A reconnaissance for sources of scandium and a metallurgical investigation of recovery methods for byproduct scandium from uranium mill solutions were conducted by the Bureau of Mines. The work on scandium was undertaken to obtain information on domestic resources and to explore and develop recovery procedures in consonance with the Bureau's long-range program for conservation and wise utilization of mineral resources. The element scandium is widely distributed in the earth's crust in trace amounts, but it seldom occurs as an important constituent in any mineral. An exception is thortveitite, (Sc,Y)2 Si207) a rare mineral that contains various amounts of scandium and yttrium and may contain up to 42 percent scandium oxide (SC203). Knowledge of the chemistry of scandium has expanded rapidly in recent years (1, 4, 9)4 but only fragmentary information is available about the metal because it is still largely a laboratory curiosity without established uses (2, 3). A recent study shows some of the physical proper-ties of the metal are (1) density of 3.05 grams per cubic centimeter) (2) melting point of 1,540° C, (3) hexagonal close-packed structure) (4) hardness of about 50 Brinell (500-kilogram load), and (5) an alloy behavior similar to yttrium and rare-earth metals (2). The price of $2,850 a pound for scandium oxide of 99.9 percent purity and $2,700 a pound for oxide of 99 percent purity reflects the scarcity and complex chemistry of the element.

"INTRODUCTION Sporadic beneficiation tests have been made on the Birmingham (Ala.) red iron ores for the last 55 years. Now, gravity-concentration plants are in operation, of tables are in use. A major problem, as seen by the present writers, is to obtain a coarser concentrate and add to the recovery without increasing the quantity of slime. The oily practicable solution found so far is to recover, by means of concentration (hydraulic) classifiers, the coarse concentrate normally lost in the table middling and, by a similar method, to recover middling particles from the table tailings The size and shape of the coarse concentrate Particles combine to cause them to report in the table middling rather than in the table concentrate. Similarly, mineral is lost in the tailing. Because of this, the nature of the ore, the deportment jerking table, plant tests on classifiers and tables, and the suitability of small concentration classifiers to treat table zonal middlings are discussed herein.The work was done by the Southern Experiment Station, Bureau of Mines, in cooperation with the University of Alabama, Tuscaloosa, Ala."

Relatively infrequent use by metallurgists of the term "sponge chromium" as contrasted to more than occasional reference to "sponge iron" may be ascribed to the fact that the former material is not a commercial product, while the latter has been known and used, at least in one form (Swedish sponge iron), for several decades. It is doubtful whether a true sponge chromium ever has been prepared heretofore in the laboratory by more than one or two investigators. Nature presents a much. more difficult problem to the investigator endeavoring to make sponge chromium than pertains to the production of more easily reducible elements such as iron or nickel. Recent widespread interest among metallurgists in the possibilities of powder metallurgy is ample incentive to explore the feasibility of producing pure chromium metal in finely divided form. The shift in terminology of this statement from "sponge" to the "finely divided form" is deliberate in emphasis of distinction between terms that occasionally have been used loosely. It would seem desirable that a uniform usage descriptive of finely divided metals be adopted. While to some it might seem preferable that the terra "powdered" metal be reserved for a finely divided form produced by mechanical means, as, for example, chromium produced by the mechanical comminution of electrolytic sheets or flakes, current usage of the term "powder metallurgy' involves no distinction as to source type of material. It is usually accepted, however, that a sponge metal is one reduced from oxide or other combined form at temperatures below the melting point of metal or oxide so that the particles of metal are pseudomorphic, at least macroscopically, with the source material, and, in consequence of the loss of material without change of external shape of the particles necessarily have an open, porous, or "spongy" structure.

