In mid 1978 Inland Cement Industries Ltd. brought on-line their new one million megagram (Mg) per year cement plant at Tilbury Island, Delta, British Columbia. The Plant--Its Philosophy of Design The design of this plant began in 1974, at the beginning of the rapid rise in petroleum costs later referred to as the "energy crisis". The trend in fuel costs was clear, so one of the basic criteria for the selection of process equipment was high thermal efficiency. Throughout the process of selection of materials handling and process equipment, energy consumption was a factor in decisions. A second factor which influenced the design of the plant was its location on navigable water. The plant is designed to make maximum use of this means of transport to minimize transportation costs. All raw materials (and some fuel) are received by water, and a major portion of the cement and clinker is sent out by barge. Extensive modern dock and material handling facilities were provided to accomplish the shipping and receiving functions. A plant meeting stringent environmental regulations was the third major factor which formed the basis for design. To meet this requirement, all storage facilities had to be covered, 53 bag type dust collectors were applied throughout the plant, and materials handling equipment was designed to minimize dust and spillage.

Over the last few years, and especially the last few months, issues relating to Corporate Governance in industry in general, and the Minerals industry in particular, have become increasingly topical, as a result of a number of scandals and failures. The development of International and National Codes for the reporting of Mineral Resources and Reserves began some years ago, and has been followed by more stringent Listing Rules for the Securities Exchanges, as well as more standardised formats and protocols for financial reporting of assets and activities. More recently, some countries have adopted Codes for the Valuation of Mineral Properties, which have focussed on standardisation of valuation approaches to be adopted, and the qualifications of people deemed competent to sign off such valuations. This process has not been without criticism, the main criticism being the proliferation of local standards and regulations, which are often difficult to apply and regulate, or which are too prescriptive for multinational mining companies to deal with. In South Africa, these concerns have been recognised, while at the same time a need has been identified to establish a Code which could be applied to South Africa, and the African continent as a whole. Such a development would necessitate that the Code satisfies the needs of the continent, but in a global context. This global context has already been set by the activities of the International Organisation of Securities Commissions, the International Valuations Standards Committee and the International Accounting Standards Board. This paper explains the progress and process that has been established in South Africa for this purpose, and highlights the key issues which are open to public debate, so that the process is inclusive and transparent, whilst at the same time it is consistent with international time frames, and provides a deliverable product that meets the desired objectives.

Mina Santa Rosa, in west central Panama, is the first large-scale gold mine in Panama and will soon be the largest single-mine gold producer in central America (Fig. 1). At full production, the mine will process 1.8 Mt/a (2 million stpy) of ore and produce more than 1.8 t/a (60,000 oz/year) of gold and 9.3 t/a(300,000 oz/year) of silver. Mina Santa Rosa is a subsidiary of Greenstone Resources of Toronto, Ontario. Freeport-McMoRan geologists first visited the area in 1985. Their rock chip sampling adjacent to old shafts and adits confirmed widespread gold and trace element geochemistry anomalies. Surface mineralization appeared to be localized in and adjacent to narrow veinlets. However, they recognized astructural setting similar to the Nevada Tertiary volcanic-hosted epithermal gold systems.

Oxide gold reserves are being rapidly depleted, especially in regions with long histories of gold mining, such as the Black Hills of South Dakota. However, these districts often have substantial additional deposits, where gold is refractory. It is not amenable to traditional cyanide extraction due to the presence of sulfide minerals that encapsulate or otherwise preclude the economic extraction of the gold. Several technologies have been developed to render refractory sulfide deposits amenable to traditional cyanide processing. These include roasting and pressure autoclaving. Unfortunately, these oxidation processes require substantial capital investment and incur significant operating costs. Microorganisms that obtain energy for their life processes by the oxidation of iron sulfides can be used to treat gold-bearing refractory sulfide minerals. As the bacteria convert the sulfide to sulfate, they expose any gold associated with the sulfide matrix. This makes the gold amenable to cyanide extraction.

