A Discussion of the paper of Professor Howe, presented at the London Meeting, July, 1906, and printed in Bi-Monthly Bulletin, No. 14, March, 1907, pp. 169 to 274. SECRETARY'S NOTE.-M. Beutter's introductory remarks, being simply a resume of Prof. Howe's paper, with a disclaimer of the intention to criticise it, have been omitted, and the remainder of this contribution has been somewhat condensed, without omitting any essential statements. M. BEUTTER, St. Etienne* (communication to the Secretary-+):-Professor Howe observes in paragraph 47 of his paper that the fluid-compression of steel. diminishes piping by forcing the liquid and viscous metal, while the pipe is forming, or after it has formed, into the space so produced, and proceeds to study the different systems of compression, alluding to the four principal ones: Whitworth, Illingworth, Williams, and Harmet. Having now for many years had in use the last-named process, that of M. Henri Harmet, I shall attempt to explain the difference between it and the three other processes named. The Harmet process does not diminish or close the pipe after it has formed, but prevents it from forming; and I may add that it is the only one of the four which produces this result. It is true that the Whitworth process diminishes the interior hollow by localizing it around the central axis of the ingot, which is afterwards removed by trepanning the hollow forgings for which this process has been, I believe, always exclusively used. The Illingworth and Williams processes, which, in my opinion, are applicable only to small ingots, of necessity allow the pipe to form, or (to use the expression of Professor Howe) they allow the surface of the lake of liquid steel to sink into the interior of the ingot, since they involve waiting a certain time before compression, so that (in the case of the Williams process) the ingot-mold can be opened without dan¬ger, or (in the case of the Illingworth process) so as to avoid the risk that the steel may enter the grooves produced by the removal of the distance-bars. MOLYBDENUM is thought of as one of the rarer elements, for though it occurs in almost every country of the world it is seldom found in commercial quantities. In this country, however, there is one deposit which makes the term "rare" a misnomer. There are two commercially mined molybdenum minerals: molybdenite, the sulfide, and wulfenite, a lead molybdate. Of these two only the former is of any con- sequence but wulfenite is of mineralogical interest. It is frequently associated with oxidized lead ores and particularly in arid sections. Deposits, however, are usually quite superficial. It is highly oxidized and yet it does not appear to be an alteration product for it apparently disappears below water level and I know of no case where primary molybdenite, or in fact any molybdenum whatever has been identified below these surface wulfenite occurrences. The genesis of wulfenite would make an !- interesting study.

IN mining, quarrying, and construction, drilling and blasting have an important influence on the operations that follow. If the fragmentation of material being disrupted is inadequate, loading and transportation equipment will not operate at or near full capacity. Any operator faced with this difficulty should not be satisfied until he is convinced by a careful study of his methods of drilling and blasting that no improvement can be made. Rock in a certain quarry in Ohio seemed to defy any grade of explosive or means of detonation that the explosives industry had to offer. The average result of a blast was that a great part of the burden would be pushed out from the face in a number of large sections that would jokingly be referred to as "boxcars." These were no credit to the explosives man and a costly problem for the quarry company. Such blocks retard shovel operation as they have to be uncovered and subjected to secondary drilling and blasting which, if extensive, is an expensive operation. It was an attempt to improve the fragmentation obtained in primary blasts that led to the development of milli-second-delay electric blasting caps. The reasoning that prompted the trial was that even with wide spacing of the drill holes it seemed that the burden was separated too quickly from the face by the cutting action of the explosives from hole to hole. In June, 1893, while I was with the Old Dominion Copper Co. at Globe, Ariz., I received an offer to take charge, as manager, of the Baltimore Electric? Refining Co. which had recently built a plant at Baltimore, Md., having a capacity of about 1200 tons of electrolytic copper per month, using the Hayden series system. This was a very large output, for in those days the plants were small and the art was in its infancy. At the beginning of 1893 there were 11 electrolytic refineries in the United States, most of them using the multiple system. The Hayden series system was used at Baltimore and Bridgeport and the Smith series system was in operation at the Electrolytic Copper Co. at Ansonia, COM., and at the Pennsylvania Salt Co. at Philadelphia. In the latter system the plates were placed in a horizontal position, but the operating difficulties were so numerous it was soon discarded. The total production of these 11 plants in 1892 was very small; I have not been able to discover reliable figures of production. The Tintic mining districts of central Utah com- prise one of the major silver-lead producing areas in the United States. Ore valued at nearly $450 million has been produced from these districts since the initial discoveries, in 1869, of veins cutting the Silver City monzonite stock. Subsequent production from the famous manto-type "ore runs", which characterize the Main Tintic district, was followed during the past 40 years by discovery of the blind orebodies of the East Tintic district, including the famous Tintic Standard mine and the most recent discovery, the Burgin mine, currently being brought to full production by Kennecott Copper. The occurrence of blind orebodies of exceptional size and grade in both the Main and East Tintic districts has made this area a field laboratory of major importance for the study of geochemical dispersion halos and alteration features associated with known ore, and has led to the discovery of additional concealed orebodies. The larger share of the basic data-gathering and interpretation has been done by members of the U.S. Geological Survey who have been studying the Tintic mining areas since before the turn of the century. These studies have been supplemented and expanded by the geological staffs of the local operating mining companies, by exploration geologists and by students.

