It's indeed a pleasure for me to speak to you today about the development and operation of large-scale surface coal mining projects in the western United States. It is an exciting story about American business working to solve a critical national problem -- the energy shortage -- through research, new technologies, financial innovation, and imaginative management. The North American Coal Corporation -- the second largest independent mining company and ninth largest United States coal producer -- is proud to be a part of this story. Our operations in North Dakota reflect the coal industry's Western activities. So, today, I would like to focus on our planned involvement in that state. I'll briefly survey why North American is developing large- scale surface mining in North Dakota, and I will outline the many problems associated with this coal development and how we are working to solve them. Finally, I will look at the financial and management techniques we are using to make it all work. In short, I'm going to present a case study of Western coal mining. Let's begin by looking at the reasons we are in North Dakota. The United States Bureau of Mines estimates that 44 per cent of the nation's total recoverable coal deposits underlie the three Northern Great Plains States of North Dakota, Montana, and Wyoming. We estimate that North Dakota alone has about 25 billion economically surface-mineable tons of coal with today's technology. North Dakota has the energy that could keep our factories running and our homes lighted In the years ahead.

One of the primary areas of computer application in mine ventilation has been the analysis of mine ventilation networks. A variety of network analyzers that are aimed toward the solution of flows in a given network has been developed. These programs typically use the Hardy Cross or other iterative algorithm for solution of any network, even those that are complex. The computer software has become more efficient and sophisticated over time and has thus been widely adopted for ventilation network analysis. One of the shortcomings of these programs is that they have been developed with the idea of analyzing the ventilation requirements at a single point in the lifetime of a mine. This provides the ventilation engineer with an important tool for analysis but falls somewhat short of providing a convenient means to economically com- pare alternative methods for ventilating a mine. The program described in this paper provides such a tool. The principal concepts that were necessary for the completion of a computer program that analyzes ventilation alternatives is the capability of efficiently determining the ventilation requirements at a variety of times during the lifetime of the ventilation system and some method of analyzing the costs of the alternatives on a realistic comparative basis. To accomplish this task, the authors began using Penn State's mine ventilation simulator designated as PSU/MVS, Didyk et al. (1977a, 1977b) and added the necessary additional software to accommodate the need for multi-period, time-dependent analysis of the net- work. The software was then tested on a coal mine ventilation problem with a 23-year life. The problem points out the value of such a program for ventilation analysis.

Under drastically deteriorated situations, diesel equipment was introduced to some of local coal mines, aiming at higher productivity and better safety. To accommodate various diesel equipment in conventionally developed mines, mining system itself had to be modified; much larger trackless haulage ways were excavated. Possible health hazards of diesel not taken into account at the beginning become a serious concern and effective control measures are being searched for. The purpose of this paper is to study the diffusion characteristics of diesel exhaust in local coal mines. One of the parameters affecting dispersion of diesel contaminants is the coefficient of turbulent diffusion. Since CO2 is known to be closely correlated with other contaminants such as CO, NO, NQ, SO2 and RCD, it was chosen as a tracer gas in a series of dispersion experiments. A large diesel passage as well as a conventional track haulage way were the sites for the experiments. Rectangular dispersion pulses were generated for 30 ~60 seconds and CO2 concentrations were recorded at several locations 50~190 m downwind. The diffusion coefficients calculated graphically vary between 0.10~0.48 m2/s at both haulage ways. The results are analyzed to find any correlation with the air velocity and the distance from the disperser. Water from the Forest Queen mine adit near Silverton, Colorado drains into a natural wetland. Because the pH of the water averages 5 and the iron concentration averages 18 mg/L, it was thought that the wetland might naturally treat the water. Of most concern with respect to the aquatic environment is zinc whose concentration averages 0.60 mg/L. Starting in October 1997, the surface waters, ground waters in the peat substrate, and the sediments in the wetland were sampled and analyzed four times over the course of four months. The adit water primarily remains as surface water where Fe, minor amounts of Al, and no Zn are removed. After the adit water enters the peat, then it is found that the pH rises to 5.8-6.5 and sulfate is reduced. The removal of Zn and A1 is caused by these two changes. However, Fe in its reduced state is quite soluble and may be remobilized in the reduced environment of the peat.