Semi Autogenous Grinding (SAG) circuit is the most common grinding circuit to day. In Europe and South Africa fully autogenous (AG) circuits are also popular. SAG circuit has a lower capital cost and simple operation. SAG circuit requires the use of grinding balls, which increases operating costs and decreases availability. An AG circuit may produce a higher Net Present Value to the investment. The AG circuit is more complex to design and operate. However, operating experience from AG circuits illustrates that an AG circuit can be as trouble free as a SAG circuit with the benefit of lower operating cost.

Introduction Gold mining on an industrial scale is becoming increasingly dependent on low-grade refractory sulfide ores that contain large amounts of pyrite (FeS2) and arsenopyrite (FeAsS). Gold is usually present as sub-microscopic particles dispersed evenly throughout the sulfide matrix. Without some form of preoxidation, efficient recovery of this finely disseminated gold through cyanide leaching is hampered because the surface of the sulfide particle becomes passivated and impervious to penetration of the cyanide. Traditional methods for recovery of refractory gold from arsenopyrite ores include roasting and autoclave leaching. A modem alternative method is to preoxidize the mineral using the bacterium Thiobacillus ferrooxidans prior to attempting to re- cover the gold through cyanidation. The bioleaching of arsenopyrite ores presents a problem in the mobilization of large quantities of arsenic, present both in the +5 and +3 ionic states. Dissolved arsenic species pose a dual problem: they are -1 to the bioleaching process itself through inhibition of bacterial activity, and they also pose an environmental threat. The arsenate anion (AsO2) has been shown to be more toxic to living organisms, including Thiobacillus ferrooxidans, than the arsenate anion (AsO43) (Collinet and Morin, 1989). There is some disagreement as to the fate of arsenite in bioleaching solution. Mandl, Matulova, and Docekalova (1992) reported that dissolved arsenite concentration was constant during a long-term bioleaching study of chalcopyrite using Thiobacillus ferrooxidans. Torma and Oolman (1992) report that Thiobacillus ferrooxidans has been found capable of oxidizing As3+ to As5+. The solid products of arsenopyrite/pyrite bioleaching include jarosite (MFe3(SO4)2(OH)6 where M can be K+, Na+, NH4+ or H3O+), scorodite (FeAsO4.2H2O), ferric hydroxides, and ferric hydroxysufites (Carlson et. al., 1992; Van Breemen, 1982; Lazaroff et. al., 1982). The particular species formed is a function mainly of pH. Little study has been performed on the effect of solid products on bioleaching. Pesic and Kim (1993) showed that Thiobacillus ferrooridans cells served as a nucleation sites for jarosite particles, which grew rapidly and eventually killed the cell. Most bioleaching studies are performed at low pH&apos;s (<2.0) under uncontrolled conditions. By studying bioleaching of arsenopyrite under controlled pH conditions and at higher pH&apos;s (2.0 to 3.0), the distribution of iron and arsenic between the solid and liquid phases can be controlled, and their effects studied. The objective is to develop a bioleaching process that operates at high efficiency while keeping amounts of dissolved heavy metals low. Pesic, Stohok, and Torma (1993) demonstrated the usefulness of this approach in the leaching of cobaltite (CoAsS) concentrates. Materials and Methods The focus of this study was the bioleaching of arsenopyrite ore by Thiobacillus ferrooxidans. The parameters studied included the effects of pH, and the effects of arsenate (AsO43 and arsenite (AsO2). pH studies included pH set initially but not controlled, and pH controlled continuously with NaOH or LiOH. Bioleaching results from two strains of Thiobacillus ferrooxidans with different adaptation histories were compared. Bioleaching experiments were conducted in 150 ml stirred glass reactors using a strain of Thiobacillus ferrooxidans adapted to arsenopyrite ore, supplied by the U.S. Bureau of Mines. These bioreactors were innoculated with stock cells grown on arsenopyrite ore for 14-16 days. Typical elemental breakdown for this ore was: As, 9.90%; Fe, 18.60%, Stot, 9.26%; Suifide, 7.50%; SiO2, 25.90%. Mineralogically, the ore contained both arsenopyrite and pyrite. Bioleaching efficiency was measured by withdrawing bioleach solution samples at selected intervals, filtering, and measuring the amount of dissolved cobalt, iron, and arsenic by atomic absorption spectroscopy. Because the precipitation of iron and arsenic at higher pH&apos;s would lead to unreliable results, a 100 mg tracer of cobaltite concentrate from the Blackbird mine in southern Idaho was added to solution. Dissolution of the cobaltite tracer was used to indicate bioleaching of the bulk arsenopyrite ore. Blast engineers have been taking advantage of image-based rock fragmentation analysis methods for the past three decades to estimate rock size distributions. These methods utilize a range of image segmentation techniques, from manual to fully-automated, to delineate the edges of rocks in images. Rock delineation results are then converted to physical rock sizes (and percentage passing curves) by scaling the image pixels to correspond to physical measurements. The size scaling process is critical for acquiring physical measurements, but specifc to the limitations of different applications. This article starts by presenting a shovel bucket-based fragmentation analysis system, where scaling is done using the known width of the shovel bucket within the image. It will then describe methods that use pictures captured by digital cameras with scaling reference objects in the view. Finally, the article presents a method that uses three-dimensional imaging to capture images without the need for scaling reference objects.

