1. Potential groundwater pollution resulting from large-scale surface mining in western states should be evaluated. 2. Criteria should be developed for the design, construction, operation, and abandonment of sediment ponds for maximum removal of suspended solids. 3. Methods should be developed for reducing suspended solids discharges from surface mines to less than 30 milligrams per liter. 4. A manual should be developed in the form of guidelines for sediment and erosion control planning and implementation. These guidelines must be designed to cover all phases of the coal surface mining operation (i.e., before, during and after mining). 5. A mine road manual should be developed for use by surface mine operators and State and Federal Agencies. Erosion, water control, and dust control should be covered in detail. 6. The block-cut, head-of-hollow fill, and mountain-top removal methods and techniques of contour mining should be evaluated, designed, and ultimately demonstrated in steep, mountainous terrain. Designs should be prepared for single and multiple seam applications. The demonstrations must show that these mining systems will secure rapid achievement of reclamation require¬ments and provide maximum, safe, economic coal recovery in an environmentally safe manner. 7. A Blasting Manual should be developed for use by industry and enforcement agencies. Stress should be placed on how to keep vibration levels and air blast pressures well below accepted safe criteria. Also, methods that can be used to control noise should be listed. 8. Investigations should be conducted on the effect of continued vibrations from blasting on structures that are near quarries. 9. Additional guidelines need to be developed for sampling and analysis of overburden material and associated coals for trace elements and noxious strata. Samples are extremely sensitive, and the source and manner of their collection, handling, storage, and treatment, as well as the techniques of analysis, need to be developed and described. This information can be used to predict possible future problems.

In this National Institute for Occupational Safety and Health (NIOSH) investigation, numerical modeling is used to evaluate the degree the pillar strength is increased with a rectangular pillar over a square pillar. Three-dimensional models are developed with pillar sizes and geometries typical of underground limestone mines in the United States. Physical properties for the models are based on geotechnical surveys of nearly 30 underground limestone mines. To examine the effects of pillar length on pillar strength with the modeling, a parametric study was conducted where the pillar width was held constant while the length and height were varied resulting in width-to-height ratios ranging from 0.5 to 1.5 and width to length ratios ranging from 1 to 6. There are two aspects to pillar strength and failure. At relatively low stresses, pillars can fail as a result of geologic structure. At greater depths and sufficient extraction ratios, the pillars can also fail as a result of the vertical stresses exceeding the pillar strength. The effects of increasing pillar length regarding both strength aspects are presented in this study. Equations were developed for the increase in pillar strength with both height and length based on the model results. The results from these equations were compared to those from previously developed empirical equations for rectangular pillars. For the more slender limestone pillars with a width-to-height ratio below one, there is little increase in pillar strength for length-to-width ratios above 2 and almost no increase with length for a width-to-height ratio of 0.5. Only with the more squat pillars is there a significant improvement in strength with length. The gain in pillar strength with length for the pillars is explained by the change in the ratio of the area of the pillar affected by the ends to the area of the pillar. For the squattest pillar, the change in strength is also affected by an increase in pillar confinement along the central length of the pillar as the pillar transitions from a square to a long rectangular pillar. With geologic structure, added pillar length can significantly improve the pillar strength, depending on the strike of that structure with respect to the long pillar axis.

"INTRODUCTION The work of using a system of air locks in unsealing a mine in Ohio following a fire probably was one of the outstanding jobs of its kind in a medium-thick coal bed.The fire in this mine, thought to have been of electrical origin, was discovered at about 1:30 a.m. on December 11, 1941. Forty-four men were working in the affected section at the time; 5 escaped unassisted, and 37, who had barricaded themselves, were rescued. The bodies of two men, who had succumbed after breathing fumes given off by the fire, were brought part way out of the mine before it became necessary to seal the mine.Direct attempts to extinguish the fire with water were abandoned when hazardous amounts of 'carbon monoxide, methane, and other inflammable gases were detected in return air passing through the main haulageway and escape-way of the mine.The mine was completely sealed on the surface at about 8 p.m. on December 12, 1941, with the two bodies remaining in the mine. Sixteen days after the mine had been sealed, the two bodies were recovered. This was accomplished by air-locking through a partitioned-off stairs compartment of a ventilation shaft. This work was done under adverse barometric and atmospheric conditions.A method for collecting representative air samples from the immediate fire area was used successfully by utilizing a vacuum pump on about 10,000 feet of existing water line that had been broken near the fire area.The immediate fire region was sealed, and confined to a relatively small area; the remainder of the mine was recovered, and operations were resumed February 9, 1942, or 59, days from the time of sealing the mine on the surface. This recovery was made by air-locking the main entries inby from the shaft and No. 2 right-face entries.The distance between air locks averaged about 500 feet, and as each new set of seal stoppings and air locks was completed, the old or outby seals were taken out and the area between was ventilated. In ventilating this area, it was often necessary to use line curtains to direct the air into dead-end places."

