This information circular is one of a series describing mining methods and costs, being published by the Bureau of Mines. The Sunbright mine of the Foote Mineral Co. at Sunbright, Va., is the southernmost underground limestone mine in the State. It is a comparatively recent operation, and a description of its rapid development to production stage may have particular interest for the limestone-mining industry. This report (System Safety 2.1) is the second in a nine-part series of recommendations addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction.—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics, and includes the benefits of implementing a system/software safety program. • 2.1 System Safety and 2.2 Software Safety.—These reports draw heavily from International Electrotechnical Commission (IEC) standard 61508 [IEC 1998a,b,c,d,e,f,g] and other recognized standards. The scope is “surface and underground safety mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File.—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full lifecycle of the system, and provides administrative support for the safety program of the full system.

The Bureau of Mines investigated the applicability of carbon-in-pulp pro-cess for recovering silver from low-grade ores. The reasons for the research were (1) to illustrate a practical procedure for the process design of carbon-in-pulp adsorption circuits using leach slurries and simple equipment; and (2) to illustrate how equations of adsorption theory relating rate data and equilibrium adsorption curves can be helpful in process design. Carbon-in-pulp silver adsorption tests were made on Banner, Idaho; mine-run ore samples with silver contents ranging from 2.0 to 8.5 oz/ton and variations in cyanide leach extraction from 48 to 93 pet. The lower recoveries were attributed to the presence of complex silver sulfide minerals. Carbon-in-pulp batch adsorption tests provided rate data for the estimation of a silver equilibrium adsorption curve. Process design procedures in which the rate data were related to an equilibrium adsorption curvey by equations of adsorption theory were used to plan a four-stage pilot plant cascade. The pilot plant was successfully operated for 45 hr of countercurrent flow, producing a carbon product containing a mean silver loading of 571 oz/ton from a pregnant solution of 1.7 oz/ton of silver. Virtually all of the dissolved silver was recovered on the carbon.

The only economically important mineral currently produced in Bangladesh was natural gas. Bangladesh was not a world? ranked producer of any mineral commodity, but the possibility of producing and exporting commercial amounts of liquefied natural gas (LNG) was being examined. Proved reserves of natural gas were sufficient to supply most of the country's industrial and domestic heating and electric needs and still support an export-oriented LNG plant. Other mineral production was of virtually no significance to the economy, although there were a few prospects for nonmetallic mineral development. Bangladesh continued to make economic progress during 1978 and into early 1979. Gross domestic product (GDP) at current prices rose from $6.6 billion in 1976-772 to $8.2 billion in 1977?78 and $9.3 billion in 1978.79.2 In fiscal 1979, the economic conditions were favorable until a severe drought hit most of the country. It W88 reported that conditions were the worst in 40 years, and 88 of July 1979, substantial crop losses were predicted. The agricultural sector accounts for over 53% of the GDP and about 75% of all employment. The poor weather will cause economic problems in the form of slower growth, larger trade deficits, and a higher rate of inflation. The 1978.79 statistics showed that real GDP increased just 4%.

Because of the extreme interest in materials with high melting temperatures and the advantages offered over the powder route for making high-density material, arc-melting and centrifugal-casting methods were investigated for preparing shapes of hafnium carbide with and without excess carbon. Highly satisfactory equipment was constructed and efficient operating procedures were established. Also, methods for preparing consumable electrodes and shrink-tolerant graphite molds were developed. Although crack-free hafnium carbide (6.3 weight-percent carbon) shapes were not made, coherent castings containing 9 to 13.5 weight-percent carbon were produced; the same compositions were shown to be resistant to thermal shock. Selected physical and chemical tests were performed on castings chosen for investigation by chemical and nondestructive inspection techniques. Electrical conductivity and thermal expansion measurements were made. Measurable oxidation of all the compositions studied was observed to start between 500° and 600° C. Attack by nitrogen, however, did not occur until temperatures exceeded 2,000° C. A linear relationship of the logarithm of the diamond pyramid hardness to the temperature was noted. Considerable scatter of the bend-rupture strengths at room temperature and of the tensile strengths up to 2,000° C was found. However, at the latter temperature and above, a definite relationship of strength to temperature was observed and some ductility was noted.

This report does not provide detailed design information, but seeks to answer practical questions on air contamination issues.

