During 1983, U.S. Bureau of Mines personnel examined mines, prospects, and mineralized zones to evaluate the mineral resources and potential of the Funeral Mountains Wilderness Study Area (WSA), Inyo County, California. Eleven mineral properties and two mineralized zones were examined during this study. Of these, six are within the study area and seven adjacent. There are no active mines, in the WSA, nor is there evidence of past production from any claim within the study area. The WSA contains no identified mineral resources. However, occurrences of bentonite, zeolites, and strontium were found in the area. There is little likelihood for resource development of any occurrence in the WSA. The area, in the Basin and Range Physiographic Province, is dominated by a Paleozoic marine sequence. Segments of Tertiary continental fluviolacustrine sediments, including volcaniclastic rocks, abut and overlie the Paleozoic rocks in fault controlled basin areas. Significant concentrations of bentonitic clay and zeolites occur as alteration products in Tertiary tuffaceous sedimentary rocks. However, they are generally low-grade, thin, and discontinuous, precluding commercial development. Limestone, quartzite, and sand and gravel in the area are suitable for many types of construction uses, but similar deposits outside the WSA are closer to markets. No energy resources have been identified in the WSA.

The Bureau of Mines conducted laboratory studies to investigate methods for desilicating sodium aluminate solution derived from leaching a limestone-anorthosite sinter with 10-pct Na2C03 solution. Desilication tests were made at atmospheric pressure to determine the effects of time and additions of lime and desilication residues. A two-stage, countercurrent desilication procedure was developed to reduce the Si02 content sufficiently to meet specifications for cell-grade A1203. Both stages were conducted at boiling temperatures at atmospheric pressure. Reagent lime was charged as desilication seed to the partially desilicated solution in the second stage, and a product (desilication residue) precipitated by the lime addition was charged to the freshly leached solution in the first stage. Average A1203 loss in the desilication circuit was 5.8 pct, and the product solution contained less than 0.04 g/l Si02. Complete precipitation of A1203 by carbonation resulted in a hydrate containing less than 0.01 pct Si02. Calcination of this hydrate would produce A1203 meeting the 0.015 pct Si02 specification for cell-grade material.

The purpose of this investigation was to develop an alloy of columbium for use at high temperatures and for nuclear applications. The properties of possible alloys were determined, and the more promising ones were selected for further improvement. Criteria for selection were machinability, hardness, workability, tensile strength, and oxidation resistance. Thirteen 100-gram ingots, ranging from 100 percent columbium to 100 percent vanadium, were prepared and subjected to various tests. Also included for comparison were zirconium and the zirconium alloy, zircaloy-2. Test results showed that a columbium alloy, containing 10 atomic percent vanadium merits further development. Besides being workable at room temperature, the columbium-10 atomic percent vanadium alloy has oxidation resistance superior to the other alloys of the series and is also superior to zirconium or zircaloy-2. The latter two materials have comparable neutron-absorption cross sections. The strength and hardness values of the alloys tested were found to increase with increasing vanadium content, reaching a maximum at 50 atomic percent vanadium and decreasing with further increase in vanadium. This behavior is typical of binary alloys wherein each element will retain any proportion of the other in solid solution. INTRODUCTION There is an increasing need for alloys for service at high temperatures. Since current world reserves of columbium metal approximate 1,500,000 tons (1),4 this metal is now readily available. Columbium can ties; be considered a practical base material for high-temperature alloys required in nuclear reactors and in aircraft and space vehicles. General requirements chosen are: (1) Workability, (2) satisfactory mechanical properties at temperatures approaching 1,000° C., and (3) resistance to oxidation at such temperatures.

The Bureau of Mines found sulfur hexafluoride (SF6), released from a lecture bottle, to be an ideal gaseous tracer for studying mine ventilation systems. Air samples were collected in glass syringes and analyzed by electron-capture gas chromatography. In these studies, the lower limit of detection was about I part per billion by volume (ppb) of SF6 per part of air. Experiments conducted in a Pennsylvania limestone mine showed this technique useful in evaluating the effectiveness of auxiliary fans, measuring low flow velocities, probing the air circulating near a working face region where ventilation appeared to be poor, and estimating volumetric flow rates in airways of large cross-sectional area and having low flow velocities. This technique was also used in a western vein-type metal mine to measure the amount of return air being recirculated into the intake air due to leakage through old stoped areas.

The Bureau of Mines, in cooperation with the Florida phosphate mining industry, investigated the dewatering of waste phosphatic slimes. Part of this investigation was to determine the electrophoretic mobilities and cation exchange capacities of the slimes. The mobilities and exchange capacities are reported for samples of slimes taken from 15 plants operating in the Florida land-pebble phosphate district that includes Polk,Hillsborough, Manatee, Hardee, and DeSoto Counties. The electrophoretic mobilities determined were all negative, ranging from -0.24 to -1.93 (micrometers per second) per (volt per centimeter). Also reported are frequency distributions of electrophoretic mobilities, electrophoretic mobilities of slime diluted with distilled water and electrophoretic mobilities of sand-slime mixtures. The cation exchange capacities ranged from 17 to 45 milliequivalents per 100 grams of slime solids.

