The Natural Gas Act, of 1938, which put interstate pipelines under the jurisdiction of the Federal Power Commission, did not place a protective competitive shield around such companies - nor does any provision of the act guarantee them a profit. Natural-gas pipelines are competitive with each other and also with the coal and oil industries. Gas distributing companies must compete not only with the coal and oil industries, but also with the electric industry. Natural gas has captured markets from oil, which had taken them from coal. Oil men contend that gas prices have: been, held to an artifically low level by regulation. The electric industry is moving into the space-heating market, which pleases the coal people because the coal industry's largest customer since losing the railroads to dieselization has been the electric companies. The coal industry is attempting to monopolize the industrial and electric generating market through government intervention, and this is being done under the guise of concern for the national welfare through advocation of a "National Fuels Policy purporting to, further the cause of fuel conservation. Such a policy is contrary to American principles and would result in the individual's loss of freedom of choice and ultimately, in less reserves of preferred fuels because of diminished exploration efforts.

The iron-ore underground Kiirunavaara mine (Sweden) has been seismically active since 2008. In 2021 the production is on levels 1079 and 1108 m, at the deepest. The seismic activity has changed in character over time with one step change in 2015 when the number of large (ML>2) seismic events increased, and another one when the mine experienced a seismic event with Mw 4.2 in 2020. In 2017, the mine evaluated Hydraulic Fracturing (HF) as a possible mitigation technique for larger seismic events and a one-hole trial was performed. The trial proved promising, and it was decided to go forward with a large-scale trial covering an entire production area in the mine. The large-scale trial consists of 25 fracturing holes, 50 – 100 m long, running along 500 m out of the ~4500 m long orebody and spanning between production levels 1108 m and 1252 m. The fracturing process continued for a year, resulting in ~38,000 seismic events with −3.3<ML<1.4. The breakdown pressure varied between fractures in the same hole as well as between holes in the same area. Average breakdown pressure per hole was between 12 MPa and 50 MPa. The seismic response to HF in 2021 varied greatly from hole to hole and between fractures in the same hole. The variation in response could be related to the geological conditions and the infrastructure, such as large caving ore passes. In this paper some details about the experiments and broad preliminary analysis of the effect of the HF by using seismic source parameters of the induced seismic events are presented: 1) Distribution of seismic activity, 2) the ‘equivalent’ magnitudes for each hole calculated from the cumulative seismic energy and seismic potency released during the fracturing, compared with the local geological conditions; 3) the predominant failure mechanism of the seismic events caused by HF was defined. A difference in the behaviour between larger and smaller events was noticed, as ML>0 events seem to be compression type failures and ML<0 events seem to be related to slip on pre-existing structures. No seismic events related to creation of a new fracture have been identified yet.

The White Pine Copper Division of Copper Range Company is a large copper producer operating an underground mine, mill, and smelter on Michigan&apos;s Upper Peninsula. Principal water discharges are from the tailings basin where these discharges are high in dissolved solids because of mine water pumped into the basin. Principal air emissions are from the smelter where SO2 emissions are uncontrolled. Although water discharges and air emissions have not had significant environmental impacts, environmental regulations could require additional control procedures. Because of low copper prices and poor profitability, cost of compliance with possible new environmental regulations could have serious impact on White Pine with no apparent significant beneficial environmental impacts.

In underground continuous mining operations, ventilation, water sprays and machine-mounted flooded-bed scrubbers are the primary means of controlling respirable dust exposures at the working face. Changes in mining arrangements — such as face ventilation configuration, orientation of crosscuts mined in relation to the section ventilation and equipment operator positioning — can have impacts on the ability of dust controls to reduce occupational respirable dust exposures. This study reports and analyzes dust concentrations measured by the Pittsburgh Mining Research Division for remotecontrolled continuous mining machine operators as well as haulage operators at 10 U.S. underground mines. The results of these respirable dust surveys show that continuous miner exposures varied little with depth of cut but are significantly higher with exhaust ventilation. Haulage operators experienced elevated concentrations with blowing face ventilation. Elevated dust concentrations were observed for both continuous miner operators and haulage operators when working in crosscuts driven into or counter to the section airflow. Individual cuts are highlighted to demonstrate instances of minimal and excessive dust exposures attributable to particular mining configurations. These findings form the basis for recommendations for lowering face worker respirable dust exposures.

