"Sound Transit’s East Link Project, a $3.7 billion (2015 $), 14-mile light rail extension, will connect downtown Seattle with the rapidly developing east side cities of Bellevue and Redmond. Among the most technically challenging aspects of the Project is the 2,435 foot long Downtown Bellevue Tunnel (DBT), which will be constructed through the central core of Bellevue underneath 110th Avenue NE using a combination of Sequential Excavation Methods (SEM) and cut and cover tunneling. The 1,980 foot long central SEM component of the DBT will be mined at shallow depth through challenging and complex geology, comprised of glacially overconsolidated soils, containing both regional and perched groundwater conditions and in close proximity to existing high rise buildings. The paper shares lessons learned from the planning decisions and risk based approach to the investigation, design and procurement processes which shaped the DBT configuration and enabled a successful transition to the project’s construction stage. INTRODUCTION The East Link Project is a voter-approved $3.7 billion (2015 $), 14-mile extension of the existing Sound Transit (ST) light rail transit (LRT) system from downtown Seattle, across Lake Washington via I-90, to the cities of Bellevue and Redmond on the east side of Lake Washington. With targeted completion in 2023, East Link will provide riders with an efficient and reliable connection between the largest population and employment centers on the east side and downtown Seattle. The project alignment is indicated in Figure 1 below.ST completed the Preliminary Engineering (PE) phase of the East Link project in late 2011. Subsequently the final design contract for the easternmost seven miles of the project was awarded to the H-J-H Team, a joint venture comprised of HNTB, Jacobs Engineering and Hatch Mott MacDonald in February 2012. H-J-H’s final design scope includes approximately 7 miles of double-track LRT between the east end of the I-90 East Channel Bridge and the Overlake Transit Center Station. While the project scope is extensive and diverse, the focus of this paper is the DBT. The DBT is located immediately north of the East Main Station, and travels approximately one half mile through downtown Bellevue under 110th Avenue NE between Main Street and NE 6th Street; terminating at the Downtown Bellevue Transit Center (BTC) Station. The location and extent of the DBT is indicated in Figure 2."

"Constructed between 1939 and 1945, the Rondout-West Branch Tunnel (RWBT) portion of the Delaware Aqueduct is 45 miles (72 km) long. The New York City Department of Environmental Protection (NYCDEP) first identified suspected areas of leakage from the RWBT in the 1990s. A $1 billion project is underway to mitigate the leakage through the construction of a bypass tunnel around the area of most severe deterioration, a 2.5-mile (4 km) section located beneath the Hudson River. Two shafts, 800 and 900 feet (244 and 274 m) below the ground surface, are being sunk to support the tunnel construction. The deep shafts will be subjected to high groundwater pressures and have been designed to accommodate multiple tunnel portals. This paper discusses the engineering decisions and analyses leading up to the final design. INTRODUCTION Project Background The New York City Department of Environmental Protection (NYCDEP) provides over 1 billion gallons (3.7 billion liters) of water to over 9 million residents of the City of New York and surrounding communities each day. This water is stored in upstate reservoirs and conveyed to the City via a system of aqueducts and tunnels. Water is delivered to the City almost completely by gravity and consists of three systems: the Croton, the Catskill, and the Delaware. The Delaware System is the largest of the three and supplies between 50% and 70% of the City’s daily water supply. In the 1990s, the NYCDEP discovered leaks in the central 45-mile-long (72 km) portion of the Delaware Aqueduct known as the Rondout-West Branch Tunnel (RWBT). The leaks release between 15 and 35 million gallons per day (MGD) (132.5 million liters per day) and are concentrated in two areas near Wawarsing and Roseton, New York. As part of the Rondout-West Branch Bypass Tunnel and Wawarsing Repairs Project (Bypass Tunnel Project), the leaks in the Wawarsing area will be repaired by grouting from inside the existing RWBT, and the leaks in the Roseton area will be mitigated by constructing a bypass tunnel parallel to and 1,750 feet (533 m) north of the leaking portion of the existing RWBT. Two deep shafts will be excavated on either side of the Hudson River: Shaft 5B in Newburgh and Shaft 6B in the Town of Wappinger."

