Atlantic Cement Company's new multimillion dollar, 10,000,000 barrel per year cement plant went into full operation in February, 1962, bringing into reality a new concept in the distribution of Portland cement. The Cerro and Newmont Mining Corporations, well established in the mineral extraction and dressing industry, backed the venture. To take advantage of the, economics inherent in single production units of large capacity, it was necessary to first find a market' capable of absorbing such large quantities. Cement can be economically shipped by rail and truck about 200 miles. Beyond' that radius from the producing facility the freight costs become prohibitive. No single marker area within that radius exists which could absorb such a large volume of cement. However, water transportation provides a relatively inexpensive method of transporting bulk products many times over such a distance. Thus, it was decided to locate the producing facility near a deep water port which had ready access both to the Atlantic Ocean and, just as important, a good source of raw material. An extensive feasibility study was made and the site at Ravena, New York on the Hudson River near Albany was chosen. Here, vast quantities of limestone in the foothills of the Catskill Mountains are found within a short distance of-the deep-water Hudson River.

Outokumpu flash smelting of copper concentrates was introduced in 1949 and flash smelting of nickel concentrates in 1959, both at Harjavalta in southwest Finland. The first flash smelter outside Finland was started up in 1956 in Ashio, Japan. Between 1956 and the present about 25 flash smelters for copper, and nickel concentrates have been put into operation in different parts of the world. Outokumpu"s research organization has been highly involved in the development of flash smelting. For example, a direct blister flash smelting process was developed in 1975 and introduced in Glogów, Poland, in 1978, and another has been designed for Zaire. This straight metal process is based on low iron content of the concentrate, which reduces the amount of recycling slag copper. Additionally, the concentrates are rather low in impurities.

Staying competitive in the highly aggressive Powder River Basin is a challenge facing all operators. Any advantage that a mine utilizes to improve productivity and reduce costs could mean the difference in the tight spot coal market. Technological advances in mining equipment and data acquisition at the Eagle Butte Mine in Gillette, Wyoming result in productivity gains and increased maintenance awareness. A new overburden haulage truck fleet with an onboard payload and fault monitoring system interacts via telemetry with the loading shovel and PC's located in production and maintenance offices, enabling staff to monitor production and maintenance on a real-time basis. This paper will describe the system and highlight the benefits realized as a result of its implementation.

Surface subsidence caused by underground longwall mining is a very complicated process in time and space, influencing building and structures on the surface of the mining area, including houses, pipelines, and highway. The field monitoring data of surface subsidence are essential for protecting them. This study investigated the dynamic and residual subsidence characteristics of both the surface and the highway over a 730-day monitoring period on a longwall panel. Three monitoring lines (Lines 1–3) were established to monitor the subsidence process, and three stages were identified: initial stage of surface subsidence, active period of surface subsidence, and residual subsidence deformation stage. The maximum subsidence value on the highway (1,786 mm) was smaller than that on the surface (2,094 mm), and the maximum subsidence velocity on the highway (41.7–50.8 mm/day) was also lower than that on the surface (66.7 mm/day). During the residual subsidence deformation stage, both the surface and highway subsidence velocities decreased to below 0.6 mm/day. Furthermore, differences in subsidence characteristics between the surface and the highway were analyzed, with the subsidence value on the highway always being less than that on the surface, while the subsidence velocity during the residual deformation stage was not always lower. This could be attributed to the influence of dynamic loads from vehicles, which could induce additional residual subsidence on the highway. Further investigation into this phenomenon will be conducted in future research.