The relaxation test on sandstone specimens showed typical behavior in pre-failure region and stepwise behavior in the postfailure region. Overall, more significant stress relaxation occurred within the failed specimens than the intact ones. Numerical simulations were conducted with pre-defined failure plane and with Voronoi tessellation to visualize the relaxation behavior. The model with pre-defined failure plane showed the key role of failure plane and asperity in simulating the step-wise post-failure relaxation behavior. The inhomogeneous stress distribution within failed specimen and the viscous deformation of intact rocks induced high stress concentration at the asperities. The observed step-wise relaxation initiated from the failure of asperity. Furthermore, the simulations with Voronoi tessellation showed time-dependent fracture development during relaxation in post-failure region. The presence of fractures completely changed the stress distribution. Stress concentration occurred at the front area of fractures and at the interacting areas between fractures. During relaxation, fractures still developed with time and the sudden significant increase in the “damage” coincided with the acceleration of stress relaxation leading to step-wise relaxation. Finally, the results showed the possibility of using residual strength as the long-term strength of failed rock.

Huge banks of preparation plant refuse and other non¬saleable materials have accumulated over the years in all major United States coal producing areas. These banks, esthetically and commercially undesirable, can cause air and water pollution and land reclamation and mineral conservation problems for the industry and nearby communities Although some refuse banks have been reworked to recover saleable coal, all remain and accumulation continues. Even those previously processed continue as potential hazards. Among the several problems created by refuse banks, in situ combustion is most treacherous. Of the millions of tons of major accumulations, there are at least 450 refuse banks on, fire at this time Attempts to extinguish such fires are costly, impractical and generally unfruitful. Studies are in progress to evaluate the potential of processing such materials to eliminate the combustion capability and to yield usable fuel and nonfuel products. Aspects of the study now in. development for coal refuse include: (a) evaluation of characteristics (size, sink-float, ash, sulfur and calorific value) of the coal refuse materials which are known to be highly variable, (b) development of an ignition test having significance for in situ conditions, (c) study of processing capabilities (comminution for liberation, pilot plant washing tests), and (d) investigation of potentially significant properties of fuel and nonfuel products which could be altered to enhance their market potential.. Among the latter products are lightweight aggregate, fill for mine slushing operations, construction, etc: Plans are to extend the studies to include the design, erection, and test processing of refuse with a transportable plant,; which could provide basic economic and product utilization data from several locations

Rock bolting as a method of support continues to increase with applications in many other industries in addition to mining. Nevertheless, with nearly 55,000,000 roof bolts installed in coal mines alone last year, this remains as the single greatest use. While bolts have frequently supported ground where conventional timbering could not, there are relatively few design criteria; and trial-and-error procedures prevail. Furthermore, development of suitable instrumentation that is simple to install and readout, sensitive, durable, reliable, safe and economical in evaluating the effectiveness of a bolt over long periods of time lags behind. Therefore, the pull test continues to be the most popular method of evaluating the applicability of a certain type of roof bolt under specific installation conditions. At Penn State in the Department of Mining, research has been conducted for a number of years to measure bleedoff in carefully controlled laboratory experiments as well as in underground investigations.1,2,3,4 Unfortunately, most of the instrumentation developed has been primarily suitable only for research purposes, not possessing all of the aforementioned characteristics desirable for routine underground use. Other groups also have met with restricted success. Therefore, while relatively crude, the torque wrench continues to remain as the most widely used load measuring device. While both field and laboratory tests continue to be conducted, analytical analyses are attempted to discover the more important design parameters in order that more efficient anchorage might be devised.