Introduction The Cove gold-silver deposit is located in Lander County, NV about 50 km (30 miles) southwest of Battle Mountain, NV (Fig. 1). The deposit is in the north-central part of the Fish Creek Mountains within the McCoy mining district. Gold was first discovered in the McCoy district in 1914 by Joseph H. McCoy (Vanderburg, 1939). From 1928 to the early 1930s, minor production occurred from shallow underground workings. Total gold production was less than 311 kg (10,000 oz; Stager, 1977). The district was inactive until the mid-1960s when it was explored by Bear Creek Mining, Summa Corp., Houston Oil and Minerals Corp., Gold Fields, and Tenneco Minerals. Tenneco began a detailed reevaluation of the McCoy deposit in the fall of 1984. Tenneco&apos;s decision to place the deposit into production was based on a geological reserve of 8.7 t (280,000 oz) of gold (Kuyper, 1987). Subsequent exploration and development drilling of the McCoy skarn deposit has more than doubled the mineable skarn reserves to 19 t (615,000 oz) of gold. In September 1985, Tenneco began development work on the McCoy gold-skarn deposit. The project is an open-pit, heap leach mine. The first gold was poured in April 1986. Echo Bay Mines acquired Tenneco&apos;s precious metals properties in October 1986. The mining operation and district exploration started by Tenneco is continuing under the Echo Bay&apos;s ownership. The Cove deposit was discovered in January 1987 and production began in February 1988. The deposit will begin as an open-pit, heap leach operation. It will be converted into an open-pit and underground mine with a 9-kt (10,000-stpd) mill. Geologic setting The Cove gold-silver deposit is situated on the east flank of the Fish Creek Range. Surface elevations range from 1460 to 1680 m (4800 to 5500 ft). The deposit is 1.6 km (1 mile) northeast of the McCoy gold-skarn deposit. The Cove deposit is hosted by the Augusta Sequence of Triassic age. Three formations of the sequence are mineralized at the Cove. In ascending order they are the Favret, Panther Canyon, and Augusta Mountain formations. The Favret formation is a gray, locally silty limestone that is commonly fossiliferous. The base of the formation is not exposed. Exposed and drilled intervals are more than 60 m (200 ft) thick. Conformably overlying the Favret formation is the Panther Canyon formation. This formation is 215 m (700 ft) thick and consists of a siliclastic and carbonate sequence of conglomerate, quartzite (sandstone), mudstone, limestone, and dolomite. The speed and internal accuracy of today&apos;s electronic calculators can be utilized to write an efficient slurry calculation program. The calculator&apos;s input/output printing feature offers additional benefits for data organizing and record keeping. This program allows slurry calculations to be performed without the urgency of immediately transferring a calculated result onto a process flowsheet or specification sheet. The number of flowsheets required for some hvdrometallurgical processes means the number of process stream blocks or ladder diagram entries can become substantial. Slurry calculations for such projects tend to become repetitious and tedious, and the chances for errors increase both in calculation and data entry onto process documents. Using this program has minimized both types of errors. Checking process flowsheets is particularly expedient with the program because you may "walk" through the flowsheet on a weight basis, i.e., solids rate and solids density, and have the program verify and/or correct the volume entries, gallons, and specific gravities. The program was initially used on a beneficiation project to check some 500 data entry values on ladder diagrams covering seven process flowsheets. Numerous hand calculation errors were determined and corrected, and the time for completely checking and correcting the flowsheet ladder diagrams was substantially reduced.

