He was Minister for Education in 1976, served as Shadow Minister in a number of portfolio areas while his party was in opposition, and since their return to power in 1988, he has been the Minister for Minerals and Energy. This paper points to the timely importance of commencing a centrally recognised perpetual collection of mineral specimens in the Northern Territory which has as one of its objectives the collection and preservation of Northern Territory minerals of scientific, educational and heritage value. Currently in the Northern Territory there is no government department or institution that has a resourced coordinated state-wide objective to collect and document collectable mineral specimens. Specimens held in storage by the Department of Mines and Energy and the Museum and Art Galleries of the NT are not catalogued and owe their existence to fortuitous circumstances, not as a result of a planned systematic scientific approach to mineralogy. Northern Territory mineral species and unique specimens have and will continue to be driven to extinction while no central and active, recognised repository exists. This situation persists despite the fact mineral production is the Territory's largest income earner. The paper presents the arguments that hopefully will assist decision-makers to commence development of a state mineral collection lodged within an appropriate institution in the Northern Territory.

Mining is a global industry. The conference is a good example of this, as itÆs jointly organised by professional associations from Canada, Australia and South Africa, and has attracted speakers and delegates from around the world. I commend the organisers for their initiative. I am pleased to be asked to participate in this panel û although I would hasten to add I see myself as perhaps an informed observer rather than an expert. It wonÆt be news to most in this room that AustraliaÆs mining sector is booming. As one of the most productive and diversified mineral regions in the world, this activity is also something that has not escaped the attention of CanadaÆs largest mining companies! This means that I follow what is happening in the industry and more specifically what might be occurring here. Two-way investment between Canada and Australia stood at $9.8 billion in 2005 with Canada as the seventh largest overall investor in Australia with $8.22 billion in investments. The majority of this investment is by Canadian minerals and metals companies. In recognition of the importance of Canadian investment in this sector in Australia, I maintain close contact with our companies. By way of example, in the past two months I spent a week in Western Australia visiting Perth and meeting with companies for example, like Teck Cominco and LionOre as well as seeing various Barrick Gold operations in Kalgoorlie. I attended the opening of AlcanÆs new Asia Pacific Headquarters in Brisbane in August and just two weeks ago was in Cowal, NSW for the opening of BarrickÆs new mine there. Having met with BHP Billiton in Vancouver, IÆm equally aware of active Australian mining interests in Canada. This is not designed to indicate how active I am but rather to demonstrate the dynamism in the mining industry and the diversity of Canadian mining interests in this country and Australian interests in Canada.

Universities have had a long history in the education of geology graduates, Analysis of this history reveals a record of success, as judged on a world basis. However there have been significant changes in the last 20 years that have impacted on the ability of universities to continue to provide their traditional style of geology education. These changes have increased in the last 10 years. In the teaching side, there has been a change in expectations. Additionally the increasing workload decreases the value of each academic to perform the tasks needed by the new education. In the area of research, the funds provided have continued to decline, in both real and absolute terms, and it is now necessary for universities to seek out funds to pay for their postgraduate research. Additionally, the universities have slipped into the error of what cahn only be termed "academic incest", and research student mobility has decreased to an undesirable level, stifling initiative and new ideas in a number of cases, The only solution is for Government monies to be "directed" - ie that the postgraduate student must leave his or her original university in order to receifve the research stipend/scholarship. On the government front, the government and its agencies have not adequately analysed and recognised the need for the redirection of education and research funds into the needy areas of science and technology, especially those that related to the minerals area.

The Land Access Branch of the Mines Division of the Northern Territory Department of Mines and Energy is responsible for Aboriginal Liaison and cross-cultural matters that affect the Department. In essence, it exists to provide a basis for communication between the Department, industry. Aboriginal organisations and Traditional Owners. The paper outlines the various ways in which this is accomplished including the preparation of detriment submissions for pending land claim hearings, the use of promotional material to support access to Aboriginal Land for NTGS Mapping Programs and field work, and advice/assistance on exploration and mining issues.

