14.1-1. Coal Mining. CORPORATE STRUCTURE. Most coal companies that operate surface mines had their beginnings as basically one-man organizations, with all decisions and controls in the hands of the founder. At the early stage of the company development, it is usually quite possible for one man to handle all management functions as the mining operations generally are quite localized and the founder can have a first-hand knowledge of all facets of the operation. However, with continued growth, the entrepreneur finds that he must limit himself more and more to the top level of management and delegate the day-to-day operation to others. An organization must be developed that provides not only for current operations but also for continued growth of the company through acquisition of coal reserves in market areas that the company desires to serve. In general, a successful coal company engaged in surface mining must develop an organization consisting of the following departments or divisions: operations, sales, engineering, exploration, land, purchasing, financial, and legal. Of course, all of these departments are not required in the beginning. When the company is small, there is much overlapping of functions. For instance, the operating department will handle purchases and the engineering department will also handle exploration and land functions. A growing surface-mining company has generally evolved through the various stages of development into an organization that is typical of large mining companies. An examination of a typical company and its various departments and their functions should give an insight into the organizational trends of surface mining companies. Having begun as a typical one-man organization, a company of today can be highly centralized, with firm control of all phases of the company's operations in the executive offices. This is achieved by having all department heads (Fig. 14.1-I), as well as the senior management, based in central offices.

A CHAPTER of appealing interest was added to the industrial history of the Southwest early in June, when the War Production Board gave final approval to the erection of a blast furnace, a battery of coke ovens, an ore-beneficiation plant, and other facilities for the production of pig iron in northeastern Texas, just north of the East Texas oil field. For many years the people of Texas and adjoining states have cherished the ambition and desire that eventually an iron and steel industry drawing upon local mineral resources would be established to serve Southwestern markets. The existence in this vicinity of valuable deposits of iron ore, limestone, and coking coal has been known in a general way for many years, and efforts have been made from time to time to use them in the production of iron. The present development promises to bring to realization the dreams of the men who have visualized what the establishment of this basic industry would mean to the region.

CUBA'S lateritic iron ores, occurring on the northern coast of that island, though known to the Spaniards. did not receive any general attention until the close of the Spanish-American War. Preliminary studies of these deposits at that time indicated that the limonite contained small percentages of nickel and chrome, and it ryas subsequently discovered that although the average nickel content was only approximately 0.6 per certain limited areas of ore were suffiniently high in nickel to be considered commercial provided a suitable process fur its recovery could be developed. Early in 1937, Pardners Mines Corp. began a series of investigations which led to the development of such a process. Coincidentally, this company acquired option' on certain properties in the Levisa Bay and Moa Bay regions and conducted a systematic campaign of exploration by test pits and hand-auger holes in the course of which an aggregate of 90.000.000 tons of ore was developed in eight deposits.

RECORDS in mining operations naturally fall when improved equipment and methods are developed. And tunneling through the Continental Divide is a mining operation, even though the tunnel was not driven to strike a vein at depth. Although many engineering feats have been successfully accomplished in the development of water supplies in the Western States, the Twin Lakes Tunnel in Colorado presents some unusual features that make it noteworthy. To begin with, it is the first trans-mountain water diversion project in the West. The fact that the Continental Divide intervenes between where the water is and where it is needed was brushed, aside as of minor importance. It was enough to know that on the western side of Independence Pass, the highest in Colorado, with an elevation of 12,095 ft., there was water which was needed on the eastern side, where the Twin Lakes are situated, forming the

