A critical element of the Transbay Transit Center Program, the Caltrain Downtown Extension (DTX) will extend commuter rail service into downtown San Francisco and accommodate future statewide high-speed rail service. The DTX project includes 1.8 miles of underground construction, comprising significant sections of mined and cut-and-cover tunnel. At the request of stakeholders, an updated cost estimate was prepared early in the project?s preliminary engineering phase. Unsurprisingly, this yielded a cost substantially higher than the available budget. This paper provides a summary of the management processes and planning decisions taken to bring the project back to budget, resulting in a configuration which derives maximum value from available funding and retains maximum flexibility for future system expansion.

A precious metals refinery’s switch to personal computer-based, three-dimensional piping design saved many hours in the design of a South African precious metals refinery. Bateman Minerals and Industrial provided engineering, procurement and construction management services for Impala Platinum Limited-Refineries’ new $60 million refinery in Springs, South Africa. This project is one of the largest platinum refineries in the world. Bateman evaluated a new design method during this project that involved developing a three-dimensional model for the project. The new method saved time by reducing the man-hours required to generate complete project documentation, including plans, sections, isometrics and material takeoffs. The new method also saved design and construction time by allowing designers to detect clashes before construction began.

The Canadian mining industry is one of the strongest in the world. Not only does the country produce a sizable amount of minerals and metals, Canada plays host to hundreds of global mining companies, large and small. The country, for the most part, recognizes the importance of natural resource development, particularly mining, to its economic well being. Like any country, though, there are federal and provincial regulations on the books that the industry takes issue with. But there are also certain economic incentive programs in place to encourage exploration and mine investment. And, unlike the industry and the United States government, the Canadian government and mining industry appear to have a reasonable working relationship.

