The Jameson flotation cell was developed jointly by Mount Isa Mines Limited and Professor GJ Jameson of the University of Newcastle. The cell has been used in a number of cleaning applications within Mount Isa Mines Limited. In 1989 Peko Mines tested the Jameson flotation cell at the Warrego concentrator to upgrade recleaner concentrate. 2 x 1.4 m diameter Jameson flotation cells were installed in 1990. This paper describes the testing, commissioning and operation of these Cells.

The title of my presentation is `Nursing One's Resources', words that fit a young organisation like Ross Mining and words we had to apply to reach our current level as a company. To get to where we are, we had to nurse, foster and treat carefully all our available resources in the widest sense of the word, namely: ò a stock or supply that can be drawn upon (funds, mineral resources, human resources); ò the means available to achieve an end; ò skills in devising expedients; and ò practical ingenuity. I do not claim that Ross Mining is now the perfect mining company. However, we have become a profitable, dividend- paying, gold mining and exploration company which is to our knowledge, currently the cheapest gold producer on the Australian continent. Nursing our resources got us where we are and will guide us in our future development. The words `nursing one's resources' are I feel particularly applicable to mining-as I like to argue that the extractive mining industry has a social responsibility to optimise the metal output and value from each orebody which is being exploited, and preferably leave no metal behind. Likewise, a modem company cannot survive into the future without maximising and optimising its human resource potential. In this presentation I would like to present a number of actual examples of nursing one's physical and human resources. Before I do that, I will give a brief background to Ross Mining. Ross Mining NL is a young Queensland-based company that gained its stock exchange listing in September 1987 and that poured its first gold in 1989 from its own developed Belyando Mine, located in Central Queensland. We have now reached the stage of a medium-size gold producer, producing approximately 70 000 ounces of gold per year, mainly from the Yandan Gold Mine, also in Central Queensland. Our production is set to increase to over 100 000 ounces in the near future. Recent increases in our resource base have secured us a future of ten to 15 years. As a young, newly listed company, we faced all the dangers that most new small floats do as a new entrant into an established industry. However, one advantage of being young and perhaps naive, is summed up by the following Zen Buddist saying: In the beginner's mind there are many possibilities, in the expert's mind there are few. A mining company's main assets are the sum of its resource base and the skills and talents of its people. Attempting to optimise both the physical and human resources within the company has been to-date the key to our success. The first example I would like to present is linked to the exploitation of the Belyando Gold Mine in Central Queensland.

South Africa is a semi arid, water scarce country that has undergone recent major political and social transformation. This transformation has ensured that water management has become a primary environmental concern in the South African mining industry, raising the status of water from an ancillary service to a fundamental factor in mine planning. The coal mining industry has been involved in the development of integrated catchment management plans since the late-1980s when a series of initiatives commenced in catchments where collieries operated. The plans focused attention on water supply and water demand management, the equitable access to water supplies, and intersectoral approaches to decision making, before the promulgation of new legislative and policy frameworks. Development of an integrated watershed management plan for the Olifants River basin, located in the Mpumalanga province, commenced in 1990. The Olifants River is an international river basin of 54 570 square kilometres and shared by South Africa and Mozambique. The upper watershed, locally called the Witbank Dam catchment, will be the focus of this paper. It has an area of 3400 square kilometres and is the major coal mining, power generating, and maize-growing region of the country. The processes embodied in the integrated watershed management plan had no formal guidelines but rather developed in an ongoing fashion over time. The plan commenced with a situation analysis involving the major stakeholders that identified principal technical shortfalls. These shortfalls were investigated under the guidance of multisectoral committees. The Olifants River Forum was started to extend awareness of the initiatives on an informal level throughout the whole watershed. The results of the investigations enabled water quality guidelines to be established for the upper catchment. To achieve the guideline levels additional initiatives were developed including a scheme to manage mine water discharges into the river system, the development of a standard four-step water management process, investigation and development of innovative mine water treatment processes, specifically sulfate reduction technologies, the use of gypsiferous mine water for irrigation, river and dam hydrological models, groundwater models and biomonitoring. Significant outcomes from the process have been achieved including the improvement in water quality in the Witbank Dam catchment. Equally significant have been the development of partnerships between businesses and between businesses and the community specifically in the use of mine water for irrigation. The plan realised a number of requirements for success including, the development of trust, openness and transparency with information, the essential need for consultation and negotiation and the involvement of third parties to validate information. The future still holds the potential for disputes between upstream and downstream water users but understanding, transparency and accountability between all players have, and will in future, enable the matching of the increasing demands on a scarce water resource to the needs of all.