The Federal Coal Management Program represents the culmination of several years of effort by the Department of the Interior (001) to reformulate the manner in which coal owned by the United States is leased and developed. These efforts began in 1970 with a study by the Bureau of Land Management (BLM), which indicated that unless drastic changes were made in. the federal coal leasing procedures, federal coal lands would be leased almost for the asking while production of coal from those lands had been decreasing. Consequently, informal action was taken in 1971, which resulted in no further leasing being authorized until February, 1973. At that time, a formal moratorium on most coal leasing was established, with exceptions granted only for leases needed to satisfy short-term needs such as maintaining existing mines or supplying reserves for new contracts in the immediate future. This leasing policy embodied a long term objective of developing an entirely new planning system for federal coal leasing, as well as to schedule the preparation of a programmatic impact statement for this new system. As a result of the 1973 moratorium and the ensuing application of short-term criteria, only 10 federal coal leases (covering approximately 30,177 acres) were issued from February, 1973, through January l, 1976.

Computer models of metallurgical circuits are extensively utilised in design, and prediction of overall plant separation performance. As always, in the final optimised flowsheet design there is a compromise between the recovery of values and grade of the circuit output. This paper mathematically examines various circuit options for the generation of a heavy mineral concentrate from a generic mineral sands wet concentrator plant. Based on data derived from testwork, any particular mineral sand has a unique release curve describing the separation performance of the heavy mineral suite. Models are constructed that combine particular stage output streams as feed to other stages in various configurations. The ramifications of each option are discussed and reasons why one particular option is selected over the others examined.

Barrick Gold Corporation in conjunction with SNC Lavalin Engineers and Constructors have developed basic engineering design for counter current decantation thickener (CCD) plants capable of processing 44 000 t/d. To achieve this throughput in a single train, the largest high-rate thickeners installed to date have been utilized in concert with large process slurry and solution transport systems. Process reliability and plant operability and maintainability have been carefully considered in order to develop a practical, yet cost effective design. The design also incorporates the challenges associated with installation of large equipment and structures in a remote location, with a climatically hostile environment, situated in a high seismic activity zone.

During the past five years, Rexnord has developed, tested and introduced the Nordberg Omnicone Crusher to the industry. When the Symons brothers invented the cone crusher over 60 years ago, they employed the principle wherein the length of the crushing stroke was related to the free fall of material by gravity. This permitted the material being crushed to fall vertically in the crushing chamber; and in effect, caused the particles to be crushed in a series of steps or stages as the particles got smaller due to the crushing action. This also helps to reduce the rate of wear of the liners since the sliding motion of the particles is minimized.

The Downtown Rail Extension (DTX) is principal element of the planned second phase of the Transbay Joint Powers Authority’s (TJPA) Transbay Program. When complete, this regionally critical project will connect Caltrain’s regional rail system and the California High-Speed Rail Authority’s statewide system to the Salesforce Transit Center in downtown San Francisco via a 1.3-mile tunnel. Studied since the 1970s, the DTX has now received environmental clearance, and key stakeholders are aligned on the project’s configuration and its expedited delivery. This paper describes efforts to optimize the DTX configuration and develop an informed project delivery strategy that incorporates construction industry feedback on project phasing, contract packaging, and procurement methods that accomplish the project’s budget goals.

Subsurface strata movements and deformations caused by longwall mining operations in underground coal mines could affect many important coal mining activities, such as gob well degasification, ground water protection and multiple seam mining. The stratifications in the overburden have significant influence on the subsurface and surface movements and deformations in the ground subsidence process. An enhanced subsurface subsidence prediction model considering overburden stratifications has been introduced in this paper. In this method, the entire overburden strata are equally divided into a finite number of layers and the percent of the hard rocks in each layer is an additional input. The proven influence function method is applied to predict the subsidence on each of the predefined layers progressively upward using the predicted subsidence on the previous layer as the subsidence cause for the current layer. A computer program is developed to facilitate the calculations. A case demonstration is used to show the applicability of the proposed subsurface subsidence prediction model.

The objective was to determine operating protocols for a lead and silver column flotation cleaner, being considered for installation at Sunshine Mining & Refining Co.’s Kellogg mill in Northern Idaho. In this column, tetrahedrite and galena were floated, and pyrite and other gangue minerals, including siderite and silica, were depressed. The procedure was to develop a dynamic simulation using a linear transfer function approach. The transfer function related cause and effect variables such as the influence of collector and depressant dosages on recovery and grades. Bench-scale flotation tests followed by pilot column testing provided the data used to develop a linear transfer function. The transfer function was derived using a spreadsheet. This model was applied to simulate how the flotation column could be made to respond to disturbances in feedgrade. The results were that xanthate, zinc sulfate, and sodium cyanide were found to be suitable controls for grade and recovery. Simulations showed the best sequence of manipulations of these reagents, and these sequences were useful for future operator training. The conclusion was that linear transfer functions were able to simulate lead and silver recovery, develop scenarios for operator training, and provide a foundation for future on-line control.

Low-rank/oxidized coals respond poorly to oil agglomeration. Emulsification of kerosene in the presence of surfactants dramatically reduces the size of the kerosene droplets. While this dramatically reduces the amount of oil that is required for efficient agglomeration (down to 0.25-0.5%), more importantly, the surfactants entirely change the electrokinetic properties of the oil droplets and thus the interaction between oil droplets and coal particles. Consequently, kerosene cationic emulsions can efficiently agglomerate oxidized coal particles. The agglomerates obtained in such a process can still be recovered by screening. Surfactants can affect fine coal filtration very profoundly when used to emulsify the oil which is utilized to agglomerate coal prior to its filtration. This sequence is much more logical than the use of flocculants - highly hydrophilic polymers - as filtration additives to aid dewatering of flotation concentrates. Although such polymers flocculate coal particles, they also render coal surfaces hydrophilic and make reduction of the cake moisture content difficult.

Introduction The South African Witwatersrand is the world&apos;s largest gold-bearing province and gold producing district. But the production capacity of the very big mines (Vaal Reef, Driefontein Cons., Western Holdings, Western Deep Levels, and others) is not as large as that of the Soviet Union&apos;s Muruntau gold mine. The Muruntau gold-bearing ore body was discovered in 1956-57, and has been in operation since that time. In the early 1970s, this mine produced 70 to 80 t/a (2.3 to 2.6 million oz per year) of gold. Within the last few years it has become the world&apos;s largest producing gold mine. Russian authors do not publish ore reserve or rate of production data. But it is very likely that the Muruntau mining complex, which involves several ore bodies, is currently producing about 143 t/a (4.6 million oz per year) of gold.