This is the seventh annual tabulation of royalty information. It is also the first year in which some data have been deleted to make room for new data. The concept of royalties evolved from a time when the government owned all of the land, including mines, to the situation where free miners won the right to claim minerals but paid a portion of their production to the royal treasury. Today, a mineral royalty is a payment to the owner of the mineral rights for the privilege of producing the mineral commodity. However, some people incorrectly believe that the selling price and the royalty are the same thing. The contract between the owner (lessor) and the mining company (lessee) is the mineral lease. Some clauses that are common to mineral leases include: identification of property, granting clause, reservations, definitions, royalty rate, taxes and title, indemnity, termination, inspection, assignability, successors, and reclamation. There often are variations in royalty rates for a given commodity that reflect differences in location, quality, market conditions or public versus private ownership. History In the time of ancient Rome, the government owned the mining properties by virtue of conquest. It would lease the mines to favored citizens who would pay rent to the State. Various conditions of sovereign ownership of both land and mineral rights continued in Europe until the Renaissance. As the laws evolved for land ownership by private citizens, the concept that minerals belonged to the State (King, Crown, sovereign) continued until about the 15th century. Free miners challenged the notion of sovereign ownership and won the right to discover and claim minerals. But a portion of their production had to be paid to the sovereign - a royalty. So, the original concept of a mineral royalty was a tax on production that was due to the Crown or Church. The term mineral royalty, as it is known today, is a payment to the owner of the mineral rights (formerly the royal owner) for the privilege of mining and producing the mineral commodity. The owner of the mineral rights, the lessor, and the mine operator, the lessee, enter into an agreement to mine the property. The agreement is the lease. While this concept is common, there are some who do not understand that the royalty is a portion of production paid to the owner as agreed on in the lease document. This author has seen reports where the selling price of a commodity has been quoted as the royalty. ("They get 70 cents a ton royalty at their pit and the guy down the road only has a 65 cent royalty.") These reports have been authored by people not familiar with the mining industry. Lease clauses In addition to the amount to be paid the lessor, there are several other items to be addressed in the lease agreement. The following list may not be all inclusive, but briefly describes most of the common clauses any good mining lease should contain. Identification: This opening clause names the owner (lessor) and the operator (lessee), the address of each, and gives the legal description of the property. Granting clause: This part of the lease gives the time period or duration of the agreement and information about renewal periods. It also has language about the exclusive right of the lessee to mine the property. Reservations: If the owner wants to exclude any portion of the property or set some specific conditions about the operation, there needs to be a clause that describes these reservations. Definitions: This section should address some of the technical terms that the lessor may find confusing - short tons versus cubic yards, dollars versus percentage of average selling price, any escalator indices such as consumer price index or producer price index, and material mined versus material sold. Royalty: This section spells out what the royalty rate will be, how often it will be paid, if there is an annual minimum, the pay dates, and how the records will be kept. This section also describes the conditions under which the lessee is exempt from the annual minimum - natural disasters, strikes, governmental actions, or other causes referred to as force majeure. Taxes and title: The lease needs to identify who is responsible for the property taxes, severance taxes (if applicable), and other taxes that relate to the mining activity - taxes on equipment, improvements, or stockpiles. This is a good place in the lease for the owner to certify his ownership of the property and its mineral rights and also certify that no other leases are in effect. The lessees may want language that allows them to pay mortgages or other debts on the property to keep their lease in effect. Indemnity: This portion of the lease identifies that the lessee assumes the risks for lessee's mining operation. Lessor should expect indemnification by the lessee through standard insur¬ance policies - workers compensation, liability and property damage. Termination: Both the lessor and lessee want language that will allow them to terminate the lease. This study focuses on the amosite mining region in South Africa and associated health effects, compared to other mined asbestos fiber types. Historically, dust and fiber levels were high in the amosite mills and mines, and many miners and members of the surrounding communities were exposed to the fibers. Research has shown that amosite produces both benign and malignant disease. Nevertheless, the mesotheliomagenic potential of amosite is several fold lower than crocidolite. The risk of disease associated with amosite exposure is difficult to quantify. Reasons for this include the scarcity of available information, including fiber measurements, and case ascertainment, as well as the juxtaposition of the amosite and crocidolite asbestos seams in South Africa. © 2007 Elsevier Inc. "This paper delves into the constraints on the nature, origin and thermal evolution of the accretions formed in the uptake shaft of the flash smelting furnace operated by Atlantic Copper in Huelva, Spain, outlining recommended practices for preventing accretion buildup. The accretions were investigated using quantitative electron probe microanalysis, X-ray diffraction and digital imaging techniques, and the experimental data on mineral composition, crystal chemistry and textural relationships were interpreted in terms of thermodynamic phase equilibrium in the SiO2-Fe-O-S system. The results suggest that two distinct types of accretions were formed by the fractional crystallization of two coexisting immiscible melts, under changing conditions of oxygen partial pressure (pO2). The type I accretion of magnetite + delafossite ± cuprite ± tridymite ± metallic copper crystallized from a fractionating copper-rich melt at pO2 above about 10-5 atm, while the type II accretion of magnetite + fayalite + metallic copper + chalcocite derived from a melt with lower copper concentration when pO2 levels dropped below that critical level. Phase compositions and textures were consistent with a cooling history of both compositionally contrasting liquids from about 1,250 °C, the liquidus temperature of magnetite, to eutectic or near-eutectic temperatures of around 1,100 °C. The maintenance of appropriate temperatures — above the liquidus temperature of magnetite — and oxygen partial pressure levels may be critical for the prevention of accretion buildup. IntroductionCopper flash smelting with oxygen-enriched air, an autothermal process developed half a century ago by Outotec (Espoo, Finland), formerly Outokumpu, currently accounts for about 50 percent of the world’s primary sulfide-based copper (Schlesinger et al., 2011). The partial reaction of copper sulfide concentrates produces two separate molten streams, copper-iron-sulfide matte and iron oxide-rich slag, and releases sulfur dioxide (SO2) gas. The matte is sent to converters to remove the remaining iron and sulfur, leaving blister copper with grade of about 99.5 percent copper (Cu), which is cast into anodes for electrolytic refining.The SO2-rich gas generated by the oxidation of sulfide feed particles contains a significant proportion of dust that is entrained in the process off-gas. The gas from smelting is transferred into a waste heat recovery boiler, where it is cleared of dust and cooled before it is converted into sulfuric acid. If the process is not operated properly, the dust-bearing gas may form accretions between the uptake shaft of the flash smelting furnace and the waste heat recovery boiler, causing severe problems in the gas handling system (Swinbourne, Simak and Yazawa, 2002; Miettinen, 2008; Stefanova et al., 2012). Removing the dust accretions usually requires a greal deal of time, effort and resources. Understanding the buildup of accretion may help in reducing the problems and optimizing the process"

In late 1994, EPA and OSM acknowledged that efforts by any one agency or by the many different agencies to remedy the water quality impacts of decades of contamination from abandoned coal mine lands in Appalachia would not be successful if their disjointed efforts were not unified and if the local watershed organizations were not included. The result of the collaboration between EPA and OSM was the creation of a statement of mutual intent which was a pledge by government agencies, watershed organizations, and the industry to restore watersheds degraded by acid mine drainage from abandoned coal. The presenter will describe the evolution of this pledge from a paper promise to on-the-ground remediation projects.

