Difficulties with the screening of large volumes of pulp to remove plus 600 /km material before the adsorption circuit and to retain plus 20-mesh carbon in the adsorption contactors have largely been solved, with the result that the plant can now handle its design throughput. The elution and electrowinning processes have been modified to simplify the circuit, but the regeneration of carbon remains unsatisfactory. The production of fine carbon in the plant can lead to increased gold losses, and this carbon must be collected and treated. Collection methods for fine carbon and some indications of the quantity of the carbon and its gold values are given.

In her wonderful book, 'The Guns of August', historian Barbara Tuchman tells us that the French war plan for 1914 was dedicated entirely to an offensive strategy, not a defensive one. Plan 17, as it was called, concentrated everything on a French advance to the Rhine, leaving the French left virtually unguarded. This strategy could only be justified by the fixed belief that the Germans could not deploy sufficient manpower to extend their invasion around through western Belgium and the low provinces; and this in turn was based on the belief that the Germans would never use reserve troops in the front line. Al evidence to the contrary was ignored. But when the war came, the Germans followed Count Von Schlieffen's plan; they did use reserves in the front line and they did come the long way around on the west. The result- as you know-was a protracted war, with fearful consequences for the rest of our century.

The Bond standard grindability test provides a Work Index that is widely used to estimate the energy required for grinding, but the test cannot be applied to fine materials such as plant tailings and middlings. For such materials, a comparative grinding test must be used in which a reference material from an operating plant is ground in a laboratory mill to determine the 'equivalent' energy consumption per revolution of the laboratory mill. As the Bond grindability test mill and its operating conditions are specified, its equivalent energy consumption per revolution should be a constant, here designated as B. Once B has been determined, the mill can be used to estimate the grindability of fine materials without the need for reference materials. A value of B can be calculated from any Bond grindability test, and 245 tests that were conducted at Mintek were examined to determine its value. A wide range of values was found, but most of them were grouped around 198 x 10- 7 kWh/rev, which is taken as the best estimate of B that is available at present. Values of B that are not close to this figure are obtained from materials for which the Bond grindability test gives misleading or 'spurious' Work Indexes. These spurious Work Indexes lead to the apparent departure of B from its true value. Some limitations of the Bond grindability test arise from its use of a mill without litters and of screening, instead of classification, to close the circuit.

Mining is important to the economies of both Tanzania and Namibia. Recently, both nations revised their national mineral policies to ensure future economic benefit. The main difference in the mineral policy-formulation processes followed by the two countries is identified as the degree and timing of stakeholder involvement during the articulation process. In the case of Namibia, the stakeholders were involved from the start in identifying issues and in suggesting policy solutions. In contrast, the Tanzanian process involved stakeholders after a framework had been developed by a task team. The Tanzanian emphasis was on attracting foreign investment into a traditionally state enterprise system of mineral investment and development. One can argue that the policies developed met the initial requirements, and both are, therefore successful, despite the different processes of policy formulation that were used. However, several fundamental questions arise as a result of the two approaches. This paper attempts to answer these questions by providing a comparison of the processes used for developing and formulating the mineral policies of Tanzania and Namibia. It concludes that the Namibian consultative process is perhaps more sustainable in the long-term because of its wider public support. Time will tell which of these policy-formulation processes provides a basis for sustainable economic growth for developing mineral economies.

