Mining on Bureau of Land Management (BLM) administered lands is affected by Federal laws and regulations requiring the mining industry to plan for the environmental consequences of surface disturbance. Regardless of the requirements for obtaining a claim, permit, lease or contract to mine, a notice or a mining and reclamation plan will be submitted and an acceptable environmental document must be prepared prior to mining. A bond may be required based on the results of the environmental evaluation, public interest and the operator's past history of compliance. In several areas, Federal requirements are different from California's requirements under their Surface Mine and Reclamation Act (SMARA). Therefore, the BLM is negotiating with the State in order to work out problem areas of responsibility and duplication of effort.

In continuing its long range studies of methods of treating low-grade iron ores, the Bureau of Mines has developed a new selective flocculation, desliming, and flotation procedure that enables effective beneficiation of the finely disseminated ferruginous jaspers of the Marquette range, Mich. The process, developed on a bench scale and later confirmed in the 800-lb/hr pilot plant, comprises dispersion, selective flocculation, desliming to reject fine silica and clay, and flotation of silica from the remainder of minus 400-mesh pulps. Pilot plant flotation of two Marquette range ores, using the selective flocculation procedure on feeds containing 36 percent Fe, yielded iron recoveries of about 84 percent in concentrates containing 65 to 66 percent Fe and 4 to 5 percent silica. These results were metallurgically superior to those obtained when selective flocculation was not used. Also operating characteristics were better, and reagent costs were lower.

In January of 1969 the United States Department of Health, Education and Welfare, through the National Air Pollution Control Administration, published a series of Air Quality Criteria (4'S) and Control Techniques (6,7) for air pollutants in compliance with the 1967 Clean Air Act which will affect the operation of all fuel burning equipment in the very near future. The design of equipment for the future which will use fossil fuels will also be affected. The purpose of this paper is to discuss some of the modifications which might be anticipated in the future for fuel burning equipment. One class of the several air pollutants looked at first by the USDHEW was the sulfur oxides. Other pollutants, such as nitrogen oxides, will be studied and controls for these will supposedly be written in due time. The obvious use of low-sulfur fuels, coal, oil and natural gas is suggested by the Control Technique(6). Conversion to other sources of power, such as nuclear energy and hydropower, is also suggested. The statement is made that since possible hydroelectric sources are limited and nuclear plants are not yet available on a large scale, the changeover to these sources of power will not be overnight. The bulletin (6) suggests that one possible solution in some areas may be the use of low sulfur coals for short periods of time during periods of severe air pollution. A curve showing the effect of this was given in the 1969 April issue of the Power magazine, where A. E. Boyer and F. B. Kaylor of Stone and Webster also described a computer program called DOSAGE which might be used to check weather, temperature, humidity, wind direction and velocity, and sound an alarm when that 0.1% of the time per season is here that requires the use of low-sulfur fuel. The purpose of this paper is to inform members of the coal producing and consuming community about techniques used by The Carter Mining Company to control product quality at a large surface coal mining operation. During the early years of mining operations, coal quality received adequate attention but the Company's main emphasis was to build up its production rate and minimize mining costs. While these goals are still of prime importance, coal quality has received substantial attention in recent years. A Company guideline that no coal shipment shall exceed any contract or company-imposed coal quality specification has been successfully implemented. To implement this guideline, geology and coal quality modeling procedures were improved, in-pit drilling and blending programs were refined, and detailed shipment procedures were developed. Background Surface coal mining of subbituminous C rank coal in the Cillette. (Campbell County) Wyoming area has become increasingly competitive during recent years. Prior to 1974, one small surface mine produced coal for local consumption. During the last ten years, 13 new surface coal mines have been constructed. Coal production from Campbell County, Wyoming totalled 88 million short tons (79.8 million metric tons) in 1983, the majority being shipped to electric utilities in the central and southern United States via unit trains having a capacity of 10,000 short tons (9,072 metric tons).

This paper presents the results from an extensive research program on the vacuum filtration of iron ore slurries. Experiments were conducted with the addition of several types of flocculants and surfactants. The filtration response of the slurries was studied in terms of the cake formation rate and the residual cake moisture. Florida produced more than eighty percent of domestic phosphate during 1974. This amounted to more than thirty-five million short tons. Ninety percent of this production was used in the production of fertilizers. Other uses of phosphate include food preservatives, fabric dyes, optical glass, photographic films, soaps, plastics, pharmaceuticals and animal feed ingredients. Marketable phosphate rock projections for the nest decade forecast a very healthy growth for the Florida phosphate industry. Associated with the expansion, however, are the corresponding problems of water conservation, air and water pollution and land reclamation. Recognizing mining as an interim land use, the industry is presently engaged in a very active reclamation program. The proximity of the central Florida deposits to rapidly developing urban areas makes it important to undertake successful and well planned reclamation programs. Water use and conservation is of vitil importance to the industry. Water withdrawal from existing aquifers and discharges into drainage systems are closely regulated by state agencies. Water is stored and recycled to maximize usage. In some instances water is even returned to major aquifers through a series of recharge or connector wells. The phosphate industry has spent over 200 million dollars in the past decade for research, development and implementation of pollution abatement and water conservation systems.1 The following discussion outlines various phases of phosphate mining in central Florida today, with emphasis on research in waste disposal techniques and progressive land reclamation programs.

