Two new coal use technologies are on the verge of commercial acceptance by the utility industry: atmospheric fluidized bed combustion (AFBC) and gasification combined cycle (GCC). Generating plants under construction or in planning will replace older pulverized coal (PC) boilers or substitute for new PC boiler capacity. This paper reports recent developments in the commercialization of AFBC and GCC, emphasizing the potential impact on the coal mining industry. The influence of coal quality characteristics on fuel selection is explored by means of preliminary economic calculations for different coals and competing fuels.

INTRODUCTION The Tokyo metropolitan region, inclusive of the three neighboring prefectures (Kanagawa, Chiba and Saitama), has the highest concentration of population and industry in Japan; with an area of 13,500 km2 or only 3.6 percent of the national land, but a population of 31.8 million or 26 percent of the national total, and a Gross Regional Product (GRP) of146 trillion yen (US$1.33 trillion) or 36 percent of the overall GDP of Japan as of 1990. Tokyo Bay, embraced by the metropolitan region as shown in Figure 1 (a), (b), is open to the Pacific Ocean as a marine gateway and is ringed by large cities and coastal industrial zones together with port facilities, all constituting a concentration of prime importance for socio-economic activities. The Trans-Tokyo Bay Highway (TTB highway), which crosses Tokyo Bay and provides a direct transportation link between the west and east sides of the bay, has long been a sort of “dream-come-true” project in Japan. As shown in Figure 2, linked to the Tokyo Bay Shore Highway, Metropolitan Inter-city Expressway, Tokyo Outer Ring Road, Tateyama Express-way, and others, it will play an important role as an integral part of the regional highway network to help promote spatial redistribution and multi polarization of urban functions, thus strengthening cooperation between cities and restructuring the metropolitan region. The TTB Highway is a project of 15.1 km in length designed as a toll highway to cross the bay by tunnel and bridge, and will require ten years to complete at a total cost of more than 1,438 billion yen (US$13.077 billion). Following more than 20 years of feasibility and environmental assessment studies, construction of this giant offshore highway project commenced in May 1989 as the first large-scale highway project with private-sector participation under the prevailing Road Law in Japan, and is now steadily proceeding toward the goal of completion in fiscal1997. This report outlines the entire TTB Highway project, including the waterproofing measures against high water pressure and the rapid construction method applied in the construction of shield tunnel sections.

REAM (for Rapid Excavation And Mining) is a method of rock fragmentation by high-velocity projectile impact developed by Physics International Company. This paper reports the results of field testing over the last two years. The success of the method is based on the fact that the amount of rock broken per shot scales nonlinearly with projectile impact energy. Thus, high energy impact yields spectacularly low specific energies for rock breakage. The field work reported used 90- and 105-mm military guns to accelerate 8-1/2 and 10-pound concrete and steel projectiles to velocities of 5000 to 5500 fps. All tests were performed in a competent 25,000 psi granodiorite at Hope Valley, California. During the first year of field testing 26 feet of 13-foot-diameter tunnel were produced with the 105-mm gun. The first 20 feet of this tunnel were line-drilled to aid in producing a stable portal. During the second year the tunnel was extended an additional 29 feet using the 90-mm gun. The 55-foot tunnel was produced by 590 shots. Between 1-1/4 and 1-1/2 tons of granite were broken by each shot. A silenced 90-mm gun was placed underground and the tunnel portal closed with a steel barrier. Overpressures of less than 1 psi were measured on the inside of the barrier, corresponding to an impulse noise of about 170 db. The muck produced was similar to drill and blast muck. Overbreak and ground support problems appeared to be less than with drill and blast. The contour of the tunnel was easily controlled using the 90-mm gun; the tests were also conducted using a 57-mm gun for trimming. Projections indicate that advance rates with REAM will be three to seven times faster than drill and blast, at less than two-thirds the cost. This is based on the development of a fully integrated continuous system and an inexpensive propellant giving a total expendables cost of less than $3 per shot. Other applications of the REAM technology are found in secondary breakage for open pit mining, in drilling large diameter holes, and in underground mining for longwall mining, overhand stoping, and raising.