In resource definition and mine development, major capital expenditures are committed on the basis of sparse information and even in production surprises such as bad ground are not uncommon. Drill holes constitute the principal source of information about the orebody and its environment and optimisation of drilling implies maximising the yield of useful information per dollar expended. Geophysical borehole logging provides new flexibility for optimising the drilling budget. Economic benefits can flow from geophysical logging at all stages of the mining cycle. The most commonly cited benefit is substitution of diamond delineation drilling with cheaper percussion or reverse circulation drilling in cases where geophysical logs can substitute for core. This approach can deliver an attractive direct saving in drilling costs (and time) if drill meterage is unchanged, or a potentially greater indirect benefit from better ore control if more holes are drilled within the original drilling budget. More ore contact intercepts per dollar can translate into lower dilution and enhanced ore recovery, thereby increasing revenue as well as reducing mining costs. Substitution of diamond drilling with percussion drilling is not always feasible. However, geophysical logging of diamond holes is often highly advantageous in its own right, both for geotechnical characterisation as well as ore delineation. Operational advantages of logging include data objectivity, speed of interpretation and reduced core handling and analysis costs. Geophysical logging assists mining engineers by providing a continuous measure of in situ rock strength, even over intervals with poor core recovery. The additional expense of geophysical logging in blast holes can be justified in terms of more accurate ore boundary delineation and rock strength evaluation. Precise ore boundary delineation permits refinement of charge placement, to minimise dilution and maximise recovery. Detailed knowledge of rock strength can enable optimisation of blast design. Rock strength can be evaluated in real-time via analysis of drill performance data recorded with measurement-while-drilling (MWD) technology. To successfully apply geophysical logging in mines, its technical, operational and economic viability must all be established. This entails verification of the existence of appropriate physical property contrasts, investigation of the best way to integrate the geophysical results with the mining method and an objective assessment of the value of the resulting mine performance benefit. Geophysical logging is already well established in many mining operations. The greatest impediments to its wider utilisation at mines are: lack of appreciation of geophysics by most mine geologists, engineers and managers; limited interpretational aids; and the necessity to re-enter completed drill holes. In this paper we endeavour to address these issues by informing mine geologists about potential applications of geophysics, by illustrating automated interpretation of geophysical logs and by highlighting the importance of emerging MWD and logging- while-drilling (LWD) technology.

It must be stressed that the following comments are offered only to assist mineral industry professionals in understanding the issues involved in personal liability. The information and views expressed herein are not intended to be a comprehensive guide or definitive statement of the law and they should not be regarded as a substitute for specific advice for individual situations. Readers should consult their own legal and other professional advisers before applying the content of this paper to their own particular circumstances. It is hardly news that work in the mining industry is governed by a complex regulatory and legal system which is constantly changing, but few realise just how directly they can be affected and become personally liable for any breaches. These may result in civil or criminal proceedings and personal assets are at risk. Owners, company directors, managers and now employees are at risk, together with consultants, contractors and suppliers of equipment or consumables, as well as government inspectors. They are liable for their personal decisions to act (or failure to act) in managing operations or carrying out directions, as well as for the actions of others under their control. This paper identifies the areas where such individuals in the open pit mining industry in Australia face the risk of personal liability and measures which can be used to minimise the risk or which can be used to make out a defence to legal action which could arise. There have always been a myriad of Commonwealth, State and Local Government laws and regulations with which to comply, and now international protocols are being used as a basis to impose greater obligations on all people. Once, the `corporate veil' gave some protection to the individual, but today there is negligible protection from the full force of the law. Not only are there various types of law enforcement officers, but public interest groups, shareholders, customers, suppliers, creditors etc may litigate. This paper is not intended to be an exhaustive discussion of the provisions of all the legislation or case law where individuals can be held) personally liable. These areas would include environmental, pollution and heritage law (including Aboriginal sacred sites); occupational health and safety (including workers' compensation) law; trade practices and fair trading law; contract law; corporations law (including the requirements of the Australian Stock Exchange [ASX] and Australian Securities Commission [ASC]); industrial relations law; anti-discrimination and sexual harassment law; taxation (including superannuation trustee) law; and the Common Law. The focus is on the following areas of regulation, which are outside the usual experience of those in the open pit mining industry (the Mining Acts and Regulations are specifically not dealt with here): ò Environment Law; ò Trade Practices Law; ò Occupational Health and Safety Law; and ò Corporations Law.