Today, the two major operating costs of rubber tired off-road equipment are diesel fuel and tires. Mine Management has minimal control over the ever accelerating diesel fuel costs. However, they can exercise control over abnormal tire costs. Fortunately, with available technology and cost analysis methods, experience shows us the outlook for controlling tire costs is encouraging. Most earthmoving operations using off-road, rubber tired haulage and support equipment have abnormally high total tire costs. These costs, utilizing Tire Information Management, have been reduced more than 30%; 20% can often be guaranteed. Management Apathy on the subject of tires in a complex mining operation perhaps can be understood, but management apathy applied to an abnormally high operating cost, of which tires are, begs for a solution.' Tires have been professionally neglected for many years in most mine operations. This is exemplified in the January, 1982 issue of Mining Engineering by Charlie Son in his article Reducing Earthmoving Tire Costs. He compared the efforts to improve diesel engine costs to the same efforts given to earthmover tires.

In the Gold-Cyanide Process (GCP) the cyanide anions act to solubilize the gold and silver present in the ore, and mercury as well. The resulting mercury and cyanide rich effluent are serious health and environmental problems. Currently, there is no mercury treatment from the ore leach solution since there are no precipitating agents or other technologies which can be used effectively in the pH ~ 10solutions. Recently, however, we have developed a new chelate ligand that is impervious to this level of pH and it can be used to precipitate Hg from NaCN solutions. On an actual sample taken from an active gold mine the chelate selectively reduced the mercury level from 34.5 ppm to 0.008 ppm within 15 minutes. Importantly, the gold and silver levels remained unchanged throughout this process. Thus, the environmental impact of Hg released in the GCP can be drastically reduced. Moreover, with a mercury treatment technology now available it may be possible to change, or reinvent, the entire GCP process.

Mining in the Coeur d'Alene Mining District has been going on for over 100 years with a long- term continuation very likely. Mining is presently carried out at depths below the -5000' horizon. As mining continues at ever increasing depths, higher in-situ rock stresses and subsequent rock deformation is encountered making mining costly and hazardous. To provide access for men and materials in such areas, a wooden raise preparation structure is typically built. Although these structures provide adequate support and access, they have proved to be very costly to construct and maintain.

Acid mine drainage (AMD) can occur as a natural phenome­non through oxidation of sulfide minerals. Oxidation by air and water can be exacerbated by mining. Because AMD can exhib­it low pH, it is capable of extracting heavy metals from mineral deposits. The result is highly acidic drainage with elevated heavy metal concentrations - the combination of which can cause extensive environmental damage. Because of the importance of these factors, this paper is focused on sulfate based AMD. Due to widespread mining, the occurrence of AMD is ubiqui­tous. As a result, several approaches to treatment have been developed. Chemical treatment using alkali is most commonly employed to treat AMD. There are alternative methods of treat­ment, as well as alternative ways of handling treatment sludges or concentrates. Dewatering of sludge or concentrates is beyond the scope of this paper. Within the family of chemical treatment processes, there are three principal recognized methods, namely, "Conventional," "High Density Sludge" (HDS) and "Heavy Metals Removal Process" (HMRP). All three are now employed or specified for treating AMO at mining sites which are being reclaimed under Superfund. Only limited data are available for more specialized chemical treatment processes such as "ferrate", borohydride membrane and electrochemical methods. Therefore, these data are not included here. Performance data for these three processes are presented in this paper and comparison among them is made. Comparisons include consideration of water quality, sludge characteristics, and operational ease. Capital and operational cost comparisons of these processes were addressed in a previous paper by the authors (see bibliography). The results presented here are impo1tant not only to metals mining, but are also applicable to other industries experiencing metals-laden acidic wastes including: coal mining and prepara­tion, metal plating, and electronics circuit board manufacturing. The acceptance of any process should be based on bench scale demonstration before implementation is contemplated. The three processes included herein are discussed in relation to the particular sites at which they are in use, or their use is planned. The sites selected were representative of the various types of processes and the wastewater parameters.

