Synthetic fuels will be the first major development effort to feel the effects of a new set of opposition forces. These confrontations will not be of the same variety as those which occured in the 1970s. Instead the synfuels industry, particularly in the West, will find itself confronting a new coalition of local political, community, and state spokesmen. They will oppose synfuels because the projects will represent a threat to existing lifestyles, political structures, taxes, social life, water rights, economics, and other politically sensitive considerations. In short, they mean change -- usually dynamic, full of unknowns and always threatening. The battles themselves may be fought technically over environmental issues, law and regulations; often these will be the instruments of the opposition. The real underlying problems will likely lie much deeper. In many cases environmental groups will be enlisted as the standard bearers; however, this approach may simply reflect the fact that environmental objections are convenient or at times the only tools at hand.

The Electroslurry TM electrowinning concept has been incorporated into a process flowsheet for recovering copper from smelter flue dusts. The process has averaged 96% recovery of the copper as high-grade electrowon while at the same time removing a majority of the impurities that degrade drawn copper as a result of recycling flue dust and liberator cathodes: The dust is processed through several stages consisting of leaching, copper precipitation, Electroslurry TM electrowinning and waste liquor treatment. The process may be integrated into a smelter operation and become an effective and feasible means of maintaining good product purity.

A Mark IV surface force apparatus (SFA) was used to conduct direct force measurements between mica surfaces in dodecylamine hydrogen chloride collector solutions at varying pH levels. It was found that long-range hydrophobic forces reach a maximum at pH 9.5, which also corresponds to the maxima attained by the contact angle and flotation recovery of quartz. The charge densities are comparable on both mica and quartz surfaces (0.40 to 0.48 nm2), making it possible to draw conclusions on the flotation of quartz from the direct force measurements conducted on mica. Therefore, it may be suggested that, in the pH range of 8.0 to 10.3, the maximum flotation recovery of quartz may be attributed to the appearance of a long-range hydrophobic force, which, in turn, can be related to the formation of a close-packed monolayer (or hemimicelle) in the presence of neutral amines formed as a result of hydrolysis.

Pará Pigmentos S.A. (PPSA) is an association between the Brazilian companies CVRD and CADAM, Mitsubishi Corporation of Japan, and the IFC (World Bank) created in 1992 in order to recover kaolin from Rio Capim deposit, northern Brazil. Commercial production at PPSA started in August 1996 using a process comprising mining and beneficiation at the mine site, pumping through a pipeline and drying/loading at the port site on the Amazon river estuary. Presently, all PPSA production is concentrated on 82% <2um, high-brightness coating clay shipped in bulk. In this paper, a detailed description of the development of PPSA beneficiation process is presented. The results of laboratory and pilot plant studies under- taken to develop alternative grades of clay, such as delaminated and calcined kaolins, are also discussed.

At the East Sullivan site, pore-waters underlying a wood waste cover that prevents sulfide oxidation are characterized by an anoxic environment, abundance of dissolved organic substrates, and near neutral pHs. Such conditions favor sulfate reduction and base metals precipitation as sulfides, as well as carbonate-metal precipitation. Pore-water composition from 1992 to 1998 shows a significant Fe2+ decrease. Therefore, the restoration strategy of that site capitalizes on these alkaline and reductive properties. Since 1998, a novel treatment of acid effluents, based on the recirculation of water discharged around the impoundment through the organic cover, is tested on the site. Available data gathered in 1998 and 1999 shows that the pH of recirculated water flowing within the wood waste cover increases by 2 to 4 units and that Fe,, concentrations decrease by a factor greater than 6.

Although calcium sulfate dihydrate, commonly referred to as gypsum, has been utilized for some time in fiberglass reinforced polyester (FRP) applications, it does not have the fire retardant filler recognition of ATH. Gypsum is more commonly known for application in cement, soil and water treatment, plaster, and wall-board. Inherent characteristics of gypsum limit its use to low temperature and, until recently, non-aqueous applications. However, as a plentiful, naturally occurring hydrated mineral, the cost effectiveness of calcium sulfate dihydrate has prompted development and yielded success in the areas of FRP spray-up and latex carpet backing.

Variations in flotation rate by particle size and specific gravity have been investigated for three different bituminous coals. The flotation rates for various components were determined by separating the products of bulk flotation into size-specific gravity fractions. The effects of feed size and reagent addition on the flotation response of individual size-specific gravity fractions were evaluated.