Reliable stress measurement using hollow inclusion gauges and monitoring stress change using borehole stress meters and borehole deformation gauges in anisotropic rock remains a challenge for the rock mechanics community. In this regard, the complex variable method advanced in 1983 for deducing stress in anisotropic rock is flawed and software is privileged. Fortunately, advances in computer hardware and software now enable fast, reliable reduction of hollow inclusion stress measurement data for determining stress in anisotropic rock. Monitoring stress change in anisotropic rock poses a different challenge but is also subject to numerical analysis. Stress measurement using a hollow inclusion (HI) gauge such as the triaxial Australian HI is done in four steps: 1) drilling a measurement hole, 2) installation of an HI, 3) stress relief of the HI by overcoring, and 4) data reduction. The last step, data reduction, is the focus of this work. The process is well-known in linearly elastic, isotropic rock (Worotniki and Walton 1976, Duncan Fama and Pender 1980). However, in case of linearly elastic, anisotropic rock the requisite technology is not readily available. This situation is somewhat surprising because anisotropy is more often the rule rather than the exception, especially in the neighborhood of ore bodies. Rahn (1984) has pointed out the potential for significant errors with neglect of anisotropy and the adverse consequences for engineering design. Amadei (1984) has also pointed out the potential for errors with neglect of anisotropic rock properties in stress measurement. Worotniki (1993) cites other studies that indicate potential for serious errors when doing measurements in anisotropic rock. In both theoretical cases (isotropy and anisotropy), data reduction is essentially a composite of solutions to boundary value problems in linear elasticity. In the finite element approach, the analysis is a simulation of gauge hole drilling, installation and overcoring. Two important advantages with the finite element approach are a more faithful representation of the conditions of HI stress measurement than approximated in theory and the capability for handling rock whether isotropic, transversely isotropic or fully anisotropic

A methodology was developed wherein. the increase in compressive strength, mineralogical changes and pore water composition were all studied simultaneously as a function, of moisturized spent shale curing time. From these results the relationship between the nature of cementation process and the composition of pore water was established. Heavy metals were entrapped in the cementing constituents and the pore water became mainly a solution of alkaline sulfates. While the specific data are applicable only to the material studied, the methodology and general conclusions are useful for evaluating the environmental factors in spent shale disposal and expected leachates composition.

Low-grade iron ore received from the West Singhbhum area of Jharkhand state in India was used to develop a beneficiation flow sheet to remove alumina (Al2O3) and silica (SiO2 ) from the ore to get iron (Fe)-rich product for steel plants. Mineral characterization showed that the main mineral constituents present in the head sample are goethite, limonite, hematite, quartz, clay and gibbsite. The head sample contained about 49.2 percent Fe, 8.79 percent alumina and 12.01 percent silica. The received iron ore sample is amenable to upgradation through beneficiation to get pellet grade concentrate. The beneficiation process was established, involving crushing, screening, jigging, spiral separation, size reduction, desliming and magnetic separation. The process showed significant enrichment in Fe values to 63.5 percent Fe in concentrate, from 49.2 percent Fe. From the developed flow sheet, it is possible to obtain pellet grade fines with 63.5 percent Fe, 2.92 percent SiO2 and 2.61 percent Al2O3 with 50.6 percent weight recovery. The overall tailing loss is 49.4 percent with 34.3 percent Fe, 21.28 percent SiO2 and 14.64 percent Al2O3

Lime and limestone-based SO2 scrubbing processes have demonstrated reasonably good success in removing low concentrations of SO2 from flue gases. While most of the operating problems experienced in the early days of scrubbing have been worked out, problems usually increase and removal efficiency drops with increased amounts of SO2 present in the gas stream. In order to overcome these difficulties, yet still taking advantage of lime and limestone as the lowest cost neutralizing agents, a host of so-called double- alkali systems were developed. These processes take advantage of cations such as Na+ and NH4+ capable of forming highly water soluble bases or basic salts, such as hydroxide, carbonate or sulfite, which having been neutralized or acidified by the absorbed SO2 can be regenerated with a lower cost base such as lime.

Although roof bolting has been a major means of strata support for nearly two decades, little attention has been directed towards the design of bolt Installations. The variables involved are interdependent and their study complex. However, some simple tests may be employed to serve as guides to the efficient design of roof bolt systems. Local conditions are continually varying and are important to pattern design. This paper discusses such considerations and suggests techniques which may be employed to effect improved roof control with bolts.

