Resource rent tax is a form of taxation or royalty, which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax (APT). The implications of the current form of Additional Profits Tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine, if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of Additional Profits Tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation. Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional Profits Tax is both time and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory. A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with Additional Profits Tax. The review includes examples based on the structure of Additional Profits Tax which is levied in Papua New Guinea.

After the closure of mines they naturally start to fill up with water. As a result, hydraulic gradients develop between adjacent mines and different hydraulic water pressures are exerted onto peripheral areas or compartments within mines. This results in water flow between mines, or onto the surface. This flow is referred to as intermine flow. The geometry of the collieries in the central Witbank Coalfield make intermine flow possible in several areas. Since the Department of Water Affairs and Forestry declared intermine flow as one of its greatest concerns for granting closure to South African mines, much research into this phenomenon has been undertaken. The importance of the quantification lies in the DepartmentÆs goal of sustainable water management, and the possible long-term financial implications these flows could have for individual mines. The challenges of determining intermine flow are numerous, and attention is focused on the identification of areas where these flows can take place. Detailed mining plans on a regional scale are required, and detailed coal-seam floor data are combined to provide targets for possible interaction between these mines. The quantification of these flows is problematic due to the uncertainties regarding geometrical configurations and the variation in site-specific hydraulic characteristics of the coal and overlying lithilogical layers. To this end, use has been made of several analytic solutions and numerical flow modelling. Stage curves (volume versus elevation curves) for the opencast and underground workings have been calculated and first-order estimates for intermine flow or decant from these areas have been determined. The numerical modelling methodology entailed a down-scaling approach, starting with a broad regional model covering the entire area, followed by modelling the interactions between interconnected mines and finally looking in detail at the major areas of interaction. By considering different scenarios within the context of these flows, possible management options for intermine flow can be evaluated in terms of volumes and qualities that might emanate in the post-closure phases. Challenges for the future include obtaining site-specific information on the groundwater hydraulics and acceptable ranges for model parameters, and verifying model results over time.

A simple production technique has been initiated and implemented at Oaky Creek open cut coal mine to optimise recovery of coal from the relatively thin geological seams. The production technique is based upon minimising coal dilution through careful dragline operation and the selective use of mine mobile equipment to clean the top of coal. In addition, recovery of coal from the pits has been increased by refining blasting and dragline methods.The implementation of the recovery optimisation programme at Oaky Creek has provided significant economic benefits from increased yield through the preparation plant by the reduction in dilution, and from increased raw coal tonnage through improved pit recovery methods.

Slurry density measurement, specially in cyclone feed streams, is fundamental to grinding circuit control. With the purpose of increasing the availability of such a measurement, the design of a soft-sensor in an actual grinding plant is addressed in this paper. The system is designed to substitute the momentary unavailability of the real density sensor, either because it has failed or because it has been removed for any other reason. The ARMAX model structure is determined using the stepwise regression method. Starting with a list of the candidate variables, the method selects, one by one, and in a systematic manner the variables which best model the measurement to be replaced, choosing them from the set of presumably correlated candidate variables. In this paper not only the single measurements are included in the list of candidates, but also combinations of such measurements having physical significance. A phenomenological model has been built with the purpose of determining these combinations. It turned out that in most of the cases the components of combined measurements having physical significance were selected by the stepwise regression method, instead of the single measurements. Actual grinding plant data is used to determine the model structure, to estimate the model parameters and to test the predictive capability of the developed soft-sensors. Good results are shown to be obtained during periods of up to 30 hours of the density soft-sensor operation.

The Indonesian province of Papua is a remote jungle-clad region covering the western half of the mountainous island of New Guinea. Despite being relatively under-explored to this day,Papua is home to the greatest mineral success story of the 20th century. The Grasberg/Ertsberg minerals district atop the central dividing range contains the worldÆs largest reserve of both copper and gold (Freeport-McMoRan Copper and Gold, 2002). With large mines at Ok Tedi,Por gera and Lihir,and many well-delineated resources such as Frieda River,Wafi and Hidden Valley, neighbouring Papua New Guinea,the eastern half of New Guinea has enjoyed sustained exploration campaigns for gold and copper since the mid 1960s. The combined Grasberg and PNG exploration successes can be measured in terms of ounces of gold produced over the last decade versus available landmass,conf irming the island of New Guinea and surrounding islands as a world-class destination for gold explorers. Yet despite this obvious regional prospectivity and the profitability of the Grasberg operation, a sustained exploration effort in the Papua province in Indonesia has not been achieved. Periodic political constraints, poor infrastructure, high costs, operational challenges, social and environmental concerns and lack of immediate exploration success often impact exploration investment decisions. Accordingly a lesser number of mineral occurrences have been documented in Papua compared to those seen along tectonic strike in geologically similar Papua New Guinea.

