The NZ Minerals Industry Association has continued to advance the interests of the minerals sector through leading the establishment of a Minerals Industry Advisory Committee, and the preparation of a technology strategy with funding assistance from the Foundation for Research, Science and Technology. The current moves mirror those of more than 30 years ago when a government initiative led to a resurgence of exploration through amending the mining legislation, redirecting Government research priorities and tax changes. The economic and political and commercial environment in 2001 is very different from that of the 1960s and success of these new initiatives depends on the continuing support and involvement of all sectors of the minerals industry, and building an improved relationship with the Government and the public.

The prospect of utilisation of phosphate ores which contain high P2O5 values associated with Al and Fe has produced a great deal of interest over many years. Processing options have generally been based on the utilisation of by-products which were required to offset the processing costs.   This paper presents a range of processing options which have been investigated at laboratory or technical scale on phosphate ores which predominantly consist of crandallite, CaAl3(PO4)2(OH)5.3H2O and millisite, Ca(NaK)Al6(PO4)4(OH)9.3H2O. Christmas Island (Indian Ocean) and Mt Weld (Western Australia) phosphate ores are good examples of such feedstocks. It is expected that these processes may also be applicable to such phosphate ores from other locations.

During the last 125 years, the steel industry has witnessed revolutionary changes in the process of steelmaking. The Bessemer process was the predominant steel production technology during the last two decades of the 19th century. The open hearth process accounted for the lion's share of world steel production for six decades from 1910 to 1970. With the appearance of the LD process on the industrial stage in 1952, the importance of open hearth process declined and currently the basic oxygen processes are contributing more than 60 per cent of the world steel production. The LD process also led to the development of several other oxygen blown processes such as LDAC, OLP, OBM, QBOP, EOF, Clc.

Ventilation modelling is used to evaluate ventilation system performance. This paper describes modelling to assess potential changes to a single entry longwall ventilation circuit to improve ventilation and gas management. The longwall panel is extracting a 215 metre face in a 1.5 metre coal seam at a depth of 900 to 1000 metres below surface. The 1.5 metre B seam is located approximately 25 metres below the main 3.0 metre A seam and the gas content of both coal seams is approximately 20 to 25 m3/t. The B seam is extracted prior to the A seam and the mine relies on fracturing of the overlying strata to induce gas emission from the A seam to reduce the gas content prior to mining. Longwall operations in the B seam are constrained by limited ventilation and high gas emissions. Due in part to statutory limits on gas concentration and air velocity, the average longwall production rate is approximately 700 t per day.Gate roads in the B seam are single entry, developed using road headers and supported with steel arches. Additional timber cog support is installed to reduce roadway closure from abutment loading. Due to the slow advance of gate road development, mine management were reluctant to consider significant mine design changes, such as two heading gate roads; therefore, the investigation focused on determining the extent to which ventilation and gas emission impacted on longwall production performance, while recommending short-term, low-cost actions to improve ventilation and gas management to support increased longwall production.CITATION:Black, D J, 2017. The State Electricity Commission of Victoria is conducting a program of research and development into alternatives to the use of conventional boilers for the generation of electricity from brown coal. The objectives of the program are to reduce the cost of electricity generation and also to improve the thermal efficiency so as to reduce the emission of greenhouse gases and other pollutants. The program presently includes the following four technologies: Hydro-thermal Drying, Direct Coal Fired Gas Turbine, Integrated Gasification Combined Cycle, and Steam Fluidised Bed Drying. The Hydro-thermal Drying process produces a combustible coal-water-slurry fuel which is suitable for use in a coal fired gas turbine. The coal fired gas turbine has the potential to produce electricity at a lower cost than conventional power stations and when combined with a steam cycle, it will also use significantly less coal. The Integrated Gasification Combined Cycle process gasifies the coal, cleans the gas, and then bums it in a gas turbine/combined cycle. This process is being developed in Europe and the USA in order to meet their stringent emission regulations. It offers Victoria cleaner more efficient and cheaper electricity.

