This Institute, by nature of its charter, draws on various persons in the mining and metallurgical world of Australasia for its President from year to year, and consequently when the presidential address is given by one of these people the topic. which they generally select is a topic to which they are accustomed and on which they are able to speak with authority.As most of you know, my prime object in life has been concerned with steelmaking, so tonight you can steel yourself to the thought that you are going to be spoken to about steelmaking.Even if that were not the case, and were I not particularly interested in steelmaking, I think it would be appropriate to look at steelmaking in a broad sense on a basis of pure metallurgical interest, because the steel industry is going through as big a revolution today as it went through something over one hundred years ago when Bessemer made a theory become a fact.Bessemer, and as the Americans prefer to think Kelly, separately conceived the idea of blowing cold air through molten pig iron, and, contrary to the then general belief, this did not result in cooling of the metal but succeeded rather in heating it, and in burning out of the rather crude pig iron the impurities which prevented it from becoming a ductile metal.For many years before this, steel had been made in a very small painstaking way by what was known as the crucible process. Fluctuations in periodic reconciliations between the mine and the mill are an expected and common experience in mining and processing operations. These fluctuations are caused in part by errors in the estimates of tonnage and grade of the mined material as well as errors in the millÆs assessment of the material processed. Keeping these errors small and unbiased is an important aspect of an efficient operation whose primary goal is to derive maximum benefit from the exploitation of the mineral resource.These fluctuations in periodic reconciliations can also mask subtle but economically important problems which may take years to identify and resolve. Such problems can result from a poorly-conceived model of the mineralisation which affects both the spatial distribution of the ore as well as the tonnage - grade distribution over the range of cut-off grades. Poorly conceived models of the mineral resources and ore distribution can arise as a result of insufficient and inadequate?drilling and sampling of the mineralisation, inappropriate?application of geological?constraints in the estimation process and the use of inappropriate methods to estimate the block grade distribution. This paper presents three case studies from gold and copper mining operations, two of which experienced significant problems with their mine to mill reconciliations over extended periods of time. For the gold mine in case study 1, sampling problems were ultimately considered to be the main cause of the poor reconciliations between grade control predictions and the mill which persisted over a period of 18 months. In addition, incorrect application of resource modelling methods contributed significantly to a mismatching of the mill capacity with the mine at the beginning of operations. For the underground copper mine in case study 2, a change in the approach taken to resource modelling brought marked improvements in ore definition and more accurate predictions of ore grade and better production forecasts.The third case study describes the background to the expansion of production to exploit a large tonnage of lower-grade stockwork mineralisation in an open pit gold mine. Several years of favourable Mine to Mill reconciliation data from the mining and processing of higher grade and lower grade stockwork styles of gold mineralisation provided the confidence in the approach to grade control to support the expansion plans during a period of low gold prices.The paper is intended to complement the discussion of mineral resource estimation methods and risks in Section 6.1.3 of the Mine ManagersÆ Handbook to be published by the Australasian Institute of Mining and Metallurgy (Schofield, 2012).CITATION:Schofield, N A, Moore, J and Carswell, J T, 2012. "This paper details the events leading up to a slope failure that occurred at Kalgoorlie Consolidated Gold Mines (KCGM) and the remediation method executed using rope access specialists.n January 2016, KCGM Fimiston Pit experienced a double bench wall failure where approximately 80 000 t of material fell from the wall that blocked access to a ramp and caused minor damage to equipment.The event was triggered by heavy rainfall and occurred along unfavourable eastward dipping structures that lead into weaker shale/porphyry bands, which in turn left more material on the face. A remediation plan was formulated that would allow for the continuation of open pit operations while a full geotechnical assessment of the failure area could be conducted. This was accomplished by means of rope access specialists who abseiled down the wall and blasted off the remaining overhang using a portable drill rig and prepackaged explosives.This paper provides a brief overview of the KCGM operations, how the instability was identified and monitored, details of the failure event, outcomes of the geotechnical assessment and details on the remediation work.Citation:Graf, C and Sullivan, R, 2016. The only simple sulphide mineral of antimony of importance is stibnite, SbS3, containing 71·8% antimony when pure. It is lead-grey, has a densityof 4·5 to 4·6 and melts at 546°C. It is both friable and sectile (Hardness 2 on Moh's scale) and, as a result, slimes very readily during milling.It is commonly associated with pyrite and arsenopyrite other minerals occurring with stibnite in minor quantities are chalcopyrite, galena, and scheelite. The latter mineral occurs in sufficient quantity at the Yellow Pine Mine, Stibnfte, Idaho, to justify the production of a scheelite concentrate.Stibnite mayor may not contain gold. Other minerals such as pyrite or arsenopyrite may contain gold. At Wiluna at the main mine nearly all the gold is asociated with arsenopyrite the stibnite being almost free from gold, whilst at the Moonlight Mine both arsenopyrite and stibnite carry gold.The mineral, tetrahedrite, which is a complex sulphide of copper and antimony; must also be considered an economic source of these two metals.Part of the copper may be replaced by iron, zinc; silver; or mercury, whilst part of the antimony is often replaced by arsenic.CLASSIFICATION OF ANTIMONIAL GOLD ORESFor the purposes of this paper antimonial gold ores may be conveniently classified as follows: CLASS 1. Ores from which a satisfactory gold extraction may be obtained by fine grinding, followed by cyanidation and which contain insufficient antimony to justify tIie production of an antimonial concentrate.CLASS 2. An epithermal gold-silver deposit is presently being developed at the Golden Cross Mine in the Waitekauri Valley, 8 km northwest of Waihi, New Zealand. Highest grade mineralisation underground is mainly confined to an elongate zone of strongly banded quartz veining on the hangingwall. Footwall veining is irregular, flatter lying, and of lower grade. Hydrothermal breccias in the ore zone may have economic grades where clasts of vein quartz are present. Jigsaw breccias, shingle breccias, and layered breccias with sedimentary type structures such as layering, crossbedding, and graded bedding have been identified proximal to, and within, quartz veins. Mineralisation in the open pit occurs in and adjacent to stockwork quartz veining.   Three alteration zones are recognised: a central silicic zone enclosing Au-Ag bearing quartz veins, an argillic zone above the stockwork zone and in the footwall of the underground ore zone, and a propylitic zone which is gradational with argillic zone. Intense shearing is confined to the less competent argillic zone.   Precious metal mineralogy consists of electrum (65% Au; 35% Ag) and argentiferous tetrahedrite, polybasite, pyrargyrite, argentite, and native silver. Pyrite is the dominant sulphide mineral. Marcasite, arsenopyrite, and rare chalcopyrite and sphalerite also occur. Oxidation ranges from a few metres in the argillic western stockwork zone to 100 m in fractured rock in the footwall of the stockwork.   The open pit contains a proved and probable reserve of 2.1 million tonne grading 3.5 g/t Au and 17 g/t Ag. The underground mine will produce 2.7 million tonne grading 7.8g/t Au and 27g/t Ag.

