Success in mining demands the creative application of equipment, systems and processes to the unique needs of each mineral deposit, market and, though often overlooked, the culture of the individual business. In recent years, domestic coal mining companies have become more attentive to the contribution safety and loss control programs have on their financial results. Although most have adopted fairly conventional safety programs, some have created systems and processes tailored to their unique circumstances. While each coal mining business must consider the typical risks inherent to our industry, excellence in safety is most likely achieved when a safety program is customized to meet the needs of the individual business.

An attempt has been made to compile and code geologic data relating to twenty of the major porphyry copper districts of North America in such a manner as to permit the use of modern electronic digital computers to retrieve, compare, and build statistical mathematical models from the input. In the exploration process as part of his broader efforts to evaluate the potential of some prospective region, district, or ore body, the experienced geologist consciously or subconsciously compares and fits the observed geologic features to similar phenomena associated with known ore bodies with which he is acquainted. Thus an adequate conceptual "model" of the total geologic environment and type of ore body sought is an essential requirement for the successful exploration effort. Numerous such models of porphyry coppers already exist in the minds and notes of many experienced geologists today. These models are, of necessity, couched largely in qualitative terms and though they may be quite definite in the mind of the porphyry copper expert, the total concept of what constitutes a porphyry copper deposit and environment is difficult to convey in very precise terms. There probably is no such thing as a typical porphyry copper deposit. However, it is well understood that most of the deposits that have been studied have many geological characteristics in common. A logical question then might be: What characteristics are most common or how often do they occur in common, and what is their relationship to other common characteristics ?

North River Energy Company a previous subsidiary of Republic Steel Corporation commenced development of the Number One Mine in mid-1972. The mine is located in West Alabama and presently employs a total of 632 people. Production capabilities have increased to 1.4 million clean tons of steam coal per year with the newly purchased Longwall System. Washer recovery averages 57 percent. The seam being mined is the Pratt or Corona with an average height of 52 inches and an average cover of 540 feet. The immediate roof is laminated sandstone and the floor is composed of a hard fireclay. Total production out of the mine is provided to Alabama Power Company under a longtime contract.

For many years excavations were made in rock exclusively by conventional blasting methods, and without concern for damage to the rock surfaces which remained after the excavation was completed. Recently, however, there is an increasing awareness for the importance of making rock excavations with as little damage as possible to the remaining rock surfaces; consequently, several revolutionary new precision blasting techniques have been developed during the past few years. These techniques, variously known as cushion, smooth- wall, perimeter, pre-shear, and pre-split blasting, basically involve the creation of a fracture plane in the rock between a series of blasted holes. The variations in each of these techniques are largely due to the differences in hole diameters, hole spacings, methods of charging, and sequence of blasting used to achieve certain specific results. The development of these precision blasting techniques was initiated by Canadian Industries Limited in 1953 at the time the Sir Adam Beck No. 2 Hydro-electric Project was under construction by the Hydro-Electric Power Commission of Ontario. Since then, these techniques have been somewhat advanced, and they have been applied with varying degrees of success to a number of projects. These projects include railroad and high- way cuts, dam spillway channel excavations, canal excavations, tunnel driving, shaft sinking, and other underground applications.

The philosophy used in designing and writing Duval's Sierrita mine design programs is discussed. The Sierrita Incremental Design system (SID) is reviewed with emphasis on Pushback Extraction Design (PED). FED is a method by which predesigned pushbacks are sequenced into an optimized period-by-period design that can be directly utilized in daily operations as well as intermediate and long range planning. The advantage of SID is that it provides a practical, mineable open pit design. PED is not a theoretical design system; it is in operational use.

A couple of miles southwest of the town of Saltville in the western tip of Virginia is a little village called Plasterco. Gypsum has been produced in this area since about the year 1815, being originally found as small outcrops at the surface. Production in the early days was very small, and the use of the mineral was limited to that of "land plaster" or ground gypsum which was spread on the land to sweeten the soil. In the late 1800's, a small calcining plant was constructed and the production of gypsum plaster began. About this same time, the surface rock was depleted and it became necessary to begin underground mining operations in order to maintain a continuous supply of raw material. The United States Gypsum Company became interested in this property in 1909, and has operated there ever since, having enlarged the calcining mill and built a plant for the manufacture of gypsum wall-board in the middle 1920's. Production of gypsum continues from underground' mining operations, and the present mine at Plasterco is now about 1,000 feet below the surface, making it the deepest gypsum mine' in the world.