"Replacing the century old rail tunnels that run beneath the Hudson River and carry about 200,000 passengers per day between New York to New Jersey has been a high priority for many years. But after Superstorm Sandy hit the east coast of the United States in 2012, the urgency to replace the tunnels increased dramatically. The Hudson Tunnels project is one of nine projects that make up the larger $30 billion Gateway Project. The Gateway Project has been called the most urgent infrastructure program in the country and the Hudson Tunnels is the most critical part of the project, as it will build a new rail tunnel under the Hudson River and rebuild the existing and deteriorating North River Tunnel that connects New York and New Jersey.“Superstorm Sandy proved the level of resiliency of the tunnels, which was not very good,” Amtrak deputy chief engineer structures James Richter told attendees of the George A. Fox Conference in New York City on Jan. 23. Age and corrosive salts deposited by flood waters from the storm in 2012 have affected interior concrete and copper wiring in the tunnels. “Since then, things have been deteriorating and getting less reliable.”Richter, along with Mohammed Nasim, senior director engineering design, both with Amtrak, spoke at the 2018 George A. Fox Conference where more than 350 tunneling and underground construction professionals attended the conference at the Graduate Center of the City University if New York to share insights about the complexities many of them face on daily basis.Under the theme of “Managing construction of complex underground projects: Strategies for tunneling in populated areas,” the one-day conference featured presentations from some of the top minds in the tunneling and underground construction industry. The presentations touched on everything from the highly technical challenges of constructing tunnels through changing geology while working beneath cities and rivers, to navigating the complex financial issues and contracts that come with the projects that have many stakeholders.All of those challenges, and more are part of the Hudson Tunnels project. It is one of the best examples of the full complexities of a complex tunnel project, with the added pressure of securing funding from state and federal government entities under an increasingly tight deadline."

"Titanium and titanium alloys are commonly selected for pressure oxidation autoclave vent piping and pressure control valve components, as well as autoclave internals and other process piping. In the autoclave vent application, titanium ignition risk is controlled by limiting oxygen concentration, and preventing high gas velocity gas impingement on surfaces. Oxygen concentration is dependent on the autoclave pressure and temperature operating conditions and therefore oxygen concentration and the associated titanium ignition risk is dependent on standard operating procedures, process control interlocks and permissive conditions. It is not uncommon for these standard controls to be deficient during atypical operating conditions, or for operations to deviate from the operating procedures, increasing the potential for a titanium ignition incident. Titanium ignition risk caused by elevated oxygen concentration in autoclave vent systems can be reduced with the introduction of an online autoclave overpressure calculation and the configuration of associated interlocks and permissive conditions. INTRODUCTION High temperature pressure oxidation (>190°C) is a well recognized and versatile metallurgical oxidative pre-treatment process commonly used to liberate gold from refractory sulphide ores and concentrates before conventional leaching with cyanide. Titanium and titanium alloys are highly corrosion resistant in pressure oxidation process conditions and are therefore commonly selected as materials of construction for many components including: autoclave internals, agitators, process piping, and components in autoclave vent systems. Operations that anticipate or have experienced aggressive corrosion in the vent system often have little choice in material selection other than the use of titanium (Krag & Henson, 1992). Titanium is not suitable for use with elevated oxygen concentrations and is considered a restricted material because of its high pyrophoricity and combustion propagation properties (Beeson, Smith, Stewart, 2007). Several serious incidents have occurred in which titanium materials have ignited in autoclave applications (Zawierucha, McIllroy, Million, 1995). In autoclave vent applications, titanium ignition risk is reduced by preventing elevated oxygen concentrations, maintaining low gas velocities, and minimizing the potential for gas impingement on surfaces. Oxygen concentration in the autoclave vapour phase and vent system is dependent on the autoclave operating pressure and temperature conditions and therefore titanium ignition prevention controls typically include process interlocks and operating procedures based on the selected nominal design operating conditions. However, it is not uncommon for these controls to be deficient or for operations to deviate from the nominal operating conditions over time, increasing the risk of titanium ignition. The introduction of an online calculation of autoclave overpressure and a maximum target autoclave pressure as well as associated process control interlocks and permissive conditions can alert the autoclave control room operator and prevent an elevated oxygen concentration from developing, and therefore reduce titanium ignition risk in autoclave vent systems."

