On November 16, 1978, Finance Minister Chretien delivered his second formal budget in the House of Commons. Over-all, the provisions of the budget should provide moderate stimulus to the Canadian economy. With respect to the mining industry, the budget offers some welcome changes in the form of' improved write-offs for development expenses and social assets; higher investment tax credits; and a reduction in federal sales tax. On the other hand, income bond financing of new mineral ventures may be restricted.

"The pastefill circuit at the Bell Allard Mine in Matagami, Quebec started up in August 1999. The surface pastefill plant produces a cemented paste which is sent underground by gravity through a vertical pipeline in the mine ventilation shaft. Difficulties with paste flow during the start-up highlighted the importance of understanding paste rheology and the effect of operating procedures on line wear. By June 2000, the original circuit had been modified to include a paste pump to transport the paste to the shaft.The steps taken during the paste plant commissioning are discussed. The final flow sheet is presented, focussing on the use of instrumentation to ensure full column flow and proper distribution underground. Resistance modelling and accelerated curing of samples are examined as possible ways of predicting paste resistance to ensure compliance with the mine’s paste specifications.INTRODUCTIONCommissioning a new plant can be difficult and time consuming. The start-up of Noranda’s Bell Allard paste backfill plant was no exception. Since the first day it went into operation, the paste circuit could not meet the tonnage and paste quality requirements of the mine because the paste would not flow by gravity into the vertical pipeline in the mine’s ventilation shaft.Diagnosis of the pastefill problems proved difficult. It was only when the rheology of the Bell Allard paste was understood that the flow problems were solved. To ensure that the paste placed in the stopes meets mine requirements, two methods of paste resistance prediction are being developed."

"Since World War II, urban communities have expanded at an unprecedented rate. The industrial mineral industry supplies the sand, grave], limestone, crushed rock, cement, gyp-sum, etc. for urbanization. Most de-posits in use are close to or within communities. Pollution of water and air has become a matter of public concern. Waste disposal and the effects of noise and vibration are subjects of public debate. Need for the reclamation of land after operations such as strip mining is discussed in magazine articles and on TV pro-grams; i.e., the general public is educated in the unattractive features of mining.Legislation is on the books and being drafted to regulate mining operations and their side effects. To avoid over-regulation and restrictive legislation, it is necessary that the public be educated and legislators informed of problems peculiar to the mining industry. Our side of the story needs publicity."

The sub-level blasthole benching method of mining has been proved to be economical at Willroy Mines. How-ever due to the nature and attitude of the wall rock, this method is susceptible to serious hanging-wall dilution of the ore. Attempts to solve the dilution problem by various means were not satisfactory until long Stressteel bars were employed as rock bolts. The adoption of this de-vice does not require any special skill, and has become routine in the under-ground operation. Since the inception of this method, the dilution of the ore has been greatly reduced and the ov1!r-all costs of controlling this dilution are much lower. INTRODUCTION T HIS is a report describing the successful use of long Stressteel bars as rock bolts in preventing l1anging-wall failure and consequent dilution in open stopes. The Research and Design group of the Project Development Division (PDD) of Placer Dome Inc. includes metallurgical, electrical, civil and mechanical engineers. They provide metallurgical research and conceptual flowsheet development, feasibility concepts for the processing and ancillary facilities, and manage the detailed design of the facilities once approval has been given to a mining project. This paper describes how this group works, within the Project Development Division, to help develop feasibility studies with the Evaluations Group, manage detailed design, and provide support for the Construction Group. The paper briefly reviews the history and growth of the group and describes how it is evolving. The role of outside engineering firms and how they are incorporated into the division’s objectives are also discussed. The paper highlights the differences between Placer Dome’s Project Development Division and other mining groups, and why this approach fits the way Placer Dome does business.