THE idea of bonding two dissimilar ferrous metals, and making use of both, is an old one. Tips have been brazed onto tool shanks for many years. The bonding of larger pieces to form whole bars and sheets has also been accomplished, but has received little attention in the technical literature, although a number of patents have been issued covering various methods for its accomplishment. There are three main motives behind the manufacture of composite steels. One is that the physical properties of one steel may supplement those of another; a useful, but at the same time, hard, brittle steel may be backed by a soft ductile one, or a stainless steel may be backed by a steel possessing greater strength. Another motive is direct lowering of cost; an expensive steel may be backed by a less expensive one, bringing down the cost of the piece as a whole. The third motive is an indirect lowering of cost, as when a useful steel is backed by a steel that is easier to machine, so that machining cost on a finished product is lowered considerably. Often more than one of these motives lead to a decision to use a com-posite steel.

AT the Tulsa meeting of the A. P. I., the following reso-lutions, expressive of the policy of that organization, were among those adopted: RESOLVED, That we endorse the conclusion of the Federal Oil Conservation Board in its report of September, 1926, that the prevention of the waste of gas incident to the pro-duction of oil is of paramount importance in the conserva-tion and economical production of oil, and the president of the Institute is requested to appoint a committee of seven to devise and suggest to this board, or the executive com-mittee, such measures as will enable the industry, while continuing to meet the consumption requirements for pe-troleum and its products, to conserve in its natural state such reserves of petroleum as may not then be required for consumption. RESOLVED, That the president of the Institute appoint a committee of seven to formulate and recommend to this board or its executive committee, at the earliest practicable date, a program of legislation; Federal and State, to be advocated by the Institute giving sanction and effect to agreements by oil producers for the curtailment of produc-tion in pools where and during periods when there is over-production, having for their purpose the economical and orderly production of oil.

SEC. 1. The membership of the Institute shall comprise seven classes, namely: 1. Members; 2. Honorary Members; 3. Senior Members; 4. Associates; 5. Junior Members; 6. Rocky Mountain Members; 7. Junior Foreign Affiliates. All shall be equally entitled to the privileges of membership, excepting that no member of any class whose residence shall be outside of the United States of America, except those residing in Mexico and Canada, shall be entitled to vote. SEC. 2. Members: A person to be eligible for election or transfer into the class of Member must be at least 27 years of age and must have had at least six years' employment in the practice of engineering, mining, geology, metallurgy, or chemistry, during at least three years of which he must have held positions of responsibility in one or more of these fields. This shall not apply to Rocky Mountain Members.

