To aid in minimizing adverse environmental impacts of mining and mineral processing, the Bureau of Mines studied changes in soil characteristics in topsoil stockpiled during mining operations. Topsoil stockpiles in arid areas of New Mexico, Utah, and Wyoming were sampled over a 1- to 8-yr period to determine any changes in physical, chemical, or biological parameters in the top 15 ft of soil. Parameters examined in this study included soil moisture, pH, electrical conductivity, and cation exchange capacity; total nitrogen, organic carbon, carbon to nitrogen ratio, extractable potassium, and soluble phosphorus levels in the soil; general levels of bacteria activity in the soil; and productivity of the soil as measured by shoot yield in growth tests. Data were analyzed by multiple linear regression to determine possible effects of stockpile age and depth. Bacteria population counts, used as an indicator of goner l bacterial activity, was the only parameter found to be significantly correlated with stockpile age and depth at more than one site. Bacterial activity increased with depth at the two sites where it was measured. Activity increased with age at one site and decreased with age at the second. Significant changes in soil pH, electrical conductivity, and moisture were significantly correlated with stockpile age and depth at single sites. This study did not show significant, consistent deterioration in soil characteristics or growth yield of topsoil stored in stockpiles.

A coal waste disposal dam failed on Buffalo Creek near Saunders, West Virginia, on February 26, 1972. This accident resulted in the loss of 125 lives, left over 4000 people homeless, and resulted in millions of dollars in damage to several downstream communities. As a result of this tragic event, major changes occurred in the mine waste disposal practices used by the U.S. coal industry. This paper summarizes changes in U.S. coal-waste disposal practices in the nearly 35 years since the Buffalo Creek dam failure and identifies safety issues that need to be addressed for continued improvement. While many organizations and individuals have played roles in the improvements that have occurred, this paper focuses on the role played by MSHA and its predecessor agencies.

"The risk of spontaneous combustion is well known in the South African coal mining industry. In the coming years it is very possible that the incidence of spontaneous combustion will increase from current levels, due to factors such as an increased rate of mining, re-working of previously mined seams, more stooping and total extraction for underground mines, and higher stripping ratios for surface mines, leading to more spoils. It is also fairly certain that coal mining will face tougher environmental emissions legislation in the near future. To determine the areas where the risks of spontaneous combustion are high, it is necessary to improve on our current laboratory procedures for testing and evaluating coal samples, combining the results with site and field data, and if necessary revising the laboratory rating system to refine our understanding of South African conditions.Currently, laboratory tests are conducted in order to determine both the Wits-EHAC index and the crossing-point temperature which, when combined, give an indication of the spontaneous combustion propensities of the coal samples. This procedure has enabled the establishment of a database of results to review and evaluate South African coal seams. Using this database, the high-risk areas in terms of spontaneous combustion are identified. Tests have been undertaken for five consecutive years, between 2008 and 2012. In total, 119 coal samples from different coal seams and production coalfields have been analysed and classified through a series of laboratory tests. A comprehensive database of these results is available, and is continually being updated as new test results are added. This database will continue to expand, and to provide the basis for an improved risk evaluation methodology for spontaneous combustion"

A study was carried out which aimed to: determine the effects of blasting on excavation perimeters and nearby slopes; establish a low-cost blast monitoring and field observation programme to determine peak particle velocities and blast damage; and to develop criteria for observable blast damage that are based on the peak particle velocity. Full-scale production blasts in a large open pit copper mine were monitored and studied to develop damage criteria for various rock types. Better blast designs can be achieved by correlating the results of blast monitoring with field observations of damage at the pit walls and on benches. Back-break and damage are related to blast-induced ground vibration. Peak particle velocity is accepted as a reliable measure for the prediction of ground vibration levels. Empirical models for the estimation of rock damage can be developed and used for blast design. The models are used to determine the zones of damage within the rock face. Rock damage models can also be used to design trim shots to achieve further reduction of back-break in more critical areas