It is estimated that 6,202,235,000 gallons .of- gasoline was produced during the year 1922. The crude light oil- output Burin- the same year is estimated at 111,000,000 gallons, or 1.8 per cent of the gasoline production. In fact, if all the coal mined were coked in by-product ovens, and the light oil recovered therefrom, this product would amount to only 15 to 20 per cent of the quantity of the petroleum gasoline now produced annually. It is obvious therefore, from these figures that the light oils by present coking processes can not assume great importance as a gasoline substitute in a national sense. However, the use of light oil as a motor fuel is of real importance in districts adjacent to by-product coking operations from which a reasonable proportion of the local motor fuel supply may be derived. The certainty of diminution of petroleum resources in the relatively near future demands the utmost utilization of gasoline substitutes from the distillation of coal as well as other sources. Motor benzol is a by-product from the destructive distillation of coal. From 11/2 to 3 gallons of refined motor benzol is obtained per ton of coal carbonized. The light oil vapors are extracted from the by-product coke-oven gas by passing it upward through a series of towers in which these vapors are absorbed in a descending current of "wash" oil (petroleum distillate). The light, oil is recovered from this wash oil by distillation with live steam, the resulting crude light oil consisting of a mixture of benzol, toluol, xylol, solvent naphtha, and a small amount of other substances (unsaturated hydro-carbons, carbon disulphide, and other sulphur compounds, phenols and pyridines) is then transferred to an intermittent still and fractionated into crude motor benzol, which includes the toluol and a part of the xylol or light solvent naphtha. The crude, motor benzol is yellow in color, contains sulphur compounds which corrode copper and brass, and also contains unsaturated bodies which oxidize and polymerize on standing, producing sediment and forming gummy deposits highly objectionable when the benzol is used in motors. Screen material in the form of welded wire mesh and geogrids are used in underground coal mines to prevent the fall of small pieces of rock from the roof between roof bolts. Further, if the screen is installed during the production cycle, roof fall injuries can be reduced significantly. Therefore, the National Institute for Occupational Safety and Health (NIOSH), because of the safety implications, conducted an evaluation of screen materials commonly used in U.S. coal mines to determine their support characteristics and identify the parameters that could affect their performance with respect to controlling the fall of rock from the roof surface. To evaluate the load and stiffness characteristics of the screen, a test frame was designed and installed in the Mine Roof Simulator (MRS) at the NIOSH Pittsburgh Research Laboratory (PRL). With this test set up, the screen is bolted at four corners of the frame and a center load is applied. The test set up allows for up to 20 in of screen deflection while the load and screen defection are continuously recorded. A series of tests were conducted to evaluate the effects of various parameters such as bolt tension, the type of load bearing surface and the size of bearing plates on welded screen performance. The most common screen material used in U. S. coal mines is an 8-gauge wire welded in a 4-by-4-in spacing or aperture. The peak screen load was normally limited by wire breakage. The conditions at the bearing plate influence the nature of the wire breakage. However, the screen stiffness was controlled by slippage at the bearing plates, and by weld and wire failure. The size of the bearing plate had a significant effect on the performance of the welded screen. Therefore, the design capacity of the 8-gauge screen is evaluated based on plate size. For a 6-by-6-in bearing plate the average peak load is 2,900 lb with a stiffness of 250 lb/in. For an 8-by-8-in bearing plate, the average peak load is 4,500 lb with a stiffness of 430 lb/in. These test results are based on a 4-by-4-ft bolt spacing. A geogrid mesh was also tested.

