Australia’s ageing population means that by 2050 there will be 2.7 people of working age to support each Australian aged 65 years and over compared with five working people per retiree today and compared with 7.5 in 1970 (Swan, 2010). This means that there is going to be a greater demand on social services – for medical and aged care – from a smaller private income base. How will this gap be met? Australia is fortunate in that it has vast resources of mineral wealth; from iron ore, nickel and gas in Western Australia to the giant copper and uranium deposits at Olympic Dam in South Australia.The prospect of a meaningful profit based tax on this vast mineral wealth has been lost through Australian government’s handling of the issue in 2010 and with an industry fiercely opposed to the prospect of a mining tax. Hence, new ways of thinking are required. This paper looks at the issues facing the implementation of a novel scheme whereby Australia leases the mineral resources it extracts and thus derives income over the decades the metals are in-use in pipes, wires and structures with a premium paid for unreturned material or that used in dissipative applications. Applicable minerals could include copper, aluminium, nickel and rare earths. If Australia simply digs up and sells the metals once, the buyer becomes custodian of that resource and they benefit from controlling the future ‘above-ground’ resource stock.A complementary driver for a leasing scheme is the increasing importance of chain-of-custody following initiatives of the Responsible Jewellery Council with gold and diamonds, now with the potential to extend across commodities. The Australian minerals sector could thus position itself as a premium supplier with high social and environmental credentials.Recognising the implementation challenges, this paper includes a review of how such a system could be enforced to ensure that the metal is tracked throughout its life. It concludes with a discussion of the rates and terms should such agreements hold and suggestions for institutional arrangements for enforcing compliance.

The flotation response of a Pb-Zn sulphide ore from the Rosh Pinah Mine (Namibia) was studied in the presence of inorganic depressants such as sodium cyanide and zinc sulphate. Poor flotation selective was observed in the rougher concentrate of the galena circuit despite the use of excessive amount of sodium cyanide. Batch flotation tests have shown that the use of cyanide alone is not efficient for the depression of sphalerite from the Rosh Pinah ore when milling is carried out according to the current plant particle size distribution. The use of both cyanide and zinc sulphate improved the selectivity between galena and sphalerite much better than cyanide alone. Flotation selectivity is limited by the mineralogical texture of the Rosh Pinah ore sample. Microscopic analysis has shown that the presence of sphalerite in the galena concentrate is also due to poor liberation between galena and sphalerite, especially in the middlings. Hence selectivity could be improved by regrinding the rougher concentrate prior to the cleaning stage. Keywords- Sulphide ores, Flotation, Flotation depressant, Mineralogy.

For the construction of tunnels and other underground structures, extraction of the exact amount of material is of paramount importance both economically and for engineering purposes. In the Sequential Support Method (NATM) immediate (sequential)and smooth support by means of shotcrete, steel arches, lattice girders and rockbolts, either singly or in combination are used; cutting of the precise (albeit sometimes of complex geometry) profile is an integral part of the method. In order to save unnecessary excavation and provide better information to the machine operator, VMT GmbH has developed a system to support precise excavation of the tunnel profile when using road headers or other partial face cutting machines. This paper outlines the principles of this system with examples from Australia, Ger-many, Sweden and Spain and will cite examples of typical savings achieved.

This circular is part II of a series of papers reviewing the literature on air conditioning in mines with particular reference to the health, safety, and efficiency of employees. It deals with the physiological aspects of the principal physical qualities of mine air; part I (Information Circular 7001), chapters 1 to 3, discussed the physiological aspects of the chemical qualities of mine air, especially when contaminated with organic matter and noxious and toxic gases; part III will describe theoretical and practical methods of air-conditioning mines to try to correct or alleviate the conditions mentioned and will discuss the results attained by some of the systems now in use in various parts of tae world. With the present emphasis on the necessity for preserving the health of the Nation's defenders, industrial as well as military, attention should be called to the various conditions that may affect adversely their health and efficiency. One of the most important of these is exposure to abnormal air conditions, especially high temperatures and humidities. Therefore, it is believed that although the data presented here on the physiological effects of exposure to high temperatures cue intended mainly for the mining and allied industries, they are applicable to many other defense industries as well as to conditions present in some activities of the Army and Navy.

