Various electrical and electromagnetic (EM) geophysical techniques are currently being evaluated by the U.S. Bureau of Mines for their effectiveness in the detection and monitoring of electrically conductive (1 to 5 S/m) lixiviant (leach solution) to depths of 600 m, either above or below the water table. These techniques include magnetotellurics (MT) , controlled source audiofrequency magnetotellurics (CSAMT), resistivity and focused resistivity, ground-penetrating radar (GPR), frequency-domain electromagnetics (FEM), and time-domain electromagnetics (TEM). Of these techniques, TEM may be the most effective, but CSAMT and focused resistivity also hold promise. Geophysical computer modeling of the borehole TEM technique was conducted based on an idealized geoelectric section (layered earth) with characteristics based on the Santa Cruz porphyry copper deposit near Cas a Grande, AZ. Layer resistivities and thicknesses were obtained from geophysical data and geologic logs available from the site. Modeling of borehole TEM in both preleach and during leach situations was conducted. Simulating the TEM method using computer modeling proved to be encouraging since there were substantial differences between leached and nonleached responses. The modeling does not prove the effectiveness of TEM in the field, but does indicate that detection of deep lixiviant zones is theoretically possible.

This paper briefly describes the progress in mine safety in the United States, with emphasis on recent events that have followed since the explosion at the Sago Mine in January 2006. Legislation following the mine accidents last year and areas of work carried out by the National Institute for Occupational Safety and Health (NIOSH) related to the accidents are discussed. American coal production in 2006 was 1,150 million short tons. Most of this coal is consumed domestically, with annual exports of coal about 50 million tons. One third of annual production is produced at surface mines and the rest from underground. This coal is produced by about 82,000 miners working at 1,400 coal mines. Major improvements in coal mine safety have been made in the US since the Federal Mine Safety and Health Act of 1977. The fatal injury rate in underground coal mines between 1977 and 2004 was reduced by 47.8% to 0.036. The annual number of fatalities dropped from 112 to 14 during that period. Likewise, the non-fatal days-lost injury rate was reduced by 42.6% from 10.87 to 6.24. The improvements in mine safety during this period can be seen in the graph of underground coal mine explosion fatalities and injuries from 1980 to present, which is shown in Figure 1. Between 1984 and 1993 (9 year period) there were 5 explosions and one major mine fire, for a total of 55 fatalities. Over the seven year period from 1993 to 1999 there were no fatalities from coal mine fires and explosions. However, in the six years since 2000 there have been 5 explosions and one fire, which have caused 37 fatalities. [ ]

This article updates the status of fatalities occurring in both coal and metal/nonmetal mines from January through December of 2001. Based on preliminary accident reports, as of December 31, 2001, seventy-two fatalities have occurred at coal and metal/ nonmetal mining operations. During this period, forty-two fatalities occurred at coal operations and thirty fatalities occurred at metal/nonmetal operations. Ignition or explosion of gas or dust and fall of roof were the most frequent accident classifications in coal and powered haulage fatalities were the most frequent accident classification in metal/nonmetal.

As mining operations in the United States (US) have become more productive, controlling the dust exposure of mine workers has become more challenging. In response, US mining operations are applying basic controls at elevated levels and are looking to emerging control tech­nologies in an effort to better control airborne respirable dust levels. The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) conducts research to develop and/or improve control technologies that reduce the respirable dust exposure of workers in underground coal mines. The goals of this research involve optimizing the use of water sprays and ventilating air, as well as, evaluating emerging control tech­nologies. An overview of dust controls typically utilized in underground US coal mines will be provided. An update on ongoing PRL research efforts that are evaluating new control technologies will also be presented.

