Significant portions of the present Federal regulations for certification of closed-circuit breathing apparatus (42 CFR 84) are not quantitative. The human-subject testing portion of the regulations specifies activities rather than metabolic work rates; however, heavy human subjects have higher oxygen consumption, CO2 production, and ventilation rates than lighter human subjects performing the same activities. This means that apparatus certified using different human subjects have effectively passed different tests. In addition, apparatus performance is monitored only during selected intervals of testing, and always during rest, rather than during the entire performance period. Further, testing is arbitrarily terminated at specific rated durations, leaving unknown the performance during the remaining duration. Duration itself is misleading to users who believe that the apparatus will last a certain time no matter how much they weigh or how hard they work. The actual duration obtained from an apparatus, however, is highly variable, being inversely proportional to the work rate at which it is used. In this report, recommendations are made to (1) replace the present regulations for certification of closed-circuit breathing apparatus with quantitative tests specifying metabolic work rate rather than activity,(2) continuously monitor relevant physiological stressors, (3) continue testing until exhaustion of the oxygen source, and (4) classify closed-circuit breathing apparatus by quantity of usable oxygen, i.e., capacity, rather than by duration. Physiology-based stressor levels are suggested as well.

Owing to an upsurge in export earnings. Cameroon made substantial economic Progress in 1978 and 1979. With a real growth estimated at 6%, the gross domestic product (GDP) for 1979 surpassed $5 billion.2 Crude petroleum production was providing a new potential in 1978 and 1979 for achieving national self-sufficiency. Among other benefits, crude petroleum exports were helping to offset the escalating costs of refined petroleum imports and to reduce the 14% to 17% annual rate of inflation. Over the 4 years prior to 1978, Cameroon's petroleum imports increased by 12.1% in volume annually, while the import cost increased by 24.5% annually to about $105 million. Total export earnings for 1978 were $805 million,3 to which crude petroleum contributed $25.3 million and crude aluminum product exports contributed $25.9 million. Petroleum exports had increased to about $240 million in 1979 and were in third place after coffee and cacao. Total imports for 1978 were valued at nearly $1 billion. The volume of petroleum imports decreased in 1979 to 552,000 tons, compared with 622,000 tons in 1978. The European Economic Community (EEC) countries purchased over 75% of total Cameroonian exports and provided most of the Nation's imports. The United States purchased $12.4 million in petroleum exports from Cameroon in 1978. Experiments were undertaken to evaluate the flammability of typical noise abatement materials used to line the cab interior of mobile mining equipment. The experiments were conducted using three different experimental configurations: 1. A ventilated tunnel test. 2. A full-size cab test where the interior surfaces were lined with the sample material and then ignited near the floor using a methane-air burner. 3. Standard ASTM E-162 tests using a radiant panel test apparatus. This paper describes the tests and presents the results obtained for 15 to 20 different materials of various chemical compositions and thickness. With one exception, materials that did not exhibit flame spread in the tunnel test also performed well in the full-scale cab test. All materials that had passed only a small-scale flammability test, such as SAE J369, failed dramatically in all three of the above test configurations. With one exception, all materials that performed well in the full-scale cab test had flame spread indices < 25, based upon the ASTM E-162 results. The lone exception had an ASTM E-162 flame spread index of 68. With regard to samples that failed the full-scale cab test, the carbon monoxide levels within the cab reached lethal concentrations in the range of 1.8% to 3.8% within 2 minutes from ignition of the sample—dramatically illustrating the severe fire environment that can result within the cab space.