AERIAL survey methods have made enormous technical advances and gained new recognition since World War II. Before enlarging on this statement and reviewing some of the uses of aerial survey in industrial development it is important to de-fine what is meant by "aerial survey". The subject will be discussed in the broadest sense and references will be made to the four sections that compose the overall field of surveying operations from the air. These are: 1. Aerial photography and photo-graphic mapping. 2. The use of airborne electronic instruments for geodetic distance measurement and the determination of ground elevations. 3. Airborne geophysical surveying. 4. The extraction of qualitative and quantitative information from aerial photographs through the processes of "reading", analysis and interpretation. Many sciences and techniques are combined in aerial survey operations. IN 1936, the Department of Mines and Resources was formed by the amalgamation of the former Departments of Mines, Interior, Indian Affairs, and Immigration. In the amalgamation, the Geological Survey and the Topographical Survey became the major divisions of the Bureau of Geology and Topography, which is a part of the Mines and Geology Branch which, in turn, is a part of the Department of Mines and Resources. The Topographical Survey was formed by combining the former Topographical Division of the Geological Survey and the air and ground mapping sections of the former Topographical and Air Survey Bureau of the Department of the Interior. The latter organization, previous to 1933, had been known as the Topographical Surveys Branch of the Department of the Interior. The amalgamation of 1936 definitely placed on the Topographical Survey the responsibility for the original mapping required for the development of our natural resources. The war has brought upon us the situation where all work has had to be in the furtherance of the war effort. With decreased staff and limited appropriations, the mapping on those scales which are directly concerned with the natural resources has been confined to the search for oil and strategic minerals. The reconstruction period will produce a different situation, with different problems. The past is behind us and it is necessary to prepare for the future. First, we should consider briefly a few general principles in the making and using of maps, then take stock of what we have, see what the needs are, and consider how we are to meet these needs.

"Arctic Canada is one of the largest undeveloped terrains remaining in the world, and is in many ways unique. The ecological balance of the region is more delicate than tropical or temperate regions of similar size. This region is likely to be developed by research for and production of resources, primarily petroleum, in the immediate future. As well as sensitive terrain surface caused by permafrost in some areas, many large and small mammals and birds are also in a delicate balance with the environment. Small changes in this balance can have large effects.The probability of finding petroleum in different regions varies widely, but already there are good indications on the mainland and in the Islands that both oil and gas are present. Geophysical work in the offshore, particularly the Beaufort Sea, suggests further promising potential. Possible reserves in the Islands and mainland Arctic may amount to 50 or more billion barrels.A responsible approach to problems facing exploitation in an Arctic environment includes the careful monitoring by industry of likely effects of their activities. The Mackenzie Valley Pipeline Research Association test loop at Inuvik provides an example of such monitoring. Outside Canada, the operations at Prudhoe Bay on the north coast of Alaska show how major companies may operate responsibly and reduce environmental interference to a minim'.::at. Nevertheless, four variables must affect any decisions to be made concerning energy resource exploitation in the Arctic. These are man's need for energy, economic and industrial pressures to develop energy sources, the desire to preserve a deteriorating environment, and the role of government as representing all individuals in the country and their several points of view. Factors that must be taken into account in making any decisions include the importance of Canadian oil in a world picture, the need for alternative sources of energy in the near future, the depletion of nonrenewable resources at an accelerating rate and the increasing awareness that the major problems facing man have no direct technical solution and that social or political decisions must precede further techno-logical development."

"The Leitch mine, in the Beardmore area, Thunder Bay district, Ontario, is a part of the Leitch estate. It includes a group of patented claims, staked by P. A. Leitch of Port Arthur early in the century, along bands of jasper, hematite, iron-bearing slates, carbonatized schists, and greywacke, commonly known as 'iron formation'. The folding and shearing in these variably interstratified beds is a striking structural feature. The vein pattern is very definitely related to these structures.ROCKSThe rocks in the area are typical Keewatin lavas-greenstone-overlain by a series of Timiskaming sediments consisting of arkosic greywacke, iron formation, slate, greywacke, conglomerate, and greywacke, in this order from the contact. The sedimentary beds are generally conformable with the older rock contact except on local folds.Small intrusions of diorite occur as nearly vertical dykes and are believed to be of Algoman age. To the northwest of the mine there are larger intrusions of granodiorite belonging to the same period.Several dykes of quartz diabase up to 100 feet in width, striking generally north and south, with a vertical dip, cross the property. These have been classified by W. C. Laird as pre-Keweenawan in age. One of these dykes in particular is of importance for it cuts through the No. 2 vein and serves as a pillar when stoping. It is approximately 6 feet wide.The youngest rock type represented is a sheet of olivine diabase that extends over an area of thousands of square miles in and around lake Nipigon. It underlies most of this area and its outcrops form some of the most interesting topographical features, with fault scarps rising hundreds of feet. In the vicinity of the mine shaft the sheet is about 600 feet thick and extends from a depth of 1,871 feet to approximately 2,470 feet. It has a dense, hard, chilled margin and a sharp, tight contact. It intruded the sediments with very little lateral disturbance. The chief effect was baking, which darkened and hardened the greywacke near the contact. The sheet dips flatly to the cast."