The carcinogenic potential of chromium (VI) has been the subject of numerous environmental and occupational studies, from which many regulatory efforts emanated. Besides the regulation of levels of known toxic substances (e.g. Cr (VI)), the classification of dusts for regulatory purposes has thus far depended on broad definitions of particle size, mainly used to distinguish only between inhalable and respirable particles. In the past, ultrafine particles (less than 0.1 µm diameter) (PM0.1) were often regarded as a non-issue, because it was believed that significant doses would not deposit in the lungs. A growing body of scientific data is indicating that ultrafine particles are more toxic than their coarse counterparts. Increased toxicity can be related to the unique dosimetric aspects of the deposition and disposition of inhaled ultrafine particles. Secondly, ultrafine particles have a larger surface area per given mass. The increased surface area can act as a carrier for co-pollutants, specifically transition metals (including chromium) that could form a coat on the particle surfaces during particle formation. This suggests that the presence of ?inert? ultrafine particles in the environment may enhance the potential for exposure to reactive airborne compounds, including Cr (VI). These factors are particularly important when information on occupational epidemiology is interpreted. It is desirable to consider the particle size distribution, for example when occupational exposure to hexavalent chromium compounds is assessed. Since ultrafine particles are more toxic than coarse particles with the same chemical composition, it could be speculated that cancer slope factors might be related to particle size distribution. This is relevant not only to carcinogenic chromium compounds, but also basically for any particle-associated toxicants. In general, the probability of developing health effects associated with occupational toxicants is likely to be higher when these are associated with the ultrafine particle range.

These investigations were conducted to determine conditions for recovery of nickel and copper from Funter Bay, Alaska, sulfide ore and recovery of nickel from nickel-silicate ore, Nickel Mountain, Riddle, Oreg. Samples of Funter Bay cupriferous and nickeliferous pyrrhotite ore, were treated by beneficiation, roasting, electric smelting of roasted are for matte production, chlorination, leaching, and sulfatizing roasting with subsequent leaching. Funter Bay and Nickel Mountain ores were smelted together to produce matte. Total sulfide flotation, followed by magnetic separation of the tailings to recover entrained nickel-bearing pyrrhotite, resulted in the highest nickel recovery in beneficiation tests on Funter Bay are. Overall beneficiation resulted in recovery of 98.5 percent of the copper and 95.4 percent of the nickel in the concentrate that contained 3.5 percent copper and 1.7 percent nickel.

Part I. The interaction between potassium ethyl xanthate and lead salts has been studied thermo-chemically. It is shown that ethyl xanthate reacts with lead carbonate, basic carbonate, thiosulfate and sulfate according to principles of simple chemistry, whereas reactions with lead sulfite, metasulfite, basic thiosulfate and hydroxide at high pH are associated with secondary reactions. A new compound "xanthogen thiosulfate" is postulated. Part 11. Adsorption of ethyl xanthate on galena has been studied quantitatively and thennochemi-cally. It is shown that an ion-exchange mechanism governs the adsorption process and that the heat of adsorption of xanthate on galena is equivalent to the heat of reaction of ethyl xanthate with bulk lead salts. It is concluded that the entropy content of the surface "compound" on galena is different from that of a corresponding bulk lead salt. Alkali depression is in part shown to be due to the instability of the xanthate-galena system at high pH and to the formation of basic lead salts. Sulfate and carbonate ions are shown to have a stabilizing effect on the xanthate-galena system. PARTI. THERMOCHEMISTRY OF ETHYL XANTHATE AND OF ITS REACTION WITH LEAD SALTS In the past little attention has been paid to the chemistry of lead xanthate. It is known that xan-thates form slightly soluble compounds with lead and that suspensions of lead xanthates in alkaline solution decompose rather readily.' The solubility of lead ethyl xanthate is of the order of 2.6 x 10-6 moles per 1. At increasing pH the xanthate concentration of a saturated solution contains more xanthate. Thus at pH 11 this xanthate content is about 100-fold larger than at pH 7.1 Xanthates are known to be consumed when added to a suspension of slightly soluble lead salts such as lead sulfate and lead carbonate. It is unknown to what extent this xanthate consumption is due to a simple chemical reaction because, frequently, observations are made which reveal secondary reaction products in such reactions. Thermochemical study of the reaction between xanthate and lead salts offers a means to clarify the significance of these reactions as the enthalpy changes can be accurately predicted from heat of formation of lead salts in pure solution reactions. In the present work the heats of formation of lead ethyl xanthate from potassium ethyl xanthate and lead salts are determined and some thermochemical aspects of xanthate in solution are studied. The results of these investigations are presented in Part I. In Part II the heat of adsorption of ethyl xanthate on galena surfaces is presented. All enthalpy changes were measured directly in a microcalorimeter. "As part of the Namew Lake project a mill was constructed to treat 1900 tpd of ore grading approximately 0.90% CU and 2.45% Ni to produce copper and nickel concentrates.Nickel occurs mainly as pentlandite and violarite while copper occurs as chalcopyrite. Two main ore types are present1 lower grade disseminated sulphides in a talcose ultramafic gangue and a higher grade solid sulfide with a granitic breccia matrix.Primary crushed ore from underground is treated on surface in a conventional closed circuit crushing plant using 2-stage cone crushing. Crushed ore is conveyed to storage and then fed at a controlled rate to a grinding circuit employing a rod and ball mill with hydrocyclone classification. Rougher flotation separates and cleans nickel and copper sulfides from waste materials followed by a high lime separation circuit to separate the minerals into final concentrates. Dewatering is achieved through use of high capacity thickeners and pressure filters prior to delivery to a loadout area. The crushing and milling control is highly automated.Plant design was based on metallurgical samples obtained from drill cores. After the first year of operations, plant results compared favourably with design projections.INTRODUCTIONThe Namew Lake Project is a joint venture partnership between Outokumpu Mines Ltd. (Canada) and Hudson Bay Mining and Smelting Company Ltd. (60%). The project included construction of a mine and milling complex to treat approximately 500,000 tonnes per year of copper-nickel ore grading o.91% and 2.44% Ni. Known reserves are estimated at 2. 65 million tonnes. The deposit is located approximately 65 km south of Flin Flon (120 km by road) and about 5 km east of the Manitoba-Saskatchewan border. The decision to construct a concentrating facility was made June 15, 1987 and construction started a week later. The facility, designed for 1900 tonne per day throughput, was ready for commissioning in September 1988. Outokumpu Engineering of Finland was chosen to prepare metallurgical flowsheets, select and develop plant layouts, and provide construction management. Kilborn (Toronto) contributed detailed engineering for civil, structural, mechanical and electrical components and outokumpu Equipment of Canada, the design, the supply, and commissioning of the instrumentation package. Hudson Bay undertook the initial metallurgical test work and preliminary design work."

