The work described in this report was directed toward identifying and devising methods to minimize the previously observed variability between working level hour exposures and the alpha particle track densities resulting on Track Etch films exposed to mine atmospheres containing radon and radon daughters. The disequilibrium between radon and its daughters was shown to directly affect this Track Etch film calibration factor. The wide range of disequilibrium states possible in mine situations amply explains the variability in the previous tests. A file of published mine atmosphere composition data was compiled and was used, along with atmospheric compositions derived from several theoretical models ref the atmospheric behavior, to evaluate the variability of several dosimeter configurations and concepts. A nonlinear, iterative regression analyse; was formulated that successfully predicted working levels to within 8 to 10% from only the alpha particle activities (Rn, RA, and RaC') data such as are obtainable from Track Etch films over a wide range of disequrlibrium conditions. A model expressing atmospheric concentrations as a function of radon source strength, plate out rate factor, ventilation rate and the fractional re-entry by recoil of previously platted-out daughters was derived and used in the regression program in addition to preparing a set of reference tables and graphs showing the disequilibrium behavior of the atmosphere. Other factors that can affect the Track Etch Film response writ considered and shown to he less crutial than the disequilibrium state. The results of a series of exposures of a dosimeter concept fixture in the Denver Mining Research Center radon chamber air presented and discussed.

In order to ensure safe mining and reduce surface damage in shallow multiple-seam mining, the failure characteristics of interburden strata with different coal pillar offset distances between pillars in the upper and lower seams, the distribution characteristics of stress concentration in coal pillars, and the development characteristics of stratum cracks and subsidence were physically investigated and also using UDEC2D software. Meanwhile, the effect of different coal pillar offset distances on the stress concentration of coal pillars and development of stratum cracks were studied. Based on those results, a formula for safe mining and reducing surface damage was established, which provided a theoretical basis for safe and environmentally friendly mining in shallow multi-seams. According to the results of the study, the optimal coal pillar offset distance (the side-to-side horizontal distance of the upper and lower coal pillars) between the upper and lower coal seams was developed to reduce the stress concentration of coal pillars and surface damage. The results of this study have been applied in Ningtiaota coal mine and have achieved good results in safe and environmentally friendly mining.

INJURY and employment figures for nonmetal mines and mills in 1959 are presented in this publication. Data for nomnetal mines are presented separately from those for nonmetal mills. The Bureau of Mines is authorized to send questionnaires to the nonmetal mining industry each year requesting their voluntary submission of injury experience and employment data. The voluntary response to these requests has contributed greatly toward the promotion of safety in the industry, and every effort has been made to make the information as complete as possible.