An emergency is defined as an unforeseen combination of circumstances that calls for immediate action. When applied to a coal mine, an emergency may call for prompt removal of the men to the surface through travelways other than the haulageway or intake airways, which are generally contaminated with irrespirable air as a result of an explosion or fire. Therefore, maintenance of adequate and travelable escapeways from all working areas of a mine is vitally important insurance against disaster. Several mine disasters could have been avoided if well-defined escape routes had been provided and made known to all mine employees. Such occurrences, unnecessary as they generally are, unfairly indict the industry when only a small segment thereof is involved. As a result of a rather recent disaster, which might not have happened if good escape routes had been provided, the Bureau of Mines decided to delve into the escape procedure to determine (1) what is being done in the industry and (2) what might be done at reasonable cost.

Mechanical loading, adopted long ago in open-pit, coal, and non-metal mines, was not used extensively in underground metal mines until the World War. In less than a decade it became standard practice in underground work in many mining districts. In 1924 the Missouri School of Mines and Metallurgy, in cooperation with the Federal Bureau of Mines, published a bulletin entitled "Mechanical Underground Loading in Metal Mines," which was prepared by Charles E. van Barneveld, mining engineer, Bureau of Mines.

New information on possible resource value of sea floor manganese nodule deposits in the eastern North Pacific has been obtained by study of records and collections of the 1972 Sea Scope Expedition. Nodule abundance (percent of sea floor covered) varies greatly, to judge from bottom photographs from 8 stations and data from other sources. All estimates considered reliable are plotted on a map of the region. Similar maps show the average content of Ni, Cu, Mn, and Co at 89 stations from which 3 or more nodules were analyzed. Variations in nodule metal content at each station are shown graphically in an appendix, where data on nodule sizes are also given. Results of new analyses of 420 nodules from 93 stations, for Mn, Fe, Ni, Cu, Co, and Zn, are listed in another appendix. Relatively high Ni+Cu content is restricted chiefly to four groups of stations in the equatorial region, where group averages are 1.86, 1.99, 2.47, and 2255 weight percent. These and a few other areas may warrant more exploration. It is hoped that this report will stimulate new interest in North Pacific nodule deposits and that the maps and quantitative data will aid future exploration.

"INTRODUCTION AND SUMMARYThe tungsten properties of Lincoln Mines, Inc., and North Tem Flute Mining and Development Co. were first explored by the Bureau of Mines in 1942. Work on the project comprised trenching, sampling, a small amount of road and trail construction, and a small amount of core drilling. From April 13 to December 10, 1944, additional diamond drilling was done by the Bureau of Mines to test the lateral and downward extensions of the various tactite zones along the contact south of the Lincoln mine, including the property of the North Tem Piute Mining & Development Co.Claims leased by the Lincoln Mines, Inc., are in secs. 25 and 36, T. 3 S., R. 56 E.; secs. 30 and 31, T. 3 S., R. 57 E.: and sec. 1, T. 4 S., R 56 E., M. P. R. Bradley is president of the Atolia Mining Co., whose offices are in the Crocker Building, San Francisco, Calif. This company surrendered the lease on the property on September 30, 1948. The property owners are continuing operations and are now engaged in building a 20-ton mill.The claims of the North Tern Flute Mining & Development Cc. are in sec. 1, T. 4 S., R. 56 E., M. D. B. & M. Merle F. Schofield is president of the company and maintains an office at Hike, Nev. These claims were leased by H. P. Laslett, of the Utah Nevada Mining Co., in 1945 and by the Atolia Mining Co. in 1946. The owners are now doing some exploratory work."

As part of a comprehensive investigation of tae mechanism of desulfurization of iron and steel by slags, the Blast Furnace Studies Section, Metallurgical Division, Bureau of :lines, in cooperation with the Institute of Technology., University of Minnesota, has made a study of the forms in which sulfur occurs in blast-furnace slag. This report presents data on the three sulfides most important in iron smelting, namely, ferrous sulfide, manganous sulfide, and calcium sulfide. The tendency of these sulfides to form colloids in the molten slag was determined by an examination of quenched samples with an ultramicroscope. Vogt5/ conducted experiments on sulfide silicate melts and examined synthetic blast-furnace slags in a partly crystallized condition. His conclusions were that FeS, CaS, and MnS, or isomorphous compounds, such as (FeXCay)S and (MnxCay)S, were precipitated from the melt, depending on the composition of the slag. In all specimens sulfides were visible and were spherical.

