INTRODUCTION [Slide 1] The Role of the MMAJ Ladies & Gentlemen, it is a pleasure for me to be able to make a speech at this SME annual meeting, representing the Metal Mining Agency of Japan. [Slide 2] Today’s Topics In my presentation today, I would like to divide my topics into four parts. First of all, I would like to describe the current situation of Japanese non-ferrous metal mining and mineral processing industries in Japan. Secondly, the supply and demand of non-ferrous metals in Japan. Thirdly, I would like to spare some minutes on the overview of overseas development by Japanese mining companies. Finally, since some people may not be sure what the Metal Mining Agency is or what this Agency, I would like to briefly introduce the Metal Mining Agency of Japan.

"INTRODUCTION Slate has earned a high reputation as a roofing material, carefully selected and properly placed it is rainproof, attractive, and extraordinarily durable. Despite there qualities in its favor, the slate industry during the past 30 years has suffered marked reduction in volume of sales. An increase in building construction and general improvement in business will doubtless bring renewed activity, but considerable ground has to be recovered before the industry can become prosperous. Influences tending to dwarf this long-established industry producing materials of world-wide reputation are analyzed briefly in the following pages in the hope that they may be rectified.HISTORY OF SLATE PRODUCTIONFigure 1 shows graphically the rise and fall from year to year of sales of roofing slate since 1885. In quantity, the peak was reached in 1902, and the most serious decline was from 1912 to 1918, sales at the end of this 6-year period being only one third those at the beginning. Unlike most building materials, slate experienced only a slight recovery in volume of sales during the post-war period, 1920-29. The value closely parallels the volume up to the World War period. Subsequently, however, as unit values increased the aggregate value rose sharololy above the volume curve, attaining in 1928 the point reached in 1903, although the Lumber of squares sold was scarcely one third as great. The increased unit value was due partly to larger sales of heavy architectural grades."

Removal of As(III) and As(V) in Aqueous Solution There are toxic arsenical species such as As(III) and As(V), and arsenious species have specially strong toxicity. The strong toxicity causes contamination of groundwater and water pollution for the semiconductor production process. This study is concerned with the removal of As(III) and As(V) with various kinds of Mg/Al layered double hydroxides (LDH) containing CO32-, SO42-, Cl- and NO3- as interlayer anionic species. The anion exchange property is different from the kind of layered double hydroxides and the Mg-Al-NO3-LDH is superior in the anion exchange property of As(III) and As(V) due to the nature of nitrate ion existing in the interlayer. The pH condition suitable for As(V) removal is 7.1 or more. If the initial conditions such as 10mg/dm3 of As(V) concentration, 7.1 of pH, 1 m3 of amount of solution and 99 per cent of removal are fixed, the required amount of Mg-Al-NO3-LDH is 0.27kg for two step-batch operations. The As(III) is suitable to oxidize to As(V) before the removal processing.

This report describes the engineering feasibility and economic advantages of a unique new mining machine using cutting bits that take a constant-depth linear cut in the coal face. The studies show that this innovative new cutting concept, being developed by the Bureau of Mines, can be designed into the basic continuous mining machine. The resulting miner would be attractive to mine owners because coal could be mined with minimum generation of airborne respirable dust, substantial increases in productivity, and elimination of methane ignition due to cutting.

Kalgoorlie is the main mining centre of the Western Australian Goldfields. Its famous Golden Mile' has been noted for the exceptional width and richness of its goldtelluride lodes. Since the mid-1890s production on the major mines has been maintained practically continuously.Rich ore, though not as plentiful or as rich as formerly, is still (1948) being mined in places. Unexplored areas still remain within the main auriferous belt which offer reasonable chances of success with intensive exploration.Much detailed information has accumulated in recent years through the geological mapping of underground workings by some of the larger mining companies. The purpose of this paper is to correlate observations made in most of the accessible old and recent workings in the mines of the Lake View and Star group and elsewhere.GENERAL GEOLOGYRock TypesThe rock formations are:-1. Fine-grained (older) greenstones, locally referred to as calc schists. There were originally pillow lavas and other flow rocks of basic composition, now extensively chloritised and/or carbonated. Pillows and fragmental flow- tops are recognisable. Intercalated with flows near the top of the series are several beds of sediments.2. Graphitic slates and other more arenaceous sediments.Although referred to as slates, they are rarely more than well-bedded shales with poorly developed fracture cleavage:Thick bands of felsitic rock are found in places.

The world?s growing population and rapidly proceeding urbanization are boosting an enormous demand for new and high-capacity infrastructures to secure the mobility of goods and people. Densely populated areas face the challenge to provide efficient traffic infrastructure, such as a modern public transportation system. At the same time, the maintenance and modernization of supply and disposal structures for water, sewage, energy and communication are also essential. Additionally, supra-regional transportation routes such as long distance water diversion schemes are the challenges for the future. All these projects are as demanding as they are characterized by a tight time schedule.