"Following passage of the Coal Mine Health and Safety Act of 1969 (Public Law 911173), the Bureau of Mines initiated a research program aimed at controlling respirable dust exposures of coal mine workers. Respirable dust is the dust that gets into, and interacts with, the lungs of those who inhale it. It has long been recognized as a severe health hazard to mine workers. This program has been implemented by a team effort consisting of the Bureau's in-house capabilities, the Generic Center for Respirable Dust, and contractors, as necessary. Over the years, Bureau research has addressed principally three areas:o Compliance with the Federal 2.0 mg/m3 dust standard (1970-76).o Dust control for longwall mining (1976-1983).o More stringent respirable dust standards due to quartz dust (1983-1987).In addition, fundamental studies have been conducted by the Generic Center for Respirable Dust, with emphasis on penetration of dust into the lung. Accomplishments have been significant, but problems remain, as noted later.The Coal Mine Health and Safety Act of 1969, established a 2.0 mg/m3 dust standard for all coal mining operations, underground as well as surface. At the time of enactment of this legislation, the industry was averaging approximately 4.0 mg/m3. The Bureau of Mines respirable dust research program played a significant role in identifying and developing effective technology to allow better compliance with this new standard, thanks to industry implementation and Federal enforcement."

This report presents data on individual plants of the fuel-briquet and packaged-fuel industries that were circularized by the Bureau of Mines, United States Department of the Interior, in its annual survey for 1958. Only plants that processed fuels of mineral origin were included; specifically, plants that manufactured briquets from charcoal were excluded. Fuel briquets and packaged fuel are manufactured by mixing fine-sized fuels with binders and compressing into small individual shapes. Both are used mainly for residential heating in the United States, but they differ considerably in appearance and physical characteristics. Briquets usually are produced as small, pillow-shaped forms, 2 to 4 inches in length, weighing from 2 to 4 ounces. Pack-aged fuel consists of 3-to 4-inch cubes, 6 or 8 of which are wrapped in heavy kraft paper to form a package weighing 10 to 15 pounds. Briquets are made with a water-insoluble binder and are designed for rough handling and outdoor storage, whereas packaged fuel generally is made with a water-soluble binder and must be stored indoors to prevent deterioration. Briquet plants are relatively large and usually are at mines or in dock areas where large quantities of fine-sized fuels accumulate. Packaged-fuel plants are smaller and are used chiefly by retail dealers to convert locally available coal and coke fines into a product that can be burned efficiently in residential beating equipment.

The safe use of a refrigerant or any substance depends on knowledge of its pertinent properties and conditions of use; therefore some of the properties of refrigerants that are related to life, fire, and explosion hazards are discussed herein. These data serve as a basis for suggested control measures in the use· of refrigerants. The properties of refrigerants may be broadly classified into three main groups: (1) Those important for refrigeration, (2) those significant from the standpoint of confining the refrigerant, and (3) those that become important if the refrigerant escapes from the :machine or container. The first group of properties, such as latent heat of vaporization, specific heat of vapor, specific heat of liquid, etc., is not considered to be directly related to safety and is not discussed here. The second group, those properties important in confining the refrigerants, has particular significance because· it relates to "built-in" safety. This group is emphasized because it is believed the soundest procedure in designing equipment is to give due consideration .to both the health and safety hazards likely to be associated with the equipment. Furthermore, the toxicity, fire, and explosion hazards are controlled as long as the refrigerant is confined. Some properties of this group are (1) stability, (2) corrosiveness, (3) boiling point, (4) pressure developed in the system, (5) warning odor or irritation, and (6) ease of detection. The third group includes such properties as toxicity (of compound and decomposition products), irritating action, and explosibility.

Installation of a horizontal air-blocking shelf around the inside perimeter of the surface mining drill deck shroud is proposed to improve dust capture. Without the use of this shelf, a strong Coand? effect airflow pattern results in dust leakage to the environment, especially at the shroud-to-ground interface. Bailing air exits the drill hole and travels along the drill steel to the underside of the table, where it fans out across the bottom of the drill table and continues down the sides of the shroud. This dust-laden bailing air then strikes the ground and fans out under gaps between the shroud and the ground. The proposed shelf prevents dust-laden air from striking the ground by redirecting it toward the center of the enclosure, where it can be captured. Laboratory tests demonstrated that the shelf reduced dust levels outside of the shroud by 81% under operating conditions consisting of a 1.9:1 collector-to-bailing-airflow ratio and a 51-mm (2-in.) gap between the shroud and ground. The shelf was 152-mm (6-in.) wide and was located at a height equal to 2/3 the distance measured from the bottom of the shroud to the bottom of the drill table. The air-blocking shelf was also capable of overcoming the adverse impact of vertical leakage along the shroud seams as long as this leakage was confined to an area below the horizontal plane defined by the shelf location.