5.1-PURPOSE, PROCEDURE, METHODS, MANAGEMENT Exploration can be technologically defined, with regard to the discovery of new mineral deposits, as all the activities and evaluations necessary before an intelligent decision can be made establishing size, initial flowsheet and annual output of new extractive operations. The purpose of mineral exploration is the discovery and acquisition of new mineral deposits amenable to economic extractive operations now or in the future. A prime objective of mineral exploration, however, is to find and acquire a maximum number of such mineral deposits at a minimum cost and within a minimum time. Immediately upon the heels of a successful &apos;&apos;exploration" discovery follow activities called, first, development, then operation. Under U.S. Internal Revenue Code regulations (Secs. 1.615.1 and 1.616.1) in effect at the time of this writing, which state that the "development stage" has been reached when "deposits of ore or other minerals are shown to exist in sufficient quantity and quality to reasonably justify commercial exploitation by the taxpayer," exploration in the technological sense may well continue after a mineral property has entered the "development stage" as defined for tax purposes. In many instances continued exploration, after reaching the tax defined "development stage," has disclosed additional reserves which justify a much larger, more efficient and more profitable operation than that which would constitute the minimum feasible. Even after a mine goes into production, continued ore search generally will increase the reserves, either justifying expansions in plant capacity or prolonging the life of the operation, but this work (actually "exploration") is normally considered, for bookkeeping and tax purposes, a part of mine development. Each exploration entity defines its own objectives in terms of acceptable mini- mum rate of return on investment for any deposit found and retained, and in terms of which commodities, and markets, are to be involved. For these reasons, exploration programs, and aims, will vary over a wide range, although all have the common objective of endeavouring to create new profit centers for the future. 5.1.2-EXPLORATION METHODS Exploration has evolved in the past several decades into a highly sophisticated and expensive endeavor in which large corporate entities, or subsidaries, normally are directed and staffed by highly trained exploration specialists. In some instances consultants, with expertise in a given field, are utilized to the benefit of such corporate groups. The "grasshopper" approach to exploration-searching only for outcropping minerals and/or investigating only mineral prospects offered by the discoverers of such outcrops has given us most of the past and present mines in the US., but this method is rapidly approaching the point of diminishing returns in areas that have been thoroughly prospected for currently marketable commodities. Advanced physical coal cleaning processes that are now under development may remove significantly greater fractions of pyritic sulfur and ash than do commercial coal cleaning processes at comparable heating value recoveries. These processes may be useful for reducing sulfur dioxide emissions from electric utilities and other emission sources. However, little work has been done to determine their applicability to any major coal market. The northeastern states of the United States are interested in burning more coal, but with further sulfur dioxide emission restrictions. Their nearest coal sources are relatively high sulfur Northern Appalachian coals. The project discussed in this paper, which is scheduled to be completed in June 1985, has the objective of technically and economically evaluating various coal supply scenarios involving five selected advanced physical coal cleaning processes; and comparing the economics of them with alternative fuel supply options open to the northeastern users.