Kinetic models are the most important tool for predicting and evaluating the performance of flotation circuits. Gilsonite is a natural fossil resource similar to an oil asphalt, high in asphaltenes. Here, in order to determine the kinetic order and flotation rate of a gilsonite sample, flotation experiments were carried out in both rougher and cleaner stages. Experiments were conducted using the combinations of oil–MIBC and gas oil–pine oil, with one test without collector and frother. Five kinetic models were applied to the data obtained from the flotation tests using MATLAB software. Statistical analysis showed that the results of the experiment with oil–MIBC were highly in compliance with all models. Kinetic constants (k) were calculated as 0.1548 (s−1 ) and 0.0450 (s−1 ) for rougher and cleaner stages, respectively. Rougher and cleaner tests without collector and frother also matched all models well (R2 > 0.98), with k values of 0.2163 (s−1 ) and 0.284 (s−1 ), respectively. The relationship between flotation rate constant, maximum combustible recovery, and particle size showed that the maximum flotation combustible recovery and flotation rate were obtained in the size range of −250 + 106 μm in the rougher and cleaner stages. The combustible recovery and flotation rate were higher in the rougher flotation process than in the cleaner stage.

All ores have an economic optimum particle size (Wills and Napier-Munn, 2006). This optimum value is often a compromise between the need to achieve adequate liberation for the efficient separation and recovery of valuable minerals and the energy consumed by the crushing and grinding process. It has been recognized for nearly three decades that grinding is the most expensive and least efficient stage in mineral processing (El-shall and Somasundaran, 1984). At that time it was estimated that grinding consumed between 25 and 70% of the total power required in mineral processing. This recognition drove the development of new stirred mill fine grinding technology in the 1990s (Jankovic et.al, 2003; Enderle et. al., 1997; Massey, 2008). These milling technologies have a reduced energy consumption compared to traditional fine grinding using ball mills. In the ?coarser? fine grinding applications this improvement is approximately 30%. The benefits increase to above 50% in ultrafine grinding applications (Lichter and Davey, 2006). Despite these gains, the US Department of Energy reported that an additional energy savings of up to 37% is possible in the minerals industry. They identified continuing research and development and implementing best practices in both grinding and materials handling as the primary avenues for the additional reduction (BCS, 2007).

The advance-and-relieve method benefits from lateral destressing associated with mining in laminated rocks and a high horizontal stress regime. This stress control method is based on measurements showing that occurrence of rock failure in the roof and floor of an entry (or caving of roof strata in a panel gob) results in redistribution of stresses in adjacent entries. By locating other entries within the shadow zone of the first entry (or gob), improvements in stability can be achieved. Numerical modeling proved useful in studying the basic mechanics of lateral relief while investigating the sensitivity of results to different geologic and mining parameters using controlled experiments. It was shown that failure of rocks near an entry results in redistribution of horizontal stress and shifting of the stress to higher horizons. Measurements from two mines are consistent in showing significant horizontal stress reductions in comparison with the far-field stress regime within the destressed zone. Although the far-field stress regime is very anisotropic, these measurements show near-equal secondary principal horizontal stresses, or perhaps a switch in orientation, as a result of destressing. Stress relief is achieved through lateral movement and relaxation of rocks along weak bedding planes toward adjacent caved zones (or softened zone). Because of cave geometry in the advancing panel, horizontal stress concentrations occur near the cave line both in front of the face and to the sides. The horizontal stress concentration reaches 1.7 times the far-field stress ahead of the face. This stress increase is significant and may cause structural damage in this zone benefiting from additional support. In the next advancing panel located within the shadow zone of the gob, horizontal stresses are significantly reduced in the roof (by 50%). Thus, the stability of future advancing panel can be improved through prudent layout designs and sequencing. The width of the relief zone is significantly influenced by the height of the softened (or cave zone) and rock mass properties.

State mining regulations in Queensland stipulate that a mine be provided with an earth installed on surface and that all underground equipment that needs to be earthed should be connected via a copper conductor to this surface grounding point. The regulations further require that all exposed metal surfaces in underground substations be connected to an earth. In a study of earthing conditions at Mount Isa mine it was found that the physical anchoring of metal work at substations (with rockbolts and associated steel mesh) also provides an excellent electrical connection to the country rock. It was established that not only is the mine's earthing system grounded at numerous underground locations but also that such anchor points offer, in general, a path to ground with lower resistance than does the legally required grounding point on the surface. It is recommended that metalliferous mines should utilise a multiple-earth system and not a run earth connected to a single, above-ground earth point

During 1996 and 1997, Oregon experienced flooding on a scale not seen in many years. Some gravel pits located near rivers experienced erosion and, in several cases, breaches between the gravel pit and the river. Initial evaluation of several sites that experienced breaches indicates that impacts to the river system are complex and vary significantly from site to site. The impacts to the adjacent river system may be viewed as both positive and negative. Several floodplain-mining sites in Oregon located in areas of historic river flow have reverted to active riverbed. In many cases, state and federal fisheries biologists and university researchers see the resulting increase in channel complexity and habitat as favorable. The Oregon Department of Geology and Mineral Industries – Mined Land Reclamation Program (DOGAMI-MLR) is performing additional studies of the impacts to the off-channel areas that resulted from the 1996 floods. More data is needed to make sound floodplain decisions regarding mining.