"Observation of the use of trailing cables in ""mines shows that the chief limiting factor in the life of the cables and their safe use is the smashing or crushing of the cables in service, together with the effects of consequent splicing.Trailing cables are crushed when run over by cars, mining machines; and locomotives or when hit by falls of roof. Crushing damages the insulation and may cause failure at once or in later use. Failure may be either by short circuit between the conductors or by grounding to the track. The failure of a live cable causes electric arcs capable of igniting explosive mixtures of methane and air. Every cable failure in a gassy or dusty mine is, therefore, a real or potential hazard.Some mine operators do not allow the splicing of trailing cables for use in gassy mines, bet require that a damaged cable be immediately replaced and if repaired that it be used only in nongassy mines. Other operators allow the making of temporary splices to permit completion of the shift but require that such splices be remade and vulcanized before the cable is used again.Still other operators allow the continued use of temporary splices, which in general means that a cable is used until the splices give trouble in reeling, or overheat, or pull apart. Then the spliced sections are either cut out or the whole cable is replaced.Splices often determine the useful life of a cable. A splice poorly made may pull apart ueder mechanical strain and cause arcing that burn* the surrounding cable or ignites as or coal-dust. If it has lower conductivity a splice is the first part of the cable to heat; it may become so hot under load that it will burn apart and damage other parts of the cable, or, if it be a soldered splice, the solder may melt and allow parting of the cable. A poorly made splice often has insufficient insulation which may alloy short-circuiting between conductors or permit external contacts capable of giving an electric shock to one handling the cable. The splice is sometimes bulky from too much insulation and takes up too much room on the reel, causing uneven reeling; also by catching on the spooling device the oversized splice may receive expressive pulls and wear. Splicing is therefore a very important factor in the use of trailing cables."

"In the course of its investigations pertaining to the promotion of safety the Bureau of Mines is actively engaged in investigating all promising materials that may be of value in rendering methane or other combustible gases, vapors, or solids less inflammable.Added substances are of value if such additions narrow the limits of inflammability, raise the ignition temperature, lower the speed of propagation of flame, or reduce the maximum pressure developed. Of major importance is the effect of added materials on the limits of inflammability, because methane is the chief combustible s liberated in mines, considerable work has been done with extinguishing agents on methane flames. For obvious reasons, a substance to be of value for the extinction flames should be a gas, or a liquid having a sufficient vapor pressure to give concentrations of the vapor in sufficient amounts to extinguish the flames or markedly narrow the limits of inflammability. The substance should be nontoxic, cheap, and noncorrosive and must be incombustible. Solids, such as rock dust, are undesirable and of little value for combustible gases because they soon settle out of the atmosphere, and their flame- extinguishing value is thereby lost. There are at present only a few gases and vapors-for example, nitrogen, carbon dioxide, and carbon tetrachloride-which meet these requirements.The extinction of methane flames by nitrogen, carbon dioxide, and argon has been reported by Coward and Hartwell 4; the extinction by water vapor by Coward and Gleadell 5, and the extinction by helium and carbon tetrachloride by Coward and Jones 6."

"INTRODUCTION In a previous report3 prepared for the American Gas Association, the influence of washing coal on coke properties and on gas and by-product yields was discussed on the basis of answers to questionnaires sent to coke-oven superintendents and a review of the literature on the subject. This review indicated that the elimination of free impurities by cleaning coal improved coke quality by (a) reducing ash and sulphur, (b) decreasing clinker trouble in burning the coke, (c) diminishing cross fractures in the coke, resulting in greater resistance to breakage on handling, and less small coke and breeze, and (d) greater uniformity in chemical composition and physical properties of coke. Washing also reduced the sulphur in coke and gas and increased the yield of gas and by-products per ton of dry coal charged.This paper is supplementary to the previous report and presents some experimental data obtained with Pittsburgh bed coal from Pennsylvania and Mary Lee bed coal from Alabama.ACKNOWLEDGMENTSGrateful acknowledgment is made to F. "Electricity as a means of transmitting power was introduced in coal mines of the United States about 1891 for both haulage and coal cutting, only a few years after electrical haulage was first installed on street cars. At first, the hazards of electrical ignition ere not appreciated and the general use of open lights and black blasting powder made the possibility of electrical ignition of fire damp seem small by comparison.5 The possibility of igniting coal dust directly by electric sparks or arcs had not been considered.In the nine years prior to 1900, the progress of introducing electricity underground was slow, except that it was used for lighting shaft bottoms. Electricity had to contend with the more general use of compressed air for coal-cutting machines and, in mainline haulage, with the use of mule-teams and endless and tail-rope systems. During this period, great improvements were made in electrical apparatus, in surface installations as well as in mines. By 1900, therefore, the technique of applying electricity in mines had so far developed that it rapidly drove out the use of compressed air in coal mines because of the comparative ease of its installation and the marked economic advantages of its use over that of compressed air in practically all kinds of mining machines except percussion. rock drills.At this time, however, little thought was given to the hazard of indiscriminate use of electricity causing explosions and fires, and the possibility of electricity causing direct ignition of coal dust had not been considered. On December6, 1907, however, the Monongah, West Va. mine explosion occurred. This was the greatest mine disaster this country has over had, 361 men being killed. Although: there was much diversity of opinion, as to the origin of the explosion, many well-informed engineers concluded that the cause was ignition of coal dust do to wreckage of a runaway trip in a rope haulage entrance slope. This slope also served as a ventilating and it extended from the level of the coal bed to the surface. The runaway trip tore down electric cables and stirred up a cloud of dust when it was wrecked at the bottom of the slope. The dust was probably ignited by the electric arcing that occurred when the wires were knocked down. (Another but less probable source of ignition was the open flames of miners lamps.) From the foot of the slops the explosion appeared to have travelled into the mine, spreading as it went. If this ignition of coal dust was the origin of the explosion, it occurred on pure intake air entering directly from the surface."