The U.S. Bureau of Mines is conducting research on underground stope leaching of metalliferous ores to minimize the environmental impact of ore processing on the surface and to maximize minable reserves. An aspect of this research is to minimize pregnant solution losses and/or groundwater contamination by leach solutions. Bulkhead design and construction are important issues for solution control and stope leaching economics. A reinforced concrete bulkhead was designed, constructed, and tested for solution control in an underground mine near Idaho Springs, CO. This paper presents the bulkhead design methodology and construction procedure.

The US Environmental Protection Agency (EPA) has tried many regional and laboratory efforts to develop measurement and monitoring techniques using environmental remote sensing technologies. In 1997, the agency established the Advanced Measurement Initiative (AMI): This is a eadquarters-level program, operating under the auspices of the EPA Office of Research and Development. The program is one result of the April 30,1996 White House Conference on Advanced Monitoring of the Environment. The EPA was encouraged to work with other federal agencies to leverage its remote sensing capabilities and use them to improve the efficiency, cost-effectiveness and flexibility of environmental measurement and monitoring for regulatory compliance and reinvention. During the fall of 1996, the EPA and the Department of Energy developed an interagency effort to broaden the use of governmental technologies for environmental measurement and monitoring. In addition, the EPA and the National Aeronautics and Space Administration (NASA) conducted joint workshops on the use of NASA remote sensing and other technologies for water quality and pollution applications. In the meantime, the EPA proceeded with an industry-proposed workshop to explore ways to cooperatively examine new research and to develop commercial remote sensing systems. It also examined how these systems might become accepted by the EPA in the regulatory and compliance processes. In particular, industry was interested in where new remote sensing capabilities might fit in with EPA's efforts at regulatory reinvention. Historically, the mining and petroleum industries have been reluctant to experiment with or use environmental remote sensing. They were concerned with the unknown liability from potential discovery of previously unknown environmental problems. Moreover, resource industries have been reluctant to use remote sensing for environmental applications where the EPA did not accept such data or information as part of the compliance process. Acceptance by the EPA of these advanced measurement and monitoring technologies (AMMT) will be a major reason for industry's increasedd use of remote sensing in environmental "applications for regulatory compliance. In July 1997, the EPA Office of Research and Development hosted at the Colorado School of Mines a stakeholders workshop on the AMI program and industry-government collaboration. The workshop's aim was to demonstrate the usefulness of AMMT technologies for environmental applications. Stakeholders included the mining and petroleum industries; environmental services companies; state environmental agencies and local governments; remote-sensing, value-added companies and data suppliers. The workshop used specific technologies and applications as a way to develop collaborative demonstration projects for several AMMT technologies covering different environmental problems. The workshop focused on the use of highly sensitive hyperspectral (very narrow spectral bands), geographic information systems and surface mapping to identify active acid-producing mine dumps and wastes from benign wastes at Leadville, CO. NASA's advance infrared imaging spectrometer (AVIRIS) was the instrument used. It was developed at California Technology's Jet Propulsion Laboratory. The EPA, the US Bureau of Land Managment (BLM), the US Geological Survey and several environmental service contractors sponsored the overflight and data evaluation. The AVIRIS study demonstrated reliability (95% correct surface mineral identification) and cost-effectiveness of this technology to accurately map and discriminate active acid-producing mine wastes from benign wastes. It could also predict which streams would be effected by acid and toxic mineral drainage. The BLM'said that the AVIRIS overflight could save it $500,000 a year in surface sampling costs at Leadville. The AMI workshop further outlined five 1997 funded AMI projects of potential interest to the mining industry. They were: ? Many mining wastes, especially those from the metal mining industry, have traditionally been treated as a matter of little or no value and in practice a cost burden. Some wastes, due to their reactivity characteristics, have emergent values that go beyond purely economic and into the environmentally beneficial realm. This paper discusses the changing paradigm of mine waste management. Such fundamental parameters such as cut off grade, and strip ratio, are positively impacted by the revaluation of waste rock material. Mine rock waste can now be seen as a commodity of value, similar to the underlying ore being mined and influences the economic performance of suitable projects. This valuable material can be used for industrial purposes including acid neutralization as well as the capture and long-term disposal of anthropogenic carbon dioxide. The Turnagain Nickel project, located in northern British Columbia serves as an example of how waste rock material can become an important matrix for carbon capture and sequestration and can benefit economically from it. By producing material that has emergent economic value as well as carbon capture and sequestration capabilities, the sequestration matrix producer is a beneficiary of new carbon credits that have a market value and is looked upon favourably by regulatory authorities and affected stakeholders.