"INTRODUCTION The Federal Explosives Act (55 Stat., 863), as amended, was passed by Congress on December 26, 1941, and became effective immediately; it amended the Act of October 6, 1917 (4o Stat., 385). The purpose of the Act was to regulate the manufacture, storage, use, and possession of explosives in order to prevent sabotage and to assure that explosives and ingredients would not fall into unauthorized hands. Under the provisions of the Act, the Director of the Bureau of Mines was authorized to administer its provisions under the supervisions of the Secretary of the Interior.EXPLOSIVES-CONTROL DIVISIONTo administer the Act, necessary personnel were employed in accordance with the appropriation made from a special presidential fund and later by Congress, and the Explosives Control Division was organized as a part of the Health and Safety Branch of the Bureau of Mines constituting the fourth division of that branch. A central office was established in Washington, D. C., and field offices were designated largely at the offices of the Health and Safety Branch throughout the country, and 50 explosives investigators were employed and assigned to work from these offices under the direction of the district engineers of the eight districts into which the United States is divided by the Health and Safety Branch. The territory assigned to each investigator was based on the approximate amount of explosives stored in that area; however, smaller territories were assigned to investigators stationed near the Pacific coast, which was indicated as critical by the armed forces."

[The Bureau of Mines is conducting an extensive investigation of coal preparation in the Alabama coal fields in cooperation with the University of Alabama and coal-mine operators. In this investigation the drainage characteristics of typical coals from the Warrior and Cahaba n fields were studied. Tire main purposes of this study has been to evaluate no nearly as possible relative influences of certain factors on rate of drainage and to determine whether the drainage characteristics of coals from different beds or from different mines on the soma bed differ materially. A further objective was the development of a laboratory drainage test that would predict approximately the rate at which any coal will drain after having been loaded into a railroad car in a saturated condition. The study has been confined to samples of slack coals - that is, coals from which none of the fine sizes have been removed. The samples ranged in upper size limits from 7/16 inch to 3 inches. It did not seem necessary to study nut and egg sizes, that is, sizes from which the fine coal has been removed by screening, as these lose water so rapidly by natural drainage that they present no serious problem in dewatering after treatment in a washer. The significance of drainage characteristics of Alabama coals is apparent in view of the fact that not less than 70 percent of Alabama?s total coal product is subjected to wet washing before being materials.]

