proprietary software. In an attempt to encourage mining engineers to embrace the inherent uncertainty in their mine plans, this paper presents a cost-effective alternative that can be developed in-house, at any mine, to schedule mid to long-term mine plans while continuously monitoring the uncertainty in the results. The author hopes that by demonstrating the usefulness of such a system that mining companies will encourage engineers, geologists, and geostatisticians to find ways to incorporate this powerful data into their processes and procedures."

The focus within the economical optimization of projects, which are conducted underground, shifts more and more towards the conduction of construction work underground. Underground operations can be defined in a wide range of various projects, from underground mining tasks to the construction of engineering structures. Within these projects the conduction of construction work cannot only be defined as absolutely necessary, but sometimes also as optimizing for underground processes (e. g. installation of workshops underground to support the mining processes). Even though the conduction of underground construction might cause positive outcomes concerning the productivity, it also tends to be challenging due to local (sub-surface) conditions and influences. To minimize the risk of failure and sudden events within in the conduction of construction work underground, the tool “work preparation” shall be used. Under the given constraints, such as local influences, expected construction work and set time frame, the conduction of the construction work will be planned in advance by consideration of the construction logistics as well as the selection of a fitted construction technique. PROBLEM DEFINITION Economic Challenges - Raw Material Extraction Enterprises in the construction, mining and raw material extraction industries are increasingly under the pressure to perform economically to sustain their position on the global market. Profitability, efficiency and productivity are the basic conditions to be an active participant on the global market as well as a business partner and contractor for mining and construction projects or projects related to the extraction of raw materials. The completion of large-scale as well as common construction projects above ground has been under the pressure to minimize costs and time whilst maximizing the potential outcome, in the meanings of quality and economic gain, for more than a decade now. Whereas the construction industry has to fight the competition on the market with efficient project outcomes, the mining industry has to find ways to perform efficiently to further conduct the extraction of decreasing raw material deposits. The ongoing exploitation of existing raw material deposits to satisfy the constantly increasing raw material demands world-wide, led to the predicament that economically mineable deposits have decreased dramatically. Even tough mineral deposits do still exist on a global level, near-surface deposits decrease rapidly. Therefore, the extraction of raw materials within mining operations will be relocated further away from the surface in greater depths. With the growing distance from the surface to the mineral deposit, the extraction costs will increase many times over. With that in mind, the extraction costs will increase whilst the economic efficiency will decrease. The extraction of certain deposits will no longer be profitable with the common approach. To further extract raw materials efficiently even in greater depth, companies have to change their practice in different ways. That leads to the fact, if the deposits are in the depths, where the extraction processes won´t be economically, other (support) processes have to be in order to guaranty an economical corporate process itself. This precept will divert the focus from the actual mining process to support processes, where potential for optimization still can be found, as shown in figure 1.

