Table 28 and figure 10 show the number of fires and fire injuries for coal preparation plants by state during 1990-1999. Table 28 also shows the risk rates, employees' working hours, and lost workdays by state. For coal preparation plants, 91 fires occurred in 1 1 states during 1990- 1999. Twenty-three of those fires caused 25 injuries (the yearly average was 9.1 fires and 2.5 injuries). Ten fires and eight injuries involved contractors. The Ewhr value was 24 1 x 10' hr (Irr = 0.02 l), and the LWD value was 198. Pennsylvania had the most fires (24 fires and 4 injuries), whereas West Virginia (22 fires and 7 injuries) and Kentucky (22 fires and 7 injuries) had the most fire injuries. Among these states, Kentucky had the highest injury risk rate value (Irr = 0.025). Table 29, partly illustrated in figure 11, shows the number of fires, fire injuries, risk rates, employees' working hours, and lost workdays by time period. The number of fires decreased during most of the periods (an increase is seen only during the last period). The number of fire injuries show a decrease followed by an increase during the periods, accompanied by a decline in employees' working hours throughout the periods. The Irr values follow patterns similar to those shown by the injury values (see table 29 and figure 11). Tables 30-35 show the number of fires by ignition source, method of detection and suppression, equipment involved, location, and burning material by time period. Figure 12 shows the major variables during 1990-1999. Table 36 shows the fire injuries per number of fires causing injuries and total fires by year, ignition source, equipment involved, and location.