Injuries and fatalities resulting from roof falls are still a major concern in U.S. coal mines, and many researchers are focused on developing meaningful approaches to minimize this hazard. In the United States, coal mine roofs can vary widely in composition, geometry, and inherent heterogeneity, leading to a wide array of different roof fall failure types. Researchers frequently employ numerical modeling tools to reproduce this physical phenomenon and provide key guides to engineers regarding roof conditions and control as long as the input data and constitutive relations are appropriately selected. Simulating such complexity requires expertise and constitutive models that adequately simulate roof behaviors. However, the currently available constitutive models have shortcomings in capturing some of the roof fall failure types common in underground coal mines, such as guttering. A new constitutive model is developed to address the shortcomings of constitutive models commonly used for coal roof stability analysis. The constitutive model developed in this study combines the anisotropic-elasticity and nonlinear strain-softening responses. In addition, the developed constitutive model can simulate up to three different joint sets implicitly, allowing for use in both continuum and discontinuum settings, and can be used in both Lagrangian finite-volume and distinct element method codes of Itasca. First, the mathematical expressions of the model are provided. Afterward, the validation phase of the developed model that covers comparisons with analytical solutions and those of existing models (e.g., anisotropic elasticity, ubiquitous-joint, and bilinear strain-hardening/softening ubiquitous-joint plasticity) is presented. Finally, a hypothetical coal mine roadway facing high horizontal stress is simulated. The presented model successfully shows three distinct stages of a cutter roof in a shale roof: (1) initiation of shear cracks at the rib– roof intersection, (2) extension of cracks deeper into the roof (i.e., above the roof bolt length horizon), and (3) cantilevered roof. It is demonstrated that the presented constitutive model has the potential to help future researchers in simulating various roof responses.

The Bagdad district is 67 kilometers west of Prescott, Arizona, (Figure 1). The area north of the Old Dick and Bruce Mines was originally mapped by Anderson, Scholz and Strobell between 1943 and 1945, (1). The region is perhaps better known for the Bagdad porphyry copper deposit of tertiary age. However, 2 to 5 kilometers south of this deposit are several small massive sulfide occurrences in a eugeosynclinal Precambrian greenschist environment. More specifically, in. the Bridle formation of the Yavapai schist series. Three of these mines - Old Dick, Bruce and Copper Queen - were mined by Cyprus Mines Corporation between 1957 and 1977, and produced nearly 2mm tons of 3.6% copper and 12% zinc. These deposits occur at the interface between andesite and rhyolite and are stratiform in character. Certain structural and textural properties of the Bruce orebody suggest that remobilization of the massive sulfides occurred at some period during the metamorphic history of the area.

