The Mineral Economics and Management Society (MEMS) held its fifth annual conference in Montreal, Quebec, Canada earlier this year. “The Minerals Industry: Responding to the Global Challenge” was the first MEMS conference to be held outside of the United States. About 125 mining- and minerals-related professionals attended. The MEMS program included six sessions and three distinguished speaker addresses. The session topics included: “Minerals in the Macro economy: Development in Demand,” “Trends in Global Metals Supply: The Producers’ Challenge,” “Global Environmental Issues: Policy Perspectives,” “Global Environmental Issues: Quantitative Analysis” and “Minerals in the CIS: Phoenix or Albatross?” A student session was also offered. It provided a competition for monetary awards for outstanding papers.

Since the discovery of 'potash in the Carlsbad area in 1926 and the start of mining operations in 1931, "first mining," operations have been carried on. This is a room and pillar system in which approximately 62% of the total ore is removed. Or the basis of ore reserves and rates of extraction, the life of the mine in the early; days was estimated to be well over 50 years, however, even with an increase by additional ore reserves, it became increasingly apparent that the life of the mine was being shortened considerably by increased production. Further cause for the shortening of mine life was due to the exceptionally weak back over the northeast quadrant of the main orebody which had .caved in on first mining up to a height of 8 feet. Thus, in 1953 the decision was' made to begin pillar pulling, also called, second mining or final mining, and in December of 1953 this program was started after much discussion.

Examination of cored material from the Southern Extension of the Florida Phosphate District has indicated a decidedly complex and diverse sequence of phosphatic sedimentary units. The perfunctory logging techniques formerly used in the Central District are inadequate to properly describe the intricate geology of these sediments. Adequate geologic training and familiarity with the potential ramifications of his judgement are a necessity for the logging geologist. A combination descriptive-graphic logging model is proposed that utilizes a standardized sediment nomenclature system and descriptive symbols for type materials commonly found in these sediments. Justification for adoption of this or a similar logging model is discussed.

Linear cutting tests of a porous sandstone with a radial drag pick show that saturation of rock with water can increase the specific energy of fragmentation. This appears to be due, in this case, to a saturation-induced increase in the forces acting on the cutting tool without a concomitant increase of the fragmented volume. The mechanisms of this reaction are explored by examining various responses of the parameters controlled and induced during the linear cutting tests, such as cut spacing, cutter penetration, three-dimensional forces and muck production. A program of load-indentation testing is underway to evaluate the permeability threshold of this behavior. These findings are opposite from those made when the same rock is cut with a constant cross-section disc cutter reported elsewhere (Abu Bakar and Gertsch, 2011). Such results highlight the effects of different cutting tool designs, and indicate the need for a well-coordinated program of research to support effective excavator design and selection.

"Standing support is often used in conjunction with underground retreat mining. Knowledge of the load-displacement behavior of standing support and loading induced by the mine opening is critical to proper support selection. The NIOSH STOP database contains load-displacement laboratory test data for most commonly used standing supports. Hydraulic load cells currently used to measure in-situ loading of standing supports have exhibited leakage under load, producing irregularities within the dataset. An improved hydraulic load cell eliminates leakage and produces more consistent data.INTRODUCTIONA hydraulic load cell, more commonly known as a flat jack or JackPack, is a device installed to determine the loading characteristics of the roof-to-floor supports. These standing or roof-to-floor supports include, but are not limited to pumpable cribs, cans, wooden cribs (4-point, 9-point, etc.), metal props, wood timbers, concrete donut cribs, and other variations of these standing supports.Flat jack devices have been used previously to determine the loading of such roof to floor supports. The most commonly used load cell for standing supports is based on a design intended for pre-stressing standing supports, not load measurement. Preloading helps to keep the supports, such as timbers props and cribs, in place during the dynamic loading associated with blasting (Barczak and Tadolini, 2004).Flat Jacks are manufactured in various shapes and sizes depending on the application; common shapes are square and round that are 25.4 mm (1.0 inch) thick when collapsed, as shown in Figure 1. These load cells are produced in South Africa and can be formed into several different shapes depending on the application (Barczak, 2003). The sheet metal that makes up the bladder is comprised of 19-gauge or 1.11 mm (0.04 inch) thickness; the top and bottom pieces of sheet metal are resistance-seam welded around the perimeter. There are two different ports installed on one of the bladder skin corners of the flat jacks; these ports allow fluid to fill the unit, and the other port has a relief valve. The fill port is comprised of a check valve. The pressure relief valve is located in the second port; preset to 1,724 kPa (250 psi), the pressure relief valve keeps the load cell from bursting. Bursting of these load cells typically causes a small tear in the metal skin allowing the fluid to leak out without a large catastrophic failure.The effective inflation range of these load cells is between 25.4 mm (1.0 inch) to 254.0 mm (10.0 inches) thick. Different types of fluids can inflate these load cells but the most common and easily accessible fluid for testing applications is water. Water pressure from the mine supply line can inflate these load cells to the desired load. Depending on the pre-stressing requirements, a pneumatic powered pump, hydraulic pump, or hand pump may be required to inflate the load cells."