Utilizing the technology developed for oil well stimulation by hydrofracing, a disposal system which permanently fixes the waste has been proven. Large quantities of radioactive waste can be processed by a single well system making this method an attractive method for permanent radioactive waste disposal. The system depends on locating a relatively thick formation of impermeable, but easily fracturable rock such as a shale, creating a horizontal fracture, pumping the waste into the fracture in a form which will subsequently solidify and seal the fracture from the well system. The paper presents the theoretical considerations from creating and extending horizontal fractures and how these considerations were used in designing a waste disposal system which is now operating.

Pilot plant operations are described for the treatment of manganiferous zinc concentrates from the Gamsberg ore deposit in South Africa via conventional electrolytic zinc processing. Two methods were employed for the control of excess manganese ions in the pilot plant electrolyte involving (1) chemical oxidation and (2) anodic oxidation. The chemical oxidation method for manganese control was very successful. It also was found that the addition of manganese dioxide ore was not required for oxidation of ferrous iron during the neutral leach or jarosite precipitation steps. A new method (JAR process) for iron removal also was tested in the pilot plant.

The Illinois State Geological Survey added Minerals Processing to its capabilities in 1966. Subsequently, the Minerals Processing Team and several Geologists collectively thought what neither would have thought of separately. The results included a number of projects. discussed here are: 1) The Utilization of the Fines from Kitty Litter as a Bonding Agent for Iron Ore Pellets; 2) Separating Plant Waste from a Commercial Silica Sand Producer into two marketable products, including a closely sized Silica Sand; 3) Marketable Feldspar Sand and Silica Sand from Dune Sands near the Kankakee River; and 4) A Method for Making Metallurgical Grade Fluorspar more desirable as Blast Furnace (Steel) Feed.

The regional geological setting and nature of the serpentinized ultramafic rocks are described. It is postulated that lateritization started in Miocene time. Repeated uplifts led to at least four physiographic cycles and to the development of a mature lateritic soil profile. Complete profiles are subdivided from top to bottom as follows: Zone A - chocolate-brown limonite; Zone B - ochre-brown limonite; Zone C - soft serpentine; Zone D - hard serpentine; Zone E - serpentinized peridotite; Zone F - ultramafic rock. Zones A and F rarely attain ore grade. Canga is conspicuously absent. Rocky ore of Zones D and E amounts to 40%, limonite ore of Zone B to 25% of total ore reserves. Nickeliferous serpentine is the major crystalline phase in Zone C. In this zone and deeper, crystalline quartz occurs, particularly in fracture zones where nickeliferous cryptocrystalline quartz is of ten accompanied by garnierite.

