Mineral output and trade in the Central American countries were directly or indirectly affected by the sometimes violent civil unrest and recessionary economic developments that have pervaded the region for several years. Central American countries found their foreign exchange export earnings and traditional market areas shrinking while essential import costs were rising. Restricted spending measures were adopted by governments and private industries. Domestic investment funds for mineral development and exploration projects were among the first casualties of these austere budgetary measures, especially since weak demand and depressed mineral prices diminished the probability of a favorable cost-benefit ratio. The lack of physical security and political stability also discouraged private foreign investment. The United States Congress enacted the Caribbean Basin Economic Recovery Act of 1983 (19 U.S.C. 2702), more popularly known as the Caribbean Basin Initiative (CBI). This legislation was designed to stimulate economic recovery and promote economic development by increasing private investment and trade in the Caribbean Basin countries. The act provided for the elimination of U.S. duties on most trade items imported directly from eligible Caribbean countries, provided at least 35% of the product value originated in the region. The financial assistance components of the CBI were to be supportive of the basin's private sector as well as assist general economic stabilization programs.

Rock mass classification is widely used throughout the underground mining industry—in both coal and hard-rock mines. It is used in all stages of the mining process, from site characterization to production operations. The goal of the International Workshop on Rock Mass Classification in Underground Mining was to provide a forum for leading practitioners of rock mass classification to come together and share their methods and experiences with the technique. The workshop was held in Vancouver, British Columbia, Canada, on May 31, 2007. It was co-chaired by Christopher Mark, Ph.D., P.E., National Institute for Occupational Safety and Health, Pittsburgh, PA, and Rimas Pakalnis, P.Eng., University of British Columbia, Vancouver, Canada. The proceedings of the workshop contain 16 invited papers from 9 countries, reflecting the international depth and breadth of current practice. Applications in both hard-rock and coal mining are well represented. Some of the topics that were addressed at the workshop include: • Major rock mass classification systems used in mining and their variants • Collection of input data through observation, rock testing, and geophysics • Design of mine layouts and rock support systems using classification • Estimation of rock mass strength and other input parameters for numerical models from classification • Applications in weak rock, raise boring, cavability assessment, and other special topics • Risk assessment using rock mass classification

This report describes in detail three waterflooding projects and a pressure-maintenance project in Butler and Cowley Counties, Kans., that will be visited on the 1963 annual spring tour of the Kansas-Oklahoma Waterflood Association. Among the unique features of the projects are the flooding of five oil-producing horizons separately with injection water furnished by two water-treating plants. Discussion of the individual projects includes information on their early history, the source and treatment of the injection fluids, oil production decline curves, and the results of water injection on oil production.

Three complete connector assemblies and ten separate contacts were submitted to a series of tests to establish the connector permissibility and compliance with the Bureau of Mines' research Contract H 0110423. Test Procedure TPC-0100 was coordinated, and the test plan approved by the Bureau as fully complying with the intent of the contract for the low voltage, medium voltage and high voltage A.C. connectors. The components and connector assemblies have been demonstrated in testing that they meet or exceed all the requirements of the test procedure.

In the summer of 1937 the authors began a series of time studies of the various processes employed in' the production of crushed stone. These studies, made at quarries situated in the eastern and southeastern parts of the United States, have not been completed, but to make results available to the industry as early as possible, it was decided to publish summaries of the studies made to January 1, 1939, as a series of progress reports. The first of these dealt with power-shovel loading and was issued as Report of Investigations 3461 in September 1939. The second, issued in September 1939 as Report of Investigations 3467, dealt with quarry haulage. The present report discusses analyses of time studies of primary drilling at the same group of quarries. OBJECT Or STUDY Pressure of business problems frequently requires the entire attention of quarry management, and in consequence internal plant economies often are neglected. Also, operating officials absorbed in their local problems are prone to overlook possible economies that would attract attention immediately were they critically examining another plant. The authors felt that technical studies at a number of plants, made by impartial engineers, might disclose opportunities to reduce costs or improve efficiency in internal plant processes.