In 1944 some ten or so pieces of legislation impacted on the mining industry. Today in excess of 80 in one way or another apply to the Northern Territory miner. This paper will look at the nature of the legislation that has been introduced and the reasons for its introduction. During the Second World War the mining of resources such as iron, tin etc for the war effort set the platform for the subsequent expansion of the industry in the post-war years. Thereafter, the change in attitudes over the years that have resulted from a more conscious public and more responsible governments and developers associated with the recognition of the legal rights of others and the threat of litigation, will be traced. With a major review of the Northern Territory Mining Act currently in progress, this paper will view ANZMEC's foreshadowed preference for a National Code and the NT's intent of drawing some commonalities with other states of Australia to achieve this aim. Finally, the questions of over-regulation and whether existing legislation is complete will be addressed. From this it is foreshadowed how legislation may develop during the lead into the 21st century.

Since 2005 BHP Billiton Iron Ore has been working with the consulting company Runge to implement the software XPAC Advanced Destination Scheduler (ADS) in life-of-mine studies. The Mt Whaleback mine, being the single biggest open cut iron ore mine in the world, presents some special challenges in scheduling. The biggest challenge has been the slow run time and difficulty in targeting all ore and waste requirements. The high waste to ore strip ratio means that much of the cost of mining is tied up in waste dumping. It is therefore very important to schedule waste efficiently. At Mt Whaleback there is an additional challenge of managing two types of waste: inert and environmentally sensitive pyritic material. This paper shows how the XPAC destination scheduler is configured to achieve efficient and repeatable waste scheduling results at the Mt Whaleback mine. It also discusses proposed improvements to the process. The overall ore and waste schedule is configured to target mining parameters, crusher feed and grades. The schedule is run in two stages. The first stage is ore mining. The waste that needs to be mined is locked in a sequence. The second stage is the waste scheduling. The waste destination scheduler uses three inputs: source waste parcels locked in a sequence, a haul road and a waste dump block model. The process involves setting some rules for dump progression and haul path selection. These can be validated. The schedule is then run to target the shortest travel time. The results of scheduling are graphical and numeric and can be transferred into many different formats for reporting. The graphical result shows face positions in time that can be used for detailed dump design. The numeric results are used to estimate truck fleet size, fuel consumption, labour and equipment financials. The process has been successful in reducing the project time line, increasing the ability to do more scenarios and increasing schedule accuracy, transferability and repeatability.

In surface mining operations, the ease with which a muckpile may be dug is a dominant factor in mining efficiency. Within broad limits, this is largely dependent on muckpile shape and looseness within a muckpile. Moreover, prediction of grade boundary movement and subsequent dilu- tion is of interest to most open cut mines. Such a predictive tool would enable blast design changes to be made to reduce mixing of certain grade regions. At the very least, a good knowledge of post-blast region bound- aries can reduce layout of the grade boundaries and decrease grade dis- crepancies between pit and plant. The model presented in this paper is able to consider various options for a production blast and predict consequent muckpile shapes and grade boundary movements in a three dimensional manner. The overburden geometry, hole patterns, hole inclination and charge distribution are all explicit model inputs. The model divides the rock mass into blocks and calculates a velocity for each block. Three controlling parameters are used in the model, which are related to the explosive energy per unit length of blast hole, energy attenuation of the rock mass and inter-row delay, respectively. The output of the model is a 3 dimensional muckpile shape (contour or any cross section) and a contour map of grade distribution within the muckpile. The model parameters are site specific, since their values depend on the rock condition and explosive-rock interaction which varies from site to site. In order to "tune" the model to a particular site, parameter values must be found which reproduce an observed muckpile profile shape from a given blast design. This calibration of the model requires at least one surveyed muckpile profile shape from a production blast. The model parameters which best reproduce that shape are found by a pattern search technique, and may then be used to predict the effect of changes in blast design on muckpile profile shape and grade boundary movement.