Back Creek is a tributary of the Condamine River. It flows in a northerly direction across the existing Commodore coal reserves. The diversion of Back Creek was proposed to minimise sterilisation of the reserves. The approval process required a Waterworks Licence application, under the Water Resources Act 1989 (Qld), for the construction of a stream diversion channel and floodway. The diversion was designed using the æreference reachÆ approach, which mimicked existing properties of Back Creek. The following design standards were developed for the diversion: the diversion corridor width was 500 m; the diversion geometry was specified for both the low-flow channel, and the floodplain; material properties were specified for both the low-flow channel lining and the diversion bund; compaction standards for both the low-flow channel and floodplain were set; and the diversion rehabilitation included a riparian corridor and pasture land with clumps of native trees and shrubs. The following performance criteria were developed for the diversion: velocity regimes were replicated for the design events considered, in an attempt to avoid increasing the diversion flow velocities in comparison with the existing creek flow velocities; sediment transport calculations indicated that no significant change in sediment transport was expected within the diversion; overburden settlement estimates for the spoil placed in the corridor were summarised, and will be monitored throughout the construction process; geotechnical stability of the proposed Eastern Pit Buttress and the diversion bund configurations was confirmed; and groundwater impacts were assessed. Construction techniques, monitoring and further investigations are also discussed in this paper.

Numerical simulation by a finite element computer code has bee* used to identify key stages in the initiation of confined bulk explosive by cast primers. The simulations have been verified by comparison with experimental field measurements of shock arrival time versus distance above the primer for a relatively sensitive emulsion doped with ammonium nitrate prills. Further simulations were performed examining the effect of primer size in a relatively insensitive blend of ANFO and emulsion. Immediately above the primers, changes in shock velocity in the explosive were caused by the interactions between shocks originating from different surfaces of the cylindrical primers. At a distance up the explosive column corresponding to about one to two borehole diameters, the arrival of shock reflections off the borehole walls caused a sudden acceleration up to the confined steady state detonation velocity. The simulations reproduced experimental observations that primer size has only a weak effect on changes of shock velocity with distance for confined explosives. However, it was predicted that primer size has a strong influence on the intensity and duration of the pressure pulses that bulk explosive send into the rock surrounding the primer region.

Gold-quartz and antimony-gold-quartz veins in the Hodgkinson Province are hosted by subgreenschist to greenschist facies metasediments and show no spatial association with granitic rocks. They commonly parallel axial plane foliations or occur in brittle to brittle-ductile shear zones. Detailed mapping in the Hodgkinson goldfield indicates that vein systems are isolated in distinct structural and lithologic domains by post-mineralization faulting. Gold-quartz and antimony-gold-quartz veins have distinctive mesoscopic textures characteristic of the mesothermal vein environment. Some of the antimony-gold-quartz veins are located on domain boundaries which truncate the gold mineralization. In. some areas, tin and tungsten-tin mineralization which are spatially related to Late Palaeozoic granitoids appear to postdate the gold-quartz and antimony-gold-quartz mineralization.Oxygen and hydrogen isotopic studies of vein and alteration assemblages associated with these diverse ores provide constraints on fluid sources and have implications for the origin of mesothermal gold mineralization. The available isotopic data are consistent with a dominantly magmatic source for tin and tungsten-tin mineralization although there is evidence of a late-stage meteoric component in some tin-mineralizing systems. The Burdekin Basin in the Townsville hinterland is an intracratonic extensional basin which contains up to 4500 m of marine and continental siliciclastics and carbonates. The basin sequence is recognised as having accumulated during five major episodes of deposition. Facies analyses of these show that each consists of one or more transgressive or regressive phases. Each episode led to the accumulation of thick sequences in several half-grabens in a transtensional back-arc setting. The depositional episodes can be recognised in comparable sequences in the Broken River Province to the west and Drummond Basin to the south.An Early Devonian episode resulted in the deposi-tion of dominantly marine facies, currently mapped as Fanning River Group, in the northern part of the Burdekin Basin. Two transgressive phases are recorded there, firstly in the Pragian, then later in the late Emsian to early Eifelian. A Middle Devonian episode is represented by dominantly marine facies of the Fanning River Group, representing the peak of a widespread late Eifelian to Givetian transgressive phase. A Late Devonian episode is characterised by continental facies of the Dotswood Group. Deposition occurred during a major regressive phase in response to regional uplift of surrounding areas, and the onset of acid-intermediate volcanism to the south. A Late Devonian to Early Carboniferous episode followed, which was a period of alternating marine transgressions and non-marine regressions that resulted in the deposition of the Keelbottom Group. A final Early Carboniferous episode, marked by the deposition of calc-alkaline volcanics and non-marine faciesòof the Glenrock Group, was a direct outcome of Early Carboniferous subduction further to the east. Compression of the basin followed in the Late Carboniferous, resulting in folding and reactivation of basement faults.

