A new monitoring device called SAFEBOLT (Stress And Force Evaluator in BOLTs) has been recently developed at McGill University. The device is essentially an alternative to the load cell, it permits the monitoring of bolt axial load in the field. The SAFEBOLT system consists of a portable readout unit, a connecting cable and the SAFEBOLT device, which is installed in the bolt head. The new device can be installed on any industry standard rockbolt or rebar. The device is completely encapsulated in the bolt head, which makes it resistant to corrosion, rugged, and free of any electric wires. Pilot tests at two underground Quebec mines were carried out and helped improve the initial design of the device head.

I. INTRODUCTION West Virginia has a long history of coal production.1 The state at one time led the nation in total coal production, while at the same time coal from West Virginia constituted one quarter of total U.S. coal production.2 In more recent years, however, West Virginia’s level of coal production has been reduced in comparison to that of other states due to the high relative cost of producing coal in the state.3 Another blow to the producers of coal in West Virginia is the action known as Bragg v. Robertson.4 In 1998 various individual plaintiffs, as well as a conservation group known as the West Virginia Highlands Conservancy, filed a civil action under a provision of the Surface Mining Control and Reclamation Act of 1977, Pub. L. No. 95-87, §522, 91 Stat. 445 (codified at 30 U.S.C. §§1201-1328) ("SMCRA" or the "Act") that allows declaratory and injunctive relief against state and federal officials for non-compliance with the Act.5 The plaintiffs generally claimed that the Director of the West Virginia Department of Environmental Protection ("WVDEP") had exhibited a pattern of violating mandatory non-discretionary duties under SMCRA and the West Virginia state regulatory program.6 These non-discretionary duties involved many areas of regulation, including water quality standards, disturbance of wetlands, hydrologic reclamation plans, Approximate Original Contour ("AOC") requirements and AOC variances, post-mining land uses, contemporaneous reclamation, and as explained later, the "buffer zone rule."7 In addition to these claims against WVDEP, the plaintiffs also alleged that certain individual members of the Army Corps of Engineers (the "Corps") had failed to carry out statutory duties under the Clean Water Act (the "CWA") and the National Environmental Policy Act ("NEPA").8 Generally, the complaint stated that the Corps did not have statutory authority under the CWA to regulate valley fills created for the purpose of the disposal of waste material, i.e., the overburden associated with mountain top mining.9 Alternatively, the plaintiffs claimed that even if the Corps could regulate valley fills, the Corps violated NEPA by issuing nationwide permits without required analysis. Finally, the plaintiffs asserted that the issuance of a nationwide permit for surface mining valley fills is unlawful.10

As a followup to a USBM-sponsored research project, the authors utilized the knowledge-base structure and system concepts from a Sun Sparcstation-based worker-scheduling system of the mine-management support system to develop a PC-based application. The new software adopts the nested-window concept to facilitate data collection and modification on personnel, including their availability and work priorities during a shift. The system can optimally allocate manpower on a work shift and can delineate supervisory training responsibilities. The various components of the software, including enhancements made to the original system, are described in detail.

An assessment of U.S. western hard-rock miners? noise exposures was conducted as part of a multi-year National Institute for Occupational Safety and Health (NIOSH) survey of noise exposures in each sector of the mining industry. Noise from selected mining equipment and operator noise exposures were measured, analyzed, and tabulated for dissemination to the participating sites and are being used to direct NIOSH research and interventions to address the greatest noise hazards. Eighty-two noise dosimeter measurements were obtained, along with time-motion studies as the miners operated hard-rock mining machines. Ninety-six percent of the operators had daily noise doses that exceeded the Mine Safety and Health Administration?s permissible exposure level. The average gold miner dosages while operating the following equipment were: haul trucks - 261%, load-haul-dumps (LHDs) - 235%, single boom drills - 221%, bolters - 214%, and dual boom drills - 163%. The worst exposure level was a silver miner with a daily dose of 873%. Time-motion data showed that this miner?s exposure accumulated most rapidly while operating a jack-leg drill. These results will be used to help prioritize noise control development by NIOSH and other partners. Production evaluations were conducted at Daisy Gold Mine (Glamis Gold, formerly Rayrock), between August, 1997 and August, 1998 to quantify the effect of 3M fluorochemical surfactants (fluorosurfactants) on extraction kinetics and gold recovery in gold heap leach mining operations. Ore was treated at a level of 7-10 grams surfactant per ton of ore using 3M Pluorad TM Leach Mining Additive PC-GOLD. Kinetics and gold recovery were determined by solution assay for each of the tests. Both tests indicated improved kinetics, and data from Test 2 was used for determination of a quantitative increase in gold recovery resulting from PC-GOLD addition. A discussion of test results including methods used to determine gold recovery is provided.