In the last decades, the exponential increase in the cells’ volume resulted in significant advantages such as investment costs, footprint and energy savings. However, in larger size cells, despite the increased diameter/height ratio, new constraints arose related to the need for decreasing the larger froth transport distances to enhance the froth recovery. Thus, the use of froth crowders and internal launders became compulsory to maintain the froth transport distances but decreasing the ratio between gas and collected mineral flowrates. Consequently, the bubble load will increase until reaching a critical bubble surface coverage. In this paper, the concentrate carrying capacity (tph/m2) is described in terms of the bubble surface coverage (bubble loading) at the pulp-froth interface and the froth recovery (froth transport) and is evaluated as a function of the cells’ volume and operating variables. A sensitivity analysis, based on industrial operating and design conditions, such as superficial gas rate, particles size, froth crosssectional area and cells’ volume, was developed for evaluating the metallurgical performance of cells from 100 to 630 m3. Results show that limiting carrying capacity can arise for the whole range of cells’ volume, depending on critical operating conditions, particularly in first rougher cells and cleaning stages of industrial flotation circuits. The increase in cells’ volume consistently increases the bubble loading (bubble surface coverage) under all conditions, approaching the limiting conditions more rapidly in the case of cells without internal launders. Otherwise, the limiting condition was achieved when the particle size DPS decreased from 50 to 20 (μm) and for superficial gas rates significantly less or larger than 1 (cm/s). The use of internal launders allows for increasing the range of the operating conditions needed to reach a certain carrying capacity. FINANCE The annual accounts which are attached to this report show an excess of income over expenditure of R21 519. It is very gratifying to be able to report that Council's efforts to stop the depletion of our accumulated funds are meeting with success. The most important contributors to our surplus this year are symposia and colloquia, sales of publications, Company Affiliate subscriptions and the profit on the journal. While we do not expect continued profits from all these sources in the future we do feel that we are now in the process of accumulating a substantial financial foundation. This will give the Council the necessary confidence to initiate the new developments in the activities of the Institute which are now under consideration. The decision to create a new grade of membership, Company Affiliate, is dealt with elsewhere in this report. There has been a generous initial response from companies and this is the cornerstone of our improved financial expectations. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of R91 and the total fund was, therefore, increased by this amount to R4 502. The balance sheet shows that the market value of quoted shares and debentures increased during the year from R9 160 to RH 331, which is R2 134 in excess of the book value. Accumulated funds now amount to RH 529 compared with R23 010 a year ago. MEMBERSHIP Sixteen Fellows, twenty Members, six Graduates, nine Associates, twelve Students and twenty-four Company Affiliates were elected during the year. One Member and two Associates were reinstated. Twelve members were admitted to retired membership. Transfers: Member to Fellow, three. Graduate to Member, seven Associate to Fellow, one. The titanium industry demands high titanium feedstock for their processes. As rutile resources are limited, ilmenite has become the most important titanium source. Ilmenite smelting is an important part of upgrading ilmenite to high titanium feedstock. In the year 2005, upgrading of ilmenite by smelting, producing a slag with 80-90% Ti02, accounted for approximately 40% of the feedstock to the Ti02 pigment industry. In ilmenite smelting molten iron is produced together with a slag, which in addition to titanium oxide contains iron oxide as well as various impurity oxides of manganese, magnesium, silicon, aluminium, etc. Titanium is present mainly as Ti02 but partly also as Ti203. It is known that the concentration of Ti203 increases with decreasing concentration of FeO, but this dependency is affected by the nature of the impurity oxides. Sigurdson and Moore1 showed that slags high in CaO and MgO had a lower concentration of Ti203 than slags high in Si02 for the same amount of FeO. Pistorius2 showed in 2002 that if the impurity oxides MnO and MgO are counted, on a molar basis, as FeO, and Cr203, V203 and part of the A1203*), as Ti203, industrial slags will have a composition close to that of the M305 phase, where M denotes the elements Ti, Fe, Mn, etc, and which has the pseudobrookite structure. However, for equilibrium with liquid metallic iron he computed, by means of a computer program FACT, that the slag equilibrium composition is represented by a curved line in the ternary phase diagram FeTi03-TiO2-Ti2O3, but with a significantly higher concentration of trivalent titanium than actually observed in the industrial slags, and he discussed various mechanisms by which the slag during solidification could change its composition to a lower Ti203 content, but the possibility that the computed compositions might be wrong was not mentioned. Trane113 found in her research on titaniferous silicate slags a lower Ti3+/ Ti4+ ratio than that which is computed by the FACT program. The purpose of the present investigation was to study the equilibrium composition of Fe-Ti-O slag in equilibrium with liquid metallic iron, as well as the effects of impurities such as Si02, CaO and