A small-charge rock excavation method based upon the Penetrating Cone Fracture (PCF) technique has been demonstrated to be capable of excavating the hardest of rocks. The PCF technique involves drilling shallow holes in the rock which are then pressurised at the bottom by a propellant charge device. A controlled fracture is initiated at the hole bottom comer and propagates in such a manner as to excavate the rock at an energy efficiency three to five times better than explosives. Due to the low flyrock velocities and airblast pressures realised with PCF breakage, the method may be used in close proximity to equipment and personnel and is thus ideally suited for integration into continuous hard rock excavation systems. Over the past 18 months full-scale testing of the PCF method has been carried out in mines in the US and Australia. This testing has utilised a 76 mm diameter gas injector for hole pressurisation and employed propellant charges ranging from 80 to 320 gm. In addition to extensive data on rock excavation performance, data on ground motion, dust, carbon monoxide and air blast have been obtained. These data indicate that none of the parameters associated with PCF breakage are detrimental to the development of PCF-based, continuous-excavation machines. Machines employing the PCF method may range from simple single-boom machines for secondary breakage and small precision-blasting jobs to integrated systems with several booms, continuous mucking capabilities and ground-support equipment for drifting and tunnelling.

Incidents associated with spontaneous combustion of coal have resulted in the loss of many lives and considerable capital and equip- ment. Nevertheless, the factors controlling the propensity of coal to spontaneous combustion are not clearly understood and there is a need for research to study the effects of rank, petrog- raphy, moisture contents, etc. This has been attempted in a study of the propensities of selected Queensland coals to spontaneous combustion. An adiabatic calori- meter was constructed to study the self-heating of a large number of coals. Chemical and petro- graphic analyses of the coals were determined and an attempt was made to relate these propert- ies to the self-heating characteristics of the coal. The results show a strong relationship between rank and self-heating characteristics and that petrographic composition of coal may also be of importance. Some observations on the application of the laboratory results to the practical situation are made as are recommendations for future research.

This paper presents the findings from an experimental study of the effects of shock and gas penetration breakage mechanisms in rick blasting. A blasthole liner method, which realistically seperated these two basic sources of energy in blasting, was developed and utilized. The use of four different explosives with contrasting detonation behaviour produced a wide variation in the nature of explosive energy transfer to the rock. Through extensive field experiments it was found that, relative to low VOD dynamite, the high VOD emulsion imparted greater shock to the rock and therefore produced finer fragmentation and greater back damage. The comparatively lower heave energy of the emulsion caused less immediate blast results were obtained with watergel and ANFO explosives, which have detonation behaviour and energy partitioning charecteristics lying between emulsions and dynamite.

A reliable scale-up procedure for column flotation must address three important areas of column design, ie column geometry, sparging system and wash water distribution network. The column geometry is dictated by the maximum froth carrying capacity (which determines column diameter) and the bubble-particle attachment rate and particle retention time (which determines column length). The most important factor in the scale-up of an air sparging system is the ability to produce small bubbles in both laboratory and full-scale columns. Other factors, such as energy consumption and maintenance requirements, should also be considered in the scale-up of bubble generators. It is also important to design a wash water distribution system that can properly control the froth stability and maximise the column throughput. Based on these criteria, a successful scale-up example is given.