In todayÆs demanding business landscape continual change and technological advancement is a given. With these changes there is now, more than ever, a need to ensure sustainable growth in respect of value protection and value adding whilst meeting the pressures and expectations of the societies in which we operate. Traditionally the management of safety has been a very reactive activity in the business, in some cases seen as an irritation and a disruptive process that demands a focus on preventing reoccurrences. This in turn has focused the measurement of safety performance on a range of lagging indicators û æafter the effect managementÆ. Gaining and maintaining a licence to operate is crucial to a sustainable business but as a prerequisite, organisations need to have a demonstrable ability to manage the safety of their people, as well as mitigating the people risk associated with the business activity. A major focus in the last decade has been on the implementation of enterprise risk management programs, where risk becomes embedded in all business systems and processes and the organisationsÆ genetic make up is programmed to analyse and integrate risk management into all facets of the business activity. The management of safety should be no different. One school of thought argues that there are no new accidents, but rather our inability to learn from the past. Others believe that as long as we have an appetite to achieve the unachievable, we will have to continue to push the boundaries, our safety comfort zones and inevitably take risks. Single reliance on highly evolved technical systems, elaborate processes, highly skilled people, safe equipment and safe work environments have shown one thing û they are not sustainable in providing adequate coverage in the business. In analysing a range of factors associated with some of the worst catastrophes of the 20th century, it can be suggested that they were in fact predictable and inevitable and that an integrated approach underpinned by sound risk management systems could have determined a different result. The key to a sustainable approach in the management of safety requires us to look at a multitude of aspects that collectively allow the performance of an organisation to be predictable. To have certainty in the business activities it is necessary to have controls in place that will mitigate the risks normally associated with unwanted events. It is ensuring that human factors effectively contribute to monitoring the planned approach and being able to safely adjust to any variability. In essence this is having the ability to proactively plan for the longer term. The sentiments articulated by organisational leaders echo that safety management is good business. Surely then a good business is a sustainable business, and a sustainable business is one that provides lasting benefits to its stakeholders.

Astute exploration on the northern Minahasa Peninsula, North Sulawesi, resulted in the discovery of the Toka Tindung, Pajajaran, Blambagan and Araren low-sulphidation quartz-adularia vein and stockwork gold-silver deposits. Combined, these deposits have estimated mineral resources in excess of I Moz gold at an average grade of 2.8 gAu/t and 7 gAg/t and are known as the Toka Tindung Gold Project. Gold typically occurs as fine grained electrum and is often associated with acanthite. The structurally controlled mineralised veins are hosted by Late Pliocene plagioclase and pyroxene-phyric basaltic andesite volcaniclastics and flows which form part of the Early Miocene to Pleistocene Sulawesi-East Mindanao Arc. Silica-adularia alteration dominates the volcaniclastic host of the Toka Tindung deposit. K-Ar dating of vein adularia indicates a 2.16 ¦ 0.04 Ma mineralisation age. Relatively narrow envelopes of silicification and argillisation surround the chalcedonic silica, quartz and adularia veins, stockworks and breccias at the other three deposits. Remnant hydrothermal breccias, chalcedony and anomalous arsenic, antimony and mercury indicate these gold deposits were part of a mineralised geothermal system.As of June 1997, Aurora Gold Ltd is finalising a feasibility study on exploitation of the four deposits and treatment of ore through a centrally located conventional CIP plant. Subsea tailings disposal is anticipated. Favourable metallurgy of the ore and logistics of the project area assist in minimising capital requirements.

