I am honoured and very pleased to have been given the opportunity this evening to say a few words of thanks not only on behalf of all the guests but especially for the delegates and accompanying persons attending the 13th Congress of the Council of Mining and Metallurgical Institutions. Firstly, I would like to congratulate Sir Hamilton Whyte,KCMG for his most interesting address. In his far ranging talk, when he showed knowledge of widely diverse subjects, I had a brief fear that he was going to be talking about the details of support methods in deep level mines, or how to avoid flotation problems in multi-metal mines. Although he did not go that far, he touched on subjects which have arisen this week - long term planning and secure supply of minerals at acceptable prices. The dire predictions of the Club of Rome have been debunked with a far more elastic supply of minerals having been proved. Combined with the importance of a falling birthrate in some parts of the world, this will lead to many changes in the future, when hopefully governments will take the long term view rather than look at the next budget or the next election. Maybe some of them are not too lazy to do this for all of us. However as a fellow Ukranian, I feel that he might have been called something different if he had been in Australia. Sir Hamilton, thank you for your talk. Once upon a time - and this is not a fairy story - there was a cobbler who had two sons; one very bright who became a professor of mathematics; the other, dim, who became a millionaire shoemaker. Asked for the secret of his success, the millionaire attributed it to a vital piece of economics which his father had imparted, "Be content with small margins on a large turnover." "So", said the millionaire, "I make my shoes for $2 a pair and sell them for $5. I am very happy with the three per cent profit."

It would be a good thing when reviewing the challenges to be faced by the Australian gold industry to set the backdrop and scene for them, by briefly examining the history of this vital and dynamic industry in the Australian context. Gold mining in Australia had its official beginnings in 1851 when John Lister and William Tom discovered gold at YorkyÆs Corner, later renamed Ophir by Edward Hargraves. From that first tentative beginning, the ensuing rush of prospectors into New South Wales and Victoria meant that the annual gold production in those early years surpassed that of the next 40 years. This early rate of production was only eclipsed when AustraliaÆs production was once again lifted by the discovery of gold on the other side of the continent, in Western Australia. (Figure 1). The years leading up to the First World War saw Australian production peaking once again at over 115 tonnes of gold, a production rate that would not be surpassed until 1988. This renaissance in production at the beginning of the 1980s was achieved by the application of technology. The advent of bigger trucks and shovels meant that earth-moving costs dropped dramatically. This, coupled with the highly effective and efficient carbon-in-pulp processing route, stimulated the Australian gold mining industry into a state of frenetic activity. These two innovations were the principal factors that enabled the economic exploitation of the lower grade haloes left by the æold-timersÆ around the deposits exploited at the beginning of the last century-no high finding costs here. AustraliaÆs production through the 1980s and the early part of the 1990s was largely supported by the exploitation of these haloes. As these were depleted, the aggressive exploration effort stimulated by the strong cashflows of these early oxide deposits resulted in new æblindÆ discoveries which are now emerging as the backbone of the Australian industry (Figure 2). Gold production is a major contributor to the Australian economy. In 1998/99 the Australian gold industry accounted for approximately 16 per cent of the value of all mineral exports, which in turn accounted for over 35 per cent of AustraliaÆs total exports. As such, the Australian gold industry, by itself, accounts for just under six per cent of AustraliaÆs total exports (Figure 3). Consequently, the industry is responsible for over one per cent of AustraliaÆs gross domestic product. These statistics are all the more compelling when we consider that, at the beginning of the 1980s, goldÆs contribution to exports and GDP was insignificant (Figure 4). Within the Australian resources industry, gold mines and associated infrastructure account for ten per cent of all capital expenditure (Figure 5). From an employment point of view, in 1997/1998 the industry directly employed (excluding contractors) about 7700 people, approximately 15 per cent of all those employed in the minerals industry. Just under nine per cent of the workforce in the minerals industry are female, whereas in the gold industry over 16 per cent are female.

Samples of the feed, underflow and overflow mediums from dense medium cyclones operating at low separation densities in eight commercial coal washeries were sized and analysed, to obtain comparative cyclone classification performance curves for the magnetite, shale and coal components in the circulating medium. The resulting component classification curves indicated that the dense medium cyclones hydraulically classify the magnetite and the shale to the underflow with a Stokesian size and density relationship at these low medium densities, ie the shale curve was shifted parallel to and appropriately coarser than the magnetite curve because of the lower density of the shale. However the lower density coal reverse classified to the overflow (ie away from the cyclone wall) with a similar Stokesian relationship. By correcting the magnetite and shale classification curves for the bypass inefficiency to underflow, and similarly correcting the coal classification curves for the bypass inefficiency to overflow, the corrected classification curves for the magnetite, shale and coal were reasonably parallel (considering that the coal has a range of densities). Using a value of five for the density of the magnetite, the displacement of the shale and coal curves corresponded to densities of 2.27 and 1.38 respectively for one circuit, although the data was not as good for the other circuits. This reverse classification mechanism was confirmed in a 140 mm diameter laboratory dense medium cyclone circuit using low density (1.20 - 1.30 RD) tracers, sized from 0.25 to 2 mm. These classification performance curves were corrected for bypass ineffiency (as above). The corrected curves were parallel and displaced according to tracer density, even though the lowest density tracers were reverse classified to the overflow. The data indicate that the rates of classification of all particles could be described by the same Stokesian relationship, regardless of the direction of travel, except for a narrow band at the partition density. Particles heavier than the partition density classified to the underflow, particles lighter than the partition density reverse classified to the overflow and particles identical to the partition density were not classified at all. Consequently it should be possible to simulate partition in dense medium cyclones, operating under free settling low density conditions, with a simple cyclone classification model, provided the partition density can be accurately calculated from, or correlated with the cyclone feed, underflow or overflow pulp densities. The tracer partition performance in the laboratory cyclone was an inverse function of the tracer particle size, as proposed by King and Juckes (1984) for medium/coal ratio in low density medium systems. Their sized coal data was parallel, with lower partition values due to a higher energy cyclone. Partition data with similarly sized tracers (Scott, 1988) showed a parallel shift to higher partition values due to the separate effects of higher viscosity medium and a larger diameter lower energy Cyclone.

Narrowly sized samples of synthetic chalcocite (Cu2S) and covellite (CuS) were leached in oxygenated acidic sulphate-chloride solutions. Chalcocite leaches via a two-stage process, the first stage being much more rapid than the second. The apparent activation energies are 42.7 kJ/mol and 68.2 kJ/mol respectively, indicating that both stages are controlled by surface chemical reactions. The leaching of covellite is also chemically rate limited with an apparent activation energy of 77.0 kJ/mol. The shrinking core model is able to be used to describe the leaching processes of both copper sulphides. Over 97% of copper present in chalcocite dissolved in 0.5 M H2SO4i0.5 M NaCl solution under one atmosphere pressure of oxygen at 85¦C in three hours from particles 36 pm in diameter while only 85% of the contained copper in covellite particles 13 pm in diameter dissolved in the same solution under the same pressure at 90¦C in six hours. About 99% of the sulphide sulphur in chalcocite was oxidised to elemental sulphur while only 90% of sulphide sulphur was converted to elemental sulphur during covellite leaching. The mechanism proposed for the two-stage leaching of chalcocite particles is as follows: in the first stage, cuprous ions rapidly diffuse to the external reaction surface where they lose electrons and go into solution as a complex cupric chloride ion CuCl'. The second leaching stage begins when covellite is formed at the external surface. Copper again goes into solution as the CuCl* ion. The mechanism for leaching synthetic covellite is similar to the second leaching stage for chalcocite except that the leaching rate of synthetic covellite is substantially lower than that of the newly formed 'covellite'. Elemental sulphur formed on the particle surface retards the dissolution processes during both chalcocite and covellite leaching. The presence of chloride ions is necessary if essentially all of the copper from chalcocite is to go into solution. When no chloride ions were present, the leaching rate of both newly formed and synthetic covellite was almost zero. The main role of chloride ions in both chalcocite and covellite leaching appears to be to disrupt the passivation film of sulphur on the particle surface.

I intend here to concentrate on community development in the Wollongong sub-region.

Many mining operations developed in the last 15 years have not performed to expectations. Problems experienced include lower than planned development and production rates, geotechnical/stability problems, unplanned dilution, reduced metallurgical performance and unbudgeted capital/operating costs. Most of these problems can be directly attributed to decisions made on the basis of geoscience interpretations and estimates. Recent case studies continue to provide examples of unplanned events linked to the use of geoscience information. These studies illustrate the need to improve the way geological information is used in mine feasibility and operations. Comprehensive assessment of the consequences of inappropriate technical decision making is still rare; however, the information that is reported highlights the significant financial impact on a companyÆs bottom line.

A new range of solid and liquid ion exchange extractants for gold based on the guanidine functionality is described. These extractants have pH versus gold extraction isotherms which lie between those of the conventional weak base and strong base resins which have previously been studied as aurocyanide extractants. Possible applications of these new extractants in gold recovery are discussed.

The use of econometric models to assess the effects of a Government's policy on an industry is gaining momentum. This is particularly so for the Mineral Industry and it is important that mineral industry management understands the techniques involved in developing econometric models. Models are usually constructed outside the industry by either government departments or their consultants and used by the policy makers to investigate artificially the implementation and ramifications of new policies. This paper discusses the application of econometric models in Governmental policy determination, highlights the use of various models in Australia and gives an overview of the techniques involved using Australian examples.

Economic evaluations of mineral projects are based on discounted cash flow analyses, followed by sensitivity and risk analyses. However, the global macroeconomic and political environment in which the mineral industries operate have a profound effect on the viability of individual projects. Since the oil crises of 1974 and 1980, demand patterns for minerals have become much more variable and prices more volatile. Significant changes in the geographical distribution of world mineral supply and demand are underway, and the mix of minerals used is also changing. Social and political factors are as important as economic and technical factors in determining the viability of mineral ventures. Economic evaluation of mineral projects have to be undertaken in a more uncertain and risky environment. They can no longer be reduced to a number crunching exercise.

Saxonvale mine is a multi bench open pit coal mine developed to its Stage I capacity of 1.75 Mt/y of run of mine coal. Detailed engineering studies for the mine commenced in April 1980, approval to proceed with the development was received in July 1980 and first coal shipments were made in April 1982. The engineering and project management of the mine development was carried out by BHP Engineering. This paper outlines the design and site administration for the development and describes both the organisation structure and the control and administration procedures used by BHP Engineering to ensure that the project was Successful.

The performance of prototype magnetic resonance sensors suited to mineral measurement in conveyor, slurry or portable applications is described. The sensors can be positioned around conveyors and modified slurry pipes, providing deep penetration of the sensing field, relative insensitivity to ore surface conditions and high mineral discrimination. Measurements on slurry, concentrates and ores sourced from mine operations are presented for two applications. Firstly, the quantitative measurement of chalcopyrite in slurry was demonstrated in laboratory measurements. In a calibration test, a standard error of 0.1 wt per cent and detection limit of 0.3 wt per cent was obtained. Secondly, results were obtained for the discrimination of iron ore texture. Signals were readily observed using measurement integration times of seconds to several minutes, depending on ore material. The results demonstrate the feasibility of online quantitative analysis of selected minerals in processing applications using magnetic resonance.

This paper presents a case study to reduce the operational cost on the secondary ball mill circuit in the Lead/Zinc Concentrator at Mount Isa Mines. The circuit includes two five-metre diameter ball mills each closed with a cluster of ten 15-inch cyclones. The operating cost for both ball mills is about six million Australian dollars per annum.The concentrator achieves 75 per cent of the plant design capacity with one ball mill operating, but will have to use two ball mills when 100 per cent plant capacity is required. The optimisation study on the circuit identified a new flowsheet that enabled the concentrator to reach 100 per cent of the capacity by using one of the two secondary ball mills. The success of the project utilised the existing equipment rationally and saved the operational cost for one ball mill at full concentrator capacity. A further simplified secondary circuit is proposed using the IsaMill for the secondary grinding duty. Performance of the IsaMill circuit and the potential cost savings are predicted.

The search for economic mineral deposits is becoming more difficult as exploration goes deeper in the established mining camps and spread out to the surrounding covered areas, which may have an `overburden' some hundreds of metres thick. Geophysics is finding an ever increasing role in such exploration. When the target is zinc, the task often becomes even more difficult since sphalerite, the most commonly mined mineral, is non-magnetic, resistive, and relatively light compared to other sulphides. Fortunately, sphalerite commonly occurs in association with other sulphides, which are magnetic and/or conductive and/or heavy, thus most zinc-rich orebodies have at least one contrasting physical property to aid exploration. This paper presents the physical properties of sphalerite and other potentially important zinc minerals. Results of petrophysical measurements of samples from various zinc-rich ores are presented together with examples of geophysical surveys over a number of zinc deposits. The results show that the physical properties are not merely dependent upon the properties of the orebodies' constituent minerals. For example, the small (0.4 Mt) and low-grade (five per cent Zn + three per cent Pb + two per cent other sulphides) Flying Doctor deposit at Broken Hill, New South Wales (NSW) is much more conductive than the large (3+ Mt) and high grade (14 per cent Zn + five per cent Pb) Cadjebut deposit in Western Australia (WA). The appearance of the Cornish miner in South Australia was, in the simplest terms, the result of resource development economics. In Cornwall in the middle of the 19th century tin and copper mining was declining, while in the new colony of South Australia copper mining was booming. Experienced hard rock miners in Cornwall there- fore escaped unemployment at home by accepting an assisted passage to South Australia. There, in a colony where they were needed, they made their skills available and received good wages. There are many testimonies which support this simple thesis. Take for example the following extracts from contemporary newspapers in Corn- wall: Persons of small capital will find this an excellent opportunity for emigrating to the young and thriving colony ... The miner will find a rich and unbroken field for his operations. The Colony abounds with minerals... (West Briton, 19 July 1844) Miners make a great deal of money here (South Australia). All of them earn ú2 to ú3 per week and in many cases when they have a portion of the mine on tribute one person has cleared ú100 in a couple of months or so. (Cornwall Royal Gazette, 21 July 1848)

Experimentation with new methods, materials and machines to improve primary drilling and blasting is a continuing practice in the hard rock quarry operations of the BMI Group. These experiments will continue in the remote hope that one day we may produce a perfect feed for the primary crusher. As this day is still a long way off, the necessity to break oversize boulders will be a problem to be faced for the foreseeable future. To gauge the efficiency of primary blasting from this point of view, BMI monitor the tonnes of material crushed in the primary crusher for each boulder requiring secondary breaking. Over a period of about 10 years, this figure has improved from 30 tonnes througi the primary crusher per boulder, to 100 tonnes per boulder at our largest operation, which produces in excess of 2 million tonnes per year. Evan with this improvement, 25,000 boulders require secondary breaking each year This paper does not provide the solution to this problem, as like primary blasting, it will have to be constantly reviewed as new products and techniques become available. Accident prevention in industry is a task as important to the ultimate result of an undertaking as efficient machines, good tools or trained operatives. In fact, like many qther phases of industry today, "Accident Prevention" or "Safety Organisation" has developed in this century, to a degree that is now acknowledged as an integral part of industrial thought and planning. This has not always been the case, as the following snap-shot picture of the past illustrates.The Broken Hill Proprietary Company recently celebrated at Whyalla the Jubilee of the opening of the Iron Knob Tramway. On that occasion a dinner was tendered to the pioneers, and in talking to the Writer of the early days one of the old gentlemen present could not refrain from recounting some of the accidents he had seen or experienced.Several such incidents were recounted at length, after each, the old fellow would say, "An' there weren't no safety officers or compensation in them days".The Broken Hill Proprietary Company Limited was a pioneer of safety in Australian industry and considerable success has followed its activity in this connection; the accident rate of the steel industry now compares satisfactorily with that of any other industrial undertaking. A measure of 'the success of the safety organisation, is, that in recent years, despite extensive construction programmes at various centres, and despite a heavy labour turnover, a decreasing accident rate has been maintained. This success, in the Writer's opinion, arises from the fact that by its early attention to plant protection, the introduction of safety standards and further through the interest and energy of departmental superintendents and foremen, the...

HAPPENING to be in Cue recently the writer was unexpectedly called upon to make surveys of some diamond drill bores on the Big Bell mine on the Murchison goldfield. The owner of the mine Mr Herman Mandelstam. had brought such apparatus with himas he could lay his hands on. and no other was available without prohibitive delay.The usual method of making these surveys as is well known is by putting a glass tube half filled with gelatine or glue in a melted state down the hole with a small magnet freely suspended in the glue and having it there till the glue sets solid. When this tubeis withdrawn (its depth down the bore being noted) the bearing and inclination of the borehole at this particular point can be read - the bearing by the compass and the inclination by the angle between the tube and the surface of the glue which of course ishorizontal. By taking a number of these observations according to the degree of accuracy required the course of the bore can be fairly accurately plotted.In dealing with dry holes there is little trouble but when the holes are full of water great difficulty is experienced. In the case in point the first observation was made in water 300 ft. deep, corresponding to a pressure of 130 lb. per sq. in. The tube containing the gelatine and glue (a mixture was used) was found, when hauled to the surface, to be completely filled with a weak mixture of water, gelatine, and glue and there was no horizontal surface from which to measure the angle of inclination of the bore. The water had been forced through the corks and sealing wax with which the tube had been closed. After several attempts it became obvious that no method available would keep the water from getting into the air-space in the tube, and to a pressure-proof metal container was impossible, nothing remained but to do away with the air-space and this was accomplished by using two liquids of different specific gravity - mercury and melted glue. The perception of the mining industry in the Australian community has changed considerably over the last four decades. This has been partly brought about by changing values and expectations of the Australian community as well as by global factors. The legal environment for the Australian mining industry has undergone significant changes. Among them, the High Court's Mabo decision which confirmed native title rights as part of the common law and environmental legal developments are dealt with particularly. It is suggested that the Australian legal environment is not necessarily the prime cause for Australian mining companies taking their investment off shore. This is a summary on how native title impacts on land tenements and some of the major issues that emerged since the `Mabo decision' and the Native Title Act 1993 are discussed. Environmental legal developments have resulted in liability facing directors and senior management in compliance matters .and in operating mining and other businesses because of changes in community expectations. In the next decade it is suggested there will be many drivers for more changes in the legal environment. Some of these are touched on including the changing roles of the Commonwealth and State Governments, the High Court as -law-makers and the changing relationships with indigenous people in Australia and in overseas countries. The changing legal environment for mining demands a national approach in many areas on the proposition that resource based industries are part of a national industry. The uniform law approach among the States has been taking place but this needs to further. An appropriate task force should be forward to review the entire legal structure and regulations affecting mining on a national rather than a State basis . The mining industry will need to work with expectations of a changing community which have powerful, but sometimes contradictory, interest groups.