The function of the mine surveyor is to (a) provide a network of points of accurately known position, covering the entire mine property, (b) obtain the required data for the preparation of useful maps and sections! (c) provide position and directional control for the guidance of the operations, (d) measure the progress of the work, (e) measure the movement of rock masses, and (f) make miscellaneous surveys as needed. Mining properties range from the very small to the extremely large, and from those which involve only surface operations to those involving extensive underground workings. Active mines undergo constant change, necessitating continual updating of the surveys. The differences in the character of the deposits, the scale of mining and the mining methods result in large differences in the surveyor's activities and techniques, but many of the problems involved are common to most mines. The surface work of the mine surveyor is very similar to that, of the plane surveyor in that control points are established by triangulation, trilateration and traversing. Detail is taken by direct measurement, by stadia and by aerial photography. The equipment used, the techniques and the methods of processing the resulting data are likewise very similar. However, the underground work is quite different : A. The lines of sight frequently must be carried through constricted openings, often involving short lines of sight and awkward setups. B. The lighting often is poor, requiring illumination of the backsights and foresights, and the crosshairs. C. The ambient conditions often are difficult, involving falling water, high tem- peratures, poor visibi 'kv and heavy traffic through the area being suneyed. D. The surrounding rock map be unstable, resulting in movement or loss of the surveying stations, as well as hazard to the surveyors. E. The points to be measured often are difficult or impossible to reach. F. Steep vertical sights often are necessary, requiring the use of special equipment. G. Many working levels commonly are involved, requiring the transfer of position and orientation to each with a high level of precision. This section therefore will concentrate on surveying problems peculiar to the mine surveyor, chiefly underground work. 22.1-THE MINE COORDINATE SYSTEM A system of coordinates is essential for all permanent mining operations It is very desirable that all mining operations in a ,given area b~ tied into the same system, as this minimizes problems of boundaries and connections Whenever possible this system should be tied into and made part of the state or regional grid system. It is desirable to orient the coordinate grid on a true-north line and to position the origin of the coordinates so that all of the work will be in the "northeast" quadrant, making the north and east coordinates always positive. This can be done by subtracting suitable constant values from the north and east coordinates of the regional system The residual values are of more convenient magnitude and can be used as the local mine coordinates. "In the Netherlands, the Dutch Tunnel Standard has been developed for the execution of road tunnel projects. The Dutch Tunnel Standard is based on the Dutch Tunnel Law (WARVW) which sets the minimum safety standard for road tunnels in the Netherlands. Uniformity of tunnels and the uniform perception of a tunnel by its users leads to a higher safety level. Therefore, several items in the Dutch Tunnel Standard are specifically developed to ensure safety in emergency situations through the plane of human factors. Taking human factors into account is important in regular traffic situations, but in an emergency situation, this can be vital. In this paper, the development and contents of the Dutch Tunnel Standard are explained in the first part and in the second part, the systems related to human factors are described. DUTCH TUNNEL LAW AND THE NEED FOR THE DUTCH TUNNEL STANDARD In the 90’s of last century and the early 2000’s, several serious accidents occurred in tunnels in Europe. These accidents involved fire and led to many casualties. After these accidents, the European Union decided to change the regulations for tunnel safety, leading to the EU directive 2004/54/EG. The primary goal of this directive is, that casualties are minimized in case of a calamity in a tunnel (e.g. fire). In the Netherlands, the EU directive led to the development of the tunnel law and a tunnel regulation (in 2006) to prescribe the safety features required for a safe tunnel. The new Dutch tunnel law – cited in the Building Act – was meant to make tunnel design easier – but resulted at first in the opposite effect. Tunnel design in the Netherlands and design standards of Rijkswaterstaat Rijkswaterstaat – the executing organisation of the Dutch Ministry of Infrastructure and the Environment – is the owner of the tunnels in the Dutch national motorway network, thus owner of the majority of the road tunnels in the Netherlands. In the early years of tunnel building in the Dutch national highway network (approximately 1950 – 1970), Rijkswaterstaat was not only owner, but also designer of its own assets. Most Dutch tunnels are submersed tunnels, because these type of tunnels provide a cost-effective way to make river crossings. Another type of tunnel that is used, is a TBM tunnel. Because of the geological conditions in the Netherlands (merely clay/peat and sand), there are no NATM or drill-and-blast tunnels in the Netherlands. Since the last decades, land tunnels (covered roads) are becoming more common to provide for multiple use of surface space and to meet more modern environmental regulations as traffic increases near densely populated areas. Tunnel lengths in the Netherlands vary from 500 m to 1.5 km for river crossings up to 6 km for the Western Scheldt (bored) tunnel. The lengths of land tunnels vary from 500 m up to 3 km. With these increasing lengths, some safety topics and design topics arise, topics that were non-issues in the past, when tunnels were only used as river crossings."

