Cameroon continued to enjoy sustained economic growth that began with its independence in 1960. Growth in the gross domestic product (GDP) averaged 2.8% per year during the 1960's and the first half of the 1970's. Starting in 1976 and for the succeeding 10 years, the GDP accelerated rapidly owing to the coming on-stream of Cameroon's small but domestically significant offshore oil industry. In 1985, the GDP grew by 7.8%, but in 1986, it was only up 5.5%. The country's sustained economic growth in dollar terms of gross national product (GNP) per capita reached $1,075 in 1986. The ranking in GNP per capita by the International Monetary Fund put Cameroon in the middle-income category for developing countries. The sustained economic growth rate up to 1986 was due to the injection of income from oil into the economy, but crude oil price reductions in 1986 brought a slowdown. In 1986, crude oil production grew to 200,000 barrels per day, an increase of 8.2% from that of 1985. Most of the oil came from the Société Nationale Elf Aquitaine (SNEA) wells in the multifield Rio del Rey complex. Additional output came from the Moudi Field operated by Compagnie Française des Pétroles S.A. Proven oil reserves in Cameroon were 540 million barrels. At 1986 production rates, and in the absence of further discoveries, Cameroon will have exhausted its recoverable oil reserves by the year 1995. Owing to worldwide crude price reductions, the country's oil income fell 60% between 1985 and 1986, from $1.82 billion2 to $0.72 billion. Cameroon's refinery operator commenced operating the Sonara refinery in 1981 at Point Limboh. Sonara's capacity of 43,000 barrels per day was small by most standards. In 1986, natural gas reserves, estimated at 100 billion cubic meters, were not produced commercially because there were no domestic users. Proposals for a multibillion-dollar liquefied natural gas plant at Kribi had been submitted; however, work on the plant had not commenced.

THE importance of the mineral industries of the Latin American area in 1964 may be evaluated in respect to a number of points of reference, a few of which are measurable and appropriate for examination. With regard to the region's contribution to total world production, it accounted for total 1964 world output of natural nitrates (from Chile), and about 97 percent of the optical and electrical grades of quartz crystal (from Brazil). The region supplied over 20 percent of world output of 7 other mineral commodities and accounted for 4 percent or more of world output of 19 other mineral products. Among major commodities, the area, occupying 15 percent of the earth's land surface, supplied within 3 percent of that proportion of the world's output of copper, lead, tin, zinc, barite, and crude petroleum. Incomplete compilation of production data, particularly that of nonmetallic minerals, precludes production estimates on some items for the area ass whole, and therefore the importance of Latin America as a world producer of some additional commodities may not be clearly assessed. For example, most of the countries of the area collect only incomplete data or no data at all on the production of clays and other ceramic materials, sand and gravel, dimension and crushed stone, lime, ornamental and precious stones, perlite, vermiculite, carbon black, coal tar products, and petrochemicals. In the case of many countries of the area, the value of production of one or more of these commodities greatly exceeded that of other mineral industry products that are carefully reported.

