IN every commercial establishment,' it is customary and necessary to take inventory, periodically, and to account for profits and detect losses, to achieve productiveness and enhance efficiency. So, too, in the ordered life of every individual, there is the need of periodic introspection. The exercise of the Sabbath for rational thought, the utilization of pause, or rest, from the technique of daily occupation, orient the efforts. These are the constructive opportunities by which we grow always better than we were. Thus, also, there' is need of a periodic analysis of the organizations to which we belong and toward which we con- tribute. So we find' reason for the fitness of our loyalty. There seems to be no half-ground for the engineer. Whatever presumes to bear his name demands either the crushing pressure of his heel or the supporting pressure of his hand.

The introductory paper1 of this series described the potential behavior of tin in sodium carbonate and bicarbonate solutions whose pH ranged from 8.4 to 11.2 and demonstrated that significant and reproducible results could be obtained by proper attention to experimental technique. In examining the corrosion of tin under such conditions, it is desirable to know the effects of anions, aside from carbonate, that are likely to be present in commercial materials packaged in tin. Therefore, in this paper the potential behavior of tin in carbonate solutions to which sodium fluoride, chloride, bromide, iodide, sulphate, nitrate, monobasic phos-phate, dichromate, perborate and acetate have been added will be dcscribed. For most of the additions, solutions containing 0.001 and 0.01 moles of the added material were studied. INTRODUCTION Roll front uranium has unique geologic characteristics (L,) which require specialized mining procedures. Roll front uranium occurs in arkosic sandstones with the ore zone typically less than 100 feet in thickness with up to 400 feet of overburden. The areal extent of ore is often a few thousand acres. Within the ore zone, ore grade material occurs in C and S shaped rolls, which are a few feet in width and height but may run laterally for several hundred feet. Since the total mine plan may include mining all ore, a roll front uranium mine may cover a few thousand acres. For both economic and environmental reasons, a roll front deposit is mined as a series of phases or sub-pits (3, 4) as illustrated in Figure 1. A typical sub-pit is 400 to 500 feet across. Sub-pit 1 is stripped initially and the overburden is spoiled on the surface. Depending on haul distance and overburden characteristics, stripping is done with trucks and shovels (or front-end loaders) or scrapers. When ore is encountered in sub-pit 1, mining begins, and the stripping equipment is moved to sub-pit 2, with sub-pit 2 overburden also being spoiled on the surface. When ore is encountered in sub- pit 2, sub-pit 1 mining should ideally be complete so the mining equipment can move to sub-pit 2 and sub-pit 3 overburden can be spoiled in the mined out sub-pit 1 area. Ore is mined selectively in a series of 12 to 24 inch cuts by a 2-1/2 yard backhoe on the basis of radiometric probing. For effective drainage, ditches must be maintained on the boundary of sub-pits, and mining lifts are kept as level as possible, with the orebody slightly elevated as part of general good mining practice. Waste removal in the ore zone is done by self- loading scrapers near the orebodies and by push-pull or push loaded scrapers away from the orebodies. Each self-loading scraper cut is