RESULTS presented in a previous paper1 have shown that the strength of fired pellets made from eastern Mesabi magnetite concentrates containing 8 to 9 pct Si02 as quartz and silicates is due to several processes which occur during firing. These are: l-recrystallization and cementation of the fragmented magnetite grains; 2-formation of slag from reaction between the quartz, silicates, and available ferrous iron, followed by slag-bonding of the magnetite grains; and 3-oxidation of the magnetite to hematite and subsequent recrystallization and grain growth of this constituent. Microscopic examination of all magnetite pellets fired in one operation in small and large-scale pilot plant furnaces and possessing normal strengths shows that the processes 1,2, and 3 have taken place; where strengths are low and the pellets are otherwise sub- normal, one or more of the processes has not occurred. For example, soft and friable red pellets may contain a central core of slag-bonded recrystallized magnetite which is strong enough in itself, but the shell contains only slightly recrystallized hematite, indicating that the maximum temperature reached was too low. Processes 1 and 2 can occur only under reducing conditions, as for example, when coal is intention- ally added to the original pellets; under neutral conditions, when pellets are fired in an inert atmosphere; or when pellets are brought so rapidly to temperature in an oxidizing atmosphere that oxygen diffusion to the core lags behind the recrystallization and slagging effects. DURING the second year of America's active participation in the war the main objectives of the petroleum refining industry were again to provide the four most important product needs for war: 100-octane aviation gasoline, toluene for TNT production, high-quality lubricating oils for the needs of aviation and the armed forces, and petroleum chemicals for synthetic rubber manufacture. All other materials supplied by the petroleum industry took an inferior priority ranking, depending on the degree of essentiality. To accomplish the above objectives the industry initiated and carried on a building program during 1942 and 1943 which will put those two years down in petroleum refining history as the greatest construction years of all time, a record which will hold for decades to come. Led by an estimated total of $900,000,000 going into 100octane and contributory plant investment, it is easy to picture a total of two billion dollars and more going into additional refining-industry plant investment during 1942 and 1943, most of it privately paid for, but a substantial part covered by R.F.C. Government money financing.

BRIEFLY stated, the history of the St. Joseph Lead Co. is the story of how a group of men, working for ten years as officers without salaries and stockholders without dividends, developed a small mine in Missouri into what became a large and prosperous corporation. Their courage and faith in the scattered surface deposits of lead coupled with the management's engineering vision and sound financial judgment should prove an inspiration to present-day mining operators and investors. In 1717, John Law's company, known as "The Company of the West," was formed in France and letters patent were granted, for a period of 25 years by Louis XV, for exploration in the Mississippi River Valley. One of the underlying purposes of the expedition, headed by Mr. Renault and Mr. La Motte, a French metallurgist, was development of the lead mines in the area now known as Southeast Missouri.

THIS paper was prepared upon request as a contribution to a symposium covering the manufacture, properties, and uses of the important non-ferrous metals. In approaching a subject as broad as this, there is a natural desire to build up a comprehensive and finished production which shall constitute a dependable source of information on all questions properly belonging to this branch of metal technology. There are, however, a number of circumstances, apart from the mere routine of labor and thought involved, which operate rather effectively against the possibility of completing such an ambitious program at the present time. First of all, as far as any public record of results is concerned, the commercial rolling, drawing, and forming of zinc with relation to changes of structure and properties-and this we consider to constitute the elements of metal technology-might as well be an unpractised art. We have never seen a published photomicrograph showing the structural characteristics of either hard or soft sheet or strip, although the structure of castings has been frequently described, and other coarse-grained structures resulting from hard-hammering and annealing have been reproduced. Thus, an author in this field must proceed to his task without much assistance from the literature, and the outcome can represent only a personal estimate of principles, facts, or findings, and not a summary

ENACTMENT of Public Law 290 by the 78th Congress authorized the U. S. Department of the Interior, Bureau of Mines, to conduct an experimental program to develop the technology for obtaining oil from oil shale. In adopting and later extending this legislation, the Congress recognized the impending necessity of supplementing ground petroleum reserves with synthetic fuels. Under the provisions of this legislation, the Bureau of Mines, among other things, was charged with the responsibility of developing mining techniques, methods, and equipment for mining the oil shales of the Green River formation of Colorado, Utah, and Wyoming.