Three stages are involved in the complete design and evaluation of an open cut mine. These are:1. design of the optimu,m ultimate pit, and selectionof the optimum mill capacity,2. development of production schedules, with intermediate pit designs, and3. evaluation of the project, based on factors from stages 1 and 2, by means of discounted cash flow analysis.Stage 1 requires relatively complete information on metal distribution, metallurgical performance, and cost factors, which is used to design a series of pits, corresponding to a range of milling rates.For each milling rate considered there is a unique pit design which maximizes operating profitability. The computer outlines this design (in terms of size, shape, and location; tons and grade of ore; and tons of waste), by considering the effect on profitability of mining each block in the mineralized inventory in relation to every other block which would be affected by its removal.The computer selects only those blocks for mining which result in an overall increase in profitability, maintaining pre-determined wall slope conditions throughout.Both operating profitabilities and capital costs increase with throughput, and the two curves will combine to produce a flat peak in net profitabilities at a certain rate, with its associated pit design.Stage 2 can maximize head grades early in the life of the operation. This increases the projected present value, but there are good arguments for maintaining steady head grades throughout the life of the mine.A modification of the programme used in Stage 1 is used here.Stage 3 is a conventional discounted cash flow analysis, using factors obtained in stages 1 and 2. It can be computerised, but a manual treatment is probably just as fast overall.