Introduction During the last decade, the metallic minerals segment of the industry could be categorized as a "feast-or-famine" business. It is no secret that metallic minerals are cyclical. Employment opportunities greatly depend on the supply and demand for its mineral products. It is also not unusual for there to be a lag between the industry's manpower requirements and academia's ability to produce new graduates. Due to this lag, there will be years with manpower shortages, as in the mid-1970s. At other times, supply will exceed demand. The question is where will the jobs be in the years to come? This presentation will review reasons why employment opportunities have declined within the metallic minerals industry. It will also predict future demand for mineral engineering graduates. And it will outline strategies for obtaining an employment offer. Historical Review - Employment From 1977 through 1983, about 75% of all metal mining employees were directly engaged in production activities, down from 83% in 1965. This decline reflects increased use of labor saving equipment, and more government regulation and foreign competition. Metal mining's employment decreased from 74,000 jobs in 1982 to fewer than 68,000 in 1983 - an 8% decline. The overall industry is having these problems because of the general downturn in the economy. For example, at the beginning of this decade, US automobile and steel industries were in trouble. Interest rates were too high and volatile. This adversely affected construction, housing starts, and manufacturing. All these industries, being large users of base metals, drastically affected the metals industry. US copper companies are still having problems. Reports indicate that many copper employers have cut production, laid-off workers, and permanently closed mines, refineries, and smelters. A decline in the demand for US produced metal products, such as copper, obviously affects some mineral engineering employment opportunities. Other factors to consider when looking at employment opportunities and why it has become difficult for US metal producers to compete in the world market include: • The grades of ore bodies of many US minerals are considerably lower than the grades of ores being mined elsewhere in the world. • The grades of ore bodies currently being mined in the US are steadily declining. • Foreign producers are largely government controlled and are not necessarily subject to the realities of supply and demand. • US environmental regulations have considerably added to production costs. Foreign producers in most countries do not have to worry about these additional costs. • US mines are getting deeper. This adds to the cost of production because of the increasing distance the ore has to be transported. • Plants and equipment are outdated. Many companies find themselves operating with equipment and plants that need modernizing or replacing. This obviously hinders competitive productivity. • Labor and management have had problems. Work stoppages in certain mining businesses and high wage and benefit costs in relation to foreign producers place US producers at a disadvantage. • Much land is unavailable. The US government owns most of the land considered to have the best potential for minerals development. Most of this land is unavailable for mining or exploration. Therefore, it appears that finding employment with a company whose primary business is mining and processing most metals, such as copper, in the US will be quite restricted and competitive. Future Demand It is difficult to anticipate what key employment opportunities within the next few years will be available to mineral engineering graduates. The Engineering Manpower Commission estimated that US engineering schools awarded 72,471 undergraduate degrees in 1983 vs. 66,990 in 1982. This was the eighth consecutive year in which the number of baccalaureates awarded has increased. On a brighter note, the US government's Occupational Outlook Quarterly stated that the growth rate through 1995 for all engineers is an encouraging 49% over present levels. The measurement and analysis of blast-induced ground vibrations are more complex than ever before. This is primarily due to the advancements made in microchip technology, mass storage utilities and the computer, which have allowed us to reduce and analyze data in a matter of moments instead of days. Terminologies such as Fourier transform, response spectra, cross-correlation, convolution, deconvolution and half-length frequency, etc. mean little to anyone except those who are experts in the field. A little understanding of the basic concepts behind vibration effects can help a beleaguered end-user feel more confident about what their measurements really mean.

This Bureau of Mines report describes the laboratory processing of manganese nodules and the results of tailings characterization obtained during the cooperative program with the Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) and the Bureau. Five technically feasible first-generation nodule processing methods were operated at bench scale to generate sufficient tailings and slags for physical and chemical analyses. A description is given for the laboratory operation of the individual unit operations of each process. The laboratory-generated tailings and slags were tested for physical properties, mineral content, elemental and ion content, and leachability for all five processes. The results of leachate testing using the Environmental Protection Agency extraction procedure (EP) toxicity test, the American Society for Testing and Materials shake extraction test, and the EPA-U.S. Army Corps of Engineers seawater elutriant test showed very low to negligible leaching of metals from the tailings and slags. Results of the EP toxicity test demonstrated that the wastes are nonhazardous as defined in the Resource Conservation and Recovery Act (Public Law 94-580).

This paper, describing the mining practices at the Pilares mine, Pilares de Nacozari, Sonora, Mexico, is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts. At present (1930) practically all the mineral production from the Nacozari district is from the Pilares mine of the Moctezuma Copper Co., a subsidiary of the Phelps Dodge Corporation. The ore is mined for its copper but contains associated silver in small quantities.

THE first application of the cementation process took place in the year 1864, according to H. Standish Ball, when a break in the brickwork lining at a depth of 270', in one of the Rhine Preussen pits near Homburg, was sealed by running in milk of cement from the surface by means of a small hand pump. At about the same time Monsieur Portier adopted the method in France for repairing breaks in shaft lining. Figure 1 is descriptive of the Portier system and is of interest when compared with modern practice. During the next thirty years numerous attempts were made to improve the process; the general method used in sinking being to put clown bore holes outside the perimeter of the shaft for the purposes of injection. The cementation process was first recognized as an important as-set to mining in 1896 when Monsieur A. Francois developed his method of boring and injecting inside the shaft below the permanent water level. Abstract -The rare-earth elements (REE) form a significant part of the group of so-called "high­ technology" metals whose glamour has attracted both the scientific community and the mining industry. Despite this attraction, world production of REE declined abruptly in 1985 and only recently has begun to approach production levels of 1984. The decline in 1985 was primarily due to decreased demand for light REE used as catalysts in the production of lead-bearing gasoline. Incorporated within the current trend toward increased production of REE is an increasing demand for higher value elements such as yttrium and other members of the heavy REE group, and for specific REE rather than mixed products . The former demand has made some Canadian deposits and prospects economically attractive despite a surplus of REE reserves on a world scale. The chief attractions of Canadian deposits such as Strange Lake, Labrador-Quebec, Thor Lake, Northwest Territories, and Kipawa, Quebec, are that they are relatively rich in yttrium and other heavy REE compared to light REE, and that they offer a potential security of supply to counterbalance the rapidly escalating dominance of China in the world market.