Objective The main purpose of this video is to teach mine rescue personnel certain aspects of rescue work that are not traditionally taught. These include the strain caused by working continually under adverse conditions; the "survivor guilt" that occurs from being spared the fate of one's deceased cohorts; and the posttraumatic stress that may be experienced during the sometimes lengthy task of recovering the victims' bodies. Background On November 20, 1968, an explosion rocked the Farmington No. 9 Mine in northern West Virginia (figure 1). The explosion killed 78 of 99 miners who were working in the mine, including all but one member of the mine's rescue team. Some 30 years after the event, researchers from the NIOSH Pittsburgh Research Laboratory (PRL) conducted a video interview with Danny Kuhn (figure 2), the only Farmington No. 9 mine rescue team member who was not working that day and who did not die in the explosion. According to the Mine Safety and Health Administration (MSHA), there are about 80 underground coal mine rescue teams in the United States, and according to the National Mining Association, there are more than 850 underground coal mines. This represents a significant decrease in both over the past decade. The low number of rescue teams is a concern because serious incidents, though fewer, still happen, and if a disaster occurs, there will be fewer rescue teams to respond. This would result in an increased need to use available human resources very efficiently. Much training to prepare these rescue teams still takes the form of what educators call "teaching to the test." In other words, teams practice in order to win mine rescue contests. This test-oriented approach has traditionally been augmented by interactions with others who have responded to real situations or by participating in actual incidents. Given few incidents and fewer rescue teams from whom to derive enrichment, the preparation of coal mine rescue personnel becomes a problem. Recently, more emphasis has been placed on active learning, such as working out problems in smoke. These sessions more nearly simulate the actual conditions that today's team members might rarely encounter. To properly prepare and retain the current coal mine rescue personnel who are left in the workforce, it is necessary not only to offer such hands-on experience, but also to replace the learning narratives that once were passed from team to team. The present video is intended to contribute in that capacity. Approach NIOSH researchers first learned of Mr. Kuhn in the fall of1998. Mr. Kuhn was contacted and agreed to an interview. An oral history interview was conducted with Mr. Kuhn in early November1998. After reviewing the videotape of the interview, researchers determined the content to be so rich as to warrant a second interview in a more formal setting. The second interview was done in early December 1998. During this interview, Mr. Kuhn spent about 2 hours describing the Farmington disaster, including the workplace climate leading up to the explosion, the events that took place in the 10 days after the explosion, and the nearly 10-year effort to safely and successfully recover most of the victims' bodies. The videotape of the second oral history interview with Danny Kuhn was reviewed and edited by NIOSH researchers for content. Careful attention was used to ensure that valuable information was presented, but within a reasonable timeframe. A detailed map of the Farmington No. 9 Mine was edited into the final video and used to highlight critical features as they were being described by Mr. Kuhn. Results and Accomplishments A 60-minute videotape and instructor's guide for use in safety training or other settings was completed. The target audience consists of all those who work in underground coal mines. This training video will help safety instructors better prepare mine rescue team members for the situations that they will encounter when engaging in extended rescue and recovery work. "The economic features of coal mining must take into account the drain on the man power. Study over a recent 5-year period reveals an average yearly loss of 2,125 underground men, of whom 1,182 are killed by falls of roof and coal, and according to recent data compiled by the Bureau of Mines it is estimated that 54,000 men sustain lost—time disabling injuries from the same cause.Under normal activity of the mines approximately 50 lives are taken by falls of roof during every 10 days the mines are operated, or 5 persons are killed per day, which, at a compensation charge of $5,000 each, amounts to $25,000 per day. Add to this the similar number killed by causes other than by falls of roof and we have $50,000 as an approximate daily fatality charge for each day the mines operate. On the basis of 200 working days per year, this amounts to the alarming figure of $10,000,000 annually. An investment at 5 per cent to yield this amount would require $200,000,000, which is equivalent to a capital investment of $0.40 per ton of coal, produced annually, on the basis of 500 million tons. These figures apply only to fatalities for which a fixed or stated amount is paid for compensation and do not include the compensation and hospitalization paid for the approximately 103,000 upon whom idleness is enforced by a lost-time disability injury. In one State having an annual production equal to approximately 30 per cent of the total bituminous production of the United States, the most recent data shows that for each fatality there are eight serious injuries causing 60 days or more lost time. The frequency rate of accidents for that State is less than the average for the United States, and so a conservative comparison may be made by using the figures of that State in estimating the total serious injuries, which gives 16,000 as losing 60 days or more. The average number of underground employees in the coal mines of the United States for the past 10 years has been approximately 570,000; the annual underground fatalities amount to approximately 2,000 and non-fatalities to 108,000, or a total of 110,000, which means that one out of every 5.17 employees ,or 19.3 per cent, receives an injury which results in either a fatality or a lost-time disability; this figure in a little over five years will reach a number equivalent to 100 per cent of all underground workmen. Against this is the record of many miners who have worked 25 years or more without a lost—time disability injury, indicating that coal mining is not necessarily productive of injury or death to workers.In the matter of falls of roof, it is found that 85 to 87 per cent of all fatalities occur at the working face, face of a room or entry, or in pillar work. It is at the working face that the greatest roof hazards are encountered, and when about 75 per cent of the underground employees spend approximately 90 per cent of their working hours at the face, it is logical that there is where injury is most likely to occur.Although the roof hazards may vary in different beds of coal, experience has proved that roof hazards can be successfully controlled in all coal mines, essentially regardless of the character of the roof if constant care and attention are given by the management and employees in applying the principle of safety. In almost every mining district some companies maintain an extremely low frequency rate of injury, whereas in the same district with essentially the same roof conditions the opposite is true.A study has recently been made of a number of reports upon fatalities in one district of one of the principal coal—producing States and it showed that 50 lives had been lost at 23 mines as the result of falls of roof or sides. These reports were made by the mine officials, safety engineers, and safety committees and an attempt was made to give both the cause and the person or factor responsible for the fatality. "PURPOSE OF REPORTThe purpose of this report, which is the third of a. series on the coal mines of the Western States, is to give the findings of a study of the causes and methods of prevention of accidents from falls of root and coal in the mines of Lincoln County, Wyo. The three mines covered in this report, referred to as A. B. and C, account- for 9 per cent of the coal production in the county and nearly 9 per cent of the State's total production. For comparative purposes some statistical data are presented bearing upon the relation of injuries to their causes, to tonnage produced, to men employed, to days worked, and to days lost as the result of injuries.FATALITIES IN WYOMINGTo show the necessity for this study, Table 1 given the fatalities that occurred during 1928 in the bituminous—coal mines of the United States, of the State of Wyoming of Lincoln County, and in Mines A, B, and C, followed by a brief description of the Kemmerer coal dis-trict, its coal beds and immediate roof, thickness of cover, dip of coal beds, methods of mining timbering for roof support, roof testing, and supervision. "Refiners are generally considered solely as fuel producers, but actually they also comprise a group one of the largest consumers of fuel. For example, during the year 1929 the refineries-burned 51,544,000 barrels of oil as fuel, or the equivalent of over 5 per cent of the crude oil processed in that year. In addition enough other fuels - coal, natural gas, refinery or still gas, and petroleum coke - were utilized to raise the total fuel consumption based on B. t. u. equivalent to more than 10 per cent of the heat value in the total crude oil run to stills. Refineries utilize fuel chiefly as the heat-forming element distillation, but also under-boilers in the formation of steam used in refining, for the heating of buildings, and in the generation of electricity.In the early days of refining, the problem of fuel utilization and fuel economy was of scant importance to the refiners. Margins of profit were comparatively high and the major portion of the operatros1 attention was directed toward increasing their throughput. However, the keen competition that has prevailed in the refining industry over the past five years or more has taught the refiners that their expenses, one of the largest items of which is the cost of fuel, must be curtailed. Thus in 1925 the refiners used an average of 829,000 B. t. u. to refine a barrel of crude oil, wheras by 1929 this average had been reduced to 639,000 B. t. u., a decline of 23 per cent (see fig. 1)Since 1925 oil has ranked first as a refinery fuel (see fig. 2). The use of natural gas increased during 1926 and 1927 but declined in 1928 and 1929. On the other hand, the use of refinery gas has grown rapidly in importance. Coal has shown a steady decline in use at refineries since 1925. Petroleum coke has never supplied more than a very small fraction of the total fuel requirements, although there has been a steady increase in its use."