"Twin Creeks is a gold mining complex that is part of Newmont’s Nevada operations. The mining complex is composed of two openpits, Mega and Vista, external ore sources and a set of existing stockpiles, all of which provide ore for an autoclave, an oxide mill and a heap leach. Mega pit provides sulfide ore for the autoclave, whereas Vista pit provides oxide ore for the oxide mill and the heap leach. Both pits operate the same mining equipment and their extraction sequence must, therefore, be optimized simultaneously. Stringent blending requirements are associated with the operation of the autoclave for the sulfide ore. Strategic blending optimization on a large scale has brought significant value to the operation by increasing synergies. This paper presents the implementation of a stochastic optimization framework for the long-term production planning at Twin Creeks that simultaneously optimizes mining, stockpiling, blending and processing decision variables. The uncertainty and variability associated with the different sources of material are incorporated in the optimization model by means of stochastic simulations. The stochastic solution generated shows substantial benefits by increasing forecasted recoverable gold, leading to increased cash flows, while reducing the risk of not achieving forecasts by increasing the probabilities of meeting production and blending targets.IntroductionMine operations consist of multiple components such as mineral deposits, stockpiles, external sources, mills and autoclaves. These components represent a mineral value chain, also known in the literature as a mining complex (Montiel and Dimitrakopoulos 2015; Goodfellow and Dimitrakopoulos 2016). The material extracted from the mines flows through the different components and is transformed into sellable products. This flow of material in a mineral value chain involves complex, nonlinear transformations that render the use of industry-standard optimizers difficult. Furthermore, the optimization of a mining complex can be formulated as a mixed-integer, nonlinear optimization program with millions of integer variables representing mining, blending, stockpiling and processing decisions, prohibiting the use of conventional nonlinear optimization approaches. Previous methods that consider the joint optimization of multiple components of the mineral value chain are available (Hoerger, Seymour and Hoffman, 1999; Chanda, 2005; Stone et al., 2005; Wooller, 2005; Whittle, 2007, 2010; Bodon et al., 2010). Although these methods add value by increasing the synergy between the different components of the mining complex, they rely on simplifying assumptions that constrain their efficacy, while ignoring a most critical aspect. The latter aspect includes the geological uncertainty and actual variability of the materials in the mineral deposits mined and are supplied to the related mineral value chain, similarly to conventional life-of-mine planning methods used for individual mines (Dimitrakopoulos, Farrelly and Godoy, 2002; Godoy and Dimitrakopoulos, 2011; Spleit and Dimitrakopoulos, 2017). Additional simplifying assumptions may include: the consideration of a limited number of components, the combination of different methods, the aggregation of variables, fixed production schedules the definition of policies prior to optimization, such as cutoff- grade definition or destination of mining blocks, the linearization of nonlinear transformation functions and/or the disregard for the uncertainty of several critical parameters (Whittle, 2007). The simultaneous optimization of multiple components of a mining complex was introduced by Newmont. Hoerger, Seymour and Hoffman (1999) implemented a mixed-integer programming formulation to optimize Newmont’s Nevada operations. "The diversification of energy sources in the United States has seen some major shifts during the past decade resulting from:• A sudden abundance of low-cost natural gas becoming available through advanced horizontal drilling and hydraulic fracturing techniques.• Incentive-driven policies leading to new development in alternative energy.• The emergence of alternative energy sources proliferated as a result of state and federal level incentives and falling capital costs.Coal was once recognized as the primary low-cost fuel source for the generation of electricity in the United States for most of the last century, providing upward of 50 percent of the total generation capacity during much of that period. However, within the past decade, lower-cost natural gas has overtaken coal as the primary source of fuel used in electricity generation, and alternative sources have steadily grown to now account for approximately 10 percent of the overall mix.West Virginia and Kentucky have not experienced the full breadth of the fuel shift, and, as of 2016, still obtained approximately 80-90 percent of electric power generation from coal. However, as coal plants are retired, there has been a shift toward natural gas for new power plants constructed in the region. The economics of power generation (i.e., lowcost fuel source) has typically been the major factor in determining shifts from one fuel source or technology to another. However, governmental energy policies and incentives have more recently been used to promote the development of new alternative technologies such as wind and solar energy growth to diversify the energy mix. The implementation of these incentives has provided some needed traction and resulted in driving the cost of manufacturing and installation of these new wind and solar systems downward to be more cost competitive with conventional fossil-fueled power sources. Future shifts in the generation capacity by fuel type will also be inevitable and impossible to project accurately as policies change and innovative technologies evolve. Determining factors may include the expiration of current incentives, decreasing capital costs, future environmental regulations, evolution of energy storage systems, technical challenges associated with increasing intermittent sources of generation and the development of unforeseen technologies. West Virginia and Kentucky have been among the least solar friendly states, ranking 44th and 48th of the 50 states (Fig. 1 for WV). Within the metal/nonmetal mining sector, fall-related incidents account for a large proportion of fatal and nonfatal injuries that occur in mining in the United States. However, the events and contributing factors leading up to these incidents have not been fully investigated. To help provide a clearer picture of these factors, an analysis of imminent danger orders issued by the U.S. Mine Safety and Health Administration (MSHA) from 2010 through 2017 at both surface and underground metal/nonmetal mine sites revealed that most orders are associated with fall risks. Of these cases, 84 percent involved the workers not using fall protection, fall protection not being provided or the improper use of fall protection. Fall risks for workers most frequently occurred when standing on mobile equipment, performing maintenance and repairs on plant equipment or working near highwalls. In most cases, a single, basic, corrective action — such as using fall protection — would have allowed workers to perform the task safely. Overall, these findings suggest that a systematic approach is needed to identify, eliminate and prevent imminent danger situations. Furthermore, to protect mineworkers from falls from height, frequently performed tasks requiring fall protection should be redesigned to eliminate the reliance on personal fall protection.

