Modern minerals projects face serious challenges in earning and maintaining acceptance by their key stakeholders. Factors which underpin effective response to managing these challenges include consideration of public affairs issues from the earliest planning stages, building robust alliances with a range of influential partners, developing a level of transparency in all operations and decision-making and integrating activities towards resolving key strategic issues. Effective community relations is vital and there are a number of elements common to the best approaches. These include senior management support and involvement, appropriate involvement in project decisions and activities by community members and company responsiveness to community expectations. The project's operations manager and executive team must fully commit to developing the capability and processes to meet these challenges. They require a whole of project response and it is not an option to manage them peripherally.

The mining industry worldwide relies upon the identification of resources that can be economically developed and operated. Access to land is paramount through all stages of the exploration, development, operation and rehabilitation stages. Clear rights to use of land for the purposes of mining must be available and protected throughout the life of the project. Stable and enduring criteria for mining of the resource, once identified, are required to attract exploration and development expenditure. The purpose of this paper is to investigate the varying approaches to granting access to land for use for exploration and mining development, including the processes by which a project is approved by community and government and the time scale for such approval. The paper concentrates on the legal issues arising throughout this process. The law is stated as at September 1997.

In designing Gordonstone mine all aspects of coal mining were treated as part of an integrated process.This paper will explain the route Gordonstone has taken and will continue to take into the future in using an integrated approach to mining.

Previous mineralogical investigation of all effluent flotation streams of Mimosa mine (Zimbabwe) indicated that appreciable amounts of liberated platinum-group minerals (PGMs) of the Pt-Pd-Bi-Te class are not recovered û despite electrochemical measurements showing interaction between xanthate and such minerals. In this work, the flotation recovery of synthetically prepared Pd-Bi-Te was compared with that of chalcopyrite (a typical fast-floating mineral) and pyrrhotite (a typical slow-floating mineral), with microflotation tests. These indicated Pd-Bi-Te to be a fast-floater with flotation rates exceeding that of chalcopyrite. Predicted flotation rate constants (from the Ralston model) were significantly lower for small particles (with diameters similar to those lost to the effluent streams) compared with those of particle with intermediate sizes. This supports the suggestion that losses to effluent streams are caused by particle size effects.

The incidence of colliery disasters has highlighted the need for more centralised and directed coal mining safety research in Queensland, with particular impetus from explosions at Box Flat in 1972, Kianga in 1975 and Moura No 4 in 1986. Inquiries which identified the likely causes recommended measures and, research and two outcomes have been the present Mines Safety Research Advisory Committee and The Safety in Mines Testing and Research Station at Redbank, near Brisbane, dealing with all mining problems, coal and metalliferous. Already, important research into ignition and explosion and other health and safety matters has been accomplished; the Station has become an accredited testing laboratory; and international recognition has been achieved. Now the advisory, testing and research arms are soundly in place to pursue preventive investigations and be ready to provide assistance in any emergencies.

The ongoing need for improved fuel economy, longer engine life, reduced emissions and greater power output has driven the need for lower charge air temperatures. Cuamins will introduce a split loop, single water pump approach to low temperature aftercooling (LTA) in 1987 with the introduction of its 1492 kW (2000 BP) 16 cylinder K Series engine. The LTA system selection process considered performance, durability, fuel economy, and total engine installed cost. The split loop system selected takes full advantage of the engine cooling characteristics to provide optimum charge air temperatures at all speeds, loads and ambient temperatures. Computer simulations and engine tests were used to determine performance for each charge air cooling alternative. The split loop system chosen offers many advantages compared to the other alternative systems studied which included air-to-air and dual loop (two radiator, two water pump) systems.

