The enactment of the Surface Mining Control and Reclamation Act (SMCRA) in August 1977 addressed subsidence resulting from underground mines, in addition to creating the requirements for reclamation of surface coal mines. Subsidence control regulations pursuant to SMCRA were initially promulgated in March 1979. Several revisions have since been made. In addition, due to court challenges some regulations have been remanded and others are still on appeal. In the meantime the Secretary has agreed to initiate rulemaking on some issues. It is yet to be determined how the prohibition of certain areas from surface coal mining operations under Section 522(e) of the Act applies to subsidence. This presentation discusses the status of the regulations and issues related to or affecting the subsidence regulations.

The Northeastern United States is the most highly urbanized region in North America. It is also an area with a tremendous appetite for stone products. Within this context limestone has truely become an "urban ore". Its uses extend from traditional aggregate markets to lawn and garden, archetectual, chemical, agricultural, industrial, and environmental applications. This paper looks at both the occurance and uses of limestone in the northeast, and briefly examines changing patterns in consumptive use.

Three major suites of igneous rocks were erupted in the Great Basin in middle and late Cenozoic time. The first, most likely, resulted from sub- duction of a Pacific plate (Farallon plate) beneath the North American plate, resulting in eruption of andesitic rocks in the northern Great Basin between 42 and 43 m.y. ago. Between 34 and 17 m.y. ago, igneous activity migrated to the southwest, largely as eruption of volumincus rhyolite-quartz latite ash-flow sheets, ending about 17 a.y. ago with the onset of crustal extension and north-south-trending Basin and Range (rift) faulting. The second volcanic suite erupted between 17 and 8 m.y. ago in the northern Great Basin; is mostly basaltic or bimodal basalt-rhyolite. The third volcanic suite consists of andesitic and rhyolitic lavas and some basalt erupted between about 22 to 6 m.y. ago in the western Great Basin along the northwest-trending Walker Lane fault zone. Hydrothermal ore deposits are associated with all suites of igneous rocks, but the largest production has come from mines associated with andesitic rocks of the third (western Great Basin) suite. The oldest (34 to 42 m.y.) andesitic rocks (first suite) of the northern Great Basin have produced some large deposits; slightly younger silicic rocks of this suite are mostly barren. Many small ore deposits are associated with the 17- to 8-m.y.-old basalts (second suite) of northern Nevada.

Abstract. Gulf Coast Salt Domes are being considered for radioactive waste disposal and this paper describes the geophysical techniques currently being used and those being considered for later phases of the program. Detailed gravity work utilizing a modification of the Talwani-Ewing modeling technique, shallow high resolution reflection seismic surveys using the mini-sosie concept, surface electrical resistivity and down-hole geophysical logging to add a third dimension to all of the surface techniques and to allow inverse modeling of the surface data sets are being utilized. The logic of the combined geophysical surveys will be discussed as well as their relative economics and their relationship to the overall exploration effort.

Pigments are used in two segments of papermaking, as the major component in paper coating formulations and, in small percentages, as fillers in the paper web. Historically, the dominant use has been in coating, however, recent developments have fostered a multifaceted effort to substantially increase the pigment component in the paper furnish. Factors responsible for these developments together with their relationship to recent and forecast changes in papermaking technology are reviewed. Finally, some thoughts are presented on the probable timing and extent of these changes as well as their expected impact on the future demand for the common paper pigments.