C. W. Hunt I wish to register strong disagreement with the choices of drilling sites chosen by the Continental Scientific Drilling Committee, while endorsing the stated objectives. Of special significance is the lack of any site involving the metals most needed today in the US, while 9 to 13 km of drilling are allocated to gold and silver districts and 11 to 17 km to base metal (mainly copper) districts. Why is nothing proposed for platinum group or chromite? Is this because the committee did not know of such a site? If so, I offer such a site in California (see Fig. 1). The mineralization shown in Table 1 occurs in a large peridotite body in western Tehama County, CA. Petrography has demonstrated unequivocal evidence of migrated PGE deposited in peridotite and chromite of hypabyssal nature. Active diapirism (due probably to serpentine buoyancy) above a reactivated mantle to surface conduit marks the position of the conduit. Young explosion breccia cemented loosely by volcanic glass and tuff demonstrates the significance of the conduit as the prime source of the various emissions. Deep drilling could result in major metals discoveries as well as shedding light on the grand questions of platinum group mineralization. What role water has played in this occurrence is not yet certain; but chlorine and asphaltite have been detected in and adjacent to native PGM, suggesting a major role for water. The explosion breccia suggests that this excellent site could overlie entrapped geothermal steam.

Many buildings in Boston are founded on untreated wood piles, which can deteriorate and lose their structural capacity if groundwater levels are lowered below the tops of the piles, exposing the wood to air in the unsaturated soils that surround the piles. The problem of wood pile deterioration due to lowered groundwater levels in Boston first became evident in 1929 following discovery of rotten piles beneath walls of the Boston Public Library building. Repairs to reconstruct the library building?s wood pile foundations were made in 1930 using pit underpinning methods. Today, more than 80 years later, the subsurface conditions beneath several of Boston?s historic neighborhood areas continue to be plagued with low groundwater levels - regrettably resulting in ongoing deterioration to the wood piles that support some of Boston?s oldest and most beautiful buildings. Pit underpinning is still recognized as the preferred approach to repair wood piles and restore uniform foundation support beneath the impacted buildings. This paper provides a brief historical review of the land filling in Boston through the early 1900s that led to the use of wood piles as building foundations. Also discussed is the impact that groundwater level can have on the long term performance of wood pile foundations and the pit underpinning procedures used to reconstruct decayed wood pile foundations in 1930 beneath the Boston Public Library, and today beneath some of Boston?s oldest buildings. Also included are discussions on engineering controls and permitting requirements that help ensure safety and protection to the workers and buildings during underpinning, and some procedures being used to supplement and improve the loading capacity of the reconstructed foundations and facilitate construction of new useable below-grade space.