Since the advent of plate tectonic modelling, the Ramu-Markham valley has been thought the site of a classical island-arc/conti- nent collision zone. In this interpretation the units south of the Markham Valley are held to be island are / micrcontinental mate- rial accreted to Australia and those north of the valley are thought to represent a separate Finisterre island-arc terrane. Recent remapping by the Geological Survey of Papua New Guinea shows: (1) there is no terrane boundary along the Ramu-Markham valley (2) the Finisterre Volcanics are probably part of either a fore-arc sequence or oceanic plateau obducted onto a microcontinent/ volcanic-arc composite terrane, accreted to the continental Australian plate. A new tectonic model is proposed for northern PNG and involves: (I) Eocene to Late Oligocene subduction below a microcontinent remote from Australia to produce the Sepik are and related intrusives, the Finisterre Volcanics (fore-arc or possible oce- anic plateau), together with the Alife blueschist. (2) obduction of the Sepik arc in Late Oligocene-Early Miocene times over the advancing Australian plate. This resulted in crustal melting, some of the products of which are the Mid- dle to Late Miocene Akuna and Bismarck intrusive complexes of the Maramuni arc. (3) obduction of the Finisterre Volcanics began in Early Pliocene times and continues today. (4) post-Middle Miocene mineralisation is the result of melting after obduction of the Sepik microcontinent.

Initial glory holing was followed by sublevel stoping, with a small proportion of total production mined by shrink and cut-and-fill methods.The sublevel stoping method was successfully modified to cater for altering ground conditions encountered at increasing depths. At present, 94 per cent of production comes from sublevel stopes. The evolution of this mining method and current techniques and practices is outlined. A combined shrink and,sublevel benching method was also developed to increase the mining rate of narrow orebodies over the standard stoping lift of 380 ft. Pillar recovery and stope filling operations have been continuously modified to suit the relIuirements of a rapidly developing mine.INTRODUCTIONOre production commenced at Mount Isa Mines in June 1931. Since then production has increased from approximately 2,500 tons of lead ores per mine day to the current 11,000 tons of sulphide ores per mine day comprising 3,100 tons of lead ore and 7,900 tons of copper ore. The early planners selected sublevel stoping with ring drilling for ore breaking as the most efficient and economical for Mount Isa conditions: This method satisfied requirements for:1. a low cost mining method for the comparatively low grade ores,2. a stoping sequence allowing development, stope preparation, breaking and drawing of ore to proceed concurrently,3. a method of extraction in which broken ore in the stopes would be kept to a minimum because of adverse effects of oxidation on mill metallurgy and...

Single pellets of mixed lead-zinc concentrate containing up to 20 % lead were roasted in the temperature range of 800-1100¦C. Variables studied included pellet size (from 9-8 to 3-2 mm diameter), gas flowrate past the pellet (from 0.05 to 5 ms t), composition of the atmosphere and the effect of additives such as zinc oxide and silica. After defined periods of time, the pellets were removed from the furnace, quenched and submitted for chemical, XRD, SEM and microprobe analysis. The oxidation of the zinc sulphide followed a shrinking core model. Temperature measurements showed that very high pellet temperatures were experienced at the start of an experiment but after 5-10 minutes these approached a constant temperature. The lead loss from the pellets was then constant with time. Thermodynamics predicted the presence of two bands of lead material in the reacted layer of the pellet. These were found in practice. The lead loss from the pellet occurred from the outer oxysulphate layer via the vaporization of lead oxide polymers. The vapour pressure of PbO, and the loss of lead, was dependent on temperature and bulk gas concentrations of SO2 and 02. At 1100¦C the addition of silica greatly reduced the loss of lead from the pellet. Physical factors such as pellet diameter and gas flowrate past the pellet affected the particle dynamics. These results were found to vary in accordance with the predictions of the Froessling equation.

Ion flotation involves the adsorption of ionic species, in association with surfactant molecules, at the surface of rising gas bubbles, for the purpose of recovering and concentrating those ions. The objective of this study was to optimise the ion flotation process using a heap-leach liquor, containing gold cyanide, and the surfactant cetyl trimethyl ammonium bromide (CTAB). The aim was to minimise the surfactant reagent dose, maximise the throughput of feed liquor in the process, and satisfy the dual constraints of a high gold recovery and a high volume reduction factor. Development of a first order model of the ion flotation process formed the theoretical basis for the test program procedure and the interpretation of the results. Batch tests were used in order to determine the ultimate recovery curve for the heap leach liquor-CTAB surfactant system. The results indicated that a surfactant dose of about 0.083 g/l would be necessary in order to achieve a satisfactory gold recovery. Continuous tests were then performed on a small-scale pilot plant at the Newcastle Laboratories. The optimum result achieved was a gold recovery of 85 per cent, a volume reduction factor of ten, and a feed throughput of 2.3 m3/m2-h. Recent work also indicates that very much higher volume reductions can be achieved using a larger diameter vessel. The improvement may be a consequence of a reduction in wall effects and hence an improvement in foam drainage.