A new high intensity grinding technology has been developed and is now being commercialized by Hicom International of Australia. This has led to the development and manufacture of Hicom 120 grinding mills which are now being sold internationally for a range of mining industry applications. The first commercial process application has been for the diamond sector, where the ability of the mill to remove host kimberlite rock by attritioning, with no damage to the thereby liberated diamonds, is seen to be a most beneficial attribute. There are, however, many other mineral industry applications for this mill.

Geological, hydrological, and geochemical information synthesized in a Geographical Information System (GIS) for water and rock surrounding South and Middle Forks of Mineral Creek, northwest of Silverton Colorado, was analyzed to distinguish between the natural and the mining-related sources of metals to dace waters in the watershed An important natural source of metals to surface water emanates from a porphyry molybdenum deposit south and upslope from the Middle Fork of Mineral Creek. Interaction of surface and ground water with fractured, altered rocks and permeable, Quatemay-age surficial deposits produces downstream water quality that does not meet current State of Colorado water quality standards for metals and pH. GIS site characterization and three-dimensional modeling distinguish surficial deposits as volumetrically substantial, significant sources of naturally occurring metals that strongly influence water quality and complicate ongoing mine-site mitigation efforts. Our findings indicate that regional hydrologic and geologic information needs to be evaluated before realistic water quality guidelines are established and mitigation recommendations are confidently implemented.

The dissolution kinetics of gold in iodide solutions with oxygen in an autoclave was investigated. The leaching process was described by a gas-liquid-solid heterogeneous reaction. The effect of stirring speed, temperature, partial pressure of oxygen, and concentration of lixiviants on the overall leaching rate was investigated. It was found that the dissolution of gold was limited by a heterogeneous chemical reaction. The apparent activation energy was measured to be 34.7-54.3 kJ/mol under the conditions studied. Experimental findings were in good agreement with the kinetic model proposed.

The present study reports a processing route to recover metals from integrated circuits of discarded random access memory (RAM) units containing ~ 66% printed circuit boards and ~ 33% integrated circuits. The integrated circuits are manually separated, grounded, classified, and subjected to water fluidization for the effective separation of metals. The significant separation was achieved via water fluidization, and the underflow fraction was magnetically separated. The magnetic fraction was thermally exposed in a muffle furnace, and the process optimization was carried out using a Box-Behnken statistical design. The detailed characterization at subsequent steps significantly aids the understanding of metal-plastic separation and enrichment. A concentrate containing 97% metals (Fe-59%, Ni-9.5%, Cu-7.7%, Sn-13.4%, Pb-5.6%, Ag-1.6%) with 96 wt% recovery can be recovered from discarded IC units. The process pursued is simple, adaptable, and environment-friendly, and the product can be used in conventional smelters.

The design and effectiveness of ground consolidation to regain stability of longwall faces vary widely and are often based predominantly on-site precedence or what were considered successful applications at other sites in similar situations. Little is known regarding product migration characteristics or change in rockmass conditions as a result of the application of consolidation chemicals. This paper presents the in-situ testing rationale designed and implemented recently across several longwall operations in the Bowen Basin, Queensland, Australia to provide quantitative measurement of the actual zone of influence of various resin injection products. Product migra- tion was physically measured by monitoring the change in rockmass temperature as a result of the exothermic chemical reaction of the various strata consolidation chemicals used. In conjunction with strata coring and Lugeon transmissivity testing pre- and post-injection to characterise the improvement in rockmass conditions due to consolidation product injection. The results of the testing programme, migration measurements, and rockmass assessment are presented, along with a discussion on how site- based Rock Mechanics Engineers can incorporate the data into the design of strata consolidation plans.