The fluorspar deposits at Okorusu, Namibia are closely related to an alkaline igneous ring complex of late Cretaceous age (125¦7 Ma). The fluorite ores consist of relatively fine-grained purple replacement fluorite and subsequent coarser-grained purple and green vug-filling fluorite crystals. Homogenisation temperature measurements for 38 primary fluid inclusions shows that main stage purple to green fluorite crystals were deposited over a temperature range from 166¦C to 144¦C, and minor late yellow fluorite was deposited at lower temperatures from 132¦C to 128¦C. Homogenisation and freezing temperatures measured for 18 primary fluid inclusions shows that the fluorite-depositing fluids were less saline than Mississippi Valley-Type (MVT) ore fluids and overlap the lower temperature range of fluids that deposited epithermal ore deposits. Mining in three open pits (A, B and C) at Okorusu has gradually provided exposures which reveal that the fluorite orebodies have been emplaced primarily by the preferential replacement of carbonatites. Evidence for the replacement of carbonatite includes: replacement remnants of carbonatite within the fluorite ores; goethite pseudomorphs after the carbonatite minerals, pyroxene, pyrrhotite and magnetite, which are disseminated in the fluorite ores; andpartial replacement by fluorite of a large sill-like carbonatite body in the A pit. Electron microprobe analyses of minerals in unreplaced portions of the carbonatites show that their mineralogy consists of titaniferous magnetite, diopside pyroxene, apatite, biotite and calcite. Magnetite contains 6.97 per cent to 10.46 per cent TiO2, averages 8.44 per cent TiO2, and has an average V2O3 content of 0.35 per cent. At high magnifications under the scanning electron microscope (SEM), the magnetite shows abundant fine ulv÷spinel exsolution lamellae arranged in a cloth texture. Apatite contains moderately high fluorine contents that range from 3.21 to 5.0 per cent and average 4.2 per cent, and apatite crystals range in total rare earth oxides from 1.7 per cent to 2.61 per cent. Pyroxenes in the carbonatites are iron-rich diopside, and they contrast to pyroxenes in the fenites that are aegirine-augite. All of the microprobe analyses for mica crystals in the carbonatites give biotite compositions. Microscopic examination of fluorite concentrates from Okorusu provides mineralogical information important to the resolution of beneficiation problems. Fluorite ores that are related to carbonatites are typically accompanied by phosphorus benefication problems. The cause for the presence of phosphate in some of the Okorusu fluorite concentrates is a function of the presence of binary locked fluorite-apatite particles. The fluorite ores have also replaced marble locally in the A pit, especially along the A band in the B pit, and dominantly in the orebody proposed for the new C pit. Those ores are characterised by fine grain sizes, faint remnant bedding, lack of carbonatite mineral pseudomorphs and local presence of remnants of unreplaced marble. Concentrates derived from those fluorite ores are devoid of phosphorus, but commonly have elevated silica contents due the presence of free quartz. Carbonatite and marble were preferentially replaced by fluorite because the calcite was readily soluble in the presence of the fluorite-depositing fluids and the dissolution of calcite provided calcium for the formation of fluorite.

Fortescue Metals Group (FMG) fines from Western Australia is a hematite and limonite mix characterised by high crystal water content. Due to its higher supply capacity and lower prices, the Wuhan Iron and Steel Corporation (Group) intended to use more FMG fines in the sinter mix. It is understood that sinter quality is closely related to its microstructure featured by the hardness and brittleness of different mineral phases, the content of micro pores, and trans-cracks. In order to maintain sinter qualities such as tumble index, reducibility and so on at higher FMG fines blend ratios, a research project was initiated to study the effects of the FMG fines blending ratio on sinter microstructure. Research results showed that at higher FMG fines ratios, the hardness of hematite and magnetite were both decreased while the hardness of calcium ferrite showed a tendency to decrease. The number of cracks that were generated during Vickers hardness measurement in various mineral phases decreased, but their length was shortened, and the variation of crack lengths increased. The contents of hematite and magnetite were also reduced and the reduction of magnetite was clearer. Also the content of calcium ferrite and pores rose and the magnitude of the increase of pores was greater. Among all the mineral phases in sinter cakes, the Vickers hardness of hematite was highest within the range of 879 N/mm2 ~ 942 N/mm2, and therefore the decrease of its content in sinter and the enhancement of its brittleness, ie the number of cracks increased, were harmful to sinter strength.