The Mojave Desert is a particularly fragile ecosystem that faces several significant impacts. These include rapid housing development, overdrafted water supplies, and loss of wildlife habitat as a result of mining, industrial activity and urban sprawl. Over the past three years, a diverse group of educators, natural resource managers and business leaders has been assembled under the auspices of a local college to provide unique natural resource education opportunities for the region. By leveraging the collective experience of these present generation natural resource professionals, the Mojave Sustainability Project hopes to provide the next generation of professionals with that knowledge and those technical skills upon which tomorrow’s community can rely. This paper is a case study of how partnerships between academia, government, industry and the community can serve to address the regional social, environmental, and economic needs of today, while investing in the development of those professionals who will balance these needs tomorrow.

The Support Technology Optimization Program (STOP) has been developed by the National Institute of Occupational Safety and Health (NIOSH) to provide a comprehensive tool for evaluating the performance of available secondary roof support systems and designs based on support strength, convergence, cost, installation time and material handling considerations. This program uses engineering models developed from full-scale testing of numerous supports under controlled loading conditions in the unique NIOSH Mine Roof Simulator load frame to determine the support load-displacement performance as a function of the various sup- port design parameters. Both standing supports, such as wood cribs installed within the entry, and intrinsic supports such as cable bolts, can be evaluated. Support systems can be designed and compared for use in a new mining section or to evaluate potential replacements for an existing design. The support design requirements are defined from 1) estimating the failure height in the immediate roof, 2) in-mine measure- ments of support and strata interaction or development of ground reaction curves from numerical modeling, 3) the performance of an existing support system, or 4) from any arbitrary load and convergence criteria. All settings can be saved to permit resuming an evaluation in progress at a later time. This paper presents the updated MS Windows version of this tool, which can be easily installed and run on a personal computer. This Windows implementation will feature a project and application scenario setup where multiple scenarios can be assigned to one project. Scenarios can then be compared on support parameters and cost. Cost parameters can be provided either as individual cost items or using a price grouping feature. Additional support performance curves and/or additional ground reaction curves will be distributed with program updates as new information is developed. Users can also provide their own support and/or ground reaction curves.

Controlled recirculation of ventilation air in underground metal and nonmetal mines has the potential to improve airflow and the health and safety of miners when implemented properly. Previous research by Robinson, Marks, Cecala and others concluded that the success of a district recirculation system is predicated upon an adequate supply of fresh air and the use of a reliable monitoring system for safe operation. This recent research also showed that contaminant levels will not exceed pre-recirculation levels, and that district recirculation can improve the dilution of face contaminants, especially methane gas. To illustrate the process of implementing controlled recirculation and also to promote and give guidance to mine operators in consideration of this tool to improve mine airflow, Office of Mine Safety and Health Research (OMSHR) researchers acquired baseline airflow and contaminant data from a multi-level room-and-pillar nonmetal mine and used commercial ventilation network software to simulate base case conditions and recirculation of mine air. Mine return air baseline contaminants of dust and diesel particulate matter were at lower levels than intake air, providing the potential for improved face air quality. A ventilation model implementing controlled recirculation was developed and analyzed, showing an increase in air quantity at the face, improved intake air quality, and contaminant exposure levels below those set by statutory requirements. These results, along with conclusions reached by previous researchers, provide the basis for examining the safe and effective implementation of controlled recirculation in metal and nonmetal underground mines using this mine as an example.