Although the technology involved in removing material from below the earth's surface has a long history, communication systems in underground workings are relatively new to the industry. Communication equipment did not begin appearing in underground mines until the early 1900's. Figure 1-1 shows a miner using a Western Electric standard telephone set for underground mines in 1913. These early phones were essentially the same as those used aboveground, except that they were enclosed in cast-iron boxes as protection against moisture, acid fumes, and gases. In the 1950's, the Chesapeake and Potomac Telephone Co. of West Virginia introduced a telephone set for use in explosive atmospheres that was designed around the philosophy of explosion containment. To contain an explosion within the telephone set required a 39-pound casing, which greatly limited portability. [ ] Both of these telephone sets required "pipe" or conduit, not a very practical item for a 100-squaremile coal mine. A common thread prevalent in the first 40 years of design and development is that the primary effort was placed on the telephone set. In the early 19701s, as work began on the design of modern communication systems for use in underground mine environments, the following requirements were established: 1. Must meet intrinsic safety standards .--This applies not only to coal mines, but to other explosive environments. 2. Must be compatible with the environment.--The system must with- stand dust, moisture, and corrosive conditions. 3. Must be rugged in structure.-- The system must withstand maintenance by 10-inch pliers and 4-pound hammers, as well as impact from a falling piece of roof. 4. Must be size-flexible.--Whatever is built must be sized for the small operator as well as the large companies. 5. Must be a total system in design.--The system must be intrinsically safe, including cable, power supply, and station set. 6. Must work with present telephone system.--The system should be compatible with aboveground communications already in place; it should not be the single cause of change in aboveground communications. 7. Value-added pricing.--The system should be reasonably priced so that savings created by its introduction will more than offset the installation cost.

The mining industry of the United States has for many years possessed the dubious aistinction of having the poorest accident rate of all of the major lines of industrial endeavor in this country, and until recently there ras little or nothing to show that any material improvement might be expected. However, there are now numerous trends indicating that the corner has ceen turned at last, and it is strongly hoped that the mining industry is likely to follow the railroads, the cement and other industries in operating with occurrence of only a reasonable amount of loss of life and limb through accidents. The complete accident figures for metal and nonmetallic mineral mining for 1931 are not yet available, but fragmentary data shor that 1831 vill un- questionably have very low accident rates, probably the lowest in the history of our metal mines. One underground metal mine has produced over 14,000,000 tons of copper ore rithout a fatality; another metal mining company with an electric slovel operation has handled upwards of 75,000,000 tons of material, copper ore and waste, without the occurrence of a fatality; an iron-ore compan, which orns six mines (three underground, three open pit), has operated every one for a year or more without a lost-time accident with a con- siderable number of employees and a large production; and alot.er iron-ore producer with 30 mines and about 3,000 employees as an average of nearly 10 months of operation in 1931 without a lost-time accident. umerous other wonderful safety records of metal mines in 1931 indicate unmistaimbly tat the record of the noncoal mining industry of the United States as a role in 1931 will undoubtedly be found to be excellent. According to the latest relatively complete figures (those of 1930) available for the coal industry, fewer than 650,000 persons are employed in and around the coal mines of the United States, the figures indicating at a little over 493,000 people are engaged in bituminous mining and a little under 151,CCO in anthracite mining. The objective of this is paper is to review the current state of knowledge and practice in highwall mining (HWM). HWM has become a widely-applied method in surface mining, commonly used alone or in conjunction with contour or slot mining. It provides 800-feet to 1,200-feet of additional recovery when the economic stripping ratio is reached in contour mining or in slot mining when surface access to a reserve is limited. A significant attribute of the highwall miner is its versatility. HWM has been used successfully to mine abandoned pre-reclamation law highwalls, points or ridges uneconomic to mine by underground or other surface methods, outcrop barriers left adjacent to underground mines, separate benches of the same seam where the parting thickness or quality differences between benches render complete extraction uneconomic, previously augered areas containing otherwise inaccessible additional reserves and close or widely spaced multiple seams. The theory and design methods to assess roof, pillar, and floor stability are presented followed by three case histories. Simple design charts for sizing HWM web and barrier pillars are also presented. A recommended web pillar width may be obtained from the design charts given the overburden depth, the HWM cut width, and the mining height. Given the depth and panel width for a set of HWM cuts, another set of charts gives a suggested barrier pillar width. The case histories, from Northern and Southern Appalachia are used to illustrate the application of rock mechanics to quantify the stability of the highwall, roof, web pillars, and floor. The case histories involve 1) mining through a previously augered highwall, 2) mining under back-stacked spoil and 3) selective mining of closely spaced benches of the same seam. Because each site is unique, the appropriate pre-mining geotechnical analyses range from the calculation of roof, web pillar, and floor bearing capacity stability factors to detailed numerical modeling of the auger and underground mine workings. When operating in the vicinity of existing underground mine or auger workings, the determination of ground deformation and strains resulting from highwall mining is a necessary facet of a ground control investigation.