Preliminary to an experimental study of selected physical properties of helium and related gases) the Bureau of Mines Helium Research Center conducted a data-gathering literature survey. This report combines the results of the 1961-63 literature search into a usable format. The data accumulated on the physical properties are presented in tables and graphs. The data in the tables were chosen for exact representation and comparison of specific values. An attempt was made to select the most reliable and consistent value available for a given property without extensively analyzing each source reference. The methods of evaluation are discussed later. The graphs show trends and anomalies which may be obscure in tabular form. The Juneau Office of the U.S. Bureau of Mines has undertaken a study of the environmental permitting process for major mines in Alaska to identify the effects ecosystem management has had or could have on the permitting process. To date, ecosystem management affects major mine permitting in Alaska primarily through the NEPA environmental assessment process. In Alaska, only the Forest Service has instituted ecosystem management in an overt and organized manner, while other agencies are doing so less directly. In recent Bureau of Mines publications, the mine permitting process has been described using case studies of several recently permitted mines in Alaska. The insights into the permitting process and the conclusions of these reports are reviewed and summarized. Several ecosystem management issues were identified in the case studies, including the need for: effective communication between agencies; standardization and coordination of NEPA environmental impact assessment and environmental monitoring programs among agencies, and assessment and selection of alternatives based on risks to ecosystems regardless of jurisdictional boundaries or environmental media-specific regulations. Ecosystem management could be used as a way to systematize, organize, standardize, and coordinate permitting and monitoring requirements and management perspectives among government agencies and project proponents.

Information Circular 6746 reviewed the fatalities in Indiana coal mines. for the fiscal year October 1, 1951 to September 30, 1933. Since then Indiana has changed its fiscal year to the period July 1 to June 30, but as most statistical data on accidents are arranged according to calendar years, the data in this paper are for the last 3 months of 1932 and the calendar year 1933, rather than for the new Indiana fiscal year. Tables 1 and 2 list the fatalities in Indiana coal mines3/ by cause and occupation for the last 3 months of 1932 and for the calendar year 1933. The fatalities for the small wagon mines employing fewer than 10 men are separated from those employing 10 or more men to call attention to the ex- tremely high fatality rate in small mines, largely because the State mining law does not apply to them nor do they come under the jurisdiction of the Indiana mine inspectors; as a result health and safety conditions are ex- tremely bad. During the last 3 months of 1932, 5 (approximately 42 percent of the total) fatalities occurred in the small mines, while for the calendar year 1933, 12 (approximately 32 percent) of the fatalities occurred in them. The Indiana Division of Mines and Kining estimates that these small mines have an annual production of approximately 325,000 tons, or about 4.5 percent of the total coal-mine production of the State. In other words, for these small mines the fatality rate per tons mined during 1933 was about 10 times as great as for the mines employing 10 or more men. Another lamentable feature in connection with the fatalities in small mines is that very few carry any compensation insurance and the owners are not worth enough financially for dependents of victims to collect anything under the common law; as a result, the dependents of those killed usually are left penniless and subjects of public charity.

Gaseous and particulate exhaust emissions from 20 diesel engines in service at five underground mines were measured with high accuracy instrumentation. The engines that were tested were checked for faults or maladjustments. The vehicle and engine maintenance organization was studied at each mine and an idealized maintenance program was devised. Faults were induced in a new diesel engine to determine their effect on the characteristics of the exhaust emissions. The results, conclusions and recommendations from this investigation are presented in this final report.

The explosion occurred at about 3:05 p.m. in the largest of the 11 school buildings on the campus. In 1989, the Bureau of Mines conducted a mineral resource investigation of the 52,350-acre Jersey Jack study area, located in the Clearwater Mountains of north-central Idaho. Twenty-eight mines and prospects were examined, and 483 rock, placer, and petrographic samples were collected during the field study. Two properties contain gold resources; mining company data show the Robinson Dike mine contains an estimated 940,000 tons of "drill proven and probable reserves" averaging 0.041 oz/ton gold, and the Bureau of Mines investigation showed the Blacksand placer mine contains an estimated 64,000 cubic yards of identified placer resources averaging $8.13 in gold per cubic yard. Sample analyses from other properties indicate that gold resources are likely to exist; however the low tonnage, narrow, fissure-vein type deposits would require mining by relatively high-cost underground methods and would be subeconomic at a gold price of $400/oz.