In a mine operation, the proper strategy to handle residues is one of the main concerns, in particular when dealing with mine/plant liquid effluents. Most active water treatment systems at metal mines rely on standard alkali-addition procedures. However, the increase of mineral prices, stricter environmental standards and high metal content in some effluents, has led to the development of alternative treatment techniques for their removal and/or recovery. This article presents a roadmap to face mine wastewater treatment requirement, with focus on two active treatment strategies: 1) conventional lime-based technology and 2) the use of NaSH or Fe(OH)3 for metal precipitation and separation, including possible valuable elements recovery. The Roadmap consists of 1) Approach to effluent treatment 2) Characterization 3) Precipitation tests 4) Solid/liquid separation tests and 5) Economic analysis.

In 1986 the city of Johannesburg celebrates its first century of existence. The fact that the city was founded to exploit the gold deposits which underlaid it, prompts this review of the gold process development in the mining industry of South Africa. Clearly a complete history of, the gold recovery process to date is not called for and it is proposed therefore to outline the most significant developments which have taken place since the middle 1930's, that is to say the last 50 years or so. Prior to this period the industry had seen the development of comminution processes employing cone crushing in closed circuit with vibrating screens followed by grinding in rotating mills and the gradual disappearance of stamp mills. The all sliming process was well established as a viable route and continuous dewatering in thickeners, continuous leaching and filtration were serious rivals for the earlier batch processes. Continuous processes for gravity concentration had also been developed and the recovery of gold from pregnant solutions employed cementation on zinc dust as opposed to shavings. Thus at the beginning of the half century under review the industry had adopted, or started to adopt, many of the processes still accepted as modern practice. However in some areas little change was evident this was especially so in the smelthouse where some thirty more years were to elapse before the hand stoked coal fired calcine and reverbatory furnaces were replaced by more environmentally acceptable electric furnaces. The most significant feature in recent history has been the mining of progressively lower grades of ore and the retreatment of tailings from earlier operations, much of the latter comprising tailings only a decade or even less in age. Notable among these operations are those on the East Rand near Springs in the Transvaal, in the Orange Free State at Welkom and more recently, massive reclamation of tailings close to the city centre itself. The carbon in pulp (CIP) process has been much publicised in recent years and all new plants erected during the 1980's have adopted this route for gold recovery. However the major proportion of tonnage milled in the industry is still subjected to the more traditional process of liquid solids separation by vacuum filtration. "With up to 2,300 m (7,545 ft) of rock on top of it, the Gotthard Base Tunnel, which is scheduled to go into regular operation in December 2016 in the Swiss Alps, is not only the world’s longest, but also the deepest railway tunnel ever built. Accordingly, the temperatures in the tunnel are very high, with the surrounding rock expected to reach 45° C (113° F) once the tunnel is fully operational. Since unrestricted rail operations are only permitted in temperatures of 40° C (104° F) or less, the heat has to be controlled with suitable equipment. Large fans developed and built especially for this application by TLT-Turbo GmbH provide fresh air for regular operations as well as during maintenance and repair work. Separate fans ensure that the emergency exits are properly ventilated in case of fire. In addition to coming up with a technical solution that could handle the special challenges of this project, the engineers and planners had to develop detailed preliminary plans as well as a sophisticated logistics and installation concept.The Gotthard Base Tunnel consists of two 57-km (35-mile) long tubes, one in each direction. Including all connecting and access tunnels, the entire underground system measures 152 km (95 miles). At Faido and Sedrun, at approximately 16 and 36 km (9 and 23 miles) respectively, two multifunction stations were built that cut each of the two tubes into three sections of roughly equal length. Here, trains can make emergency stops and change tracks, if necessary. This is also where eight large axial fans made by TLT were installed that exchange the air, i.e. they extract a certain amount of heated air and inject the same amount of cool fresh air a few hundred meters further down the train tracks. In addition to the four exhaust and four supply fans, 24 so-called jet fans were installed along with associated components like silencers, shut-off dampers, drives and lubrication systems from TLT.In addition to exchanging the air, these fans are used to enable maintenance and repair operations in the tunnel. Current plans call for blocking each tunnel tube for one night per week in order to perform preventive maintenance work, thus enhancing the tunnel’s overall functionality and availability. During these hours, many people will be in the tunnel who require fresh air. “One of the major criteria for winning this bid was the fans’ ability to quickly switch between a wide-range of modes. TLT fans are among the best in the world in this regard,” said Andreas Kuhn, TLT’s project manager for the Gotthard Base Tunnel, about the selection of his company’s fans for this project."