As predicted, during 1937 South Louisiana witnessed one of the most active drilling campaigns in the history of the area, resulting in the discovery .of 14 new fields. The economic importance of 10,000-ft. production was far-reaching and the objective depths placed on some wildcats was 12,000 feet. Most of the important discoveries and deep tests were in the delta area between the Atchafalaya and Mississippi Rivers, where the upper Miocene sands were found productive between 10,000 and 11,000 ft. The casing program on these wells usually called for a protection string of 95/8-in. casing at approximately 9500 ft. Drilling barges with the heaviest equipment were used where water transportation was available. The oil production for South Louisiana during 1937 was 62,147,690 bbl., as compared with 51,968,727 bbl. during 1936, an increase of 19.5 per cent. There were 281 oil and gas wells and 172 dry holes completed during 1937 as compared with 262 oil and gas wells and 135 dry holes during the previous period. New Fields Gibson.—The first discovery for the year was in the Gibson area, where Shell Petroleum Corporation's Realty Operators No. 1, sec. 18, 17 S., 15 E., Terrebonne Parish, was completed flowing 780 bbl. of 38° A.P.I. oil daily through a 14/64-in. choke with a tubing pressure of 1700 lb. Production is from upper Miocene sand found from 9461 to 9483 feet. Abbevil1e.—The discovery well for the Abbeville field was Continental Oil Company's Hebert No. 1, sec. 20, 12 S., 3 E., Vermilion Parish, completed flowing 50 bbl. of distillate and 2 million cubic feet of gas through a 3/16-in. choke with a tubing pressure of 2550 lb. The well was plugged back from 12,216 ft. in the Chickisawhay, and is producing through perforations from upper Miocene sand found from 7668 to 7682 ft. Later in the year, the same operators completed Brookshire No. 1, sec. 66, 12 S., 3 E., flowing 366 bbl. of 42° A.P.I. oil per day through a 3/16-in. choke with a tubing pressure of 1800 lb. Diminishing returns in management's fight to lower manufacturing expenses have added luster to savings that can be achieved in delivered costs through creative management of the distribution function. This is especially true for companies engaged in the production of bulk commodities, for which transport costs may represent 25 to 50% or more of total delivered price, A. E. Cascino, vice president of International Minerals and Chemical Corporation, recently gave an example of why top management in his firm is concerned with distribution: "The price of a ton of phosphate rock, f.o.b. mine, is about $7. The cost of warehousing, freight, and handling frequently totals an additional $11 . . . . If one of our competitors . . . discovers a way in which he can cut his distribution costs by $3, we're dead! Even if we wanted to offset our competitor's more efficient means of shipping with reduced f.o.b. price for our product-we don't have that much profit margin . . . ." In a special report on the revolution now occurring in transportation of goods, Business Week stated in its September 24 issue: "Moving and storing goods on their way from mine and mill through various sub-assemblies to their final markets costs anywhere from $50 billion to $75 billion a year- $100 billion if paperwork costs are included.

Book Review MANAGEMENT AND MEN. By Meyer Bloomfield, Boston. The Century Co., New York, 1919, pp. 584, H.X. 5 1/2. $3.50. This hook is an exposition of English efforts to solve the problem of labor unrest in England. The first six chapters are reprinted from articles published in the Satur-day Evening Post, for whom the author went to England to study the problem at first hand. These articles deal with housing, increased production, eliminating the internal friction in the industrial machine and a chapter each devoted to the view-point of employer and employee. These chapters are written in the easily readable magazine style and give a complete general survey of the particular solution being tried. Perhaps their greatest., certainly not their least, worth lies in the fact that they form a vehicle for unusually voluminous appendices containing in full the famous Whitley Reports which are the basis of the new movement, together with various reports, which, except for this publication, would be largely inaccessible to those inter-ested in this country. The Whitley scheme considers each industry a unit and proposes to establish therein a Joint Standing Industrial Council composed of representatives of employers and employees to consider appropriate matters affecting the industry at large. There is to be a District Council for each industry which will, as its name implies, deal with the clatters pertaining to that interest in. the particular district. The third and last body in this scheme of Industrial Parliament is the Works Committee, which is com-posed of representatives of the management and of the workers employed in particu-lar plants or mines to act in close cooperation With the district quid national machinery. The Whitley or similar schemes have been tried in many communities in England and the book contains interesting comments on the result obtained, it being notable that most of the objections conic from plants which have not tried the scheme. ALTHOUGH the nomenclature of the chemical tools of flotation is probably familiar to you, it will do no harm to review it; . In order to make the terms more real I have employed an illustration which likens flotation to an old-fashioned balloon ascension, such as we witnessed in boyhood at the county fair. The mineral to be floated is the aeronaut, conspicuous in his gilt-spangled tights, who is to be separated from you and me and the other small boys who are standing about, said boys being the g-a-n-g-u-e, or g-a-n-g, as we would have spelled it. The oil film surrounding the bubble is the counterpart of the silken fabric of the balloon, and bubble and balloon will rise for. the same reason, namely. that the fluid outside it is heavier than the fluid within. In flotation reagent nomenclature the material of which the bubble is made is called the "frother.",

FOR several years an investigation has been in progress in the research laboratory of The American Brass Co. to determine the thermal and electrical conductivities of most copper alloys of commercial importance and several of scientific interest. This paper contains such data on the binary alloys of copper with silicon, aluminum, manganese and nickel, and on a large number of ternary or more complex alloys. Some inter-esting general relationships between the thermal and electrical conductivi-ties for all copper alloys at all temperatures are pointed out. The data for the copper-zinc, copper-phosphorus and copper-tin binary systems have already been published1,2 ? except for the electrical conductivity at 200° C., which is given in the appendix of this paper.