The research reported here concerns a four year study of the rock mechanics aspects of two underground hardrock mine study stopes. The first study was conducted at Anaconda Minerals Company's Carr Fork Mine near Tooele, Utah. The second study was conducted at the Homestake Mining Company's Homestake Mine In Lead, South Dakota. Both case studies were cooperative efforts of mining company personnel, the Spokane Research Center of the Bureau of Mines and the Department of Mining Engineering, University of Utah. Large diameter (6 1/2 In.) blastholes were an integral part of the stoplng method at each mine. A true vertical crater retreat (VCR) method was used at the Homestake Mine, while a vertical bench mining method (VBM) was used at the Carr Fork Mine. VCR and VBM methods were developed In the 1970's; they offer significant productivity gain and are now used throughout the world. The new technology, however, brings with It a requirement for more sophisticated engineering design and control. Since there are no personnel in a VCR or VBM stope, all ground control Including dimensioning of stopes and pillars and the layout of cable bolt assays or other artificial support must be done in advance of production blasting. Accordingly, the objective of the research study was the establishment of a procedure for optimizing stops and pillar sizes. The approach taken was In each case a combination of mine measurements of the study stope response to mining, laboratory testing for rock properties and In situ stress measurements of the premining stress field, and theoretical calculations of the study stope response to mining. All calculations were done with the UTAH-II finite element computer program. Simulation of the blasting sequence gave a correlation of 0.88 between measured and calculated extensometer readings (Incremental relative displacements) at the Carr Fork Mine where other 30 Instrumentation boreholes were used to monitor the test stope response. A correlation of 0.84 was obtained at the Homestake Mine where 19 instrumented boreholes were used for monitoring purposes. These high correlations validated the computer mode and calibrated It for rock mass properties. The calibrated model was then used In parametric studies of alternative design layouts.

"Whenever a manometer has been used for recording explosion pressures it has been calibrated under a series of static pressures. Whether the readings taken during the rapidly changing pressures of an explosion (dynamic pressures) truly represent the actual pressures therefore is an open question. The authors had hoped to solve this problem by conducting the calibration with the aid of known pressures, applied at about the ammo rate as in an explosion, for example, by means of a cylinder and piston, the piston being driven in by an eccentric cam at a rate which would be determined accurately by the shape and rate of revolution of the cam. If the rate of compression were great enough, then the pressure in the cylinder (to which the manometer is attached) could be calculated from the laws of adiabatic changes of pressure and volume. It seems highly probably, however, from H. T. Tizard's observations on pressure changes in a cylinder during rapid compression (55) 4/ that there is much heat loss, therefore pressure loss, in the very small interval of time during compression; although Tizard was able to estimate the amount thereof, he did so only by relying on his nanometer, which is exactly the procedure that the authors challenge on the grounds that the manometer was not standardized under the conditions of its use. Hence the authors were driven from this scheme of calibration to another, namely, comparing records of ono and the same explosion taken simultaneously on several instruments of as varied a type as possible. If 2 of a number of instruments agree, perhaps both are accurate; if 3 agree, probably each of the 3 is accurate; if 4 agree, it is almost certain each of the 4 is accurate.There was a second objective in the present work. If the Bureau of Mines and the B.C.D. (British Coal Dust) manometers differ in their records, then from a sufficiently comprehensive series of experiments it may be possible to coordinate the extensive results already obtained at the American and British stations.Thirdly, it was hoped to learn which is the best available instrument for observing the pressures of coal-dust and as explosions and, if possible, to indicate means for improvement in manometry."