In 2005, Glass Earth Limited (GEL) commissioned two large area detailed airborne geophysical programmes in the Taupo Volcanic Zone (TVZ). In the first survey Bell Geospace Ltd of Scotland conducted an Air-FTG« (airborne Full Tensor Gravity Gradiometry) survey covering 2338km2 at 300m line spacing. The second survey by UTS Geophysics, Australia included detailed airborne magnetic, radiometric and digital terrain data capture covering 5341km2 at 150m line spacing.   From the detailed geophysical data collected it is possible to identify major deeply penetrative crustal structures within the TVZ, as well as define subsurface geological features, such as intrusive bodies and alteration zones. These major deep crustal structures are thought to have a controlling influence on the distribution of epithermal gold mineralising systems, and along the corridors defined by these deep crustal zones, the chances of discovery of an economic epithermal gold discovery are greatly increased.   In this paper GEL gives some examples of the application of its integrated data driven approach to exploration in the TVZ at both regional and project scale. The paper focuses on how GEL identifies regional scale highly prospective deep crustal structures. Then, using the Horohoro epithermal gold system as an example, we show how GEL applies innovative geological and geophysical data processing to model and understand detailed subsurface geology, focusing subsequent exploration to ensure the best opportunity for a new economic epithermal gold discovery.

Until 1980 copper, lead and zinc sulphide slurries have been success- fully dewatered for rail and sea transport for many years at the Rose- bery site of North Broken Hill Holdings Ltd. utilizing conventional vacuum disc filtration systems. An upgrading and mill expansion program completed in 1981, which also permitted the introduction of ore streams changes, had resulted in difficulties dewatering copper and lead sulphide slurries to comply with transportable moisture limits. Following an extensive investigation which included both laboratory and pilot plant testing a program was commenced to replace the 2 vacuum disc filtration systems with 2 pressure filtration systems for use on copper and lead slurry dewatering and also to retain other existing vacuum disc filters as standby. An analysis of mill operations performance resulted in slurry storage tanks with a capacity equivalent to 20 hours of normal production being incorporated into the project. The pressure filters are mounted above the concentrate stock- piles. A sealed sloping floor incorporating launders is used to prevent any accidental contamination of the concentrate from pipe leakages, spillage, or from water hoses used for clean up purposes around the area. The project was completed in 1985 and operating performance has been better than that predicted from testwork. Equipment availability at 95076 together with the slurry storage capacity provided results in minimal requirement for the standby vacuum filtration system. Some typical operating results are given.

This paper comprises a discussion of standards for comparing conditions in mines, of methods for measuring the flow of air, of a comparison of fan performances, and the application of these matters to mines in Western Australia.UNDERGROUND CONDITIONSIn approaching the question of mine ventilation one naturally searches for some standard by which to measure the conditions in a mine.There are several clauses in the Mines Regulation Act defining the conditions which are permitted. The quantity of CO2 is limited to 0·25 by volume, but the estimation of CO2 involves a chemical determination and is not suited for general use in a mine.The maximum temperature is fixed at 87 0 F. (dry bulb), and at 80° (wet bulb). The reading of temperature is easily done in the working places, and this is a very valuable and practical test of the conditions in a mine.The wet bulb temperature is probably the most important factor in determining working conditions. It is obvious that human life cannot be sustained for any appreciable period if the wet bulb temperature is above blood heat (about 97°F.). In places where the wet bulb temperature is 90°F. there is danger of heat stroke.In places where the air in a mine is still, the wet bulb temperature rises to a value close to the rock temperature.Adequate ventilation cools the workings by transference of heat from the rock to the air stream, and the temperature...