Within the research project "Mine Development" funded by the "Austrian Fonds zur Forderung der wissenschaftlichen Forschung (FWF) " (funds for scientific research) between 1991 and 1993 150 underground hardrock mines in Europe, Northern America, Australia and Japan have been visited to analyze their general design and layout. The main aim of the project was to develop strategies for accessing new underground hardrock mines and to establish a mine planning database. The investigation included mines in high developed countries only, with a comparable labor cost situation. This paper presents the results of one part of the project, which deals with investigations into the influence of different parameters on the design of the primary access for a mine.

Efficient design of grinding circuits for efficient production of ultrafine material requires rapid feedback of information concerning the fineness of material leaving the grinding device. Generating this information requires efficient sampling and adequate rapid characterization of the material leaving the grinding machinery. Recent developments-in electrooptic inspection of dry end wet material leaving a grinding device are critically reviewed. New methods for characterizing ultrafines are discussed. A rapid operating automated cybernetic (intelligent) permeability device for automatic control of grinding circuits using Blaine index and other fineness indices is described.

With the federal climate change legislation in progress, there is a need for demonstration-stage technologies aimed at providing clean energy from coal. Our research aims to experimentally illustrate the feasibility of capturing CO2 on a novel sorbent system from a gaseous stream. The gas is then released resulting in a regenerated sorbent and a pressurized stream of pure CO2 to be used for storage. The proposed sorbent is a ceramic honey-comb structured monolith coated with CaO supported on a high-surface area alumina. CaO is a natural acceptor of CO2 and our design ensures the physical stability and chemical reactivity of CaO over a large number of CO2 capture/release cycles. Furthermore, the use of the monolith ensures a uniform flow through the reactor, minimizes pressure drop across the reactor, and maximizes the surface reactive area. In this paper, we will present the results from a flow-through laboratory-scale reactor that establishes the efficiency of the proposed system to capture CO2. Future applications of the reactor include integration within the new-generation coal gasification power plants, such as IGGC, as means of providing decarbonized electricity.

In the fully mechanized top caving mining of steeply inclined, extra-thick seams with variable angles, the mechanisms of roof rock movement, failure, caving and filling are highly complex. This is due to the varying angle of coal seam in different areas, which makes rock–equipment stability control challenging. In this paper, the surrounding rock deformation and failure mechanisms, bearing structure of the overburden, and working characteristics of the supports are elucidated. The principle and key technologies of rock–equipment stability control are presented and applied to control the overburden of the regional failure and realize safe and efficient mining of the working face.

