The information I have concerning the early in situ uranium mining activities in Texas is "sketchy." Apparently, the first test was conducted between 1967 and 1971 in Gonzales County, north of Yorktown, at the Dueterstat Site, by, City Service. Other tests were run in Webb County at the Bruni Site, and in Live Oak County at the Burns and Clay-West Sites in the early 1970's. During this period the Texas Water Quality Board maintained a general surveillance of these tests. In mid-1974, Mr. Glen Davis walked into our Austin offices and requested a permit for Atlantic Richfield's first in situ uranium mine. This permit, issued in January, 1975, was for 3 acres of production, and was the first such permit issued in the United States. It formalized the regulation of in-situ uranium mining in Texas. The 4 years since then have been characterized by growth and change. Today there are 20 permits approved for approximately 2,000 production acres. These permits are issued to 8 companies at 13 sites in 6 counties. There are 7 additional permits being processed, or on the verge of being applied for. These will involve possibly another 2,000 production acres, 3 more companies in one more county.

Rock surrounding mine openings frequently is an impermeable type such as shale or granite. Most rock, however, has joints, bedding planes, cleavage planes, or other potential discontinuities. Permeability to fluids (gas or liquid) may exist via natural joints or fractures in an otherwise impermeable rock. In the mining situation, tectonic and induced tensile and shear stresses may be great enough to cause joints to open or fractures to develop in previously solid rock. The rock, as a result, becomes less self-supporting and may - require artificial support such as rock bolts or timber. Simultaneously, as fractures develop, permeable paths may be created. If fluid can be injected into a previously solid and impermeable rock mass, a logical conclusion is that a fracture (crack) flow path must be transmitting that fluid. The U.S. Bureau of Mines Laramie (Wyo) Energy Research Center has been evaluating results of in-situ oil shale fracturing (hydraulic or explosive) and retorting experiments by. a fluid (air) injection , and borehole air flow profile logging technique since 1956 (1, 14, 15). In the oil shale case, it is imperative to know the location and flow capacity (permeability) of natural fractures, if they exist, and induced fractures that inter-connect vertical wellbores at depths of fifty to several hundred feet. By injecting air into one wellbore in a system of several wells and measuring input volume and pressure while simultaneously measuring the output of other wellbores, the minimum areal extent of interconnecting permeable fractures can be determined. Exact locations (depths) of fractures and individual fracture flow capacities between wellbores can be determined by air flow profile logging (14, 15). Knowledge of fracture locations and permeability is essential to rational experimental in-situ retorting design.

The large walking dragline has been the most commonly used overburden-stripping equipment in Texas lignite mines. These draglines, operating on the highwall side of the pit, can excavate to a depth of 45 m. Considerable overburden rehandling is required beyond 30 m and may reach 100 percent by 45m. As pit depth increases, dragline operation also becomes more complex, with two or three passes being necessary to make a cut 30 to 40 m wide. Multiseam operations also require extra passes. At pit depths greater than 45 m, the dragline must be operated also from a spoil bench. This can be difficult in the unstable alluvial deposits in which lignite occurs.

"Soft technology" computers and computer programs-brings to mind a room full of machines, tape drives, disks, plotters, and printers spitting out financial reports. Computers now have a much broader scope of applications because of reductions in equipment size and cost. For example, people now interact directly with computers to control events. Such computers and associated equipment-called interactive control systems-are often small, relatively inexpensive, and can be designed to increase productivity at mining operations. This is accomplished by improving communications between individuals; giving employees the information needed to make decisions in real time, as events are happening; and giving individuals the background needed to perform more effectively. This paper will describe a procedure for determining the return on investment for interactive control systems, and describe four such systems. The analysis process is general in nature and can be applied to any type of mining operation or production process.