In 1984 and 1986, at the request of the U.S. Forest Service, the U.S. Bureau of Mines conducted a mineral appraisal of the 315,000-acre Lemhi Range study area. This area is located in Lemhi and Custer Counties, about 25 mi south of Salmon, Idaho, and is in the Northern Rocky Mountain physiographic province, Topography is generally rugged with elevations ranging from 5,600 ft to about 11,350 ft above sea level. Since the 1880's, approximately 500 mining claims have been located within the study area; about 400 were current at the time of this investigation. Also, part or all of 12 patented mining claims are in the study area. During Bureau field work, forty-four mineralized sites were examined. The sites had been explored by 80 adits, 14 shafts, and about 140 pits and trenches. At least five properties in the study area have had significant production; the adjacent Mohawk, Grace Phelan, and Snowbird claims had a combined total of 136,000 oz of silver and 67,000 lb of lead; production at the Brown Bull was about 14,800 oz of silver and 115,000 lb of lead; the Portland mine yielded an unrecorded amount of silver. The Hilltop mine, located a few hundred feet outside the study area, produced 125,000 oz of silver, 2.7 million lb of lead, 87,000 lb of zinc, and 62,000 lb of copper from mineralized zones that might extend into the study area. More than 10,000 lb of copper were produced at the Blue Jay mine from workings located about 1,000 ft outside the study area. The Bureau of Mines investigation did not reveal the presence of identified resources in the study area. However, several areas contain mineralized sites and are known occurrences. Some of these warrant additional work to further delineate the mineralization and possibly determine identified resources.

Over-exposure to noise remains a widespread and serious health hazard in the U.S. mining industries despite 25 years of regulation. Every day, 80% of the nation’s miners go to work in an environment where the time weighted average (TWA) noise level exceeds 85 dBA and more than 25% of the miners are exposed to a TWA noise level that exceeds 90 dBA, the permissible exposure limit (PEL). Additionally, MSHA coal noise sample data collected from 2000 to 2002 show that 65% of the equipment whose operators exceeded 100% noise dosage comprise only seven different types of machines; auger miners, bulldozers, continuous miners, front end loaders, roof bolters, shuttle cars (electric), and trucks. In addition, the MSHA data indicate that the roof bolter is third among all the equipment and second among equipment in underground coal whose operators exceed 100% dosage. A research program was implemented to: 1) determine, characterize and to measure sound power levels radiated by a roof bolting machine during differing drilling configurations (thrust, rotational speed, penetration rate, etc.) and utilizing differing types of drilling methods in high compressive strength rock media (>20,000 psi). The research approach characterized the sound power level results from laboratory testing and provided the mining industry with empirical data relative to utilizing differing noise control technologies (drilling configurations and types of drilling methods) in reducing sound power level emissions on a roof bolting machine; 2) distinguish and correlate the empirical data into one, statistically valid, equation, in which, provided the mining industry with a tool to predict overall sound power levels of a roof bolting machine given any type of drilling configuration and drilling method utilized in industry; 3) provided the mining industry with several approaches to predict or determine sound pressure levels in an underground coal mine utilizing laboratory test results from a roof bolting machine and 4) described a method for determining an operators’ noise dosage of a roof bolting machine utilizing predicted or determined sound pressure levels.