A copper alloy containing- 25.5 at, pct Zn and 19.0 at. pct Ni, which was previously found to show an anoma1old.s hardening effect on quenching- from 600 "C and aging- at 400oc, has now been examined by neutron diffraction. No evidence of long-range order was found. The aged sample showed diffuse scattering- consistent with clustering. The anomalous hardening effect is now attributed to lattice strains caused by clustering rather than (long-range) order hardening. SOLID-solution Cu-Ni-Zn alloys (the commercial 'nickel silvers") have been reported to show anomalies in: change of resistivity on cold working,1-6 temperature coefficient of resistance,2-12 resistivity at low temperatures,13,14 parameter (vs temperature),2"4 calorimetric data,2,4 specific heat,15,16 dilation,2-4 and elastic modulus.17 The structure responsible for the anomalies is produced by annealing typically near 400°C and is rather loosely referred to as the ('K-Zustands" (K state), a term coined by Thomas1' who apparently meant simply that the arrangement of atoms on the sites deviated from that expected statistically. Thomas proposed that the K state occurred in a variety of (solid-solution) alloys such as Cu-Ni-Zn, Ni-Cr, Ni-A1, Ni-Cu, Fe-A1, and Fe-Si and is recognized because its formation is strongly temperature-dependent and results in an increase in electrical resistance which can then be decreased by cold working. Later workers on ('nickel silver" have interpreted the K state variously as short-range order, long-range order. or a combination. The present work was prompted by the discovery by Phillips and Jones19 of a substantial hardening effect when an 18 pct "nickel silver" alloy which is fairly close to the Cu2NiZn composition, was reheated in the range 150" to 450 C after previously quenching from 600°C or, alternatively. was slow-cooled from 600°C or above. The phenomenon was attributed to (long-range) order hardening. Due to the similarity in the atomic scattering factors of copper. nickel, and zinc atoms, the ''nickel silvers" are unfavorable for X-ray diffraction studies aimed at detecting ordering. Nevertheless Bialas et a1.,20 using a powder sample containing 47.96 wt pct Cu, 24.03 wt pct Ni, and 27.98 wt pct Zn, slow-cooled from 400" to 200°C taking 500 hr, observed weak super lattice lines. Further unpublished work" using an anomalous dispersion X-ray technique indicates that zinc atoms are regularly ordered at the corner points of the lattice cell, while the nickel and copper atoms are statistically distributed on the remaining sites. Köster 17 also observed X-ray superlattice lines, for example, in an alloy containing 43.5 wt pct Cu, 28.6 wt pct Ni, and 27.9 wt pct Zn superimposed on the basic fcc cell with a = 3.62 kX. He proposed a Cu3Au-type superlattice with the Ll2 structure in which the A sites were statistically occupied by copper and nickel atoms and the B sites by zinc. He adds that substitution must be possible so that zinc atoms partly occupy A sites. Below about 35 pct Cu, Koster had some evidence for a CuAu-type superlattice with the Llo tetragonal fcc structure with a = 3.82 kX, c/a = 0.88 which could be preserved by quenching. This is suggested17722 to correspond to CuNiZn. While the present work was in progress Hirabaya-shi et a1.23 made an independent comprehensive neutron-diffraction study of a single crystal containing 50.05 at. pct Cu, 26.57 at. pct Ni, 0.25 at. pct Mn, 0.13 at. pct Fe, balance zinc. The presence of manganese and iron is surprising since the crystal was supposedly grown from high-purity metals. The homogenized crystal showed evidence of long-range ordering after an anneal of 5 months at about 300°C. Three possible crystal models were proposed. A curious feature of their results23 is that they could not find any neutron-diffraction evidence of ordering in a powdered polycrystalline near-stoichiometric Cu2NiZn alloy. There appears to be some essential difference between a near-stoichiometric Cu2NiZn alloy and one somewhat further off stoichiometry as used by the present authors. Thus Sato14 was able to reproduce the low-temperature resistivity anomaly reported by one of the authors13 on the present alloy if he used a similar composition, but found the normal behavior of the residual resistivity in a near-stoichiometric alloy. satol2 found that the resistivity of a cold-drawn slightly off-stoichiometric alloy increased to a maximum on isothermally annealing at 300°C and then decreased ("over-aged"). Since he could not explain this on the basis of ordering phenomenon, he proposed that zinc atoms were segregating to stacking faults (Suzuki effect) and found etching bands on the surface by replication which were attributed to the widening of faults. Sato suggested14 that the hardening effect observed by Phillips and Jones19 is partly due to the Suzuki effect. Electrochemical processing using molten electrolytes is undergoing a considerable renaissance due to several innovative ideas being explored both in the laboratory and also at the pilot scale. Several of these new ideas are related to developments in energy generation and storage and involve solid electrolytes. Sodium has been prepared by the electrolysis of sodium carbonate or sodium hydroxide with the transfer of sodium ions through a sodium beta" alumina membrane and magnesium oxide dissociated by the removal of the oxygen through a stabilized zirconiaelectrolyte incorporating a fuel cell electrode. By using halides with highly electropositive cations, such as molten calcium chloride, it has been found that the favoured cathodic reaction, when oxygen is present, is the ionization of oxygen and not the deposition of calcium. This approach has been applied to the reduction of many metal oxides including titanium, zirconium, niobium and rare earth oxides and, by using a mixture of oxides as the cathode, homogeneous alloys are produced. This concept can also be applied to deoxidation of solid and liquid metals. Refining of metals is possible using intercalation compounds and, in a completely different application, it has-been found that, by intercalating alkali metals by electrolysis of alkali halides into graphite, it is possible to produce carbon nanotubes and nanoparticles. The technological opportunities of these various concepts will be discussed.