Many remnants of gold exploitation in the Middle Ages were found in the Lower Silesia region. The oldest evidence of such activity was found in the neighborhood of Zloty Stok and comes from the 7th century. Mining of precious and non-precious metal ores has a great relevance in the late Middle Ages when advanced metallurgic technologies were mastered, that allowed to obtain gold, silver, lead, copper, zinc and arsenic from complex ores occurring in the oldest middle part of Sudetes. Historically it concerned the area of the Swidnica Principality and Klodzko County. Experience obtained in Freiberg, which is located close to the Lower Silesia, was used in the development of mining. A high level of mining and metallurgic technology was obtained in the 15th century that caused significant increase of production of the metals mentioned above. Unfortunately, the good time of Lower Silesian mining lasted only up to the 18th century; the notion of preservation of cultural heritage was unknown at that time. The Lower Silesian medieval mines were not in such a fortunate situation as the ?Wieliczka? and ?Bochnia? mines, which are operating to present-day, and which made preservation of the most interesting headings and objects possible. All these objects are now available for visitors. However, in the case of the middle Sudetes it seems that it is often sufficient to localize old shafts and headings on the basis of careful observations and old maps and carry out some earthwork to uncover medieval headings and objects of underground mining activity. They are often preserved in amazingly good state; this also pertains to mining devices. Another issue is of course the permanent preservation of that heritage and its possible availability for re-searchers and tourists. Some success has been achieved in that field (Zloty Stok Gold Mine is a good example), but also problems were encountered in many cases. The Lower Silesian Coal Basin, which has not been exploited for 10 years is an evidence that there is not a holistic conception of mining heritage renovation. Many attractive mining objects disappeared irrecoverably from the mountainous landscape of the Middle Sudetes despite common consciousness of their significance for cultural development of Silesia and other regions.

RADON EXPOSURE AND CARCINOGENIC CELL TRANSFORMATION The highest radiation burden to miners is due to inhalation of radon and its short-lived decay products. The quantification of the risk associated with this radiation burden is complicated by modeldependent lung dosimetry, insufficient accuracy of past human exposure data as well as lacking knowledge about potential synergism of various carcinogens. Nevertheless, it is evident from epidemiological studies of miners that inhalation of elevated levels of radon daughters is correlated with increased lung cancer incidence (UNSCEAR, 1977). The situation is further complicated by the lack of reliable data on the biological variability of the latency period for the development of lung tumor under varying exposure conditions. At present information on variation with age is scarce, however, it is indicated that the excess lung cancer rate for workers exposed to high radon levels is considerably higher, if exposure occurs at ages over 40 years as compared to under 30 years of age (Sevc, Kunz, Placek, 1976). Furthermore, latency period is shorter by 6 - 7 years for smokers exposed to elevated radon levels than for non-smokers (Fry, 1976). Analysis of US- and CSR-uranium miner data revealed that the mean latency period is in the order of about 15 years (Jacobi, 1973). These uncertainties, together with medical diagnostic shortcomings, lead to the dissatisfying situation that at present the detection of radon induced injury of mining personal is primarily the assessment of the endpoint, i.e. radiation induced cancerous transformation of lung cells with typically less than 10% chance for recovery. Therefore it would be advantageous to develop practically applicable diagnostic aids to indicate already early precancerogenic changes of cell characteristics. This would permit the identification of specific population groups at increased risk for the development of lung cancer, thereby increasing the chances of more successful medical treatment. Despite continuous