Whilst the wider community is both a large consumer of mineral products and relies on mineral exports for much of the wealth which sustains it, the community generally has a poor perception of the minerals industry.   The role of professionals and The AusIMM in the "New Economy" minerals industry is reviewed. The new structure of The Institute is vital as we move forward in times of globalisation, rationalism, increasing litigation, criminalisation of risk and increased focus on corporate governance. This address looks forward to ways The AusIMM and professionals of the future are positioning themselves for these and other challenges.

In the Broken Hill South mine tile practice of issuing to the miner a quantity of fuse and a box of caps from which he made up the "rods" required for a particular blast, has been abandoned. Instead, capping stations have been established, and the miner can now obtain, from the magazines, fuses cut to accurate lengths with the detonators attached.Various types of fuse-cutting machines and crimping devices are available, but only those used by the Broken Hill South Mine Ltd. are described in this paper.The fuse-cutting machine, designed by the engineering staff, is an electrically driven unit fitted with a gear box for the purpose of adjusting the rate at which the fuse is fed to the cutting device, thereby enabling fuses of various lengths to be accurately severed from the main coil of fuse.The machine in question is designed to cut 4, 6, and 8-ft. fuses, but no difficulty should be experienced in designing a machine to cut fuses to any required lengths.

May I, at the very outset of this second gathering, congratulate the Institute on the great progress that has been made in the interval. At the first meeting in New Zealand in the year 1903, I understand that less than 20 persons were present, and now in the large concourse before me I believe there are not fewer than 140 persons, while if every member of the Institute to-day where here there would be over 500 with usagreat change from a membership of only 250 in 1903. I feel deeply appreciative of the honour you have conferred upon me by electing me your President for the year 1911. In return for the compliment, may I ask you to believe that I shall do everythingin my power to further the interests of the Institute throughout the coming year.It is a great regret to me to realise that soon my work in New Zealand will be over. PlannersÆ optimism (or maybe commercial necessity) means that most mine plans use equipment rates that are rarely achieved (Lumley and Beckman, 2009). This lack of understanding of what equipment actually moves is causing erroneous equipment forecasts, leading to incorrect mine development plans and economic evaluations. Compounding this problem is a downward trend in actual equipment performance in some areas. Consequently, the presentation of realistic mine plans that are actually achieved in practice is not a common occurrence. However, rational, fact-based mine planning is available to those who want it. Hundreds of millions of cycles of data from open cut mining equipment has been collected from mines around the world since 1992. This unique and highly valuable databank is growing at an exponential rate and is being used by a number of our big miners to support rational and fact-based decision-making. However, neither the use nor the appreciation of the value of this data is universal. There is a challenge to everyone in the mining industry - how do you access value from it? The databank was drilled into and the results analysed for, the Australasian Mining and Metallurgical Operating Practices (AMMOP) publication (Lumley, in press). For this paper the analysis has been extended to include interpretation of trends for draglines, shovels, excavators and trucks. It investigates trends between coal and non-coal mines and across geographic areas. It is known that mining equipment performance in most sections of the industry is falling. This paper attempts to quantify the fall and provide explanations. The trends are analysed to extract the reasons behind the changes and most importantly, what can be done about it.CITATION:Lumley, G, 2012. Development of Technology for Complex Uranium Ores Processing on the Flotation Process Basis