Among the procedures developed by the Germans for providing the tonnage of iron powder needed to make rotating bands for artillery shells is the use of a ceramic tunnel kiln, not only for finishing the reduction of centrifugal powders but also for making so-called "brickyard sponge iron," which, after crushing and grinding, seems to yield a product suitable for powder-metallur- gical purposes. The final report issued jointly by the German Powder-Metallurgical Society (DPG) and the Chemical-Metallurgical Branch of the Research Depart- ment of the Metallgesellschaft, Inc. (ZFC of MG) gives the available details of this procedure, which may be regarded as a further development of the process in commercial use since 1911 at a ceramic plant in Hoeganaes, Sweden. The Bureau of Mines' wartime development of the Hoeganaes process also cul- minated in the adaptation of ceramic tunnel kilns for carrying out the solid- carbon reduction of iron ores, and comparison with the German technique should further advance the art. This information circular is issued as a supplement to Bureau of Mines reports of investigations Nos. 3819,2 3822, 3841,2 and 4271, on brick- yard sponge iron and is based on four German reports entitled "Making Iron. Powder in the Tunnel Kiln," translated from FIAT microfilm reel H-46, frames 9190-9209, 9280-9299, 9339-9357, and 9377-9384 (PB L 70042), which represent the four original research reports, Nos. 2005, 2008, 2010, and 2012, respec- tively, of the Metallgesellschaft, Inc.

This paper , which describes mining methods and practices at the Mineral Hill copper mine , is one of a series being prepared by the Division of Minerals of the Bureau of Mines on mining methods , practices , and costs in various mining districts. of the United States . The Mineral Hill mine is situated on the northeastern piedmont of the Sierrita Mountains at an altitude of 3,650 feet in sec . 35 , T. 16 S. , R. 12 E. , and sec . 2 , T. 17 S. , R. 12 E. , Pima mining district , Pima County , Ariz . ( fig . 1 ) . The claims (figs . 2 and 3) are in a gently rolling area with only scant desert vegetation . The average annual precipitation is about 11 inches . The nearest surface water is the Santa Cruz River , an intermittent stream 8 miles east of the mine . The property is owned by the Banner Mining Co. , a Nevada corporation . This report presents a brief history of the mine , describes the geology of the area and the ore deposits , outlines methods of prospecting and exploration , and gives methods of sampling and the estimation of ore reserves and values . Development and stoping methods are explained , and methods of underground transportation , ventilation , mine drainage , and safety measures are described . The concluding section of the paper is a section on milling . The Mineral Hill mine is an old mine that was reopened in 1951 after having been closed for 30 years .

Electron diffraction and electron microscopy were used to determine the unit cell parameters of garnierite [(Ni,Mg)3 Si2O5 (OH)4] and to examine its crystal habit. Bundles of ribbons, many less than 200 A. in cross section, make up the bulk specimen of the garnierite Electron diffraction revealed the unit cell to be monoclinic. Unit cell parameters were: a, 5.33 A,; b, 9.23 A.; c, 14.96 A.; and ß, 94°441.

Mines producing the primary commodity of limestone (crushed and broken) comprised the largest number of operations (n=2,039; 45.4%). ? Stone mining operations were located in all states and territories except Delaware and North Dakota. ? Of all states, Pennsylvania had the most stone mines (n=379; 8.4%).