The mining workforce experiences high rates of hazardous noise exposure and hearing loss. However, previous studies have identified specific behavioral and attitudinal barriers that keep miners from effectively acting to prevent their own hearing loss. NIOSH has developed several new hearing loss prevention tools and interventions that specifically target these barriers to prevention. The NIOSH Hearing Loss Simulator addresses motivation to take action and knowledge about the consequences of noise exposure. The QuickFit earplug test device and QuickFitWeb online hearing protection tester address barriers to effective earplug and earmuff use by verifying at least 15 decibels of protection. The NIOSH Roll-Pull-Hold technique helps miners obtain better protection through an easy-to-remember set of steps that improves attenuation by 9 decibels. The ?Inquiring Ears Want to Know? fact sheet helps miners to understand audiograms and to use them to maintain their hearing health. Each of these interventions can be used within the context of a comprehensive hearing loss prevention program.

The Emerald Mine No. 1, located in southwestern Pennsylvania is presently owned and operated by Cyprus Minerals of Englewood, Colorado. High volatile bituminous coal is produced from the Pittsburgh No. 8 seam by both longwall and continuous mining methods. The coal is then mechanically cleaned on site utilizing a combination of heavy media separation and froth flotation methods prior to shipment to both the metallurgical and steam coal markets. The Emerald Mine is presently producing 2.8 million raw tons per year, while liberating approximately 6.5 million ft per day of methane. In light of the methane liberation rate, ventilation requirements have been significant and have always received utmost priority and consideration. Figure 1 shows the locations of the current and proposed shafts. Emerald utilizes two Joy (Model M120-58-880) axial vane fans on shafts No. 1, No. 2R, No. 3R. (one operational, one stand-by) The use of computer simulation of various ventilation networks was initially employed during the design stages (1975-1977) and has been utilized through the present. Obviously, the initial planning, under the ownership of Lykes Resources, was strictly theoretical. All the quantities were proposed and the resistances were based on prior simulations of other mines and mathematical formulas. However, once the mine was moderately developed, actual values were recorded and utilized. "Over the past decade, as conventional underground deposits have been depleted, mining operations have been forced to produce at greater depths and in more geologically and geometrically challenging conditions. As such, there has been a global increase in the application of cemented paste backfill (CPB) in tabular deposits utilizing open stope mining method with a delayed backfill placement. Despite the extensive use of CPB, many fundamental factors affecting the design of safe and economical fill structures are still not well understood. A critical issue in the design of backfilled stopes is the determination of stress states within the fill material itself as well as the surrounding rock mass. Analytical equations provide a means of quickly evaluating the effectiveness of a given design. However, in developing these equations large assumptions are implemented to simplify the design problem. It is important that one understands these simplifications as well as their effect on the overall design. This paper investigates common analytical equations utilized in the evaluation of single vertical backfilled stopes and their assumptions through comparisons to numerical modeling results. INTRODUCTION AND BACKGROUND As the mining industry continues to produce at greater depths and in more geometrically and geologically complex conditions, cemented paste backfill (CPB) has gained traction as a means of providing localized ground support in modern stope-and-fill mining operations. The application of CPB in stope-and-fill mining as a ground support material has led to the reduction of mine waste costs, while increasing both mine production and stability. In an attempt to achieve total extraction of the mining reserve, stope-and-fill mining operations often employ a primary-secondary excavation-support sequence (see Figure 1). In this practice, primary stopes are initially excavated and then backfilled in a two-stage pour; plug and final pours. During the first stage (plug), a CPB material with increased cementitious content is placed at the bottom of the stope providing a strong base from which to build a backfill structure as well as protect mine works from material breakthrough. Following placement, the backfill plug is allowed to cure to a given strength as designated by the mine design. Upon achieving the required cure strength, a less cementitious CPB material is used to backfill the remaining stope area. This is referred to as the final pour stage. With all primary stopes excavated and supported using backfill, the extraction of the secondary stopes commences as primary stopes are utilized as artificial pillars. While the application of CPB in a primary-secondary extraction-support mining sequence allows for a substantial increase in reserve recovery, it is imperative the mining personnel and planning engineers have a clear understanding of the material’s behavior and stress interaction with the surrounding rock mass to ensure the most efficient, cost-effective, and safe extraction of underground deposits."