improvements in the reliability of test methods for the diagnosis of cancer cells there is still need for techniques, which enable the detection of transformed cells before the onset of invasion of the host organism. It is generally recognized that the transformation of a cell into a malignant state leads to a change of the cell surface, indicating a correlation between membrane-specific immunological properties and loss of growth control. Surface alterations on cells appear to be responsible in part for the malignant state and are not simply secondary effects of the transformation (Schnebli and Burger, 1973). Furthermore, membranes of cancer cells differ significantly from those of normal cells, particularly, in permeability properties (Rastogi, 1976). In dying cells, proteins, glycoproteins, peptides, aminoacids and their breakdown products are released, which block the permeation of the membrane itself. A mammalian cell can be considered as a 3-phase system (interior, boundary, environment) with the membrane forming a heterogeneous barrier between two subsystems. Under normal circumstances a difference of chemical potential is maintained on both sides of the membrane, causing an ion gradient across and fixed surface charges on the membrane. This results in a membrane resting potential (MRP) between cytoplasm and the bulk medium. It has been shown that MRP is a highly sensitive indicator for cellular reactions due to physical, chemical and biological agents, particularly whenever phenomena of transport and ion gradients as well as permeability are involved (Redmann, 1980). The primary interaction of the agent "ionizing radiation" with any form of living matter occurs at the cellular level. The component with the highest hit probability is the cell membrane. In the study presented MRP-changes of human cells were investigated with simultaneous measurements during irradiation and post-irradiation intervals up to six days. Furthermore, the suitability of MRP-measurements of human cells was tested as an indicator for early changes of cellular properties prior to the histological confirmation of carcinogenic transformation. EXPERIMENTAL METHODS Lung cells The biological specimen used were cultured human lung cells and human lung biopsy samples. Monolayers of lung fibroblasts (W138) were grown in petridishes using conventional culture techniques. In addition, transformed lung cells (W138SV13, subline 2RA) were used applying similar culture methods. All petridishes were incubated at 37°C and only cells in logarithmic growth phase were used. Freshly excised lung biopsy samples were obtained from randomly selected male and female patients (20 cases), where suspected or unclear malignancies were indicated by clinical or X-ray observations. At the time of sampling 80 % of the patients were or had been smokers in the past. The samples were taken by means of a stiff bronchoscope introduced into the trachea under local anasthesia with 1 % Novesinsolution (preparation with Atropin and Pantopen). This permitted the observation of both main bronchi down to the segmental bronchials. From each patient two tissue samples were excised from the mucusepithelial layer under visual control with fiber optics and transferred immediately into 1 % NaClsolution. The authors previously had developed a methodology that combines injury and citation measures into an overall mine safety performance evaluation tool, called the Safe Performance Index (SPI). It can be easily adopted by mine operators to monitor trends in their injury and citation experiences as a risk assessment method. In this paper, six normalized safety measures and the SPI are used to evaluate the risk that existed at mines in the two years preceding the occurrence of a fatality. The percentage of mines is given for which the risk was high or where trends of some of the safety measures indicated moderate risk. In 50% of the mines, this mine safety performance tracking method could have been helpful to the companies, state agency, or MSHA in recognizing and addressing emerging problems with actions that may have been able to prevent high-risk conditions, the fatality, and/or other serious injuries. The approach would have given scrutiny to the risk for mines that encompassed 74% of the fatalities during 2007-2010.