The Hill is a cyanidation plant with flotation and roasting. The grinding and treatment have at the present time a capacity of 1400 tons of ore per day and the precipitation has a capacity of 6000 tons per day. The ore is delivered by a 36" conveyor belt and tripper to 8 mill bins having a capacity of 6000 tons. The ore from these bins is discharged onto 20" gathering conveyor belts which are regulated with p.i.v. speed changers to control the belt weight. A weightometer determines the tonnage milled. The feed enters the 8' x 12' rod mill through a rubber lined chute and the product is discharged through a launder to a 7' rake classifier in closed circuit with 10' by 6' hardinge ball mill. Lime slurry is added at the rake classifier to give a strength of .30#/ton. The classifier sand is fed into the ball mill with a scoop feeder and the mill discharge flows in a launder back to the classifier. The classifier overflow is pumped to a 24' by 12' bowl classifier in closed circuit with a 8' by 15' regrind mill. The bowl classifier sands are fed to this mill and the mill discharge is pumped back to the bowl. The bowl overflow at 8% - 200 mesh is the final product from the grinding circuit.

The discovery and development of explosives mark one of the most important findings in the history of civilization. Without explosives our vast economic enterprise concerning the mining of coal, copper, iron, aluminum, and various other ores could not function. Explosives are used in all kinds of construction works, in the razing of old buildings, blasting of trenches, driving of tunnels, and in many other instances common to our everyday life. For these reasons explosives are rightfully referred to as the forerunner of progress. An explosive may be defined as a substance (usually a mixture) that, when flame or shock is applied, yields readily to rapid combustion or oxidation, accompanied by the formation of such relatively large quantities of gases as to produce much violence and pressure which, in turn, react against their surroundings and cause what is termed an explosion. By their very nature the action of explosives is destructive and disruptive of adjacent materials. Decomposition of explosives can occur through deflagration, which is rapid burning or combustion, as in the case of black powder, or through detonation, which is an almost instantaneous disruption, as in the case of dynamites and blasting agents.

INTRODUCTION In 1973, the Federal Highway Administration (FHWA) initiated a 10-year program of research on tunneling technology for future highways as a part of a larger Department of Transportation effort on tunnels. The objectives of the FHWA program are to: improve tunnel design technology, reduce costs, minimize adverse environmental impact due to construction, increase the rate of construction, and assure the maintenance of a safe and attractive tunnel environment. The program is divided into four research tasks designed to solve tunneling problems identified by the engineering and field offices of the FHWA. These tasks are as follows: 1. Cut-and-Cover Tunneling 2. Site Investigations 3. Ground Movements - Prediction and Control 4. Highway Environmental Criteria for Tunnels In order to provide input into Tasks 2 and 3, the FHWA is sponsoring an investigation and testing program by the U.S. Bureau of Reclamation to instrument and monitor two sites in the second bore of the Eisenhower Memorial Tunnel located on Interstate Highway 70 at Loveland Pass approximately 97 km (60 miles) west of Denver, Colorado. The tunnel will be approximately 14.0 m (46 ft) in diameter when excavated. Mine Development Associates, Inc. was formed in March of 1987 to provide mine engineering assistance to the mineral industry. To be competitive with other firms, Mine Development must be able to provide quick and accurate ore reserves and mine plans for clients. Commercially available mining software was necessary for Mine Development to assist the client. This paper describes how Mine Development chose mining software, the time involved in getting up to speed, and several case histories of how the software is used. A new class of thionocarbamates, O-alkyl-N-allyl thionocarbamate (III), has been found to give better metallurgy than 0-isopropyl-N-ethyl thionocarbamate (I) for a number of sulfide ores containing copper, lead, and zinc. Data on the results of flotation tests with several such ores are presented. The improved metallurgy is believed to be due to the participation of the allyl double bond in the complex formation of the thionocarbamate on the surface of the mineral.