PUBLIC hearings began before the Committee for Reciprocity Information on May 24, 1950, for the purpose of unearthing data and opinion that will be helpful in the forthcoming reciprocal tariff and other trade-barrier negotiations at Torquay, England, on September 28th of this year. The conference this fall will constitute the "third round" of tariff negotiations under the General Agreement on Tariffs and Trade concluded at Geneva in 1947. The United States plans to negotiate with 17 other countries on possible tariff modifications on various articles all the way from baby carriages and bottle caps to lead and zinc-bearing ores. On May 31, June 1 and June 2, spokesmen appeared before the Committee for Reciprocity Information on behalf of the domestic lead and zinc mining industries. Producers of these metals protested the inclusion of paragraphs 391 (lead-bearing ores, dust and mattes), 392 (lead bullion, lead in pigs and bars, and scrap lead), 393 (zinc-bearing ores of all kinds), and 394 (zinc in blocks, pigs or slabs, and zinc dust) of the Tariff Act of 1930, as amended in the list of articles to be considered for possible tariff concessions at Torquay. It was pointed out that although operating costs have more than doubled since 1939 tariffs on these metals were actually higher in that year than at present. This, coupled with the detrimental effects of the recent series of devaluations, has sounded the death knell for a substantial number of domestic lead and zinc mines-a most undesirable development in the face of the ominous international situation, according to these spokesmen. It was urged that higher rather than lower tariff rates are needed on these metals. The opinion was expressed that it was inconsistent to foster a high living standard in our western areas and then, once it is attained, to undermine that condition by minimizing the protection that was partly responsible for it. The main theme of some arguments implied that although every effort should be made to close the "dollar gap" abroad, serious consideration must be given the methods employed lest our national security position be jeopardized in the process. The House Committee on Foreign Affairs completed hearings on H. J. Res. 236, to provide for United States membership and participation in the International Trade Organization. Hearings began on April 19th and ran for over five weeks. Many witnesses from industry and government presented voluminous testimony, which will not be available for public distribution for several weeks. However, it is no secret that the most controversial provisions of the Draft Charter of the ITO are: (1) Article 17 (Chapter IV on Commercial Policy) which would obligate members to negotiate for the reduction of tariffs and the elimination of trade preferences; (2) Article 20 which would prohibit the use of quantitative restrictions for protective purposes; (3) Article 16 which promulgates rules to implement the principle of non-discrimination in international trade; and (4) provisions permitting the use of protective measures for promoting economic development, particularly in backward areas, even though such provisions are inconsistent with those of the three articles cited above. United States membership in the International Trade Organization is essential to the successful operation of that body in view of this country's position as the economic giant in the present international trade pattern. Many countries are reluctant to take any action toward the ratification of the charter until it is known what course America will pursue. However desirable or undesirable the ideal of free multilateral trade may be it is unlikely that this Government's participation in the ITO will materialize soon. Advices in Washington indicate that H. J. Res. 236 will not be enacted during the present session of Congress. The legislative pattern designed to secure Congressional approval of the ITO is similar to that of the St. Lawrence Seaway project. The Seaway project was pending in treaty form for several years before the Foreign Relations Committee of the Senate and when the Administration decided to incorporate this project into bill form it was found that, while it passed the House promptly, the Senate decided to pigeonhole it because of the obvious intent to circumvent the constitutional prerogative of the Senate to advise and consent to the ratification of treaties. The ITO bill may be slated for a similar fate. It is deemed essential by western Senators and Congressmen that the present session of Congress enact some form of mining legislation before its adjournment, now set for July 31st. These legislators from prominent ore-producing states do not desire to return to their home areas in the fall emptyhanded. Aside from that, it is entirely superfluous to reiterate the necessity for maintaining a healthy domestic mining industry as a bulwark against a sharp rise in the temperature of the "cold war". Now that S. 2105 has failed a new bill is taking shape in the Senate Interior and Insular Affairs Committee. It is similar in language to H. R. 8221 (to encourage the conservation and development of the mineral resources of the United States) reported by the House Public Lands Committee on May 3, 1950, but so far has failed to receive approval of the House Committee on Rules. There are some qualified observers in high circles in Washington as well as in the mining industry who favor a tax incentive program to stimulate investment in mining enterprises, as opposed to a conservation and exploration program. The Bureau of Mines and the Treasury Department have undertaken a joint study to determine the need for modification of the tax laws as they apply to mining. The study is scheduled for completion before the end of the year, and appears to be supplementary to the investigation initiated by the National Minerals Advisory Council which culminated in the submittal of recommendations to the Secretary of the Interior in December 1949. The "cold war" is largely responsible for the increased demand for metals. Stock-pile purchases and heavy industrial demand due to military needs distort markets and disrupt normal price trends. Such activity has an unhealthy influence on metal production, luring some producers into a state of dependency on the continuation of this condition. When stock-pile objectives are met sometime in the future purchases must then come to a halt unless international "fireworks" are touched off. It can only be hoped that technological improvements and further mechanization of mines coupled with the stimulus of a rising population will offset the anticipated drop in industrial demand and cessation of stockpile purchases when the international crisis abates.

SINCE the World War, excepting for a few brief periods of relief, the American petroleum industry has been obliged to meet its important economic responsibility to this nation hampered by the maladjustment that inevitably follows a marked and unwholesome over-production of its raw material, crude oil. Despite the warnings of the Federal Oil Conservation Board and the endeavors of many of the leaders in the business to stem the flow of oil from the wells of the country, the evil ,not only persists but, at the moment, seems more malignant than ever before. Unless the local and temporary restraints on drilling and production now in effect in California, Wyoming, Texas, and Oklahoma are continued, and, indeed, unless stricter and more comprehensive measures of the same sort are imposed and adhered to by the industry in those States, over-production in the enterprise during the current year will be more pronounced than in any other period in history.