This interpretation of the laws of Bolivia has been prepared from the best available information in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers to whom it is being referred through the courtesy of the Department of State. SYNOPSIS OF LAW All useful substances of the mineral Kingdom belong originally to the State. The soil and subsoil are regarded as two distinct parts, the latter extending indefinitely in depth (Art. 2). The subsoil is under the dominion of the State, which may either abandon it to common use, grant it gratuitously to the owner of the soil, or alienate it, in return for an annual fee, to any individual or association that applies for it. (Art. 1-3.)

This report summarizes Bureau of Mines experiments in purifying sulfate leach liquors, which were prepared from low-tenor beryl concentrates by modifying the Degussa process. The leach liquor was prepared from a beryl concentrate containing 2.7 percent BeO by (1) sintering the beryl concentrate with limestone in a rotary kiln at about 1,150° C. and by (2) treating the sinter first with sulfuric acid and then with water to form and extract beryllium sulfate. About 80 percent of the beryllium was dissolved. The resulting leach liquor contained 2.4 grams of BeO, 20 grams of Al203, and 6 grams of Fe203 per liter. The laboratory solution contained much more aluminum and iron than a solution derived from treating 10 percent BeO concentrate, which is the standard raw material used by industry. Tests were made to determine the behavior of the solution toward alum purification and limestone neutralization both of which were employed industrially in conventional Degussa procedure.

This report summarizes the program to develop and construct an improved light-scattering dust monitor (ILSDM). This improved light-scattering dust monitor, which operates on the forward light scattering principle, provides instantaneous measurements of airborne dust concentrations in units of mg/m. The program was divided into two phases. Phase I involved the design of the ILSDM which was reviewed by the Bureau of Mines. Phase II included the fabrication of a prototype ILSDM based upon the design developed during Phase I. After completion, the ILSDM was delivered and demonstrated at the Bureau of Mines. A description of the final ILSDM design, operating instructions, maintenance instructions and recommendations for additional work are also included in this report.

In the past, mining has represented between 11% and 12% of the gross domestic product (GDP). In 1982, mining contributed over $150 million to the estimated $1.4 billion GDP.2 Overall economic growth for 1983 was projected at about 2%, primarily as a result of increased tourism. The inflation rate remained at or fell below the 1982 level of almost 4%. The Government continued its efforts to strengthen the industrial base by improving infrastructural systems and the establishment of a free trade zone. Laws against property ownership by foreigners or foreign-owned companies were strengthened, but the prohibition was softened to allow for close family inheritance. Otherwise, Government approval must be obtained to retain property acquired through inheritance, court order, mortgage, or other means. Special consideration was granted to foreign investors seeking to promote industries beneficial to the economy.

"INTRODUCTION The first paper of this series contained data concerning the behavior of polyhalite (K2S04.MgS04.2CaS04.2H20) upon calcination and subsequent leaching with water at 100° C. It was found that upon heating polyhalite to temperatures between 298 and 500° C. the water of crystallization is driven off, leaving, an amorphous mixture of K2S04, MgS04, and CaS04. Two transition points were located; one at 298° C. which coincides with the vigorous evolution of steam; and one at 551° C. which results in the formation of a hard mass of crystals. The latter probably consist of a solid solution If the compounds langbeinite (K2504, 2MgS04), potassium dicalcium sulphate (K2304. 2CaS04), and anhydrite (CaS04). The heat of decomposition of polyhalite at 298° C. was measured and found to be 66,000 ± 5,000 calories per mol. The optimum temperature of calcination with regard to subsequent extrac¬tion with two parts of water (at "" 0° C.) is 430 to 450° C. for 65 to 100 mesh material, if one half hour at the calcination temperature is allowed. The maximum concentration of K2S04 obtainable in the extraction of calcined polyhalite is 11.4 grams per 100 grams of water. This concentration of K2304 is considerably above the equilibrium value (3.6 g. per 100 L. of H20 at 83° C.) with respect to the solid phases polyhalite, potassium calcium pentasulphate, ¬and anhydrite. The figure 11.4 K. of K2804 per 100 g. of H20 is also somewhat than the equilibrium value (9,65 g. per 100 g, H20) with respect to the solid phases potassium calcium pentasulphate and syngenite."