In the first, bubbles begin to be evolved more or less rapidly from the lead, and in the second, which occurs at a higher temperature than the first, hydrogen and sulphur dioxide are evolved, free sulphur is liberated, and leadsulphate is formed. The sizing and classification circuits at the Mt. Newman Beneficiation Plant have performed satisfactorily. Investigations have been aimed at solving minor problems and achieving small' improvements. Emphasis has been placed on cost reduction rather than metallurgical performance. It has been found that some circuits will give better performance with the sieve bends removed. 1.0 BACKGROUND Mt. Newman. Mining operates a major iron ore mine in the Pilbara region of Western Australia. Rainfall is sparse (average 250 mm/year). Current mining is all above the water table. What rain there is tends to run off quickly instead of soaking in. The total operation produces about 30 Mt/ year of saleable product. Most of this product comes from high grade crushing plants where ore from the quarries is simply crushed and conveyed to product stockpiles. About 3 Mt/ year comes from the Beneficiation Plant.

There are many avenues for potential liability facing the Mining Industry today. Liability for breaches of environmental statutes such as the Resource Management Act 1991 and the Hazardous Substances and New Organisms Act 1997 include not only financial penalties but imprisonment and perhaps even more significantly will affect the reputation of the Industry. The potential for liability is not restricted to the employees that cause the actÆs to which liability attaches, but also potentially affects all the levels of management and even the company itself. There is also potential for liability through common law actions which can be utilised in cases of environmental harm. These should not be ignored by the Mining Industry. The Mining Industry must take a proactive approach to minimise exposure to potential environmental liability. This can be achieved by undertaking comprehensive environmental management initiatives and policies.

Partnering has come to prominence in the Australian construction industry in a formal sense this decade. The high level of disputation in the building and civil construction industries in the 1980s drove its development in both Australia and North America. PartneringÆs use has been most prominent in the construction industry, particularly in the civil and construction sectors of the industry. It has found favour in some mining development projects, one of the most notable being BHP MineralÆs Cannington project in NW Queensland. This paper examines the requirements of successful partnering agreements and describes in detail the mine development partnering agreement at Cannington. In particular, the paper discusses the authorÆs experience and recommendations for partnering to avoid contractual problems and achieve win û win project outcomes for all parties to major mining projects.

Maintenance management improvement projects were undertaken at several BHP Collieries Division mines pursuing.the objective of achieving better structured maintenance procedures. Efficiently structured maintenance and optimum asset use are interdependent and productivity and computer models assist towards that objective. Definition of aspects of maintenance and analysis of the nature of equipment and materials, workloads and tasks, lead to more effective planning and scheduling of maintenance. The quality, standards and procedures of records must be suitable and adequate for storage and future retrieval. Total Quality Control initiatives and improvement projects even extend into spheres of customer/supplier relationships and problem solving teams as well as the more recognisable standards of management and performance factors in maintenance. All such factors contribute to a Maintenance Management Matrix to provide a better structured approach to economic maintenance management in the capital intensive coal mining industry.

The PT Freeport Indonesiaæs Deep Ore Zone (DOZ) copper deposit is located in the province of Irian-Jaya, Indonesia. Currently, a block cave mine is being developed around this deposit. Production is scheduled to start the fourth-quarter of year 2000 and to ramp up to 25 000 tpd by year 2003. The air quantity requirement for this mine is equal to 780 m3/s. To supply this quantity, the mine will require five centrifugal fans (one 450 and four 750 kW fans). This study summarises the technical aspects related to the installation and commissioning of two of these fans. The fans were installed on the surface in parallel arrangement with two others. Each has a design capacity of 240 m3/s of air at 2.2 kPa of static pressure. The study presents the installation details from the underground shaft excavation and portal development through fan testing and commissioning. It also presents the results of a monitoring system that was installed to determine the fan duties.