Most statistical and geostatistical methods of re-source and reserve estimation work extremely well for Normal (Gaussian) well-behaved information. However, most interesting mineral deposits exhibit far from this idealistic distribution of values. It seems that the more valuable the mineral, the less likely the data are to have a Normal distribution. Values tend to be "positively skewed" with a long tail into the high values. Using averaging techniques, such as inverse distance or ordinary kriging may result in consider-able overestimation of grades and tonnages unless such values are cut or otherwise modified. This paper presents some real case studies where distributions are (a) highly skewed and (b) the product of multiple phases of mineralisation. Practical methods are presented for solving such problems including combinations of indicator and log normal kriging methods. The emphasis of the presentation is on developing operational methods which can be used on project evaluation or grade control in producing mines.

In 1991, Placer Dome Venezuela established a 70% stake in Minera Las Cristinas, to mine the Las Cristinas gold deposits in Bolivar. This case study examines the multi-sectoral partnership arrangement that was developed to improve health services near the proposed Las Cristinas gold mine. The investment climate in Venezuela is uncertain and the socio-economic circumstances are potentially hostile. Despite that, the partnership between the mining company, local communities, government agencies and an international health nongovernmental organization (NGO) collectively leveraged nearly $2.5 million to build and operate a community health center.

"It is safe to say that the coal industry, in the United States and globally, is currently suffering through one of the hardest times in its history.A perfect storm of competition, changing energy demands, politics and public perceptions have collided, inflicting significant harm to the industry that many say is irreparable. This, in turn, has led to massive job losses in some regions, heavy cuts in production and even bankruptcy filings from two of the largest coal mining companies in the nation.Cheaper natural gas can certainly take a large share of the blame for the struggle of coal, as utility companies switch from coal to natural gas for power generation. According to the U.S. Energy Information Administration (EIA) the amount of coal used for electricity generation in the United States is at a 45-year low.November 2015 marked the fifth consecutive month that natural gas was the leading source of power generation in the United States. EIA said generators produced 101,866 thousand megawatt hours (MWh) of electricity with gas in November versus just 87,789 thousand MWh with coal, the lowest monthly level since May 1980 when monthly coal use was 84,884 thousand MWh.According to Robert Godby, director of the Center for Energy Economics and Public Policy at the University of Wyoming, there are a number of factors playing a role in the decline of coal, but he points to the advances in fracking as the tipping point.“A lot of people will argue that regulation is the cause of the decline, and it has played a part, for sure, but the story of the recent past is more about what competition has done to the energy market,” Godby told Mining Engineering. “The war on coal was originally declared by natural gas in 2008.”The price of natural gas, which was at $13 per million Btu before the gas fracking boom, has fallen to as low as $1.68 in December 2015. Likewise, Godby said the cost of wind generation is now lower than the cost of generation from coal and the cost of solar generation is coming down as well. In addition to that, the demand for energy has changed in the past five years with more efficiencies in everything from building design to lightbulbs."

Two of the largest industries in northern Michigan, pulp and paper manufacturing and iron mining, formed a mutually beneficial partnership and collaborative research program to utilize paper mill residuals for waste rock stockpile reclamation. Historically, the majority of the paper industry’s residuals have been disposed of in landfills. The beneficial use of paper mill residuals for mine reclamation provides an environmentally sound recycling solution for the solids generated at northern Michigan paper mills and eliminates the need to strip additional overburden (glacial till) for final mine reclamation. Residuals offer a cost-effective source of organics and nutrients necessary for successful reclamation and waste rock stockpiles offer an economical and environmentally sound solution for disposal of residuals. The goal is to successfully pioneer technical development of paper mill residuals to accomplish vegetation of steep waste rock stockpile slopes and benches to establish a self-sustaining plant community that meets final reclamation requirements. Of the various types of iron mining wastes, rock stockpiles pose the greatest reclamation challenge. Success depends on incorporating sufficient organic matter into the rock stockpiles to produce a growth medium that can sustain vegetation without the need of overburden. This is an ongoing research program that is evolutionary in nature with numerous field trials, greenhouse studies, data collection and monitoring over multiple growing seasons. The program is a combination of innovative ideas and accepted reclamation practices that is proving to be a beneficial and economic approach to paper mill residual management and mine reclamation that will eventually lead from research to standardized reclamation procedures.