COBALT is a silvery gray metal which closely resembles nickel in appearance and properties although it is somewhat harder and more brittle. It is rather widely disseminated and is estimated to make up about 0.001 percent of the earth's crust as compared to 0.020 percent for nickel. Cobalt, one of the four ferromagnetic elements, is used for many magnetic applications. It is oxidation resistant, a property which when coupled with its moderately high melting point of 1,495° C., makes it useful in high-temperature applications. Although cobalt had been used by man as a coloring agent for glass and other ceramic products for 4,000 years, it was not isolated as a metal until 1742 and not established as an element until some 40 years later. Early in the 20th century, cobalt began to be used in alloys, and soon these applications displaced ceramics as the major consumer of cobalt. The use of cobalt in alloys gave considerable stimulus to production, and the world output of cobalt increased rapidly, rising from 400 tons in 1920 to 1,400 tons in 1930 and 5,500 tons in 1940. With the advent of the jet plane in the mid 1940's and the consequent increased need for cobalt-bearing high-temperature alloys, cobalt production again increased, reaching 7,900 tons in 1950. The increased demand for cobalt during the Korean war coupled with a large demand for stockpiling caused world production to more than double within the next 10 years, reaching a peak of 17,300 tons in 1959.

Although ASARCO Incorporated, the only domestic producer, had terminated copper smelting operations and associated recovery of byproduct arsenic trioxide at Tacoma, WA, in 1985, it shipped small quantities of both trioxide and metal from its remaining stocks in 1986. Imports for consumption of arsenic trioxide increased significantly, owing to increased demand for arsenical wood preservatives and the decrease in domestic shipments of trioxide. Prices remained unchanged throughout the year. Development of gallium arsenide integrated circuits, important in advanced military and commercial electronics circuitry, continued to gain momentum during 1986. Domestic Data Coverage.-Shipments of small amounts of arsenic trioxide and metal from remaining stocks by Asarco were reported voluntarily to the Bureau of Mines.

Many longwall mines rely on methane drainage to supplement traditional fan-based ventilation systems. However, the surface production facilities for methane drainage systems, including gob gas ventholes, are commonly located in remote locations, sometimes without convenient access to electrical power, and they may be monitored infrequently. The first evidence that a methane drainage system may not be operating efficiently, or not operating at all, can be an increase in methane concentrations at a return air shaft or underground where the workforce is exposed to the risk of a methane explosion. A solar powered, remote gob gas venthole monitoring and cellular telephone-based real-time data transmission system has been developed and successfully field tested by the National Institute for Occupational Safety and Health (NIOSH) to address this problem. With this system, individual methane drainage boreholes can be monitored from the mine office to determine current operational performance parameters, as well as review past data to anticipate maintenance needs and troubleshoot operational problems.

Researchers working for the National Institute for Occupational Safety and Health (NIOSH) at the Pittsburgh Research Laboratory are developing ways to protect the health of miners. Part of that effort is devoted to improving the air quality in underground stone mines by developing ventilation techniques that can be used in these types of operations. The air quality in these large opening nonmetal mines can be significantly improved by using diesel particulate matter (DPM) controls along with sufficient ventilation quantities to remove contaminants. Practical methods of ventilating these underground stone mines can be accomplished by using mine layouts that course and separate ventilation air through the use of stoppings. The design, construction, and maintenance of effective stoppings in large openings have been a real challenge to mine operators. Several different types of stoppings have and can be used for this application. The choice of stopping design, material used, and construction techniques should be dependent upon a number of factors such as the intended life and effectiveness desired.