PURPOSE: Evaluate practical technological advances in level-dependent hearing protectors and inexpensive personal acoustic monitors. RESEARCH SUMMARY: The results of previous NIOSH research show that miners develop hearing loss much more quickly than nonoccupationally noise-exposed individuals and that miners experience a greater severity of hearing loss than would be expected for nonoccupational noise-exposed persons of the same age and gender. Using hearing thresholds at 4,000 Hz as an indicator, coal miners experience hearing loss 2.5 to 3 times greater than would be expected for persons not exposed to occupational noise. At age 50, 90% of coal miners and 49% of metal/nonmetal miners were found to have a hearing impairment. In comparison, only 9% of a nonoccupationally exposed control group had a hearing impairment at age 50. There are numerous barriers to the prevention of hearing loss among miners. In an effort to overcome some of these obstacles, this work was initiated to evaluate practical technological advances in level-dependent hearing protectors and inexpensive personal acoustic monitors. Experiments will involve analysis of this new technology under both laboratory and field conditions. Laboratory components will consist of controlled studies using an anthropometrically correct test fixture as well as human subjects to evaluate the adequacy/effectiveness of various hearing protective devices. Electroacoustical performance testing of new noise monitors will also be conducted in a laboratory setting. Subsequent field studies will determine the actual usefulness and practicality of the personal protective/monitoring equipment as used in different mining situations. It is anticipated that increased on-the-spot awareness of hazardous noise levels and the availability of better-suited hearing protectors will provide a degree of protection beyond what is currently attained in different mining environments. Therefore, the intent of this project is to identify and adapt new acoustical technologies and products that have a direct application to individual mine workers. With increased knowledge of these technological advances, a greater demand for similar devices will likely occur, which, in turn, will lead to a better understanding and awareness of hearing loss prevention methods throughout the mining community. The ultimate goal is for widespread integration of useful hearing loss prevention products and devices into the daily routines of miners

"Summary: In this report the differential regulation of NF-KB and nitric oxide (NO) was investigated in the mouse macrophage cell line RAW 264.7 following exposure to a mineral dust (silica) and /or an endotoxin (Lipopolysaccharide, LPS). The results indicated that silica and LPS can significantly induce the activation of NF-KB as well as elicit enhanced production of NO in RAW 264.7 cells as part of an early inflammatory response mechanism. A 24-hour time-course study showed that NO release from these cells continued to increase following the initial stimulus by LPS or silica. In contrast, activation of NF-KB was maximal at 6 hours and then showed a steady decline to 24 hours. The production of NO was suppressed by protease inhibitor and antioxidant, both of which block the activation of NF-KB. Surprisingly, the use of an NO synthase inhibitor resulted in an enhancement of NF-JCB activation. These findings suggest that NO produced in macrophage cells in response to an inflammatory stimulus like silica or LPS my be linked to a negative feedback role on the activation of NF-KB. It is now accepted that nitric oxide (NO) plays a pivotal role in the inflammation response process when macrophage cells are activated by a pro-inflammatory stimulus (l). Production of NO is dependent on the activity of the enzyme nitric oxide synthase (NOS). Up until now, at least three distinct genes have been described which encode different isoforms of NOS. NOS has been cloned from a variety of different mammalian cells, including constitutive neuron NOS, constitutive endothelium NOS and inducible NOS (2). Macrophages appear to be the principal cellular source for the inducible form of NOS (iNOS) activated in response to an inflammatory producing event. The mechanisms subserving the regulation of the iNOS gene and NO production have been under intense investigation in recent years (3-5). Several binding sites for transcriptional factors have been identified in the promoter region of iNOS gene, including NF-lCB, AP-1, NF-IL6, Oct-I to cite a few (5). NF-KB appears to play a"