Performance of belt conveyors, service life of belts and mechanical elements can be radically improved if the automatic adjustment of the belt speed movement is made in such a way, that the unit load over the conveyor length be constant and close to the rated one under random input freight traffic. Such an adjustment is possible when the system of a controllable thyristor electric drive on the basis of induction squirrel cage motor is used. Computer-aided adjustment of the belt conveyor movement is effected via bicontour digital control of the main drive in order to redistribute loads when the loading of conveyor and contour of the control of tension drive are changed. The system envisages control and condition monitoring of the conveyor electromechanical system, as well as metering of electrical power and the amount of conveyor freight. The results of the simulation of speed control of the conveyor belt are given in the report. Mathematical model of the conveyor electromechanical system describes the movement of the belt with cargo and the tension drive. The input cargo traffic is assumed as stationary ergidic random process with the assigned characteristics. The solution of the problem of the synthesis of a closed-loop control system, the structure and parameters of adjustment, the conditions of asymptotic stability of the control back-up system and the condition of minimization of mean square error of shadowing are also given in the report. Microprocessor controller is used to realize the function of the adjustment unit. Under this control system standard mode of conveyor operation, different modes of start-up, operating mode with decreased speed when transporting people, service and emergency braking of a conveyor and some other modes are realized. The digital model of a conveyor as an instrument for decision making in case of emergency is used in those modes. MASTER TEXT Long-standing practice of belt conveyor operation in mines of Russia has proved their inefficient use with 40-70% capacity and 20-25% availability factor. It is associated with unreasonable power intensity and reduction of service life of mechanical components, and as a result, with the growth of total transportation costs. Low efficiency of conveyor application can be explained by the extremely irregular distribution of conveyor freight traffic. Usually, the width of a conveyor belt is identified in accordance with the possible maximum traffic value, engine power capacity for long-term operation under rated loads. However, actually a conveyor often runs without any load and its average load in most cases is lower than the rated one. The problem can be eliminated by way of the adjustment of the operational mode of a conveyor according to an actual input freight traffic via belt speed control providing for the conveyor regular linear load which is nearly equivalent to the rated one. Experimental research into freight traffic under working conditions of the operating underground and open-cast mines proves the fact that the actual freight traffic can be adequately presented through the model of stationary random function of time, for ex- ample, as a J (t) continuous random Gaussian process that is modulated with a G(t) elementary pulse flow:

"The Kittila underground mine is extracting one of the largest known gold deposits in Europe and has an estimated mine life through 2034. The Kittila mine is located in the Lapland region of northern Finland, approximately 900 kilometres north of Helsinki and 150 kilometres north of the Arctic Circle. The ore at the Kittila mine is refractory, making gold extraction relatively difficult because the gold is generally locked inside the two main sulphide minerals – arsenopyrite and arsenic-rich pyrite. The orebody consists of a complex pinch-and-swell structure including up to 100 different gold mineralization lenses. Fluctuating gold prices and other economic considerations increase the need to maintain and update the mining plans more frequently. Over 3,000 stopes need to be designed and optimized once a year for the LOM-plan and more frequent updates are needed for mid- and short term plans as well as production studies. As a large part of ore body is very sensitive to cost and gold price changes, stope optimization is crucial to find the best possible production scenario for every moment. Kittilä has gone through several methods for stope design and optimization. Most recently the Deswik Stope Optimizer (Deswik.SO) has been successfully used. Dewsik.SO has helped Kittilä to design and optimize stopes in a timely and cost efficient manner. Together with the Deswik suite of planning tools, reliable and auditable plans are created. This paper describes the methods used for stope design and optimization at Kittilä. THE KITTILÄ MINE The Kittila underground mine in northern Finland is extracting one of the largest known gold deposits in Europe. Kittila achieved commercial production on May 1, 2009, becoming Agnico Eagle’s first mine to open outside of Canada. The Kittilä orebodies were initially mined from two open pits – Suuri and Roura – and underground operations were added in October 2010. The pits were mined out in November 2012, so mining is now entirely underground in the Suuri and Roura deposits. Additional, small open pits will mine any remaining near-surface reserves in the future. The Kittila mine is located in the Lapland region of northern Finland, approximately 900 kilometres north of Helsinki and 150 kilometres north of the Arctic Circle. With a mine life estimated through 2034, Kittila is Agnico’s longest-life mine. The mine’s proven and probable reserves contain 4.7 million ounces (32 million tonnes at 4.6 g/t gold). Ore has been mined from underground since 2010. The original 3,000-tonne-per-day operation underwent an expansion project to increase the throughput capacity of the mill by 1,000 tonnes/day, starting by the end of 2014. The region around the Kittila mine is underlain by mafic volcanic and sedimentary rocks of the Kittila Greenstone Belt oriented nearly vertical. This greenstone belt is similar to those hosting Agnico Eagle's Canadian deposits in Quebec’s Abitibi region and Nunavut. At the contact point between iron-rich and magnesium-rich rocks lies a 100- to 200-metre-thick structural zone known as the “Suurikuusikko Trend”. This trend hosts the Kittila deposit, where multiple mineralized zones have been traced over a strike length of more than 25 kilometres."