Oceana Gold (New Zealand) Limited (OceanaGold) has commenced mining operations at the Globe-Progress mine in the Reefton Goldfield, an area that historically produced 2.1 million ounces of gold from underground quartz lode deposits. During the construction phase of the operation, advanced exploration programmes targeting near-mine prospects commenced. The focus of this ongoing exploration is the discovery of near surface, refractory gold deposits that are amenable to open-pit mining methods and treatment through the Globe-Progress process plant.   One such discovery is the Supreme deposit, located along strike approximately 3 kilometres to the south of the Globe-Progress mine. The Supreme area was tested extensively with diamond drilling in 2006, defining a deposit with similar mineralisation styles and grade to the Globe-Progress deposit. The mineralisation comprises a central core of gold-bearing quartz veins, locally containing visible gold, surrounded by a more extensive halo of refractory, disseminated gold associated with an arsenopyrite-pyrite sulphide mineral assemblage. Three subparallel mineralised structures host the mineralisation. These structures are highly oblique to the country rock orientations, extending approximately 250 metres along a northeast-southwest strike and at least 220 metres down-dip, with an average thickness of 12 metres and moderate dip to the southeast. Records of historical workings indicate that mineralisation extends further down-dip and remains open at depth. 5175 ounces of gold were mined historically at the Supreme deposit. OceanaGold have defined an Inferred Resource for the Supreme deposit of 0.84 million tonnes at 1.46 grams per tonne for a total of 40 000 ounces (at a 0.8 grams per tonne cut-off). Higher-grade zones of mineralisation exist within the deposit and further drilling is planned to test the extent, continuity and geological controls of the mineralised structures.

A modified liquation technique was developed for recovering tin from tinhouse scruff metal or hardhead containing about 10 per cent iron and 15 per cent occluded flux, palm oil, and moisture. This was effectedby heating the scruff metal to 950°C followed by rapid cooling to suppress the formation of FeSn2 and FeSn, and then subjecting it to the ordinary liquation and drossing processes of refining. By this method it was possible to recover about 83 per cent of the original tin content and, with subsequent smelting of the irony drosses, an overall recovery of 92 per cent was obtained.

A variety of environmental financial assurance instruments are in use across the globe. This paper reviews some of the more common forms currently used in New Zealand, Canada, USA and Australia. In order to be effective, the form of assurance instrument selected needs to be aligned with a countryÆs specific environmental objectives, geography and political climates and also allow for a healthy investment climate. Industry and Government both have a strong interest in ensuring financial assurance criteria meet these objectives.   Recently Golder Associates have been involved in financial assurance assessments for various mining and quarrying companies across the South Island. Multiple stakeholders and regulatory agencies can make the setting of effective and fair financial assurance criteria a complex exercise for both regulatory agencies and industry.  The author relates experience gained in assessing financial assurance under current New Zealand legislation (RMA, 1991), effectively dealing with issues such as ôdouble bondingö and overviews potential approaches to dealing with transitional issues for historic and existing operating mine sites.

