QueenslandÆs new safety legislation for metalliferous and coal mining (Mining and Quarrying Safety and Health Act 1999 and Coal Mining Safety and Health Act 1999, together with the Regulations) came into effect on 16 March 2001. The legislation places clear obligations on mine owners, operators and workers to have a safe place of work and to manage risks to safety and health. It also places obligations on contractors, designers and providers of services. The legislation is non-prescriptive in that it states what outcomes must be achieved and not what must be done. The key issue is that the risk of injury to people must be at an acceptable level. The legislation creates a Mines Inspectorate with powers of inspection and audit of mines, their safety management systems and the management of risks. Auditing of the risk management process is carried out against standard risk management techniques and directives for corrective action may be issued when audits reveal non-compliance or unacceptable levels of risk.

This paper presents results of an investigation on acoustic emission characteristics of granite, sandstone and rock-like material in the unconfined compression and tensile tests. Both the acoustic emission signature and stress-stain curve are analysed in the experiments.The experimental results show that different acoustic emission characteristics are observed at different stress and deformation stages in unconfined compression and tensile testing. Extensive and unstable acoustic emission changes may be interpreted as indicating failure of the rock.

In order to utilise the powerful thermodynamic databases for process simulations, a concept called Effective Equilibrium Reaction Zone (EERZ) was introduced to couple thermodynamic database calculations and reaction kinetics. Using the EERZ concept, many process simulation models for steelmaking processes have been developed within the FactSage steelmaking consortium. After validation of the simulation results by comparing with plant data, the simulation models have been applied to improve plant operations. Several success stories of the improvement of real steelmaking operations are shared. A new user-friendly FactProSim software developed for building process simulations is introduced.

The constructionhunnelling industry in Hong Kong has taken an upturn during the last few years due to the commencement of works to relocate the International Airport to Chek Lap Kok Island. The Airport Core Program consists of ten individual projects including roads, landfill, bridges and tunnels to build the airport and link it to the mainland of Hong Kong. Part of one of these projects is Cheung Ching Tunnel located on Tsing Yi Island. The proposed tunnel consists of a 1.6 km twin tube road tunnel through the island's central ridge, taking three lanes of traffic each way. Each tunnel is 16 m wide - (the widest road tunnel in Hong Kong) and are 10 m high. ICI Explosives (China) saw an opportunity to supply bulk explosives to the Cheung Ching tunnel and contacted ICI Australia to determine availability of a bulk system for tunnel blasting, and assist in its introduction. This paper discusses the methodology behind developing that bulk system to suit a large tunnel drill and blast operation. It also looks at the problems encountered along the way, from the development of the product to the application of the system in the tunnel and the eventual success of introducing a bulk system into a large tunnelling project.

Although we have access to a wide range of sophisticated process design and improvement tools in combination with a significant range of case studies, the mineral resource industry still manages to be plagued by the negative publicity surrounding operating plant failures because they were neither smart nor safe, together with proposed projects that fail at the first or second hurdle. The general public and the finance industry are generally totally uniformed about projects that ramp-up to name plate capacity on time and on budget and even more so when ahead of schedule and under budget. As the saying goes, good news does not cut the mustard.The following is a summary of the author’s sometimes jaundiced view about why metallurgical plants do not live up to their technical and commercial expectations. In no way should the summary be construed as a negative reflection on the skills of the metallurgical profession. Rather, it is to be taken as a positive acknowledgement of those skills and is intended to highlight some of the major considerations that need to be assessed as a potential project transforms into a sustainable technical and commercial reality.While a considerable portion of the summary is directed at developing hydrometallurgical flowsheets, the general principles are equally important to all aspects of extractive metallurgy.For convenience, the summary covers the following five basic discussion points – project, people, process, patents and politicians.

Historically, the silica content of zinc concentrates treated at Cominco's Trail Operations has been low. Silica in the roaster calcine seldom exceeded 1.5 per cent because of the low silica content of concentrate from Cominco's Pine Point mine. With the shutdown of Pine Point, alternate sources of concentrate were required and it was anticipated that calcines containing greater than two per cent silica (with excursions above three per cent) would have to be treated. Previous experience indicated that the existing leaching circuit could not tolerate such high levels. Therefore, a research program was undertaken to identify the key factors affecting silica precipitation; to compare different process alternatives; and to make recommendations for modifications to the existing plant. A project to modify and upgrade the leaching circuit has now been completed. Calcines with higher silica contents are successfully treated, but the upper limit of the circuit is unknown. The results of the research work will be discussed and the new leaching plant will be described. Recent operating results will also be presented.