Railroads are cost competitive with trucks for hauls greater than 500 miles - WRONG. Today I will tell you about many rail movements of less than 100 miles throughout the country. Rail is a short haul transportation alternative you must consider. Transportation today is the largest controllable cost in the total cost of production of goods. In fact it is the one cost area where aggressive management, using new tools, can achieve significant reductions. You can't control the price of metals in the world market, you can't control labor rates since they are tied to industry norms, and the price of raw materials are relatively insensitive to specific price reductions to your firm. Transportation is the one area where major savings are now being realized. Sample Movements First, I will give you several examples of short haul rail moves to make you a believer that they do exist. Then I will show you the reasons why railroads suddenly "like" short hauls.

A core from the La Camelia attapulgite mine in north Florida was studied in detail to determine the detailed vertical variability and the relations of the various parameters. The structural, textural, mineralogical and chemical data indicate there are two major depositional cycles represented within the minable interval. The sediments deposited during the two cycle differ in detail but in general are similar. The environments of deposition grade from shallow marine to lagoonal to tidal flat to marsh. The sedimentary structure (lamination, burrows, pebble conglomerate), mineralogy (attapulgite, montmorillonite, sepiolite, dolomite, calcite) chemistry (Al, Mg, Fe) are closely related to each other and their nature is determined by the depositional environments. Most of the clay minerals and carbonate minerals are authigenic and are therefore particularly sensitive to environmental differences. The variability and environmental features seen in this core are characteristic of the sediments in the general attapulgite mining area. A detailed understanding of the relationships discussed should be of value in prospecting, mining and processing.

A computational fluid dynamics (CFD) program was applied to fire spread along combustibles in a ventilated mine entry. The rate of flame spread was evaluated for the ribs and roof of a coal mine entry; timber sets; and a conveyor belt. The CFD program models char forming materials with temperature dependent thermal properties. The program solves three dimensional time dependent flow equations with a mixture fraction model for the gas phase reactions. Radiant heat exchange is evaluated for non-scattering gas. The CFD program predicted a flame spread rate of 0.0145 m / s for an actual coal mine fire in which the estimated flame spread rate was 0.0086 m / s. This overestimated flame spread rate was a possible consequence of the presence of inert materials in the mine entry’s roof and ribs. CFD fire spread rate predictions of 0.043 m / s and 0.73 m / s bounded the measured value of 0.27 m / s for fire spread along Douglas Fir timber sets in a tunnel.

This paper discusses the actual recovery and installation of a longwall in a bituminous coal mine in Western Pennsylvania. The coal bed mined is in the Lower Freeport seam which averages 42 inches (1.07m) in height locally. Drainage from the mine is approximately 3.5 million gallons of water per day (13.25 million liters per day). This water deteriorates the mines predominately fire clay bottom making it extremely difficult to move equipment. Support removal is accomplished by pulling the 6 ton (5443 kg) shields out under their own hydraulic power and transporting them by track over four miles (6437m) co the next longwall panel. This paper also discusses the changes that will be made to aid in the succeeding longwall recoveries and installations.

Pre-concentration by sorting is as old as the mining industry. Inevitably waste rock is broken with ore. Separation may take place in the stopes by selective mucking and transport, or selective loading and transport of ore and waste by 12-cu, yd. shovels and 100-ton trucks in large open pit operations. Hand sorting of 1" to 16" pieces, formerly widely practiced at underground chutes and prior to or following first stage crushing, has greatly diminished in the United States with its high per hour labor cost, although still widely practiced in other countries and, surprisingly, in some of the most modern mills where inexpensive labor is available. The economics of pre-concentration by sorting is attractive since elimination of waste at any cost less than the total milling cost will show a profit. The size at which sorting should be under- taken is determined by the size at which liberation is secured to yield a product of ore and waste, and greatly influences cost and the point in the flowsheet where sorting can be undertaken. In some instances mining costs can be reduced where an inexpensive sorting system to eliminate waste is combined with a less selective and less costly mining method. This is particularly true in deep mines where hoisting capacity determines the rate of extraction and sorting is performed underground, with waste utilized for fill. Hand sorting, while efficient, is expensive because of low sorting rates. Peale (1) quotes man hour capacity at 1/3 ton per hour on sizes 3/4" to 3" copper ore, and up to 5 tons per hour on rich iron ore sized from 4" to 16".