There are huge benefits for mining operations that have a well-defined maintenance program that is understood and followed across the total operation. But for operations lacking a quality maintenance program, there is equal assurance that nearly every major maintenance problem can be traced to this omission. Few problems will be permanently corrected until such a program is implemented. Definition The maintenance program re-quires the interaction of all mine departments. Initially, the production department will request work and the maintenance department will identify work, principally through preventive maintenance inspection and testing efforts. Maintenance will then classify the new work to determine the best way to respond. Maintenance will plan selected major jobs to enable its crews to carry them out more effectively. Maintenance will schedule the planned work with operations. Supervisors will assign all types of work to their crews then, control the work through effective supervision. As work is completed, maintenance will measure the work using an accurate information system. Next, it will assess overall accomplishments against goals such as performance standards or budgets. In addition, the pro-gram would prescribe a means to evaluate every aspect of the operation as it affects maintenance so that necessary improvements or changes can be identified, prioritized and acted on. Such evaluations should be part of a mine-wide continuous improvement effort. A well-defined maintenance program is one of the best investments a mining operation can make to assure its profitability. Educating the total operation on the pro-gram assures long-term dividends from the investment.

Cyanide is a fast-acting, highly toxic substance but, at the same time, is deemed essential for sustaining life as well as our standard of living. In this manuscript, the facts about cyanide are presented beginning with a brief history and definition and ending with a discussion on cyanide alternatives. Other topics include speciation, physical characteristics, toxicity, manufacturing, cyanogenics, cyanide cycle, separation, destruction, and markets including those outside the mining industry. Emphasis, of course, is placed on gold production by leaching and how it is influenced by ore type, mineral characteristics and economics as well as its advantages and disadvantages.

INTRODUCTION This paper is the outgrowth of work done by the authors to prepare the seismic design criteria for underground structures on the Southern California Rapid Transit District (SCRTD) Metro Rail Project. It is a follow-on to a similar paper presented at the October, 1984, ASCE National Convention (17). For design, the earthquake-induced distortions recommended herein are to be added to the normal static loading conditions for the underground structure. This design approach has been used by 18 section designers on the SCRTD Project. Preliminary results from two- and three-dimensional finite element solutions have partially verified the approach. Areas where additional research is needed for special cases are identified. EFFECTS OF EARTHQUAKE The effects of earthquakes on underground structures may be broadly grouped into two general classes -shaking and faulting. In response to earthquake motion of bedrock (shaking) , the soil transmits energy by waves. Seismologists identify various types of earthquake waves, but underground engineers are generally interested in the effects of transverse shear waves which produce a displacement of the ground transverse to the axis of wave propagation. Kinetics studies and other rate measurements are reviewed in the amine extraction of uranium and of some other related and associated metal ions. Equilibration' is relatively fast in the uranium sulfate systems most important to uranium-hydrometallurgy. Significantly slow; equilibration-has ' been encountered' in some other systems. Most of the recorded rate information, both qualitative and quantitative; has come from exploratory and, process-development development work, while some kinetics studies have been directed specifically toward elucidation of, extraction mechanisms. In contrast to some other extraction systems, relatively little attention has been given to the kinetics of uranium extraction by amines. This is because investigators have not been troubled by slow extractions. Instead, when rate limitations have been of concern in amine extraction (Amex) process developments, they have been mainly from slow phase disengagement rather than from slow equilibration. Nevertheless, taking uranium together with several other elements that are closely related to it or associated with it in typical processes, a considerable body of rate information has been recorded.