SOLUTION MINING Solution mining techniques present a means of extracting soluble ores, particularly such materials as salt and potash, from horizons which are not accessible by conventional mining. In the process of dissolving materials, it is evident that solution may be complete or partial. In general, the solution mining operations described in the following section relate to complete solution of the desired compound. Even though the solution of material is complete, there may be instances in which insoluble material is present to a large extent either as granular separated particles or as insoluble layers. The process required for obtaining the desired product involves access wells to reach the deposits, sufficient water supply to yield the production goals, and the development of an underground cavity. The process of solution mining, therefore, depends to a great extent on three factors: availability of a relatively pure strata or formation of salt or potash to be mined, access well or wells, and adequate control of the solutioning process so that enlargement of underground cavities can be fairly well delineated. Since halites represent the most general ores mined by this procedure, the considerations which follow are based primarily on the production of sodium or potassium chloride. The producing formations may be in the form of bedded evc~porites wherein the salt member may be some 30 to 500 ft thick or from salt domes in which great depths of salt occur. Solution mining has been carried out to depths of nearly 10,000 ft. The recovery of saturated brine from wells drilled to effect the solution-mining process leads to further processing. In many instances, the procedures are relatively simple and involve simple recrystallieation or fractional crystallieation, while in others more complex flow systems are required before a final product is obtained. The intent of this section is to provide information relative to the basic procedures for obtaining materials which are soluble in water and to acquaint the engineer with the various aspects of the overall problem which in many instances, may become quite complex and present numerous difficulties. The storage of fluids, particularly hydrocarbons, underground has proven to be a very important part of industry operations. Cavities formed in salt provide excellent storage facilities. The formation of well-defined controlled configurations of such cavities has been possible because of better understanding of the solution process, wide experience gained over nearly 30 yr, and improved technology in drilling and completing wells, surveying caverns, and the operation of numerous types of systems. Solution mining techniques will improve in the future. Many facets of the simple operation of pumping solvents and extracting valuable minerals require further study. Developments undoubtedly will occur to further the processes of mining by solution. In addition to those whose names appear in connection with the individual subjections which follow, a major role in assembling and processing the material in this section was played by Dr. D. A. The United States potash industry had its beginning in the early Colonial days. Potash was initially manufactured by leaching of hardwood ashes in large iron pots. Production of potash was recorded as early as 1631 in New Hampshire, and in Maine a few years later. According to the census of 1850, the production of potash was America's most thriving chemical industry and, at that time, 569 plants were reported producing potash from wood ashes. Interest in potash was so great prior to the 1800's that the very first United States patent, signed by George Washing- ton, was granted for the production of potash on July 31, 1790. A new era for the production of potash began when potash was discovered by the analysis from a brine well in 1839 near Stassfurt, Germany while exploring for salt. The predominant use of potash at that time was in the chemical industry rather than agriculture. The discovery, by Justice von Liebig in about 1858, that potash salt contributed greatly to the essential plant food in soil opened up an enormous potential market for a suitable potash material.