How to quantitatively identify the loads on a square/arch set is a complicated issue in designing the square/arch set in an intersection/entry. From an engineering perspective, understanding the nature and support mechanism of standing support such as a square/arch set can not only help design the support structure to maintain the roof stability, but save the steel materials and costs of manufacturing, labor, and delivery. Based on the design practices in recent years and successful applications in slope bottom intersections, the authors are confident that the concept of interaction and confinement effect between the steel square/arch set and surrounding rocks is critical in designing a proper steel structure to support an intersection/entry. This paper will detail the design concept and its applications in several underground slope bottom intersection designs, reaching the goals of improving roof stability and reducing costs.

The primary factors that determine the marketability of coal from various supply centers in the U.S. are coal quality and supply; i.e. low sulfur, moderate- to high- Btu coals have large market areas when compared to less expensive but poorer quality coals. Price is the major factor in the competitive marketing of similar coal products. Good quality, (moderate- to high- Btu, low sulfur) coals from the Powder River and central Appalachian basins are marketed over large areas of the country, and central Appalachian coal is widely distributed in foreign markets, primarily as coking coal. In contrast, poorer quality bituminous coal (low calorific value and/or high sulfur) from the Illinois Basin, northern Appalachian Basin, and lignite from the Gulf Coast is marketed in or near the States in which it was mined even though the price at the mines may be lower than mine prices for central Appalachian coal. Widespread distribution of sub-bituminous Powder River Basin coal is enhanced by its exceptionally low mining costs, which offsets transportation costs to distant markets.

Nickel is a metal whose workability and mechanical strength at high temperatures and in corrosive environments makes it an indispensable alloying element for the realization of stainless steel, specialty steel, super-alloys, rechargeable batteries and electroplating. Because its main fields of application are key to the development of industry and, thus, to society, nickel has recently been recognized as a potentially critical mineral, despite its abundant reserves. The purpose of this paper is the creation of possible case scenarios determined by factors and events that, in the medium to long term, could change the current structure of the nickel market on the demand and/or the supply side. Four scenarios have been determined by considering a demand variation due to the occurrence of a natural disaster and an aerospace plan implementation and taking into account the resource nationalism and the skills shortage as supply varying factors. Through the creation of a georeferenced global nickel database, the paper proposes supply strategies related to the four scenarios for each top nickel consumer: China, India, European Union, United States and Japan.