The Phu Kham Copper-Gold Operation (Phu Kham) is located in northern Laos, approximately 140 kilometres from the capital, Vientiane. The operation is a producing asset for Australian-based copper and gold producer, PanAust Limited (PanAust) and is operated by Lao-registered company, Phu Bia Mining Limited (Phu Bia Mining). PanAust holds a 90 % interest in Phu Bia Mining. The Government of Laos owns the remaining 10 %.The Phu Kham Operation has recently undergone a series of process improvements to treat the anticipated competent ores scheduled for 2017 and 2018. The operation’s comminution circuit, which comprises a semi-autogenous (SAG) mill and two ball mills, each with 13 megawatts (MW) of installed power, was expected to be SAG mill limited when treating competent basement rock. Ausenco Services Pty Ltd (Ausenco), was engaged to help optimise and enhance the productivity of the Phu Kham comminution circuit over an eight-month period. The work involved participating in and overseeing the redesign of the SAG mill liner systems and developing operational strategies for maximising throughput through to the end of mine life. Ausenco’s comminution optimisation tool, Ausgrind, was used to benchmark and analyse plant data with empirical models, predict circuit performance for varying ore characteristics and evaluate liner wear and predict the life for varying operating parameters. Variances between the actual and the predicted values were assessed in detail to identify missed opportunities, and guiding operating parameters were redefined to maximise throughput and productivity. In combination with the redesigned liner system, optimised process controls for varying ore competencies, and improved operational practices and troubleshooting strategies, increased Phu Kham overall production, exceeding the milling capacity when treating competent ores. Battelle Memorial Institute participated in a program for the General Services Administration aimed at developing a nickel-cobalt separation process that could be integrated in the Nicaro nickel plant. At the time the programwas being carried out, the Nicaro process was a straight-through operation, in which the ore was reduced and leached, after which the pregnant solution was boiled to produce a so-called "bulk precipitate" which contained virtually all of the nickel and cobalt which had been dissolved in the leaching step. The weight ratio of nickel to cobalt in Nicaro ore is approximately 15 to 20:l. The weight ratio of nickel to cobalt in the finished product had to be 100:l or higher to meet specifications. Because the Nicaro process embodied no nickel-cobalt separation step, the only way that a bulk precipitate of the specified nicke1:cobalt ratio could be produced was to so adjust roasting and leaching conditions that nickel would be selectively leached and most of the cobalt would be rejected with the tailings. The required selectivity, however, was achieved at the expense of nickel recovery, which was 5 or more per cent less than might have been obtained with the existing equipment, utilities, man power, etc., had selectivity been no object. The over-all purpose of the program was to develop a separation step that could be fitted into or onto the Nicaro facilities and which would permit the manufacture of a product that would meet the desired specifications and still permit the recovery of a maximum amount of nickel. Battelle suggested that this might be accomplished by reprocessing off-specification bulk precipitate and specifically suggested the process based on ammonium sulphate leaching followed by hydrogen reduction of the leach solution according to techniques developed commercially by Sherritt Gordon Mines Limited. Such a process would not only satisfy the objectives of the research but would present two additional advantages. (1) It would produce a separate cobalt product which could be further processed into metal, alloys, oxides, or salts. (2) It would yield nickel in metallic form which might be more generally marketable and command a slightly higher price per unit of nickel than the Nicaro oxide product. This report summarizes all work performed under Phases I, II and III of U.S. Bureau of Mines Contract H0387006, "Development of a Prototype Retrofit Noise Control Treatment for Jumbo Drills." The noise and vibration levels of four jumbo drills were characterized and a survey of percussive rock drill usage is reported. A Gardner-Denver DH 123 drill was chosen as a demonstration drill, and extensive noise diagnostic studies were performed. Noise control treatments were designed, developed and evaluated in a reverberant drill test facility. The treatments consisted of an integral enclosure/muffler for the drifter, vibration isolation of the drifter from the enclosure and feed, and a drill steel sheath. A 19 dBA reduction in overall sound power level was achieved with no loss in drilling rate. The prototype retrofit treatments were field tested in an aboveground mine and in a production section of an underground zinc mine. Long-term durability and operator acceptance of the enclosure/muffler treatment were excellent. Preliminary evaluation of the drill steel sheath was encouraging, although additional testing is required.