If chemical mining is to work, it is extremely important to watch heat balances. Some reactions with coal give off heat and others absorb heat. The reactions of coal with oxygen or air give off heat, but the reactions of coal with steam or with carbon dioxide absorb heat. By balancing the proportions of the two types of reactions, the energy of the coal can be almost completely recovered and environmental damage is minimized. The chemical reactions are listed in Table 1 in the usual form with subscripts (s) and (g) indicating solid or gaseous materials. In reaction 1, solid corbon, C(s), reacts with gaseous oxygen, O2(g), to produce gaseous carbon dioxide, CO2 (g). H means enthalpy or available heat in the material; F is free energy, and it measures whether the reaction can go at all, and if so, how much.

ORIGINALLY the Babbitt experimental plant grinding circuit consisted of one rod mill 101/2 ft diam by 12 ft long in open circuit followed by two ball mills 101/2 ft diam* 12 ft long in parallel cir- the slow-speed ball mills. The next step was to improve rod mill operation by changing the speed of this mill. Such an attack would affect only one mill and would allow slower speed on the ball mills. The rod mill, as originally purchased, operated at 15.45 rpm. Additional pinions were purchased to test this mill at 16.45, 17.45, and 18.45 rpm. When the mill speed was increased by the use of these pinions, rod breakage with this short mill increased out of all proportion to the improved grinding, until at 18.45 rpm breakage became as high as 7 lb per

Systematic investigations on silver-rare earth metal systems have been extended on the Ag-Ce system in order to clarify the discrepancies reported in literature. The phase diagram has been reinvestigated on the base of thermal analyses and of microstructure examination on cast and annealed specimen. All intermetallic phases Ag4Ce, Ag3Ce, Ag2Ce and AgCe show no extended range of homogeneity, they melt congruently fm), or decompose peritectically (d) at 815 °C (d), 1030 °C (m), 855 °C (d) and 855 °C (m), respectively. The system shows eutectics at 793 °C/10 at.%, 780 °C/42 at.%, and about 505 °C/81 at.% Ce. d-Ce dissolves up to 2 at .% Ag and decomposes metatectically at 710 °C. Furthermore, the phase transformation of the intermetallics would be clarified. The phases Ag5Ce and Ag51Ce14 reported in literature could not be verified.

LIKE every present-day manufacturer, the brass foundryman is faced with the necessity of reducing the cost of his finished product without impairing its appearance or quality. He must use every economy that the progress of art and science puts at his disposal and should also be alert to profit by any peculiarity in his own situation or the nature of his product that may give him an exceptional advantage. Much can be accomplished by the adoption of labor-saving equipment and improved methods of melting, molding and handling. Control of pouring temperature, study of defective castings and their causes, laboratory control of molding sand and core mixtures, the use of less expensive alloys, all contribute to the desired end. Assuming that the composition of the alloy is already as inexpensive as the character of the casting will permit, still further savings can be made by the intelligent purchase and utilization of the metals needed to produce the desired analysis.

IRON, iron everywhere, but hardly a particle of pure unadulterated iron for the metallurgist to use as a base for the protean characteristics that he develops in the alloys of iron-the modern steels. Iron, next to aluminum the most abundant metal in the crust of the earth; one of the oldest metals known to man and serving him as the most indispensable metal in both war and peace; yet man's knowledge of its properties is based on specimens that are not pure and hence probably differ considerably in their properties from the truly pure metal. Purification of iron has brought about startling changes in its electrical and magnetic properties and has modified its behavior in changing its crystal form with temperature, the basis of the heat-treatment of iron. So both the research metallurgist and the metallurgist of the steel plant are intrigued by the possibilities that might unfold were 100 per cent pure iron available in sufficient quantities to determine its properties.

THERE are three chief production zones of tungsten ore in China. In the Province of Kiangsi mines are located at Kanchow, East River, and West River. Their combined production is understood to amount to 300 to 350 tons of ore per month, and their original exportation is made through the port of Kiukiang, largely to Shanghai. The second zone is in Kwangtung Province, the mines there being at Tayulin. Produc-tion reaches about 200 tons per month and cargo is gen-erally exported through the port of Hong Kong. In the Province of Hunan approximately 25 tons of ore are produced monthly in the mines at Ton-on. Tungsten ore from Kiangsi and Kwangtung Prov-inces is generally about 70 per cent WO, (tungstic acid), while that from Hunan is of lower quality, run-ning about 65 per cent WO3. Kiangsi ore is received from the mines in 100-1b. and Hunan in 224-lb. gunny sacks. No repacking is done except as it is made neces-sary by the condition of the sacks. Kiangsi Province contains the Chinese districts pro-ducing the largest amount of salable wolframite or tungsten. Many districts west and south of Kiangsi have been found to have wolframite deposits.-Com-merce Reports.