Alluvial gold grades are typically highly erratic. It is very often difficult to establish with confidence the in situ grades of reserve blocks due to the small number of pit or drill hole samples available, and their erratic values. Trends in grade are often obscure. Geostatical methods are inappropriate due to the extreme nugget effect found in alluvial gold field data. Classical statistics appear more suited to such data but require assumptions to be made regarding the nature of the population sampled. Recent developments in computer intensive non-parametric statistical methods provide a new approach to dealing with some of the above problems. These methods avoid making assumptions about the type of population distribution, usually through some kind of re-sampling scheme. The bootstrap procedure involves taking the estimate of interest and synthesising its population of by re-sampling the original data a large number of times (1000+), at random and with replacement. The synthetic population is then used to draw conclusions about the likely behaviour of the true population.

Two of the most important issues mines have to deal with are tracking the ore mined from pit to plant and to test the efficiency of beneficiation equipment. Kumba Resources and Saco Systems are working together at moment to develop a RFID tracer system to help address these issues. This paper will focus on the tracking of ore from pit to plant. The main advantages for ore tracking is to ensure plant feed blending and dilution according to plan. The RFID tracer system works on the basis of a tracer that physically simulates the ore properties and radio frequency technology that facilitates communication with the tracer and allowing information to be stored on the tracer. This paper tends to indicate the progress on the application of RFID tracer technology in the minerals processing environment as tested at Kumba Resources so far. It is concluded that the system has great potential, but some important problems remain

This bulletin, which discusses open-cut mining at the metal mines of the United States, is the last of a series of such papers by the Bureau of Mines describing the principal methods of mining.4 Open-cut mining is applicable to flat-lying mineral deposits relatively near the surface. Vein deposits seldom are amenable to this method, although outcrops of veins sometimes are worked as open pits. Most of the iron ore of the country is mined from open pits; according to the Minerals Yearbook, 67.4 percent was mined from open pits and 32.6 percent from underground mines in 1937. Open-cut mining is relatively new in the copper industry but yields more copper than any other method; in 1937 about 52 percent of the copper ore mined in the United States was taken from open pits. Lead-zinc ore has been produced from open pits in the Joplin (Mo.) district, but most of the deposits in this area, although flat-lying, are too deep to be mined economically by the open-cut method. In 1937 one company at Oronogo, Mo., was stripping overburden and mining mixed oxidized and sulfide ores by this method.

Up until 1990 CoalCorp North Island's accident record was six times that considered acceptable in those NSW operations with good accident prevention programmes. This was an obvious avoidable burden on the company in both human and cost terms.   Late in 1989 an accident prevention programme was implemented with the objective of achieving a 50 per cent reduction in the lost time accident frequency rate within 12 months. The key to achieving this objective was recognised as being an attitude change in the total workforce from General Manager downward. Management commitment and action were seen to be critical to the success of the programme.   Through very basic and simple training programmes in accident investigation, analysis and reporting, communication, on-the-job coaching and in focusing on improving supervision skills, the original objective was achieved.   During 1991 the application of methods improvement and hazard recognition techniques are seen as the logical step to achieving a further 50 per cent reduction in the accident frequency rate.