Industrial Minerals commodity profiles are continued from May's Annual Review issue. Diatomite G. Coombs, Manville Sales Corp. Growth in US diatomite production continued to lag in 1986. The US Bureau of Mines estimated that 580 kt (640,000 st) were produced last year. This is a 1%0 growth over 1985. The cumulative growth from the 1982 low point is 4.4%. Present production, though, is still only 90% of the high tonnage of 1979. The industry will see increased competitive activity with the start-ups of two new mines and production facilities in California and Oregon. US production has come primarily from Lompoc, CA, Bassalt, Clark Station, and Lovelock, NV, and Quincy, WA. New production, probably with capacities of 45 kt/a (50,000 stpy) each, have started near Burney, CA, and Vale, OR. Eagle Picher's new, full-line filter aid and filler plant at Celatom, Vale, OR, was dedicated in August. The plant uses diatomite from the Celatom mining district in Juntura, OR. Grefco's new filter aid and filler plant near Burney, CA, was ready in July. It produced flux calcined products through a single kiln and can handle both bag and bulk shipments. The operations are in Shata County with the plant and mine at the same site. Manville Specialties Group is moving its Filtration and Minerals Division headquarters and research staffs to Lompoc, CA. The move is intended to strengthen response and performance by locating research, marketing, and production close together. Diatomite is processed in three methods: natural, calcined, and flux calcined. The natural is dried to remove water and is particle size classified. Calcined or straight calcined products have been sintered to modify particle size or permeability. Flux calcination, or flux sintering, has a stronger influence on permeability and also benefits color. The unique structure of diatomite is used in a range of particle sizes from fine paint fillers, to coarser filter aids, to granular aggregates. Dimension stone L. Meade, Geomapping Associates Ltd. 1986 was another good year for dimension stone production. The trend toward using marble, granite, limestone, sandstone, and slate has created an increasing demand. According to US Bureau of Mines 1986 estimates, 1.1 Mt (1.2 million st) of dimension stone, with a value of $173 million, was produced by 200 companies. This is an increase from 1985, where 220 companies produced 1 Mt (1.12 million st) valued at $172 million. The increased production volume and decreased unit value is due to the competition from imports. The net import reliance in 1986 was 68% compared to 62% in 1985. The value of imports was $374 million in 1986 versus $295 million the year before. In an effort to maintain their market share, domestic finishers, particularly in the granite industry, continued to upgrade plants and machinery during 1986. In addition, offshore dollars have financed a number of fabricating facilities in North America that will finish imported rough stock. It is hoped that this increased domestic production capability will capitalize on a devalued US dollar. The trend has been for growth in stone usage and market. This trend is continuing with increased public awareness and desire for natural stone in buildings. The area of greatest market growth is expected to be in residential and interior decorative stone usage. Use of sophisticated, automated equipment has made the cost more affordable. Now lobbies, foyers, and specialty rooms are being clad in stone. Dolomite J. Welshimer, National Lime & Stone Co. About three-quarters of dolomite production is used as construction aggregates and 10% to 20% is sold or used as an industrial mineral. Total limestone and dolomite consumed for chemical and metallurgical purposes is about 136 Mt/a (150 million stpy). Sales of industrial dolomitic products were somewhat stronger in 1986 than levels recorded in the early 1980s. Some of the sales' strength, however, can be attributed to reductions in the number of active mining and processing operations. The industry will probably undergo further consolidation by the end of this decade. This will be due primarily to the continued softening in demand by the steel industry. Dolomitic limestone deposits being mined for raw materials for the steel, glass, and refractory in¬dustries are generally 54% calcium carbonate and 45% magnesium carbonate by weight. Impurities composed of silicon, aluminum, iron, sulfur, and phosphorous, represent less than 1%. The heaviest concentration of high purity, surface mineable dolomite in the US is in northwestern Ohio. Crushed and sized