Following the discovery of Parke and Ham that deoxidation control of cast molybdenum can be predicated upon simple fractographic examination, a special study of that metal was undertaken to investigate those patterns ascribed to forge-ability and nonforgeability. An elaborately developed system of cleavage patterns immediately rewarded the study; and they are reported here as a necessarily preliminary contribution calling attention to information which is both new in type and in origin. In general, the present observations confirm those of Parke and Ham, and Wood-side; but they also disclose a wealth of detail and correlated phenomena which greatly expand the earlier information. For example, the oxide pattern of nonforgeability is found to be complex, perhaps involving as many as three distinctive patterns, And the nature of the carbide seems to be at least twofold. In addition, transgranular facets are here shown for the first time. Elaborately complex, but in a characteristic manner, these facets depict distortion in original crystal growth which provides truly extraordinary patterns. No carbide and oxide forms display themselves transgranularly, except in profile as exceedingly thin superficial films at the grain boundaries. Crys-tallographic features are also rare—a condition undoubtedly resulting from the great substructural distortion; but occasionally registrations are found of cleavage on {00I}, and faulted areas believed to be Neumann-type deformation on I I121. Introduction Parbe and Ham,' and again Woodside,2 have reported that the forgeability of molybdenum cast by their Vacuum-electric-arc Process can be predicted with great dependability by a simple fractographic observation. They state that nonforgeability is the result of a grain boundary oxide which can be readily identified on the fracture facet at high magnification; and they convert the nonforgeable condition to a forgeable one by increasing the carbon content of the melt until the oxide structures subsequently observed in the fracto-graph become replaced by a second strongly marked pattern characteristic of carbide and coincidentally indicative of forgeability. Considerable importance immediately attaches to such observations: (I) because of their direct commercial application to one of metallurgy's inviting and relatively unexplored metals; (2) because of a general scientific curiosity regarding the nature of these characteristic markings; and (3) perhaps more important, because of

THE little town of San Nicolás, Tamaulipas, Mexico, lies approximately 60 miles east of Linares, situated in the State of Nuevo Leon, and 150 miles SE. of Monterey, as shown in the sketch-map. Fig. 1. The place is reached from Monterey by the Tampico train as far as Linares, a distance of 92 miles, and then by coach the rest of the way. It is situated in a narrow valley between low hills, the houses forming one main street and a plaza. It is peopled by about 500 inhabitants. The climate is temperate, the thermometer ranging from 90° in summer to a few degrees below freezing-point in winter; but this severe weather only lasts a day or two at a time, when the " northers " blow. There are no streams in the vicinity, but water sufficient for the use of the people is obtained from wells. The rainfall is about the same as that in the rest of NE. Mexico. The rainy months are July, August, and September. The rest of the year is practically dry, with an occasional showery day or two during the winter, when a " norther " is blowing. Timber is abundant in many localities. There are two varieties of oak, besides mesquite, ebony, "maguira," "patol," and a number of other kinds of trees indigenous to this region. I. HISTORY. On the discovery of the silver-lead hearing veins occurring in this district, the mining-camp of San Nicolás was founded in 1767 by the Spaniards, and numerous mines were opened and worked for a distance of abort 3 miles east and 5 miles west of the town. THE properties of the Patiño Mines and Enterprises Consolidated, Inc., a New York corporation, are near Llallagua in the department of Chayanta in the west central part of Bolivia, South America, about 80 miles southeast of Oruro and 250 miles southeast of La Paz, the largest city in Bolivia and its virtual capital. The properties are accessible by railroad from three points on the west coast-from Mollendo, Peru, across Lake Titicaca, from Arica by way of La Paz, and from Antofagasta, Chile. The latter route, although the longest, is recommended by the companies as affording a more gradual introduction to the high altitudes; the mine being 13,000 ft. above sea level. The company operates its own railroad from its properties at Uncia to Machacamarca on the Chile & Bolivia R. R., a distance of 60 miles. This railroad is well equipped and well operated, and its location among the mountains surrounding Uncia represents excellent engineering skill. In fact all of the railroads, although they are of only a meter gage, are remarkable for the excellence of their construction, the arrangement of their dining and sleeping cars and the precision of their operation. There is only one drawback to rail- road and hotel accommodations and that is the absence of heating facilities, which does not seem to affect the natives but keeps a tenderfoot's teeth chattering continually. The company is a consolidation of the Patiño company, owning properties at Uncia, with the Compafiia Estanfera de Llallagua, a' Chilean corporation owning contiguous properties at Llallagua. Before the consolidation these companies were deadly enemies, and there still remain at the surface plant at Uncia the fortifications and underground defences provided during the warfare between the two factions. Also, in the Azul, or "Blue" tunnel at the junction line between the two properties is a strong steel barricade still bearing marks of the bullets fired during the various armed tilts between the workmen of the two companies. The headquarters for the mining operations and the milling plant have been moved since the consolidation from the original location at Uncia to the Llallagua side of the mountain, where the Chilean company's operations were carried on. The historic old town of Uncia, with its massive stone buildings of Spanish design, is a wreck, while the Llallagua side is being rapidly built up with modern structures.