Research thrives on ideas, and the theoretical considerations of today are either the discarded notions or the proven facts of tomorrow. The progress made in the past fifty years in the acquisition of knowledge of petroleum geology is no less astounding than is the tremendous increase in the production of oil on the North American continent from 61 million barrels in 1897 to 1,917 million barrels in 1947, an increase of 3,300 per cent, with production of natural gas expanding from less than 400,000 Mcf in 1897 to approximately 4,500,000,000 Mcf, or an increase of 11,000 fold in the same period. In the search for and discovery of the oil and gas fields that have yielded such prolific wealth, no idea has had a more profound effect than has the ?anticlinal? theory of oil accumulation, propounded in 1844 by Sir William Logan, the founder of the Geological Survey of Canada, after noting the position of oil seepages on the crests of anticlines in Gaspe peninsula. Sir William apparently was not much impressed with his own idea at this time, but after the Drake well discovery in 1859 and the publication by Henry D. Rogers, of Glasgow University, formerly of the Pennsylvania Geological Survey, of a paper in which he pointed out that the seepages in Pennsylvania were on anticlines, T. Sterry Hunt, an associate of Sir William Logan on the Geological Survey of Canada, published a reasonably comprehensive statement of the anticlina theory in the Montreal Gazette on March 1st, 1861. Hunt recognized the fact that the oil ?being lighter than the water which everywhere penetrates the rocks below the water level, naturally rises and accumulates along the crown of these anticlines". This was a recognition of the fact that gas, oil, and water in an anticlinal structure separate according to buoyancy or specific gravity. For some years the anticlinal theory does not seem to have attracted much attention, but when I. C. White in 1883 revived it and put it to practical use by prospecting for 'anticlinal' oil an gas structures in Pennsylvania, West Virginia, and Kentucky, its real value not as a theory but as a fact became widely recognized. Even today, the search for anticlines as oil and gas structures is being vigorously continued. In the past fifty years, however, it has become widely recognized that petroleum and natural gas collect in many different types of structures, and these have become known by the general name of 'traps'. About 1890, terrace structures were highly regarded because it was thought certain oil fields in Pennsylvania, New York, and Ohio were directly related to them. However, as Wilson (2, p. 437) has pointed out, it is recognized to day that ?'wherever the surface evidence is complete and dependable, other factors (than the terrace structure) are found to be in control'.

MR. N. T. AVARD : I would like to congratulate Dr. Cameron on his presentation of some pertinent facts about the Coal Resources of Nova Scotia. There is no question but what there is something very definitely wrong about the coal mining situation in this Province. These are times when we can with profit look facts in the face and attempt to solve some riddles. Perhaps now is the time when we can bring some of these coal mining facts into the open and look them over. Co-operatively, we might evolve some helpful solutions. However, I would like, first, to make some specific reference to the Joggins coal field, not as a mining expert, but rather as an executive who has evolved some ideas after some years of practical contact with this field. Dr. Cameron states that existing operations in this area will probably continue for a few years. As a matter of fact, under normal conditions, these mines are good for another twelve years. With the installation of more powerful equipment for hoisting, pumping, and ventilation, an additional five years could be counted on. With one exception, that pretty well clears up mining from the outcrop, hitherto the only method of approach in this field. The chief reason for this present limitation is prolific 'bootlegging' operations. It is too bad that these should have been permitted to ruin a valuable coal field. Moreover, I am cold by competent authorities that this need not have been so. At one time shortly before war broke out there were 74 bootleg operations within an area of one square mile around Joggins. However, despite the fact that these operations were illegal, I could not find any means of stopping then and I believe the same conditions existed in many other coal areas in the Province. For some reason, the eyes of the law were closed. The result is that many outcrop possibilities have been permanently ruined. The exception noted in the so-called Queen seam, which has definite possibilities for approach through the outcrop. This is probably the best coal in the district.