dolomitic limestone is a basic raw material for the iron and steel industry. G.F. Learning The paper by R.V. Ramani and R.J. Sweigard is a wonderful description of the labyrinthine web that has been spun about the mining industry by energetic bureaucrats and politicians over the past 50 years. The remedy for the problem, however, is not more of the same, but less. That may be difficult for the industry to achieve, for it is not a technical solution but a political one. And the current fervor for more detailed planning at all levels of government and private enterprise has become deeply ingrained. The authors recommend the provision of more information about mining and mineral resources to "macro" (i.e., government) land use planners. They apparently overlook, however, the already strong tendency on the part of most government land use planners to consider themselves omniscient. Thus, giving them more information about the technical problems of mining will only make them want to get more and more involved in the "micro" (private, site specific) mine development and production plans of the individual mining firm. In fact, this has already happened at all levels of jurisdiction from municipal to federal government. Examples are legion. The most effective way to ameliorate the adverse impacts of government land use planning on existing and potential mining operations is to: (1) introduce greater flexibility in the definition of land use zones by local and state governments; (2) adopt realistic and relevant ambient environmental performance standards in governing relationships between mineral land uses and concurrent or subsequent nonmining land uses; (3) allow greater leeway for economic considerations in land use decisions in contrast to the explicit legalistic approach now in vogue; (4) recognize that all minerals are not the same and that sand and gravel mining should not be treated the same as underground metal mining, coal stripping, oil field production, or in situ leaching; and (5) eliminate the notion that mining operators should be responsible for determining in detail the use of land by subsequent owners of mined land. This last bit of conventional ethic really makes no more sense than requiring the builders of every shopping center or government office complex to provide detailed plans for the use of that land when its use for shopping or government is ended. Did the builder of Ebbetts Field plan for Brooklyn after the Dodgers went to Los Angeles? Should the developer of the Bingham Pit plan for suburban Salt Lake City after the copper mining goes to Chile? The nation's mining industry must address these questions before further bankrupting itself to provide more data to planners and spending thousands of dollars per acre to create land that when reclaimed is worth only a few hundred dollars per acre. Reply by R.V. Ramani and R.J. Sweigard We thank Mr. Leaming for his valuable contribution. His views on the problems of land use planning and mineral resources are most welcome additions to our paper. As the title indicates, our paper was more concerned with the impacts of land use planning on mineral resource conservation than with the details of the planning process. On the whole, his five recommendations would be helpful for mineral resource conservation. However, we would suggest that the argument he presents for his final recommendation does not address the differences between mining as a land use and commercial or institutional uses. We believe that this difference is the crux of the issue. We share Mr. Leaming's desire to ameliorate the adverse impacts of land use planning. Possibly the most detrimental impact is the loss of mineral resources. Any development, whether mineral or community, that does not give proper consideration to other resources can result in permanent loss or sterilization of resources. With proper planning, some of these losses can be avoided. As our paper indicated, one factor that limits the consideration of mineral resources, and ultimately leads to their sterilization, is the generally inadequate levels of resource characterization and understanding of the unique nature of mineral resources and mining operations. The last point raised by Mr. Leaming is also important. In terms of reclamation and land use planning in mining districts, we certainly do not advocate spending more than what the results are worth. The main thrust of the paper was to explore the avenues for conserving the mineral resources so that, at some appropriate time, the issue of mining and reclamation can still be addressed.