The early history of coal in West Virginia is all included with that of Virginia in the few records available but for present-day readers it is much more convenient that the account of this area prior to the Civil War be grouped with that since then. West Virginia shares with Maryland in the first record of coal noted in the Appalachian fields. This was along the upper Potomac River, in the fall of 1736, and the data about it are given under Maryland, as most' of the development of the area was in that state. The next record of coal was left by John Peter Salley in his account of the expedition he made with Howard and others in 1742. (See p. 17.) The next reference found is that of Dr. Thomas Walker, in 1750, when he passed through the Pocahontas coal field. This has been described on page 18. Six years later, in March 1756, Capt. William Preston, who was with Major Lewis in his expedition down Big Sandy River, wrote in his journal: "Tuesday 2.... Moved down the branch and- came to the main creek where we camped. Put on half rations. Came into the Cole land; crossed the river 8 times."1 The party crossed from the head of Clinch River to Horse Pen Creek, then to Jacob's Fork and down it to Dry Fork of Tug River; the coal was seen in what is now McDowell County. The early settlers must have known of the presence of the great Pittsburgh bed in the northern part of the state, both along the Monongahela River and elsewhere, because the outcrops could easily be seen along streams in many. places. The report of the Commissioners for Adjusting Claims to Unpatented Lands, made in 1789, contains several references to coal in the names of streams, made years earlier. The earliest is one for 1,000 acres to James Walker, in Monongalia County, "adjoining his settlement on a branch of the right hand fork of Pappaw known by the name of the Stone Cole Lick made in the year 1773."2 Another of 400 acres in the same locality was settled upon in 1777.2 A third spoke of a tract "on the left hand fork of Stone Cole about three miles from the mouth," in 1783.1 Monongalia County then covered all of the northern

Diffusion coefficient values for carbon in austenite covering a wide range of temperature and composition have been determined employing statistical methods. In addition, the relation between concentration and each of the following, D (diffusion coefficient), Q (activation heat of diffusion), and A (the constant in the diffusion equation), has been obtained. A study of the rates of diffusion of austenite was published in Metals Technology in 1940.' The present investigation is an extension of the earlier work, undertaken (1) to obtain values of the coefficient of diffusion, D, over a much wider range of carbon concentration, and (2) to provide data in all ranges of concentration and temperature in such abundance that statistical methods could be employed to evaluate the accuracy of the data with unusual precision. Composition of Materials: Composition of materials used in this research program are listed in table I. These materials, all forged to about 1 1/4 in. rounds, consist of a high-purity iron, Armco iron, a large number of laboratory-made plain carbon steels containing amounts of impurities normally expected in high-quality commercial steels, and three silicon steels. Since it was known at the time these steels were being made that impurities in the amounts present were unlikely to affect carbon diffusion rates' significantly, the effort made to obtain high-purity steels was not as persistent as it otherwise would have been. Procedure: In general, the procedure followed by Wells and Mehl and described' in detail in an earlier publication' is the one used by the present authors. However, certain modifications have been made which it is believed allow diffusion data to be interpreted more objectively and correctly. These are described completely under appropriate subheadings which follow. Experimental Procedure: Experimental procedure includes (1) the preparation of specimens by welding steels of different carbon contents, (2) the heating of these for certain times at selected temperatures in order to diffuse carbon along the specimens across the welded "interface," and (3) the determination of the carbon distribution across the diffusion zone. Preparation of Specimens: Prior to welding steel of one carbon content to iron or steel of another carbon content, surfaces to be welded are machined perpendicular to the longitudinal axis of cylinders which are about 3/4 in. in diam and 1 1/2 in. long. The prepared, flat, parallel surfaces are brought together and butt-welded electrically. Evidence of a good weld is given in fig. 1. Welding temperature