A comprehensive study of the environmental conditions of the area affected by the Colfax and Cheswick Power Stations is of extreme importance to Duquesne Light Company. The residents in the valley where the two plants are located have complained for many years about the emissions from the Colfax Plant which is of the 1920 to 1930 vintage and which has a capability of generating approxi¬mately 200 Mw. They were extremely happy to hear that the Company had plans for shutting it down, however, they were extremely unhappy to hear that we were planning to build another even larger one to take its place in the same vicinity, namely the Cheswick Plant with a capability of 570 Mw. They had visions of a plant twice the size of the Colfax Plant and belching out twice as much smoke. A few of the citizens from that area were most vehement at the public hearings that were held by the Allegheny County Air Pollution Bureau for obtaining an installation permit. With two power plants already existing in that area (Duquesne Light Company's Colfax Plant and West Penn Power's Springdale Plant), the primary concern of the Allegheny County Air Pollution Control Bureau was that the Cheswick Station might increase air pollution levels beyond what they considered to be dangerous limits. It became very evident that the Allegheny County Air Pollution Control Bureau would be extremely reluctant to grant installation and operating permits unless they were satisfied that the new plant would not increase local pollution levels and that we were taking sufficient steps to monitor the emissions from our plants and also the ambient air in the general area. We concluded that an extensive air pollution monitoring program must be conducted in the area to determine the effects of the operation of our plants. Most coal mine roofs in the Appalachian region consist of laminated shale, which is prone to brittle failure. Accurate modeling of shale roofs is vital for studying cutter failures of these shale roofs, and ordinary and formational bedding planes play a significant role in the response off the shale roof to mining-induced stresses. This paper presents a robust method for constructing three-dimensional shale roof models using limited borehole cores and leveraging image processing techniques. The approach begins with image extraction from shale cores. Then, we extract the portions that feature the core and employ image-stitching techniques to merge them seamlessly. Once the images are stitched, they are duplicated horizontally and merged to create a cross-sectional plane image representing a shale roof. This roof cross-sectional plane image serves as an input to our proprietary Digital Image Processing (DIP) algorithm, which is adept at extracting ordinary bedding planes (interfaces that represent color transitions between a single shale unit). The extraction process involves transforming discrete core points (ordinary bedding plane pixels) into continuous lines representing ordinary bedding planes. Finally, extending this method into the third dimension, the model is further extrapolated to form a comprehensive three-dimensional shale roof. Through this process, the geometry information of ordinary bedding planes can be extracted for each type of shale in cores, including sandy shale, gray shale, dark shale, etc. This work bridges the gap between limited core data and comprehensive 3D geological modeling, offering valuable insights into identifying and quantifying the variations in different shale roof geologies.

"The U.S. stone industry is in a transition from surface quarries to single and multiple level underground stone mines. The factors driving this transition include surface quarries; ? reaching their economic stripping ratio, ? encroaching on the mineral reserve boundary where the remaining reserves are below the active pit, ? dust, noise, and blast vibration concerns as suburban neighborhoods and development move into formerly rural areas. Ground control is critical to the success of a safe and productive, mining operation. The primary focus of the ground control engineer in an underground stone mine is the stability of the roof or back, development and benched pillar stability, stability of the sill pillar between vertically adjacent mining levels, and floor stability. Roof stability begins with the selection of a stable back horizon based upon the presence of a thin shale parting, stylolite, or other discontinuities from which the production shot can easily ""peel"" away leaving a stable back stratum. Room width and the decision of whether to bolt the roof, the bolt length, bolt type, bolt diameter, and spacing of the support is controlled by the thickness, fracture spacing, jointing, and material properties of the back strata. Horizontal stress controls the header and crosscut azimuth as to avoid driving perpendicular to the maximum horizontal stress direction. Stable pillar dimensions depend upon the interaction of the; ? vertical stress resulting from overburden thickness and multiple level interaction of overlying level(s), ? mining height during development and the final mining height after floor shots are taken while benching, ? presence of faults, folds, or joints passing through the pillar, and ? stone lithology recognizing that the presence of oolitic bands, shale partings, and bentonite beds create zones of weakness that can destabilize an otherwise competent pillar. Floor stability is typically not a significant issue for underground stone mines because the bearing capacity of the stone exceeds the vertical pressure transferred through the pillar. However, floor heave can be a ground control issue where shale partings, moisture sensitive strata, weak stone bands, or horizontal stress is present. Roof stability and pillar stability problems can be initiated as the floor heave enables the pillar and roof to settle. The ground control issues for underground stone mines are most clearly presented through a series of case histories. The case histories presented in this paper are a mix of ground failures and successful mining. The focus is on the geotechnical data required for underground stone mine ground control for roof, pillar, and floor design and stability analysis."

The detection of hazardous geological anomalies through remote sensing techniques is the subject of current research efforts sponsored by the U.S. Bureau of Mines. In this review, hazardous geological anomalies are discussed with respect to the "view" presented along with potential operational concepts for each technique. The design and development of a borehole radar is described with emphasis on the potential range and resolution capability of the system under realistic underground conditions. Results of field tests at two coal mines and at a hard rock future subway location are presented.