MgO on the slag composition. Industrial slags from TINFOS Titan and Iron KS (TTI) will also be discussed and their compositions will be plotted in the ternary phase diagram. These are slags produced from Tellnes ilmenite, quite high in magnesium and iron. Experimental In the past, equilibrium studies of the Fe-Ti-O slag system were difficult when it came to producing the slag. It was difficult to find a suitable crucible for the meltings. The highly corrosive slag would attack all known refractories, and the metal would attack metallic crucibles such as those made of platinum and molybdenum. In the present investigations the slag-metal combination was prepared in a high-frequency induction furnace with a vertically segmented water-cooled copper crucible. The crucible is shown in Figures 1 a and 1b. It was designed by the Australian Nuclear Science and Technology Organisation (ANSTO) with power from a 75 kVA high-frequency generator (750 kHz) supplied by Farfield Electronics Pty, Ltd, Australia. The following notes have been compiled to assist authors in the preparation of papers for presentation to the Institute and for publication in the Journal. All papers must meet the standards set by the Council of the Institute, and for this purpose all papers are referred to at least two referees appointed by the Council. Although the worldwide readership of the Journal results in a preference for papers in English, the Council treats papers in Afrikaans on an equal basis, but, to meet the needs of the majority of readers, an English summary of some 5OO to 750 words should be provided.

OBITUARY The President: "It is my sad duty to announce the death of Henrik Johannes Van Eck, Honorary Life Member, who joined the Institute in 1929 and passed away on 18th February, 1970. Dr van Eck started life as a chemist and chemical engineer and, as we all know, he rose to become one of our most distinguished leaders of industry in the country. On many important occasions we, in this Institute, have been privileged to have him address us on subjects which were always of great importance and relevance to the developments in this country. He was a man of great vision and imagination and could put across his ideas in a most eloquent and convincing manner. In his important position as chairman of the Industrial Development Corporation and of Iscor, whatever he said carried great weight. Busy as he was he always found time to participate not only in the affairs of this Institute but in many other technical and public bodies. His passing is a great loss to South Africa and we in this Institute wish to associate ourselves with the many other tributes which have been paid to this great man. We extend our sympathy to his wife and family and as a mark of respect I would ask you to rise and observe a few moments silence." PAPERS FOR PRESENTATION The President: (i) "Mr Lee, may I call on you to deliver your paper entitled 'A new bubble pick-up technique as a rapid flotation test method'." After the presentation of the paper the President said: "The paper which Mr Lee introduced this afternoon was a short one but was nonetheless important in that it described a new tool for use in flotation test work. Those of us who have experienced the frustration of trying to solve flotation problems by trial and error methods know what this means. I well remember 25 years ago at T.G.M.E. trying to improve the recovery from the flotation plant there by trying various combinations of reagents and then having to wait a couple of days for the assay office to give results. Even then, on the small scale laboratory tests which had to precede full scale tests one could never be sure that the results obtained were reproducible on the full scale. Here it seems we have a relatively simple apparatus which can measure instantly the effectiveness of various reagents under different concentrations and pH values, etc. It is most important, I believe, that developments of this kind be reported in our journal for the benefit of all involved in such work, not only so that we know about it but also in order to provoke constructive discussion which might lead to further developments. PAPER FOR PRESENTATION The Vice-President: "It is my pleasant duty to call on Dr du Toit to deliver his paper, entitled, 'The functional relationship between dust hazard and the rate of collecting funds to pay compensation for pneumoconiosis'." After the presentation of the paper (published in the March Journal) the Vice-President said: "This paper is a very important addition to the considerable volume of work applications on this subject of pneumoconiosis. The disease, in all its various forms, has received attention from many, many great men, both in the medical world, and engineers. The fact that there is this big volume of publications of literature on it still doesn't mean that we can get anywhere beyond the old, simple injunction, that the prevention of pneumoconiosis does not depend on compensation, levies or anything else. It simply depends on allaying dust as quickly as possible. "This paper, however, is another scientific landmark and I think, in a cold and dispassionate way, it sets out some important points in this whole subject of the relationship of the levy - the money of compensation to the dust which causes it. "I have, personally, very little to criticise in this paper but when I listened to Dr du Toit's final conclusions, I wondered whether the words, 'Within the data available', aren't the key to this whole situation. I agree that he has demonstrated a workable relationship between the current industries for levy and dustiness, but among the factors which he lists as being important, I know that there is one which is missing. This is extremely difficult to evaluate. It's a factor which has