After emphasizing the importance of quantitative rock mass classifications in mining, originally directed to selection of rock support measures, but subsequently to estimates of rock mass properties such as rock mass strength and rock mass modulus of deformation, current attention calls for a classification specifically for rock mass excavability by tunnel boring machines (TBMs), which are used extensively in tunneling as well as in the mining industry. This paper introduces the Rock Mass Excavability (RME) index for predicting excavability of rock masses by TBMs using a quantification of machine performance and rock mass conditions. The RME index is based on five input parameters aimed at relating rock mass behavior and machine characteristics: (1) uniaxial compressive strength of the rock material, (2) drillability/abrasivity, (3) rock mass jointing at mine drift face, (4) standup time of the excavation, and (5) groundwater inflow. Development of the RME index entailed the collection of extensive data from more than 28 km of tunnels and some 400 case records from projects in Spain involving double-shield TBMs. In the process, a number of statistical correlations have been established between RME and such output parameters as degree of machine utilization, advance and penetration rates, thrust and torque of the cutterhead, and the specific energy of excavation. It was found that the RME index provides a particularly significant correlation for predicting the average rate of advance (m/day). In essence, the RME index is a classification system that features interaction of rock mass conditions with boring machine characteristics for use in the early stages of a project. It should be noted that the RME index does not replace the Rock Mass Rating (RMR) or Q-systems as used in mining and tunneling; indeed, one of the RME input parameters, standup time, is determined from the RMR. However, the approach presented introduces a specialized tool relevant to excavating tunnels and drifts. Possible applications to hard-rock mining are explored.

Observations of pillar conditions in limestone mines showed that the presence of weak bands in the limestone can result in pillar damage at stresses that are lower than one would otherwise expect. The objective of this National Institute for Occupational Safety and Health study was to investigate the mechanism of failure caused by the presence of weak bands by using a series of numerical models based on realistic physical properties. The effect of the weak bands on pillar strength was also investigated by developing a series of pillar models with different width-to-height ratios and determining their strength by simulating a servo-controlled loading condition. The material properties of the bands and the limestone were varied and their effects on pillar strength were determined. Model results demonstrated failure development similar to the pillars observed in the field. The weak bands were seen to develop tensile stresses in the limestone as they extrude under increasing stress. The limestone fails in tension at a much lower stress than its expected uniaxial compressive strength. The results showed the load bearing capacity of the pillars can be reduced significantly by the presence of multiple thin weak bands. The degree of strength reduction is largely dependent on the compressive strength, the frictional resistance and the thickness of the weak bands. Single weak bands do not affect pillars as severely as multiple bands. However, the model results show that a single thick weak band, which comprises more than about 2 percent of the pillar height, can cause a significant reduction in pillar strength. The weakening effect of the bands become less severe as the pillar width-to-height ratio is increased. Field observation of spalling and failure associated with weak bands in limestone pillars show that the failure mechanism in the models resembles the observed failure. The model results provide insight into the important factors affecting pillar strength in the presence of weak banded materials.

Rock deformational structures in a deep mine were analyzed by petrofabric techniques to learn (1) the relative magnitude and direction of the principal stresses involved in tectonic deformations prior to mining, (2) the preferred orientation of rock planar discontinuities which define rock anistropy prior to mining, and (3) the relationship of mining-induced rock failure to inherent rock stresses and inherent rock anisotropy. Rock fabric elements used for petrofabric analysis consisted of bedding planes, faults, joints, fractures, foliation, sericite plane (001), quartz axis [0001], quartz deformation lamellae, and microfractures. Structures and structural symmetries from different areas within the mine and from different scales of observation were compared to learn the nature of rock anisotropy and the orientation of the principal stresses defined by rock deformations. Analysis of such fabric as regional and macroscopic faults, b-c joints, quartz [0001], sericite (001), and microfractures, indicate that during the epochs of tectonic deformation, the maximum and minimum principal stresses were horizontally oriented and acted along northwest and northeast axes, respectively. This condition of regional stress appears to have continued during folding and the associated period of faulting. The most recent tectonic deformation represents a rotation of the minimum principal stresses into a vertical position, as shown by the development of a tensile joint system, quartz deformation lamellae, and microfractures. Good interscale correlation and statistical homogeneity of tectonic fabric indicate a stress field homogeneity in this area during tectonic deformation. Rock physical anisotropy is genetically associated with tectonic fabric and consists of preferentially oriented planar discontinuities intersecting along a nearly vertical axis. The mining-induced deformations were correlated with the inherent rock anisotropy which either directly controls or greatly affects their development. This phase of rock deformation shows a greater degree of stress field heterogeneity than was the case with tectonic deformations This is explained as a result of nonconfinement afforded by underground openings and the increase in ground stresses due to mining activity"