I feel a little like the Parson delivering his Sunday Sermon, chastizing his parishioners for not coming to Church. Those who need to hear me are absent.Nevertheless, I hope that if you agree with what I am about to say you will go forth and spread the word.We often hear of the impact mining has on the community. I prefer tonight to deal with the impact some community attitudes have on mining, and I want to point out that the results of these attitudes rebound to the detriment of our society. I want to deal particularly with regulation, taxation, and proflts.In a civilization whose standard of living is essentially dependent on an adequate and reliable supply of cheap metals and fuels, it should be evident to Blind Freddie that mining must be encouraged.I must express concern at the constraints inflicted on the mining industry by our community. We tend to blame Government for our difficulties, but we must recognize that Government acts merely as agent for the community. It is fair to say that in a free society, if Government actions do not reflect the demands of the electorate, then it doesn't stay the Government. It is important though for Government, in framing its policies, to ensure that it is not unduly influenced by the loud voices of minority groups.The people of our nation have every right to demand that our industry meet certain criteria to be allowed to operate. We all wish to live in a healthy and congenial environment, and to have our individual comforts protected. It is essential, however, that the community realizes that its demands on the mining industry are affecting Australia's prosperity.Each new regulation and each new tax or impost has its effect on investment, employment, and national revenue. Restraints result in an increase in costs which in turn raises the minimum value of a mineral deposit which is economically mineable. It results in minerals, which could be mined under more favourable circumstances, remaining in the ground, perhaps lost for ever.

"Check sampling programs were undertaken at Barrick Australia Pacific LimitedÆs Lawlers and Plutonic mine sites in Western Australia. The programs identified that the sampling, sample preparation and assaying protocols required modification to ensure acceptable precision (reproducibility) for each gold mineralisation type. These case studies describe the processes used to identify the: inconsistent precision different types of test work programs that were conducted to quantify the appropriateness for each mineralisation type steps used to modify the protocols.The type of test work conducted included: a duplicate series heterogeneity test for particulate gold mineralisation in the Lawlers gold deposit screen fire assay test work on duplicate subsamples for arsenopyrite associated mineralisation at the Plutonic gold deposit.Each test work program required a detailed scope specifying the sample selection criteria, sample preparation and assaying steps. The aim of the test work flow chart design was to ensure the assay precision between the different particle sizes or duplicate sample pairs could be measured and calculated. In the screen fire test work the true grade of the primary sample was calculated and compared against each subsample.A high quality assay laboratory was utilised for the test work. All samples were fire assayed and the gold grade determined using a gravimetric finish. The assay results were validated and the data was analysed using tables and graphs in spreadsheets. Following data analysis a modified sample preparation and assaying protocol for each mineralisation type was designed for use by the principal assay laboratories. Valuable data for geotechnical interpretation and integration into effective Australian underground mine planning may often be available, yet is not always fully appreciated or utilised, particularly in the early stages of mine planning or in due diligence studies. There may be considerable benefits associated with early prioritisation of geotechnical evaluation and impact on mine planning. Unidentified, misinterpreted, or ill-defined adverse geological and related geotechnical resource characteristics can pose significant business risk to underground coal projects and operations. Preliminary resource definition in the early conceptual mine planning stages attributes significant focus (entirely warranted) on resource quality and structural geology constraints. Yet detailed geotechnical data analysis and interpretation, which may have a substantial down stream impact and sensitivity with respect to future mine planning strategies, at times is given lower priority, or scoped and resourced in the later stages of a bankable feasibility study. Through extensive mine planning experience and observation of downstream process impacts, it has been found there is often data available for geotechnical analysis that does not readily stand out or is not adequately understood or utilised, available at the early (conceptual) stages of mine planning. Part of the issue may be that exploration geologists are not necessarily experienced geotechnical engineers and do not necessarily recognise or understand all important parameters. Subject to appropriate application of experienced professionals data can be manipulated to provide key geotechnical hazard assessment at minimal cost, and provide a framework for understanding and optimising the mine planning process. Although there is no single prescribed strategy for resource evaluation from a geotechnical perspective, potential business risks and mitigation approaches can and should be adopted at the conceptual mine planning stage. There has been a recent focus in the metals industry to provide a reporting framework for geotechnical classification of mining projects. This paper outlines the strategies and gives examples of key analyses adopted in mine planning and discusses the relative merits of adopting a reporting framework as a tool for geotechnical classification in mine planning.