"Introduction Numerous investigators have studied grinding. Each has contributed his bit to a literature that is difficult to correlate. Too many of the results have been transformed into curves with no many ""inflection points"" and ""counterflexures"" that they obscure the issue.Some of the investigators have neglected the very essence of the problem, namely, the power and the amount of material to which a known amount of work was applied. The purpose of this paper is to show the ease with which results can be interpreted when these quantities are duly recognized. Some grinding tests will be given for illustration.Grinding studies are of two kinds: (1) Study of the character of the ore and (2) study of the performance of the machines. Several ores may be crushed by a given machine, or several machines may be used on a given ore. The illustrations given in this report cover both objectives.Grindability Characteristics When the ores are being studied the information sought is grindability characteristics (grain-size distribution) and the grindability (work required to produce new surface) of a group of ores.When the study is of the machines, several machines are used for a given ore or given types of ores, and the grinding performances of the machines are compared by a grain-size study.Table 1 gives the grindability characteristics and grindability of six substances, one of which is coal. The substances are arranged from left to right in progressing order of tons per horsepower-hour. Curves and graphs are not needed for elucidation. The secret of the ease of interpretation is the order mentioned and the similarity of the sizing analyses. Power records must be complete in grinding studies.The grinding device was a ball, plunger, and mortar called the drop weight.' It may be used to advantage when the amount of material to be tested is too small for the orthodox machines.The upper part of table 1 shows the grindability characteristics by the cumulative-sizing analyses. Note how closely the percentage weights agree for a given sieve size. The lower part shows the grindability in terms defined elsewhere. The present paper should be read in conjunction with that paper."

"In California the history of tin mining began in Riverside County in 1853, with the discovery of the Temescal deposit. This deposit remained the only one with a production record until recent small shipments were made from Kern and San Bernardino Counties.According to the California State Division of Mines, Temescal's total output has been about 125 tons of tin, all of which was produced in 1891 and 1892. It was idle from 1892 to 1928.An extensive but unsuccessful development campaign carried on in 1928 and 1929 by the American Tin Corp. produced only half a ton of the metal, and the property again was idle until 1943, when an attempt to resume operations proved unsuccessful. After 1929 no production is recorded from California until 1944 end 1945, when small shipments of sorted ore from Kern County returned about 2 tons of tin and 1-1/3 tons was recovered from sorted ore and concentrates from San Bernardino County. The total output of tin from California has been less than 150 tons, and less than 4 percent of this was produced in the last 50 years, in spite of numerous attempts during that period to promote tin mines,So marked a scarcity of a metal essential in war makes any occurrence interesting. When some prospects were reported to the Bureau of Mines in July 1942, in a new field 10 miles east of Gorman, they were at once examined and the preliminary exploration by the owners closely followed. Eventually one was explored by bulldozing end diamond drilling as a joint project by the Bureau of Mines and the Geological Survey.To supplement this joint project, the authors undertook independently a general survey of tin in California - a survey designed to check reported occurrences and to bring their status up to date. In this work, the 37 places described in the text and spotted on the accompanying map, (fig. 1) were visited end sampled. Although traces of tin were found in many pieces, nothing that suggested a tin mine was found anywhere, and it is difficult to base much hope for appreciable future tin production upon anything found thus far in California."