Crushing and grinding The Crushing and Grinding Technical Committee There was substantial activity in the area of crushing and grinding with the improved outlook in the industry. The Crushing and Grinding Committee's theme of 1987's Annual Meeting in Denver was Fundamentals of Mechanical Design for Crushing and Grinding Mills. At the meeting, the concept of gearless sag mill variable speed drives was taken out of the closet, dusted off, and a wraparound motor was put on hard copy with the ordering of a 9.7- x 4.5-m, 8.2-MW (32- x 15-ft, 11,000-) sag mill. Additionally, comparisons were provided to the mill design of the gearless drive sag mill and the twin 4.5 MW (6000 hp) do variable speed drives placed on the drawing board for the Kennecott UCD Expansions. This involved a 10- x 4.5m, 8.9 MW (34- x 15 ft, 12,000 hp) sag mill. Differing opinions were also expressed in technical presentations pertaining to the need for quality mill specifications in design and manufacturing. J. Berney-Ficklin of Bechtel presented a paper outlining the need for quality design and manufacturing specifications in large scale grinding mills, and the overall cost reduction in capital and operating costs. Others presented differing specific views, but all emphasized a central theme. Quality and reliable designs in large mills should not be compromised. In-pit crushing applications continue to increase, overseas and in the US, in both mining and quarrying. Different in-pit crushing units have been classified as mobile, with integral transport systems; semi-mobile, typically modular systems that use separate transporters for repositioning; semi-stationary plants that must be dismantled before transporting and typically require earthwork and concrete foundation work; and stationary in-pit crushing plants, which remain in place for the life of the pit. The majority of equipment sales of conventional crushing and grinding circuits in 1987 were to gold mining operations. There have been two areas of end use: • conventional jaw/gyratory or impact crushing circuits preparing low grade ores for heap leaching; and • small scale sag/ball mill circuits preparing higher grade ores for classical cyanide leach/ recovery circuits. There was also continued interest in ABC and SABC circuits for both base and precious metals plants. High pressure roll crushers continue to attract considerable interest in the cement industry. There, they are used to prepare raw materials or clinker for subsequent ball/tube milling. However, they have apparently been less successful in the mineral industry where the energy savings/ capacity gains have been much less dramatic. Several papers covering the theory and application of these machines were presented in an industrial minerals session on cement at the SME Annual Meeting. The Third International Conference on Hydrocylones, held in England in October produced several papers of interest on classification and screening to the mining industry. In particular, a new cyclone apex, developed by Mt. Newman Mining, shows promise of reducing water flow to the cyclone underflow stream and, therefore, increased underflow pulp densities and reduced fines recycle in grinding circuits. A twin vortex hydrocyclone was also described and shown to give a sharper split than conventional units. Similar double cyclones were introduced in the 1950's, but failed to achieve widespread acceptance. This was due mainly to a proneness to blockage in the transitional zone. It will be interesting to see whether this latest variant can overcome this problem in the typical operation. A number of North American iron ore plants installed the capability to produce fluxed iron ore pellets. Most chose to grind the stone on site with circuits designed to grind taconite ore. Methods employed to grind this material included single-stage ball mills closed with fine screens, rod and ball mill circuits - both open and closed with cyclones - and semiautogenous mills, followed by ball mills closed with screens or cyclones. Dewatering and tailings disposal B.M. Moudgil and D.L. Sober, University of Florida Due to tightened environmental regulations and the need for more efficient land use, a greater interest in dewatering and waste disposal has developed. As a result, research efforts in flocculation, surface chemistry, and polymers science have focused on the problems related to the dewatering of solid mineral wastes. A few studies have been conducted to examine the flocculation process. Hogg et al., (1987) discussed the formation and growth of flocs. INITIAL PRECONDITIONS To solve tile problem of using the potential reserves of the different coal ranks efficiently (the coal reserves being many times superior in quantity to those of natural gas and oil) one must realise an integrated estimation of the coalfields' and coal deposits' reserves. The actuality of