Three sulfide minerals, chalcopyrite, sphalerite, and pyrite, were leached using a bioleaching mode and an electrobioleaching mode. The former mode was used to leach the minerals with the bacterium A. ferrooxidans in a bioreactor. In the latter mode, the leaching of the minerals was performed in a combination of a bioreactor and an electrochemical cell. In this set-up, the solution was circulated between the bioreactor and the cathode compartment, the two reactors were in series, and the cell was operated intermittently. The mechanism is such that an increase in Fe(II) concentration, which is a nutrient of the bacteria, by electrochemical reduction of Fe(III) would increase the bacterial population and in turn would accelerate the leaching of the mineral. It has been found that the electrobioleaching of chalcopyrite is an improvement over the bioleaching with respect to the fact that leaching conversion is higher and a high level of Fe(II) concentration can be maintained. However, the electrobioleaching of sphalerite does not show any improvement over bioleaching. The electrobioleaching of pyrite is similar to that of chalcopyrite, and this has potential to be used in applications such as coal desulfurization and pretreatment of refractory gold ore in heap leaching where fine gold particles are entrapped inside pyrite particles.

The 3RPORT project is a 5-mile-long, 16-foot-internal-diameter tunnel excavated in hard rock by Slurry TBM in Fort Wayne, Indiana. Two-component grouting can be separated into two core areas of operation: batching and underground operations. This paper addresses the challenges faced and solutions implemented in these fundamental areas. The effects of external factors and their impacts on mix design and batching of grout will be explored. Underground, challenges of monitoring parameters and ensuring a proper mix between the two-components will be discussed, focusing on the adopted technical solutions and considerations to be taken in the design stage of tailskin grout ports.

The long-awaited COSMAR study prepared under the auspices of the National Academy of Science reaches one emphatic conclusion that has been enthusiastically seconded by the mining industry: The 1977 federal surface mining act is "poorly suited" as a vehicle to regulate noncoal mining. Though the industry greeted the report with approval, the weight it will carry and the extent of its impact are yet to be felt. The COSMAR report makes no recommendations-that's a job left to the Administration's Council on Environmental Quality-and the prospect of legislation still hovers. For a closer look at the study, MINING ENGINEERING talked to COSMAR committee chairman James Boyd, a well-known presence in the mining arena for over 50 years. After highlighting some of the study's major points, Dr. Boyd comments on the report's impact and possible repercussions. Dr. Boyd, for those readers who haven't seen the COSMAR report, would you summarize some of its major findings? The committee analyzed the surface mining act to determine if it was applicable to noncoal mining and found that there were provisions of the act that either could not be met by existing technology or would be extremely difficult and not necessarily beneficial to adapt. We found that most noncoal mineral mines, despite their obvious diversity, can be considered in two major groups: 93% of all mines move 45% of all materials mined (mostly small units mining construction materials); and the few gigantic regional operations (2%)-copper, iron, phosphate, and uranium mines-that move 50% of the material. With few exceptions, neither of the two groups is amenable to the coal mining practices addressed by the act. The strip mine law was designed for coal mining, where land is regraded, revegetated, and returned to usefulness. In contrast, construction mineral quarries supply local needs for decades, remove most of the material from the immediate vicinity, and cannot be returned to their premining uses (though they have innumerable other valuable uses). The nation's huge mineral deposits require enormous capital investments, are vital to the nation's economy, and can take centuries to exploit. Any attempt to return these locations to premining use would be illogical. Pebble phosphate in Florida and red-bed copper in Oklahoma come near to meeting the conditions contemplated in the act. Economical dewatering of ultra-fine (minus 74 m) clean coal slurry produced in column flotation to a 20 percent or lower moisture level will be an important step in successful implementation of the advanced fine coal cleaning processes. The main objective of the present study was to evaluate efficiency and effectiveness of three dewatering techniques, namely, hyperbaric, vacuum and screen bowl centrifuge, in dewatering of ultra-fine (D50 ~ 25 m) clean coal slurry produced by the `Ken-Flote' columns operating at the Powell Mountain Coal Company, St. Charles, Virginia. he hyperbaric filter using 3 bar pressure and 165o cake formation angle, provided a filter cake with 23.6percent moisture with a throughput of 800 Kg/m2-h and air consumption of 868 Nm3/t (460 scfm/t). The vacuum filter with 30 percent submergence provided a filter cake with 27.8 percent moisture with a throughput of 122 Kg/m2-h. The screen bowl centrifuge provided a dewatered product containing 32.9 percent moisture at a feed rate of 450 Kg/hr, however, the solids capture was only65 percent. Addition of 1 Kg/t of a cationic surfactant provided filter cakes with 19.1 percent, 23percent, and 34 percent moisture using hyperbaric, vacuum, and centrifuge, respectively. Similarly, addition of 0.5 Kg/ton of copper chloride lowered filter cake moisture to 20.7 percent and 24.8percent, using hyperbaric and vacuum. With the centrifuge no improvement in filter cake moisture was noted. However, use of 80 Kg/ton of `orimulsion' in the centrifuge provided dewatered product containing 26 percent moisture, and the solids capture increased from 65 to 95 percent. The dewatered product appeared dry and was easily handleable.