Outotec has performed numerous research and development projects and various surveys in the study of reverse iron ore flotation. Over the past four years their TankCell-70 and TankCell-160 flotation cells at the Germano concentrator of Samarco in Brazil were extensively surveyed. These surveys have revealed some extreme operating conditions in reverse iron ore flotation and are the subject of this paper. Some of the findings include large variations in the content of solids in the various flotation stages. At the bottom of the cleaner cells, the content of solids by weight reached over 60 per cent, whereas at the bottom of the scavenger cell this was less than 50 per cent. Froth carry rates were also significantly different in the various flotation stages. In the case of coarse material, the scavenger cells operated at a froth carry rate of over 40 t/h.m2. With fine material, however, froth carry rates of less than 10 t/h.m2 were measured. High froth carry rates caused significant changes in the residence times at Samarco. In the rougher cells, the fifth cell had more than double the residence time of the first cell. This was even more pronounced with the scavenger cells, where the second cell had more than triple the residence time of the first cell. High froth carry rates also caused losses in iron recovery. As a consequence of such findings, it appears that different rules apply in the sizing of reverse flotation circuits compared to direct flotation circuits. Different operating parameters (mixing intensities and air flow rates) must also be used in the rougher, cleaner and scavenger cells in order to optimise the metallurgical performance. With depth, many gold ores become sulfidic with minerals such as pyrite, pyrrhotite and arsenopyrite becoming prevalent. In addition, many underground gold mines use tailings backfill to bind and store the waste. In these cases, acid mine drainage (AMD) can become an issue. One approach to the control of AMD is desulfurisation whereby the sulfide minerals are removed prior to disposal. Four sulfide tailings samples, representing different ore types and gold and base metal operations, were selected for assessment and testing using simple physical beneficiation techniques. The aim was to determine the extent to which mineral processing methods were suitable for separating sulfides from non-sulfides and for extracting potentially marketable by-products from the tailings. In order to streamline the testing procedure a simple diagnostic separation technique was developed to enable quick screening of bulk sulfide tailings for suitability for reprocessing. The testing procedure involved detailed characterisation and a sequential set of testing regimes based on simple unit processes including water washing, classification, gravity concentration, magnetic separation and bulk flotation. The preliminary test results indicate each unit process can play an important part in producing effective sulfide/non-sulfide separations and in generating useful by-products from the tailings. Potential valuable products identified include coarse, benign silica sands, bulk iron sulfide products rich in pyrite and/or pyrrhotite, high-grade iron products (magnetite) low in silica, low-volume bulk sulfide concentrates and low-grade molybdenite and talc products. The work presented shows how sulfide tailings can be viewed as a resource rather than a waste stream, and identifies a pathway for developing a more sustainable approach to the environmental management of sulfide tailings for the future.

As part of a continuing study of mechanisms of breakage, the grinding at Nairne Pyrites Pty. Ltd. was traced by the addition of barytes and the results compared with parallel small scale laboratory tests. It was confirmed that the same basic mathematical functions described the behaviour of the full scale ball mill as those established in the small scale mill. However, an additional classification function was required to define the behaviour for the rod mill and was evaluated as a function of size from the experimental data. The classification and grinding of the pyrites ore was assessed from steady state size distributions around the circuit.

The valuation of early-stage exploration projects requires a valuer to take into account a large number of uncertain value drivers, the interplay among which may be non-linear. This paper examines some of the key value drivers including geology, target metrics, project area and maturity, the market and the psychology behind the decision-making process. The commonly accepted valuation methods and their underlying logic are outlined, including a view on why they evolved, what value drivers they attempt to address and their potential shortcomings. These methods include the multiple of exploration expenditure, geoscience rating, expected values and market based methods. Mining in Western Australia places significant economic and environmental responsibility on Government and the mining industry. Groundwater abstraction is regulated by the Department of Water. The Department has recently issued a guideline for Pilbara mines, and this paper focuses on the Pilbara for its examples and studies. The guideline is intended to form the basis for developing a statewide policy, consistent with reporting and assessment policy.With rapid expansion of the mining industry between 2005 and 2008, the groundwater resources in the Pilbara region of the State are under increasing pressure. Significant new management and regulatory issues arising recently include: cumulative impact assessment; disposal of dewatering excess by discharge, sharing or reinjection; life-of-mine approvals and closure planning; closure water quality including metals concentration in pit lakes; and in situ leaching mining methods and their impacts on regional water resources (and change of State Government Policy with respect to uranium mining).

The Kwinana (Western Australia) and Gladstone (Queensland) industrial areas are among the few dozens of heavy industrial areas globally that demonstrate significant levels of regional resource synergies. Such synergies are also referred to as æindustrial ecologyÆ or æindustrial symbiosisÆ. Fundamentally they involve the exchange of by-products or sharing of utilities between companies in close geographic proximity to achieve competitive advantage and environmental benefit. A concerted research effort is currently underway to foster greater realisation of regional resource synergies in minerals processing intensive regions, in Australia and internationally. This paper summarises current insights from the foundation research into engineering tools and technologies and enabling mechanisms for regional resource synergy developments. Regional resource synergy developments were reviewed for 16 international and two Australian regions. It was found that Kwinana and Gladstone compare favourably with the well-regarded international examples of regional synergy development. Given the fairly strong evidence that self-organisation is critical for regional synergy developments, an implementation model has been proposed that captures entry points for synergy developments at the level of platform (industry collaboration), process (developing synergy opportunities) and project (assessing and implementing specific synergies). It was also found that regional synergies have so far developed in the absence of specific methods for identification and screening of synergy opportunities. Moreover, very limited attention has been paid to the associated technological and engineering challenges. The current technical research effort therefore targets: the development of a toolset for the identification and development of potential synergy opportunities; and assessment of technology needs and opportunities for regional synergies involving water, energy and materials recovery and reuse.