this problem increased especially in the recent years, when the Russian coal industry is being restructured. A structural reorgaisation of this industry, in order to in- crease its efficiency, covers a large spectrum of social and economic problems, comprising a withdrawal from mining the coal reserves that are unsafe from the standpoint of economy and labour protection. According to the information supplied by the 'Rossoogol' company, the Russian coal industry, accounting for abut a fifth of the world coal reserves, has a rather unsafe resource base, for about 5% of the reserves involved in mining do not correspond to the world practice conditions, regarding the coal grade, thickness, geological conditions, proneness to coal and gas outburst hazards. These concern first of all the Moscow, Kizelovsk and Donetsk coal basins, the Prokopievsk-Kiselevsk district of the Kuzbas basin and several other coalfields. Thus, the problem of efficient potential coal reserves' utilization calls for a paramount solution of two basic problems, namely: a) a comparative coalfields' and sections evaluation, and their ranging, in accordance with their industrial importance; b) choosing the 'active' reserves good to be efficiently mined under the present-day conditions. PRINCIPLES OF EVALUATION The investigations that had been carried out make it possible to formulate the following basic principles of the coalfields' reserves' estimation (or assessment). 1. The necessity, possibility and expediency of coal reserves' industrial exploitation are determined by a set of natural, technical, technological, practical, economic, environmental and social factors, thus calling for an integrated and gradual approach to problem solving. 2. One cannot consider the results of same reserves' estimation as being invariable because the former depend both upon constant (mainly natural) and market demands for different grades of coal (those of different power engineering and technological situations), capital investments, material and labour resources, economic (price-forming), technical, technological, environmental and other factors. 3. The rational size and sequence of the operating mines' and reserve sections' resources' involvement into mining depend upon the final aim of posing the problem, whose variants may be (the corresponding limitations being considered) providing for a maximum run-of-mine output (these essentially featuring the past stages of the industry's evolution); providing for a maximum efficiency, measured possibly by the specific or absolute indices of profits an expenses, labour productivity e. al. ; providing for a maximum extraction (maximum integrate utilization) of the known reserves. In this case an important park goes to the economic evaluation (or assessment) of useful application of the by-products being extracted (methane, mine water, rack) compared to the expenses necessary for their utilization. Regarding the steam coal (posing the problem any way it be possible), and extreme limit to the absolute non-efficiency of the coal reserves' exploitation may be posed, using the proportion of energy obtained from the possible amount of the coal to be extracted to the energy consumption necessary to extract, prepare, haul and consume this amount of coal. 4. The most reliable and efficient solutions providing for opening the reserves can be obtained for group of mines, rather than at the level of an individual mine section or an individual mine because it is only in the former case that the possibilities to re- distribute the expenses necessary to develop the good for mining and worse sections and seams can be realized to the greatest extent. Therefore the prospective approach to be considered is the one providing for an integrated organization and choice of the optimum combination of the variants of the ways to use the mines in operation and the free sections of the region in order to satisfy the growing up requirements for coal rather than the one providing for individual mine sections' resources' evaluation. 5. The future possibility and expediency of coal reserves' industrial exploitation will depend upon the prospects to implant at the mines in operation and reserve sections new engineering and technological elements and coal extraction technologies which may essentially change the actual idea concerning the coal reserves worth of being developed in an efficient way. For example, reserves not available to be exploited using conventional coal extraction technology may be regarded as potential resources for in situ gasification, e. g. the operating mines' reserves (non-commercial and non-mined commercial ones), balance and outside balance reserves of the free sections having proved not available to be mined using conventional coal-extraction technologies, as well as the non-extracted reserves of the abandoned and closed mines.