Storm King Mines began with the concept that the resource potential of thick and steeply pitching seams of the Grand Hogback region of Colorado could be mined profitably. Two large tracts of private land (fee coal) were acquired; approximately 23.8 km2 near Glenwood and 16.2 km2 near Meeker. Figure 1. Although both properties have substantial coal reserves, one has several distinct advantages in developing a competitive mining operation. Table 1 illustrates these advantages. Among the most important considerations from an economical point of view are proximity to railroad, highway, labor force, quality of coal, seam thickness, and source of water. As can be seen, Storm King Mines' property is adjacent to the main line of the D & RGW Railroad, 1-70, and the Colorado River. The cities of New Castle, Glenwood Springs, Silt, Rifle, Carbondale, and Parachute are within short commuting distances and have available skilled labor.

Rendering a solid hydrophobic and solid-fluid particle* attachment in flotation are recognized as not necessarily related (1,2). The attachment is governed by forces of attraction and repulsion which need to be considered. The induction time required for attachment after solid and fluid particle are brought into proximity (3-8) illustrates the point. Laskowski(8) showed that a reduced induction time favoured flotation but detected no change in contact angle, a standard indication of solid surface hydrophobicity. Induction .time is observed in fluid-fluid particle coalescence, there being called a rest time (9-11) The induction time phenomenon is related to the presence of a metastable liquid film (disjoining film (2)) of the continuous phase (water in flotation) which must thin and rupture to permit attachment. The lifetime of this film, which is governed by the rate of thinning and the probability of rupture with thicknesss, depends on a complex interaction of forces. Investigating these forces should help clarify the attachment process. Practical benefits would be improved understanding of slimes flotation (12,13) This paper is concerned with the role of the mobile fluid particle-water interface on the film lifetime, in particular, the role of time-dependent or dynamic interfacial properties resulting from deformation of this interface.

Although there are many geologic situations which might be discussed at a session such as this, as I considered the problem, it became apparent to me that I should discuss a situation which has been of concern to me, and should be of concern to the geologic community. As a result, the questions which I will pose, and the criticisms, have not been arrived at quickly or easily, but have accumulated through time, to the point where I feel discussion is necessary. Very briefly let me say that my criticism of geologic mapping, of conclusions reached, and objectives or lack of such, results from my association with many areas where such studies have been completed, and resultingly my inability to comprehend the system of evidence or logic which supports extensive age-formational designations. The heart of the problem is that many conclusions resulting in geologic designations are based on weak or non-existent evidence, and such should be catagorized as hypotheses. Although the geologic community as a group does not approve or disapprove of such designations, it is evident that many or most of such designations attain a "status", and arc accepted as more or less valid statements. As will be shown, the amount of specific lithologic data provided in some quadrangle mapping projects is exceedingly slim. However, of concern herein is that the type of information presented at any stage is sufficient to warrant conclusions drawn. To see the magnitude of the problem, it is probably necessary to review some basic fundamentals upon which our geologic systems are established. The United States Geological Survey has defined a "formation" as the broad unit of geologic mapping consisting of a large and persistent stratum of one kind of rock. Obviously such a designation allows that a formation could be considered "time variant" in a horizontal as well as in a vertical context. However, other definitions enable a formation to mean units