DURING the twentieth century Canadians have been steadily improving their standard of living. Originally, this improvement depended almost entirely upon the export of basic raw materials and a triangular system of trade with Great Britain and the United States. However, since the Second World War, Canadian living standards have improved still further because of the very rapid d0evelopment of secondary industries. As a result of this development, the present demand for scientists and engineers exceeds the supply, and interest in scientific research has never been greater. It is the purpose of this paper to discuss the professional and economic status of Canadian scientists and engineers over the past half century. GROWTH OF RESEARCH It is difficult to determine accurately the amount of scientific research conducted in Canada since 1900. However, ?prior to World War I, it was limited and was connected mainly with primary industries and health. Government departments did some; university science faculties, overloaded with teaching responsibilities, did a little; and industry, which consisted mainly of subsidiaries of American and British firms, depended chiefy upon foreign sources for new information.

"Although there have been great steps forward to integrate corrosion engineering into operations, there is still an underlying tendency for maintenance tasks to be performed in a reactive manner. This is especially true when strategies focus on lagging indicators such as visual inspections, RCA (root-cause analysis), and FMECA (failure mode, effects and criticality analysis). This trend to “reactive maintenance” can be avoided by utilizing more inspection and monitoring methods to identify leading indicators of failures. Prevention is generally less costly than repairs; moreover, when paired with appropriate monitoring techniques, intervention of corrosion protection can be more effectively timed and based on more accurate data. Hatch asset reliability studies show nearly 80% of defects are introduced through operations and maintenance. Therefore, proactive corrosion management can provide the necessary feedback to optimize operations and maintenance strategies preventing costly corrosion losses. Understanding corrosion risks gives a clear picture of the benefits of a proactive approach to asset performance. Monitoring techniques (Non-Destructive Testing, field testing, sampling, etc.) by nature are a more effective means of improving maintenance efforts and preventing corrosion losses than other methods (RCA, FMECA). This paper will outline the importance of proactive corrosion management and demonstrate its benefits through industry examples.INTRODUCTION Over the past few decades, with the growth of technology and awareness of sustainable development many studies have shown the benefits of a proactive approach to maintenance strategies. However, in practice there is still an underlying tendency for maintenance tasks to be performed in a “reactive manner”. The Inconceivable Wealth propaganda goes on apace. Premier King, at Vancouver, has stated that we still have, untouched, natural resources, "beyond the wildest dreams." Principal Currie, in an address before the Canadian Society in New York said that Canada's resources, "are as yet merely scratched and it is not possible to compute her almost fabulous natural wealth." Mr. Meighen, in the last election campaign announced that, "under the providence of God, Canada is more richly endowed, perhaps, than any other country in the world." Four years ago a despatch was sent to Premier King "on behalf of" this Institute advising him that "Inconceivable Wealth" in minerals in this country was assured. This was made as a statement ~f "incontrovertible fact." Specifically, this despatch stated that this wealth was on such a scale that the mining industry would in the future lead all others in this country. This inventory is still in effect as far as this Institute is concerned.

The mining sequence at Noranda?s Bell-Allard mine calls for two mining fronts retreating toward a central pillar known as the Retreat Zone between pyramids A and C. It is clear from numerical modelling and rock mass characterization that the induced stress level in the pillar will exceed the rock mass capacity. A mining plan was developed including the re-dimensioning of stopes in the Retreat Zone, additional ground support and instrumentation in order to ensure the safety of the workforce and to maximize ore recovery while minimizing production delays. The mining strategy consists in allowing the rock mass to fracture and fail progressively while maintaining control of the existing openings with the appropriate support. A systematic analysis of rockbursting and caving hazards was conducted for all accesses and stopes in order to plan ground support and instrumentation needs.