This study estimates costs of producing bituminous coal and lignite by strip-mining methods in 12 hypothetical mines. Basic costs are developed by geographic area, rank of coal, and output capacity. Seam thickness and depth and type of overburden are considered typical for the area in which the hypothetical mine would be located. The cost analyses are based on the use of new equipment, the prevailing union wage scales, and the payment of all miscellaneous costs including royalties, contributions to the miners' welfare fund, and license and permit fees. All model mines are considered to have a life span of 20 years. Capital costs of bituminous strip mines with a capacity of 1 million tons per year range from $12.7 million in the Appalachian region to $16.0 million in the Interior province. The corresponding selling price, assuming a discounted cash flow return of 12 percent on investment, is $5.40 and $6.95 per ton, respectively. For bituminous coal strip mines producing 3 million tons annually, a capital investment of $24.9 million will render a selling price of, $3.46 per ton in the Interior province, whereas a similar mine in the Appalachian region requires a capital investment of $28.0 million to produce coal selling for $4.01 per ton. Subbituminous strip mines of 5 million tons of output per year range in capital costs from $28.7 million in the Southwest to $13.9 million in Wyoming and Montana. Coal produced in the Southwest would sell for $3.03 per ton, while coal from Wyoming and Montana would sell for $1.83 and $1.64 per ton, respectively. The capital costs for the strip mining of lignite range from $6.4 million for an output capacity of 1 million tons annually to $20.7 million for an annual capacity of 5 million tons. The corresponding selling prices of $3.01 and $2.12 per ton, respectively, Indicate the advantages of a large-capacity strip mine.

Uranium miners have been shown to develop lung cancer in direct proportion to the time of exposure in the mine and the concentration of radioactivity (cumulative working level).1 Radon gas is continually evolved from the uranium ore, but because of its shoe half-life, 3.82 days, it is soon decomposed into particulate daughter products, which along with the dust in the mine, become deposited in the miners' lungs. At present, massive ventilation is the only effective method of reducing the radioactivity concentration in the mines. However, the Bureau of Mines is evaluating the possibility of using coatings on the mine wall that will have sufficiently low permeability to radon that the gas will decompose into the particulate daughter products before it can permeate the coating. Permanently trapped in the coating, the daughter products would be prevented from dispersing in the mine atmosphere. Lawrence Livermore Laboratory was asked to aid in this investigation. The direct determination of radon permeability is more difficult than that of the other noble gases because of the short half-life of the gas and radioactive contamination of the apparatus. We felt that it should be possible to estimate radon permeation coefficients from other noble gas permeation coefficients. It was noted that the log of the diffusion constants for helium, neon, argon, and krypton, as reported by Meares2,3 plotted to a straight line-against the square of-the gas molecularddia meter. The log of the permeation coefficients also plotted to a straight line against the square of the gas molecular diameter. Thus, by determining the permeation coefficients of such gases as argon and krypton through various films and coatings, it appeared likely that radon permeation coefficients could be estimated. In addition we felt it should be possible to find some relationship between polymer structure and he noble gas permeation coefficient that would aid in the selection of coatings materials as radon barriers.