Binary Cr-A1 alloys containing from 2.5 to 30 wt pct Al and 0.7 wt pct Y were heated in oxygen, air, and nitrogen between 1000" and 1200°C. The reacLivity of the alloys was found to be dependent both on the alloy composition nnd the nature of t he atmosphere. In oxygen, nllojs containing up to 15 to 20 wt pct A1 reacted to produce an external scale of Crz03 and a subscale consisting Predominently of Al203. Alloys contazning 20 to 30 wt pct A1 react in oxygen to produce an A1203 external scale and little m no subscale. The latter alloys were markedly more oxidation resistant than those of low alurninum content. In air, the alloys on which an external Crz03 scale was formed were found to be permeable to nitrogen ns evidenced by the copious amomts of chromium and aluminum nilrides observed ns part of the subscale. The reactizities in nir (or nitrogen) of these alloys increase <m their aluminurn contents increase. However, alloys on which Al,O, us an external scale is formed were nol culnerable to nccelerated attack in air, and no eltldence of nitvide subscnles were observed. For all alloys, yttrium serwed pYimarily to improve oxide adhrence. THE role of chromium in the oxidation resistance of Fe-Cr alloys &apos;-&apos; and that of aluminum in Fe-Cr-A1 al10s&apos; has received considerable attention in recent years. This is understandable since many of these alloys have excellent oxidation resistance due to the formation of either a Cr203 or a-Ala03 film between the metal and the oxidizing atmosphere. Small additions of yttrium or other rare earth metals are effective in preventing spalling of the protective oxide from the metal substrate."" In contrast, little is known regarding the oxidation resistance of Cr-A1 alloys, although some work has been done by Tumarov et a1.&apos; The poor niechanical properties exhibited by Cr-A1 alloys make them undesirable for use as structural components, but their use as coatings cannot be disregarded. The use of chromium-rich aluminide coatings for refractory metal alloys is an example of the potential use of this type of sytem. The purpose of this work is to examine the oxidation behavior of Cr-A1 alloys containing 2.5 to 30 wt pct A1 and 0.7 wt pct Y. The effects of temperature, atmosphere, and thermal cycling have been determined. EXPERIMENTAL PROCEDURE The alloys used in this investigation can be divided into two groups. Those containing 2.5, 5, 7.5, and 10 wt pct A1 and 0.7 wt pct Y were extensively evaluated in the temperature range from 1000" to 1200°C. Alloys containing 15, 20, 25, and 30 wt pct A1 and 0.7 wt pct Y were tested only at 1200°C. All of the alloys were prepared by standard arc-melting techniques in the form of cylinders approximately 4 in. long and 19 in. in diam. Wafers were cut from the cylinders and subsequently subdivided into rectangular coupons. The alloys were brittle and therefore some cracks were found in almost all specimens. The coupons were prepared for oxidation by mechanically polishing through 600 grit Sic paper, and were thoroughly degreased just prior to testing. Two types of oxidation experiments were conducted, namely; cyclic tests in which the specimens were examined and weighed after each 2 hr exposure, and continuous thermal balance tests run in a controlled atmosphere (oxygen, air, or nitrogen) for 20 hr. In the former test the spalled oxide was not included when the specimens were weighed. The physical condition of a specimen was noted visually after each cycle and testing was continued either to failure or until the performance of the specimen was well characterized. Both Micro and Semi-Micro Thermal Balances (Ains-worth) were used in the continuous tests. The oxidized specimens were sectioned and prepared for metal log raphic examination. The specimens were polished through 600 grit Sic paper. After polishing through 6 and l p diamond, a final mechanical polish with Linde B-Alz03 was used. Specimens containing 2.5 pct A1 were etched electrolytically using a 10 pct oxalic acid solution at 4 v for about 2 sec. Selected specimens were examined in the electron microprobe analyzer. Oxide specimens were examined by standard X-ray diffraction techniques. EXPERIMENTAL RESULTS For convenience, the test results have been broken down according to the exposure temperature, and further subdivided according to the type of test and atmosphere employed. Because of the poor quality of the specimens a larger than normal amount of scatter was observed in the measured rate constants. Also, the evaluation of the weight gain data was done on a somewhat arbitrary basis and may not be truly representative. However, the results obtained do show a significant trend in behavior regarding both alloy composition and the nature of the oxidizing atmosphere. I) Oxidation Behavior at 1000°C. A) Continuous Oxidation estsin Oxygen. This series of experiments was run in the Ainsworth Micro-Thermal Balance using pure oxygen at a pressure of 76 mm Hg. Under these conditions all specimens oxidized in accordance with the parabolic rate law over a major portion of the exposure time; the rate constants appear in Table I. The oxide formed externally on all specimens was predominantly Cr,O,, which was generally adherent. In some cases a slight amount of spalling in the form of a fine powder was noted. a-A1203 was observed as a subscale, along with Yz03 in all alloys. Alloys containing up to 7.5 wt pct A1 oxidize more rapidly than the Cr-0.7Y alloy.