The contiguous Kotre Basantpur and Pachmo (KBP) coal blocks in the Hazaribagh District of Jharkhand State in east India are being developed by Tata Steel Limited (Tata Steel) to supply coking coal to a new steel mill at Kalinganagar in Orissa.The planning challenges are many. The multiple coal seams range in thickness up to 6 m and extend to nearly 500 m depth, with dips up to 25¦ and highly variable quality. Several normal faults with throws up to 150 m intersect the deposit. There is little room for waste dumping on the lease, several large nalas (seasonal creeks) cross the blocks, and the KBP leases are not contiguous with Tata Steel's existing mining operations at West Bokaro. Geotechnical conditions, while not well defined at this stage, are largely unfavourable. There are several villages on the blocks, and extensive paddy fields. In 2009, Adelaide Mining Consultants Pty Ltd (AMC) completed a Detailed Project Report (DPR) for a production level of 8 Mt/a. A terrace mining system was proposed using 28 m3 hydraulic excavators and 185 t trucks working horizontal up-dip slices. Subsequently the viability of in-pit crushing and conveying was assessed, but the full results were not available for this paper.It is planned to extract a total of 147 Mt of raw coal at a strip ratio of 5.2 bank cubic metres per tonne (bcm/t). The planned maximum pit depth is over 300 m.The project includes a washery, a 2 + 25 MW fluidised bed power station to utilise all the coarse washery rejects, and a railway spur line to carry the washed coal to the railhead some 7 km distant.

Western AustraliaÆs Mining Act 1978 was amended in 2010 to provide for the requirement of a mine closure plan to be submitted to the Department of Mines and Petroleum (DMP) for approval, as part of a mining proposal application. The mine closure plan must be prepared in accordance with approved guidelines. Guidelines for mine closure plans were developed to assist the mining industry in Western Australia to plan and implement effective closure of mines. The guidelines focus on the application of integrated mine closure principles and industry best practice information on mine closure. This, includes stakeholder consultation, risk based approach, data collection and monitoring, development of completion criteria and financial provision.Due to the potential high level of public interest in the guidelines, extensive consultation with stakeholders was conducted. Australian Coal Association Research Program (ACARP) project C25073 was proposed by industry stakeholders seeking a potential solution that improves underground air quality and reduces operational costs associated with technology used to control diesel particulate emissions in the underground coal mining environment.The need to protect workers from diesel particulate matter (DPM) has lead the underground coal mining industry to install disposable filter systems on their vehicles. While the disposable filters are efficient at removing significant amounts of DPM, the following major issues have arisen:- high cost of operations; disposable filters cost $A250–300 each and need to be changed at least once per shift resulting in an estimated cost of up to $A164 M/a, in filters alone, to the NSW underground coal mining industry- improper installation, damaged seals and lack of installing a new filter when the old filter is removed; workers are still being exposed to excessive amounts of DPM.The ACARP project successfully demonstrated significant DPM emissions reduction comparable to the incumbent disposable technology on a proof-of-concept wall-flow diesel particulate filter (DPF) system, as well as satisfactory system robustness when assessed using an industry representative test cycle representing operations of a load haul dump (LHD) vehicle typical of that used by the Australian underground coal industry. It was noted in testing that the technology increased modal NO2 formation, but was compliant over typical operational duty cycles.One of the key benefits with the use of a wall-flow DPF system is its tamper-proof design, mitigating the risk of operating unfiltered diesel plant in poorly ventilated areas. Elimination of the need for continual replacement of disposable filters provides significant operational savings estimated to be up to 80 per cent of the incumbent technology.In addition to the above, the project also delivered a number of significant contributions to the knowledgebase of the Australian and international coal industry with regard to the characterisation of operations and control of emissions.CITATION:Coplin, N, 2017.
