By American tradition, if not by rational decision, publicly owned natural resources have been transferred to private industry for processing. The process of transfer requires specific determination of the price which the patentee, buyer, or lessee must pay to the government in exchange for the right to develop a resource, and selection of the patentee, buyer, or lessee from among several possible contestants. Pricing of natural resources owned by the government presents a set of problems quite different from ordinary commodity pricing. Natural resources in situ are not homogeneous commodities. Within any class of natural resources, specific leasable parcels will differ in value by reason of location and accessibility, as well as quality and quantity. Thus, there is no "going price;" every lease within a specific resource class will have a different value. To complicate further the pricing and buyer selection problems, competition may not be reliable. Natural-resource markets are characterized by oligopsony conditions. In a significant number of cases, as will be shown later, there has been only one bidder for a given lease, and in most lease sales the number of bidders is equal to or less than three. As a further complication, there is great uncertainty regarding the value of specific resources, even among the best-informed buyers, as well as within the leasing agency. In some instances, particularly with regard to oil and gas resources, there may be uncertainty about the presence of resources, as well as the quantity and quality of any resources contained in the tract offered for lease. In other cases, such as oil shale and some deep ocean minerals where new technologies are involved, the presence of the resource is clearly established. There may be a relatively high degree of knowledge about the quantity and quality of the resource, but there is great uncertainty concerning the cost of production. These problems in total make it difficult for the leasing agency to appraise accurately the resource to be leased, as well as for the potential bidder to calculate a bid price that will yield him a normal profit. The pricing goal of the federal government as the seller or lessee may be to capture the economic rent; that is, the price of a resource might equal its discounted present value. A required price substantially above this amount would either generate no bids, or, in the long run, would bankrupt the buyer. A price below this amount is a disguised subsidy to the lessee. A subsidy to mineral lessees, as to any other economic interest group, as a minimum should be justified by a clear showing of net external benefits from the economic activity. In the case of timber sales by the U.S. Forest Service, the Forest Service Handbook asserts that "the aim in national forest stumpage appraisal is to determine market value,"8 and "market value" is equated to "fair market value." This paper describes the overall delivery of the tunneling for the Mass Rapid Transit Authority of Thailand’s Chaloem Ratchamongkhon Line in Bangkok and the constraints provided by the alignment. Eight earth pressure balance tunnel boring machines were employed under two major civil works contracts to drive approximately33 kilometers of tunnel in soft saturated ground beneath the crowded streets of Bangkok. Responsibility within the contract for building damage provided an inherent control for ground movement arising form tunneling when the right of way was narrower than the influence zone. These limits affect the earth pressure balance requirements and permissible ground loss. The methods adopted to limit ground movements and deal with the various obstacles to tunneling influenced the design and operation of the machines. The challenges provided by the need to tunnel through numerous lines of piled foundations of canal bridges and overpasses crossing the alignment are described.