Deep, stable, unlined space promises secure, efficient, acceptable solutions to several current problems. With truly favorable conditions, it can be economic as well. The basic requirement is sufficient sound, tight rock at required depth. This and unusual surface requirements point to special testing. An objective is to describe conditions for planners, estimators and contracts. A first stage concept study needn't be prolonged but should overlook nothing significant. Although observations and tests on core are considered essential, time and expense can be cut by supplementing then with tests on walls of rotary or percussion holes. In some places initial drilling could be shallow.

For large mining sites in the west, the traditional method for performing an ecological risk assessment (ERA) provides little useful information for risk managers faced with selecting and designing sound remedial options. Current U.S. Environmental Protection Agency (EPA) risk assessment guidance largely supports quantitative risk characterization of individual species as surrogates for population and ecosystem-level effects. Developing a work plan for investigating and remediating ecosystem-level changes potentially caused by large-scale historic mining/smelting contaminant release requires a decision process that incorporates a more holistic ecosystem management approach. Some of the most wasteful efforts associated with mine site ecological risk assessments arise when the risk analysis and data collection programs are not specifically linked up-front to the risk manager's decision needs. The following paper discusses the importance of employing a decision-based, ecosystem management framework when conducting ecological risk assessments at large mining sites. A case study of an ecological risk assessment currently being performed at a large New Mexico copper mine site is presented.

Existing reports on the effects of mine subsidence on water wells and springs appear to be inconsistent. Some report quick and complete recoveries to pre-mining conditions while others indicate long-term or permanent effects. It is clear that topographic and geological factors as well as precise position with regard to the mine are important in determining probable effects of subsidence on aquifers. Ridgetop aquifers which are well above regional base-level are much more susceptible to disturbance by mining activities than those located topographically lower. Effects seen are attributed largely to increased permeability, both horizontal and vertical. of the aquifer rocks. The deeper aquifers usually show short term losses or water-table declines. but the effects on the ridge-top aquifers persist for longer periods or may be permanent. Subsidence enhances permeability. so that infiltrating water moves much faster to lower levels. causing pond and stream losses and declining levels in wells as well as declining flows of springs of the higher aquifers, while increasing levels and flows of the lower aquifers. Additional effects are shifts of spring locations caused by minor tilts due to differential subsidence and redirection of shallow flows by changes of horizontal fracture permeability. These effects are seen as mining of a panel progresses beneath the site. and are often repeated when adjacent panel mining fronts pass the site. Analysis of water well level and spring flow records indicates that the effects are greatest at the edges of longwall panels in the tensional regime. These effects are amplified for locations close to topographically steep terrain and in close proximity to fracture traces mapped from medium-to small-scale aerial images.