Develop an environmentally feasible method of mining shallow oil sands without removing overburden. Approach Oil sands are extracted through a single borehole by cutting into the sands around the borehole with a high pressure water jet, and pumping the resulting slurry to the surface. Although oil can be extracted from shallow fields by open-pit mining methods, this type of mining may create significant environmental impacts, including; (1) disruption of the surface, (2) accumulation of waste rock piles, (3) accumulation of tailings, (4) damage to the ground water quality, and (5) surface water pollution. The borehole mining system developed and successfully field tested by the Bureau of Mines offers a method for extracting oil from oil sand with minimal disturbance to environmental quality. (For examples of other applications of borehole mining, see Technology News Nos. 95, 63 56, and 48.) How It Works Prior to the start of mining operations, baseline conditions for ground subsidence and ground water quality are established at the test site so that the degree of subsidence and changes in ground water quality can later be determined. Oil sands mining is conducted using the Bureau of Mines borehole mining system. The borehole mining tool consists of a 12-inch-diameter pipe string and accessories capped with a three passage swivel terminated with a mining section. The mining section has an auger at the bottom. Four slurry inlet holes and an eductor are located above the auger, and a single cutting nozzle is located near the top of the mining section. The tool generates a high velocity water jet that erodes and slurrifies ores. The slurry is drawn into the inlet of the eductor which lifts the slurry to the surface where it is deposited into a slurry discharge sump. To detect evidence of subsidence, surveys of the land surface are made at regular intervals during, and until 30 days after, the termination of the mining operations. Samples of ground water from the borehole and two adjacent monitor holes are taken on alternate days during the mining operations, and are later analyzed to determine if any ground water contamination has occurred.

The growing complexity of modern life, with its intricate organization, the manifold kinds of mechanical equipment that are used, and the constantly growing, necessity for the speedy and accurate interchange of information and ideas, make education an asset that constantly increases in value. The number of things that may profitably be known has grown so large that the field of education has been divided, and attention is often directed to only those things that are most immediately valuable. Modern educational facilities are often directed to what may be called corrective, work; the, providing of people with information that they teed in the conduct of their daily lives, but which for various reasons they have not previously had facilities for acquiring. The value of special education in the industrial world has been so thoroughly demonstrated that far-seeing managers of mining enterprises are always interested in the educational facilities existing in the community where their work is carried on.The educational facilities of a modern community may be classified in several ways. They may be divided into;1. Facilities for general education, for the purpose of increasing the whole field of knowledge of the student.2. Facilities for special education, which are intended to remedy a specific defect, or to give proficiency in some special field. This may be divided as follows;a. Training for work, intended to fit an employee to adequately perform the task assigned to him, this ranges from brief instruction by a foreman or fellow-worker up to definite training courses in which the employee dose nothing but study for a period of several weeks or months, being paid during this period a wage that may range from a nominal amount up to practically full time salary. The student's educational preparation may already be fairly advanced. Some of the manufacturers of electric machinery maintain, a school similar to that just described for graduates of engineering colleges. In other cases the only pre-requisite may be a common school education, as in the schools for operators, maintained by the telephone companies."

This paper presents one of a series of digests of foreign mining legisla- tion and court decisions that is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Switzerland has been prepared from the best information available in ashington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consuler officers, to whom it is being referred through the courtesy of the Department of State. Sitzerland is a small country in which little mining is done, yet it has a voluminous body of mining legislation. There are two salt-mining districts in Switzerland; that at Bez, Canton of Vaud, belongs to the Canton but the deposit is worked by a private company; and those at Schweizerhalle, Rheinfelden and Ryburg are worked by a joint stock company formed by the Cantons interested. Iron ore is mined at Gonzen, Canton of St. Gallen, and large beds of gypsum are worked, mainly for domestic consumption. In general, however, although many kinds of minerals are said to have been found in Switzerland, mining operations are irreguler end relatively unimportant. Even during the world war only about 2,500 persons were employed in mining establishments and most of these were in under round stone quarries. On the other hand, the republic comprises 22 Cantons, of which 3 are divided, making 25 units, and in the absence of generel Federal legislation, each of these units virtually has its own distinct mining la Under these circumstances, it is obviously inadvisable to review the mining lars of Switzerland in the same detail as those of other countries which Lave been digested in this series. For the lars of individual Cantons, as well as for a more comprehensive summary of the Swiss legislation as a whole, the reader is referred to a recent German publication." "One of the functions of the United States Bureau of Mines is to investigate the ability of electrical mining equipment to operate in a gassy mine without danger of igniting explosive atmospheres. To accomplish this purpose, tests are made in which mixtures of gas and air are ignited in the equipment while it is surrounded by explosive atmospheres of the same composition. In such tests, records of pressures developed by the internal ex-plosions are obtained and observations are made of any flames, sparks, or smoke which may issue from bearings and joints. Occasionally the explosion pressures in a mining machine rheostat or a compartment of some other machine reach a value which is judged to be excessive or abnormal.A number of factors are known to influence the explosion pressures, and both German and. British investigators have irate extensive research on their effects. Much of this work had been done with artificial compartment which certain conditions could c held, constant while others were being varied. The U. S. Bureau of Mines has not made any research on a scale to compare with that of the British or German investigators; however, special studies have been necessary from time to time to determine the cause and remedy for high pressures obtained in the routine test of some piece of mining machinery. Thus it has been possible to verify some of tee theories established on a purely experimental oasis by practical tests of machines as actually built for mine use.Some of the factors determined the pressure that will result when an explosive mixture in a compartment or connected compartment is ignited are: (1) The volume of explosive mixture ignited, (2) the percentage of as in the mixture, (3) the amount of coal-dust in the compartment or compartments, (4) the degree of movement or turbulence of the mixture at the time of ignition, (6) tightness of the joints and bearings, (6) the size of opening between, compartments, (7) the distance between the point of ignition and openings, and (8) the cooling, effect of surfaces and of material inclosed in the compartments."