THIS CHAPTER reports employment data and injury experience in the metal, nonmetal, quarrying, sand and gravel, and slag (iron blast furnace) industries of the United States in 1959. Each industry is treated separately, and no attempt has been made to combine data to show an overall total for this group of mineral industries. The slag canvass is included for the first time (data on employment and injuries were not collected before 1958), and, like other canvasses included in this chapter, data are voluntary. Employment and injury experience for all mineral industries can be found in volume III. The employment and injury information in this chapter came from reports submitted to the Bureau of Mines before May 31, 1960; therefore, figures are preliminary and subject to revision. Voluntary reports submitted by operators have contributed substantially to safety promotion since 1911, when the Federal Bureau of Mines started collecting employment and injury facts.

Table 1 and figure 1 show the number of fires and fire in¬juries that occurred in underground coal mines by state during 1990-1999. Table 1 also shows by state the risk rates, employ¬ees' working hours, lost workdays, and coal production. Over¬all, 87 fires occurred in 12 states. Twenty-seven of those fires caused 34 injuries (the yearly average was 8.7 fires and 3.4 injuries). One fire and one injury involved a contractor. The underground mine fires required 25 mine rescue team interventions and 30 mine/section evacuations followed by 13 mine/section sealing/flooding/CO2/N2, gas injections. The Ewhr value was 1,003 x 106 hr (In = 0.007), the CP value was 4,008 x 106 st (Frr = 0.022), and the LWD value was 208. Virginia had the most fires (15 fires and 7 injuries). Pennsyl¬vania had the most fire injuries (12 fires and 9 injuries), fol¬lowed by Kentucky (12 fires and 6 injuries), and Alabama (12 fires and 4 injuries). Among these states, Alabama had the highest fire risk rate value (Frr = 0.073), whereas Pennsylvania had the highest injury risk rate value (In = 0.016). Table 2, partly illustrated in figure 2, shows by time period the number of fires, fire injuries, risk rates, employees' working hours, lost workdays, and coal production. The number of fires and fire injuries show a decrease followed by an increase during the five time periods (see table 2 and figure 2). This was ac¬companied by a decline in employees' working hours throughout the periods and an overall small decrease in coal production. The In and Frr values follow patterns similar to those shown by the fire and injury values. By comparison, data from Pomroy and Carigiet [1995] show that during 1978-1992 a total of 11 states were involved in 164 underground coal mine fires (yearly average, 10.8) with 43 injuries (yearly average, 2.9) and 27 fatalities (yearly average, 2; however, the 27 deaths occurred during a single fire caused by an overheated air compressor [MSHA 1984]). The CP value was 5,340 x 106 st (yearly average, 356 x 106 st) (Fn = 0.031). Data on employees' working hours and injury risk rates were not available. Tables 3-8 show the number of fires by ignition source, method of detection and suppression, equipment involved, location, and burning material by time period. Figure 3 shows the major variables during 1990-1999. Table 9 shows the number of fire injuries per number of fires causing injuries and total fires by year, ignition source, equipment involved, and location.

Provide reasonably priced, reliable fire protection for front-end loaders. Approach Automatic fire sensing and suppression systems were developed and ruggedized for use on front-end loaders operating in harsh mine environments. How It Works Temperature sensors mounted in the loader's engine, transmission, and articulation areas detect the heat from a fire while it is still small and controllable. This triggers the release of the ABC class dry chemical extinguishing agent through a fixed piping system onto the fire. The system can also be manually activated from either the cab or ground level. Locations of the principal components of the system are shown in the drawing. Two control subsystems were designed to respond to varying fire protection needs and mine conditions. One subsystem only initiates discharge of the extinguishing agent. The other subsystem initiates visual and audible operator alarms if there is a fire sensed or if there is a fault in the control circuit.

[The coarse-grained granitic pegmatities of the United States have long been a source of many important industrial minerals, because of this, they have been studied intensively by geologists, mining engineers, end metallurgists. These studies have amassed a rather astounding array of published and unpublished information. Correlation of geological studies between individual pegmatites, as well as between major districts, has brought fort come semblance of order to the knowledge of the structure and mineralogical composition of those highly complex and irregular deposits, making it possible to classify certain pegmatites and pegmatitic zones into several grouts of associated minerals, based upon the presence or absence of the minor minerals of beryllium and lithium. This classification or trouping of minerals, with the methods that have been developed for recovering certain of these minerals, possible a systematic approach to the winning of many of the industrially important minerals from pegmatite rock by u single integrated process.]