Five different types of drilling systems were developed under the flexible drill program that was initiated by the Federal Bureau of Mines to protect roof bolter operators. The systems were designed for underground coal mines with seams as low as 30 inches, and with roof bolts longer than the height of the seam opening. Four of the developed systems were true flexible drills; the fifth was a remote-controlled, automatic rod changer concept. Only two of the five firms successfully completed testing requirements under the original contracts: BendixCorp.,4 with a true-flex drill; and Ingersoll-Rand Research, Inc., with the rod changer concept. The Bendix drill was rated best, and the Ingersoll-Rand drill was rated second. Because of the closeness of the ratings and the vast differences in the two development concepts, both systems had sufficient potential to justify further development funding for design updating and testing. Also, both systems warranted consideration for inclusion into other ongoing development projects under both safety and energy directed programs.

A study was made of scrap iron and steel in the South Central States in order to determine trends in processing, shipment, and consumption of this important commodity. These data were derived in part from statistical sources and in part by visits to scrap yards and steel mills. Trends in the industry were reviewed. Dealers in 1963 supplied 1.8 million tons of iron and steel scrap to steel mills and foundries in the south-central area, compared with 2.1 million tons in 1955. Most of the scrap was processed and shipped within 200 to 300 miles of consuming centers. Exports provide a principal outlet for dealers along the gulf coast. Most of the scrap that fills these orders is loaded onto freight cars at yards in Texas and Louisiana and -is shipped to ports for direct transfer from railroad car to ship. The tonnage exported varies greatly from year to year. The largest scrap operations are in or near large cities which are heavy scrap generating areas, steel mill sites, or port cities for export of scrap. A tentative analysis indicates that the short-run supply of prepared scrap is inelastic to price changes; therefore, buyers probably arc in a strong bargaining position at times of declining demand. One technological development in the iron and steel scrap industry is the use of large presses which can take complete automobiles with frames, wheels, springs, and other heavy parts still intact and reduce them to bundles. At Houston, Tex., and Kansas City, Mo., shredding plants are in operation that reduce car bodies and other light scrap into flat pieces 4 to 6 inches in size.

The U.S. Bureau of Mines investigated 21 mines, prospects, and mineralized sites in and adjacent to a 38,713-acre portion of the 255,058-acre Kingston Range Wilderness Study Area in 1983. The study area is 35 miles north of Baker, CA in the Mojave Desert. Mineral deposits in and adjacent to the study area are in altered carbonate rocks intruded by diabase sills near monzonite porphyry contacts. Monzonite porphyry forms the core of the Kingston Range and underlies about 70 percent of the study area. Sedimentary carbonate rocks are exposed in bands on the north and east boundaries and as isolated roof pendants in the southeastern portion of the study area.