As a unique South African organisation, CSIR: Division of Mining Technology (Miningtek) strives to support the mining industry by improving health, safety and productivity through developing, adapting and transferring technology. Considerable effort is currently directed towards the development of potential non-explosive mining methods with the potential to allow continuous mining in narrow reef conditions. Besides improving productivity, continuous mining results in concentrated mining which has a significant impact on reducing infrastructural costs. Impact Ripping and Water Pulse Rock Breaking have been tried on gold mines, whereas Activation, Mini-Disc? cutting and the Plasma Holemaker are currently being tested on platinum mines. The organisation?s many years of experience in novel rockbreaking, together with its world-wide collaborator network, has placed it in a unique position to assist the mining industry and manufacturers in developing and/or adapting existing technologies for application underground. Currently a range of technologies are being investigated, which have reached different stages of maturity. The annual reports of the supervising engineers of the nine sections comprising the Mining Division are assembled here and constitute the annual report of the division. In planning activities the aim is to adapt them to changes in conditions, in the needs of the mining industries, and in the public interest; those that contribute most to solving the present problems are emphasized, investigations of less immediate importance being recessed if necessary. The strategic minerals investigations of the bureau afford an example of this change in emphasis to problems of immediate and urgent interest, and during 1941 they comprised, upon the basis of appropriations and expenditures, more than 90 percent of the work of the division.

"Lakeshore Gold’s Bell Creek Mill is located in Timmins, Ontario. The mill has been in operation since 2009 and has undergone several small expansions since then. In 2012 - 2013 the first major mill expansion was commissioned raising the mill capacity from 2,000tpd to 3,150tpd. This was done through the installation of a new ROM ore truck dumping facility, jaw crusher, ore storage dome, SAG mill, leach tank, CIL tank, and electrowinning cell. This paper will cover the equipment installed to raise the tonnage as well as the commissioning of the new equipment including problems encountered and how these problems were solved.IntroductionLake Shore Gold acquired the Bell Creek Mill, along with the Bell Creek Mine, from the Porcupine Gold Mines Joint Venture, a joint venture between Goldcorp Canada Ltd. and Kinross Gold Corporation, in December 2007.The Bell Creek mill, which processed ore from the Bell Creek Mine has consistently achieved recoveries of over 95%, is a conventional gold mill circuit, involving crushing and two stage ball mill grinding, gravity and leaching, followed by Carbon-In-Pulp (CIP) process for gold recovery. The facility had been placed on care and maintenance in 2002. At the beginning of 2009, the mill had been refurbished with an initial capacity of 800 tonnes per day and was subsequently refurbished to a capacity of 1,500 tonnes per day near the end of the third quarter of that year. The Mill was then expanded in 2010 to a capacity of 2,000 tonnes per day.In late 2011, the Company commenced a 50% expansion of its milling facility, from a processing capacity of 2,000 tonnes per day to 3,150 tonnes per day. Phase 1 of the expansion, which mainly involved enhancements to the solution circuit (“back end”) and increased the mill’s capacity to 2,500 tonnes per day, was completed at the end of 2012. Commissioning of Phase 2 of the expansion, to a capacity of 3,150 tonnes per day, commenced at the end of July 2013."

The design of dippers for cable shovels has essentially remained unchanged for the last 100 years. In the past 10 years, shovel manufacturers have started taking another look at dipper design, resulting in changes that have borne models from major manufacturers that address some of the wear conditions and material retention problems that dominate maintenance and operational costs. However, with the exception of added lateral curvatures to the front and corners of the dipper, the geometry is essentially unchanged. This paper looks at the criteria that have resulted in the first new cutting dipper design in a century. The design is based on kinematic considerations, reflected in a revolutionary geometry that matches the range of motions of the shovel, designed to minimize wear, impact loading and power required to dig, thus maximizing productivity for a minimum energy requirement. The shape configuration is such that the weight of the dipper is reduced through wall thickness, enabling a larger capacity dipper to be conceived for the same shovel. Benefits are reflected in reduced operational and maintenance costs and increased productivity.

Utah has produced about one billion troy oz. (31.7M tonnes) of silver, more than any U.S. state except Idaho. Several very high grade ore systems, now closed, occur within large polymetallic limestone-hosted districts related to plutonic complexes. These Utah mines fed several major lead smelters for nearly a century. Interaction of magmatic chloride-rich fluids with carbonate rocks localized significant bonanzas within these districts. A low sulfidation state was produced in the fluids by their passage through limestones. The Bingham porphyry mine has also yielded more byproduct silver than other porphyry copper-gold systems. Away from exposed intrusive rocks, some large silver-only systems occur in Mesozoic sandstone and in caldera-related veins in volcano sedimentary rocks. Thick permeable latest-Proterozoic basement meta quartzite sequences present beneath western Utah may have been important, as perhaps they were in the Coeur d’Alene district of Idaho, in providing chloride and silver-rich ore fluids. However, it is clear that specific Tertiary magmatic events played an essential role in the evolution of the Utah silver-rich metallogenic province. The largest silver districts in the state are genetically related to porphyritic plutonic rocks.