WHEN THE BUREAU OF MINES was created in 1910, the organic act had as one of its main provisions the following: That it shall be the province of said bureau and its director, under the direction of the Secretary of the Interior, to make diligent investigation of the methods of mining, especially in relation to the safely of miners and the appliances best adapted to prevent accidents, the possible improvement of renditions under which mining operations are carried on, the treatment of ores and other mineral substances, the use of explosives and electricity, the prevention of accidents, and other inquiries and technologic investigations pertinent to said industries, and from tinge to time make such public reports of the work, investigations, and information obtained as the Secretary of said department may direct, with the recommendations of such bureau. The nationwide nature of the health and safety work of the Bureau of Mines has given its representatives an opportunity to study and report on matters pertaining to health and safety in mines and related operations from the time the Bureau was established to the present. Regular annual reports and numerous additional papers and reports have been published each year to place on record and to make available the information gathered. While the basic purpose of this bulletin is to describe health and safety reports for the period January 1947 through June 1955, a selected number of earlier publica¬tions that are believed pertinent for reference purposes are included.

A new warehouse built with prefabricated components over an area underlined by soft marine soil deposits started showing differential settlements well before its completion. Its 103 spread footings carrying up to 4,000kN (450t) axial loads had been cast on jet-grouted columns extending and penetrating a layer of sand at a depth of 10m (33ft). Investigations performed to assess the wholeness and consistency of the jet-grouted columns revealed a state of loose jet-grouted masses and uncontrolled, off target migrations of the jet-grouting. Most of the jet-grouting itself was settling. The following remedial solutions were suggested: 1. Construction of new and better controlled jet-grouted columns. 2. Cement-based soil grouting. 3. Expanding resin injections. 4. Minipiles drilled-through the existing footings and reaching into a denser layer of sand existing at 23m below grade. Remedial solution 1. was immediately discarded due to cost and the possibility of a repeating failure in this non-granular and highly compressible soil. Tests of remedial solutions 2. and 3. were carried out. The outcome of the grouting was monitored by Electro Resistivity Tomography (ERT) (Bares et al., 2003), an innovative 3D electro tomography procedure showing where grout had been actually placed and its migrations off target. A successful 4,000kN (450t) load tests confirmed the validity of the solution. Finally, upon the completion of a successful load test, solution 4. was chosen. It supplied the highest degree of reliability thanks to the ease of controlling the final and actual location of the minipiles and to the higher safety factor provided. All remedial work to install the minipiles was eventually performed inside the building. Additional load tests and settlement measurements confirmed the adequacy and success of the chosen solution.

The Bureau of Mines evaluated the tin development potential of the uplands between the Kanuti and Hodzana Rivers from 1978 through 1980. Chemical and petrologic data indicate that local granitic intrusions are generally similar to "tin granites" that contain tin deposits elsewhere. The tin mineral cassiterite (SnO2) was identified in chlorite-rich greisen from the Sithyiemenkat pluton. Greisen zones are located near the intersections of high-angle, linear structural features, and samples contain up to 0.23 pct Sn. One bedrock exposure of greisen is 10 to 15 ft wide. Although some lode mineralization is present, the deeply eroded nature of the region suggests larger tin-bearing cupolas may have existed prior to erosion. Extensive stream gravel deposits have not been affected by glaciation, and potential exists for placer tin deposits. Especially favorable is a large semiclosed basin drained by the Kanuti Kilolitna River. Heavy mineral concentrates collected from surface alluvium in the Kanuti Kilolitna River valley contained up to 51.2 pet Sn (0.02 to 0.4 lb/yd3 Sn), up to 5 pct W, up to 0.4 pct Cb(Nb), and up to 0.1 pct Ta. The concentration of heavy minerals is expected to in- crease with depth. Detailed mapping and extensive surface and subsurface sampling will be needed to quantify the mineral development potential of the lode and placer tin deposits in the uplands.