This report describes research leading to the design, prototype fabrication, and successful in-mine proof-of-concept testing of two improved stench fire warning systems for underground noncoal mines. The stench system, widely used in underground noncoal mines to warn of fire or other emergency suffers several serious shortcomings, including the toxicity of the odorant leading to debility in miners; reactivity of the odorant with iron oxide, resulting in unreliable warning because the odor may fade when transported long distances in steel pipe; lack of control over the rate at which agent is released into the air-stream, resulting in some work areas receiving unbearably high stench concentrations and other areas being missed altogether; lack of visual indication of system status, valve positions, or proper system operation; and excessively long stench transit times. In 1979, the Bureau of Mines, U.S. Department of the Interior, began research to upgrade the stench warning system. Two systems were subsequently developed which offer significant advantages over current systems.

Rock bolting as a method of support continues to increase with applications in many other industries in addition to mining. Nevertheless, with nearly 55,000,000 roof bolts installed in coal mines alone last year, this remains as the single greatest use. While bolts have frequently supported ground where conventional timbering could not, there are relatively few design criteria; and trial-and-error procedures prevail. Furthermore, development of suitable instrumentation that is simple to install and readout, sensitive, durable, reliable, safe and economical in evaluating the effectiveness of a bolt over long periods of time lags behind. Therefore, the pull test continues to be the most popular method of evaluating the applicability of a certain type of roof bolt under specific installation conditions. At Penn State in the Department of Mining, research has been conducted for a number of years to measure bleedoff in carefully controlled laboratory experiments as well as in underground investigations.1,2,3,4 Unfortunately, most of the instrumentation developed has been primarily suitable only for research purposes, not possessing all of the aforementioned characteristics desirable for routine underground use. Other groups also have met with restricted success. Therefore, while relatively crude, the torque wrench continues to remain as the most widely used load measuring device. While both field and laboratory tests continue to be conducted, analytical analyses are attempted to discover the more important design parameters in order that more efficient anchorage might be devised.

In the underground type of mining operation, the finer portion of the waste material commonly is pumped as a hydraulic slurry to a tailings disposal pond. (1)* The tailings slurry is deposited via a pipe manifold system located around the perimeter of the pond. This method of deposition produces zoning because the coarser material tends to settle out immediately while the finer particles tend to remain in suspension and are deposited progressively nearer the center of the pond. The manifold system must be raised periodically as the pond fills with the tailings material. Over a period of time, this procedure will produce a zoned embankment known as a tailings dam. A typical pond and dam are shown in Figure 1. In plan view, the dimensions of tailings dams can be on the order of miles, with the height of the dam reaching 100 to 200 feet. Due to such factors as inadequate compaction, inherently low strength of the tailings material, and the possibility of high phreatic surface, many dams at some point become unstable, i.e., the factor of safety against a slope failure approaches 1.0. Remedial measures are required to improve the safety factor in order to prevent massive failure of the dam. In most cases, stability can be improved by effectively flattening the slope of the dam as shown in Figure 2, but this is not possible in every case. Occasionally, a tailings dam is constructed adjacent to a natural or legal boundary so that it is not possible to construct a conventional berm or to reduce the slope angle with earth moving equipment. Even a terracing process would require removal of the material and this may not be practical. In such a situation, an alternate scheme to improve stability must be found.

The effects of air quality regulations passed in the last few years have been felt in a more pervasive way by the electric utility industry than by perhaps any other industry. I'm referring especially to those regulations dealing with the control of air emissions from stationary sources, and those specifying the quality of fuel used. Particularly, I would like to describe some of the effects that these regulations have had on the Commonwealth Edison Company. To put the subject into perspective, a brief descrip¬tion of the company will be presented first. Then, a historical outline of some of the efforts at control of electric generating station emissions will be described. Following this will be an indication of the Company's response to early State and local regulations prompted by the growing pressure for stringent envi¬ronmental control. Finally, the Company's plans to achieve com¬pliance with the most recent, Federally approved, State of Illinois regulations will be summarized.