The following specifications, proposed by a sub-committee of the American Society for Testing Materials, are still to be adopted and subsequently submitted to the International Association for Testing Materials. Standard Specifications for Pig-Iron and Castings. I. Analysis.—It is recommended that all purchases be made by analysis. II. Sampling.—In contracts where pig-iron is sold by chemical analysis, each carload, or its equivalent, shall be considered as a unit. At least one pig shall be selected at random from each two tons of every carload, and so as to fairly represent it. Drillings shall be taken so as to fairly represent the fracture surface of each pig, and the sample analyzed shall consist of an equal quantity of drillings from each pig, well mixed and ground before analysis. III. Allowances and Penalties.—III all contracts, in the absence of a definite understanding to the contrary, a variation of 10 per cent. of silicon, either way, and of .01 in sulphur above the standard is allowed. A deficiency of over 10 per cent. in the silicon, up to 20 per cent., and a further increase in sulphur up to .01 over the above allowance subjects the shipment to a penalty of 1 per cent. in the price for each element so affected. IV. Base Analysis OF Grades. —In the absence of specifications the following numbers, known to the trade, shall represent the appended analyses for standard grades of foundry pig-iron, irrespective of the fracture, and subject to allowances and penalties as above. Description of Pipes.—The pipes shall be made with hub- and spigot-joints, and shall accurately conform to the dimensions given in Tables Nos. I. and 11. They shall be straight and shall be true circles in section, with their inner and outer surfaces concentric, and shall be of the specified dimeneions in outside diameter. They shall be at least 12 feet in length, exclusive of socket. For pipes of each size from 4-inch to 24-inch, inclusive, there shall be two standards of outside diameter, and for pipes from 30-inch to 60-inch, inclusive, there shall be four standards of outside diameter, as shown by Table No. 11.

Self-diffusion coefficients have been measured for iron in wustite (700° to 1000°C) and for cobalt in cobaltous oxide (800&apos; to 1350°C) by means of radio-isotopes. Both sectioning and decrease of surface-activity methods have been used and a particular shortcoming of the latter method has been disclosed for wustite. The effects of oxygen pressure on the composition of cobaltous oxide and on the diffusion coefficient of cobalt in the oxide have been established. The effect of the preparation conditions of the cobalt-oxide specimens on the diffusion measurements has been determined. It has been concluded that diffusion of cobalt occurs via vacant cation sites and that a cobaltous-oxide disk reaches equilibrium with its environment in a time which is very short compared with that needed for diffusion of the radio-isotope. THE availability of radioactive isotopes in recent years has permitted the measurement of many self-diffusion coefficients which were hitherto impossible to determine. With the advent of radioactivity, the method of measuring diffusion coefficients has also changed. The earlier sectioning method by which the concentration profile of the diffusing species was determined in the diffusion specimen has often been rejected in favor of the decrease of surface-activity method first developed by Von Hevesy,&apos; and extended by Steigman, Shockley, and Nix,&apos; and Raynor, Thomassen, and Rouse." With the experimental arrangement where an infinitely thin deposit of tracer is diffused into a semi-infinite cylinder, the decrease in activity of the active face due to diffusion of the tracer into the specimen is measured by counting the active face before and after diffusion. Under these conditions, the appropriate solution of the diffusion equation is R = e*(l-<K/Z) [1] where R is the ratio of the counting rates after-to-before diffusion, $& is the Gaussian error integral of \/Z, and Z is defined as Z = p2Dt, p being the linear-absorption coefficient of the detected radiation in the diffusion specimen, D the self-diffusion coefficient, and t the diffusion time. In the older sectioning method the concentration distribution of the tracer is found after diffusion by analysing thin parallel sections cut from the active face of the diffusion specimen. As seen from the solution of Fick&apos;s second law for the distribution of an infinitely thin source after diffusion into a semi-infinite cylinder the log of the concentration plotted against x&apos; will be a straight line of slope log e/4 Dt. The diffusion coefficient thus can be calculated directly. The units of the tracer concentration are completely arbitrary, since any change in units does not change the slope of the log c vs x2 lot. Although both of the above methods have been widely used, a thorough experimental comparison does not appear to have been made. IsolatEd alloys of copper and silicon were prepared and examined by chemical methods more than one hundred years ago, but it was not until the work of Rudolfi l that the equilibrium relations were studied. The early history of the alloys was well described by Baradue-Muller 2 and need not be further discussed here. The diagram of Rudolfi, based entirely on thermal observations, showed sillcon to be soluble in copper up to 4.5 per cent. at 849" C., at which temperature there was a peritectic horizontal resulting from the formation of a ß phase with about 7.4 per cent. silicon from a and liquid with 7.85 per cent. silicon.