The Readymix Group have a Quarry Improvement Program - 'Building in Quality (BIQ) which has many parallels to the ICI Explosives' total quality management - 'Quality Improvement Program' (QIP). Both companies have for some time recognised that the 'do it right first time' principle means less wasted effort and materials, that efficiency breeds profitability and so actively promote the quality culture. To install the principles and generate the culture requires considerable commitment and effort from the top down and invariably spreads to the suppliers and sub-contractors. Understanding the component processes involved with the quarry operation, analysis of those processes and gaining a breakdown of the cost of non conformance then allows the astute quarry operator to make the necessary changes to improve the process to realise profits. This paper outlines the steps in such a process and the profitable outcomes of the commitment to continuous improvement at the Nickol Bay Quarry.

A technique for determining the recovery of attached particles across the froth phase in flotation that relies on measuring the rate at which bubble-particle aggregates enter the froth is used to investigate the selectivity of attached particles across the froth phase. Combining these measurements with those of other techniques for determining the froth recovery of attached particles provides an insight into the different subprocesses of particle rejection in the froth phase. The results of experiments conducted in a 3 m3 Outokumpu tank cell show that the detachment of particles from aggregates in the froth phase occurs largely at the pulp-froth interface. In particular it is shown that the pulp-froth interface selectively detaches particles from aggregates according to their physical attributes.

Coal bursts involve the sudden, violent ejection of coal or rock into the mine workings. They are a particular hazard because they typically occur without warning. During the past two years, three US coal miners were killed in two coal bursts, following a six-year period during which there were zero burst fatalities.This paper puts the US experience in the context of worldwide research into coal bursts. It focuses on two major longwall mining coalfields that have struggled with bursts for decades. The Utah experience displays many of the ‘classic’ burst characteristics, including deep cover, strong roof and floor rock, and a direct association between bursts and mining activity. In Colorado, the longwalls of the North Fork Valley (NFV) also work at great depth, but their roof and floor strengths are moderate, and most bursts have occurred during entry development or in headgates, bleeders or other outbye locations. The NFV bursts also are more likely to be associated with geologic structures and large magnitude seismic events. The largest surface coal mine in North America requires complex materials handling infrastructure to fulfil the highly variable quality specifications of its contracts. These diverse demands, reflected in the arrival of numerous customer trains every day, necessitate the integration of information in every stage of production. To meet this goal, quality measurement, train line-up and mine planning processes are being integrated into local and remote control rooms. The effectiveness of such a system can only be measured by comparing decisions that are made with, and without, each of the individual integrated control systems. Traditionally, mine controllers use their experience, intuition or a variety of trial-and-error spreadsheets to determine the ideal materials handling flows needed to achieve the correct quality. These balanced decisions are complex since many factors must be considered such as the mine plan, fleet costs, quality variability and others; consequently mine controllers usually have widely varying success between crews.An evaluation model was developed to assess the impact of a decision support system (DSS) integrated in a control room for controlling the coal blending process. To this end, an ARENA-based simulator representing the whole production process can be used to pull performance and current materials handling settings directly either from the real-time systems in the mine, or from historical data. In this way, the same shift (breakdowns, cycle rates, etc) can be simulated and performance compared. Different settings of the DSS, in terms of what information is displayed and the methods for doing so, can be tested for effectiveness. The historical data are extracted directly from a corporate data warehouse, without altering the everyday working databases. At the same time, the simulator writes its results back into the same data warehouse structure, allowing the same KPI reports to be used to measure simulated shifts.

Answers to the questions "which rocks contain diamonds?" and "which indicator minerals should diamond explorers look for?" are no longer so easily obtained, now that diamonds are known to occur in lamproites and various types of lamprophyres, as well as their traditional source of kimberlites. One way of isolating those factors (host-rock"geochemistry, geographical or tectonic location, xenolith minerals, etc.) which are most critical in determining the diamond potential of a given pipe, is a detailed and critical re-examination of the huge volumes of accumulated data on kimberlites, lamproites and related rocks. A large analytical database to this end has been set up on an Apple Macintosh II microcomputer using the quasi-relational database management system 4th Dimension. Currently, it contains data for up to 90 major and trace elements, isotopic ratios and contained mineral compositions for some 4,000 rock specimens from all over the world. Many experiences in setting up this database are probably relevant to other geologists setting up their own systems: they include determining the relationships between data items; the advantages of codes over free text in representing categorical variables such as rock types; the need for rigorous error trapping and data validation; and the problem of missing data values and ambiguities thereof. The working system is now being used in a rigorous statistical assessment of the criteria which distinguish diamondiferous from non-diamondiferous rocks.

The Mount Morgan ore-body is intersected by dykes to such an extent that it presents peculiarly difficult problems in extracting ore. These are shown on Plates Nos. LXVII. and LXVIII. Besides ,these dykes there are innumerable "heads," which alsoare a source of danger. Falls of ore occurred in the end of the year 1908, resulting in serious loss of life to miners employed. It was decided, after an exhaustive inquiry, to change the entire system of mining from the" flat backed stope system" to the" square set sectional system ," the latter being more flexible and allowing bad ground to be cut out from a safe position; but it became evident that, whatever system was adopted, there would be more or less danger unless all the dykesand heads known were picked up, and their continuation plotted on a special set of plans on which the general scheme of stoping could be plotted from time to time as work progressed. It is worth while pointing out that, in every other branch of engineering, it is usual to design the work, and that only in mining engineering has it been common to do the work first and plot it down afterwards.The term "sectional analysis" is familiar in most branches of engineering design, and as applied in this paper to mining, may not bear the same meaning, but the general purpose is analagous, and there is no other term used.

The coastline is. an incomparable stretch of sea coast known as Ninety Mile Beach. Two gas pipelines and two oil pipelines carrying hydrocarbons from thb'Bass Strait fields to the markets of Australia cross this beach. They cannot be seen as they are laid in trenching stretch- ing many miles out to sea and the beach was restored to its natural state. Even where the dunes were disturbed, suitable grass was sown thus consolidating the sand and preventing erosion. Ninety Mile Beach is but one of the many key.wildlife and recreational areas that our operations must be concerned with. Others include Westernport and Corner Inlet, but the one discussed in this paper in particular is the platform area of the Bass Strait itself. Never was the old adage "an ounce of prevention is worth a pound of cure" more meaningful than in offshore oil production. All are well aware of some of the events of the past several years that resulted in large and costly oil spills. Far less is known, seen or publicised about the measures and developments that are undertaken to ensure that such events do not occur. We also have well developed plans for response in the event of an emergency situation, which can be initiated with great rapidity. Our responsibility is to ensure that with the best of engineering technology and operating procedures, spills do not occur.

When the writer first saw the square-set timbering, he was at once impressed with the fact that the frames made by the sets, along the lode amI across it, were composed of panels with rectangular openings, and it was puzzling to understand howsuch a collapsible construction could resist pressure that came unevenly on it. Later he learnt that the sets did not satisfactorily resist such pressure, but mullock filling had, to a great extent, to undertake this duty for them. So it appeared that the setswere practically an expensive scaffolding, enabling the miners to work in the face and carry the stope forward, till the filling was put in behind them to take the pressure of the roof and sides of the excavation. Of course some of the pressure is takenby the sets, but this is because the set timbers prevent the filling being done perfectly; if it were practicable to remove the sets before filling, the filling by itself would more effectively support the back and wall, than do the combined sets andmullock. On the whole, therefore, the sets can hardly be said to be of much benefit where pressure has to be resisted. The treatment plant of the Gold Mines of Kalgoorlie Ltd. is situated on the Oroya South Lease, on the Eastern edge of the Kalgoorlie Golden Mile.It was designed and erected by Messrs. Alex. Stewart and Company, in consultation with Mr. Harry Hey, and was completed in November, 1937.Its original capacity was 9,000 tons of all-sulphide ore per calendar month, l?ut the plant was extended in October, 1939, to treat 13,000 to 14,000 tons per month of mixed sulphide and oxidised ore.Recovery of the gold is accomplished by cyanide treatment, followed by flotation of the cyanided residue, roasting and cyanidation of flotation concentrate and precipitation of the gold from the cyanide solutions. In the cyanide section, the crushed ore is finely ground in cyanide ,solution and the pulp is agitated to dissolve further gold. It is then thickened and filtered. The problem of spontaneous heating/fire is very common in coal mines all over the world. The coal industry faces many problems day by day due to the occurrence of spontaneous heating in the open pit coal mines. Presently, about 70 per cent of total coal production in Indian mines is being carried out by open pit mining. Fire in coal, particularly in open pit mines not only causes irreparable loss of natural wealth but also damages the surface structures and pollutes the environment. It is well known that 75 per cent of the fires occur due to the spontaneous combustion of coal. Spontaneous heating is a very common occurrence in coal mines and is a major factor contributing to mine fire. The liability of coal to spontaneous heating causes many serious problems before, during and after mining. In opencast mines, coal immediately oxidises and catches fire due to the intrinsic characteristics of coal, such as low rank, high moisture, high volatile matter, presence of sulfur in the form of pyrites, low crossing point temperature (CPT) and ignition point temperature (IPT) value and less incubation period. In opencast mines, when the coal benches are left idle for a longer time, heat accumulation takes place in favourable conditions and sometimes leads to fire. The purpose of this paper is to present the different successful case studies regarding the safety management of open pit coal mines from occurrences of spontaneous heating/fire.

The existence of Gabal El Kahfa ring complex, located in the Eastern Desert of Egypt, has been ascertained from aeromagnetic and aeroradiometric survey data as well as by aerial photography. Two maps for -the net aerial radiometric measurements reduced to ground level and aerial magnetic data corrected for the regional normal gradient of the earth's magnetic field have been constructed. The aeroradioactivity data have been interpreted geologically and analyzed statistically to outline various radiometric units and compute their charac- teristic statistics. The ring complex showed a circular radiometric feature and yielded a radiometric mean background and a standard deviation of 6.48 and 0.89 pR/h respectively. Besides, the observations showed a normal distribution. The aeromagnetic data have been reduced to the north magnetic pole, then filtered to produce the regional-and residual-component maps. Statistical trend analysis was conducted for the tectonic linea- ments resulting from the three magnetic maps, to define the structural framework of the area under study. This statistical study proved the exis- tence of trends in the east-west, northwest-south- east, northeast-southwest and north-south directions. The ring complex is characterized by a circular magnetic feature, whose average relief is 2150 nT. It is included within a high east-west trending magnetic zone. The latter represents a deep-seated uplift or anticline which is bordered from all sides by some faults of different trends.

OWING to two large falls of ground which resulted in serious accidents occurring towards the end of 1908, it became evident that the "open chamber" system then in use was unsuitable for the conditions existing in the Mount Morgan mine. It will be admitted that in all mining operations the first consideration is the economy of the system adopted, combined with its safety and ability to give the desired output. A sectional system with square sets has been introduced into the mine, in which due attention has been paid to these factors. In this paper a brief description of this system will be given. An outline of those previously used will be included, as it is necessary to understand the conditions which existed in the mine at the initiation of the sectional system. Outside the actual mining methods employed, various points that might prove of interest will be touched on.The square set system of mining has been in use throughout, the stopes in the gold ore in the upper levels of the mine since underground operations were started in Mount Morgan. In the oxidized zone the ore was of a friable nature, and in some cases rImning ground was encountered. Coal mining in the Pittsburgh coal seam, in the eastern United States, began in the late-1700s. Since that time numerous mining technologies have been used throughout the basin. Environmental concerns, particularly mine discharge quality, have only been considered since the early-1970s. During the last 20 years, many of the larger underground mines have closed and are now either flooding or already flooded. In order to understand the consequences and potential future effects of this flooding, mine mapping of the basin has been compiled utilising a geographic information system (GIS) with an emphasis on locating barrier pillars between mines. Mine flooding has been monitored at numerous sites utilising pressure transducers and data loggers. These data have been combined with historical data from mining companies and structure contour maps to yield chronological flooding maps of the basin from 1980 to present. Utilising these maps and the indicated flooding rates, future discharge locations have been identified along with estimates of when these discharges are likely to occur. Related work has identified barrier pillar hydraulic conductivities and vertical infiltration rates as a function of overburden thickness. All of this information has been integrated into a groundwater flow model that simulates mine flooding. This model is useful in defining mine to mine interactions as the various mines fill with water, and the testing of various flooding scenarios. The model will be used in evaluating mine discharge rates and evaluating the options for regional mine drainage treatment.

Flotation science and technology are related to three major sub- processes which are organized in a hierarchical structure as shown in Fig. 1. The basic sub-process is the chemical process which affects the attachment of air bubbles to mineral particles. In particular, the chem- ical process is related with the adsorption of surface active sub- stances at the gas-liquid, liquid- solid, and gas-liquid-solid inter- faces. This field has been most intensively explored in flotation research. The second domain in flotation research is concerned with the mineral particle to air bubble attachment sub- process in the system. This sub- process represents the dynamics of particle and bubble encounter where the contact angle and the induction time, determined by the surface chem- istry of the system, are among the most significant parameters. This sub-process can be referred to as the micro-process as against the third sub-process, or the macro-process, which corresponds to the integral behaviour of the system. Two other sub-processes are integrated into the macro-process in which they may not reveal themselves explicitly in the details. The third sub-process does not entail surface-chemical or physi- cal events any more, but it represents them all inclusively. To represent this sub-process we use mathematical equations, called models. Only in some simple or simplified cases can the models be solved exactly to find out the behaviour of the flotation system in which we are interested. Digital