In 1962 a computerized data processing system was first installed and programmed for the grading of direct-shipping iron ore from the Sept-Iles terminal of the Iron Ore Company of Canada. Over the years several changes and improvements have been incorporated into this system. It is the purpose of this paper to describe its present operation and features. Sept-Iles is located on the north shore of the St. Lawrence River, 500 miles north east of Montreal. The direct-shipping ore is received by railroad from Schefferville, 320 miles to the north in the Knob Lake Iron Range of New Quebec and Labrador. The shipping season extends from mid-March to December. The maximum tonnage handled in this period being 13,045,000 long tons in 1959. Crude ore receipts for 1974 amounted to 6,568,000 tons of direct-shipping and 4,700,000 tons of plant feed material from Schefferville. This was augmented by 4,447,000 tons of concentrate and 7,572,000 tons of pellets from Labrador City 200 miles north of Sept-Iles. The direct-shipping ore has come from as many as ten mines, and grade variations, even-within the same mines, have been sufficient to require blending for uniform, acceptable cargos. Shipments of low phosphorous, non bessemer and manganiforous iron ore are made, to Canada, the United States, Europe and Japan with grade variations to meet customers requirements.

One of the first things we tell a potential new client is that they have only one chance to make a first impression with an Aboriginal community; all future communications and engagement will be predicated on that first impression. The key components of this most critical meeting are not your power point, your maps, or your draft plan for development ? they are instead a genuine, evident and clear demonstration of a sincere desire to develop a positive relationship that is based upon respect, and consideration and understanding of local communities and their interests, needs and desires. Relationship building is the foundation of proactive and positive consultation and accommodation with Aboriginal communities and the tone is set with the first meeting. C3 has refused more clients than we have accepted due most often to the fact that relationships between the company and the Aboriginal community have already devolved into a tense and toxic scenario. Land access and tenure certainty for exploration and mine development is critical to the foundation of a healthy, sustainable and environmentally and economically sound mineral exploration and mining sector. Without certainty confidence to invest in mineral exploration will be severely eroded. We all understand that substantive investments in exploration are required to increase the possibility of discovering, defining and developing new mines. The development of positive relationships based on a shared commitment of understanding, mutual respect and trust by Aboriginal Peoples and the mineral sector can provide the required business certainty and deliver social and economic benefits for local Aboriginal communities.

Industries are challenged to meet increasingly stringent regulations for selenium and metals. Cost-effective treatment is required to minimize the economic impact of environmental compliance. Low-cost biological treatment of selenium can be achieved passively using biochemical reactor cells composed of natural organic media components such as wood chips, sawdust, hay, composted manure, and peat. The reactor cells create an anaerobic microenvironment for biological reduction and sequestration of selenium and other metals. Biochemical reactors can be combined with constructed wetlands for flow equalization and to remove the organic byproducts in reactor cell outflow. Passive treatment reduces capital cost and operational effort compared to more expensive and complex physical and chemical treatment. Recent pilot and full-scale projects by mining companies and by the US Bureau of Reclamation demonstrate that passive treatment can achieve compliance with selenium concentrations over a range of flows and environmental conditions. Case histories of passive selenium treatment systems and their key findings are provided, and prospects for future applications are summarized.

Rusk County is located in the northwestern portion of the state of Wisconsin, roughly 130 miles east of Minneapolis (Figure 1). The topography is generally flat with dairy farming the principal activity. Forest and swamp lands are common, as well as pasture and cultivated ground. Rusk County falls near the southern terminus of the Precambrian Shield and is covered by a thick layer of glacial drift. Outcrops are quite rare, but the few available exposures indicate that the subsurface is comprised of steeply dipping metamorphosed volcanics and sediments of Early Proterozoic age. A thin section of flatlying Cambrian sandstone is sometimes found directly under the glacial till. The depth to Precambrian basement has been recorded to be as great as 150 feet beneath the surface.

The laboratory ball mill grinding of coal/water slurries is described for three coals. Emphasis is placed on the measurement of specific rates of breakage for various operating conditions. Corresponding rheological information is also presented based on data collected using a rotational viscometer. A rheological explanation of the influence of various slurry fluidity conditions on the specific rates of breakage is presented. This rheological approach has proved useful In both the identification of suitable chemicals for increasing breakage rates in coal/mineral slurry grinding and in the plant scale implementation of dense slurry grinding systems.

The objective of this paper is to describe a study sponsored by the U.S. Department of Energy during which a model was developed to optimize haulback mining procedures in single and multiple seam contour mines, The study objective was to achieve financial- based productivity increases approaching twenty percent. This paper reviews the results of the first year's Phase I activities, which include four main tasks: formulate a methodology that can be used to select equipment and mining procedures that result in optimal performance in a particular haulback mining situation; conduct field studies of representative single and multiple seam mines to obtain quantitative background information for development of the formulated methodology: develop the methodology into a useful design tool for mine operators; and prepare plans for field tests to evaluate the effectiveness of the developed tool.