The OptiPit® software program is developed based on expertise gained at the Colorado School of Mines (CSM) using Mixed Integer Linear Programming (MILP) techniques. This program has been developed to satisfy the need in the mining industry for a multi-time period schedule and cutoff grade optimization tool that handles large scale open pit and underground mining operations involving many dumps, stockpiles, complex processing options and blending requirements. The current software (or earlier development versions) has been beta tested and used on various large scale projects within Placer Dome Inc., Newmont Mining Corporation, and Phelps Dodge Corporation since 2003. Through the use of this software, these companies experienced additional value creation by optimizing mine sequences, cutoff grades, material process flows and stockpiles under complex operational and processing constraints. This paper will present simple case study results to demonstrate the power of OptiPit® when used as a cutoff grade optimization tool. Furthermore, the paper will show, by example, how significant the difference in the Net Present Value (NPV) of a given project can be, depending on whether results are obtained by way of cutoff grade optimization using OptiPit®, or by using traditional breakeven cutoff grade approach.

Coal/pyrite fines were froth floated in a laboratory cell to examine the rate of pyrite recovery during conventional coal flotation. The effects of collector, particle size and carbon to total sulfur ratio on the kinetics of recovery were investigated. These data coupled with microscopic examination suggest that miniscule amounts of coal that remain attached to the pyrite surface affect the rate of flotation of pyrite.

Integrating a research and development department into an engineering company's corporate structure can be rewarding to the engineering division, the R&D group, and, most of all, the company's clients. Actually, the R&D department is a logical extension of the conventional processing group within an engineering organization-but the R&D group provides services as needed to the engineering department while it is carrying out regular testing, pilot plant, and preliminary feasibility studies. Backup Services Provided With an R&D group, the engineering division does not need a process engineering group as such. The R&D group provides project backup services for feasibility studies, preliminary and detailed engineering, construction, and startup. The R&D group, in turn, benefits from its close association with project engineers, draftsmen, estimators, and computer capabilities in the engineering division. The client also benefits from the arrangement because R&D and engineering skills are available to both departments on an as-needed basis without standby eost. To handle the integrated responsibility of R&D projects, as well as conceptual design and preliminary feasibility studies, the R&D staff must be carefully selected. These research engineers should: • have a good background in plant practice as a mill superintendent or chief metallurgist; • be capable of organizing and supervising a testing program or a pilot plant campaign; •be innovative and willing to accept new ideas and concepts; • be able to translate lab test results into a workable flowsheet through sound conceptual design and feasibility studies; and •be able to communicate with clients. In short, the R&D engineer must be a jack of all process-engineering trades to successfully take a project from concept to operating reality. ISO 9000 is a system of quality standards that originated in Europe in the 1980s and has since been widely adopted by manufacturing companies throughout the world. The ISO 9000 standards have received less attention in the minerals industry. But, in part as a result of customer pressure, a trend is beginning to emerge for minerals producers to seek ISO certification. This is especially true among producers of industrial minerals. In early October 1994, SME's Industrial Minerals Division held a conference "ISO 9000 - uniting industrial mineral producers and consumers into quality partnerships," in Nashville, TN to bring people from the industry together to talk about their experiences with ISO 9000. William J. Miles, of Bentonite Corp. Inc., and A. Frank Alsobrook, of Alsobrook and Co., were cochairmen of the meeting. In his introductory remarks, Miles noted, "ISO 9000 is more than a quality program. It is a quality philosophy. Appropriately imple-mented, it is a contract between the supplier and the customer. It leads to continuous quality improvement and reduced manufacturing costs."