destroyed, on so many occasions, the work which has been done by so many genuine, intent, honest people working in this field, and this is this unknown factor, this hidden factor of political opportunism, which has so often played a very important part in pneumoconiosis compensation. "How many of us have seen the grubby, grasping fingers of power-mad demagogues, and I can name them for you - but I won't - and also the blatant vote-catching of certain politicians interfering in this field. How, at the end of all that, the poor scientist, the poor dedicated man in the Mines' Department, who has to write the law of compensation, can operate, I do not know. "From this picture the ordinary layman recoils in horror. Among the casualties in this particular war, which has been fought over so many years, I am perfectly certain, are some of the criteria of certification, especially in '56/,57, when that extraordinary condition, known as 'pulmonary disability' was introduced. With the advent of the First World Conference on Sampling and Blending (WCSB1) in Denmark in 2003 and the subsequent biannual meetings, together with other sampling conferences held on a regular basis, the central tenets of sound sampling practice and theory are spreading throughout the minerals industry. End-users and project houses, or groups who execute the projects, are all now better-informed about the principles of ?correct? sampling and preparation. To support this, many large mining companies now have their own in-house champion who will advise and ensure that the supply of sampling equipment is correct in terms of design and application, which further contributes to improved metallurgical accounting. The presence of a sampling champion also ensures that consistent and acceptable standards in regard to sampling practice are maintained throughout the group. This has, in turn, placed a greater degree of responsibility on the shoulders of sampling equipment suppliers, in terms of their equipment designs and product offerings, as well as applications knowledge for effective installation of equipment on client plants. This paper attempts to highlight the significant challenges that sampling equipment manufacturers often face with regard to complying with the newly understood requirements of best practice and sampling equipment design. Manufacturers invariably face issues with end-users or project houses, including project cost control, restricted headroom for samplers in plant layouts, and a lack of knowledge in certain quarters. These all have a potentially negative effect on the final outcome of a proposed sampling solution or implemented project. In reality, what is intended by all parties and what is ultimately installed are at times very different, with undesirable consequences for all concerned. Against this challenging background, there are, however, a number of instances where intent and implementation are complementary, with very satisfactory results. "Electron microbeam analysis of metallurgical samples covers a broad field and has applications in the areas of minerals processing, hydrometallurgy, pyrometallurgy, physical metallurgy and corrosion.Some idea of the possibilities of microbeam techniques can be illustrated by examining the following example of a run of mine gold ore sample. Milling and bulk chemical analysis of the ore will provide major and minor element analysis as well as the gold grade. More detailed chemistlY can also reveal the presence of trace elements that may be advantageous or deleterious to downstream processing. Electron microbeam analysis can provide additional information in the form of - size, liberation, association and composition of the gold, the percentage of refractory gold, the size, liberation, association and composition of enclosing sulphide or arsenide phases and the levels and association of the trace elements that may affect processing. In most cases electron microbeam analysis compliments bulk chemistry, and does not replace it. Both techniques should be used in parallel for maximum effect.This paper touches on the origin and history of electron microbeam techniques, as well as the theory behind microbeam analysis and processing. The more common types of instruments and their applications will also be dealt with briefly - more details on, and examples of, the applications and choice of technique will be covered in the presentation.Mosely first discovered, in 1913, that the frequency of emitted X-radiation excited by an electron beam is a function of the atomic number of the analysed element. This discovery led to the development of spectrochemical analysis. The forerunners of the electron microanalysers of today, however, were only invented during the nineteen fifties. The electron microprobe was developed in parallel by Castaing and Guinier in France and by Borovski in Russia, but Castaing's design was the basis of modern microanalysers. The initial area of analysis was brought down from over 1 mm2 to less than 2 µm, as it is today. In 1956 Cosslett and Duncumb invented the scanning electron microprobe, where a beam of electrons could be scanned across an area of a sample. This, in turn, led to the development of the electron microprobe with both scanning and point analysis capabilities that we know today.Essentially, all electron microbeam instruments operate by the production of a beam of electrons from a filament in a vacuum (i.e. an electron gun). The electron beam leaves the gun and is accelerated and focused by a series of electromagnetic lenses while passing down an evacuated column. The electrons eventually strike the surface of the sample to be analysed and may travel through a thin sample (transmitted electron microscopy) or react with a thicker sample to produce several reflected kinds of radiation."