Barrier pillars in underground coal mines could eventually be subjected to a hydraulic pressure head due to the build-up of mine water in the old workings. The pressure head could not only act as a force to destabilize the pillar but also cause seepage flow through the pillar and its surrounding strata. Excessive seepage flow could induce piping failure that in turn could accelerate the mechanical failure process of the barrier pillars. In this paper, finite element simulation approach has been employed in the evaluation of the barrier pillars. Both the stress distribution and the seepage flow pattern in and around a barrier pillar have been simulated numerically. The effects of ground stress on rock permeability to water seepage has been taken into consideration in these simulations.

"INTRODUCTION Determination of the thermodynamic properties of metallurgically important compounds of chromium has been one of the activities of the Pacific Experiment Station of the Bureau of Mines. Earlier reports have dealt with the entropies 4/ 5/ of chromium, chromic oxide, and chromous and chromic chlorides, with the thermodynamic properties of the chlorides of chromium, 6/ and wits the thermodynamic properties of the carbides and oxide of chromium. 7/ Evaluation of the thermodynamic properties of chromite, FeO.Cr2O3, is desirable, as this material in impure form constitutes the only natural source of chromium of any consequence.Two general methods are available for directly determining heats of formation - (1) measurement of heats of combustion and (2) measurement of heats of solution. Neither of these methods is directly applicable at present to ferrous chromite, which accounts for the lack of previous data. Combustion of a stoichiometrical mixture of iron and chromium under conditions prevailing in a calorimetric bomb yields a mixture of iron and chromium oxides rather than chromite. None of the usual calorimetric solution media dissolve chromite at temperatures low enough for solution calorimetry. Sulfuric acid and an oxidizing agent, such as MnO2 or CrO3, are known to dissolve chromite, but the possible calorimetric use of t is medium would require long preliminary investigation. Consequently, recourse must be taken to some indirect method. At the start of the present work, the most promising method appeared to be the determination of equilibria in the selective, reduction of the iron in chromite by hydrogen;"

In the paper the method for estimation of settlement of vertically loaded piles in a group is presented. The method is generally based on the hybrid procedure with non-linear solution for single piles and with interaction between them for the low-strain shear modulus. Some attention is paid to the influence of deformation and strength parameters used in calculations. The applied model is verified in the framework of the research programme carried out recently in the Geotechnical Department of Gdansk Technical University. It concerns monitoring and analysing the settlements of the existing structures on piles. A comparison of calculation and measurements results for two tested buildings is presented as an example.

"Bubble surface area flux (Sb) is the surface area of bubbles per unit time per unit cross-sectional area of flotation machine. The units are: (m2 bubble surface/s)/(m2 cell) or s -1. For bubbles of mean size db (m), s b = 6-Qg/A db where Qg is the gas rate (m3/s), and A the cell cross-section (m'). This parameter is now receiving wide attention as the possible key machine variable in flotation diagnosis and modelling. The concept is described and the potential use of sb is illustrated by work on flotation columns and mechanical cells. In column flotation of recycled paper, the dependence of ink recovery on s b was the same regardless of size of column or type of sparger. In mechanical cells, it has been established that the rate constant is related to Sb independent of impeller type.The use of s b is limited by the problem of measurement, primarily that of estimating db. A prototype probe designed to estimate db (and hence sb) based on conductivity measurements is described. Exploratory work with the probe in a mechanical cell suggests the promise of making estimation of s b routine.INTRODUCTIONFlotation is the result of interaction among variables associated with the feed particles, chemistry and the machine (flotation cell). Trying to isolate the effects of each aids in process diagnosis and is at the centre of attempts to model flotation. The machine variables that have been investigated include the air flow number, the power number and specific power (Harris, 1976). None have survived as the basis for predicting flotation response perhaps because they did not include directly the properties of the bubble swarm (or dispersion). Recently, Gorain (1 997) explored the relationship between the flotation rate constant and various ""gas dispersion"" parameters notably: superficial air rate (Jg = Qg/A, where Qg is the volumetric gas rate and A is cross-sectional area of cell), bubble size (db), gas holdup (Eg, i.e., the volumetric fraction of a cell occupied by gas) and bubble surface area flux (sb = 6.Jg/db). Of them all, Gorain et al. (1997) conclude that the latter, the surface area flux, correlated best with the flotation rate constant. This concept was adopted from column flotation where it was used to estimate, among other factors, the maximum amount of gas that could be injected (Finch and Dobby), 1990). Let's start by reviewing the concept. Following that some examples of where the concept has been applied will be described to illustrate the current interest and finally we will consider how to measure the surface area flux."