The abandoned Belle Eldridge Mine near Deadwood, South Dakota, is on land controlled by the U.S. Bureau of Land Management (BLM) property. The mine produced primarily lead and zinc during the first half of the twentieth century. The BLM has expressed concern about acidic drainage as well as elevated arsenic levels in tailings and waste rock at the site. The mine site was evaluated for remediation in 1998 and 1999. Recent reclamation and remediation work included substantial regrading of waste rock, removal of material where metal loading were of concern, and re-routing of drainage from an adit. Trenching at the site shoed a greater volume than originally calculated during site characterization. Material was removed to a repository that was constructed at a nearby drainage divide. Because of physical hazards, the BLM has decided to remove some historic structures. However, a search of mine records and an inventory of archival materials were complete to preserve the history of the site.

Many caving mines use numerical flow models to simulate mine production, forecast recovered ore grades and optimise the draw strategy. In sublevel caving (SLC) mines, the effects of blasting and fragmentation at an individual ring scale generally cannot be included in these models. Previous attempts to use results from marker recovery trials to calibrate numerical flow models have been limited due to difficulties in accounting for blasting effects at a ring scale. This paper outlines how an empirical criterion for blasting and fragmentation was used to attribute variable flow properties into a numerical flow model based on the blast design and modelled fragmentation. The flow model was then validated using data from a number of full scale marker recovery experiments. The result of this approach was a significant improvement in forecast accuracy when compared against the same modelled cave marker recovery without the inclusion of these blasting effects. Improvements in the flow model are currently being adopted within the mine scale model to further improve the accuracy of grade forecasting, optimise the draw strategy and increase net present value. The integrated modelling approach is also being used to simulate the effects of different drill and blast designs on cave recovery. It is suggested that, if implemented, the technique would lead to improved blast designs in other SLC mines, increase the value of marker trial data and reduce costs associated with large scale blast design trials.CITATION:Campbell, A D and Power, G R, 2017. This program was a four phase program with experimental dual frequency equipment resulting from Phase I, emergency single frequency equipment developed under Phase II, and equipment documentation required under Phase III. The title of this address was selected before I had an opportunity to consider in detail the matters that I would like to discuss. Accordingly, I chose a very broad subject-so broad indeed that it would be foolhardy for me to attempt to deal with more than a few aspects of it. I do not propose to touch. at all on the developments to date of our mining and metallurgical enterprises, beyond paying a sincere tribute'to the skill and enterprise of those who have established an international reputation for Australian mining and metallurgy. I would rather look ahead and discuss certain factors that will play a decisive part in the future development of our mineral resources. I do this in no dogmatic spirit, and I hope that my remarks may lead to discussions which will stimulate action where it is needed.In recent years my colleagues and I have been forced by circumstances to give consideration to problems in the fields of mining and geology, and in process metallurgy, which lie outside the scope of our own research work. People come to us with metallurgical problems because they know of no more appropriate place to go, and it is distressing to have to inform them that it is nobody's job to offer them advice and assistance. I want to suggest to your Institute that it should press strongly for the provision of properresearch facilities for the mining and metallurgical industries, such as aready exist in most enlightened countries. In such countries, those connected with the development of mineral resources are able to obtain information and advice from Geological Surveys, Mines Departments or Bureaux of Mines, which offer far more comprehensive services than are available in this country.Before discussing specific technical problems of the mining and minerals industries, I shall enunciate certain general principles that I believe should be followed in respect to the technical side of the development of all Australian industries. The problem can, I suggest, be considered in three parts-technical education production, and research. I shall confine my remarks mostly to the research aspect, for it is with this that I am most familiar.For the efficient development of any industry in Australia, it is essential firstly that We should learn what is going on abroad, and secondly that we should simultaneously conduct independent research. In the latter sphere the Governmeht'departments and the private companies' or groups of companies should have complementary functions, the former concentrating on problems common to a number of companies or industries, and the latter on their oWn individual problems. Two great revolutions in mining occurred during the 20th century. The first took place almost 100 years ago (1903-1905) with Daniel Jackling’s experiment in the economies of scale for large-scale mining at Bingham Canyon. Jackling’s ideas changed the focus of base metal exploration toward lower-grade, high-tonnage deposits. The second revolution was the impact of environmental and social concerns on mining. It started near the end of the 20th century and is still under way. This article speculates on the effects of this second revolution on the future of mineral exploration.