THE first year to which the Revenue Act of 1936 has applied is now passed. It is appropriate to try to give some calm thought to the plan of Federal income taxation as now imposed and what it will mean to the business and industry of the country if this plan of taxation is continued unchanged. Whether or not we like to pay these taxes is beside the point. Taxes are high and may be expected to be high for many years. The important question is whether the taxes to be imposed will destroy or injure business enterprise and development, and, in so doing, lower the standards of employment, living, comfort, and welfare of our people. The power to tax is the power to destroy. That destruction may come suddenly as a cyclone, or slowly as dry rot. What, if any, features are there in the present plan of Federal income taxation that have these destructive tendencies? A few of the points follow that seem to call for consideration.

Processing kaolin clays from the sedimentary deposits of Georgia and South Carolina is described in this article. While the major processing steps are touched on briefly, emphasis is given to the dewater-ing of the clay-water slurries (slips) formed in the processing of kaolin clays. The dewatering steps discussed include gravity settling, centrifugal dewatering, vacuum filtration and thermal drying. Particular attention is given to vacuum filtration and the variables affecting filtration of these kaolin clays. Kaolin consists essentially of the mineral kaolinite, which is a hydrated aluminum silicate (Al2O3 . 2SiO,). Commercial deposits of kaolin occur in several areas of the U. S., but approximately 90% of the kaolin produced in this country comes from Georgia and South Carolina. These deposits are of sedimentary nature and occur in a geological fall line in the Tuscaloosa formation at elevations between 300 and 450 ft above sea level. Over two million tons of kaolin clays are used by industry in the U. S. each year. A big percentage of this tonnage is used in the paper industry for coatings in making glossy and high quality grades of printing papers. In addition, large tonnages are used as pigments; as fillers for rubber, plastic and fertilizers; and in ceramics. Properties of kaolin that make it widely used in the above applications are its particle size fineness, natural whiteness, chemical stability and non-abrasiveness. In addition to these desirable properties, it is relatively inexpensive. The finer coating grades of clays range in price from $15 to $28 per ton while the coarser filler grades sell within a range of $7 to $13.50 per ton. Pure kaolin particles are small hexagonal flat platelets. Above the 2-p size, the particles usually consist of stacks of plates, while below the 2-p particle size they occur as individual flat, hexagonal plates. Since these individual platelet particles provide the most desirable coating and flow characteristics, major importance is given to particle size fractions of 2 p and smaller. Generally, coating grade clays are those with all particles smaller than 15 p and at least 70% of the particles less than 2p. These coating grades also have 50% or more of the particles smaller than 1 µ in size. The extremely fine grades of coating clay currently being produced approach the range of 100% smaller than 2p. The filler grades of kaolin have 100% of the particles passing 325 mesh but have less than 70% of their particles below the 2-p range. Fig. 1 is a schematic representation of the major processing steps involved in preparing kaolin clays for marketing. MINING All kaolin mining is open pit. The ratio of overburden to clay will average 3:1, but this ratio can, of course, be much higher depending upon the grade of the clay and the size of the deposit. Most of the commercially mineable deposits occur from 20 to 120 ft below the ground surface. Both draglines and pans are used in removing the overburden and mining the clay deposit itself. YELLOWKNIFE, the most northerly Canadian gold mining district, is once more in the throes of a boom. Touched off by spectacular and well-publicized diamond-drilling results on the property of Giant Yellowknife Gold Mines, Ltd., mining companies and the general public are competing for mining claims and for the shares of companies owning mining claims in the area, with little regard for values. Such a stock-market boom has various unfortunate consequences but undoubtedly one beneficial result is that considerable amounts of money are made available for serious development. The Yellowknife mining area lies on the north shore of Great Slave Lake, in the Northwest Territories, at a latitude of approximately 62°30&apos; north. The topography is a low-relief phase of that usual in the Canadian Laurentian shield. Roughly, one third of the surface is lake-covered, one third muskeg or overburden, and one third is bare