Two pieces of European Union (EU) legislation together establish requirements for protection against risks from vibration at work. The vibration directive1 specifies duties of employers to protect workers from risks from exposure to vibration; the machinery directive2, specifies duties of manufacturers and suppliers regarding the safety of machinery marketed in the EU. This paper discusses both directives and the standardisation programmes that support them. It also addresses the implementation of these requirements in Great Britain. Employers’ duties: the vibration directive This directive requires employers to assess and control risks to health and safety arising from hand-arm vibration (HAV) and whole-body vibration (WBV). Member States were required to implement the directive in national legislation by 6 July 2005. Employers are required to eliminate vibration risk at source, or reduced to a minimum. The duties include: assessing risk and exposure; planning and implementing the necessary risk control measures; providing and maintaining suitable work equipment; providing workers with information and training on risks and their control; and monitoring and reviewing the effectiveness of the risk control programme. Daily exposure exceeding a specified action value triggers a requirement for a programme of technical and organisational measures to minimise vibration exposures and the resulting risk, and the provision of health surveillance. Exposures above a specified limit value are prohibited. When conducting their risk assessments, employers are required to “assess and, if necessary, measure” the vibration exposure of workers, for comparison with the action and limit values. Vibration measurement in the workplace is not expected in all cases and the use of vibration information from equipment manufacturers is specifically mentioned. This provides a link with the machinery directive (see below). Manufacturers’ and suppliers’ duties: The machinery directive The machinery directive, first introduced in 1989, is intended to remove barriers to trade. It puts duties on manufacturers and suppliers who place machinery on the European market to design their products to eliminate or reduce risks to health and safety and to warn the user of any residual risks, providing information required for safe use (for example, operator training, maintenance and selection of consumables). The Bureau of Mines studied the compaction characteristics of metal and nonmetal tailings. Densities of the tailings and zone of compaction influence, compactive effort, and cost of equipment are related to changes in the factor of safety for specific grain-sized tailings and embankment configurations. Field testing was accomplished in two distinct phases. The first phase investigated the effectiveness of using a nuclear gauge on metal and nonmetal tailings to produce rapid, instantaneous measurements of moisture content, wet density, and dry density. The results of the nuclear gauge testing are presented in chapter 1. Chapter 2 presents a comparison of the compactive effectiveness of three different pieces of construction equipment on a coarse-grained metal tailings pond. The three pieces of equipment chosen for study were a DBH track-mounted dozer, a DSOO rubber-tired dozer, and a SP848 vibratory smooth-drum compactor.

The public interest in the Alaskan situation is such that, with the consent of the President, I have concluded, at the request of the American Mining Congress, to make at this time a candid, if somewhat informal, expression of the views I have formed as Secretary of the Interior, under whose official supervision much of the administration of the Territory is now placed. Pressure of other matters imperatively requiring attention has prevented their presentation in as precise and comprehensive a form as I had hoped. The absence of the President from Washington has also prevented the submission to him of what I have prepared. I wish to say, however, that no one is more earnest than he in the desire to see a policy of prompt and wise development inaugurated in Alaska, and that the general policy contained in this address has been discussed with him, meets his approval, and will have his support. I have recently returned from an altogether too brief but nevertheless a most interesting and profitable visit to those portions of Alaska that are more immediately involved in the questions now under public consideration. Favored by extraordinary weather and the cooperation of steamship and railroad lines and the assistance of all of the governmental agencies, including the Revenue-Cutter Service, I visited every port in Alaska that seems likely in the near future to become an important entrance to the country. I examined all of the harbor and town sites which for this purpose have attracted any considerable public attention. I traversed the entire length of each of the three railroads that have been constructed in the Terri.tory and made a short trip from White Horse down the upper Yukon. Both before and during the journey I examined a mass of books, records,' and papers relating to the country and its resources. I had conferences with official committees representing the principal communities I visited and with numerous individuals, residents both of the coast and of the interi.or, and conferred with engineers, miners, prospectors, railroad officials, business and professional men.

"INTRODUCTION Geological examination of the Iron Mountain beryllium deposits was begun by a field part 3/ of the Federal Geological Survey in May 1942. Later in that month the occurrence was examined by the author and C. H. Johnson, of the Bureau of Mines, and a preliminary exploratory program was outlined. Trenching and sampling began about June 15 and were completed in July 1942. A large tonnage of beryllium-bearing material was indicate by this preliminary survey, so that additional funds wore allotted for further trenching and sampling, underground exploratory work, and diamond drilling. This later program was initiated in July 1942 and was completed in May 1943. 4/ACKNOWLEDGEMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilisation of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Several processes for the production of ultra-clean coal for electrode carbon were developed in Germany prior to and during World War II . These processes have been investigated since the end of the war by the British and U. S. Government missions . As the reports of the investigations are not readily available to the public , it is the purpose of this paper to present the information which has been obtained regarding the methods by which ultraclean coal was produced . Almost all the ultra-clean coal was used in the manufacture of electrodes for the production of aluminum and magnesium . Standard raw materials for making these electrodes are pitch coke and petroleum coke , which are nearly ashless . The inclusion of ash in the electrode carbon results in lowered efficiency and impure metal from the reduction process . Petroleum coke and pitch coke were in very short supply in Germany during the war , so that it was necessary to augment the supply with carbon produced from coal . In the emergency , methods were developed to clean coal which had never before been economically feasible . However , a demand for nearly ash-free coal might develop in the United States if a shortage of petroleum coke were to occur at the same time as a strong demand for light metals . Other uses of ultraclean coal are in direct hydrogenation of coal , in production of activated carbon, and for special fuels . Specifications for electrode carbon are rather severe owing to the necessity for producing pure metal . Maximum amounts of impurities allowable in American practice are as follows : Total ash , 1.0 percent ( in finished coke , 0.7 percent ) Silica , 0.08 percent Ca or Na, or their sum , 0.12 percent Sulfur , 2.0 percent Ba , Ni , Cr , Mn , Co , and V are objectionable in very small amounts . The most important process for ultra cleaning of coal in Germany was froth flotation . Froth flotation had been used widely there to process washery -water sludges and to recover coking coal from high - ash fines . Its use was indicated , therefore , when the demand for ultra low-ash coal arose . In two plants the coal cleaned by froth flotation was treated with acid or caustic to lower further the ash content . Another process used on an industrial scale was that of dissolving the coal substance in the middle oil from direct hydrogenation of coal under controlled pressure and temperature . The resulting paste was heated, filtered , and the oil distilled off . The residue was a low-ash organic material that could be carbonized for electrode carbon or could be hydrogenated directly . Several other processes had been developed to the laboratory or pilot - plant stage but had never been used on a commercial scale . These processes included cleaning by centrifugal action , cleaning by electrostatic action , and cleaning by forming a paste with oil in water . The coal-preparation plants at the Carl Alexander mine , Augusta Viktoria mine , and Kőenigin Elisabeth mine are described in Bureau of Mines Information Circular 7389 : " Coal Preparation Practice in Western Germany" , by Thomas . Fraser and M. G. Driessen . Most of the special equipment used at these plants is described in the above publication .

Kaolin, or china clay, is the term applied to a group of hydrous aluminum silicates. Because of its purity, light color, and refractory properties, kaolin is used extensively in the manufacture of high-grade ceramic wares and as a filler by the rubber and paper industries. Although there are numerous pottery and enamelware plants in Texas, and large rubber and paper industries; all of the kaolin used in these plants is from other States, There are two known occurrences of kaolin in Texas, namely, the Leakey deposit in Real County and the several deposits of the Medley district in southern Jeff Davis County. An investigation of the Mueller kaolin deposit in the Medley district was undertaken by the Bureau of Mines. Following an examination of this deposit by W. D. McMillan, engineer in charge of the Texas field office of the Bureau of Mines, a proposal was made to investigate the deposit by diamond core drilling.

(Measurements of stable isotopic variations (sulfur, carbon, and oxygen), supplemented by chemical, mineralogical, and petrographic analyses have been used to investigate the processes responsible for : (1) the incorporation of sulfur in coal, and (2) the (development of permineralized peat zones ("coal balls"). Sulfur isotopic results indicate that there are two principal sources of sulfur in the Pennsylvanian coals from the Illinois Basin: (1) "primary" sulfur assimilated by plants (low-sulfur coals), and (2) "secondary" sulfur produced by reactions involving H2S that was produced by the anaerobic reduction of sulfate in seawater which permeated the peat during post-depositional marine transgressions (the dominant source of sulfur in high-sulfur coals). Sulfur isotopic compositions of low-sulfur coals in Several Tertiary basins of Wyoming are consistent with a plant sulfur source. However, the inverse correlation between content and isotopic composition of sulfur observed in coals from the Powder River Basin suggest some "secondary" additions to these low-sulfur coals. Seveeral Quaternary (freshwater pears which were submerged by sea-Level rises during deglaciation over the past 30 ka have sulfur contents and isotopic compositions similar to high-sulfur coals. Carbon and oxygen isotopic compositions of calcareous coal balls from North America and Europe suggest that (1) the carbonate was derived from variable proportions of oxidized plant matter (typically predominant) and inorganic carbonate, and (2) the carbonate minerals were precipitated from fresh-to-brackish waters. Local geochemical and hydrological conditions were apparently more important than regional depositional environments in controlling the source of carbonate and the development of coal balls.