Deep Mill Level Zone (DMLZ) mine is located in Papua, Indonesia operated by PT Freeport Indonesia (PTFI) with approximately 1,500m below surface. The ore body extend 1230m width from northwest to southeast by 300–400m length east-west. The mine currently produces at full production of 80,000 tons per day until 2041. Part of the extension of current active production block and mitigation sits 225 m above the production block 1 (PB1) and 2 (PB2A and PB2B) which located in 2590L, named production block#4 (PB4W and PB4E). As the mining continues at PB1N, PB2A, and PB2B, the cave growth vertically and laterally to south perimeter of the footprint affecting the integrity of PB4W/E footprint. Currently, PB1N and PB2N are in active production whilst PB4E development continues from South against PB1N cave, as can be seen in Figure 1. A slight overlapping between PB1E and PB4E intentionally to promote cave connections between the two caves. Despite low stress model in the PB4E near existing caves, the PB4E cave propagation expected by the large strain and will be propagating in tension failure to the PB1E cave. Hence, designing the drill drives edge and first drawbell location as close as possible to the PB1E cave is necessary to guarantee cave connection. Since PB4 footprint development commenced in December 2021, there have been a substantial cave propagation observed from existing downhole monitoring. As the PB4 footprint designed perpendicular to existing DMLZ PB1 cave, adjustment of the development edge design is necessary to reflect the progression the loosening zone propagation to the South. Final life of mine design for extraction, undercut and ventilation level were decided in October 2023 considering latest update cave (fractured/ yielded) boundary. Numerical model of potential rock mass damage also aids the decision to locate the drift edge design. Predicting the cave progression impact is critical to both production at the existing active blocks and development of the new area. The use of cave shape data from year 2021–2023 gives an insight of the cave shape estimation at the end of 2024 when the undercut drift will be developed. This paper presents actual cave growth of active production blocks and its relative vertical progression impact as the result of drawing in order to plan for acceptable rate and provide mitigation once the minimum acceptable rock mass condition and minimum pillar threshold achieved.

Large room and pillar mines are characterized by numerous and widespread working places. Ventilation requirements are high since each panel employs men and equipment that work simultaneously in multiple headings. Also, it usually is not feasible to redirect airflow from idle to active panels as the demands of each shift vary so every panel in the mine is fully ventilated at all times. Ventilation requirements will be even higher for mines that are classified as gassy. As a result of these considerations, ventilation systems for room and pillar mines are generally designed to handle large quantities of air. But as mining progresses and the mine be- comes larger, greater demands will be placed on the ventilation system. To insure that adequate ventilation is maintained at these times, ventilation engineers must anticipate problems and plan how best to deal with them.

"Highwall miners have been widely used to extract additional coal reserves from existing surface operations, particularly on contour operations in the Appalachian coalfields. Using a continuous miner cutting head, coal may be extracted from significant depths (such as 150 m), leaving behind an array of web and barrier pillars with the purpose of maintaining highwall stability. This method inherently involves elevated risks to both equipment and personnel due to proximity to and increased exposure time near highwalls. As a result, modern operations should actively design web and barrier pillars to maximize extraction while providing adequate stability. The ARMPS-HWM software, an empirical-based program created for the design of web and barrier pillars at highwall mining operations, is one such approach. The calculated stability factor is compared with empirically established guidelines produced from examining case histories.The ARMPS-HWM program is a handy tool for initial design, but understanding the site’s structurally significant geologic features and geomechanical behavior is important and may potentially increase extraction. We created a two-dimensional numerical model using FLAC3D and calibrated it to ensure pillar strength, closely following the Mark- Bieniawski formula for a typical range of pillar geometries and overburden properties. The development of pillar stresses along a highwall panel was then numerically investigated as mining progressed, and the stress distribution between barrier pillars was found to be asymmetric, which can result in an over-design of the closeout web pillars if tributary area loading is assumed. Finally, the importance of adequate barrier pillar stability is highlighted."

FTIR measurements using a special ATR cell were carried out to investigate the adsorption of two thiol collectors, potassium ethyl xanthate (KEX) and sodium diethyl dithlophoshate (NaDTP), on an unoxidized lead sulfide surface. Both qualitative and quantitative determinations of the collectors were made at the coverages from two monolayers down to 2% of the monolayer. The experiments revealed that the thiol collector species coordinate to the lead atoms at the surface of lead sulfide but the surface products distinctly differ from the precipitated bulk lead compounds. There exists a linear relationship between the coverage and the signal intensity of the IR spectra within the coverage range studied.