To achieve an efficient separation in the flotation process, valuable particles need to be selectively segregated from the gangue while utilising a minimum number of flotation stages. TodayÆs existing flotation technologies are effective for fine particle size classes; however, limitations due to particle buoyancy and bubble-particle detachment restrict the effectiveness of traditional flotation approaches on coarser particles. As a result, flotation circuits are generally configured to process only fine particle size classes in order to maximise recovery in the primary stages. Eriez has invented a novel flotation technology, the HydroFloat, which overcomes these limitations by carrying-out flotation in a dense, fluidised-bed medium allowing for the recovery of coarse particles (>0.250 mm). Over the last 15 years, this technology has been successfully applied to industrial minerals with several full-scale units installed to recover particles up to and exceeding 3 mm diameter in primary flotation circuits. This paper includes discussions on the history of this technology, process theory, existing applications, and a review of recent sulphide-based laboratory test work conducted for Newcrest mining and others. In understanding the consequence of existing law, and the likely implications of its reform, it is necessary to comprehend the logic of the situation that the law provides individual decision makers and how that situation would be adjusted by reform. In particular, the way in which natural resources, including minerals, are used and managed is influenced by the definition and structure of property rights that the law provides. Property rights are enforceable claims to use or to benefit from resources. An example is a mining licence that allows its holder to extract minerals in a specified area. Property rights establish the structure of incentives, opportunities and constraints within which resource use decisions are made, ie the logic of the situation, and hence influence the use and management of resources. The extent and type of mining in New Zealand, for example, reflects the rights that miners have to extract minerals, and their rights to benefit from mining as against their duties to compensate landowners and pay royalties. This paper describes the characteristics of minerals that are relevant to the definition of property rights, analyses the implications of alternative property right arrangements and describes the existing situation.

EARLY in 1911 the Public Service Board of New South Wales suggested the advisability of inaugurating a School of Mines at Broken Hill, arid made inquiries to determine how such an institution should be conducted. He, the author, believed the Board, as a result of the inquiries, was in favour of the project being worked in conjunction with the Technical College, and hoped to be ready to receive students at the commencement of 1912. That the inauguration has not yet taken place is probably due to the vast amount of consideration and preparation that a new departure of the sort would require. At the present time New South Wales or, to speak more broadly under the same denunciation, Australia is not at all suitably catering for the technical training of young men to provide the increasing demand for officers to work the valuable mines within its territory...

The Taharoa ironsand deposit covers approximately 16 km2 and is located 144 km south of Auckland on the west coast of the North Island, New Zealand. The heavy mineral-rich sands predominantly contain titanomagnetite, ilmenite and hematite, along with lesser amounts of amphiboles, pyroxenes, and feldspars. Throughout the Taharoa mine site 142 samples were collected of which approximately 25 samples were used in mineralogical analyses of the magnetic, heavy non-magnetic and light non-magnetic fractions. Mineralogical and petrographic analyses confirmed the high abundance of homogeneous magnetite and magnetite containing ilmenite exsolution lamellae which have oxidised to hematite. A limited number of sand samples were collected from Taranaki beaches. Petrography reveals exsolution textures of magnetite and ilmenite (now hematite), and homogenous magnetite grains similar to those observed at Taharoa. Petrographic analyses from previous research projects were also closely investigated in order to make mineralogical comparisons from along the west coast of the North Island and with other potential source areas. The origin of detrital magnetite grains along the west coast of the North Island is generally presumed to be the eroded volcanic cones of the Egmont volcanoes and active and dormant volcanoes of the central North Island. Electron microprobe analyses of magnetite grains from Taranaki beach samples reveal TiO2 values of between 1.5 and 120 per cent. MgO and A12O3 contents also vary widely from 0.75 to 6.5 per cent. This large variability may reflect different volcanic eruptions, the presence of exsolution textures or alternative source areas for these magnetite grains. Geochemical results from the Taharoa mine site correlate with the Taranaki beach samples suggesting that the Egmont volcanoes are certainly one source area. Variability in XRF results, especially Fe and Ti contents (9.04 - 59.22 and 0.80 - 4.64 respectively), from the magnetic and heavy non-magnetic fractions likely reflect the detrital nature of this deposit.