An evaluation of a nuisance-emissions-discriminating smart mine fire sensor system was made in an operating coal mine. These field evaluations were conducted to determine the sensor system's ability to discern nuisance emissions, such as diesel exhaust, emissions from flame cutting and welding operations or hydrogen gas from a charging station, from real fires and to compare the number of falsely reported fire alarms generated between the sensor system and a standard carbon monoxide (CO) monitor. The sensor system's ability to operate successfully in the working environment of an operating coal mine was also evaluated. The smart mine fire sensor system consisted of four sensors whose data outputs were fused with the use of a neural-network-type computer program. Long-term trials were conducted in a haulage way, a belt entry, and a track entry. The system functioned successfully in the belt entry, in accordance with its developmental goals, where the sensor system even discriminated events not anticipated during development. It was not totally effective in the haulage way and track entry, though, due to a combination of significant diurnal air temperature variations, dust, and mechanically induced vibrations. Also, deteriorating rib conditions contributed to operational problems in the haulage way evaluation. In general, the smart mine fire sensor provided nuisance emissions discrimination and was shown to be a viable new approach for mine atmospheric monitoring, enhancing miner safety. This paper describes the in-mine evaluation of the smart mine fire sensor system and discusses recommendations for improving the system.

Starting on a small scale, the equipment for processing synthesis gas to form liquid hydrocarbons was expanded to handle 100 m) 3/hr. This reactor was successfully designed and constructed, and a basis for future design methods was established. Because, however, this work was carried out on an empirical basis, it is felt that a more thorough theoretical study should be made in an effort to increase the efficiency of the process, particularly in the development of a simpler converter.

The thermal diffusivity above 298 K, up to 400 K and at pressures from ambient down to 10-10 torr was measured for the following six igneous rock types: tholeiitic basalt, obsidian, rhyolite, granodiorite, gabbro, and dunite. The thermal diffusivity data were obtained by the laser flash method. Extreme values range from a low of 5.3X10-3 cmF/sec for rhyolite at 383 K and 2X10-7 torr to a high of 13.4x10-3 crrf/sec for dunite at 298 K and 760 torr. Data are also included on a commercial fused silica, which was used as a standard.

In ventilated tunnel fires, smoke and hot combustion products may form a layer near the ceiling and flow in the direction opposite to the ventilation stream. The existence of this reverse stratified flow has an important bearing on fire fighting and evacuation of underground mine roadways, tunnels and building corridors. In the present study, conducted by the National Institute for Occupational Safety and Health, a CFD program (fire dynamics simulator) based on large eddy simulations (LES) is used to model floor-level fires in a ventilated tunnel. Specifically, the critical ventilation velocity that is just sufficient to prevent the formation of a reverse stratified layer is simulated for two tunnels of different size. The computer code is verified by checking the computed velocity profile against experimental measurements. The CFD results show the leveling-off of the critical ventilation velocity as the heat release rate surpasses a certain value. At this critical ventilation, the ceiling temperature above the fire reaches a maximum for both tunnels. The velocity leveling-off can be explained from this observation. An extended correlation of Newman (Combust. Flame 57 (1984) 33) is applied to the temperature profiles obtained by CFD. At the critical ventilation, temperature stratification exists downstream from the fire. The computed critical ventilation velocity shows fair agreement with available experimental data taken from both horizontal and inclined fire tunnels. The CFD simulations indicate that the Froude modeling is an approximation for tunnel fires. The Froude-scaling law does not apply to two geometrically similar fire tunnels. Law of the Sea. - The Ninth Session of the Law of the Sea Conference resumed July 28 at Geneva and will run for 5 weeks. The 160-nation Conference began in 1973. Two of the major factors to be discussed are the transfer of technology to the UN-controlled Enterprise or mining authority, and how the 36-member Council will make decisions. As the session completed its third week, delegates expressed little hope of completing a treaty text this year. There was a feeling, though, that substantive issues might be settled so that a treaty text can be completed next year. The Deep Seabed Hard Mineral Resources Act signed by the President on June 28, provides an interim regulatory procedure for ocean mining activities conducted by U.S. nationals that may be superseded by a law of the sea treaty.

Philippine laterite and serpentine ores can be utilized in an electric furnace operation to produce both a steel ingot and a ferronickel product. Figure 1 is a schematic interpretation of a plant in which laterite and serpentine ores are processed separately to obtain both ferronickel and steel as products. A relationship of estimated capital requirements and probable returns has been established in this study for a plant of this type. No attempt has been made to evaluate the risks involved in commercial operations. At such time that the project might be constructed and placed in operation, changes in the costs of material, labor, and power may materially affect the profitability aspects of this study. One of the uncertainties involved in the economic evaluation is the cost of mining, handling, and shipping the ores. It is on this basis that the cost of ore delivered at the plant is assumed to be variable at $3, $5, and $7 per net ton (dry basis). For all other costs a plant site at Iligan City, Philip-pine Islands, has been assumed in preparing the economic characteristics for a plant that will process 2,000 tons4/ of ore per day. Results of the study, for the 2,000-ton plant, with all monetary values expressed in terms of United States currency (Philippine peso valued at $0.50), are summarized as follows:
