The Grasberg is a large copper and gold open pit mine operated by PT Freeport Indonesia and located in the high equatorial mountains of Papua Province, Indonesia. The climate is alpine/sub-alpine with little seasonal variation in temperature and rainfall. The annual precipitation varies from about 3000 to 5000 mm over short distances around the Grasberg, but in general, an average daily precipitation of 10 mm per day applies and leaching of the overburden is continuous throughout the year. Mining commenced in 1988, and almost all of the overburden mined up to 2003 was potentially acid forming. The current acid drainage from this overburden is being collected and treated. From 2004 to the end of the Grasberg pit operation in 2014, approximately 70 per cent of the overburden will be potentially acid forming and 30 per cent limestone. A program of laboratory leach columns, field test pads and an instrumented full-scale dump was developed with the objective of defining scale up factors to quantify the acid and metal leaching rates and to evaluate the stockpile geochemistry and control options. The results of an ongoing seven year program have demonstrated feasible scale up between laboratory columns, field test pads and the trial dump in relation to material geochemistry and ARD evolution trends at Grasberg. The potentially acid forming waste types are highly reactive and maximum acid generation rate occurs within two to three years and that maximum copper release occurs within one to two years of exposure. The results also show that the net acid generation (NAG) test provides a good estimate for the potential acid load from overburden types. The chemistry, temperature and oxygen data from the trial dump suggest that oxidation and acid generation is occurring throughout the dump but at a decreasing mass rate with increasing distance from the toe of the dump. It is apparent that convection and/or advection are important mechanisms for the transport of oxygen into and within the dump. Key results and findings of the investigations carried out are presented and the implications of the findings for long-term ARD management at the Grasberg mine are outlined.

The mining industry is facing tremendous economic challenges. Fluctuating and depressed commodity prices, the ever-increasing pressure from environmental legislation and the competing global opportunities for capital investment are placing enormous strains on every aspect of the mining business. At the same time, mines are generally becoming older and deeper with all the logistical and rock mechanics difficulties that this entails. In the face of these new challenges the industry looks to technological advances to make operations more efficient and profitable. One approach is to develop and implement highly automated and computerised equipment as part of a trend towards major reductions in the underground workforce. This approach requires more capital investment rather than less and requires a more sophisticated and well-educated workforce with skills which are generally in high demand in society as a whole. It is difficult to see how the benefit that can be gained from such technology can justify the expenditures necessary to make it operate reliably underground on a daily basis. Nor is it easy to foresee how the mining industry, based as it is often in very remote areas, will be able to hire and retain sufficient numbers of people to maintain such fleets of equipment. Another approach, and the one which I favour, is the implementation of much greater control over the whole of the mining process. Mining is essentially a very simple process - we break rock and move it. The most cost-effective means of moving and processing the mining product depends entirely on the way it is broken - it depends on primary fragmentation by blasting. I propose that the way forward for the industry in the face of our present difficulties, is not new technology but is to utilise the level of technology which currently exists in ways which have traditionally been regarded as too difficult or too inflexible - improved fragmentation and the use of conveyors. The technical success of this approach depends on the complete re-design of the ore handling system from the face or stope drawpoint to surface. The fundamental issue which determines the success of this approach is designed fragmentation.

The population balance concept has provided a useful framework for the description of the operating behavior of the ball mill. This approach finds expression in the so-called selection breakage function model for batch and continuous mills. This model produces very good descriptions of the size distribution of the products from ball milling operations and the model is very useful for the description of batch and continuous mills and, when combined with models for classifiers and other unit operations, provides a solid basis for flowsheet simulation procedures. The breakage and selection function model is essentially descriptive and not predictive because the parameters in the model cannot as yet be related to the fundamental material properties of the material that is broken and to the fracture mechanics that govern the comminution of brittle particulate material during the rapid impact and compression events that occur with high frequency in a ball mill. The population balance approach smears over the individual processes and regards the ball mill as a continuum with breakage occurring continuously in time and space. New experimental techniques, particularly the adaptation of the Hopkinson bar as the ultrafast load cell (UFLC) to the problem of observing the extremely rapid impact fracture of particulate solids, have made it possible to make accurate and consistent measurements of particle strength, particle fracture energy and the single-impact breakage function. These quantitative measurements have been incorporated into a new conceptual model for the description of the ball mill. The model is based on identifying all events that give rise to particle breakage, and using the fundamental experimental data obtained on the UFLC and other single-particle fracture tests, the probabilities of these events can be independently determined. The distribution of impact energies that occur in the ball mill has been established by discrete element simulation of the media motion. The probabilistic description of the individual fracture events and the distribution of impact energies are combined to make a priori predictions of ball mill performance under a variety of operating conditions. The new model is used to calculate the selection and breakage functions for quartz in a small batch mill.

This paper describes how water is being planned, managed and used in Queensland as both a precious natural resource, vital for healthy ecosystems, and as a valuable tradeable commodity, necessary to secure economic prosperity. Queensland has been progressively implementing a planned package of water industry improvements agreed by the Council of Australia Governments in 1994. The Water Act 2000 provides the legislative basis for implementing the COAG water reform framework in Queensland and sets out statutory water planning processes. A Water Resource Plan (WRP) is a strategic document that specifies water sharing and environmental flow outcomes across a whole catchment over a period of up to ten years. A Resource Operations Plan (ROP) sets out the details of implementing a WRP, including environmental flow rules, establishment of tradeable water allocations that are separate from land, rules for water trading, rules for operating water infrastructure, arrangements for the release of any unallocated water identified in the WRP, and requirements for monitoring and reporting. Water Resource Planning and Resource Operations Planning are progressing in priority catchments and aquifers across the State. Ways to obtain a water entitlement now depend on whether a WRP and/or a ROP exist in a particular catchment. Water trading provides for the buying and selling of water entitlements on a permanent basis where permitted under a ROP. Details of tradeable water allocations are securely registered on the Water Allocations Register, which is similar to a land titles register. Leasing and temporary transfers of water entitlements are also possible. Water brokers are emerging to facilitate water trading which aims to improve water use efficiency and move water to higher value uses. Queensland is leading the way in the implementation of the COAG water reform framework and the pursuit of sustainable water resource management. The StateÆs progress in this regard is increasing certainty for water users, while ensuring that considerations of equity amongst existing and future users and amongst various uses, as well as considerations of ecological sustainability and the wider community, are all taken into account. The mining sector stands to benefit substantially from these new approaches to planning, managing and using this precious resource.

Fleet management systems have been adopted by many open pit mines throughout the world and the resulting improvement in truck cycle times has been one of the most significant contributors to mine efficiency. Ongoing enhancements to fleet management systems such as interfaces for vital signs monitoring have given incremental efficiency gains. Each incremental improvement is another step towards a grand vision of a totally automated mine. A relatively new fleet management system is being integrated with two other technologies to provide a highly reliable platform for a networked information system which monitors mine machinery and production. The paper reviews the integration project, the features of the new mine site information network platform and the contribution to productivity and safety. The new fleet management system has a predictive truck dispatch algorithm. It also has a distributed database that replicates rapidly so that each machine in the fleet has an identical database, thereby making each machine aware of other machinesÆ locations on the site. High precision systems for navigating and monitoring machinery such as drills, dozers, draglines and shovels provide individual machine operators with cockpit style real-time information to increase their operational efficiency. The integration of the new fleet management systems capabilities with the high precision systems that provide production information, machine vital signs data and operator information means that the mine operations and maintenance managers have real-time access to the whole mine siteÆs production data. Such a mine monitoring and reporting system is dependent on reliable wireless communications and reliable positions. Positions in fleet management and high precision systems for open pit mines are usually provided by global positioning system (GPS). Other global navigation satellite systems (GNSS) such as Glonass, and in the future Galileo, will provide additional satellite cover; however, some parts of open pit mines do not have enough sky visibility for reliable GNSS positioning and so a new centimetre level wireless positioning system called Locata is being integrated with the fleet and high precision systems to augment and backup the GNSS positions. The final integrated system will provide the highest levels of reliable position-based information to all stakeholders in a mineÆs operation, ensuring gains in productivity and safety.

The story of the rise, progress, and development of our modern railway system is a long but an exceedingly interesting one. The phases it has passed through, the discussions that have arisen from time to time on the most economic modes of construction and working, and the final result these various discussions have led to, are full of importance and interest to the engineer. It is not my intention to deal historically with the subject. I desire simply to speak to the requirements of the hour in Australia. It will not be disputed, I think, that these colonies have reached a point in railway construction and management when, if additional lines to any extent are still to be built, a different principle must be adopted. There are yet large tracts and areas of country to be tapped by the rail and the locomotive, which for years to come must remain untouched if the same expensive gauges and modes of construction are continued. We have yet to see clearly the necessity of introducing a system of light lines that will pay their own way and at the same time augment the traffic of our main lines. This question really no longer remains an unsolved problem. It lies, in a few words, in the acceptance of the, narrowest gauge and the simplest mode of construction that can constitute a pacticable railway. I fear it is hopeless to suggest that private companies should be legally permitted to construct such lines. It seems as if it were next to impossible to move official authorities to enter upon the construction of lines on this principle. It is, all the same an undoubted fact that if private companies could obtain Acts of Parliament, that in several of the colonies a new impetus would be given to railway construction.I may point out that not only has the principle of narrow gauge light railways been adopted in India but private companies are obtaining power to build them. Outside of :England many narrow gauge lines have been made, and in France, Denmark, Italy, and Sweden they have been highly successful.

The underwriting of professional negligence has proved to be an evolving science. As with most insurance products coverage offered in the past was very broad but as legal precedent demonstrated to Insurers areas of unforeseen exposure policy documents per se have become more restrictive until today the insurance market through attrition have produced a basic policy structure with various purchasable extensions which together provide insuring professionals with coverage that has proved to be adequate for their needs. The basic policy provides indemnity and protection for fortuitous negligence. In a practical sense, however, professional indemnity policies are really a defence document in so far as policy holders are relying upon the expertise of Insurers to protect them in the event that a claim is made upon them. Whether damages are awarded is in many respects a secondary consideration, the most important factor is to ensure that policy holders are protected in terms of the legal defence mechanism. By way of illustration we are currently in the process of defending a large professional firm which purchased from us a policy with a limit of indemnity of $10M. The case has been running in a Supreme Court now for 14 months and the defence costs which we have incurred on their behalf are rising close to $8M as I put pen to paper. Defence costs of that magnitude would in effect terminally cripple all but the very largest professional operations in Australia. In more recent times coverage has been provided in Australia for breaches of the Trade Practices Act and similar legislation enacted in various States. No-one really appreciated the comprehensive impact which the Trade Practices Act would have on commerce in Australia. Most professionals thought that indeed they would be exempt from prosecution under this Act. The passage of time has clearly indicated that this is not the case and we have found that it is much more difficult to defend a claim involving breaches of the Trade Practices Act than it would be to defend a claim for breach of tortuous liability.

THIS paper deals with the handling of the various materials used in the 100-ton zinc plant at Risdon, and, in view of the magnitude of the works, the configuration of the ground covered by these works, the variety of the rnaterials used, and the large quantities, a very attractive and interesting subject is opened.The works are situated on the right bank of the River Derwent, about four miles above Hobart, the capital city of Tasmania. The Risdon works cover a space of 149 acres, the area being :3800 yards long by 2800 yards wide, and the elevations vary from 6 ft. above high-water mark at the wharf and foreshore to 163 ft. above high-water mark at the power station, these being the limiting points as regards elevation which are considered in this paper. Throughout the paper elevations are given in feet above high-water mark. Fig. 1 shows a general view of the works taken from the opposite bank of the River Derwent. The wharf is clearly shown, with SS Kekerangu loading residue; behind the wharf is seen the inclined conveyor leading to the cakine bin; further up the hill is the leaching division. No. 1 haulage runs to the left of this up to a point on the left of the power station, the large reinforced concrete building at the top of the hill. Below this is the cell room, the largest building on the plant. The roasting division, not very clearly seen, lies at the foot of the main stack, and the casting division lies to the left of this, between the leaching division and the cell room. A large wharf has been construl'ted alongside the works. This wharf is 880 ft. long and 60 ft. wide. It is capable of berthing large overseas steamers, as at low tide there is a depth of :30 ft. of water. The rise and fall of the tide at the wharf is 4 ft. 6in., and the river is navigable at all states of the tide. Just above the company's wharf...

It is indeed a pleasure to be here this morning to open the 4th Mill Operators' Conference. It is no mean feat to organise such an event and I would like to congratulate the committee for the work that they have done. I am sure that the Conference will be an outstanding success. I welcome overseas visitors and hope that they gain and share in the openness of this Conference. There is personal satisfaction for me to speak to you as a mining engineer addressing a large group of metallurgists and mill operators. I would have thought that it would be impossible for a mere mining engineer to inform a metallurgist of anything. I will desist from using such derogatory terms as "xanthate munchers", "bubble makers" and "glorified mathematicians". Terms of endearment as these may not be seen with much equanimity. Such is the warm association that the two professions have enjoyed over the years. The economic climate that we at present face is a major problem to all of us. I wonder how many people here come from mining operations that are in trouble financially or that are cutting back in one form or another. This is the recession that we needed to have. When the world's greatest treasurer can tell us that then we truly have a lot to fear. The present downturn can be seen as a normal adjustment in the cycle of our business. Yet the world does not experience such severe adjustments as frequently as we experience ours. The root cause for the regular adjustments can be placed at the feet of inflation. Until the politicians of this country of ours can come to grips with inflation, we will continue to experience downturns on a 5 to 7 year cycle. This, in my opinion, is the basic reason why we appear to experience more downturns than the rest of the world. We simply price ourselves out of the market. This takes about 5 to 7 years to be highlighted and then we need to make adjustments. However, this recession is worldwide. The adjustments usually take the form of redundancies, retrenchments and early retirements. What is the solution?

Pyrrhotite is pyrophoric when in a finely divided form. The problems of disposing of large quantities of finely divided pyrrhotite separated out by metallurgical processing from ore are formidable. In the case of an underground mine, a solution to the problem of disposal is to place the pyrrhotite in the stoped out areas and seal from any air supply. Further, the pyrrhotite could be diluted with tailings which would reduce the possibility of combust- ion. Several enquiries to various centres and authorities have shown that the products of the slow oxidation of pyrrhotite with moisture present can cement an inert matrix into a stable fill similar in physical prop- erties to fill stabilised with Portland cement. Stabilised fill can be used to advan tage with a suitable mining method to provide high recovery. The investigation demonstrated that air and 15% w/w water must be present for the fill to harden and that the sizing of the particles is a critical factor in drainage of a hydraul- ically placed fill and subsequent even harden- ing of the fill in a stope. With the materials used in the experiments in which the - 51 micron component of the tailings had been dis- carded, an optimum mix was found to contain 4:1 tailings/slag ratio and an overall pyrr hotite concentration of 8% (all proportion by weight). Approximately 34 days after drain- age to 15% moisture in natural air flow condit- ions, an unconfined compressive strength of 1.862 MPa was attained. A subsequent experi- ment was conducted with a sample of optimum mix in a pipe one metre long in forced air flow conditions. At a superficial velocity of 3.Om per hour the mix required 155 hours to harden to 1.862 MPa after drainage to 15% w/w moisture content. The pressure drop bet- ween the top and bottom of the mix in the pipe remained constant at 9 KPa/metre length. This result suggests that forced air flow conditions will increase the rate of hardening. No dangerous effluents were detected in the course of the experiments which could affect mine equipment or personnel.

A low grade, refractory ore gold mine with high striping ratio such as at Macraes is always challenged in ways to improve margins. Common practice approaches used at OceanaGold Ltd Macraes are to maximise grade delivery, optimise recovery and reduce unit costs, as well as take any opportunities to incorporate new technologies and implement enhanced commercial strategies.   The Business Improvement (BI) programme was implemented across the Macraes operations in late 2003 and is being rolled-out to all other parts of the business. The core focus of BI at OGL is to: +        increase revenue, +        reduce cost, and +        improve processes.   A dedicated BI team comprising of a manager, team leaders and business analysts were engaged to identify and manage a series of opportunities to reduce operating expenses, optimise capital outlays and generate extra revenue. The Business Improvement Programme, though in its formative phase, has begun a cultural change within the organisation. Many people are starting to challenge the way they do things and are looking for ways to continually improve business performance.   The BI team encompasses individuals from different departments who can offer the diverse skill set necessary to produce intended results. The current team is made up of a BI manager, BI Team Leaders in Mining and Processing and analysts from Mining, Processing, Commercial and Plant Maintenance workgroups. A team member has recently been formally trained as a Six Sigma Black Belt. ] The BIÆs team role is to assist in the establishment of project management processes for each improvement idea. In addition the team will assist in tracking implementation, identifying and unblocking restrictions and limitations as well as setting up metrics to quantify the level of benefit returned and sustained.   From a more strategic point of view, the BI team is advancing the Business Improvement capability of the company by developing long term Communication and Training strategies. These strategies will set the direction of BI initiatives in the years to come to: +        educate the OGL workforce in basic BI techniques, +        assist the OGL workforce in applying basic BI techniques, +        communication the direction of BI in OGL, and +        close the information feedback loop to facilitate transparent communication between the OGL workforce and the BI team.

The Australian Magnesium Corporation Limited (AMC) is constructing the worldÆs largest magnesium metal plant at Stanwell, 24 km west of Rockhampton in Central Queensland. The $1.3 billion, 97 000 tonne per year plant is scheduled to commence production in mid-2004. It will produce magnesium from magnesite using the innovative, locally developed AM Process Technology which enables magnesium to be produced at internationally competitive costs. The technology will enable the plant to have the lowest environmental impact of all the available magnesium production processes. The project will meet current world-best-practice environmental and emission standards while on a life cycle analysis, magnesium produced by the Stanwell plant will result in net reduction in global greenhouse gas emissions. Magnesium is the lightest of the structural metals. Its high strength to weight ratio and ease of casting and machinability makes it particularly suitable for the manufacture of light weight automotive components. Reducing the weight of motor vehicles through the use of light weight materials such as magnesium is the current primary means adopted by the automobile manufacturing industry to improve motor vehicle fuel efficiency and the lowering of emissions of greenhouse gases. The Australian Magnesium or AM process has been developed over the past decade by AMC in conjunction with the CSIRO to produce magnesium from magnesite mined at AMCÆs Kunwarara deposit. Over $200 million has been spent developing the AM process, designing, building and operating a demonstration plant at Gladstone and to complete an environmental impact statement and receive environmental approvals as well as funding for the commercial Stanwell Project. The paper outlines the development of the AM process technology, the operations of the Gladstone demonstration plant confirming the process technology, its operating costs and environmental performance. The paper covers the particular attention that was given to minimising the production of CHCÆs, the development of new cover gases for molten magnesium, the minimising of emissions of greenhouse gases and the life cycle analysis of magnesium as a replacement for steel and heavier metals in motor vehicles which confirmed its use resulted in a net reduction in global greenhouse gas emissions. The project received both Commonwealth and Queensland Government environmental approvals by August 2000.

Mining professionals recognise the need and application for reconciliation and value tracking. It is necessary however to examine our current reality, and evaluate the following. Do our reconciliations really balance correctly, and are we able to track value effectively throughout processes? If we are honest, in most operations the answer is a resounding no. This means that we are surrounded by fluctuation and deviations that we do not account for and do not understand. This is astounding, because given our level of scientific knowledge and the technological tools at our disposal we should have a good understanding of our environments and be able to manage them effectively. How do we manage effectively if we are surrounded by so much uncertainty? The purpose of this paper is to describe, at high level, the principles of reconciliation and value tracking, to highlight some areas where deviations are introduced into the mining process, and to propose a different approach to the apparent reconciliation and value tracking conundrum. The paper also poses several questions that need to be critically addressed at most operations. Instead of making the same mistakes each month in reconciliations, mining professionals need to acknowledge two facts. Firstly there will be uncertainty that we need to accept, since all our estimates are based on sampling, an orebody is not homogeneous and peopleÆs behaviour will influence the process, etc. Variability will always exist and lead to uncertainty. What is the current approach in the reconciliation process when a deviation occurs and how do we use reconciliation and value tracking to manage and improve our business? The second fact is that we need to stop using reconciliation and value tracking to only measure and report. We need to adopt a new approach to manage mining throughput, where reconciliation and value tracking are enablers to the success of the business. In most mining operations, significant effort goes into planning and measurement for the purposes of reconciliation and value tracking. The importance of accurate and effective reconciliation and value tracking should be to ensure the maximum utilisation of the resource, maximising throughput and enabling the business to deliver a product to its client, of the correct quality and in a timely manner.

In 1939 at the annual meeting of the Australasian Association for the Advancement of Science, held at Canberra, a paper was contributed by E. de C: Clarke and H. A. Ellist in which a plea was made for more "facts" concerning metasomatism near ore-bodies in Western Australia. From time to time writers here, and in other parts of the world, have discussed the alterations in wall rocks of various reefs and lodes, but little has yet been attempted in the matter of accumulation of quantitative data, both chemical and mineralogical, and in the correlation and comparative study of this data. Such a detailed comparative study is needed to determine the economic value of a practical application of our accumulated knowledge of the phenomena of metasomatism.When in 1939 the opportunity offered for an examination of the core from 4 bores recently put down by the Big Bell Mines Ltd., to explore the ore-body of the Corinthian G.M. 10 miles N.W. of Southern Cross, Western Australia it was hoped that some small beginnings might be made of an accumulation of comparative and quantitative data regarding the metasomatism of the wall rock immediately adjacent to this ore-body.By the courtesy of the Big Bell Mines Ltd., the core from the 4 bores was delivered to Survey Headquarters, Perth;in the middle of June, 1939 and copies of assay plans of part of the underground workings at Corinthian, and of the results of assays of the bore cores, were also supplied by the management of the above company.It was not, however, until March, 1940, that it was 'found possible to investigate the core. At that time the writer's colleague, Mr. R. S. Matheson, conducted a: megascopic examination of all the bores and selected material from two of these for possible future chemical analyses. The Pacific Rim and its environment involves a vast array of natural phenomena, and a vast array of situations which show the impact of man. Almost half the world's population of over five billion live in nations" which border the Pacific, but the concentration is focussed in the North. Great experiments are occurring in this region, the industrialization and energy development in- Japan and China, the growth of Indonesia, (now 168 million - soon 368 million; Brown and Jacobson, 1986), the enormous developments of agriculture and the metals resource base in Australia and China. At the same time, the Pacific Rim does not project images of hopelessness, the mood is upbeat. Over the past decade, incomes have increased substantially in most of the major countries of Pacific Rim (e.g. over the period 1980-86, + 58% in China, + 21% in Japan, + 34% in South Korea; Brown and Jacobson, 1986). In September, 1986, at the general assembly of the International Council of Scientific Unions (ICSU) in Bern, Switzerland, representatives of over 50 nations approved a new initiative, "The International Geosphere Biosphere Programme: A Study of Global Change". The focus of this new program is "To describe and understand the interactive physical , chemical , and biological processes that regulate the total Earth system, the unique environment that it provides for life, the changes that are occurring in this system, and the manner in which they are influenced by man. The IGBP will be a tightly-defined programme of research, directed at providing fundamental knowledge that will serve as a basis for assessing likely future changes on the Earth in the next 100 years" (ICSU, 1986). For the earth scientist, and all resource scientists, there is an emerging agenda; new priorities are appearing, new questions are being asked. The recent report of the World Resources Institute (1986) focusses on this emerging agenda. Topics which are at centre stage in this report include the following: The environment and human health Tropical deforestation The atmosphere as a shared resource and climates Soil-degradation Rural-urban migrations Food and agriculture The diversity of species-ecosystems Freshwater as a finite resource Coastal areas and resources

The Sinclair Nickel Project, wholly owned by Xstrata Nickel Australasia (XNA), includes an underground mine, a concentrator, a village, an all-weather airstrip and associated mine infrastructure. The operation is located 70 km north of Leonora in the prospective and historically productive eastern Goldfields region of Western Australia. Xstrata Nickel has successfully developed the Sinclair deposit into a 350 kt/a operation since its discovery in November 2005, with contained nickel metal production to date in excess of 10 600 t, of which 5500 t is from the underground operation.The narrow, continuous, medium-grade Sinclair nickel sulfide deposit accessed by the Phoenix Decline has a shallow 15¦ - 20¦ plunge that is approximately 1000 m long down dip and open at depth to the north. The flat plunge and low-grade nature of the orebody presents challenges regarding the amount of horizontal waste development that can be economically excavated, which in turn affects ventilation, egress, mine services and diamond drilling.The mineralisation is hosted between an ultra mafic hanging wall and a basalt footwall and is being mined using a bottom up, sublevel open stoping method. The stopes are retreated to a central access, filling voids in the process with waste mullock where possible and using cemented mullock fill where end exposure is required. Tight filling the flat dipping hanging wall has proved to be challenging given the angle of repose for the waste mullock fill is steeper than the angle of the hanging wall.Reconciliations of mine performance against the original feasibility study show positive changes and operational optimisations enabling Sinclair to achieve its mining targets in a safe, sustainable and economic manner. Agitation leaching data has generally not been analysed to extract the maximum amount of information that is available. Analysis of heap leaching systems has been developing over the last five years to include the underlying rate determining process. This has been found to be diffusion control for all copper leaching; irrespective of whether they are oxide or sulfide minerals. Extension of the diffusion model has enabled better scale-up protocols to be developed. Acid consumption in copper heap leaching operations has been found to be a first-order chemical controlled system. The analysis of the data is relatively straightforward. However the interpretation and scale-up is not as direct as for agitation leaching. The differences in the residence time distributions (RTDs) are required to properly account for the scale-up between test columns and field. The leaching of oxide copper in agitated systems has also been found to be diffusion controlled. However, there are significant differences in the control mechanisms. Initially the leaching control is the supply of acid to the mineral surface. This is limited by the diffusion through the surface boundary layer and is thus subject to the level of agitation. Higher agitation provides thinner boundary layers and faster diffusion rates. Similarly, higher grade material creates a thicker concentration boundary layer and relatively slower leaching. Acid consumption in agitated leach systems is also a first-order system. However, the interpretation of the RTD is easier from batch testing to continuous multiple CSTR series plant operations. Altering the method of acid delivery can significantly reduce acid consumption rates. Predilution of the acid minimises the local acid concentration near the addition point and can reduce the consumption by up to 50 per cent. Modelling of the combined leach rate(s) and acid consumption rates in agitated systems allows comparison of various leaching strategies and selection of the most appropriate. Similarly, the model allows the identification of economic limits to leach recovery; where the cost of acid consumption is greater than the value of the copper recovered. From this analysis selection of residence times for agitation leaching can be determined. The modelling tools are useful in identifying optimum conditions for the leaching process.

Many of the discrepancies that appear when comparing the results of reducing machinery are due to the nature of the materials reduced and the conditions under which they have been treated. It is therefore necessary that manufacturers should employ standard materials in their tests that sufficiently approximate the substances to be ultimately treated if the information is to be of any value to the purchaser. Another advantage to be gained by employing universal standard materials is that by their means one is enabled to compare the relative values of different types of machines. At present much of the data meted out to the public is insufficient to enable them to judge fairly. Of course the best test would be to send some of the stone tor which the machine is required, to be treated by the various crushers in the market that are likely to be suitable for the purpose, but this is not always possible. It would not take long to become accustomed to judge of the value of a machine for a specific purpose if it was guaranteed to work a certain quantity of some standard rock, even if that standard were not identical with the material to be treated.There are many points to be considered before selecting a machine, such as the size of the rough stone it will take, the size to which it will reduce it the proportions of various grades made when crushing to pass through a given mesh the form of the delivered particles the time taken to treat a+ certain quantity the horse-power required to drive the machine, both when loaded and unloaded whether constructed to crush wet or dry the wear and tear of the machine its total weight and weight of the heaviest part the cost of machine what attention it required whether the wearing parts are readily replaced, and several other points common to all machinery. 'When considering these varying quantities, we can tell at a glance certain machines that are suitable for a particular sort of work, and can then compare those belonging to the same class, thus avoiding errors made purposely or through ignotance by persons interested in different machines, who frequently compare machines originally constructed for.

Equity finance provides the most suitable and frequently the only access to capital during the exploration and evaluation stages of resource projects when project risk is at its highest. Investors are prepared to provide equity funds in the knowledge that they are compensated for the higher risk they take on with higher potential returns or sufficient upside potential to justify the higher risk. The context of resource projects which determines the role of equity finance has changed considerably. Prior to the resurgence of the gold price and the development of new mining technology many resource projects were selectively mining orebodies by underground methods frequently with limited reserves proved up in advance of mining. The limited proved ore reserves base and the volatility of the gold price all contributed to a higher risk and higher return investment environment in which the use of equity finance was more appropriate and frequently the only option for capital raising. The financial risk of a resources project can be transferred to an underwriter who makes the commitment to distribute the financial risk between a number of investors. There is also the opportunity for financiers to use a mix of equity and debt finance to allow a company to proceed with the development stage where without such a mix the resource project would not proceed. By using a level of equity finance the project becomes robust enough in its ability to service the debt finance facility and the project proceeds with the equity participants receiving a suitable risk reward return. The liquidity from the establishment of a market for the company's securities enhances further capital raising and generally enables the company to satisfy its financial requirements on more favourable terms particularly during bull markets. The role of equity finance in the management of the financial risk during the exploration, evaluation, development and mining stages of resource projects is summarised in Table 1. In more detail the principal roles of equity finance and the ways in which equity finance impact on the risk management of resource projects will be considered in turn.

I would like to start by thanking The AusIMM and CSIRO for organising this excellent conference and inviting me to give a keynote address. Today I will focus on some broad observations of our industry, and leave the technical discussion to my colleagues who are presenting specific papers covering a wide range of topics. In preparation for this paper, I did a little research into the early history of the Pilbara iron ore industry. I was fascinated to read a quote attributed to Harry P Woodward, the Government Geologist in the late 19th century, before Federation. Mr Woodward described the Pilbara as an iron ore country and observed that æthere is enough to supply the whole world should the present sources be worked outÆ. Mr WoodwardÆs prediction could be viewed as wishful thinking and certainly at Hamersley Iron I would gladly envisage the Pilbara supplying the worldÆs entire iron ore needs! In reality, Western Australia accounted for 162 million tonnes or 36 per cent of seaborne trade in 2001. An impressive effort, but not quite the total world supply as Mr Woodward imagined. But we shouldnÆt dismiss these historical musings out of hand û perhaps we could see it as a challenge for the industry to æwork outÆ the present sources. We all know there is abundant iron ore in the Pilbara, and I expect it is only a matter of time until our collective technical expertise and sheer hard work will enable us to utilise its greater range of ore types. Opening up new markets will be a key pathway to creating additional value from the Pilbara ores. Today I will examine the state of play of our industry and the major influences that shape our business at present, before considering what the future might hold for us. I canÆt guarantee the accuracy of my crystal ball, but the stability and long-term nature of our industry does enable some reasonable hypotheses on where we are heading. I will also spend some time examining the way in which the iron ore producers are working to maximise the value of their resource base and obtain more from their existing capital assets.