This paper discusses the design of small head frames that will fill the needs of prospectors and small operators whose operations are conducted through shafts. The head frames considered were designed to handle relatively small tonnages. It was assumed that the shafts in which buckets are used would not exceed 300 feet in depth and that not over 60 tons of rock would be hoisted, in, 14 hours. In the design of the larger head frames, a hoisting capacity of about 250 tons per 6 hours from a depth of 300 to 500 feet was assumed. Under these conditions, hoisting speed, rate of acceleration, and weight of rope have a negligible effect on the head frame design and, therefore, have been ignored in the following, discussion. Because timber is relatively cheap and easily obtained in most mining areas, the discussion has been confined to timber construction.

This report discusses processing and use of the principal forms of manganese. The focus is on trends in the United States in the 20th century and specifics of domestic manganese material flows as of about 1990. To protect proprietary data, quantitative assessments are limited to the iron and steel industry, which accounts for about 90% of consumption. Nonmetallurgical uses are considered qualitatively. Approximate disposition of a U.S. cumulative consumption during 1901-90 of an estimated 69 million st of manganese is estimated to be iron and steel slag, 69%; nonmetallurgical uses of a dissipative na¬ture, 10%; iron and steel scrap, 9%; National Defense Stockpile, 3%; unidentified and/or including items in service, 10%. In slag from iron blast furnaces and steelmaking, manganese is present as a minor, relatively im¬mobile component, which so far has been uneconomical to recover. Construction and road building are main applications for these slags. Steel slag contains the greater amount of manganese. Studies by others of global manganese fluxes and the effect of human activities on them also are discussed. One source concludes that the main effect of human activities, via deforestation and agricultural activities, has been to increase the rate of transport of manganese to the oceans.

"INTRODUCTION For the last several years the oil industry has been turning more and more toward conservation arid the study of related production problems. It is generally conceded that ultimate recovery is increased by holding the natural gas in thy sand which is net needed in lifting the oil. The retained gas lowers the viscosity and surface tension of the oil and helps flow the oil from the sand. Lewis states that ""while the operator can not control the original conditions of energy and resistance in the sand, he can partly control the efficiency of expulsion. As it is the energy contained in the compressed and absorbed gas rather than the oil that is exhausted, it is but logical to judge the efficiency of a producing method largely by the relative quantities of gas produced with each barrel of oil. If by a change in method the producer lessons the proportion of gas with each barrel of oil, he should increase the total recovery- of oil correspondingly, even if the rate of production is temporarily reduced somewhat.""The effect of ""pinching in"" or controlling the flow of oil wells in an effort to lessen the proportion of has never been definitely known. The general belief has been that ""pinching"" a flowing well causes the oil and gas volumes to be reduced proportionately, maintaining the same gas-oil ratio as before the reduction in flow was made. Studies of gas-oil ratios in many fields have shown that much gas has been wasted, insofar as its effectiveness in oil production is concerned. Swigart and Bopp carried."

The Bureau of Mines developed computerized mathematical models to estimate the economic availability of Mesabi Range taconite concentrates; these are a quality model, a cost model, and an economic availability model. The quality model evaluates metallurgical test data; the cost model determines iron unit cost from mining and processing cost data; and the economic availability model determines quantity from geologic and ore quality data. By correlating all of the physical resource quality factors and dimensional characteristics with the economic cost factors associated with producing iron ore pellets, these three models combine to establish a final relation between iron ore reserve quantities and iron unit cost.

The International Ground Control Conference in Mining has always provided an open forum for the publication, presentation, discussion, and often heated debate on roof bolting systems mostly with attention to how, when, and why they work. During the last 24 Conferences at least 170 papers have been presented by International Experts on these “simple” devices that range in length from 30-inches to 20 ft and from 5/8 to 2 inches in diameter. Roof bolts are primarily mechanically anchored, glued, cemented, or driven. Bolts are placed vertically, angled, or tied together with special fixtures (trusses and slings). They have been termed active, passive, stick-slip, and several other descriptive acronyms or mining slang expressions. This retrospective paper will present the changes in bolt types and usage, point out some of the biggest myths and hail the most significant advances (according to the authors’ opinions of course).

Molybdenum, tungsten, and vanadium were found by the Bureau of Mines to possess generally superior chemical and galvanic corrosion properties in many aqueous corrosive media at temperatures up to the boiling point. The corrosion resistance of vanadium in certain solutions was further improved by alloying it with such metals as columbium, tantalum, and titanium. was susceptible to a type of crevice corrosion in mercuric chloride solutions, but no other instances of crevice corrosion were encountered. With few exceptions, molybdenum, tungsten, and vanadium were not adversely affected when coupled with dissimilar metals in galvanic corrosion experiments; in some cases one or both members of a couple were protected by contact. When exposed to aqueous ammonia spray at 60° C, all three metals were attacked, but they were moderately resistant in spray environments of substitute ocean water and ammonium dihydrogen phosphate.

This report is principally concerned with the engineering and economic feasibility of area surface coal mining systems other than draglines. This analysis evaluates shovel/ trucks, shovel/crusher/conveyors, and shovel/rail excavation and haulage systems for an assortment of geologic environments and production rates in the Powder River Basin (PRB) Shovel/trucks, front-end loaders/ trucks, and shovel/crusher/conveyors were studied in a multi-seam, dipping geologic area of the Four Corners Region. The Texas lignite engineering and economic research involved bucket-wheel excavators (BWE), BWE/backhoes, and scraper/backhoe combinations for overburden and coal excavation. The PRE truck/shovel study utilized the most recent computer simulation available in both the design and cost analyses. Detailed engineering analysis, followed by in-depth operating costs (operating and depreciation) result in a complete evaluation of each mining system. Cost comparisons of the different mining systems under similar geologic and production constraints are presented in the report to illustrate the estimated capital investment and production costs per ton of coal and bank cubic yard of overburden.

THIS CHAPTER of the Minerals Yearbook (volume III) contains overall injury experience and employment data at bituminous-coal, lignite, and anthracite mines, coking plants, metal and nonmetal mines, metallurgical plants, and stone quarries in the United States for the calendar year 1956. Volume I of the Yearbook includes injury experiences and related employment data in the metal, nonmetal, and quarrying industries, and in the milling operations connected with the mining of those commodities. Volume II contains the injury and related employment experience of the coal mining, coking, and oil and gas industries. Reporting is voluntary on the surveys conducted by the Bureau of Mines to collect injury and employment data in the mineral industries, except in the coal-mining industry, where operators are required by Federal law to furnish the information requested.

A testing program was conducted to determine the suitability and reliability of adhesives and polycarbonate lenses for extended use in luminaires in mine environments. Polycarbonates were exposed, for periods up to 36 months, to four environments including ultraviolet light, humidity, intermittent water spray, and heat of either 180°F or 407 in various combinations. Rod impact tests on the exposed lens material indicated, that polycarbonate functions well under all 180°F environments and could be used with confidence for periods exceeding the test period, for as long as ten years, with a suit) able safety factor employed in design. The specimens exposed at 240°F showed decreased toughness after 24 months' exposure. Extrapolation of these data was deemed to be risky. A 462-day compatibility test between polycarbonate and six hydraulic fluids was run on stressed PC beams. One fluid caused beam breakage in less than one day, while three caused breakage at intermediate times. Two fluids exhibited essentially no effect on the PC when compared to a control. Epoxy and silicone adhesives were tested as lens adhesives and sealants. Three epoxy combinations tested showed low and erratic failure stresses. A room-temperature-cure silicone adhesive functioned extremely well for time periods up to 36 months and temperatures u2 to 240°F.