Mines are constantly trying to improve production processes by optimizing work cycles, reducing operational delays, minimizing costs, controlling equipment utilization, and preventing occupational hazards. Currently, advances in digital mining technologies within the concepts of 5G and Industrial Touch Internet are allowing better control and monitoring of underground mining equipment, with centralized control systems that unify data analysis for proper decision making. A wireless 5G-based platform for controlling and monitoring systems for underground mine operations can be designed over a comprehensive layout in where bandwidth selection, sensor location, Wi-Fi repeaters and power distribution are put together to build a successful supervisory system. In order to confirm the validation of these concepts, a case study is proposed for a medium-sized underground mine with a multi-level network which includes tablets managed by production supervisors, along with other data collection devices installed in semi-autonomous mining equipment, collecting, and distributing data in near-real time, with interconnection to support and services areas on the surface.

Between 1996 and 1999, a high-performance Robbins TBM [235-282] excavated a 5 mile long, 23´2? wide, and ~700´ deep tunnel through the subsurface of southwestern Queens. Low penetration rates (~6´/hr [actual] vs. ~9´/hr [anticipated])resulted from changed rock mass conditions mostly attributable to high-grade metamorphism of the rocks. Over a three-year period, as-built circumferential geologic mapping (scale 1?=10´) and digital imagery of the tunnel, fracture and fault analysis, structural, lithologic, and petrographic studies have shown that the rocks of the Queens Tunnel consist of orthogneiss of mesocratic, leucocratic, and mafic composition. These metaigneous rocks developed coarse-grained fabrics during Grenvillian (~1.0 Ga) granulite facies metamorphism, and retained their nearly anhydrous, poorly foliated character during subsequent high-grade Ordoviciande formation. Lacking a penetrative foliation, the coarse granoblastic rock texture and extraordinary garnet content (up to 50% in some zones) together proved animpediment to efficient chip production and resulted in bimodal production of blocks and excessive fines. TBM excavation of the Queens Tunnel was also hindered by geological conditions that included unexpected lithology and rock fabric orientation, a zone of crosscutting hypabyssal rhyodacite dikes, and unanticipated extent of brittle faults. The dikes and brittle faults produced blocky ground conditions and a collapsing face condition that produced cutter damage and decreased utilization. Such fundamental textural, mineralogic, and lithologic control over hard-rock TBM penetration can be predicted by careful pre-bid geological analysis. To determine the causes of lower than anticipated TBM performance, a detailed investigation was carried out that included analysis of operational data from the TBM data logger and an extensive laboratory test program on cores retrieved from tunnel walls. Integrated laboratory testing included punch, point load, tensile strength, Cerchar abrasivity, and linear cutting tests, independent petrographic analysis and machine performance analysis. These allied investigations have provided quantification that the rock mass exhibited an unusually high degree of toughness and rock directional properties and established geological causes for decreased TBM penetration rates.

The European industrial minerals industry and its markets are largely self-sufficient. The companies who are members of the Industrial Minerals Association (IMA-Europe) number around 150 contributing 5 billion Euros to the EU?s GDP and range in size from global publicly quoted corporations to small family owned private companies. Their means and capability to implement sustainable development vary considerably. However the leading companies provide an excellent set of best practices, which IMA as a trade association with recognised core competencies in the field of sustainable development is ideally placed to promulgate throughout its membership. As an active participant in the EU Voluntary Scheme for SDI reporting IMA is not only working to increase the level of response to the SDI questionnaire but is also developing with its members a new sustainable development charter which its members will voluntarily adopt as a guiding principle for their implementation of sustainable development This work will be a consultative process involving all IMA?s section members as well as other trade associations, NGOs and MEPs. Public awareness of the benefits of minerals and their contribution to sustainable development has been raised by IMA?s awareness campaign now being followed by a more targeted programme aimed at MEPs. Further work in the future will consider product stewardship and life-cycle analysis. IMA is already positioning itself with the help of its members to assimilate the minerals industry of the accession territories in the sustainable development process.