"INTRODUCTION The Long Baseline Neutrino Facility (LBNF) Far Site Conventional Facilities are proposed to be sited at the Sanford Underground Research Facility (SURF) located within the former Homestake Gold Mine in Lead, South Dakota. The project involves excavation and support of three large caverns which will house four 10 kT fiducial volume liquid argon (LAr) neutrino detectors and cryogenic equipment, as well as numerous ancillary connecting drifts and chambers. This paper describes the geological setting of the project, the geotechnical investigation undertaken nearly a mile underground and the challenges associated with collection of reliable data in a high stress and geologically complex environment. The layout for the new facility will be presented, along with a description of some of the constraints that will impact construction, including shaft access and working within an operating research facility. THE LBNF PROJECT The global neutrino physics community is coming together to develop a leading-edge, dual-site experiment for neutrino science and proton decay studies, the Deep Underground Neutrino Experiment (DUNE). The facility required for this experiment, the Long-Baseline Neutrino Facility (LBNF), will be an internationally designed, coordinated and funded program, comprising the world's highest-intensity neutrino beam at the Fermi National Accelerator Laboratory (Fermilab) in Batavia, IL and the infrastructure necessary to support massive deep underground cryogenic detectors 800 miles (1,300 km) downstream at the LBNF Far Site at the Sanford Underground Research Facility (SURF), in Lead, South Dakota. The Deep Underground Neutrino Experiment is expected to achieve transformative discoveries, making definitive determinations of neutrino properties, the dynamics of the supernovae that produced the heavy elements necessary for life, and the possibility of proton decay. Neutrinos created by the LBNF beamline will travel on the 1,300 km (800 mi) path shown in Figure 1 leading straight through the earth's crust to intercept DUNE's massive, cutting-edge neutrino detector at the Sanford Lab. No tunnel is needed as neutrinos pass easily through soil and rock rarely interacting with the matter. The DUNE far detector will consist of four modules, each of which will be housed in a cryostat containing 17,000 metric tons of liquid argon target material, providing a 10kT fiducial volume. The LBNF Far Site Conventional Facilities project will excavate and fit out a set of four caverns 4850 ft underground in which to place them."

Commercial development of the mineral resources of southwestern Missouri began about 1850 and spread into southeastern Kansas and northeastern Oklahoma, forming the Tri-State Mining District with Joplin as the urban center (fig. 1). The value of the Tri-State mineral production from 1850 to 1950 exceeded one billion dollars, and until 1945 the region was the world&apos;s leading producer of lead and zinc concentrates, accounting for one-half of the zinc and one-tenth of the lead produced in the United States (Gibson, 1972 1). By 1950 most of the rich ores had been extracted, and mining and milling operations declined during the 1950&apos;s and ceased in the 1960&apos;s. The sulfide minerals, mainly galena and sphalorite, were mined from cherty limestones at depths of 25 to 75 m (meters). Crude ores were brought from the mines to the surface where they were milled into lead and zinc concentrates. , Barren rock was discarded in piles while the ore-bearing rock was crushed and ground into fine gravel. The minerals were separated from the rock by a jigging process and the tailings were skimmed off and discarded in large piles. Ground-water flooding of the mines was controlled by constant pumping. When pumpage declined in the 1950&apos;s and 1960&apos;s tile abandoned mine drifts and shafts filled with water. At present (1977) numerous tailings piles and flooded mines remain as visible evidence of the mining era and as a threat to the quality of ground and surface waters of the area. In 1976 the U.S. Geological Survey in cooperation with the Ozark Gateway Council of Governments made a study of the effects of the mines and tailings piles on water quality in the Missouri part of the Tri-State District. The study area covers approximately the southwestern quarter of Jasper County, an area of about 725 km2 (square kilometers), and is bounded by long 94 o 15&apos; w.&apos; and the Missouri-Kansas state line, and lat 37 o 15 N., and the Jasper-Newton County line.

"The tunnel sector is excavated into a rock mass heavily affected by tectonics, defined as a regional fault. The rock around the tunnel support undertakes the non – elastic deformation and gradually detaches from the rest of the non affected rock mass, moving inside of the excavated area and tending to fill up the whole space. The initial solution of using stiff support consisting in double steel ribs I12 with circular shape in the upper part and straight vertical pillars in the lower part has proved to be inadequate. Based on the calculations of the subsidence phenomena and a mathematical model, the proposed alternative support was provided by special circular steel ribs – SG-23 –that allows a limited rib deformation (by relative slip between the arch segments) in order to mobilize the contact between the rock contour and the inner face of the rib - not only for the deformed rib but also for the neighboring ribs. 1. INTRODUCTION Hydropower development of Jiu river in Romania, in the narrow gorge sector includes two diversion HPP and a small hydro plant that provides the minimum required flow downstream: CHE Dumitra , CHE Bumbesti and MHC Livezeni (Table 1. Hydropower parameters).The Livezeni intake reservoir is provided by a gated dam located 1250 m downstream of merging point between Jiul de Vest river and Jiul de Est river. The dam is equipped with three radial gates with flap gates with a span of 12 m each and the height of (6 + 3) m. In this paper, the precise definitions for a number of commonly used subsidence parameters are given. The subsidence parameters have been determined using an integrated approach for 110 subsidence cases collected in the major US coal fields. Attempts have been made to establish empirical formulae for the parameters. The results of this study indicate that some traditionally-held concepts should be changed.