Eimco Great Britain, a division of Baker Mining Equipment Company, was contracted to develop a hardrock tunnelling machine in conjunction with British Coal. The objective: a machine to cut rock up to 170 MPa compressive strength yet retaining the flexibility of roadheader type machines. This flexibility to encompass mobility, wide range of excavation shapes and sizes, simplicity of design and use, compact size, and efficient cutting operation. Current roadheaders operating in hard material are characterized by: 1. Severe machine vibration 2. Bouncing of the boom away from the rock 3. Very high pick wear 4. Inability to sump head in bad floor conditions The reasons for this poor performance can be attributed in part to: 1. High speed of cutting head rotation 2. Inability to hold boom against rock while cutting variable hardness strata. To overcome the problems described, a new articulation method was developed utilizing four hydraulic rams to "lock" the boom in position on one axis and four hydraulic motors to rotate the boom for cutting via a turret arrangement. The slide mounted turret is hydraulically advanced for sumping into the face, independent of the machine base. To transfer cutting forces back to the rock, the machine base is held rigidly in the excavation by floor to roof or side to side rams. A cutting head mounted on the boom rotates at very low speed, but with very high torque.

The past decade has seen the widespread implementation of computerised real-time operational management systems in open pit mines. While these systems have made a significant impact on operational efficiency at a process level, surprisingly little work has gone into integrating these systems with other IT systems, including those used for tactical planning and enterprise resource planning. As a result of this gap in the information hierarchy, the goal of optimising an entire operation, or multiple operations, remains elusive. Implementation of computerised operational management systems in underground mines has been much slower. This is a significant, though often overlooked, reason why the productivity for underground mining is generally so much lower than for open pits. The historical reluctance to implement computerised operational management systems underground can in part be attributed to the underground environment, particularly the difficulty in establishing effective communications. Another factor retarding the implementation of systems underground has been the perception that the nature and scale of underground mining does not lend itself to computerised operational management. This perception can be challenged, not only by a process level examination of the underground mining, but also by a holistic examination of the entire industry. In recent years, the mining industry as a whole has destroyed rather than created wealth and underground mines are major culprits. The degree of value destruct has been more pronounced with underground mines, as the usual problem û low commodity prices û has been exacerbated by the harsh environment, low productivity and a æfog of warÆ no longer generally found in open pits. Faced with these realities, underground mines will have to adopt modern management tools or suffer extinction at the hands of an unsympathetic investment community. All is not gloom and doom, however. Technological advances have largely overcome the difficulties associated with the underground environment. As a result, there is a small, but growing, number of underground mines using computerised operational management systems to directly improve the bottom line. Much greater improvements can be realised if the industry takes advantage of the recent convergence in technology, to integrate process information with tactical and enterprise resource planning systems in order to provide a solid platform for all decision-making. This would result in the æeÆ mine. Given that the underground fraternity is essentially starting with a blank sheet, they have the opportunity to æsteal a marchÆ on open pit mines, who may be constrained by legacy systems. The benefits of the æeÆ mine are presented through a hypothetical case study that examines the shortfalls of the non-æeÆ mine. The paper ends by presenting a future vision for the æeÆ mine.

Despite the importance and usefulness of basicity in metallurgical slags, the optimum quantitative expression of it has remained elusive, partly due to the fact that the precise concept of basicity has not been properly clarified. The two basic approaches to the concept of basicity are the Lux-Flood, which perceives basicity in terms of the activity of the free oxide ion, aO2-, and the Lewis, which perceives basicity in terms of the ability to donate negative charge. The former has been almost universally adopted in the area of metallurgical slags, while the latter has been increasingly accepted in the field of glass chemistry. In this paper, some difficulties of the Lux-Flood approach are pointed out, including the need for indirect measures of aO2-, which have proliferated in recent years. Accordingly, it is suggested that the Lewis approach has a good deal to commend it, and that the quantification of it in terms of optical basicity is the best measure of basicity available, which should therefore be more widely applied in metallurgical slags than it currently is. The fact that there are intrinsic problems in evaluating the optical basicities for the transition metal oxides is acknowledged, and a new scale is recommended. The patterns of iso-optical basicity lines in ternary systems are shown to agree well with the pattern of iso-activity and iso-capacity lines under appropriate conditions.