TVA's involvement in air quality programs is perhaps a bit unique. The Tennessee Valley Authority was established in 1933 as a regional resource development agency and therefore must view clean air and clean water as essential resources for the overall development of the Tennessee Valley region. TVA operates certain resource development and production facilities, including power-generating facilities, which are potential air pollution sources. The remarks in this paper will be restricted to air pollution control technology at power-generating stations. Perspectives of Air Pollution Control The art of pollution control must be viewed from several perspectives: 1. It must be viewed in a time perspective--what is available now for air pollution control, what might be available in the near future, what are the likely technologies for the more distant future, and what the future trends in availability of resources might be. 2. Each air pollution abatement scheme must be viewed in the perspective of its total environmental consequences--not just its ability to clean up the air. The generation of electricity from coal produces waste gases, waste particulates, and waste heat. These wastes must be disposed of either in water, in air, or on land. If the polluting wastes are removed from the gas streams going into the air, then they must be disposed of either on land or in water or, hopefully, converted into a product which has some beneficial use. As an example, removal of S02 from stack gases could be more readily accomplished if one could dump waste sulfur products in water. He would solve an air pollution problem by creating a water pollution problem. 3. Techniques for air pollution control must be viewed in the perspective of regional, national, and world resources with their national security and economic implications. The power industry might reduce air pollution by switching generating plants to burning desulfurized fuel oil or natural gas.

Designs, installation procedures, and performance characteristics of martensitic cast steel concaves are reviewed. Longer wear life, fewer pieces to install, and eliminating the need to scarf joints are the principal benefits of using martensitic steel to replace austenitic 12% Mn (Hadfield's) steel, the traditional concave material for large gyratory crushers. Installation procedures that reduce the risk of breakage are described. Operating practices that affect concave performance are also discussed.

Spontaneous combustion caused by the movement of air through the waste is a major problem. Combat methods attempt to exclude oxygen rich air, but little is known about airflow through the waste. The use of a tracer gas technique to monitor the flow of nitrogen from an injection hole during inertisation is described. Correlations are drawn between barometric pressure changes and the nitrogen entering the waste. As no information was obtained about airflow and oxidation zones, a second experiment was conducted to sample from the waste, but the results were inconclusive. "A coal bump is characterized by the sudden failure of one or more pillars and an associated release of kinetic energy. Although the geologic conditions surrounding coal bumps are often similar, their occurrence and magnitude are difficult to predict. This paper presents the development of an approach to assess the potential for coal bumps in room and pillar mines through the use of energy concepts and special consideration of the interface properties between the coal and overlying rock. Back analyses were performed on the widespread collapse of a room and pillar mine with an associated 3.9 local magnitude seismic event. Pillar and mine-scale models were constructed using the distinct element method to simulate the mining stages leading up to the collapse. A variety of loading conditions, material properties, and interface properties were evaluated for their effect on unstable failure of single pillars, and the mine-scale model was used to study the evolution of failure during progressive mining. The extent of unstable failure was quantified in these models by calculating the total kinetic energy released during each mining stage. Through the parametric analysis of single pillar models, it was found that softening parameters in either the coal or the coal/rock interface can individually facilitate unstable failure of pillars, but the combination of the two in a single model produced a much higher release of energy during failure. The results of the mine-scale model further illustrated the trend as the combination of softening parameters in the coal and coal/rock interface produced a series of failures which most accurately reflected the collapse event at the mine. The method of room and pillar stability analysis demonstrated in this study effectively explores the potential for large coal bumps. INTRODUCTION The analysis of coal pillar behavior is challenging because natural variability in geologic conditions requires estimation of material strengths and predicted loads for a given mining situation. Large width-to-height (w/h) ratio pillars and deep overburden present an additional challenge, as the failure behavior of such pillars is more complex and may involve unstable, sudden collapse. Empirical methods have improved the success of coal pillar design for a wide range of conditions, but for deep cover and squat pillar geometries, less accuracy has been achieved in predicting pillar performance (Mark 2000). As with any empirical approach, more back analysis and the consideration of new variables may help improve understanding and accuracy of future designs. This paper presents a study of pillar stability through the back analysis of the Crandall Canyon Mine collapse, which occurred in August of 2007. Pillar-scale models are utilized for the calibration of material properties and assessment of potential instability under varying conditions, and mine-scale models are constructed in an attempt to reproduce widespread failure and correlate with observations at the mine. Special consideration is given to the properties of the coal and the coal/rock interface, and kinetic energy is calculated throughout the course of the simulations to gauge the level of instability when pillar failure occurs. Models were constructed using the Universal Distinct Element Code (UDEC) (Itasca, 2014)."