"The Industrial Comminution Efficiency (ICE) working group, part of the Global Mining Standards and Guidelines Group (GMSG) has engaged a large number of industry professionals representing mining companies, equipment vendors, consultants and metallurgical laboratories with interests and capabilities in the comminution field. These participants have collaborated to develop three guidelines for the assessment of the efficiency of mineral comminution circuits. Two of these guidelines deal specifically with power based modelling techniques to quantify energy efficiency using widely practiced techniques, those developed by Bond (1961), Rowland and McIvor (2009), and Morrell (2009). The third guideline deals with the sampling and surveying of grinding circuits as is required to provide the necessary information, at appropriate quality, to furnish the efficiency analysis promoted by the first two guidelines. This preprint will focus on the Guideline on Methods to Survey and Sample Grinding Circuits, which is currently in the final stages of peer review and finalization by the GMSG. INTRODUCTION It is important to make a clear distinction on the scope of work of the GMSG guideline for sampling grinding circuits. Many mineral processing practitioners are familiar with the sampling and surveying of comminution circuits, in particular grinding circuits, for performance diagnosis and the identification of optimization potential. These surveys often provide information for population balance modelling of individual comminution and classification unit processes, and as a result require a large amount of information to calibrate and validate the unit models. As a result these surveys are labour intensive, somewhat expensive depending on internal capabilities of the mine site or company, and have a long time span from initial planning to final reporting. They also require a high level of expertise to process the survey data, simulate the circuit and make sensible recommendations on follow up actions. As a result of these factors full grinding circuit surveys are not a common occurrence at a large number of facilities, and several years may pass before follow up surveys are conducted. In the ensuing gap between surveys, the efficiency of the grinding circuit must often be taken on faith, and this is considered an unacceptable lapse in an environment of strained natural resources and low commodity prices. To support the rapid and productive energy efficiency analysis being promoted by the ICE working group, a much simplified survey and analysis process is required. The process reflected in the GMSG guideline is indeed more conducive to frequent analysis, at a skill level that is well within the capabilities of the average plant metallurgist. As a result it becomes feasible to conduct mini-surveys of plant performance, which can be used to quickly and precisely diagnose the high level impact of process changes. It can also be manipulated by experienced practitioner to provide sufficient information for modelling of the circuit to estimate the impact of process changes, supporting an initial rate and rank exercise to focus plant optimization efforts."

Newmont has been producing gold from the Carlin Trend for over 45 years. Naturally the focus, scale and complexity of the operations have changed considerably over this time. Newmont discovered and developed the Carlin Main ore body which is located about 32 km (20 miles) north of Carlin Nevada. The property was developed as a one mine one gold mill treatment plant operation which produced about 6,200 kg (200,000 Troy ounces) of dorè gold bars per year. The initial mine, mill and gold refining facilities were relatively small in comparison to today?s standards. The milling circuit used the Merrill-Crowe zinc precipitation process to recover dissolved gold and prepare a concentrated precious metal ?precipitate? to be melted into a dorè bar for sale.

A study has been conducted to control iron in copper electrolyte streams using Eichrom Industries’s new Monophosphonic /sulphonic acid resin. The resin strongly and selectively extracts ferric ion over copper and cobalt from highly acidic copper electrolytes. The resin has a loading capacity of 27 g/L of iron and can be readily regenerated. In addition, the new resin can be easily synthesized using commercially available starting materials. This paper presents the experimental results for iron control in copper electrolyte streams using the new resin and discusses its potential applications to other hydro-metallurgical streams.

A system of models which simulate surface coal mining operations has been developed for use in mine planning and economic evaluations. Micromodels simulate individual mine operations for equipment selection and mine planning. Macromodels simulate all operations in the complete mine for economic evaluation of reserves. A cash flow analysis model makes a complete discounted cash flow analysis to deter-mine a required coal sales price or return on investment for evaluation of any mining project.

INTRODUCTION General Switzerland is a densely populated country in the heart of Europe. With its total surface of 41.300 km2 and a population of 6,8 million in 1986 the average population density is 163 capita / km2. The population density is lower than in Germany (245 capita/ km2) or the Netherlands (355 capita/km2). The USA have a population density of 26 capita/ km 2. However, sixty percent of the Swiss surface is covered by the Alps and another ten percent by the Jura mountains the remaining thirty percent of the surface is covered by the Swiss plateau where the majority of the population lives. The population in the inhabitated areas is thus substantially higher and may possibly reach those in major metropolitain areas. Due to the high population density in Europe in general and Switzerland in particular future traffic demands cannot be fulfilled sole by car or plane. Environmental and land-use constraints lead to the third option for growing transportation needs: High-speed rail (Bovy, 1990). Switzerland has developed its own approach to promote public transportation and in particular rail transportation: "Rail 2000" (Stalder, 1990). The system "Rail 2000" is based on a series of hubs distributed over Switzerland where easy connections can be made.