"INTRODUCTION In compliance with those provisions of the organic act establishing the Bureau. of Mines which relate to improvement of health conditions of persons engaged in the mining, preparation, or treatment of mineral substances, sanitary surveys have been made of towns and villages housing the coal miners, metal miners, and mill and smelter employees of Utah.The purpose of the surveys is to afford studies of conditions prevailing in the various mining and smelter towns so far as concerns housing, water supplies, sewage disposal, refuse disposal the handling of foodstuffs, general sanitation, wash and. change houses, and the control of preventable diseases, all of which directly or indirectly have a bearing on the health and efficiency of employees and their families. Certain other factors have been added to the general sanitary surveys such as school and recreational facilities, which have a decided influence on contentment and efficiency. Through comparisons of favorable and unfavorable conditions and practices, and the dissemination of such information, improvements can be effected which will benefit both the employees and the employers.ACKNOWLEGMENTSAcknowledgment is made of the many courtesies shown by the officials of companies and towns visited. "There has been considerable output over the last three decades from the social sciences concerning man and his working environment. In the mining industry at large, however, authoritarian, hierarchical control systems remain the norm, and it can be argued that something less than optimum effectiveness in terms of both productivity and worker satisfaction has resulted.Recently (/975), Campbell Chibougamau Mines Ltd. devised a most interesting organization and incentive system that links the underground production of a standard ton of mined output at controlled grade to an incentive payment scheme. A parallel scheme in the mill complex is based on maximizing recovery of copper and gold from available feed. A key part of both minsystems is the formation of groups who have considerable autonomy, particularly when compared to the still prevalent traditional mining industry relationships between the worker and supervisory levels.This paper traces the development of Campbell Chibougamau's system . Attention is drawn to qualitative and quantitative measures of the success of the method through the commentary of those miners involved in the scheme, and by reference to the favourable records on productivity, absenteeism, safety, turnover and grievance activity.IntroductionPyramidal or hierarchical management control systems, coupled to piece-work incentive schemes, predominate throughout Canada's underground mining industry. Although specific details of such systems vary from site to site, they , are generally understood and accepted as fact by the majority of the work force.Normally, a front-line supervisor (shift boss) directs a number of workmen and assigns them to tasks and working locations commensurate with their abilities, knowledge, training and skills. This front -line supervisor may direct or supervise from as few as 12 to as many as 75 or more workmen. He issues orders according to his assigned production objectives and ensures that these directions are fulfilled in accordance with standard mine practice . Several shift bosses are usually directed by a mine foreman or mine captain. The mine captains report to a general foreman or directly to the mine superintendent or his assistant, depending on the size and scope of the operation."

It is a great honour to be privileged to address The Institute for a second time as President and I appreciate it more than I can say. Eight years ago in Hobart I tried to cover the development of the mineral industry in Tasmania. That was a general subject. Tonight I want to be more specific - I propose to talk to you about rutile.The choice of subject for a Presidential Address is never easy. One is addressing an informed audience and the best one can do is to try to crystallize a particular subject and to present it in a form that willbe of interest to those who listen.I looked carefully at the addresses given by our Presidents over the past seven or eight years. The titles are impressive, the content excellent, and the length, as published, much greater than I had hoped.It is therefore with some trepidation that I have chosen as a subject one only of the three crystal forms of titanium dioxide. This subject is not as limited as may at first appear.There are two aspects with which I can deal - the mineral itself, which has become familiar as the major product of the East Coast beach sand operations, and the lesser-known "synthetic" product, which is the major pigment in almost all the white paints in common use today, and in cosmetics and white-walled tyres and toothpaste, and even the better types of fine papers. The synthetic form of rutile is' the "whitest"of white pigments.

Recent advances in GPS, machine guidance technology and telemetry allow an unprecedented level of control of surface mining operations. GPS technology can now locate the bucket of a shovel or the blade of a dozer within 50mm (2 inches).Some of the outcomes possible are: precise selective mining – even when the ore is visually indistinguishable from waste: tracking grade and tonnage of every ore parcel through the mine: real time productivity monitoring: detailed post accident safety analysis: tracking the movements of every piece of equipment. This paper will consider the contribution that GPS based machine control systems can make to ensuring that surface mining projects deliver the outcomes promised in the feasibility studies. Case studies of installations are presented.