Silicon carbide (SiC) can be produced by heating rice hulls to elevated temperature, The product is a mixture of beta crystalline silicon carbide whiskers, particles and unreacted carbon. The silicon carbide whiskers are 0.5 micron in diameter and 50 to 100 micron in length and have been found useful for reinforcing metal and other composite materials. The carbon can be removed by combustion, but this makes separation of the silicon carbide whiskers from particles difficult and a high grade whisker product cannot be made. However, a clean high grade Sic whiskers product can be obtained from the pre-burned converted rice hulls using physical separation processes that are based on differential wetting. Recovery of Sic whiskers from the pre-burned material was found to exceed 90 percent. A modification of the froth flotation process developed during this study is now being used commercially to separate silicon carbide whiskers and particles and to recover a high grade whisker product.

The flotation behavior of two high sulfur coals using a non-ionic surfactant as collector from two series of compounds containing oxygenated functional groups was studied in detail using a 2-liter Denver flotation cell. The performance of these reagents was compared with that of an oily collector, namely dodecane. The results showed that at the same coal recovery, a much lower dosage of these non-ionic surfactants was required as compared with that of dodecane. More import was the performance of these compounds as promoters for oxidized as well as un oxidized coal. Mechanisms of interaction of these compounds with the coal are suggested.

"INTRODUCTION High sulfate (SO4-2) levels often occur in MIW (mining influenced water) either as the result of oxidation of sulfide minerals exposed by mining activity or by deliberate addition – commonly by sulfuric acid (H2SO4) use in hydrometallurgical leaching activities. Increasing regulation of sulfate discharge is creating new pressure to treat or mitigate sulfate release to prevent its entry into the environment. Current treatments include precipitating as gypsum during lime treatment, filtration separation using membranes such as reverse osmosis and nanofiltration technology, and biological elimination via methods like constructed bioreactors. Blue Planet Strategies (BPS) focuses on improved resource utilization targeting electrolytic treatment and waste conversion into resources and has now demonstrated that its proprietary DEMET™ (Dynamic Electrolytic Metal Effluent Treatment) platform can also remove sulfate from target streams as a byproduct of its usual primary treatment focus points of metal species elimination and/or pH adjustment.[1-6] This powerful new capability can mitigate sulfate contamination and recover the sulfate in a useful and potentially saleable form as a byproduct of improved primary treatments focused on enhancing production or treating waste. This provides a new treatment opportunity and value proposition for lowering overall sulfate consumption/addition or creating new revenue to defray conventional treatment costs. The DEMET Alternative DEMET utilizes a patented electrolytic technology platform employing proprietary dynamic high surface area electrodes in innovative configurations to achieve a variety of novel selective chemistries. DEMET‘s unique elements can yield higher processing rates at practical efficiencies, lower energy consumption, plus improved processing stability and lower maintenance requirements due to enhanced resistance to cell fouling and shorting; while also thwarting cross stream (catholyte vs. anolyte) contamination. Consequently, DEMET can provide a superior, extremely versatile, and cost-effective electrolytic treatment option where a multitude of FEED and PRODUCT stream combinations might be employed in comparison to traditional tankhouse electrolytic cells. Secondary reactions (Figure 1A) which could also occur at the cathode (plating/electrowinning, precipitation/scale formation, etc.) are controlled through process tailoring and operation parameter selection. Additionally, DEMET‘s innovative dynamic system mitigates potential fouling and electrode occlusion or shorting challenges which could occur when process particulars demand some of these secondary side reactions occur."

A number of private companies and universities have developed computer programs which can be used to simulate surface coal mining by dragline. In this paper, we briefly discuss the concept of computer simulation, compare these computer programs with each other, describe the major changes required to convert these programs to an IBM computer system, and analyze their sensitivity to inaccurate input data. We also present a summary of the required data input for each program, core storage requirements, and output results. Sources for obtaining these programs and their documentation are listed at the end of the paper.