"The amount of new surface generated during fracture of coal and rock has been found to be directly proportional to the amount of energy associated with the fracture. To confirm this and study the relationship between the new surface and dust aerosol formed during fracture the U.S. Bureau of Mines has conducted experiments simulating fracture as it occurs during mining operations. In addition to fracture energy measurements, fragment size distributions were determined over a size range of 0.5 microns to 1 inch. The size measurements accounted for the mass of the original sample. Material studied was Illinois No. 6 coal, coal from the Taggart seam of Virginia, and Berea Sandstone. The experiment employed a chamber to confine sample fracture fragments and a combination of particle measuring systems. Measurement methods included aerodynamic sizing of entrained dust aerosol with optical counting and inertial impaction techniques, physical sizing of non-airborne fragments by sieving, and optical sizing of fragments using optical counting and scanning electron microscopy.Results of the size distribution measurements indicate that a single size distribution law does not adequately describe the entire fragment size distribution. A combination of two size distribution laws, such as the Rosin-Rammler and log-normal distributions, is necessary to describe this size distribution. New surface created by fracture is primarily found 1n particulate between 2 and 50 microns with a mean size of 12 microns. It was also found that the specific energy of fracture can be linearly related to the .concentration of aerosol in this size range.Only a .small fraction, between 0.02 and 0.16 pct, of the dust particles .generated during fracture become airborne. The remainder adhere to the new surface created during fracture. An entrainment fraction, defined for a given particle size is the ratio of the mass of airborne particles to that of the total particles generated in that size range. This experimental entrainment fraction is related to the Van der Waals adhesion force and the electrostatic forces operating during fracture and is used to derive empirical parameters to model these two processes."

Purpose: This training material focuses on the content of emergency warning messages. Research has shown that when an emergency occurs, people often do not get the information they need for the purpose of taking appropriate action. This safety talk presents a procedure, using mental cues that can be used by senders and receivers of emergency warnings. Intended Use: This material has been developed for use in short safety-training sessions such as start-of-shift safety or Atoolbox@ talks. The information can be presented in approximately fifteen minutes and is appropriate for workers at all experience levels. While the examples and illustrations are taken from the underground coal mining industry, the training can be tailored to any work setting by substituting appropriate examples. Materials Needed: The instructor will need to prepare the figures provided in a form that can be seen by the entire class. Suggested methods include the use of: (1) overhead transparencies, (2) laminated pages that can be held up for small groups, and/or (3) handouts with copies of the figures for each trainee. As a supplement, stickers featuring the communication triangle can be placed on hard hats, telephones or other communication devices to remind workers about the key to effective emergency communication. The Talk: The accompanying script is a guide for presenting this safety talk. Training is enhanced if these materials are covered but not simply read by the trainer. Examples given in this guide are from real experiences. To make training more interesting and effective, the instructor can substitute examples from his/her workplace.