Australia has led the world in bauxite production since 1976, and only the Republic of Guinea has larger bauxite resources. India has a small integrated aluminum industry, and deposits containing more than 1 Gt (billion metric tons) of bauxite were discovered in the 1970's. The Peoples Republic of China has large bauxite resources scattered in several regions, but it is a monohydrate type that is difficult to process for aluminum. Indonesia and Malaysia both have long histories of bauxite mining, and both have limited resources of high-grade bauxite. Districts containing bauxite resources in the 10 Mt to 150 Mt (million metric tons) range are scattered in countries along the eastern rim of the Pacific Ocean, on islands in this ocean, and on the western and northern rims of the Indian Ocean.

The relationship between coal characteristics and power plant performance has become a matter of increasing interest to utilities. This relationship can affect the value of coals, decisions as to coal washing, setting penalties for delivery of coal that fails to meet specifications, and justifying buying better coals (at higher costs) before public utility commissions. The study described in this paper was directed to identifying how coal characteristics impact on boilers and related coal and gas handling systems. TVA data for the period 1962-1980 was the basis for the study. Models were developed for boiler efficiency, boiler availability, and maintenance costs as a function of such coal characteristics as ash, sulfur, and moisture content and boiler age. Boiler load and maintenance efforts were considered as variables in some of the models, but were found not to be statistically significant. Although the results of this study are strictly applicable to only the TVA system, they can serve as guides or first approximations for other utilities.

With formation drillability taken as a starting point, graphs and charts are given as an aid in the selection of bit load, circulation system, flow rate, drill stem, cutter design and rotary speed.

The Bureau of Mines, Department of Interior, has been investigating the use of polyethylene oxide (PEO) as a flocculant for a variety of mineral wastes. As part of this investigation, the hydrodynamics of the flocculation process were studied. It was determined that to obtain optimum dewatering results, the factors of energy input into the stirrer, polymer concentration, and polymer dosage must be considered. Lt was found that at a given polymer concentration, there was an optimum stirrer speed and polymer dosage. With excess PEO, the amount of water removed in the trommel decreased, but no evidence for steric stabilization was observed.

One of the few innovations in hydrometallurgy in recent years has been the utilization of the chemistry of basic iron sulfates called jarosites. These have been used to make iron-zinc separations in the processing of zinc concentrates and are a very important factor in both the Duval and Cymet copper chloride processes as a means of preventing iron build-up in the closed leaching circuits. Copper oxychlorides are kindred compounds in that they are insoluble basic salts that form at low pH (1.5 to 3) and precipitate selectively from many base metal solutions. They have been reported in the chemical literature as far back as 1860, and a few of them are known in their mineralogical forms (particularly atacamite) usually as nuisance minerals because of their chloride content. Several patents describe their synthesis and use as fungicides and insecticides, and papers have discussed their formation as corrosion pro¬ducts on copper and brass piping (14).

We evaluate the exploration effort by diamond drilling for zinc in central Tennessee and southern Kentucky through a statistical analysis comparing the Middle Tennessee district with the older Tri-State and Upper Mississippi Valley districts. All of the ore deposits are of the Mississippi Valley type and are similar geologically. Through statistical analyses we attempt to answer these questions: Had the drilling density in the Middle Tennessee district been applied to the Tri-State district, how much of the ore in the Tri-State would have been discovered? Had this drilling been done in the Upper Mississippi Valley district, how much of the ore in that district would have been found? Which of these two older districts does Middle Tennessee more closely resemble in intensity of zinc mineralization? Is more drilling warranted in the Middle Tennessee district? Our data base includes tonnage and area distributions of ore deposits in the Tri-State dis¬trict, sizes of ore bodies and probabilities of their recognition in the three districts, and data for the Elmwood mine in the Middle Tennessee district. Our statistical analysis considers the consequences of drilling holes in the three districts on square grids at coarse, intermediate, and fine spacings. We conclude that the drilling pattern assumed for Middle Tennessee would have found some but not all of the ore in the two older districts. We believe that in intensity of mineralization Middle Tennessee more closely resembles the Tri-State than the Upper Mississippi Valley district, and that more drilling is warranted in the Middle Tennessee district.

The recovery of manganese from lower-grade resources has been studied for a number of years. Of key importance in prior work was the discovery that higher-valent manganese can be readily leached with sulfurous acid. This eliminates the need for high-temperature reduction roasting that is conventionally used in processing high-grade material. High-temperature roasting is energy intensive, emits a large amount of carbon dioxide and would not be economical for processing lower grade material. While the prior work provides important information for extracting manganese from lower-grade resources, the production of unwanted byproducts and high water and energy usage has limited its commercial use. This paper describes the results from laboratory work that demonstrate solutions to problems that to this point have precluded commercial development. Preliminary mass and energy balances show that a significant opportunity exists in producing manganese with this hydrometallurgical scheme in a low-cost, environmentally friendly manner. The emphasis of the work is on low water use, low overall energy use and economic destruction of unwanted byproducts.