INTRODUCTION The design/build (D/B) philosophy of contract delivery is neither new nor unusual when it comes to at-grade, elevated or high-rise structures. But when it comes to constructing underground facilities, there were no examples to be followed in early 90sin the continental United States or its territories. When DMJM+HARRIS was selected as general architectural and engineering consultant for the Tren Urbano (TU) project in Puerto Rico, one of the requirements of the Federal Transit Administration (FTA) for funding commitment was to use TU as a demonstration project utilizing design/build contract delivery method. Now fifteen years later, New York City Transit (NYCT) has instituted a similar requirement for their first Tunnel Boring Machine (TBM) contract for the Second Avenue Subway. As with most construction mega-projects, lots of things have happened and there were several lessons learned from the TU experience that are now being applied to Second Avenue. Both of these projects require building tunnels and underground transit facilities in heavily traveled corridors of an urban city, in the vicinity of active business and commercial enterprises. To enhance the challenge, there are noise and vibration sensitive and historic urban receptors either over or along both the transit corridors. Column free Tren Urbano station caverns over18 m (60 ft.) wide were built in soft ground conditions within 3.6 m (12 ft.) of the surface under an aging heavy utility corridor, while NYCT tunnels with station structures stretching the limits of rock caverns to 34.8 m (100 ft.), were planned in rocky geology with the presence of shear and fault zones and some mixed face conditions. BACKGROUND During the early period of design/build experimentation, the speed with which the contract procurement packages could be put together enabled the owners to take advantage of the major efforts underway to rebuild the infrastructure that was suffering from post-World War II neglect. Use of design/build for new starts was unheard of and most of the projects were smaller in nature in order to allow the methodology to be tested. The Climax Molybdenum Mine, located near Leadville, Colorado, is the site of a lengthy mining history spanning more than 80 years. In the 1960’s, extraction of molybdenum from oxide ore located adjacent to the massive molybdenite sulfide deposit resulted in the construction of an earthen core dam to impound fine-grained oxide tailing in the Eagle River Valley. Through recognized value of water storage and reclamation opportunities, a tailing removal project was initiated in 1993 to convert the impoundment facilities to a post-mining beneficial land use of developed water resources. An evaluation of the effect residual materials and lake dynamics would have on in-stream water quality was performed. Eagle Park Reservoir stands as a model for future reclamation efforts that involve water delivery to highly sensitive receiving waters. This paper provides a case study on project development, the evolution of water quality assessment, and the regulatory framework that contributed to this project’s success.

The authors are to be commended for finding a material for pellets binding that we were unable to uncover during the investigations that led to US Patent No. 3,748,116, “Method for producing metallic iron powder from iron ore concentrate, ” July 24, 1973, by G.G. Reed, Jr., J.M. Karpinski, and S.V. Fox. This patent concerns a method of processing “super’ ‘-concentrates prepared from magnetite or “blue dust” into molding-grade metallic iron powder for use as a bulk commodity, in contrast to current methods which produce small batches that are custom-blended with additives and/or alloye to customer specifications. The one thing we had not found at that time was an organic binder (mineral-matter-free ) that would allow induration to produce hardened pellets that would survive SL/RN Direct Reduction. Peridur appears to provide this missing link needed for large scale (200 t/a, or 220,460 stpy) single line plant capacity consistent with a low market price to ensure greatly broadened use of metallic iron powder. I hope that industry will adopt this combination so that metallic iron powder usage can fulfill its potential

Over the recent years, major advances have been made in design of precast concrete segmental tunnel liner. Starting from basic, parallel sided rings, we now have state of the art, universal rings incorporating custom tapers to suit individual requirements. At planning stage, the ring diameter is normally fixed and the ring geometry is one of the first items to be assessed. Obvious factors such as TBM layout and curve radius can constrain geometry; however, there others factors that should be considered in order to optimize production. This paper takes a look at the history of the segmental rings and criteria for ring selection, including: general ring geometry;; individual segment geometry; ring taper, and ring width. This paper also explores optimization of ring with a focus on constructability.

The sinking and lining of a large mine shaft with 8.0 m i.d. and 1,133 m total depth is described in detail. The ground freezing method was applied to safely sink the shaft through unstable, waterbearing strata. Following a brief introduction to the geological and hydrological conditions and the owner's shaft requirements, is the general technical concept to sink and line the shaft. Particular emphasis is put on the lining system which has to provide stability and absolute watertightness for the lifetime of the shaft, even though mining takes place in its immediate proximity. Machinery and equipment used to execute the work are mentioned and commented. Furthermore, the excavation and lining of the large filling stations using rock anchors and shotcrete are described. Details on performance rates are given.