Controlled blasting experiments in small development drifts were conducted at CANMET's Experimental Mine, from August 1992 to November 1993. The objective of these experiments was to develop suitable controlled blasting techniques for small development headings drilled by jackleg with 32 mm diameter holes. The experimentation also aimed to provide insight into blast damage mechanisms. Particular attention was given to the physical-mechanical properties of the rock and the rockmass structural data in order to make the results applicable to other geological environments. The drift faces were approximately 2.4 m by 2.4 m with 36 to 43 holes drilled to a depth of 2.4 m. Cartridged water gels, emulsions and semigelatin dynamite were used in the cuts and as primers, ANFO as the main explosive and decoupled 19 mm diameter semigelatin dynamite charges were used in the perimeter holes. Smooth blasting techniques and pre-splitting were tested in the underground mine. All the blasts were monitored with a multi-channel blast vibration monitor to which was attached sets of high frequency geophones and accelerometers. This first set of experiments has illustrated the efficiency of con-trolled blasting techniques to reduce blast damage and demonstrated the need for further research to improve the safe and efficient use of explosives.

"INTRODUCTION The Central District of the Florida phosphate industry is located in southwest Polk and southeast Hillsborough Counties, with the Southern Extension lying in western Hardee, eastern Manatee and northwest De Soto Counties. (Lawver, 1983) Figure 1 shows the major phosphate formations in Florida. Almost all Florida phosphate production has been in the Central district with additional production from a mine in the Northern District. The Central District is comprised of the Bone Valley Deposit, a relatively thin layer of high grade ore which has been the main source of phosphate mining for decades, and the Hawthorn formation, a thick but low grade formation which covers most of peninsular Florida. (Lawver, 1983) Florida phosphate producers use the Crago process where calcium phosphate is floated with anionic, fatty acid type collectors followed by cationic reverse flotation of silica with amine type collectors. The phosphate matrix is put through various size separation techniques to obtain a typical -28 Mesh (< 700 µm) particle size for fine flotation and a -16 mesh (< 1190 µm) to +28 mesh (> 700 µm) particle size for coarse flotation. In some cases this coarse fraction can be sent to shipping as an intermediate product. The +16 mesh (>1190 µm) to – ¾“ (19 mm) fraction is sent to shipping as a final product called pebble. Figure 2 demonstrates a simplified diagram of the mining and processing of calcium phosphate (matrix) through a Central Florida mine. Particle size and mineralogy are important considerations in the Crago process for two main reasons, the mass of the particle and the particle surface area. Both of which are dependent on the coordination of the anionic collector to available Ca2+ sites on the minerals’ surface. The increased surface area, and available Ca2+, of the smaller apatite particles will allow for more fatty acid molecules to coordinate than the larger particles, with a lower availability of Ca2+. So, the larger particle would require more collector to be introduced in the system to sufficiently cover the apatite particles to produce a surface sufficiently hydrophobic to attach to air bubbles allowing flotation to occur. (Guan, 2009) The Bone Valley deposit has very favorable flotation characteristics when compared to other mining ores around the world. The matrix of the Bone Valley is relatively high grade, BPL (Bone Phosphate in Lime) values typically range from 6-18%, BPL recoveries, from such a matrix, can often be achieved above 85+% with fatty acid based collectors dosed below 1 #/ton. As mentioned, the sizing is an important step as there is also high grade apatite in the +16 mesh (1mm) that is screened to a final product grade, 60-65% BPL. The lack of quartz in the larger size fraction has allowed the Central District to produce high quality, low cost phosphate product, called pebble, through effective screening with no further beneficiation. "INTRODUCTION Project Overview The Southeast Collector (SeC) is a new 15km long 3.0m internal diameter wastewater tunnel designed by Hatch Mott MacDonald (HMM) that twins the existing 2.6m diameter York-Durham Sewage System (YDSS) tunnel. Both sewage tunnels are located north of the City of Toronto in Ontario, Canada. The SeC provides much needed conveyance capacity for the rapidly growing York Region population, supporting development until 2036 and increasing sewage system security (Hatch Mott MacDonald and AECOM 2011). Construction of the SeC will also permit flows of the twinned section of the YDSS to be bypassed in order to clean, inspect and carry out any essential maintenance within the YDSS tunnel. Although owned and operated by York Region, the SeC spans two regional municipalities beginning upstream from the intersection of Ninth Line and Rouge Bank Drive in the City of Markham in York Region to the downstream Finch Avenue and Valley Farm Road intersection in the City of Pickering in Durham Region. See Figure 1 for the SeC and YDSS alignment. The project includes 19 shafts and chambers with depths ranging from 8 to 48m in addition to seven facilities supporting the operation and maintenance of the sewer. The construction contract was awarded to Strabag Inc. in July 2011 for $291M CAD. Construction Management services were provided by a joint venture team of Hatch Mott MacDonald and AECOM. Existing York-Durham Sewage System The YDSS tunnel was completed in 1979 and was constructed using an open shielded TBM with ribs and lagging temporary support, followed by installation of a 380mm thick unreinforced cast-in-place (CIP) concrete final lining. The YDSS sewer system has numerous connections that accumulate flows from various urban areas within York Region. The section of the YDSS twinned by the SeC flows under gravity conditions and had been putting a strain on the municipality’s potential for population and development growth having reached its maximum capacity of 420 ML/d. According to the York Region’s Water and Wastewater Master Plan, the existing YDSS would not have been able to handle wet weather flows past 2016 (Genivar and XCG Consultants 2009). The dependability of this section of the YDSS is also of concern because it is the main and critical connection between the sewer systems upstream and the downstream Duffin Creek Water Pollution Control Plant (WPCP)."