US underground mine production of nonfuel minerals was 153 million tons of crude ore in 1971, according to a recent US Bureau of Mines report compiled by Dravo Corp. Underground capacity includes all nonfuel mineral commodities and is distributed into three general categories: (1) metallic ores; (2) nonmetallic ores; and (3) construction materials, such as clay, sandstone, and limestone. All three categories are produced by a combination of open-pit and underground methods. While US underground mining represents only 5.9% of total domestic capacity, it is significant in the types of products produced. Domestic supplies of potash, trona, A lead, zinc, sulfur, and fluorspar are almost exclusively recovered from underground mines, as well as a significant portion of the gold, silver, molybdenum, and salt supply.

THIS paper discusses what mining reports should contain when presented to the California State Corporation Department, to accompany applications for the sale of stock to the general public, but the principles involved apply to mine financing everywhere. Such reports should 'be as clear and concise as possible, endeavoring to tell the truth in as few words as necessary. Should the engineer be aware that his report is to be used in connection with the sale of stock to the general public, he should consider the public as his client as well as the person who actually employs him. It is always required that the engineer be favorably known and of recognized standing. The following points should be given careful attention : 1. A legal description and location of the property. 2. Transportation conditions, and how they may be expected to affect the operating costs. 3. A brief history of the property, its production record as to tonnage, grade, and character of the ore should be given. Should the property have suspended operations for any reason, this should be given. Any details of former operating costs should be given, especially as to how any improvement could be made, due to better methods which might be employed.' 4. The main geological features and whether they are such as to lead the engineer to believe that the mine may possibly 'be exhausted or the ore of such grade as to be no longer profitable. If he considers them favorable, he should give his reasons for the belief that further development work may produce profitable results. A map showing these features should be submitted, and it is not necessary that such map be highly colored or contain any more than the essential matters. 5. CIVILIZATION'S PROGRESS, which has multiplied man's comforts, conveniences, a n d happiness, is based upon the extensive employment of natural minerals and sources of energy. Mineral resources are basic factors in modern economic development, machine industry, international trade and world power. A survey of mineral consumption shows that the United States leads the world in the production and consumption of energy materials, of metals, and of the large and diverse array of earth materials that fall in the nonmetallic mineral group. The use of nonrnetallic minerals exceeded both the metals and the fuels in the long period before the industrial age, but it is only in the last two decades that consumption of non- metals has kept pace with and approximated in value the output of metals. Although the data of production in the first half of the last century are meager and fragmentary, the record of the past fifty years-the period of most rapid growth-is available, and reveals an astounding growth.

Geological study of the Prony Nilaterite (New Caledonia) began in 1969 and included drilling, geological mapping and laboratory studies. The deposit is the product of weathering of basic rocks. From top to bottom, the following zones can be distinguished: a compact ferruginous cover; ore associated with yellow laterite, containing 1.0-1.5% Ni and low in impurities (SiO2, Mg); an intermediate silicated ore containing 1.3-2.0% Ni and higher percentages of impurities; garnierite ore much richer in nickel (2-4%) but high in SiO, and Mg contents (Mg up to 20%) ; and parent rock, largely peridotites. Distinction between types of ore is essential because the high grade ore (silicated and granierites) is penalized for its high Mg contents that demand additional acid treatment. All studies made distinguish two types of ore, laterite and silicated.

AT first sight, the platinum group of metals seem of little import to we, the people," although actually the life of the common man is much influenced by them; this influence is usually indirect, hence his lack of knowledge and interest. He generally associates platinum with high-class jewelry and lets it go at that. Were 11e to go deeper, he would find that platinum metals play their part in his food supply, his clothing. his health, his transportation, his home. And the technical man is in general only slightly better informed, for he usually does not realize how necessary platinum metals are in the manufacture of the many construction materials and chemical products with which he is acquainted. Certainly, our daily lives would be profoundly affected if platinum were suddenly to become unavailable.