As a result of feasibility studies made in 1975 a 3-0 seismic reflection survey was shot over part of the Veendam salt pillow during 1978-1979. The Zechstein salt pillow, located in the northeast of the Netherlands near the town of veendam, occurs at a depth of 1400 m and contains three carnallite rich horizons over an interval of 300 m below top salt. MgCl2 brines are produced from these layers as feedstock for a magnesia plant, which starts up in 1981. Prior to the acquisition of the seismic data four wells had been drilled. The thickness of the carnallitite layers encountered in these wells varied between 50 and 125 meters. In view of these variations it was necessary to obtain a reliable isopach of the different layers. The 3-0 seismic survey covered an area of ± 4x4 km with a sampling interval of 20 m in all directions. The data was recorded it an area array using a 120 channel instrument. Final presentation of the data was in the form of 3-0 migrated acoustic impedance cross sections. The quality and resolution of the seismic data allowed reliable structural and isopach mans to be made. It was shown that the carnallitite layers are continuous over the area surveyed, whilst local thickening is "fault" related. Having this information brine production locations could be choosen in the thicker parts, allowing maximisation of production potential whilst avoiding faults and fulfilling mining regulations. A subsequent benefit of this approach is the possibility of using the seismic data to predict ore grade. Using the available wells as calibration points the acoustic impedance response of the seismic at the well was matched to the ore grade found. From these points a synthetic section was made with varying ore grades. Pre¬liminary results are encouraging and the liability of this predictive tool will be evaluated in the light of future drilling.

On behalf of the Ontario Water Resources Commission, I would like to express my sincere appreciation to your Institute for presenting us with this opportunity to outline the regulatory control programme as it relates to the mining industry in the Province of Ontario. In Canada, and particularly in Ontario, we are blessed with an abundance of natural resources. Fresh water in the form of lakes and rivers covers nearly 17 per cent of the area of the Province. (Total area of the Province of Ontario is 412,582 square miles.) The mining industry, which had its beginning in the early 1800's with a small iron ore plant, has progressed with the major discoveries of nickel and copper in 1883, silver in 1903, gold in 1908, iron in 1939 and uranium in 1953, to the point where, in 1966, almost one billion dollars in mineral wealth was mined in Ontario. Water, in spite of its great abundance and with due respects that it may become a natural resource worthy of export in the foreseeable future, has become increasingly precious in Ontario, particularly in the more urban areas in the southern part of the Province.

The eighties are likely to witness the first commercial-size coal-to-gasoline plant(s) in the U.S., although uncertainty regarding crude prices and cautious involvement of the Federal Government in the synfuels development are evident. The formation of The U.S. Synthetic Fuels Corporation with passage of the Energy Security Act is projected to pave the way for some of the projects on a moderate scale. The corporate objectives (1) are to provide funds for supporting a number of feasibility studies and loan guarantees for the construction of at least some commercial-size plants and the possibility of product price supports or purchase commitments. There are a number of coal conversion processes (2) currently under evaluation for producing either gaseous or liquid plus gaseous fuels, the other processes such as SRC I are for producing desulfurized deashed clean solid fuel for commercial use.

Tunnels in the granitic Climax stock at the Nevada Test Site were inspected for keyblock occurrence. Thirteen relatively large pyramidal keyblocks were located in about 230 m (750 it) of tunnel. Orientations, dimensions, joint roughness coefficients, and joint compressive strengths were measured for the faces of nine keyblocks. The measurements were used to back-analyze keyblock stability to check the validity of a numerical model for keyblock behavior. A newly developed three-dimensional numerical model correctly predicted whether or not each keyblock failed in six of eight cases. The two exceptions involved stress conditions and keyblock locations that clearly violated the assumptions that underlie the stability model. The observations also allowed the effect of tunnel orientation on keyblock occurrence to be evaluated. Of the thirteen observed keyblocks, nine large blocks were found in less than 30 m (100 ft) of the Piledriver drift (which runs N56E) while only four blocks of comparable size were observed in 200 m (656 ft) of the Spent Fuel Test--Climax drifts (N61W). The orientations of the keyblock faces were checked against known discontinuity set orientations; some of the faces correlated well with mean set orientations, whi.le other faces were fringe members of sets. Stereographic techniques were used to examine the frequency of keyblock occurrence and to determine the maximum keyblock size that could be encountered with a given combination of discontinuities. Keyblock occurrence was found to be affected by tunnel orientation in a predictable way; this can be used to guide or improve tunnel design practices.

It was attempted to revitalize an old sulfide leach dump by increasing the oxygen content within the dump. Compressed air was introduced into the old dump. This was accomplished by drilling 300 foot angle holes into the dump surface with an Aardvark drill which holes are then cased with 1-1/2 inch perforated PVC pipe. Compressed air is injected through these cased holes during a 10 day rest cycle. The second case consists of bedding perforated polyethylene pipe at the interface between the old dump surface and the next Lift of a new dump. Compressed air is then blown through the bedded perforated pipe on a continuous basis while leach solution is applied.