A drill recorder is a permanent data collecting instrument. In open pit blast hole drilling the application of a drill recorder is that of data collection, drilling control, and drilling education. The various drilling parameters (weight, RPM, penetration, torque, and air) have a drilling correlation which can be demonstrated and documented by a recorder graph. When the correlation is physically put to use during the process of drilling, then the recorder has become a drilling tool and is no longer just a data collecting instrument, per se. By being able to maintain accurate records and drilling control, comprehensive studies of changes both operational and technological can be made. These are based on in-progress facts and not after-the-fact logs. To determine total drilling efficiency, drilling conditions must be documented and controlled. Field operations at American Smelting and Refining Company&apos;s Mission Mine have proved that by increasing drilling control, demonstration of parameter relationships, and drill monitoring, more economic efficiency can be obtained. In comparing results obtained with recorder control and conventional control a decrease of 14 percent to 36 percent of drill footage costs were obtained. The percentage of variance is dependent upon whether drilling is milled-tooth or carbide-insert bit drilling.

The control systems engineer is often faced with the problem of designing tests or experiments where the cost of obtaining information is expensive. This is true in aerospace as well as in process industries. In these situations the details of test design should be carefully evaluated before any test is executed so that the maximum amount of information is obtained for the effort expended. In recent years there has been a steady trend towards increased automation, In the process industries this has resulted in extensive review of process variables and, instrumentation techniques, development of more accurate system mathematical models, and extensive investments in complex control system as well as completely automated plants. When planning and developing these systems, where each measure of a process variable is usually expensive, it behooves the design engineer to give considerable thought to the details of test design before instrumentation is procured and installed so that the maximum amount of information can be obtained for the expense incurred.

Although not generally recognized, Arizona has rock salt deposits unique in the United States. This uniqueness stems from a combination of two factors: (1) relatively youthful geologic age and (2) nonmarine origin. Although Arizona shares one deposit with Nevada (Figure 1, No. I) there are three others within the State (Nos. 2, 4, 5) that are believed to be both late Cenozoic in age (less than 15 million years) and nonmarine in origin. The only other recognized nonmarine salt deposits in the U.S. are much older, being in the early Cenozoic (Eocene) Green River Formation of Colorado and Wyoming. According to Johnson and Gonzales (1), the remaining rock salt deposits in the United States are marine and either Paleozoic or Mesozoic in age. Of the seven localities shown in Figure 1, six in the Basin and Range geologic province are believed to represent nomarine late Cenozoic phenomena and one (No. 7) in the Colorado Plateau geologic province is Paleozoic (Permian) in age and marine in origin. The following comments are intended to update the general geologic highlights of these deposits and to summarize the nature of their present utilization.