The Virginia Center for Coal and Energy Research has been developing models of wireless signal propagation in underground coal mines since 2007. The current mine propagation modeling software, named COMMS, is able to locate potential broadcast points for underground wireless mesh systems and estimate their coverage. COMMS utilizes programmed routines to calculate necessary values to both quantitatively and qualitatively solve and analyze predicted coverage areas. The program approximates the spatial relationships that are encountered, such as ventilation regulators, belts and other obstructions. Using this model for propagation allows the optimal communications node locations to be calculated, by using lessons learned from current installations and experience with the new technology. In addition, the optimization can be calculated by checking all possible combinations of broadcast locations. This paper compares these optimization calculation methods. The ability to solve a mine?s communication network provides a pre-installation mine network design map, creates coverage maps of the mine and allows planning for future communication activities

Focusing on relationships between severity measure versus productivity and other factors, this paper presents a comprehensive study of injuries for U.S. underground coal mines in 1996 by mine size. Based on analyses of data, generally the larger the mine, the more productive it is (in tons per employee-hour), but the more severe is its injury experience (r = 0.65). Within very large, large, and medium mine sizes, however, the more productive the mine, the less severe is its injury experience (r =-0.43, -0.36, and -0.26, respectively). For small and very small mines, a more deeply nested analysis is required to understand relationships. Other interesting relationships and comparisons are presented.

When Lewis and Clark first pushed their boats up the Missouri River, Meriwether Lewis reported the presence of coal in the western states by saying in 1802 that it "burnt tolerably well and afforded but little flame or smoke but produced a hot and lasting fire". Lewis would have been amazed and bewildered at the history of coal development in this region and the more recent political-socio-economic-environmental confrontations of today. Certainly without this coal the railroads would not have readily pushed into our western states, and the progress of this region would have suffered. The coal industry has passed from a period when "coal was king" to a period of depression in the industry, but its importance is being revived. A contributing and simultaneous environmental concern has emerged in the nation and in many states during the past ten years, partly caused by newly imposed standards for sulfur content of fuels. Much of the midwest and eastern coal cannot be used because of high sulfur content, shifting attention to the low sulfur coal deposits of the western states. In the western states, lands disturbed by strip mining or even underlain by strippable coal are small compared to the total acreage, and usually mining operations are on lands not under cultivation. There are some farm lands being disturbed by surface mining, but this is often over-emphasized. In states like New Mexico and Arizona the percentage is less. The value of the minerals underlying the surface certainly must be considered along with the value of the surface, and sometimes proper reclamation following mining can result in higher ultimate usage of the land.

This is done with extemive research of numerom case histories in Illinois collected by the authors. The howe response to substience-itiuced ground displacements are summarized and evaluuted. A damage level criteriu, specifically developed for residenttil structures, is presented based primarily on repair costs. Damage levels and the associated subsidence profile characteristics for each case history are compared.

With the growing demand for energy, explora¬tion for uranium deposits has dramatically increased in the past few years. Since the early ages of uranium exploration, natural gamma ray logs has proved fast and convenient in locating and evaluating mineralized bodies. However, natural gamma ray logging is an indirect measure of the uranium content and in some circonstances, the radiometric signal can be 'altered in a very significant way. To check the presence of any distortion, statistical comparision of radiometric counts and chemical assay values for the same samples is generally performed. Of course in such studies, one inevitably mixes samples where the radiometric signal is really proportional to the uranium content and samples where this signal is influenced by many other sources or distorted before being recorded. Nevertheless, the average tendency leads to correction factors which are then applied to every radiometric reading in the deposit or portion of the deposit where the statistical comparison is made. To account for the "average" character of these correction factors, a parameter of uncertainty like a standard deviation of possible errors is associated to each corrected value. This parameter can be latter used in an ore reserve estimation when the weights assigned to samples should depend on the precision of their grade. The purpose of this paper is to present a new regression technique which can be used without any restrictive hypothesis like a normal or lognormal distribution. Different standard ways which can be used to statistically compare radiometric and chemical assay values for the same sample and to derive a correction factor for the latter will first be reviewed, after a general discussion of disequilibrium problems. The discussion and the examples will be restricted to the case of natural gamma ray logging in drill holes but the methods presented in this paper can also be applied to data from the radiometric probing of a working face or a truck load in an operating mine.