This report presents the results of a study examining the relationship between supervisor characteristics and performance in underground coal mines, The specific objectives of the research include; document tasks performed by first-line supervisors during a normal shift; explain why supervisors carry out their duties as they do: identify salient characteristics of effective first-line supervisors; and formulate criteria for selecting and developing candidate supervisors. To accomplish the study objectives, on-site observation and data collection was carried out at 13 underground mines in Illinois, Ohio, and Pennsylvania. One hundred thirty-eight first-line supervisors were observed during a full work-shift and discussions with the supervisors and the mine superintendent were held during the course of the visit. The observational data from the study provide a detailed description of what supervisors to during their shift. The report begins with an introduction discussing the problem being studied and objectives of the research. The literature related to supervisor selection is then reviewed. The following section describes the research design including data collection procedures and statistical methodology used in the study. The next sections present the analysis of mine, section, crew, and supervisor characteristics. The report concludes with a discussion of the results of the study and recommendations concerning supervisor selection and development.

The ironmasters of America had asked the Iron and Steel Institute to visit the USA. The Council decided it was not possible to accept, but Mr. Bell visited; this is an account of his trip. Topics covered include transport, charcoal, coal measures, coal, anthracite, bituminous coal, flux, magnetic iron ore, specular iron ore, limonite, red hematite, clay ironstone, black band ironstone, smelting works, blast furnaces of Pennsylvania, Lake Champlain furnaces, Lake Superior furnaces, Cleveland furnaces, Pittsburg furnaces, Missouri furnaces, and those of the southern states. He goes on to describe Catalan hearths, malleable iron works, Bessemer works, the Blair steel process, and labour.

The C.S.A. copper-lead-zinc mine, located 7 miles north of Cobar in central-western New South Wales, is the largest known mineral ocurrence in the Cobar mining field. The generally discordant orebodies occur within a strike width of 600 ft and an overall strike length of 1200 ft. They are enclosed by the steeply westdipping, west-facing sediments of the Cobar Group, and comprise lenticular steeply north-pitching and eastdipping zones of sulphide mineralization which range in composition from massive pyrite-sphalerite-pyrrhotitegalena to less massive pyrite-pyrrhotite-chalcopyrite varieties.The thinly bedded siltstones, shales, and greywackes enclosing the mineralization appear to have derived some of their constituents from volcanic sources. They have been metamorphosed to the greenschist facies of regional metamorphism. At least two stages of deformation and folding have occurred. The first stage folded the rocks on a south pitching fold axis into their present configuration, and superimposed a strong axial plane cleavage which subsequently guided the emplacement of the mineralization. The second stage of deformation is considered to have controlled the zonal distribution of the orebodies.

Interest in industrial minerals in recent years has increased to such an extent that it has taken them into the mainstream of the Australian mineral industry. Notwithstanding that time series data on the values of production, exports, and imports show that industrial minerals are overshadowed by metals and energy minerals, their contribution to the national economy is important and more significant than would seem to be indicated by the statistics. Whereas the ex mine value of metals generally includes some processing (at least to a concentrate stage), most industrial minerals are valued at little more than their extraction cost, in addition to which such costs are generally low because most industrial minerals are exploited in low-cost surface operations. Consequently, values of mine production of metals and industrial minerals are not strictly comparable in that values of mine production of metals tend to be overstated Short term growth of the industrial minerals sector is assured because of several new projects already commissioned but not yet reflected in the statistics. Longer term growth is also assured, based on various other major projects that are likely to come on stream in the early to mid 1990s.