"Building and operating tunnels has been a highstakes endeavor in terms of costs, complexity, safety and impact on contractors, owners and the public for a long time. There are many variables that need to be closely monitored and managed to construct a tunnel on-time, on-budget and safely. Once built, there are also many elements that need to be monitored and managed to operate a tunnel safely and efficiently.Fundamentally, the risks to the safe and efficient construction and operation of a tunnel are a function of the degree of harm and the likelihood of the harm occurring. From a cyber security perspective, risk assessments used to inform decision makers and support risk responses are typically based on identification of relevant threats; internal and external vulnerabilities; the impact that may occur given the potential for threats to exploit vulnerabilities and the likelihood that harm will occur. This article focuses on creating awareness of vulnerabilities associated with technology used in tunnel construction and operation and some of the challenges associated with remediation of these vulnerabilities. As we all know, technology has been evolving at an accelerating pace and infiltrating every aspect of our lives in new and often exciting ways. In the world of tunneling, sensors and systems that provide position and time have become accurate, rugged and cost-effective enough to come out of the research labs and into the equipment and systems used every day. There are many opportunities to employ connected computing devices and sensors to costeffectively capture, integrate and analyze key data with minimal latency to manage risk better, improve safety and avoid surprises."

Longwall mining techniques were introduced into U.S. bituminous coal mining operations in the early 1960s. These techniques were gradually adopted by many mines during the 1970s. By 1983, considered to be the peak of the longwall mine census, there were 118 active longwall faces in 79 coal mines throughout the United States. Beginning in 1984, longwall faces began a decline in numbers that has continued to the present day (Fig. 1). The geographic distribution of longwall faces today is shown in Fig.2 according to region. A breakdown of recent longwall mine production by region is shown in Table 1. An approximate breakdown of present longwall face installations by product (metallurgical and steam) is shown in Table 2.

Ultra fine grinding is becoming increasingly used in the mining industry over recent years. The development of large-scale units for high volume grinding of low value materials and concentrates has opened up new areas of economical metal extraction. The ability of stirred vertical mills to produce very fine particles with high surface areas, is providing mine operators with novel extraction possibilities within gold concentrate regrind for Biox or leach feed, Activox autoclave feed preparation and lime slaking operations. The paper will review design, operational and maintenance aspects of ANI-Metprotech stirred vertical mills, comparing these to tower mills, horizontal bead mills and attrition mills.

Compagnie Miniere Esperance (CME), a mining company based in French Guyana, operates a gold primary ore body in open pit. The ore is processed through crushing, grinding and gravity separation. Tailings are stored in a ?fine? pond. Analyses of the fine ponds proved a residual gold grade sufficient for a chemical treatment. However, direct cyanidation would require a too large installation, regarding the local conditions (accessibility, supplying and rainforest meteorological conditions). It has been then decided to test the feasibility of a pre-concentration using flotation. Lab tests have been carried out by SGS Lakefield (Canada) in March 2007, which proves the technical feasibility. Therefore, CME asked Caspeo to: ? Carry out an on-site flotation pilot campaign. ? Design an industrial flotation circuit. The tailings reprocessing will contribute to a better tailings management and a dry up of the gold resource, limiting the risk of illegal mining after remediation of the CME site. CME MINE The Esperance gold mine is located in French Guyana, in the vicinity of several gold deposits as Omaï, Rosebel or Camp Caïman, holded by Iamgold and Newmont. These main gold deposits are located on the figure 1. Esperance was put into operation in the early 90?s. The first years were devoted to the mining of alluvial gold in the gravel of the Esperance Creek. Since then, operation was led in the primary gold deposit. Annual production is on average 254kg for a total production in fifteen years of 4300kg. Geology Esperance deposit is located in the greenstone belt of the Guyana Shield. Mineralization is in tectonic contact between sedimentary basin of Maroni and a granitic massif. Clastic series, composed of conglomerate and lamina sandstone, overlie a volcano-sedimentary basement (series called "Paramaca"). The area is strongly folded by shear movements, resulting from granite deposit. Gold is in interlacing quartz veins intersecting the clastic series. Gold is present in association with pyrite. Other elements, as silver or arsenic, are in negligible quantity. Exploitation The Maroni River is the only access to the Esperance mine. Only the saprolite and a part of the transition rock are extracted in the open pit. Excavation works are done using shovels Hyundai 450 (4 units) and haulage works using articulated dumpers Terex TA35 (4 units). These two sorts of equipments are presented figure 2. Mill The mill is composed of crushing and grinding processing plants. After gravity concentration, both plants produce tailings that are stored in two ponds: the first pond contains coarse product which segregates the particles crushed to 2mm upstream and settled clays downstream; the second pond contains the fine product made of particles ground to 200µm. These two ponds, bordered by dams and diversion canals, are located on former alluvial sites of Esperance Creek (see figure 3). [ ] The CME mill is currently producing gold concentrate, with a global recovery of about 67%. The ore is crushed by one jaw crusher and two hammer crushers. The ore then passes through a Knelson KC 48 gravity concentrator, producing a first gold concentrate. The