Geoffrey Blainey's historical account of the mining activity on the west coast of Tasmania, æThe Peaks of LyellÆ documents the changes over 130 years of activity in the region. Commissioned by the Mount Lyell Mining and Railway Company, emphasis is placed upon the development of the Mount Lyell Mine in Queenstown. Chapter 19 æWidening HorizonsÆ details the review the Mount Lyell Company undertook in 1904/05 to ensure the future of the operation, following the pessimistic outlook regarding diminishing reserves and poor grade ore. The analogies documented between the Mount Lyell Company at that time, and Gold Mines of Australia 90 years on are remarkable, with both companies demonstrating a commitment to the Mount Lyell area through active exploration, the proactive search for alternative technology and the recognition of the valuable human resource. As Blainey writes (Blainey, 1993), æwith its expanding chemical works, its huge Tasmanian mines, its railways and smelter, its coke works and its mine crusade, Mount Lyell was probably one of the nation's five great industrial companies in 1906 or 1907. This brief phase of industrial and mining expansion had its seed in the threat of extinction . . .Æ After a number of reprieves, the Mount Lyell mine did stop production in 1994, but that only provided an impetus for a review and rebirth.

The Prominent Hill copper-gold concentrator of OZ Minerals Limited in South Australia was built in 2008 and commenced commercial production in early 2009. It has a design ore throughput of eight million tonnes per year (Mt/yr). While the flow sheet has many items in common with other plants treating ores from iron oxide-hosted copper-gold deposits, the Prominent Hill concentrator also has some unique features. Plant design has been based on a 'template' of the very successful Ernest Henry concentrator. Initial options considered for processing Prominent Hill copper-gold ore are briefly examined as well as potential complications arising from the presence of a considerable tonnage of 'gold-only' material present in the deposit. Metallurgical test work and the subsequent decisions leading to the selection of a conventional crushing, semi-autogenous grinding (SAG) and rougher flotation circuit is discussed. One particular difference with other plants treating this ore type is that metallurgical tests and mineralogical studies identified that rougher concentrate had to be reground to a P80 of 20 - 25 microns or finer for adequate liberation of fluorine-bearing minerals. Subsequent satisfactory separation of fluorine-rich gangue material from the valuable copper sulfides requires highly efficient cleaner flotation to make a commercial quality copper-gold concentrate. Xstrata Technology's IsaMillÖ and Jameson Cell technologies developed to meet similar taxing fine grinding and flotation duties for the treatment of the refractory zinc-lead-silver ores of the Carpentaria-Mount Isa Mineral Province were selected for regrinding and cleaner flotation. Plant design has features aiding ergonomics for ease of operation and maintenance not commonly seen in recent projects with large sulfide flotation concentrators.

There are two mechanisms in the flo- tation process by which particles are transported from the pulp to the con- centrate: bubble-mineral aggregation and entrainment. It is the chemical processes which occur in the pulp which are critical to the success of flotation since they control the floatability of different min- erals and the selectivity which can be obtained. However, these chemical pro- cesses are so complex that metallurgists are still limited in their ability to predict the floatability of particles in industrial circuits by consideration of the minerals present and the chemical environment. The alternative approach to understand- ing flotation is to examine the behaviour of minerals in industrial flotation pro- cesses, to recognise similarities and differences, and to define the "laws" which appear to apply. Using this ap- proach it has been found that minerals float at a rate which is proportional to their concentration in the pulp, and that the rate of flotation of different min- erals is influenced by variables which' affect the pulp or the froth phase. The ultimate application of this approach is the use of models for circuit simulation purposes. It is this alternative approach which is the theme of this paper. One of the most important problems in understanding the technology of flotation has been in defining the characteristics of the particles being floated. Particles entering flotation vary widely in size and mineral composition, and different par- ticle types float at different rates. These rates do not change uniformly as operating variables change. It has been conventional practice to assess flotation performance in terms of the metal contents of total streams because no better method has been available, and this procedure has obscured important effects which occur in