The proportion of underground coal production as a percentage of overall Australian production has fallen in the last 10 years, with underground production remaining more or less static at about 53 Mt (58 million st). However, underground coal mining remains a viable industry in Australia, due to use of modern longwall mining systems. In 1993-1994, 26 longwalls were in operation, with total production exceeding 39 Mt/a (43 million stpy). Some of these longwalls achieve productivity levels approaching efficient opencut operations, and in some cases, they exceed them. These high-production longwall mines are not without problems when depth and distances from outcrop increase and the gas content of the seams approaches or exceeds critical limits. When gas content of a coal seam exceeds 6 m3/t (233 cu ft/st), gas flows into the mine may be sufficient to interrupt production from time to time.

It is believed that sulfur and volatile matter con-tents in coals are the main intrinsic properties to cause the self-heating of coal. Their oxidation at lower temperatures than that of fixed carbon to initiate coal's self-heating should be quantified. This study is aimed to improve the previous mathematical model developed by the authors for studying the coal's propensity for spontaneous combustion. It enhances the model's ability to consider the effects of sulfur, volatile matter and moisture contents in the coal three important factors affecting the coal's self-heating process. Sulfur exists in coal primarily in the form of pyrite which will be oxidized rapidly under suitable conditions. Volatile matters, higher in low rank coals, are more easily to be oxidized. Heat of water condensation provides initial energy for low temperature oxidation. Heat release rates for pyrite oxidation and moisture condensation are built in the model. Finally, the simulation results in terms of time versus temperature on pyrite oxidation and moisture condensation are validated with the adiabatic testing data respectively.

To evaluate methane explosion hazards in longwall coal mines, a CFD model was developed along with a 1/40th-scale, optically accessible model of an underground longwall coal mining section. In this project, CFD models assisted in the design of the physical model to ensure specifications were met for accurately representing the scaling physics as well as to assist in narrowing the experimental matrix and identifying key locations for sensor placement to measure velocity, pressure, and gas concentrations. This research will help develop strategies for methane monitoring that prevent methane ignitions and explosions in longwall coal operations.

The following report details the successful construction of Contract 2A of the Three Rivers Water Quality Management Program, Intrenchment Creek Combined Sewer Overflow Conveyance System, in DeKalb County for the City of Atlanta, Georgia. The contract required construction of approximately 2878 m (9443 ft) of tunnel bored to an initial diameter of 7.95 m (26 ft 1 in), with provisions to concrete line those portions designated by the engineer to a finished internal diameter of 6.91 m (22 ft 8 in). Flanking the tunnel are two shafts. The upstream shaft was excavated to a nominal diameter of 4.87 m (16 ft) to accommodate a finished internal diameter of 3.66 m (12 ft). This shaft required a transition boot fully concrete lined to final dimensions of 6.91 m (22 ft 8 in) wide, 13.72 m (45 ft) long, and varying in height from 6.91 m (22 ft 8 in) to 12.80 m (42 ft). Associated work necessary to complete the contractual obligations included installation of 22.86 m (75 ft) of cut-and-cover box culvert, 484 m (1589 ft) of open-cut sewer installation in sizes ranging from 0.30 m (12 in) to 1.68 m (5 ft 6 in), one river crossing, 137.46 m (451 ft) of monolithic concrete trapezoidal channel, and installation of 19125 cu m (25000 cu yd) of select fill material compacted and graded to finished contours. The downstream shaft was excavated to a minimum diameter of 12.04 m (39 ft 6 in) and concrete lined to a finished internal diameter of 10.67 m (35 ft). Requirements here included installation of a complete pumping station with all mechanical, electrical, and structural elements necessary for dewatering the tunnel through the controlled use of four 250 hp submersible pumps discharging into the facilities of the Intrenchment Creek Water Pollution Plant. Section 25 has been assembled to give the geological, mining, or metallurgical engineer an overview of some of the important downstream operations that typically follow mining activities. This subject is obviously too broad and complex to be covered in detail within this Handbook. However, the engineer will be interested to learn about the basic fundamentals, and especially how they might affect the economics of the total project from prospecting and mining through to metals recovery and marketing. In this way, it is hoped that the engineer will have a better overall appreciation for the technical and commercial prospects of a mining and metal-producing project.