The procedure for operation of deluge systems installed in road tunnels is still a subject of debate. The work undertaken in this paper assists in the understanding of the effects of deluge in road tunnels, and thus aims to help inform the development of operational policy. Analysis was undertaken using computational fluid dynamics (CFD) simulations to help explore the deluge interaction with the tunnel ventilation (including smoke exhaust) and combustion products. It was found, for the scenarios considered, that: Deluge activation can decrease the required critical velocity for smoke backlayering, and this in turn can improve the effectiveness of a smoke exhaust system.The dominant parameter for deluge effectiveness is the vehicle configuration, with shielded scenarios (such as a fire in the passenger compartment) showing almost no water reaching the fire. The water delivery rate (5 mm/min versus 10 mm/min) has only a minor effect on the smoke duct damper inlet temperatures and downstream smoke temperatures for small fires (5 MW). For large fires (50 MW) the higher water delivery rate gives slightly improved performance (lower damper inlet temperatures and lower downstream smoke temperatures). A one-dimensional transient tunnel model incorporating different operational and deluge response policies (ie deluge activation times) was developed. It was used to examine the influence of different operational parameters on life safety risk and tunnel damage risk. It was found, for the scenarios considered, that: The life safety risk for different scenarios has a sensitivity to deluge activation policy with the case of delaying the deluge activation for a long time giving the worst outcomes. However, the most critical parameters for life safety risk are operator response time (for all response activities, not just deluge) and the type of fire (configuration, size and growth rate).There is a reduction in risk of tunnel damage when the deluge is activated earlier, although the fire configuration (ie whether or not the seat of the fire can be reached) has the greatest influence on the outcome. It is concluded that the deluge activation policy should be case-dependent. It will depend on the tunnel, the safety systems provided, and most particularly the vehicles involved. The current policy in Australian tunnels is for manual activation of the deluge by the tunnel operator as soon as practical after the fire is confirmed (see also PIARC, 2007). This is a good policy. However, future work may be helpful to improve the skills of operators to make the best judgement as to when deluge should be activated, balancing all risks. This work could include research to further the understanding of deluge and fire in road tunnels, training programs and consideration of historical fire events.

Prior to the merger of BHP and Billiton, both companies had a keenfocus on improving their performance in health, safety, environment and community (HSEC) matters. This shared intent, albeit executed insomewhat different ways, provided an excellent foundation for the newCompany. During the integration planning phase, a team was formed toconsider the organisational design for consistently achieving world class HSEC performance. The design included the policy platform, resources, structures, standards and procedures to be implemented in the merged entity. A key aspect of the design was the fully integrated HSECManagement Standards. These Standards create the framework for theconsistent application of BHP BillitonÆs HSEC Policy at all of ourmanaged operations across the world. The Standards have their origin in similar frameworks adopted by BHP during the 1990s, as well as thewell-known quality related standards (eg ISO 14001). However, they areunique in that they combine all aspects of HSEC management into asingle integrated set of auditable standards. By combining these areas and integrating our HSEC Management Standards with other aspects of the æBHP Billiton WayÆ, we are establishing a holistic, line management driven improvement approach. Over time, the BHP Billiton Way will embed a systematic improvement philosophy that we expect will become a key source of competitive advantage. The HSEC Management Standards are consistent with ISO 14001,OHSAS 18001, the Australian Minerals Industry Code for EnvironmentalManagement and generally aligned with SA8000. While compliance withthese external standards ensures that a systematic approach andimprovement plans are in place, BHP BillitonÆs HSEC Standards gofurther to include minimum performance requirements that reflect theintent of our HSEC Policy. Therefore, implementation at site levelensures that robust systems are in place to implement our Policy and that accreditation can be achieved to external standards if required.To assess implementation of the HSEC Management Standards anaudit system has been designed which incorporates both self-assessmentand peer review. Each site is required to undertake an annualself-assessment of compliance with the Standards using a commonassessment protocol. Every three years a peer review is conducted at each site to confirm the results of self-assessment and to provide a means of sharing knowledge throughout the Company. The review teams are composed of line managers and HSEC professionals from around theCompany, representatives of our joint venture partners and independentspecialists as required. The Company has committed to public reportingof the audit results through our annual HSEC report and this is reflected in our published targets. From a wider perspective, as we in the resources industry strive tocollectively raise our HSEC performance and reputation, there may be arole for industry based HSEC Management Standards complemented bya level of independent review.