Introduction It is generally accepted as dogma that sampling contributes most of the error in gold fire assays. Differences in assay results on pulps from the same sample interval are frequently regarded as evidence of the presence of the so called "nugget effect" of relatively coarse gold particles. It is true that coarse gold particles can contribute to substantial sampling fluctuations. But, while the process of sampling is probably the major source of error, the analytical process cannot be completely ignored as a possible contributor to erratic assay results. To maintain a stable assay process, the analytic part of the system must also be kept in control. One method of monitoring the performance of the analytic system is to systematically assay standard materials, whose sampling characteristics are carefully controlled. Gold assay standards are not prepared, nor can they be prepared, to account for both sampling and analytical errors. It is not possible to send coarse material to a lab for both preparation (i.e., comminution and splitting) and fire assaying and then come to conclusions only about the fire-assay process. Because most gold ores are very heterogeneous, sampling errors would, in most cases, completely mask the contribution of the analytical errors. Assay-standard material is prepared only to assess the accuracy and variability in the fire assay process. Because the objective of the assay standard is to provide information about the fire assaying, it is necessary to control the sampling error of the standard material, so that it is only a minor constituent of the discrepancies observed in any assay results. To do this requires that the particle size of the standard material be reduced to a point where the relative standard deviation of the sampling error (i.e... the standard deviation of the errors divided by the average gold content of the material) is 2% or less. For all but very homogeneous mineralization, this means that the material must be reduced to 100% -150 mesh before the sampling errors are adequately controlled. However, even reducing the particle size can contribute to sampling problems. The liberation of gold may cause segregation that can cause large sampling fluctuations that are not easily controlled while maintaining the desired grade. Because, in most cases, the standard material would already be in the "pulp" state when it is submitted to a lab for assay, it is not possible to entirely conceal the nature of the sample from the lab. This is a problem inherent in using assay standard material. Because of the contribution of sampling to error generation in the assay process, the use of "coarse" material does not solve the problem of submitting a totally "blind" standard to the lab. In the sections that follow, the selection, preparation, testing and use of gold fire assay standard material is discussed. While some may dismiss the production of standard material as folly, it is possible to produce and utilize standard material to stabilize and improve the fire-assay process to produce more reliable assay results. Material selection It is desirable to use material that has as nearly the same metallurgical characteristics as the samples with which the standards will be included. However, this is usually difficult. For many reasons, including the particle size at which a significant amount of the gold mineral is liberated, the sampling characteristics of even -150-mesh material may preclude the use of geologically and metallurgically similar ore as a standard. It is usually easier to get material having desirable grade characteristics with the necessary sampling properties than it is to find geologically and metallurgically similar material with the required sampling characteristics. High-grade standards are especially difficult to find and prepare. This is because, as grade increases, the size of the gold particles usually increases. Larger gold particles are liberated and tend to segregate during comminution, and the homogeneity of the material cannot be maintained. For grades much above 3 g/t (0.088 oz/ton), it is very difficult to find material that has the proper sampling properties. Old mill tailings are likely candidates for assay standards. Some of these have sufficiently homogeneous mineral contents, so that the sampling errors can be effectively controlled. Where mill tailings are either not available or are not acceptable, mineralization that has exhibited homogeneous results in reassays of the pulp material is also a good candidate for the standard. Finally, the mineralized rock being sampled may (and should) be used if adequate homogeneity in the -150mesh material exists. "Adequate" ("acceptable") homogeneity is defined below.) It is important to use standards having a wide range of grades. This alone may preclude the material being