Under date of Sept. 30, the following open letter was addressed to the Members of the Colorado Section of the American Institute of Min-ing and Metallurgical Engineers by a Colorado Committee: At a meeting of the Colorado Section of the American Institute of Mining and Metallurgical Engineers, held on Friday, Sept. 19, a reso-lution was unanimously passed condemning the Engineers&apos; Licensing Bill passed at the last session of the State Legislature, and requesting the Chairman to appoint a Committee to act in conjunction with the other National Engineering Societies and the Colorado Metal Mining Associa-tion, with a view to securing its repeal at the extra session of the Legis-lature which the Governor has expressed his intention of calling. It may be within your knowledge that the bill in question was passed by the Legislature and signed by the Governor without the knowledge of any of the National Societies, and of few if any of their members. Under its provisions residents of other states cannot even come into this to examine a mine without securing a license, and aliens (among whom are many honored members of, the profession in Colorado) cannot obtain such a license at all. The mining industry in this state needs the coopera-tion of outside engineers, and we should welcome any assistance from them that will tend to develop our resources. To attempt to discourage the activity of visiting engineers will inevitably react on us, and brand the state as being hostile to brains and capital from outside. The difficulty of securing a license will prove a serious handicap to young engineers starting out in the independent practice of their profession. Moreover, a license issued to au engineer qualified in one branch will entitle him to practice in any other: so that the license is apt to mislead the public.

THE geophysical scene shifts and alters, the emphasis changes, and new possibilities loom, but the tendency is always towards widening the field and deepening the analytical penetration. Seismic methods have had their heyday, the torsion balance is being displaced by the gravimeter, electrical methods are showing deeper penetration, soil analysis is the newest tool, and gamma-ray logging appears on the horizon. One of the striking features of re- cent geophysical work in the oil fields has been the marked decrease in the number of seismic crews employed. Although the percentage of company crews is believed to have increased appreciably. the sum total has fallen sharply, as shown by the figures for the Gulf Coast area. About two years ago probably over 100 seismic parties were operating there, whereas now there are only about 35. This decrease may be partly due to the low prices of petroleum with a consequent reluctance to spend money to increase crude-oil re- serves but more probably to the fact that reflection and refraction shooting have been carried on so extensively that they have been applied to a large pro- portion of the areas in which they may reasonably be expected to succeed. Some of the earlier enthusiasm, particularly over reflection prospecting, may have erred on the side of over- optimism; some of the present curtailment may be due to over pessimism; but in the opinion of various observers seismic work at the present rate seems to be at it- optimum. It nevertheless remains pre-eminent as a technique for detailing structures in areas where good reflections can be obtained and is the only method that will give accurate depth to definite beds. Results may be poor in certain areas but many regions still remain wherein it can be applied, so that plenty of structural mapping remains to be done by the reflection seismic method.