"An active list of permissible explosives was published in September 1935 as part of United States Bureau of Mines Report of Investigations 32S6, under the title ""Active List of Permissible Explosives and. Blasting Devices Approved. Prior to July 31, 1935."" This list included 154 brand names,Changes in the list that have been authorized subsequently placed 24 addi¬tional brands of permissible explosives on the active permissible list as a re¬sult of tests, changes in brand names, or transfer from the inactive list. Eight permissible explosives were transferred from the active to the inactive list. The present active permissible list contains 170 brand names. The increasing activity in oil shale has had a tendency to direct the attention of the industry to any substance from which gasoline or other oils can be secured . Cannel coal for many years has been known, as a source of oil and formerly it was the only substance from which kerosene was obtained . The name of coal oil was given to kerosene because it was derived from cannel coal before any flowing wells were brought in in the United States . In an isolated region in Southern Utah there is an unusually thick and clean bed of cannel coal which laboratory experiments indicate can be made to yield about seventy gallons of oil to the ton . This coal was first described in Bulletin 341 of the United States Geological Survey under the title of Colob coal field . This field lies at the western and southern base of the Colcb plateau and extends from the town of Cedar City southward to Kanarra and then southeastward to the town of Mount Carmel . Cedar City is 35 miles south of east from Lund on the Los Angeles and Salt Lake Railroad which is the nearest railroad point . Mount Carmel is about 90 miles south of Marysvale , on the Denver and Rio Grande Railroad , which is the nearest railroad point from the eastern end of the field . The Colob coal occurs in Lower Cretaceous rocks and a number of wagon mines have been opened on the seam in the vicinity of Cedar City , Kanarra , and Mt. Carmel , but between these places the field has been very little prospected . The cannel coal , so far as known at present , is limited to a small area on the head waters of the north fork of the Virgin River in Township 39 and 40 South , Range 9 East . In this region it occurs as a bed 5-1 /2 feet thick over which lies a layer of bituminous coal 2 feet and 5 inches thick .

A quick, safe, and effective method has been developed that allows workers to clean their dust laden work clothing periodically throughout the day. For the mining industry, this technique is much more effective than the current federally approved method of using a vacuuming system. This newly designed method is relatively inexpensive and can be easily installed at any operation to allow workers to clean their clothing without contaminating the worker, the work environment. or co-workers to elevated respirable dust levels. This clothes cleaning process uses an air spray manifold to blow dust from a worker's clothing in an enclosed booth, which combines the dust for capture and removal by a baghouse dust collector. Since the air exhausted by the dust collector causes the booth to be under negative pressure. no measurable quantities of dust were ever measure escaping from the booth to contaminate the work environment and/or other workers. The worker performing the cleaning process is required to wear a half-mask fit- tested respirator with an N 100 filter, hearing protection, and full seal goggles. Dust samples taken inside the respirator of test personnel performing the clothes cleaning process showed very minimal to no respirable dust. This clothes cleaning process was performed in less than 20 seconds and was significantly y cleaner than either the Federally approved method of vacuuming, or the most common method or using a single compressed air hose. It was also determined during this research that polyester-cotton blend coveralls clean more effectively than coveralls which are 100 percent cotton. The newly designed clothes cleaning process has potential application to any industry where workers' clothing becomes contaminated with most any type of dust or product.

This report abstracts project work performed under USBM Grant GO155003 during the period 4 November 1975 to 3 November 1976. The research was funded, as a continuance of previous support from USBM Grants GO133077 and G0155003, to gain further knowledge in mine electrical system safety. Five reports have been separately produced, all under the grant title, "Coal Mine Electrical System Evaluation," and are as follows: 1. Volume I - Continuous Monitoring, 2. Volume II - Transient Analysis, 3. Volume III - Shielded Cables, 4. Volume IV - Computer Modeling, and 5. Volume V - Battery and Battery-charging Safety. Abstracts of these comprise the balance of this document with one exception. The task ?d-c offsett currents," does not fall under the scope of the other report volumes and, further, the material to be presented does not justify a separate report. Hence, this subject concludes the Executive Summary.

"Nearly every piece of electrical equipment used in mines ""breathes."" In other words, motors, controllers, rheostats, switches, and other similar equipment, even though encased in seemingly tight compartments, breathe in the atmosphere that surrounds them.As the apparatus is used, the temperature of metallic parts is changed generally in positive direction through the heat by friction and the heat due to the electric current. When the apparatus is idle it gradually cools down to the temperature of the surrounding atmosphere.This increase of temperature during operation and return to normal temperature when operation stops alternately raises and lowers the temperature of the atmosphere within the compartments which, in strict accordance with Charles' law -will expand or contract in proportion to any given temperature change.As compartments are not gas-tight, such expansion and contraction will force the atmosphere out of the compartment =on expansion and suck the surround¬ing atmosphere into the compartment during contraction, hence the term ""breathing.""Investigators2 of explosion-proof equipment have recognized that such an interchange would take place and have designed their equipment to safeguard possible explosions within the compartments."