In coal mining, longwall mining is a preferred method to maximize production by extracting large blocks of coal that have been outlined with a set of development entries. In U.S. mines, longwall panels are typically 305 m (1,000ft) wide (with a continual trend towards even wider panels), and usually over 3,050 m (10,000ft) in length. The increasing size of longwall panels, while helping to increase coal production, may also increase methane emissions due to the exposure of the mining environment to a larger area of fractured, gas-bearing strata. Thus, understanding the impact of increased panel widths on methane emissions, and designing gob gas ventholes and bleeder systems accordingly, can enhance the safety of the underground workforce by reducing their exposure to potentially explosive accumulations of methane/air mixtures. As part of its mine safety research program, NIOSH’s Pittsburgh Research Laboratory has initiated a reservoir modeling effort to better understand the interaction of the various geotechnical factors influencing gas flow within and to the underground longwall mining environment. A focus of this modeling effort has been 1) the prediction of the incremental amount of methane emissions to be expected due to increasing longwall panel widths, and 2) optimizing gob gas venthole completion practices to capture more of the gas in the subsided strata above longwall panels before it can enter the ventilation system of the underground workplace. The history matching phase of the study has been carried out on a 381-m (1,250ft) wide panel in the Pittsburgh Coalbed. Simulations have also been completed for a 442 m (1,450ft) wide panel to estimate the incremental increase in methane emissions and the performance of current gob gas venthole placement configurations. Additional venthole placement configurations were simulated to investigate options for optimizing methane capture from the subsided strata above the wider longwall panel.

Major air-cooling facilities have been installed and are operating underground in U.S. copper mines (at Butte, Montana and Superior, Arizona), South African gold mines, European coal mines, Zambian copper mines, Kolar gold mints in India, Coeur d'Alene mines of Idaho, plus other locations. Mining districts that utilize spot cooling and local air-cooling facilities would increase the above listing many times. The principal objectives of underground mine air cooling systems are to; 1. Extract heat and water vapor from the mine air and provide for their removal from the mine via (a) water pumped to surface or (b) discharged mine exhaust air. 2. Provide acceptable artificial ambient conditions for efficient working mine development and production areas. 3. Recondition used air, thus supplementing the limited mine ventilation balance. In deep South African gold mines, when rock temperatures exceed about 105°F, cooling of underground air becomes necessary for the poorly ventilated sections of the mine. By U.S. standards, air conditioning in poorly ventilated mines usually commences when the virgin rock temperature exceeds 100°F. On the other hand, well ventilated deep vein-type mines in the U.S. have been able to forego general cooling of mine air until the mines have been extended to such depths that the virgin wallrock temperatures have exceeded 115° - 120°F. It must be noted that spot-cooling of selected development headings may be required in many mines where rock temperatures exceed 100°F. Such local air-cooling practices permit the driving of long headings for exploration or extended development prior to holings which result in establishment of primary ventilation circuitry. The following summary reports on current practices of cooling and dehumidifying mine air. General system descriptions with important details will hopefully permit the reader to gain an understanding of the subject. A list of references is provided for this serious investigator who desires a more thorough knowledge-base and who is responsible for the design of a mine air-cooling system.

Research by the National Institute for Occupational Safety and Health (NIOSH) on multiple-seam mining has resulted in two new ground control products. Information Circular (IC) 9495 In some U.S. coalfields, particularly in central Appalachia and the West, most mines are operating above and/or beneath previously mined seams. The effects of multiple-seam interactions can include roof falls, rib spalling, and floor heave. These can seriously threaten the safety of miners and disrupt mining operations. Information Circular (IC) 9495 is a proceedings document containing a variety of papers that summarize recent knowledge about multiple-seam mining. A NIOSH study that analyzed case histories collected from 44 U.S. coal mines is described in detail. The study confirmed that overmining is much more difficult than undermining, and isolated remnant pillars cause more problems than gob-solid boundaries. The study's results were the basis for the Analysis of Multiple-Seam Stability (AMSS) software package. The proceedings also contain two papers describing the LaModel family of software. The original three-dimensional version of LaModel is essential for detailed analyses of complex multiple-seam scenarios. LaM2D implements a simplified, two-dimensional model suitable for quick approximations of the multiple-seam stresses and strains. Three papers in the proceedings focus on case histories. One describes the extensive multiple-seam experience at the Harris No. 1 Mine in West Virginia, a second contains examples of "extreme" multiple-seam mining from the central Appalachian coalfields, and a third describes interactions with regard to longwall mine experiences in Pennsylvania, West Virginia, and Utah. The final paper reports on a numerical modeling study that provided some insight into the mechanics of multiple-seam mining. "Trolley lines used in connection with electric haulage in mines are a source of danger and many lives have been lost by men accidentally coming in contact with the wires. Usually the wires in metal mines are sufficiently guarded to prevent men from touching them with their person or by pieces of steel which they may be carrying or their shoulders, while walking along the level. However, it is difficult to guard effectively the wires at loading chutes along the haulage ways and in spite of safe guards, chute tappers have been electrocuted through loading bars accidentally touching the trolley line.To overcome this danger the Calumet & Arizona Mining Co., at Lowell, Arizona formely used a hinged V-shaped trough made of 1-inch by 6-inch lumber, that was dropped over the wire in front of the chute, when the cars were being loaded. This arrangement interfered with the easy operation of the chute, and a cut-out device for the trolley line was devised by W. R. Gibson, chief electrician for the company. This cut-out is efficient easily constructed and roes not interfere with the operations at the chutes or with the motors operating on the same level.When the cut-out is open the electric current is carried past the gap by an insulated wire on the opposite side of the drift. A hinged board drops down over the ends of the trolley guard when the slide is open and Prevents anything touching the live wires. About ninety of these cut-outs are now in use in the mine,The levels under the scopes are timbered with drift sets placed 5 feet apart, and the loading chutes take up the space between two sets. All trolley wires in. the company's mines are carried 6 feet above the rails and guarded by two 1/2 by 6-inch boards placed on either side of the wire."