Oceana Gold CorporationÆs (OGC) Frasers underground (FRUG) transitioned into production in early 2008. The mine uses a relatively unique yielding pillars mining method that takes its lessons from empirical coal mining practices more so than hard rock techniques. Being a low-grade, flat-dipping resource hosted in the highly structured relatively weak Otago schist in central South Island in New Zealand, meant a number of iterations were undertaken to find the right mix of mining cost and resource extraction. Mining is on the down dip extension of the active Frasers open pit at the Macraes site (that extracts the full shear zone package at a head grade of 1.5 g/t). The challenges for the FRUG feasibility study team was to deliver an net present value (NPV) positive operation that would exist as a coproduct with OGCÆs other New Zealand operations, allowing it to make use of the high throughput low cost refractory ore treatment facility.Key factors in the successful project design were: Net capital costs kept to less than NZ$30 M by realising significant gold revenues from mine development from month four onwards. Virtually eliminating waste development by putting all key capital infrastructure in the low-grade ore adjacent to panels and maintaining the option of extracting this resource on retreat from the mine. Targeting a specific higher grade halo ore package within the entire mineralised shear zone. Applying a mining method that accepted a higher degree of dilution, ore loss and resource loss (in yielding and non-yielding pillars) to the flat-dipping resource. Thus providing an acceptable margin per tonne and resource tonnes mix, as the resource could not support a conventional low-cost caving operation, nor a higher cost room and pillar or open stope and backfill operation. 2008 has seen increasing tonnes and grade performance with a corresponding decrease in cost per tonne and cost per ounce as the mine has reached nominal capacity and is producing an operating surplus. The challenge will be to maintain and improve.

FOR some time past keen interest has been shown in both America and South Africa in the mining drill-steel problem. This interest has extended to Australian mining fields, and Australian drill users, ever desirous of increasing efficiency, are vigorously attacking the problem. The writer has recently been engaged in the investigation of the problem on two of ,the biggest mining fields in Australia, and has formed very definite conclusions concerning the causes of many drill-steel casualties. He puts these views forward in the hope that they may be of interest to, both drill manufacturers and drill users. The subject is here dealt with mainly from the aspect of the properties of the steel and the modifications of these properties whensubjected to various manipulations. It is generally admitted that the drilling machine has greatly increased in power and efficiency during recent years, and the consequence is that the machine is demanding better service from the steel. This is being impressed on the drill users by an increase in steel casualties. This fact has led many mining people to the view that the machine has developed so rapidly that the steel maker has not been able to keep pace, and that consequently the steel isfailing by fatigue 0:1; so-called crystallization. This view is rather depressing. The writer, on the other hand, is inclined to discountenance fatigue as a serious factor under good normal working conditions where the steel is carefully manufactured and supplied to the user under suitable structural and sound conditions, and has subsequently received kind treatment at the hands of the drill sharpener and the drill user.It is not reasonable to attribute failures to fatigue until it has definitely been proved that the steel is fundamentally sound and is in the best structural condition to resist the stresses it is called upon to withstand, and, this being so, that all fundamental principles of...

The increasing problems associated with the disposal of waste and the potential for use of by-products as underground filling material is a subject which is relevant not only to the coal-mining industry. The progressive scarcity of surface disposal facilities for by-products and waste has now become a problem in all sectors - not only for the mining industry. The considerable capacity offered by underground cavities which exists in various mining branches present an extremely promising potential in this context. The backfill process for coal mining developed by DMT in co-operation with Ruhrkohle AG make use of the cavities which are offered by the extraction of coal. It consists of several stages: The fine-grained by-products, such as sludge, filter cakes, fine refuse, ash and flue-gas cleaning residues are processed on the basis of specified formulations in metering, blending and pump facilities on the surface to produce pumpable pastes with precisely defined flow characteristics. On Walsum Colliery of Ruhrkohle AG up to 200 m3/h stowing paste is conveyed into the mine in pipes with diameter of 200 mm (8"). The delivery pressure of the pump operating on surface in conjunction with the hydrostatic pressure of the shaft pipe - amounting in total to as much as 25 MPa - makes it possible to convey the stowing material for a distance 12000 m underground up to the workings without any need for additional booster pumps. Via a pipe installed in the face, the paste is pressurised into the cavities in the specially fragmented rock in the mined-out zone well behind the support. Consistent use of stowage of caved-in goafs makes it possible to reduce surface settlement above the workings. Fires in the stowed rock are either smothered or completely prevented thanks to the exceptional air-tightness in the caved goaf and the cooling effects of the slurry stowage. The reduced danger of fire, the preventation of air-leakage and the positive effects on gas emission from the coal improve safety in the workings.

This is the second of a series of papers dealing with Geology in Exploration. The first, published by the Australasian Institute of Mining and Metallurgy, Proceedings Nos. 143-144, 1946, was written as an introduction to the subject and employed the exploration geology of the Cobar field to illustrate the prospect thinking. This paper will be concerned with the problem of ore repetition in depth and borrow its- example from the Mount Lyell copper field. The writing will be taken up altogether by the example. Nevertheless the intention remains to develop the subject in terms of its wide interest and application.The Mount Lyell field possesses large actual and prospective resources within, and in the vicinity of, the known deposits. This paper does not bear at all on these accessible ore reserves and tangible prospects. There is also in this area evidence of deep ore. The possibility is of little practical interest at present. But the picture of ore repetition, exemplified by the Mount Lyell field, does matter now to the outlook on exploration in this country. For once this essential feature of ore occurrence is widely understood there may develop, on the scale warranted, the search for major deposits which do not outcrop but which are still at shallow depths because of the part erosion plays in this story of concealment and exposure of ore. Also there is the chance in some fields (including Mount Lyell) of a second harvest of orebodies within mineable depths. This exploration goal, introduced in the first paper, will appear more clearly as the Geology in Exploration series is written up. Here the concern is to show the character of the geological evidence which points to the occurrence and recurrence of ore in the earth's crust, the picture at the foundation of this exploration scheme. Zinifex Rosebery Mine is a lead-zinc underground mining operation located at the base of Mount Black, on the West Coast of Tasmania. Mining activities at the Rosebery Mine have been undertaken for over 100 years, and it has been operating in its current form for over 60 years. A large surface and underground exploration drilling program over the last 18 months has increased the mineÆs expected mine life from five to 12 years, with expectations that over the next 18 months as the program continues this will swell to 20 plus years. Zinifex Ltd secured Rosebery Mine in April 2004 and commissioned a detailed life-of-mine (LOM) study on all aspects of the operation. One of the most detailed sections of this report was on the state of the current ventilation system. It was identified in this report that for mining at the current depth of approximately 1100 m to continue a minimum 30 per cent increase in ventilation quantity was essential, as well as a likely requirement for a refrigerant cooling plant for each of the two deepest panels, the K and P lenses. It was identified that Zinifex did not have personnel with the expertise in underground refrigeration to manage and implement a project of this nature. A second report was commissioned with Bluhm Burton Engineering (BBE), a South African firm specialising in both surface and underground large-scale refrigeration plants. BBE concluded that two refrigeration plants were required to provide the necessary cooling power in the lower sections of the mine. In 2005, with BBE as technical consultants, Zinifex Rosebery Mine embarked on a project to commission two underground refrigeration units capable of lowering the wet bulb temperature at the decline face by four degrees centigrade. This paper is intended to give the reader an overview of: Rosebery Mine operations,Rosebery underground refrigeration project,technical difficulties associated with implementing an underground refrigeration system, andkey learnings to date.

While water represents a major proportion of the mineral pulp processed in flotation circuits, relatively little research effort has been committed to understanding and controlling the influence of water quality on this process. Historically, this probably stems from the perception of water as an inert transport medium. However, the changing attitude towards water as a valuable resource, has given impetus to increasing requirements to use relatively impure make-up water supplies such as treated effluents and a high proportion of internally recycled water. In turn, this has resulted in the need for a more detailed focus on process water quality and its control to minimise adverse effects on sulfide flotation. Along these lines, prior to commissioning of a new concentrator at their Cadia Hill Gold Mine, Newcrest Mining was proactive in examining potential water sources and the influence of water quality on flotation of their copper/gold bearing ore. An extensive water quality survey of all major potential water supplies to the concentrator was undertaken. The flotation performance of the Cadia ore in each of these waters was investigated on a laboratory scale. The results of these studies identified that water quality could indeed have a significant influence on the flotation process. Since operations at the Cadia Hill concentrator began, water quality surveys of both make-up water sources and recycled flotation circuit waters have been carried out on a regular basis. By doing this, a database of water quality has been established which can be compared with plant performance. In parallel with the water quality surveys, a series of laboratory flotation tests have been conducted using a standard ore and waters from various streams to monitor changes in flotation performance as a function of water quality. These tests have indicated that certain water types may have a significant influence on plant performance. More research is required to better understand the impact of water quality on sulfide flotation. This understanding will help operators to minimise adverse effects, while maintaining the best utilisation of available water resources.