"Abstract This paper presents a ground improvement implementation case under a raft foundation of a local hospital. The selected ground improvement method is Wet Soil Mixing (WSM) technique. Soil mixing is increasingly applied to environmental applications and ground stabilization in geotechnical projects. In this technique, weak soil is mixed with cementitious slurry to improve the characteristics of the soil. The investigated case is one of the pioneering WSM ground improvement technique implementation cases in Turkey. The soil profile is mainly consisted of low plasticity clay. The effect of ground improvement is verified by a series of laboratory tests and four in-situ pile loading tests. The results of in-situ pile load tests on constructed soilcrete columns showed an acceptable factor of safety for the bearing capacity of the WSM columns. Measured bearing capacities in all four tested columns were nearly 20% higher than calculated values. In addition, a set of samples are obtained from the constructed columns and unconfined compression tests have been conducted. The laboratory test results indicate that the selected cementitious slurry has a sufficient efficiency to form the stabilizing columns.IntroductionIn the construction industry, stabilization of the soft ground by lime or cement stabilization is a widely used technique. In ground improvement systems deep mixing method (DMM) results in the same stabilization in deep portions of the soft soil profile by mixing cementitious slurry by means of mechanical augers. The pioneering cases of modern deep mixing application can be traced back to the year 1970 that was used for the stabilization of marine soils below the water level for the construction of harbor structures (Terashi et al., 1979). Nowadays, DMM is shown to be a proper and efficient method for the foundation of the structures and embankments on land. Some recent studies also reported that reasonable settlement reduction range in the stabilized soils under the foundation of structures (Archeewa et al., 2011). In addition to reduction of the structural settlement under service loads, deep mixing methods are also utilized when there is a concern with contaminated soil and groundwater or groundwater control (Andromalos and Bahner, 2003).Although, the DMM is shown to be a successful method in numerous studies for improvement of a wide range of soil types such as organics, fine-grained, and coarse grained material, it has some limitations (Archeewa et al. 2011, Jameson et al. 2010, Jelisic and Leppanen 2004, Lambrechts and Roy 1997, Meyersohn 2007, Miki and Nozu 2004, Olsson et al. 2008, O’Rourke and McGinn 2004, Stewart et al. 2004, Yang et al. 2011). High soil density and stiffness could damage deep mixing rigs. Engineering properties of the soilcrete columns changes based on the soil type, water content and other factors such as organic content of the available soil profile, so properties of the generated soilcrete should be verified by a set of rigorous testing procedures (Puppala et al. 2004).Based on the general classifications presented in the ground improvement literature, deep soil mixing method is divided into two main types of dry or wet mixing methods. In the dry and mixing methods compressed air and water are utilized as the binder transporter medium respectively (Moseley and Krisch, 2004). In addition, DMM methods can be categorized based on the employed mixing methods during the construction. In this study, the main aim is to present and elaborate on the selected method is known as Wet Speed Soil Mixing (WSSM)."

The valorization of alkaline waste materials from thermal processes utilizing intensified mineral carbonation routes is investigated. The principal advantages of this approach are the chemical stability and storage safety of mineral carbonates, the opportunities for process integration presented by the technology, and the potential for conversion of low-value materials into useful products. Treatment and disposal of steel slags are a costly burden on steel plants. Sustainable solutions for Argon Oxygen Decarbonisation (AOD) and Continuous Casting (CC) stainless steel slags and Basic Oxygen Furnace (BOF) steel slag are desired. An integrated on-site mineral carbonation approach is envisaged as a favourable solution.

Red mud residue from Bayer process treatment of Jamaican bauxite was dewatered in batch and in continuous centrifuges. Solids content of the residue was increased from its original value of 20 to 25 percent to about 40 percent by centrifuging. Clear effluent amounting to approximately 40 percent of the slurry liquid was recovered containing dissolved alumina and soda values for potential recycle to the alumina plant" Addition of a chemical flocculant to the centrifuge increased capacity by about 35 percent. Manufacturer's estimate of large-scale equipment requirements, based on data collected in this investigation, was that a proposed installation for dewatering 16,000 tons per day of Jamaican red mud would require twenty-two 24-by 60-inch solid-bowl-type centrifuges. Cost analysis of a proposed installation, based on a Jamaican red mud tonnage of 16,000 per day, is included also.

An experimental blast furnace in normal operation was quenched by substituting cold nitrogen for the hot blast air. More than 2,200 samples from the stack, bosh, and hearth were taken; 500 of these were selected for detailed analysis. Deductions are made as to the patterns of burden movement and gas flow; the reduction of iron oxides, including a comparison of ore and sinter; and the behavior of sulfur above the smelting zone. Metal and slag beads from the bosh were analyzed, as were samples from the hearth metal and slag. A brief description of a petrographic examination of the quenched burden is included.