Thunder Basin Coal Company received the 1987 Wyoming Excellence in Surface Mining Award for construction of the State's first major sediment control reservoir to be designed using the new settleable sol ids standard. Use of this standard resulted in construction cost savings of more than $250,000; reduced water quality monitoring; enhanced downstream channel stability because of more natural sediment loading; allowed simultaneous establishment of permanent waterfowl and fisheries habitat; and provided a quality recreational site. This article will address factors associated with the design and construction of that sediment reservoir and the benefits that were realized. "The Riyadh Metro Project forms part of a complete new public transport system integrated in the urban planning and development of the fast growing capital city of the Kingdom of Saudi Arabia. The Design & Build project consists of 176 km of a new metro network with 57 km of double track single tunnel infrastructures, spread over six metro lines. During the design phase, geological, hydrogeological, geotechnical and geophysical site investigations were undertaken to chart the, previously uncharted, underground construction space. Different TBM solutions were selected for implementation taking due consideration of the ground conditions of each metro line. The results obtained from deep excavations for underground stations and analysis of the TBM tunneling data will be used as key input for future tunneling projects in the Riyadh and the Kingdom of Saudi Arabia. The present paper details the design conditions and presents the solutions for large diameter tunnels in karstic limestone. INTRODUCTION The High Commission for the Development of Arriyadh was established in 1974 as the organizational, planning, executive and coordinating body responsible for the development of Riyadh. Arriyadh Development Authority (ADA), established in 1983, is the High Commission’s executive, technical and administrative arm. The ADA is responsible for implementing the High Commission's organizational, planning, executive and coordinating decisions and missions (ADA 2015). One of the remits of the ADA is the preparation and execution of a transport plan for the city. The metro network is planned to be the backbone of the public transport system developed as part of the King Abdulaziz Project for Riyadh Public Transport in Riyadh. With six lines and a total length of 176.5 km (Table 1) and 85 metro stations, the metro network will cover most of the densely populated areas, public facilities, and the educational, commercial and medical institutions. The network will connect the King Khalid International Airport, the King Abdullah Financial District, main universities, Riyadh downtown and the public transport center. The public transport plan includes a future bus network with 22 lines on 1200 km and 6765 stops that will be the main feeder for the Riyadh metro network; it will also be the main mode of transportation within and around Riyadh districts (ADA 2015)."

The Florida Institute of Phosphate Research (FIPR) has funded a four-year research project to develop a computer model 'which will predict the hydrologic impacts of phosphate mining on surface and groundwater systems. The core of the model is an analytical geographic information system (SPANS) which integrates EPA's Hydrology Simulation Program Fortran (HSPF) surface water model with the McDonald-Harbaugh groundwater model (MODFLOW). The hydrologic model conducts both event and continuous annual Simulations driven by variable precipitation and temperature data. The model is currently being calibrated and will be ready for distribution to the user community in mid-1991.