Acid mine drainage (AMD) is a common water pollution problem on active and abandoned coal mine sites in the eastern United States. AMD forms when surface mining brings unweathered pyrite-containing rocks to the surface or when deep mining allows oxygen to contact buried pyritic strata. In the absence of neutralizing compounds, the drainage that results can be extremely acidic and contaminated with dissolved iron, manganese, and sulfate. Drainages with pH < 3.0 and concentrations of sulfate greater than 1,000 mg/L, iron greater than 50 mg/L, and manganese greater than 10 mg/L are common. Where water flows through alkaline materials (such as limestone) before surfacing, the drainage is less acidic and occasionally circumneutral, but it can still contain high concentrations of sulfate and metals. Current water quality standards in the United States require that mine discharges have a pH between 6 and 9, total iron concentration less than 3.0 mg/L, and manganese less than 2.0 mg/L. At thousands of active and inactive mine sites, drainage does not meet these standards and is being treated before discharge by the mining company. At thousands of other sites, which were abandoned prior to the enactment of water pollution laws or were operated by companies that have gone bankrupt, untreated AMD is polluting receiving water systems. The standard mine drainage treatment system involves the addition of a1 kal ine chemicals to the water, which raises the pH and cause metals to precipitate in a settling pond. These systems are expensive, often costing tens or hundreds of thousands of dollars per year for chemicals, operation, maintenance, and disposal of the metal- laden sludge. Because the drainage on many sites will likely be contaminated for decades, there is financial incentive to find alternative water treatment systems. In the last five years, many mining companies and engineering firms have experimented with the construction of wetland treatment systems. Very few of the several hundred wetland systems that have been built are performing well enough to justify total abandonment of chemical treatment. Nonetheless, systems continue to be built because the mining companies have found that wetlands can reduce their AMD treatment costs. It is also their hope that further research and development will eventually result in systems that will completely rep1 ace chemical treatment and offer long term performance at minimal cost. The Bureau of Mines has been actively involved, from a research perspective, with this approach to AMD treatment since its inception. In this paper, the status of constructed wetland technology is discussed with respect to the construction and performance of systems, chemical and biological processes that affect AMD chemistry within constructed wetlands, and the future of this technology as perceived by the Bureau of Mines. ORIGINAL OBSERVATIONS The constructed wetland concept has its roots in observations of natural Sphaqnum peat wetlands that received acid mine drainage and, instead of being adversely affected, appeared to cause an amelioration of the polluted water (Huntsman et al. 1978; Wieder and Lang 1982). These observations instigated the idea that wet1 and systems might be used for the intentional treatment of mine drainage. Because the discharge of AMD into a natural wetland is prohibited in the U.S. by several laws, it has been necessary to construct wetlands which act solely as water treatment systems. Initially, most wetland research and construction efforts mimicked the original observations by utilizing Sphaqnum moss and peat. Despite promising laboratory results (Kleinmann et al. 1983; Tarleton et al. 1984; Burris et al. 1984; Gerber et al. 1985), virtually all field tests of Sphasnum-dominated constructed wetlands failed to provide sufficient water treatment for more than several months. Fundamental to the use of rotary bit drilling equipment for oil and gas drilling is the requirement to maintain a cooling and lubricating environment for the bit and a means of conveying the cuttings from the drilling operation to the surface. The vast majority of such functions are provided for by the use of water based drilling fluids, commonly known as the drilling mud. One of the basic constituents of drilling mud is bentonite, a montmorillonite clay. Construction of Flaming Gorge Dam in northeastern Utah necessitated the construction of a new state highway, Utah-260, to provide access to the dam and the town of Dutch John. A 550-foot arch structure was designed to span Cart Creek, about one mile southwest of the dam. The rock exposed at the site is highly fractured quartzitic sandstone with interbedded shale of the Precambrian Uinta Mountain Group. Eight exploratory holes were drilled, four in each abutment area, to determine rock types, the extent of fracturing at depth and rock strength. Drill cores in the west abutment revealed blocks of quartzitic sandstone loosened by the weathering and partial removal of underlying shale beds. The rock in the east abutment area was found to be highly fractured to depths of 70 feet and as far east as 50 feet from the footing locations. Selected core sections were tested for unconfined compressive strength but the values were not considered-representative of the in-situ fractured rock. To prevent movement along or, perpendicular to open fractures, four drilled-in columns were provided at the base of each footing. These extended 50, feet beyond the base of the footing, along the bearing and inclination of the thrust reaction.

This paper is one of a series of presentations organized by the Conference of American Society of Civil Engineers with the goal of making significant progress toward an equitable and effective allocation of risks in construction undertakings among the principal parties - owner, contractor and designer. The role I have been assigned is principally one of identification of risk while others will devote greater attention to the allocation of these risks and the contractual arrangements necessary to properly make these allocations. Construction projects are joint undertakings by parties who bring different skills and interests toward a common effort, much as this conference does. A project is not an adversary proceeding and does not benefit from establishment of an adversary mode, as our lawyer friends seek in the resolution of legal issues. Accordingly, I urge upon this Conference the adoption of two basic precepts and guidelines as the criteria for sharing of the risks inherent in construction undertakings toward achievement through mutual effort the common goal of a successful project completed in the shortest time and at the least overall cost. These precepts are: (1) that all risks are rightfully the owners unless transferred to or assumed by another party for a fair compensation; and (2) that the principle guideline in determining whether a risk should be so transferred should be whether the receiving party has both the competence to fairly assess the risk and the expertise necessary to control or minimize it. The sponsors of the conference have provided certain guidelines to the authors. There is, however, no constraint in expressing one&apos;s bias and I suspect that my contractor&apos;s outlook may be inherent in my comments. The guidelines have suggested that I indicate whether the risks identified are ones that can or should be shared or borne by one party alone. In doing so, I will attempt to follow the precepts I have recommended.