To improve SO2 emission compliance, pyrrhotite from Sudbury copper-nickel ores is being depressed with DETA. To understand the mechanism of depression, the role of complexing in controlling metal-ion activation of pyrrhotite was investigated. DETA was found to remove Cu and Ni ions but leave hydrophilic ferric species on the pyrrhotite surface. The metal:DETA ratio appeared to be 1:2. Cu was more readily removed than Ni, but the combination of DETA with sulphur dioxide was equally effective for both metal ions. Certain combinations of DETA, Ni ions, xanthate and dithionite (S2O4) or dithionate (S2O6), as representative derivatives of SO2 in water, produced hydrophilic precipitates. The global bentonite industry is a dynamic market balancing a range of end uses with an ever growing number of bentonite producers. In addition, markets in developed countries are elevating the level of detail and transparency for materials reporting in programs, such as the Registration, Evaluation, Authorization and restrictions of Chemicals (REACH) program in the European Union. Bentonite is impacted by programs of this nature. The majority of the bentonite products sold around the world are sodium bentonites. These sodium bentonites consist either of natural sodium bentonites, or naturally occurring bentonite dominated by divalent interlayer cations (Ca+2 andMg+2) subsequently exchanged with sodium cation. The latter variety is often called “sodium-activated“, or “soda-ash treated” bentonite. Once exchanged with sodium, these bentonites are often difficult to distinguish from natural sodium bentonites using common commercial testing protocols. Due to their similar colloidal and bulk chemical properties; the lack of test procedures designed specifically to identify this product feature; and the failure to completely or effectively explain their differences, sodium-activated bentonite is often considered to be identical to natural sodium bentonite in the industry. This article defines both general types of sodium bentonite and presents a technique that could serve the industry as a tool to confirm the variety of sodium bentonite in question. Specifically, geochemical properties such as carbon (C13/C12) and oxygen (O18/O16) isotopic ratios can distinguish activated, even slightly activated bentonites, from bentonites not introduced to additional sodium during manufacture.

When activated carbon is used for recovering gold in gold industry, carbon fine materials are generated in stripping, acid-washing and kiln regeneration circuits. The carbon fines at the Fort Knox mine, Fairbanks Gold Mining, Inc., contain up to 0.68 kg/t (20 oz/st) of gold. In laboratory tests, gold in the carbon fines was effectively transferred to coarse virgin carbon when the carbon fines were mixed with virgin carbon in cyanide solution at a cyanide concentration higher than 0.10%. A plant-scale test conducted at the Fort Knox mine also shows effective gold transfer from the carbon fines to virgin carbon with a 95% gold recovery in a two-stage gold transfer process.

The Bureau of Mines has developed a photoelectric concentrator apparatus which is capable of collecting incremental products from the discharge of wet concentrating tables. The instrument uses photoelectric cells as sensors to differentiate between two products which have differences in color or reflectivity. The photocells provide a signal that controls a mobile splitting device that separates the products. Tests conducted on a wet table demonstrated the ability of the apparatus to separate a product containing 81.5 percent pyrite from a lower-grade product containing only 68.8 percent pyrite. The photoelectric concentrator should have a broad application for collecting concentrates with visible color or reflectivity differences from wet concentrating tables.

A conventional trailing cable connection box on a continuous mining machine was modified by the addition of two innovative devices. These are a pressure vent to preclude buildup of high pressure due to an explosion in-side the enclosure, and a grommet-type cable entry to simplify and speedup cable entering procedures. The innovative devices were evaluated for eight and one-half months in a working section of an underground coal mine. Laboratory tests before and after the in-mine exposure show no measurable change in the devices. Following the favorable in-mine evaluation, technical performance criteria were defined to serve as the basis of approval for the use of the innovative devices. Additional tests to measure comparable gripping of the cable by asbestos rope, substitution rope materials and by the urethane grommet-type entry were included in this effort. Also, literature for the last 80 years was searched. Comments are provided as to how the innovative devices comply with 30 CFR Part 18.

The concept of a magnetic hydro-cyclone is undeveloped, possibly because studies by Bragard (1965) and the Royal School of Mines in London (Robinson, 1965) were not encouraging. Its role for the concentration of ironsands is attractive in that the classifying effect within a hydrocyclone may be comparable to the classifying effect in the gravity concentration of ironsands, and thus two steps may be achieved in one. Furthermore it should be a very simple and cheap process. The idea has been explored intermittently since 1976 but more energetically since the offering of a magnetic hydro-cyclone thickener by Boxmag Rapid (1983). This paper summarises the development and test work which are detailed elsewhere (Fricker, 1984).