There has been little change in timbering methods in anthracite mines for 75 years, and technical information on strata control is almost wholly lacking. In order to assist the industry to establish technical data, the Bureau of Mines and a Northern field operator are cooperating in underground experiments, the first phase of which has been to investigate pneumatic packing. The four principal methods of packing in mining are hydraulic, pneumatic, mechanical, and hand. The hydraulic pa caring system is believed to have originated at Shenanodah, Pa., in 1864,4/ to prevent destruction of a church by surface subsidence after underground coal mining. This method was used again in 1884 to arrest an underground fire at Buck Ridge colliery, near Shamokin, Pa. In 1901 hydraulic packing was introduced to Europe in Upper Silesia, where it gained in popularity owing to the availability of large quantities of sand suitable for flushing .5/ Hydraulic packing has a number of disadvantages. Chief among these are the softening effect of large quantities of water on the mine floor conducive to heaving action; drainage and punning costs; and the inability to fill roof cavities completely in flat beds.

"INTRODUCTION The domestic production of potash has made rapid strides in the past 4 years. In 1929 the United States produced 109,820 tons of potash-bearing material, equivalent to 61,590 tons of pure potash (K20). In 1933 to this had increased to 331,110 tons, containing 143,378 tons of potash, due chiefly to the development of the potash deposits near Carlsbad, N. Mex. The potash ores of that district occur at a depth of about 1,000 feet and as mined consist of a mixture known as sylvinite containing about 40 parts of sylvite (KC1) and 60 parts of halite (NaCl). By careful mining the extraneous material does not amount to more than 2 or 3 per cent. Such ore was used in the experimental work here reported.The usual chemical method for the recovery of potash from sylvinite, while efficient in the production of pure potassium chloride, requires,expensive equipment and is costly to operate. It occurred to the Bureau of Mines that ore-dressing methods, which have been applied to other nonmetallic minerals, might be adapted for the production of a grade of potash suitable for the fertilizer industry. After preliminary study by the Bureau of Mines showed that ore-dressing treatment was possible the investigation was extended under a cooperative agreement between the U.S. Bureau of Mines, the Potash Company of America, and the Missouri School of Mines and Metallurgy, Rolla, Mo.ACKNOWLEDGMENTSAcknowledgment is here given for valuable assistance in the laboratory of R. The viscosity reduction effect of varied concentrations of leonardite (a naturally oxidized form of lignite) and leonardite-caustic on the rheological properties of a standard bentonite drilling fluid was studied and evaluated. The minimum plastic viscosity was found to occur at application rates of 4 lb of leonardite and 1.33 lb of caustic per barrel of drilling fluid. Leonardite-caustic treatment was not beneficial in treatment of salt-contaminated drilling fluids. Although filter loss rate was reduced; both yield values and gel strength were increased. Compared with other viscosity control agents) including quebracho) ligno-sulfonate) humic acids extracted from leonardite) as well as other reaction products of lignite) leonardite is less effective at low application rates but is an effective treating agent at rates of 2 Ib/bbl or more. Considering the comparable merits of the substance tested) the major factor in determining which agent to use should be based on cost consideration.

Magnesia spinel (MgO.Al203) recovered from dusting slags in the system MgO.Al203-2Ca0.SiO2 is in the form of single crystals most of which will pass 35-mash. This investigation was undertaken by the Bureau of Mines to evaluate the concentrates as a refractory raw material. Three specific types of refractory bricks were studied: (1) dense, (2) lightweight bubble, and (3) insulating. Test specimens ware fabricated 1 by dry pressing, fired to 1,675° C., and tested by procedures common to the industry. The concentrates produced a refractor, having satisfactory density and mechanical strength; however, spinal is sensitive to thermal shock and the possibility of producing a spall-resistant brick using aggregate of such small grain-size must be considered remote. Lightweight refractorias fabricated of spinel bubbles were the most promising of the types tested. They were 30 percent lighter in sight than the dense refractory, their mechanical strength was good, and definite superiority in thermal shock resistance was indicated.