Nickel phytomining is a low cost alternative to traditional nickel mining and a complementary process to existing mining operations in areas with low-grade nickel soils or nickel waste material. The process of nickel phytomining consists of growing selected hyperaccumulator plant species (‘metal crops’) on Ni-rich (ultramafic) soils, followed by harvesting and incineration of the biomass to produce a ‘bio-ore’ from which Ni salts or Ni metal may be recovered (Chaney et al, 2007). The ‘metal crops’ are selected on the basis of high biomass yield combined with high Ni concentrations (>1 per cent) in the above-ground biomass (Chaney et al, 2007). Currently, Alyssum murale and A. corsicum have been used for Ni phytomining trials, mainly undertaken in Albania and USA (Bani et al, 2015; Li et al, 2003), while the agronomy of <10 species has been tested in temperate regions (Nkrumah et al, 2016). Nickel phytomining has high economic potential; however, large-scale demonstrations are needed to provide ‘real-life’ evidence for commercial operations (van der Ent et al, 2015). Unrealised opportunities exist in tropical regions for commercial scale Ni phytomining. To date, the agronomy of tropical ‘metal crops’ has not been tested. Geostatistical simulation has been widely used in mineral resource classification of metalliferous deposits based on international standards such as JORC code which is one of the most extensively used around the world for reporting the mineral resources and ore reserves alongside with objectives of the companies (Sadeghi, Madani and Carranza, 2015). However, the modeling process becomes challenging whenever the relationship between the variables of interest is complicated and cumbersome to model. This characteristic sometimes manifests itself in complex spatial and global cross-correlation measures, deeply depending on the formation and genesis of the deposit. The objective then is to generate the models that not only reproduces these significant characteristics, but also, it leads to a better understanding of a mineral resource estimation and successive decision-makings. In this respect, there are different approaches taking into account the spatial correlation structures, for which can be classified as independent simulation, co-simulation, and factor-based methodologies. In this paper, three techniques: Turning Bands Independent Simulation (TBSIM), Turning Bands Co-Simulation (TBCOSIM) and Projection Pursuit Multivariate Transform (PPMT); from those aforementioned approaches are selected to model two cross-correlated variables (Iron and Aluminum Oxide) belonging to an Iron ore deposit located in Brazil, in order to examine which methodology better reproduces the corresponding complexity in terms of local correlation measure. Mines are typically located in remote, inhospitable locations and movement of materials between site, processor and port are often at risk from extreme weather events. Mining companies have recorded multiple supply chain, production and logistics delays caused by climatic events. Recent analyses of extreme temperature and rainfall events (90th and 99th percentile values) for 1960 to 1985 and 1986 highlighted regionalised increases in the frequency and intensity of extremes. The trajectory of this change is likely to be maintained (IPCC, 2014) in regions where increases have occurred historically, suggesting that some parts of the industry may be faced with management challenges beyond current experience (Hodgkinson et al, 2010; Loechel, Hodgkinson and Moffat, 2012). Reliance on historical data to plan for extremes (such as scheduling production downtime to reduce impact) will become increasingly ineffective as the data become less representative of future conditions. Importantly, mine site remediation and closure management need to consider the future climate to ensure rehabilitation is sustainable under changing conditions.Vulnerability assessments and risk-reducing adaptation will become more common as the industry reaches to secure both a mine’s longevity and the industry’s reputation as shareholders and clients become less tolerant of repeated or prolonged interruptions (Hodgkinson, Hobday and Pinkard, 2014). Climate-resilient new mines may be planned using site planning tools combined with knowledge of future climate scenarios. The mining industry has embraced this evolution by deploying IoT devices and advanced technologies like autonomous robots and sensors to enhance operational safety. These sensors enable real-time data transmission and continuous monitoring of key parameters, providing decision-makers with timely insights. However, the interconnected nature of these devices has introduced complexities, resulting in inconsistencies across operations. Addressing these challenges, this research explores the application of modern digital principles to the mining industry through the Reference Architecture Model Industry 4.0 (RAMI 4.0). RAMI 4.0 offers a robust framework that integrates digital and physical systems, promoting data transparency, interoperability, and decentralised decision-making. This study aims to briefly introduced framework designed for the unique challenges of mining operations, leveraging the latest digital technologies. The lack of standardisation in the mining sector highlights the need for a comprehensive approach to tackle issues such as interoperability, scalability, security, safety, and repeatability. Establishing standard procedures can ensure smooth interaction between connected devices, ultimately enhancing operational efficiency in the growing IoT ecosystem within the mining industry. Introducing a well-defined reference architecture like RAMI 4.0 can streamline management processes and improve operational efficiency in mining.