"The Goldex mining and milling complex is operated by Agnico-Eagle Mines Ltd. and is located in the Abitibi greenstone belt of Northwest Quebec, Canada. The mill operates presently at a throughput of 8,250 tpd with gold grade varying between 1.8 and 2.2 g/t. The ore is very high in gravity recoverable gold (GRG) at about 92% and as such a significant emphasis was placed on the gravity circuit. Commercial production started in 2008. Average gold recovery is 93.5% with about 68% of gold recovery coming from the gravity circuit. Over the course of the first several years of production, several gravity audits were carried out. In 2009, a complete gravity audit was completed, including ore, classification, Knelson Concentrators, and the gold room. In 2011, an audit was undertaken of the flotation circuit to determine the efficiency by which GRG is floated. Large samples of flotation feed and tails were collected and process for GRG content. This allowed a link between gravity and overall recovery to be made. This paper presents results of the audits and the development of a model linking gravity and overall gold"

1. INTRODUCTION According to the classical economic approach of the open market economy, copper supply should be regulated by market forces which are (a) demand and (b) prices. In fact, demand is of primordial importance because prices are a reflection of supply-demand balance: they go up in times of shortages of supply and down when over-supply situation exists. In the past few years, this basic mechanism of market economy has been under pressure from a number of non-market forces, such as social and monetary problems of sane important copper producing countries; structural changes in copper mining companies through mergers with oil companies; and other factors which greatly contributed to distortion of the basic supply-¬demand equation. As a result, we have faced in the last three years a situation of oversupply rarely seen in the past, with a catastrophic fall in copper prices, huge losses at mines and unprecedented indebtedness of copper producers. This has deep repercussions in the copper business and its future supply outlook. This is particularly so when taking into consideration that high indebtedness and high interest rates conspire against the very survival of some traditional producers. As we write this comment (July of 1985), close to one half of U.S. copper production capacity is closed down, sane of it for good, while the same precarious situation exists in Canada, Australia, Zambia, and some other primary producers who cannot face present low prices with equally low costs. The question is then what this situation means for the medium-¬term future, until the end of this decade, Particularly when taking into consideration the fact that some of the factors influencing it are of a long-term character. 2. SUPPLY-DEMAND SITUATION IN THE LAST FIVE YEARS Since the last boon year, in 1979, when world copper consumption reached a record of 9.8 million metric tons of refined copper, demand dropped to only 9.0 million tons in 1982, when the crisis bottomed out, and then steadily recovered to the level of 9.7 million tons in 1984. Meanwhile, copper production, which in 1979 was only 9.4 million tons, in spite of the fall in demand, grew to 9.7 million tons in 1981 and 1983 and only temporarily was cut to 9.4 million tons in 1982 and to 9.5 million tons in 1984. As a result of this imbalance, hugh copper stocks were accumulated with supply systematically out¬growing demand by over 2 million tons at one time. With the Western World refined copper demand running at an average of 115,000 tons per week, this oversupply was equivalent to between 15 and 18 weeks production, i.e. twice as large as normal. This was immediately reflected in very low copper prices. Another contributing factor to relatively low copper prices was the lack of speculator interest for this commodity. Between 1981 and 1984 the world experienced a very intensive period of wealth distribution, high interest rates and intensive restructuring off world economy and its industrial sector. Therefore, much of the available money was attracted to more lucrative and attractive investments rather than to the lack-luster performance of copper, and for that matter, of the metal sector in general. The much announced and discussed recovery of the U.S. economy since 1983, and particularly in 1984, with an overall growth of the GNP by 6.8% in 1984, happened to be more oriented to the service sector than the industrial sector and therefore this recovery was not adequately reflected in copper consumption nor to metals in general. This put serious doubts about the future demand for copper. Consequently copper prices failed to improve in spite of an apparent fall in stocks and a healthy increase in the demand for copper since 1982. At the time of this writing (July, 1985), although same analysts claim that the available stocks are running at about 8 weeks of supply, which are considered to be below normal, copper prices are still very low at between 65 and 67 cents per pound of copper. The raw-coal feeding system and the upward medium current flow in a dense-medium vessel (DMV) are, in addition to the residence time of particles in the separator, important factors for efficient coarse particle separation. The feed material from a raw coal screen and/or pre-wet screen merge with the major volume of circulating medium as push medium, guided by an adjustable submergence baffle plate deep fed into the separator for effective separation. The remaining volume of the circulating medium enters from the purge and drain hoppers at the bottom of the DMV. This generates a gentle upward medium current flow in the separator, which prevents dense medium stratification/settling and merges as part of the push medium. A two-dimensional, two-phase model developed using computational fluid dynamics (CFD) is used to describe the flow pattern and evaluate the function of the dip plate for understanding the mechanisms of particle separation in the separator. The particle movement in the DMV is also tracked to investigate the major operating parameters affecting the separation performance of the DMV. The simulation results of the DMV separation performance are validated by in-plant test data.