That represents certainly the most influential gathering of the mining and investment community in Sydney for a very long time, and on behalf of the Institute I bid you all a very great welcome. Due to the pilots' strike some of you have arrived by very unusual methods and others have travelled long distances. So for those of you that have made a special effort, thank you very much. Inevitably some people have not been able to get to Sydney and this has led to some minor programme changes. I'd like to thank our sponsors. Over the last 20 years the mining industry has played a key role in the further development of many Central Queensland and New South Wales communities. The number of people who are employed by the coal mining industry, the number of transient residents, shift work and the town facilities have all contributed to how the community views the coal mining industry. As the coal mining boom continues and the mining communities continue to grow more emphasis is needed to address the community concerns, specifically the socio-economic and environmental impacts that the coal mining companies may have on these communities. Central Queensland coal mining operations are situated in the Bowen Basin. Many of the towns in the region have been developed specifically for the coal mining industry with 13 - 50 per cent (Australian Bureau of Statistics, 2006) of people living in the communities being directly employed by the mines. The introduction of shift work, differing rosters and the mining boom have resulted in considerable changes to these communities with more transient contractors and permanent employees taking up residence outside of these communities. This change, however, has not been as noticeable in the Hunter Valley region. The Hunter Valley, situated in the Sydney Basin has two main mining towns, Singleton and Muswellbrook. Of the 37 173 (Australian Bureau of Statistics, 2006) people that reside in the communities 13.8 to 16.5 per cent (Australian Bureau of Statistics, 2006) are employed directly by the mines. The Hunter Valley is a large tourist destination due to its many vineyards; this results in a diverse community where mining is not the sole means of employment. Similar to Central Queensland the mining boom has brought more people to the Hunter Valley region, although greater percentages have taken up residence in the communities. The views vary between the two regions on the coal mining industry, specifically on the socio-economic and environmental impacts that the industry may have on the surrounding communities.

The ability of the Australian minerals industry to successfully manage the changes and challenges that face it in the 21st century depends ultimately on the quality of its human resources. Mining engineers have a vital role in this regard. The education and training that universities are currently giving to mining engineers is under challenge and needs to be reassessed in the light of industry directions for the 21st century. At one extreme is a push for a `finished product' graduate, up and running in `the flavour of the month' issues. At the other extreme are moves to reduce face-to-face university teaching hours and return to the time honoured university concept of `reading' for a degree. The lessons of Mourn make it apparent that neither approach is appropriate to the industry's future needs (Windridge, 1996). Basic knowledge gets rusty with time and new skills need to be learned. In order to conduct mining operations safely, productively and competitively, mining engineers must now accept the need to be prepared for continuing professional development as a career imperative. The concept of being professionally or statutorily qualified for life is no longer valid. This calls into question the purpose, content, structure and mode of delivery of university courses, all of which need to engender the principle and facilitate the cause of continuing professional development. This paper presents a model which aims to deliver a quality assured university education for mining engineers for the 21st century at undergraduate, postgraduate and professional level. The model extends beyond traditional university boundaries to match industry requirements to international best practice. It is based on collaborative alliances and innovative presentation modes which will provide industry access to undergraduate and postgraduate course elements presented by a broad range of national and international academic and industry authorities. It offers the prospect for preserving the best of university ideals in higher education, for developing and maintaining programs of direct relevance to industry needs and for a structured involvement in the continuing professional development of mining engineers.