"The SUSOP« Framework is a new technique that helps incorporate sustainable development principles and objectives into the design and operation of businesses. Developed through the Co-operative Research Centre for Sustainable Resource Processing, it brings a design methodology to sustainability, similar to what hazard and risk techniques such as HAZOP did for safety.Metallica Minerals Limited (æMetallicaÆ) adopted the SUSOP« framework to help identify opportunities and risks that could directly improve or affect its flagship SCONI (nickel-cobalt and scandium) project. This project has the potential to become the worldÆs largest producer of scandium oxide (æscandiaÆ) which is used in solid oxide fuel cells and strengthens aluminium alloys. Located northwest of Townsville in Queensland, the plant site will be located within the previously mined and partially rehabilitated Greenvale Nickel Mine. By applying the SUSOP« framework through a series of multi-disciplinary workshops and offline analysis, Metallica was able to identify numerous sustainability opportunities and risks. Opportunities were clustered together to form concepts to develop a more holistic understanding of the projectÆs overall potential contribution to sustainable development as well as determine where key risks could be mitigated. Four key concepts were identified: Waste and Water Workforce Community and Enterprise Development Energy and Greenhouse Gases (GHG). Metallica was able to include a range of initiatives that could deliver enhanced environmental, social and community outcomes into their mine development plan. These included measures to reduce reliance on water, reduce the volume of waste, provide local opportunities for training and skilled employment and create support for local enterprise development. These measures also resulted in a significant reduction in the capital estimate of the project.This paper provides an overview of the SUSOP« framework, details its application to the SCONI project and discusses the outcomes that will help establish the projectÆs strong sustainable development credentials and improved business outcomes.CITATION:Corder, G, Currey, N and Becker, G, 2013. Importance of Strain to Fragment Strength in Blasting Induced Pre-Conditioning When a rock is blasted, cracks propagate through the rock causing the rock to fracture. This paper focuses on applying the results from a series of small scale blasting tests were designed to show the effect that varying blast variables such as explosive type and explosive energy have on the resulting strength of the post blast fragments. It was shown that the velocity of detonation of the explosive product affects the reduction of fragment strength. This has important implications for the downstream comminution process. The observations from these tests are then explained with reference to the principles of fracture mechanics. A simple but effective prediction of blast induced preconditioning is shown.

Many open pit mines require dewatering or need aquifer depressurisation systems to manage mine water inflow and/or mine floor stability. In many instances these mining operations impact on regional groundwater resources and therefore access to these resources by other users.As such potential exists for mine development to be hindered or even blocked by groundwater legislation that aims to prevent declining groundwater levels and demonstrate equitable use of a regional groundwater resource.There is a need to manage aquifer systems during and after the mining operations, and in some cases stresses on the aquifers and associated ecosystems may be elastic and can be managed with minimum impacts or reversed once the mine ceases to operate.This paper uses the Gippsland sedimentary basin, with a history of declining groundwater levels and mining and petroleum production, as a case study to pose the question: Should period of mining operation, aquiferÆs storage capacity and its ability to recharge be concurrently considered when granting groundwater abstraction and mining licenses for prospective mine development?It further examines that by utilising an aquiferÆs storage capacity and demonstrating an understanding of aquifer system hydrodynamics during and beyond the life of the mine (time), the approval process for groundwater abstraction and associated cost of statutory monitoring may be made less onerous.

The Grasberg block cave rail haulage system will be located in the Grasberg mining district on the island of Papua, Indonesia at an elevation of almost 3000 m above sea level. It will transport 160 000 t of ore per day from multiple chute galleries to the underground crushing systems. The design entails approximately 23 km of rail (ballasted and embedded track), over 120 ore chutes to deliver ore to the muck cars and three unloading stations to deliver ore to the crushers. The rail haulage system is a closed-loop system entirely within the underground mining complex.The GBC rail haulage project will be a substantial operation. Trains consist of 11–12 bottom-dump 20 m3 muck cars driven by a 40 t electric locomotive, about 400 t per trainload. Approximately 12 trains and one spare are required to maintain full production at 160 000 t/d. All rail installations will be 1435 mm (standard) gauge with AS60 steel.The rail system is designed to operate in full automated mode, including chute loading, hauling and dumping. The operation will be controlled from a surface control room.The rail haulage project has been divided into five stages, which will be brought online over the course of ten years. Current development and construction are focused on Stage 1 for initial production that will occur beginning in late 2017. This stage includes 24 chutes in three chute galleries, one unloading station, workshop areas and almost 7 km of track (3 km of embedded and 4 km of ballast).This paper describes the key components of the rail haulage system and reports on the current status of development and construction of the system.