In 1985, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied 34,000 acres of the 58,040-acre Little Jacks Creek Wilderness Study Area (ID-111-6) in order to evaluate the mineralized resources. The study area is located in Owyhee County, 10, about 21 miles southwest from Bruneau. No mining districts are in the study area, nor were any mines or claims recorded or found. The northern half of the area was covered by oil and gas lease applications; all were cancelled prior to 1985. No economic concentrations of minerals were found in the study area. INTRODUCTION This report describes the USBM (U.S. Bureau of Mines) portion of a cooperative study with the USGS (U.S. Geological Survey) to evaluate mineral resources and potential of the Little Jacks Creek study area at the request of the BLM (U.S. Bureau of Land Management). The USBM examines individual mines, prospects, claims, and mineralized zones, and evaluates identified mineral and energy resources. The USGS evaluates potential for undiscovered resources based on areal geological, geochemical, and geophysical surveys. Results of the investigations will be used to help determine the suitability of the study area for inclusion into the National Wilderness Preservation System. Although the immediate goal of this and other USBM mineral surveys is to provide data for the President, Congress, government agencies, and the public for land-use decisions, the long-term objective is to ensure the Nation has an adequate and dependable supply of minerals at a reasonable cost.

State and federal agencies during rehabilitation of existing bridges may require the existing bridges to be evaluated under seismic conditions. If the bridge does not perform under the seismic event, the bridge may require seismic retrofitting. Bridges are classified as: Critical, Essential, and Others according to their importance. Geotechnical considerations play a major role in evaluating the bridge behavior under a seismic event. Subsurface conditions influence the magnitude of ground acceleration and hence the forces and moments on the superstructure. This paper will provide a detailed description of the geotechnical aspects associated with the seismic retrofit evaluation for the 12th Street and 14th Street Viaducts located in Jersey City, New Jersey. The paper will also present a description of the geotechnical investigation program including seismic cross-hole surveys to determine the dynamic soil parameters, including the results of site-specific response spectra for both the 475 and 2475-year events. Liquefaction assessment methodology utilizing an equivalent factor of safety will also be described and the design method used will be summarized. In general, the pile foundation is modeled as 6x6 foundation stiffness matrix with 36 stiffness coefficients at the center of the pile cap. The seismic loading on the foundation is evaluated in a pseudo-static analysis, where the dynamic earthquake-induced loads are presented by static forces and moments. The computer program FB Pier was used to evaluate the foundation stiffness. The moments, axial loads, and shear are input into the FB Pier model. The stiffness of the foundation is determined and the results are then input into the Structural model to determine new forces and displacements. Adjustments are made until the loads are compatible with the stiffness used. The understanding of the geotechnical conditions at the 12th Street and 14th Street Viaducts and the coordination between the Bridge and Geotechnical Engineers were able to provide significant cost saving to the Owner. The Design Engineers were able to retrofit the existing Viaduct foundations with reasonable number of additional piles. It is believed that the results and finding presented in this paper will benefit both the Bridge Engineers and Geotechnical Engineers by highlighting the importance of interaction between the two disciplines.

I am wearing two hats today. When the invitations went out to participate in this forum, two were received in the head office of the Department of Lands and Survey - one addressed to the Director-General of Lands and one to the Chairman of the National Parks Authority. It seemed logical that as the department is responsible to the Government for the administration of the National Parks Act 1952, we should respond by providing one speaker to cover both the department's interests and those of the National Parks Authority. I hope, however, that this will not blur the clear distinction which exists in the context of the mineral industry between Crown land on the one hand administered by the department for the statutory Land Settlement Board and national parks and allied reserves on the other hand which are the responsibility of the National Parks Authority.