"The Bureau of Mines has been investigating deposits of critical and essential minerals in the United States since 1939. Projects were set up on only the most promising properties.A preliminary examination of the Mount Hope mine was made in January 1943 by the Bureau's engineers, who recommended exploration by diamond drilling.The mine is in the unsurveyed portion of T. 22 N., R. 1 E., Mount Diablo base and meridian, south-central Eureka County, Nevada, 25 miles by road north of the village of Eureka. A partly graded and Graveled secondary road connects the mine and Eureka on U. S. Highway 50.Extensive sampling was done by the Bureau in February. 1943. Core drilling from the surface was started on March 15, 1944, and completed on April 2, 1545. The 16 holes drilled totaled 7,215 feet. The mining company also did extensive underground core drilling from April 21, 1944, to January 4, 1945. This report gives the results of core drilling supervised by the Bureau of Mines.The drilling program was designed to explore for extensions of the mineralization exposed in the mine workings. As a result of drilling, additional ore was found, and it is believed that this project has fulfilled the purpose for which it was planned.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization, of our mineral resources to the end that they make the greatest possible contribution to na¬tional security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples of ore and performs beneficiation test. Both these branches are under the supervision of Dr. R. S. Dean, assists director.With respect to this report special acknowledgment is due to Charles W. Merriam of the United States Geological Survey for his interpretation of the Mount Hope mine Geology and his cooperation throughout the project; Col. Leverett Davis, former lessee of the property; K. K. Hood, manager of the Mount Hope Unit, Callahan Zinc-Lead Co., Inc.; C. P. Knaebel, assistant manager, and M. P. With the development of larger mine-haulage trucks in recent years, the visual field of the driver has diminished correspondingly. Specifically, the operator's lack of direct vision in the right front area and directly to the rear constitutes a serious hazard to personnel in nearby small utility vehicles. Recently developed electronic technology has made it possible to supplement the use of mirrors and fresnel lenses to warn the operator of specific collision dangers in the truck's blind areas. This Bureau of Mines report describes the results of a coordinated contract and in-house research program to develop and test in-mine prototype electronic systems to detect the presence of smaller vehicles within the blind areas of large mine-haulage trucks. Each system utilized transmitters installed on the smaller vehicles and receivers installed on the haulage trucks. Transmitting techniques tested included both low-and high-frequency radio waves. On-vehicle testing established the engineering feasibility of each approach. Further private sector product development to improve reliability and reduce system costs is recommended. Mining companies should consider the advantages of each type of system.

The Bureau of Mines has sponsored a comprehensive research program to enhance the safe, effective, and efficient use of blasting technology by the mining industry. Recent research results of the surface mine blasting program were presented at a seminar on April 25, 1987, in Chicago, IL. Many of the topics discussed at the seminar are presented in this proceedings. The new research described in these papers includes computer monitoring of rock motion, the influence of blast delay times on rock fragmentation, blasting effects on Appalachian water wells, blast vibration measurement near structures, and the reduction of accidents through improved blasting safety.

"The seventh National Safety Competition, that for 1931, conducted by the United States Bureau of Mines, was participated in by 350 mines and quarries operating in 34 States. Tables 1 to 5 show the relative standing of the various plants, Bronze trophies, known as the ""Sentinels of Safety,"" which were provided by The Explosives Engineer magazine to be awarded annually by the Bureau of Mines were awarded to five companies, each company having established the best accident—prevention record within one of the five classes into which all companies were divided — namely, anthracite mining companies, bituminous—coal mining companies, metal—mining companies, operators of nonmetallic mineral mines other than coal mines, and quarries or open—cut mines. The trophies are awarded for one year and are then transferred to the winners of the succeeding year's contest.The outstanding feature of the contest of 1931 was the operation of a bituminous coal mine without a lost—time injury to any employee. While accident—tree records had previously been made by certain quarries, metal mines, and nonmetallic mineral mines, never before has such a feat been accomplished by a bituminous coal mine in the National Safety Competition. Whether or not such a record has been made by a bituminous—coal mining company not enrolled is the competition the writer does not know, but it is believed that the case referred to is unique among large coal—mining companies. The mine to which reference is made is No. 1 mine of the Phelps Dodge Corporation, at Dawson, N. Mex. To that company belongs the distinction not only of being the first coal—mining company among those enrolled in these yearly safety contents to operate its mine without an accident but also of occasioning the 'Sentinels of Safety' trophy for a bituminous mine to take its first journey west of the Mississippi River. For the past six years the trophy has been in West Virginia, Alabama, or Pennsylvania."