Economic geologists faced with the task of evaluating phosphate rock deposits find it necessary to deal with a unique and a lengthy list of geologic, chemical, and economic factors before they can determine whether the deposit does, or does not, constitute "ore". The underlying fact is that phosphate rock concentrate sells at a price per ton that is among the lowest for all mineral commodities. A recent going price for a standard grade (i.e. 72% BPL) phosphate rock concentrate F.O.B. Tampa is $6.00 per long ton. This compares with sand and gravel&apos;s price of about $5.00 and $8.00, respectively, per ton. In the case of many, if not the great majority of mineral deposits, the evaluating geologist needs to concern himself principally with the fundamental and classic considerations of tonnage and grade. Barring some very unusual metallurgical problem any geologist that finds say 50 million tons of 1% copper rock, or substantial tonnages of 0.7% U308 sandstone, pretty well knows he has an ore body! Certainly the evaluation of phosphate rock starts with tonnage and grade. Any rock with less than about 10% P205 in the ground is generally ruled out as ore, on the basis of grade alone. Since nearly all phosphate rock operations must be of the large-tonnage, low-unit-value type, the tonnage of new reserves, to be considered as "ore", ought to be in the 100-million + class. In 1986, Gold Fields began negotiations with a large Nevada electrical power utility to supply power for its Chimney Creek mine in northern Nevada. After the long negotiations reached an impasse over various costs associated with the power line, a decision was made by Gold Fields to generate its own power. Self-generation is not uncommon overseas, but it is rare for any but very large or very small operations in the United States. Surprisingly, under certain conditions a mine can generate its own power profitably, and Gold Fields has found that the associated operating and maintenance problems are minimal. The following report details what factors went into this decision and how it works. Hopefully, it can serve as a guideline for those who may find themselves in a similar position. History In the spring of 1986, Davy McKee Corp. was contracted by Gold Fields Mining Corp. to provide design engineering and construction management for the chimney Creek Mine. Chimney Creek is located about 50 mi northeast of Winnemucca, NV in a remote part of Humboldt County. The nearest industry using utility power was the Pinson Mine, about 13 mi from the proposed plant site. The existing electric line was not capable of carrying another mine the size of Chimney Creek, which required 29 million kwh per year. There were three options available to Gold Fields for the power supply: 1 )Power could be supplied by the public utility from a coal-fired plant about 30 mi away by constructing a new line to the mine,

In order to realize the resource utilization of spent hydrodesulfurization catalyst, a solvent extraction-oxalic acid precipitation process is studied in this paper for efficiently recovering vanadium, nickel, and aluminum from the acid leaching solution of spent hydrodesulfurization catalyst. The process conditions for extracting vanadium with Cyanex 272 and precipitating nickel using oxalic acid as a precipitation agent were explored in detail. The results show that vanadium (IV) in the sulfuric acid medium containing nickel and aluminum was efficiently and selectively extracted by Cyanex 272. After three-stage countercurrent extraction, the extraction efficiency of vanadium was 99.76%, and the co-extraction efficiencies of nickel and aluminum were only 2.47% and 1.87%, respectively. Thermodynamic calculation shows that the extraction of vanadium (IV) from the sulfuric acid medium with Cyanex 272 is an endothermic reaction. The innovative method of oxalic acid precipitation was used to recover nickel from the raffinate, achieving selective extraction of nickel from the solution containing a high concentration of aluminum. The precipitation efficiency of nickel was 98.58%, while that of aluminum was only 0.75% under optimal conditions. The proposed flowsheet for the separation of vanadium, nickel, and aluminum from acid leaching solution may provide a new idea for the comprehensive recovery of valuable metals from spent hydrodesulfurization catalyst.

Mining operations have long been accused of causing a disruption to local, domestic and agricultural water supplies. More recently, concern for water supplies has increased with the advent of high-extraction mining techniques, namely longwall mining. Theoretically, any water-bearing zone in the overburden above a high-extraction mining operation may be affected by mining. In some cases, a confining bed may be fractured causing a loss of water to a particular zone. In other cases, increased fracture permeability may enhance the ability of an aquifer to transmit and deliver water. Unfortunately, only a limited number of studies have been conducted that characterize hydrologic changes and also quantify the magnitude of mining-induced subsidence. The US Bureau of Mines (USBM) conducted such a study at a mine site in Greene County, PA. A total of eight water wells were drilled, and hydrologic parameters, such as specific capacity, transmissivity and well yield, were determined both before and after mining. Electronic water-level recorders were installed on each water well to provide continuous observations of water level fluctuations.