This digest, based upon a translation" of certain portions of the 1930 law, covers the pertinent points of what has been termed "The New Mining Law of Luxemburg," the Grand Ducal Order (Arrêté) of April 26, 1930, concerning the exploitation of "mines, minières, and carrières, 4 and abrogating the order of January 2, 1891, concerning the same subject." The Duchy of Luxemburg, which between 1735 and 1815 was French, adopted as its basic mining law the French Law of April 21, 1810, and an Imperial Decree of January 3, 1813. The Luxemburg Government later supplemented and modified this legislation by the laws of June 12, 1874, April 30, 1890, and May 10, 1898, which, with article 36 of the Constitution, are to be taken into consideration in a complete survey of mining legislation. The methodology for describing the geochemistry of elements in a coal seam have been developed. This has been applied to the Rosebud Coal Seam, which is an economically important member of the subbituminous coals of the Fort Union Formation in Eastern Montana. The method development has involved a detailed study of two popular techniques for determining the metal geochemistry of coal, namely, whole coal analyses and coal physical fractionation. The mathematically contrived element associations (whole coal analyses technique) and the element concentration trends in the float and sink fractions (physical fractionation technique) are considered to lead to only qualitative conclusions concerning the chemical associations of the elements in coals. Additionally, the processes taking place with the coal during low temperature ashing in an oxygen plasma are experimentally investigated and shown to be of sufficeint extent that the use of such low temperature ash for deciphering element geochemistry is questionable. The method developed in this study is a chemical fractionation that involves the sequential leaching of coal with water, 0.5 N HC1, 3 N HC1, 2 N HNO3, and 48% HF. These leach solutions are shown to selectively dissolve the predominate inorganic phases, sulfates, Ca and Mg carbonates, Fe sulfides and K alumino-silicates and quartz, respectively. These phases were identified with the use of XRD, SEM, EM and leaches (water and 0.3 N HC1) of whole coal and low temperature ash. The incorporation of the anion-exchange step in the leaching scheme was investigated and was observed to warrant further study of such intensity to be, at the time, unuseable. The use of this sequential leaching technique on several coal samples from the same seam generates element concentration trends that can be quantitatively interpreted with respect to the chemical associations of the minor and trace metals in the coal seam. The properties of the various seams of economic importance in the Fort Union Formation in Eastern Montana are compiled and presented. The subsequent conclusion is that there is not a large variation in the properties of these coal seams and that the variations within the Rosebud are within one order of magnitude. The chemical fractionation technique, investigated in this study, was applied to composite tipple samples of the Rosebud seam. Each composite sample represented 76,800 tons of coal. A minimum of 32% of the Ca and Mg are present as separate water soluble sulfates. An excess of the sulfate ion in the water extracts shows the predominating influence of the ion exchange capacity of the organic compounds in the coal. Based upon the CO content of the coal and the HC1 leachate data, 25 to 30% of the alkaline earth elements exist as separate carbonates and the remainder are associated with the organic compounds. The small fraction of the illite that dissolves in the HC1 and HNO3 leachates accounts for the K and Al. Slight dissolution of the pyrite in the HCl solvent occurs, the small amounts of Li and As do not relate to any known phase and Mn is present as a separate carbonate phase. Fe and a significant amount of the As exist in the pyrite that is dissolved in the HNO. Se is equally partitioned between the pyrite and the organic compound~. Most of the trace elements are found in the HF solutions. Li, V, and Cr were interpreted to be associated with the clay minerals (kaolinite and illite). Ni and Pb appear to be present as separate phases and 50% of the Hg is HF soluble but is not chemically related to any known inorganic phase.