The advance-and-relieve method benefits from lateral destressing associated with mining in laminated rocks and a high horizontal stress regime. This stress control method is based on measurements showing that occurrence of rock failure in the roof and floor of an entry (or caving of roof strata in a panel gob) results in redistribution of stresses in adjacent entries. By locating other entries within the shadow zone of the first entry (or gob), improvements in stability can be achieved. Numerical modeling proved useful in studying the basic mechanics of lateral relief while investigating the sensitivity of results to different geologic and mining parameters using controlled experiments. It was shown that failure of rocks near an entry results in redistribution of horizontal stress and shifting of the stress to higher horizons. Measurements from two mines are consistent in showing significant horizontal stress reductions in comparison with the far-field stress regime within the destressed zone. Although the far-field stress regime is very anisotropic, these measurements show near-equal secondary principal horizontal stresses, or perhaps a switch in orientation, as a result of destressing. Stress relief is achieved through lateral movement and relaxation of rocks along weak bedding planes toward adjacent caved zones (or softened zone). Because of cave geometry in the advancing panel, horizontal stress concentrations occur near the cave line both in front of the face and to the sides. The horizontal stress concentration reaches 1.7 times the far-field stress ahead of the face. This stress increase is significant and may cause structural damage in this zone benefiting from additional support. In the next advancing panel located within the shadow zone of the gob, horizontal stresses are significantly reduced in the roof (by 50%). Thus, the stability of future advancing panel can be improved through prudent layout designs and sequencing. The width of the relief zone is significantly influenced by the height of the softened (or cave zone) and rock mass properties.

The United States Bureau of Mines has made a study of roof control in 68 mines operating in the Pittsburgh coal bed in Pennsylvania, West Virginia, and Ohio. In making these studies, much information was also obtained on various exact methods of development and pillar extraction as practiced by this large group of mines. It is proposed in this paper to describe these methods, by which this group of mines in 1931, a year of reduced industrial activity, produced 28,123,000 tons of bituminous coal - 7.4 percent of the national production for the same year and an amount equal to the combined production of the coal mired in the States of Alabama, Colorado, New Mexico, Utah, and Wyoming. The results of these studies, insofar as they pertain to the prevention of injuries from falls of roof, have been published by the Bureau of Mines. In this paper only a few mines typical of each system will be described; however, should the reader be interested in other details with respect to these mines, he may refer to the following publications: T.P. 522, 1932, 43 pp. Falls of roof and coal in mines operating in the Pittsburgh coal bed in Marion and Monongalia Counties, W. U.S. Minerals Coordinating Council Advised. -The Critical Materials Act of 1981, H. R. 4281, introduced on July 27, would create a Council on Critical Materials in the White House Executive Office to oversee Federal materials programs involving $1 billion committed to research by 14 agencies, and to serve as the President's focal point to evaluate materials policy. It was introduced by Congressman Fuqua (D-Fla.) whose Committee on Science and Technology has over-sight over the implementation of P. L. 96-479, the National Materials and Minerals Policy, Research and Development Act of 1980. Bulgaria's Mineral Bank. -Recently Bulgaria established a mineral bank to facilitate receipt of foreign credits for exploiting Bulgaria's mineral raw materials. The bank has wide powers to enter into business arrangements with foreign creditors. Bulgaria's main interest in trading with the West is to import the technology for developing energy and mineral resources.

The southeastern phosphate industry is investigated to determine its role in supplying the United States and world phosphate demand. The report shows that the southeastern (Florida, Tennessee, and North Carolina) phosphate industry is the leading domestic and world producer of phosphate rock, The report emphasizes size and organization, production capacity, transportation, and marketing of the southeastern phosphate product, Factors affecting the supply- demand relationship of the southeastern phosphate industry and world phosphate production-consumption relationships are analyzed and related to the southeastern phosphate industry. Past trends are projected and the future role of the southeastern phosphate industry is analyzed to determine its ability to supply the United States and rest-of-the-world phosphate requirements in 1985 and 2000. The projections show that southeastern resources are ample to supply domestic and export requirements at the projected rates of consumption well beyond the year 2000.

WHY IS IT that smoke-abatement efforts do not bring more satisfactory results? The main reason is an incorrect estimate of the kind and size of the job. When an industrial community realizes that keeping the air clean is a project of similar magnitude to keeping streets clean, providing clean water, removing city waste, or guarding the moral atmosphere, then there maybe a real hope of success. We usually think of the project in too small terms. It is thought of as is the dog catcher or the boiler inspector--a matter of a man or two, a job or two, a small appropriation of variable and uncertain amount, to be abolished in a fit of economy and reestablished under pressure of a vigorous minority. Even so, it is surprising how much is obtained for the effort; but the community is rarely satisfied, for the job is bigger than it was conceived to be. Continuous, never-ceasing effort is required to clean up a smoky city. A few months of relaxation and the situation slips back some years of effort.

In Kansas, almost every oil well drilled into a limestone formation is treated with hydrochloric (muriatic) acid upon completion. This is done to increase the potential capacity of the well and thereby increase its "daily allowable" production (see p. 9), to shorten the time required to produce the recoverable oil, and to increase the quantity of oil recovered ultimately from the reservoir. The porosity and. permeability of limestone formations seldom are uniform throughout the proved area, consequently the production capacities of completed wells vary considerably. Acid treatment of wells tends to increase production capacity and to equalize potential capacity. If offset wells already have been treated with acid, new wells usually are treated to protect the property on which they are drilled against drainage. Problem: Mining in the United States remains one of the most hazardous industries, despite significant reductions in fatal injury rates over the last century. Coal mine fatality rates, for example, have dropped almost a thousand fold since their peak in 1908. While incidence rates are very important indicators, lost worktime measures offer an alternative metric for evaluating job safety and health performance. The first objective of this study examined the distributions and summary statistics of all injuries reported to the Mine Safety and Health Administration from 1983 through 2004. Over the period studied (1983 2004), there were 31,515,368 lost workdays associated with mining injuries, for an equivalent of 5,700 person years lost annually. The second objective addressed the problem of comparing safety program performance in mines for situations where denominator data were lacking. By examining the consequences of injuries, comparisons can be made between disparate operations without the need for denominators. Total risk in the form of lost workday sums can help to distinguish between lower and higher risk operations or time periods. Method: Our method was to use a beta distribution to model the losses and to compare underground coal mining to underground metal/nonmetal mining from 2000 to 2004. Results: Our results showed the probability of an injury having 10 or more lost workdays was 0.52 for coal mine cases versus 0.35 for metal/nonmetal mine cases. In addition, a comparison of injuries involving continuous mining machines over 2001 2002 versus 2003 2004 showed that the ratio of average losses in the later period to those in the earlier period was approximately 1.08, suggesting increasing risks for such operations. Discussion: This denominator free safety measure will help the mining industry more effectively identify higher risk operations and more realistically evaluate their safety improvement programs. Impact on Industry: Attention to a variety of metrics concerning the performance of a job safety and health program will enhance industry's ability to manage these programs and reduce risk.

There are two general methods of estimating natural-gas reserves. The porosity-area method, as used by Hill and Rawlins, is used when a gas field is comparatively new but after enough drilling has been done to determine the average thickness, porosity, and areal extent of the producing horizon. The "pressure-volume? method of estimating gas reserves, the method used in this report, may be used after a sufficient volume of gas has bean withdrawn from the reservoir to cause an appreciable decline in reservoir pressure.

During 1991 through 1993, the U.S. Bureau of Mines (Bureau) -Alaska Field Operations Center (AFOC) in cooperation with the Bureau of Land Management (BLM) -Arctic District Office and the State of Alaska, Division of Geological and Geophysical Surveys (ADGGS), conducted exploration, geological, geochemical, geophysical, mineral resource, and mineral potential investigations in the 6.7 million hectare Colville Mining District (CMD) study area. This mining district study area, located in northern Alaska, includes the Colville River drainage basin as well as 0.35 million hectares of the southern part of the National Petroleum Reserve in Alaska (NPRA). This investigation was conducted as part of the Bureau's continuing Mineral Land Assessment (MLA) mining district program. The Bureau's MLA mining district program is designed to provide reliable and comprehensive mineral resource information that supports mineral resource policy and land use decisions made by Congress and Federal land management agencies.