Synopsis This is a summary of investigations in the field of pressure leaching carried out at the Institute for Extractive Metallurgy of the Technical University of Berlin-West during the last seven years. The efficient dispersion of gas in a liquid and its dissolutions as well as the events at the phase boundary when leaching ZnS are reported. At the end two examples are given for the use of pressure leaching in the processing of smelter by-products. INTRODUCTION About 20 years ago, experiments were independently started in Canada and in Berlin on the subject of dissolving sulfidic ores without preliminary treatment by means of leaching under increased oxygen pressure. In Canada ammoniacal solutions were mainly employed, and F. A. Forward and his co-workers were successful in applying this process on a large industrial scale1, 2. This process is used in Fort Saskatchewan to produce about 15,000 tons of Ni per year. In Berlin, investigations were started on leaching with acid solutions3, 4. This process had also been used on a large industrial scale in the D.S.A., but the choice of unfavourable working conditions led to great difficulties, and to giving up this process for industrial use. Later on in Berlin work was carried out especially on the kinetics of pressure leaching 5, 6, 7, 8, 9 and its applications to the processing of smelter by-products, in particular of mattes and speisses10, 11, 12, 13, 14. The dissolution of ores and by-products can be subdivided into four steps: 1. the efficient dispersion of the gas, so that its dissolution occurs over as great a surface area as possible, since only the dissolved oxygen reacts with the solid, 2. the suspension of the solid, so that the entire surface can take part in the reaction, 3. the phase boundary reaction, 4. the removal of the reaction products. The first two steps belong to the field of process engineering and will be discussed from this point of view. The aim of these experiments15 was to find out first of all the limits of efficiency of self-sucking stirrers in solutions of low viscosity with regard to the mass transfer. In addition, the effect of ultrasonics in the same reaction system was studied. The experiments were carried out in a lucite container as shown in Fig. 1. Four baffles of 0.1 d width were in the stirring vessel. The height of these baffles was adjustable. For every experiment one litre of liquid was used. An infinitely variable direct current motor, which was fixed with a hollow shaft, served as the driving power for the stirrer.

The slags arising from ferrochromium plants were simulated by additions of CaO and Fe2O3 (6 per cent each), Cr2O3 (7 and 12 per cent), and Fe2O3 and Cr2O3 together (6 and 12 per cent respectively) to slags in the MgO-Al2O3-SiO2 system. These additions were made to slags having an SiO2 content of 45 per cent and an MgO-to-Al2O3 ratio of 4 to 3 or 3 to 4. The effect of these oxide additions on the liquidus temperatures, electrical conductivities, and viscosities was determined. The additions of CaO and Fe2O3, although having little effect on liquidus temperatures, decreased viscosity and increased electrical conductivity. The addition of Cr2O3 raised the liquidus temperatures considerably, and tended to decrease viscosity in the temperature range 1 700 to 1 800°C and to increase electrical conductivity.