The production and processing of crude petroleum and natural gas are the dominant economic sectors of the Middle East. The 15 countries that constitute the region accounted for 28% of world crude petroleum output, 17.2% of world natural gas plant liquid production, and 5.3% of world dry natural gas production. Only Cyprus and Lebanon were not crude petroleum producers. About 66% of total world crude petroleum reserves and 31 % of total world natural gas reserves are in the Middle East. Transportation and port facilities in the region are geared to expediting efficient and rapid shipment of these materials. Export sales of these fuels provide funding for further diversification of the mineral industry. Additional development of downstream facilities for producing energy-intensive metals such as aluminum and byproducts of the fuels such as petrochemicals and fertilizers can be expected. Earnings from the industry are also channeled by several Governments in the region to mineral industry projects in Africa and elsewhere. Several countries in the region own major petroleum refineries and distribution facilities worldwide. Petroleum prices rose overall during the year owing to the invasion by Iraq of Kuwait in August 1990. Output from both countries, the fourth and fifth largest producers, respectively, in the Middle East, was negatively affected by the war. Kuwaiti crude oil wells and pipeline facilities suffered extensive war damage while exports of petroleum and petroleum refinery products by Iraq ceased owing to a U.N. embargo. The embargo also impacted Jordan, an exporter of phosphate and potash. Shipments of crude petroleum by pipeline from Iraq through Saudi Arabia and Turkey and by vessel through the Persian Gulf were terminated. However, the loss in production from Iraq and Kuwait was more than made up by accelerated output from other Middle East and world producers. Saudi Arabia, in particular, with its excess production capacity, accounted for the largest portion of the increase.

According to contemporary psychophysical theory, the relationship between the strength of a perceived sensation (S) and the intensity of a physical stimulus (1) is best expressed by a power relationship.(1) S=kln (1) This psychophysical principle has been applied to many practical problems, including the development of scales or guidelines for effective temperature, loudness, brightness, and ratings of perceived exertion. Based on the results of a number of experiments using a variety of scaling methods and a number of different muscle groups, the pooled estimate of the exponent for muscular effort and force is 1.7.(2) When applying this principle to work situations, it is assumed that individuals are capable and willing to consistently identify a specified level of perceived sensation (S). For manual materials handling tasks, this specified level is usually the maximum acceptable weight or maximum acceptable force. These phrases are defined by the instructions given to the test subject:(3) You are to work on an incentive basis, working as hard as you can without straining yourself or becoming unusually tired, weakened, overheated, or out of breath. If the task involves lifting, the experiment measures the maximum acceptable weight of lift. Similarly, there are maximum acceptable weights for lowering and carrying. Such tests are isoinertial in nature; however, in contrast to the tests described in Chapter 3, they are typically used to test submaximal, repetitive handling capabilities. Data are also available for pushing and pulling. These are reported as maximum acceptable forces and include data for initial as well as sustained pulling or pushing. Why Use Psychophysical Methods? Snook identified several advantages and disadvantages to using psychophysical methods for determining maximum acceptable weights.(4) The advantages include: • Realistic simulation of industrial work (face validity); • Ability to study intermittent tasks (physiological steady state not required); • Results are consistent with the industrial engineering concept of "a fair day's work for a fair day's pay"; • Results are reproducible; and • Results appear to be related to low-back pain (content validity).