Electrorefined vanadium with additions of up to 5 percent by weight of yttrium, cerium , lanthanum , praseodymium, neodymium, and samarium was melted to ingots in a nonconsumable electrode arc in a helium atmosphere . The ingots were rolled into strips and evaluated for the effect of the alloying elements on hardness , tensile strength , ductility , recrystallization temperature , and microstructure . Except for samarium , average additions of alloying elements of 1 to 2 weight - percent resulted in the retention of 0.12 to 1.05 weight - percent in the alloys and reduced the ultimate tensile strength from about 48,000 to approximately 30,600 psi . The corresponding yield stress (0.2 percent offset ) was reduced from about 40,700 to approximately 20 , 200 psi . Diamond pyramid hardness (DPH) was reduced from 117 to an average of 62 kg /mm² . Increased malleability at room temperature resulted with yttrium and all rare - earth- metal additions , except samarium , particularly with more than 0.25 weight - percent additions . Decreasing oxygen contents corresponded with the changes noted in the mechanical properties of the alloys . The recrystallization temperature of electrorefined vanadium was reduced from approximately 950 ° to 800 ° C. Yttrium or a rare- earth metal content , except samarium , in excess of 0.1 weight - percent in vanadium produced a second phase suggestive of an eutectic which indicated a possible maximum solubility of less than 0.1 weight - percent for both room and elevated temperatures .

This paper presents a technique for representing and analyzing random motions and hazardous events in a computer simulated three-dimensional workplace, providing machine designers and safety analysts with a new technique to evaluate ways to reduce operator-machine interaction hazards. Technical data in this paper is based upon a project striving to reduce workers&apos; risks from being hit by underground mining machinery in a confined space. By simulating motions of an operator&apos;s random behavior and a machine&apos;s appendage, researchers can accurately identify hazards, and use that information to form safe designs for mining equipment appendage velocity. Validating the model provided improvements in the operator&apos;s optimal viewing area, work task- starting positions, and operator&apos;s motions for a more accurate random behavior. Preliminary simulation results provided (1) an interesting approach to research data gathering in that there was no need for live subjects and test sites and costs associated with experiments become insignificant and (2) that the model was versatile by showing it was capable of accurately mimicking the range collision forces versus speed, operators&apos; size, and risk behaviors found in actual industrial situations and showed (I) that response time significantly affects the number of collisions experienced by the virtual subject and (2) that analysts must be discerning with the model and not read more From the databases than what the simulation model was designed to deliver. Bench-scale research was undertaken to determine if adding ammonia to cyanide leaching solutions would enhance the extraction of copper from an argillaceous Michigan copper ore. Two leaching techniques, (1) rolling using a tumbling bottle and (2) aerating using a modified Buchner funnel, and variations in pulp temperature; were employed in evaluating the effect of ammonia concentration on copper extraction. Under these experimental conditions, the extraction of copper was shown to be independent of ammonia concentration and entirely dependent on cyanide concentration.

This report presents engineering drawings for six material handling devices for underground coal mines. The devices were designed under a U.S. Bureau of Mines program to reduce injuries from material handling during mine and equipment maintenance. The six devices are (1) scoop-mounted 1411: boom, (2) swing-arm boom, (3) heavy-component lift-transport, (4) mine mud cart, (5) container-workstation vehicle, and (6) timber car. Each device is described briefly, and recommendations are made concerning the design of new devices.

Calculated equilibrium data are presented for three phases in the flue gas stream from a hypothetical open cycle MHD generator. A typical coal is "burned" with 1.0 gram-mole K2O seed per kilogram coal and with 101 percent of stoichiometric air. Tables of composition and the overt thermodynamic properties, enthalpy and entropy, are given for the temperatures 2200 (-100) 1100 kelvins, pressures 1.0 and 1.5 atmospheres, and slag rejection figures of 90 and 75 percent.

Ten proposed processes for the recovery of manganese from domestic resources as a high-grade oxide product are described. Nine of the processes employ sulfur dioxide, sulfuric acid, or a combination of both for leaching. The tenth process utilizes sulfur dioxide to sulfatize the ore at 600° to 850°C before water leaching. In addiction to these ten complete processes, six processes from the patent literature are described. Methods for receovering MnSO4?H2O are also reviewed.