The Cripple Creek and Victor (CC&V) Gold Mine (Cresson Project) (Fig. 1) is undergoing an expansion to extend production to the year 2025. This expansion involves building a high-grade ore mill, another valley leach facility (VLF) for heap leach operations and expanding the overburden storage areas. The current operating pits are progressing downward from the oxide ore into a more sulfide and telluride-rich orebody. There is still oxide ore present in the current pits and planned pits not yet mined. There is an increased need for two recovery processes for these two different types of ore. The key component to this expansion is the high-grade ore mill, which has gravity, flotation and carbon-in-pulp (CIP) circuits. The mill will be the main recovery process for the higher grade, more sulfide/telluride-rich ore. This ore type does not recover well on the heap leach pad due to its refractory nature. Geometallurgy is vital for ore characterization for the two recovery methods. Geometallurgy helps develop indices that are used to predict parameters that influence overall recovery and production, such as hardness, crushability, grindability, pH fluctuations, gravity (coarse) gold, flotability and cyanidability. Using geology and mineralogy along with other analytical data, geometallurgical models are constructed and applied to the resource block model for proper planning and extraction of the gold. Geometallurgy aims to analyze the variability in the different responses to the parameters to help reduce risk (costs) and optimize recovery (profit).

"On October 11, 2000, an estimated 306 million gallons of water and coal waste slurry drained from an impoundment in Martin County, eastern Kentucky into an adjacent underground mine. Approximately 230 million gallons of the water and slurry discharged from two underground mine portals and affected over 75 miles of streams in Kentucky and West Virginia. In response to this and several other similar events, the U.S. Office of Surface Mining Reclamation and Enforcement (OSMRE) commissioned an oversight study that evaluates how well state and federal regulatory programs established under the Surface Mining Control and Enforcement Act are ensuring that impoundment operators are minimizing the potential for impoundment-basin breakthroughs. The study focuses on slurry impoundments constructed in the hollows of Appalachia where numerous coal seams and steep topography combine to result in a large number of mined seams intersecting and underlying impounding facilities. Factors under consideration include: (1) full accounting of all mineable coal seams intersecting and underlying the impoundment; (2) identification and accurate location of underground mines close enough to the impoundment to potentially affect its stability; (3) assessment of the stability of coal barriers between the impoundment basin and adjacent mines, and stability of roof rock and pillars in mines subjacent to the structure; (4) determination of the flowability of the impounded slurry when expanding or undermining the facility are being considered; and (5) measures undertaken to reduce breakthrough potential when necessary. The oversight study began in 2012 after program-evaluation criteria were defined in an OSMRE technical position paper. The study is scheduled to be completed in 2017. BACKGROUND The Surface Mining Control and Reclamation Act (SMCRA) authorizes the disposal of coal mine waste by constructing a coarse coal mine waste embankment across a valley and pumping the fine coal mine waste (slurry) into the resulting basin (Figure 1). A concern shared by many engineers, geologists, and mine inspectors familiar with coal mine waste slurry impoundments is related to the common occurrence of underground mine workings adjacent to or beneath the impoundment: the potential for slurry “breakthroughs” into mine works and subsequent breakouts into the surface waterways (Figure 2). On October 11, 2000 a combination of coal refuse slurry and water from the Big Branch impoundment in Martin County, Kentucky broke through into an underground mine and subsequently discharged into the receiving streams. The location of the point of breakthrough, pathways of slurry/water flow within the mine workings, and two points where the liquid exited the mine are shown in Figure 3. An estimated 306 million gallons of water and coal refuse slurry drained from the impoundment into the adjacent underground mine. Approximately 230 million gallons subsequently discharged from the underground mine at two portals."

Contract practices affect cost and schedule of tunneling works, impacting risk allocation between Owners and Contractors. The Authors compiled a dataset of projects constructed in the Toronto Area between 1990–2020 procured either Design-Build or Design-Bid-Build. Data were analyzed identifying independent cost variables across the two methods. Overall industry efficiency further comparison with historical information demonstrates the costs of engineering ongoing escalation due to rising trends in environmental requirements and public consultations stirred through modern communicative platforms. These hard to predict and estimate costs need to be included in the risks evaluated and managed by Owners and not by Contractors