Lateritic nickel ore occurs as a supergene or residual deposit as a result of the tropical weathering of underlying ultramafic rocks. The mineralisation may be as hydrated Ni-Mg silicates, like garnierite (silicate ore); or as hydrated Ni-Fe oxide (oxide) ore. Non-sulphide ore represents only 30% of the tonnage mined, but represents 85% of the total world's nickel reserves. A typical lateritic profile consists of 4 zones above the unweathered ultramafic parent rock: Zone 1: the "upper laterite" which is dark red-brown, porous and concentrically structured. It contains 0.2 to 0.8% Ni, 48.0 to 72.0% Fe, and 0 to 9.5% MgO. It is often capped by a ferricrete crust. Zone 2: the "middle laterite", which is red-brown to light brown and more porous than the above zone. It contains 0.8 to 1.5% Ni, 42.0 to 48.0% Fe and 0.5 to 6.0% MgO. In reviewing recent developments in the process mineralogy of gold it is convenient to distinguish between visible (>0.1 pm) and invisible gold (1 - 2 pm in size in polished section; these can scan the surface of a polished section, identifying the gold minerals, recording co-ordinates of the grains for subsequent examination, and making measurements of areas and sizes of the grains. However, problems of sample reliresentivity in polished section mean that such data may not give good quantification of gold mineral proportions and liberation/locking characteristics and other methods are required for this (amalgamation, cyanidation, ultra-fine milling and cyanidation). Characterisation of invisible gold in bulk material (eg a sulphide concentrate) can be done by mineral separation, ultra-fine milling and cyanidation or by quantitative point analyses of a large number of mineral grains. In 1980 Pancontinental Mining Limited decided that while the Jabiluka uranium project was still a major focus of the company's efforts some diversification was necessary. At this time it was decided to include precious metals in Pancon's exploration and acquisition objectives. As a result the now Paddington Gold tenements were acquired, explored and developed. Today, it rates as the 6th largest gold mine in Australia and at an expanded throughput of 1.2 million tonnes per year of ore it will produce about 110,000 ozs of gold per year. Following extensive exploration activities by Pancon's Exploration Division the Operations Division continued with development drilling finally proving up a reserve of about 8.4 million tonnes at an average grade of 3.2 g/t. An in- house preliminary feasibility study was followed by a two phase feasibility study by Davy McKee. This resulted in a recommendation to the Pancon Board of Directors to develop Paddington with an annual throughput capacity of 875,000 tonnes. With the recent increase in the number of underground secondary sulphide dust explosions in Canada, Australia and elsewhere in massive sulphide ore mining industry, establishment of quantitative and realistic methods of analyzing the mine dust is of paramount importance. This paper examines and analyses dust samples from a mine area that has very recently experienced sulphide dust explosions. Also, it attempts to evaluate the physical and chemical characteristics of the dust. Explosibility of the dust samples was determined by quantifying the oxidation reaction of the sulphide dust particles in a 1.2 L, Lindenberg open horizontal tube furnace. Percentage sulphur', % S oxidised during ignition of a dust sample of known assay, % S and dust concentration (g/m3) were determined by the quantitative chemical analysis of SO2 gas produced during the oxidation reaction. A dust sample with high sulphur content, 22.3% S (assayed) and mean particle size 9.82 pm, was found to exhibit a low degree of oxidation compared with a sample of low sulphur content, 15.44% S and mean particle size 21.7 tcm, at the same Temperature.

The gold-scheelite-quartz lodes of the Wakamarina valley were the most productive of the mesothermal gold-bear in the Marlborough Schist. Most of the production came from the Empire City and Golden Bar mines which worked tug, Golden Bar lode. Only 134 m of its 1800 m strike length are accessible, in the No. 2 level of the Golden Bar Mine. A fau I has downthrown the Golden Bar Mine section by 2 47 m and displaced it left-laterally by 18 m. The lode is a typical ribbon-banded mesothermal vein, averaging c. 1.75 m wide, and enclosing narrow horses of schist country rock. It i composed of bands of milky "buck" quartz with thin laminae of schist. Scheelite occurs in short strings of grains withi quartz on the footwall side of the lode and also in small quartz-carbonate veinlets in the foot wall and hanging wall schist The lode quartz contains only localised traces of pyrite and arsenopyrite. They are more abundant in the wall-rock schist.