During the last few years, Process Machinery Division, Rexnord, has conducted extensive research on the effects of cone crusher variables such as speed, throw and cavity design on the productivity of the crushers. Simultaneously, Rexnord&apos;s engineers have developed advanced design and testing techniques and criteria that assure efficient and reliable crusher designs. The combination of these two has resulted in a design of the 2390 Omnicone (1000 hp) crusher which fits on an existing 7 ft. Symons foundation and yet is capable of producing twice the tonnage compared to our 7 ft. super heavy duty (500 hp) crusher. Both speed and throw can be varied to give a wide application flexibility from making twice the tonnage to the finest product. The 2390 Omnicone also incorporates innovative features such as full balance, cavity clearing, adjusting under load with automation capability, maintenance-free seals, one head for all cavities, ease of maintenance and servicing, etc.

"The San Juan Basin, New Mexico contains many heavy mineral beach-placer sandstone deposits of Cretaceous age. Beach-placer sandstone deposits are concentrations of heavy minerals that formed by mechanical concentrations (i.e. settling) of heavy minerals on beaches or in longshore bars in a marginal-marine environment. They have high concentrations of several elements, such as Ti, Zr, rare earth elements (REE), Sc, Y, U, Th, Nb, Ta and Fe. These elements are becoming increasingly more important to industry, because they are used in the manufacture of devices our society uses every day, i.e. cell phones, computers, and alternative energy devices, like solar panels. It is unlikely that any of the beach-placer sandstone deposits in the San Juan Basin will be mined in the near future because of small tonnage, low grades, high iron content, and distance to processing plants and markets. However, as the demand for some of these elements increases because of increased demand and short supplies, the dollar value per ton of ore rises, enhancing deposit economics. Current studies at the New Mexico Bureau of Geology and Mineral Resources are focused on the Apache Mesa (formerly Stinking Lake) deposit near Dulce, New Mexico. INTRODUCTION Beach-placer sandstone deposits are accumulations of heavy, resistant minerals (i.e. high specific gravity) that form on upper regions of beaches or in long-shore bars in a marginal-marine environment. They form by mechanical concentration (i.e. settling) of heavy minerals by the action of waves, currents, and winds (Fig. 1; Bryan et al., 2007). Modern examples are found along the Atlantic Coast, USA (Koch, 1986; Carpenter and Carpenter, 1991), southeastern Australia (Roy, 1999), and Andhra Pradesh, India (Rao et al., 2008), where they are mined for titanium, zircon, and monazite (a Ce-bearing rare earth, REE, mineral). Detrital heavy minerals comprise approximately 50-60% of these sandstones and typically consist of titanite, zircon, magnetite, ilmenite, monazite, apatite, rutile, xenotime, garnet, and allanite, among other minerals. Most of these minerals have a high specific gravity exceeding 4 and are dark colored, giving the sandstones a dark color, resulting in them being called black sandstones. Although beach-placer sandstone deposits are found in strata of all ages; the deposits in the San Juan Basin in New Mexico are restricted to Late Cretaceous rocks belonging to the Gallup, Dalton, Point Lookout, and Pictured Cliffs Sandstones (Fig. 2; Table 1; Chenoweth, 1957; Houston and Murphy, 1970, 1977). The beach-placer sandstones are black, dark gray, to olive-brown, resistant to erosion, and radioactive due to radioactive zircon, monazite, apatite, and thorium minerals. Anomalously high concentrations of Ti, Fe, Nb, Th, U, Zr, Sc, Y, and REE are characteristic of these deposits. Similar Upper Cretaceous heavy mineral, beach-placer sandstone deposits are found throughout Montana, Wyoming, Utah, Arizona, and Colorado (Dow and Batty, 1961; Houston and Murphy, 1970, 1977; Zech et al., 1994)."