More stringent dust standards, because of quartz in coal, have become a major compliance problem for the coal industry. Reducing quartz levels has become the major focus of the Bureau of Mines dust control research program. Results to date have identified hath the sources of quartz and prospective control technology. Control techniques are being developed for both room-and-pillar and longwall mining underground operations. Techniques include changes in face ventilation, mining cycle modifications, and better roof bolting dust control.

A variety of mathematical techniques are available in the pertinent literature concerning the interpretation and reduction of aeromagnetic data. The quantitative methods applicable to this data en¬compass a wide spectrum including filtering, continuation, derivatives, reduction to the poles, spectral analysis, and "undraping" of flight line data. With the aid of the digital computer, the techniques listed, and others, can be computationally performed on a gridded data set. In addition, current sophisticated computer hardware permits the systems analyst greater latitude in the storage and retrieval of data and in the display of resultant naps on a digital x-y plotter than previously available. Although many interpretive techniques concerning magnetic data have been published and computer machinery has been on the market, little has been written incorporating both disciplines into a unified digital processing system. In the present paper, a general purpose system in given which in designed for routine use in the interpretation of aeromagnetic (and other potential field, etc.) maps.

The effects of air quality regulations passed in the last few years have been felt in a more pervasive way by the electric utility industry than by perhaps any other industry. I'm referring especially to those regulations dealing with the control of air emissions from stationary sources, and those specifying the quality of fuel used. Particularly, I would like to describe some of the effects that these regulations have had on the Commonwealth Edison Company. To put the subject into perspective, a brief descrip¬tion of the company will be presented first. Then, a historical outline of some of the efforts at control of electric generating station emissions will be described. Following this will be an indication of the Company's response to early State and local regulations prompted by the growing pressure for stringent envi¬ronmental control. Finally, the Company's plans to achieve com¬pliance with the most recent, Federally approved, State of Illinois regulations will be summarized.

A 0.5 m (20 in) diameter high pressure natural gas pipeline crosses over a coal mine located in Central Utah. Ground movement induced by the mining operation could possibly place excessive strain on the pipeline causing it to rupture. The mining operation extracts coal from two seams using the room and pillar method. The seams are situated one on top of the other and both lie directly under the pipeline. At present, only the upper seam is being mined beneath the pipeline. However, in the future, the mining operation of the lower seam will also affect the pipeline. As would be expected, mining of both coal seams causes surface subsidence. This is especially true when the pillars are extracted during retreat.

Disseminated Au-As-Hg mineralization is localized along the Getchell Fault system at the Getchell Mine in north-central Nevada. Replacement ore bodies occur in Cambrian carbonaceous limestone and limy shale beds. Cretaceous granodiorite, dacite porphyry, and andesite porphyry dikes parallel the fault zone and are spatially associated with the mineralization. Hydrothermal alteration and mineralization occur continuously along 4-5 km of the fault system, and extend more than 1 km down-dip. Alteration consists primarily of removal of carbonate and deposition of quartz, pyrite, and carbonaceous material. Marcasite, sericite, kaolinite, calcite, barite, and fluorite are common. Gold content reaches more than 43 ppm in parts of the altered zones and averaged 9.3 ppm in the mined ore bodies. For the mineralized zones as a whole arsenic averages 0.28%, and occurs primarily as realgar, orpiment, and arsenopyrite. Mercury (22 ppm) is finely disseminated and mercury-bearing minerals are seldom recognizeable. Accessory mineralization includes antimony (100 ppm), copper (47 ppm) , lead (18 ppm) , molybdenum (10 ppm) , tungsten (16 ppm) , and zinc (50 ppm) . Geologic field studies and K-Ar dating suggest that the mineralization is related to a hydrothermal system produced by the granodiorite and related dikes.

What is meant by "Minimizing Risk"? This paper explores some of the factors encountered in plant design which can affect the success of a mineral processing plant in terms of its planned output, quality of product and recovery. Any deficiency in either one of these objectives means lost revenue at the start of a project and reduced present value for the mine life. Time is money. Related factors such as project conception, feasibility studies, capital cost and operating cost estimation and mining studies have been covered in a recent paper (1) from which material for this paper has been drawn. What follows is a discussion of the principal factors which can influence the success of a project with particular emphasis placed on processing concepts.

The Dee disseminated gold deposit is the northernmost mine in the Carlin gold belt. We analyzed soil samples £ran undisturbed areas overlying the deposit to determine the usefulness of soil geochemistry in identifying ore zones. The depth of sampling ranged from 12 to 14 inches, depending on soil development. The -80 mesh fraction was analyzed by atomic absorption for Au, As, Sb, Hg, and T1 and by semiquantitative spectrographic analysis for Ag. Highly anomalous Au, Kg, As, Ag, and Sb are most closely associated with ore zones whereas T1 is more broadly dispersed. Hg is the only element that identifies deep ore.