"I AM CONSCIOUS of the honour you pay me by having invited me to address you on the subject of the Rehabilitation of the Sydney Steel Corporation. The true architect of the revival and rehabilitation is Robert Burns Cameron. Because of the numerous myths which have grown up around what seems to be the miracle of the revival of the Sydney Steelworks, I propose to go back to the time when they came under the full control of the Province, on the 1st of January, 1968. Late in 1967, the decision was taken by Premier G. I. Smith to keep the Steel Plant running for at least another year, in an endeavour to see whether the enormous losses being sustained by Dosco could be reduced to a level which would permit their continuing operation. When that decision was taken, Dosco was to continue management until the 30th of April, 1968, and in the intervening period, the Provincial Government would seek management of the right calibre to ensure that an objective view of the Steelworks operations could be secured. By a combination of circumstances which can only be described as most felicitous, the man selected for the task was R. B. Cameron. He very quickly determined that to permit Dosco to continue management of the Steelworks until April 30 could only result in heavy losses to the Province and a consequent deterioration in the already critical financial position and a declining morale of the worke"

It is an economic reality that the cost of corrosion is inevitable and that its cost should be incurred in the least expensive way. An economic evaluation technique to properly assess its relative impact is the Discounted Cash Flow Method. Various remedial and corrosion control measures are available and these, when coupled with a planned corrosion control program, help reduce the cost of corrosion.

"Kirkland Lake Gold introduced battery equipped vehicles (BEVs) at the Macassa Mine in 2011. The fleet of underground BEV haulage trucks and loaders has grown over the years to over 30 units, the world’s largest, currently handling approximately 80% of the daily production tonnage. The inflow and outflow of air occur through a limited number of relatively small openings, which limits the air volume delivered to the underground workings. In addition to improving air quality, the reduced heat load generated by the BEV (when compared to diesel equipment) had a significant positive impact in the workplace. The use of BEV for material handling has enabled increases in production that would not have been possible using diesel equipment.INTRODUCTIONMacassa mine was developed as a track-drift access mine, with the most recent shaft (#3) sunk in 1986. A new mining complex, the South Mine Complex (SMC) was discovered below the 5025 foot elevation south of traditional mining areas, and the majority of mining now occurs in the SMC. The discovery of that zone has led to an internal ramp which is used to access the SMC and haul ore to #3 shaft.The amount of airflow that can be moved through the mine is limited by the existing infrastructure to surface. This amount was recently increased to near its practical maximum from 118 CMS (250 kCFM) to 151 CMS (320 kCFM).Both diesel and electric equipment are used at Macassa. Tethered Load-Haul-Dump Machines (LHDs) have been replaced with Battery Electric LHDs, due to their increased mobility and depth of the mine. Battery trucks continue to replace locomotives to transport both ore and waste to the shaft, as mining has transitioned from tracked levels to trackless level and haulage has transitioned from horizontal levels to an inclined ramp.EQUIPMENT FLEET AT MACASSAMost of the primary material movers utilized at Macassa Mine are battery operated. As the mine goes deeper the battery technology will continue to be critical to the success of the operations. With over 300,000 hours of proven operation success, the battery technology and equipment will continue to be a major part of Macassa’s future."

Technological advances in mobile systems, such as smartphones and tablet computers, provide engineers with new opportunities to enhance the current facility management processes. Equipped with powerful system processors, touch screens, and wireless communication capabilities, mobile systems enable the experience of omnipresence of facility information. Building information modeling (BIM) also enables improvements in facility management. With an advanced data structure and visualization capacity, BIM can be used in numerous applications for facility management. This study aims to incorporate the strength of mobile systems and BIM in facility management. The proposed system, which utilizes smartphone technology, allows engineers to conduct facility management functions, such as maintenance planning, inspection, and assessment, irrespective of a user?s location. The integration of building information modeling in a system provides detailed visual information of the building components. A case study was conducted to verify the applicability of the mobile system in terms of the hardware functions, system design, and user interface. This proposed system, with its study results, provides a guideline as to how mobile systems can be effectively integrated with BIM for improved management of facility information.