Operating practices and resulting production from longwall faces are continually improving. Consequently, longwall operators are continually seeking to improve the dust control capabilities on longwalls. The National Institute for Occupational Safety and Health (NIOSH) has been conducting dust surveys at longwalls throughout the country in an effort to document the types of controls that are being used and to quantify the relative effectiveness of these controls. To date, surveys have been completed at longwalls in Alabama, Colorado, Pennsylvania, Utah, and West Virginia. In addition NIOSH has been reviewing longwall dust parameters provided by mine operators to MSHA to assess the status of dust control technology being used throughout the industry. Results from the underground dust surveys and information obtained from MSHA will be summarized in this paper to provide an update on longwall dust control technology and practices.

Aruba, formerly a. part of the Netherlands Antilles, separated on January I, 1986, and became an autonomous part of the Netherlands. Full independence of the island from the Netherlands is scheduled for 1996. In this chapter, however, Aruba's statistics are included with those of the Netherlands Antilles. Tourism continued to be the main industry of the island, which continued to depend heavily on imports, mostly from the United States. During the year, the Government was preparing legislation to regulate the exploration of oil deposits in the relatively shallow sea around Aruba.

"INTRODUCTION This paper is the seventh of a series of yearly reviews started in 1921 and pre¬sents information gathered in a cooperative investigation undertaken by the United States Bureau of Mines and the University of Utah. It is the purpose of this report to make available flotation—reagent consumption data and other milling information in such a manner as to be of value to the milling industry and to the manufacturer of flotation reagents.These data have been compiled from a survey of about 300 concentration plants in the United States. Much additional information has been obtained from the various offices of the United States Bureau of Mines. Many of the plants covered in the survey made complete reports of their operations, but others were apparently unable to supply this information in sufficient detail to meet the requirements of this report. As a result, some sections of the report are more complete than others. In general, however, the mill reports were much more complete than in previous years, and for the first time it has been possible to calculate average mill recoveries in the treatment of certain classes of ores. As in the past, every effort has been made to conceal individual plant operations.ACKNOWLEDGMENTSIt is realized that the publication of this information is possible only through the assistance of the mill operators, and the authors wish to express their appreciation of this cooperation. This report gives the results of mineralogical research on the Nicaro (Cuba) nickel ores and plant products. These studies were made under a cooperative agreement with the General Services Administration (GSA) of the U. S. Government. The purpose of the investigation was to obtain fundamental data that would be useful to other GSA contractors concerned with the Nicaro ores in their research on reduction roasting, leaching, and other phases of the project; and to the metallurgical staff of the Nicaro plant in Cuba. The overall objective of the combined research was to provide data to accomplish metallurgical improvement in the operations of the U.S. Government-owned plant at Nicaro, Oriente Province, Cuba. Particular emphasis is placed on improving the recovery of nickel from the ores and on the possibility of recovering other valuable constituents, especially cobalt. This study presents the physical and chemical characteristics, mineral associations, differential thermal analyses in controlled atmospheres, and X-ray studies of the ores and plant products. The nickel ores, serpentine and laterite, were from the Ramona-Lama Mulo and Ramona ore deposits. Serpentine ore consisted of serpentine-group minerals, basic iron oxide, magnetic iron oxides, chromite, olivine, enstatite, anthophyllite, cryptocrystalline quartz, wad, and a trace of calcite. This ore contained 1.6 percent nickel, 0.05 percent cobalt, 0.86 percent chromium, and 17.4 percent iron. Laterite are was composed principally of goethite with some altered serpentine, quartz, chromite, wad, magnetite, maghemite, and hematite. It carried 1.3 percent nickel, 0.11 percent cobalt, 1.9 percent chromium, and 48.4 percent iron.

"Ventilation is one of the meet important factors in mining, although until recent years less thought has probably been given to effective ventilation than to any other one phase of mining. In the past, very little, if any, attention was given air courses until they became so constricted by falls that the volume of air was greatly reduced; and, in addition, the stoppings and doors were so poorly constructed that only a very small percentage of air reached the face workings.As a matter of fact, mines have been visited where the volume of air being circulated in certain sections was much larger than in others, and where the management was striving to increase the flow of air in those sections with the least air current, believing the ventilation to be deficient. After sampling and analyzing the return air from the various sections in such mines it has been found that the quality of the air in certain places with the largest flow was more impure than in some of those with the least flow.In past years, practically all mine fans were operated by steam-driven engines supplied with steam from the mire boiler plant. No check was made on the steam consumption or the power cost of operating the fan, therefore the management had very little if any definite information as to cost of ventilating the mine.With the increased use of electrically-driven equipment in mines electricity is being used more and more to drive mine ventilating fans, and since in many instances the current is purchased from central power plants operators have come to realize that in many cases the cost of operating the fans is very high. Some engineers estimate that it ranges from 20 to 50 per cent of the total power cost of the mine. This information, together with the fact that mines are now being developed on a larger scale, requiring larger quantities of air for the men to dilute the gases liberated, has caused the large progressive companies to make, a more comprehensive study of mine ventilation, resulting in a decided improvement in the quality and quantity of air at the face workings, as well as reducing materially the ventilating costs."

The Colorado Mine Safety & Training Program (MSTP), in late 2005, completed and began distributing two new training tools; one geared to underground coal mine foremen and the other to surface aggregate employees. Through strong partnerships with MSHA, Colorado Coal Mine Board of Examiners, Colorado Mining Association and the Colorado Rock Products Association, the MSTP continues to create innovative and interactive training tools for not only Colorado, but for the national mining community. "Although we shoot and produce these materials in Colorado, it's important to us to make sure they are useful nationally," said Bill York-Feirn, MS TP Manager. The interactive DVD program "Underground Mine Foreman Certification Study Guide (Coal)," was completed in October 2005. It won the 2005 Grand Prize at the MSHA National Training Materials Competition in Beaver, West Virginia. [ ] This program is fully based upon the requirements of Title 30 Code of Federal Regulations (30 CFR) Parts 48, 50, 70 and 75 for underground coal mine foremen. It contains eight modules plus immediate access to relevant laws in the appendix. Topics covered include: Federal Law, Practical Math Skills, Mine Gases, Ventilation Maps, and scenarios addressing a variety of practical mining concerns. The DVD is designed for self-¬paced study and practice.

"The land-pebble district, the larger of the two producing areas of Florida, is situated in Polk County and in the eastern part of Hillsborough County. About 80 per cent at the phosphate rock produced in the United States in recent years has been mined from this area. The phosphate ores, locally termed matrix. are beds of sands and clays containing the phosphate pebbles, considered to be Pliocene in age, derived by marine action from underlying Miocene phosphatic marls, and are covered by practically barren sands and clays that have been deposited more recently. Open-pit mining is practiced; hydraulic mining, which has been intensively developed in this district, is used exclusively for mining the matrix and, by some companies for removing the overburden, although drag-line excavators have become established and are proving economical for stripping operations. From the pits the matrix is pumped to adjacent washing plants for beneficiation. The product of the washers. after drying, enters the world markets as Florida pebble phosphate.In this district recovery of the phosphate pebbles by the washing plants has not been particularly effective in the past. The screening, designed to effect a seperation at about 20 mesh (0.033 inches), has not been well controlled. Washer rejects discarded to the waste dumps have contained appreciable amounts of material analyzing above the minimum commercial grade - 66 per cent B.P.L. (bone phosphate of lime). Such losses of commercial fractions should be considered avoidable, and have been discussed at length in a previous paper.3"

The Mine Safety and Health Administration (MSHA), U.S. Department of Labor, did a linear analysis for a new underground coal mine in Grant County, WV, through the interpretation of LANDSAT imagery and high-altitude, color-infrared aerial photography, to identify areas of potentially unstable roof in advance of mining. The Bureau of Mines included this mine in its ongoing study of the correlation between geologic features and linears. Three years after the analysis, after mining had progressed through the plotted linears, a cooperative Bureau-MSHA study evaluated the effectiveness of the linear plot in predicting areas of unstable roof and defined the geology associated with the linears. Adverse roof conditions at this mine include roof falls, potted-out roof, water inflow, and local areas requiring supplemental support. At the time of this study, 34 pct of the mine workings were within 200 ft of a plotted linear. Fifty percent of the adverse roof area in the mine occurred within this area. The primary geologic anomaly associated with the linears is an increased frequency of jointing. The majority of the plotted linears coincide with the prominent joint orientations. Additional features observed in the linear zones include roof rolls and a sandstone channel that cuts into the coal seam.

"INTRODUCTION Zinc must be of high grade to satisfy the present demand. Even when the amount of premium paid is small, the purer metal as the buyers' preference. The following specifications for spelter were taken from the American Society for Testing Materials for 1927, Part I, pane 524. (The specifications for 1930, p. 582, are tile same.)Another specification for zinc of a much higher grade than any of the above has been established lately by the same society. The committee on zinc die-casting (Proc. Am. Soc. Test. Mat., vol. 31, 1931, p. 263) reached the following, conclusions: I. ""That the purest of zinc is necessary to produce stable zinc-base die castings, and as a result requested specifications for zinc spelter .with total impurities not over 0.02 percent."" Their tests showed that the die castings made of the purest zinc had the least elongation and the greatest tensile strength, and exhibited the least changes with temperature.Still more far-reaching claims are made for the properties of zinc containing over 99.99 percent metal. Zinc foil, for instance, may someday be made as a common commercial product. It would seem likely that the demand for zinc of high grades rill continue and that even purer varieties may be desired. This demand fits in with the modern trend in manufacturing plants of reducing the number of variables to a minimum by using pure materials, and of controlling the processing of metals during their various stages of fabrication by mechanical means instead of by expert laborers."

The Excel No. 3 Mine is a room-and-pillar mining operation owned by MC Mining, LLC, a subsidiary of Alliance Resource Partners, LP, which produces coal from the Pond Creek Coalbed in Pike County, Kentucky. Late on December 25, 2004, a fire was discovered near the bottom of the slope and, after an unsuccessful attempt to fight the fire underground, it was decided to address the fire remotely from the surface. The mine operator developed a plan to fight the fire that called for the installation of temporary seals at the slope and mine shafts to eliminate the inflow of oxygen. In addition, the plan called for drilling and completion of vertical boreholes into select areas of the mine workings to monitor the mine atmosphere and inject nitrogen gas and gas-enhanced foam. Over the next 9 days, nitrogen gas was injected almost continuously and gas-enhanced foam was injected periodically as deemed necessary. On January 7, 2005 it was determined that the fire was successfully suppressed. This paper presents a discussion of the fire-fighting approach and an analysis of the results of the application of gas-enhanced foam technology.

"INTRODUCTION Slate has earned a high reputation as a roofing material, carefully selected and properly placed it is rainproof, attractive, and extraordinarily durable. Despite there qualities in its favor, the slate industry during the past 30 years has suffered marked reduction in volume of sales. An increase in building construction and general improvement in business will doubtless bring renewed activity, but considerable ground has to be recovered before the industry can become prosperous. Influences tending to dwarf this long-established industry producing materials of world-wide reputation are analyzed briefly in the following pages in the hope that they may be rectified.HISTORY OF SLATE PRODUCTIONFigure 1 shows graphically the rise and fall from year to year of sales of roofing slate since 1885. In quantity, the peak was reached in 1902, and the most serious decline was from 1912 to 1918, sales at the end of this 6-year period being only one third those at the beginning. Unlike most building materials, slate experienced only a slight recovery in volume of sales during the post-war period, 1920-29. The value closely parallels the volume up to the World War period. Subsequently, however, as unit values increased the aggregate value rose sharololy above the volume curve, attaining in 1928 the point reached in 1903, although the Lumber of squares sold was scarcely one third as great. The increased unit value was due partly to larger sales of heavy architectural grades."

An average of 13 mine workers are killed each year by being run over or pinned by mobile mining equipment. At surface mines, these accidents commonly involve large dump trucks that drive over a smaller vehicle or a person that is in the dump truck’s blind spot. One method of detecting a person or another vehicle in a blind spot is to use some type of sensor technology such as radar or radio-frequency identification (RFID). Researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health tested a number of commercially available and experimental sensors that monitor obstacles in a vehicle’s blind spots. None of the sensors had been previously applied to the specific problem of rigid-frame surface mining trucks. This report documents the procedures and results of tests conducted after RFID and radar systems were mounted on a 50-ton-capacity dump truck. It was determined that both RFID and radar technology show promise for detecting obstacles in the blind spots of mining equipment; however, more development work is needed to meet the unique requirements of mining equipment and the mine environment.