In the past few years, the numbers of underground coal mines in this country using longwa11 mining method have been dramatically increased. In the latest count there are approximately 90 10ngwa11 faces amounting roughly 8% of the total underground production. Meanwhile, shortwall mining adapting longwa11 powered supports to 'coal mining and handling systems in room and pillar mining is also gaining importance in the Appalachian coal field. Although there are only 7 operating shortwall faces so far, indications are that it will be increasing steadily. Modern longwall faces are highly mechanized and productive. One of these key elements that contribute to the success of modern longwall mining is self-advanced powered supports. There are several types of powered supports. Frame type is two sets of one to four hydraulic legs supporting beam-type roof canopy and floor base. However, chock type is more popular and connected to broad roof and base structure. Shield supports were introduced recently but proved to be highly successful (1). A shield support consists of two hydraulic jacks mounted between a base plate and a gob shield. The base plate is hinged to gob shield which is in turn hinged to roof canopy.

The designers of the new Arafertil concentrator in Brazil provided for complete automatic control of the grinding circuit to meet the operating objective of maximum throughput at a specified grind. Analog control methods were selected because of proven reliability and simple maintenance, and in order to minimize commissioning time and effort. This paper summarizes the step-by-step effort required to progress from local loop control of certain individual parameters to an integrated system capable of achieving the design goal. Emphasis is placed on the practical aspects of commissioning a control system.

Unplanned ore dilution can have severe impact on the economics of a mining operation. The paper discusses and distinguishes between controllable and natural parameters influencing ore dilution, and how it can be minimized in longitudinal mining systems of narrow vein orebodies. It is shown through data of surveyed stope profiles and numerical modelling that unplanned ore dilution is a function of stope design and construction, orebody geometry, and rock mass characteristics.

It is well known that the chemical environment determines the success of the flotation process, however its characterization and control is difficult to achieve. This work evaluates the use of various measurements, including mineral potential measurements, in gaining an understanding of the influence of varying parameters such as the milling media and the reagent suite composition on the flotation performance of a platinum group metal (PGM) bearing ore. The results showed differences in the response of the various mineral electrodes to the different conditions, however the changes in flotation performance of the different minerals in the ore could not be wholly described by the electrochemical changes, demonstrating the limitations of these measurements.

In 1989, for the third consecutive year, both the production and consumption of coal in the United States reached record levels. Domestic coal consumption totaled 806.5 Mt (889 million st) in 1989, a 5.4 Mt (6 million st) increase from the year before (Table 1). US coal exporters also had a banner year. For the first time since 1982, exports ex¬ceeded 91 Mt (100 million st). US coal production in 1989 rose by a surprising 27.3 Mt (30 million st), reaching 889 Mt (980 million st) for the year. To a certain extent, the sizable difference between production and demand growth was due to smaller consumer stock withdrawals. Coal consumers withdrew only 12.7 Mt (14 million st) of coal from their stocks in 1989, com¬pared to 22.7 Mt (25 million st) in 1988. Despite strengthening coal consumption, exports, and production, coal prices to all domestic sectors declined slightly during the year. That essentially continued the trend of the past several years. On the labor front, the United Mine Workers of America struck the Pittston Coal Group in 1989. It was a bitter work stoppage that was not settled until February of 1990. This was the first major coal strike since 1985. The strike also precipitated a series of wildcat outages by UMWA members in June and July. At their peak, more than 40,000 UMWA members participated in the wildcat strikes. Except at Pittston, however, most miners were back to work by August. It is estimated that perhaps 4.5 to 9.1 Mt (5 to 10 million st) of coal production was lost due to the Pittston and associated wildcat strikes. However, some of this production may have been recouped by other coal companies not affected by the wildcat strikes, and by the affected companies after the strikes ended.