Today the roller screen has a wide range of applications in the steel-making industry. It is used for screening of green pellets before using the kiln. Since the appropriate size of a green pellet is -16+9 mm, there are different gaps between rollers that make green pellets classified in three categories: -9 mm (undersize), -16+9 mm (onsize) and +16mm (oversize). The efficiency of a roller screen is specified according to the weight percent of undersize in onsize as a fine material, and weight percent of onsize in oversize (loss). This efficiency is influenced by different operational parameters such as roller diameter, roller speed, and roller gap, material type of rollers and inclination of roller screen. This study investigates the effect of different material types of rollers in efficiency of Ardakan roller screens, located in the Yazd province of Iran. The rollers of the existing roller screens in this pelletising plant are made of polyurethane which according to this investigation, has a maximum lifetime of about six months. Operating the polyurethane rollers beyond its lifetime generates serious problems such as high wear of rollers, and consequently, material buildup on the roller surface which then significantly decreases the roller screen efficiency. So, after examining different roller materials, stainless steel 304 with higher surface roughness to help pellets move properly on the roller screen surface was selected as a solution to this problem. The new roller screen was constructed by Fakoor Meghnatis Spadana (FMS) and replaced the previous one. In this way, the maximum capacity of the roller screen was increased about 17% and the roller screen efficiency was increased about 15%. This paper reviews the Mineral and Petroleum Resources Royalty Bill of 2006, identifies potential areas that require further consideration by the National Treasury and, where appropriate, offers alternatives. At its basic level a royalty regime consists of two elements: the base and the rate that must be applied to the base. Deciding on an acceptable royalty rate is a complex matter and can be done only after extensive analysis of all variables affecting the competitiveness of the regime. The proposed royalty rates are in the range of zero to five per cent and are based on sales revenue. It is argued that future investment patterns are more likely to be influenced by market cycles and commodity prices than policy events. Inevitably the current boom in the minerals sector will come to an end and the success of the proposed regime will be known only when profit margins are under pressure. Policy makers must therefore have the long run in mind when developing policies that affect the ability of industry to do business, without the need to renegotiate each time there is a change in the market. A long-run policy must be sufficiently flexible to allow for consistently fair sharing ratios and splitting of revenues between government and industry. Although broadly in line with international practice, the current version cannot be regarded as internationally competitive and efficient. In order for the royalty bill to become internationally competitive, promote beneficiation of mineral production and adequately compensate the State for the loss of a national resource, the National Treasury should heed the following main recommendations in this review: 1. Abandon the notion that each mineral product must have its own royalty rate; 2. Introduce an NSR type royalty that allows for value-addition costs to be deducted from the base; and 3. Provide for automatic relief through the use of a sliding-scale mechanism based on ability to pay, e.g. the X-Factor used in the gold mining tax formula.

"Gravitational sedimentation of suspensions in various precipitation processes is hindered by colloidal stability. This is due to the high surface charge of the suspension and results in strong attraction/interaction between the ions on the particle surface and counter-ions in solution. Moreover, this strong interaction results in a charge build-up that renders the suspension stable. In order to induce gravitational sedimentation of these particles, a redistribution of ions close to the particle surface is required. We therefore sought to redistribute ions close to the particle surface by applying a magnetic field. This results in the reduction of interparticle electrostatic repulsive forces and a subsequent increase in the zeta potential of a suspension. For the purpose of this study, a copper sulphide suspension was used. Copper sulphide particles were exposed to a range of field strengths for set exposure times and their zeta potential was measured before and after exposure. All particles had an initial zeta potential value equal to or less than –40 mV prior to magnetic field exposure. A significant increase in zeta potential was observed, with values reaching a maximum of –16.5 mV when exposed to a 2 T field strength for 40 minutes. This is due to Lorentz ion shifts resulting from the Lorentz force exerted by the magnetic field on the particle surface. IntroductionMetal sulphide precipitation is a process for treating industrial waste streams with high residual concentration of mixed metal ions and acid mine drainage. This process has been reported to achieve higher metal removal compared with the industrially prevalent lime precipitation, due to the sparingly soluble nature of the metal sulphide precipitates formed. However, precipitation is governed by high levels of supersaturation which favour the formation of fine particles (Lewis, 2010). Consequently, some of the metal sulphide fines formed exhibit slow settling dynamics and thus tend to remain suspended in solution."