The El Sauzal deposit is a classic, high sulfidation, epithermal gold system located in the southwestern Chihuahua state of Mexico (Fig. 1). A Francisco Gold geologist discovered the prospect in1995. El Sauzal was encountered as a result of an extensive grassroots exploration program in the rugged, dissected volcanic terrains of the Sierra Madre Occidental, around the historical Batopilas silver camp. At El Sauzal, high grade gold is hosted within a series of more permeable, low-dipping, lithic and fine-grained dacitic rocks of early Tertiaryage. The mineralization appears tobe structurally and lithologically controlled. The alteration characteristics are typical of a high sulfidation system, including kaolinite, illite, alunite, dickite and pyrophyllite.

We introduced a numerical method that is applicable for the analysis of static and dynamic deformations of elastic media. In this numerical study, each elastic body is modeled with a system of several hundred rigid particles that are joined together elastically. Maximum shear stress fields due to external loading are obtained and compared with those obtained by photoelastic experiment. Preliminary results are presented for the stresses generated in circular disk shaped bodies idealized with connected systems of particles. Extension of this simulation method to fragmentation of brittle materials is also illustrated in an example.

The U.S. Bureau of Mines conducted a laboratory study to determine what effect use of water-jet-assisted cutting has on frictional-ignition suppression. A single bit with a steel tip, installed on a rotating drum, repeatedly made 22-in-long cuts in a block of Berea sandstone. The drum was operated in an enclosure that contained an explosive methane-air mixture. High-pressure front-mounted water jets operating at 2,000 to 5,000 psig and low-pressure rear-mounted sprays operating at 80 psig were used; the number of ignitions that occurred with each type of spray was compared. The rear-mounted spray was more effective for preventing frictional ignitions than the front-mounted water jet.

Emanation coefficients of 950 samples of domestic uranium ore were successfully and rapidly determined with fair precision by modifications of the closed-can, gamma-only assay method, using commercially available or similar equipment. Coefficients range from <1 to 91 percent. Emanation varies considerably within each mine and area, but distinct differences among major mining areas were found, ranging from 7.5 percent for Moss Back Member, Chinle Formation, Southwest Lisbon Valley, Utah, to 56.6 percent for Ft. Union Formation (?), Powder River Basin, Wyoming. Coefficients also vary with (1) uranium mineralogy; (2) radium mineralogy; (3) lithology of host rocks; (4) grain size of uranium and radium minerals; (5) comminution of ore; (6) estimated porosity and permeability; (7) moisture content; (8) ore grade; (9) supposed mobility of deposits; age of deposits is unknown but limited by (10) age of host rocks which shows only doubtful correlation with emanation. Data obtained may be used to evaluate effects of investigated parameters on radon concentration in mines and thus to select efficient control measures. Drill-core emanation data allow estimates of probable radon problems in undeveloped deposits.
