Several companies have adopted policies and standards aimed explicitly at increasing ‘local procurement’, recognising that local economic participation has benefits for companies and communities alike. From a corporate perspective, local economic participation is seen as one means of maintaining a social license to operate, as well as ensuring reliability of supply by having a supplier located nearby. From a community perspective, the participation of local businesses in the resource project is a means by which the benefits of resource development can flow into their communities. This paper is based on the research undertaken to produce a good practice guide for the mining, oil and gas sector. Our research revealed that the extent to which the local community will actually benefit from local procurement initiatives is dependent on the capacity of the community to supply goods and services to the project and, even more importantly, on its ability to adapt to the inevitable changes that accompany large-scale resource development. We provide guidance on adapting impact assessment tools to guide planning of procurement interventions.

Estimating the residual metal inventory of large heap leaching operations is desirable for many reasons. Several methods have been tried with limited success. Drilling data from the Valley Leach Facility at AngloGold Ashanti's Cripple Creek and Victor Gold Mine has been used to develop a robust inventory estimation technique. The technique is presented along with discussion of the particular inventory components and evaluation methodologies.

The resurgence of severe lung disease among US coal miners since the mid-1990s has led to efforts to better characterize and monitor respirable dust exposures, particularly focusing on mineral constituents from rock strata surrounding the coal. A rapid analysis method for silica (quartz) mass using direct-on-filter Fourier transform infrared (FTIR) spectroscopy has been developed, which can also estimate kaolinite, a primary silicate mineral in many coal mines.

This is the seventh annual tabulation of royalty information. It is also the first year in which some data have been deleted to make room for new data. The concept of royalties evolved from a time when the government owned all of the land, including mines, to the situation where free miners won the right to claim minerals but paid a portion of their production to the royal treasury. Today, a mineral royalty is a payment to the owner of the mineral rights for the privilege of producing the mineral commodity. However, some people incorrectly believe that the selling price and the royalty are the same thing. The contract between the owner (lessor) and the mining company (lessee) is the mineral lease. Some clauses that are common to mineral leases include: identification of property, granting clause, reservations, definitions, royalty rate, taxes and title, indemnity, termination, inspection, assignability, successors, and reclamation. There often are variations in royalty rates for a given commodity that reflect differences in location, quality, market conditions or public versus private ownership. History In the time of ancient Rome, the government owned the mining properties by virtue of conquest. It would lease the mines to favored citizens who would pay rent to the State. Various conditions of sovereign ownership of both land and mineral rights continued in Europe until the Renaissance. As the laws evolved for land ownership by private citizens, the concept that minerals belonged to the State (King, Crown, sovereign) continued until about the 15th century. Free miners challenged the notion of sovereign ownership and won the right to discover and claim minerals. But a portion of their production had to be paid to the sovereign - a royalty. So, the original concept of a mineral royalty was a tax on production that was due to the Crown or Church. The term mineral royalty, as it is known today, is a payment to the owner of the mineral rights (formerly the royal owner) for the privilege of mining and producing the mineral commodity. The owner of the mineral rights, the lessor, and the mine operator, the lessee, enter into an agreement to mine the property. The agreement is the lease. While this concept is common, there are some who do not understand that the royalty is a portion of production paid to the owner as agreed on in the lease document. This author has seen reports where the selling price of a commodity has been quoted as the royalty. ("They get 70 cents a ton royalty at their pit and the guy down the road only has a 65 cent royalty.") These reports have been authored by people not familiar with the mining industry. Lease clauses In addition to the amount to be paid the lessor, there are several other items to be addressed in the lease agreement. The following list may not be all inclusive, but briefly describes most of the common clauses any good mining lease should contain. Identification: This opening clause names the owner (lessor) and the operator (lessee), the address of each, and gives the legal description of the property. Granting clause: This part of the lease gives the time period or duration of the agreement and information about renewal periods. It also has language about the exclusive right of the lessee to mine the property. Reservations: If the owner wants to exclude any portion of the property or set some specific conditions about the operation, there needs to be a clause that describes these reservations. Definitions: This section should address some of the technical terms that the lessor may find confusing - short tons versus cubic yards, dollars versus percentage of average selling price, any escalator indices such as consumer price index or producer price index, and material mined versus material sold. Royalty: This section spells out what the royalty rate will be, how often it will be paid, if there is an annual minimum, the pay dates, and how the records will be kept. This section also describes the conditions under which the lessee is exempt from the annual minimum - natural disasters, strikes, governmental actions, or other causes referred to as force majeure. Taxes and title: The lease needs to identify who is responsible for the property taxes, severance taxes (if applicable), and other taxes that relate to the mining activity - taxes on equipment, improvements, or stockpiles. This is a good place in the lease for the owner to certify his ownership of the property and its mineral rights and also certify that no other leases are in effect. The lessees may want language that allows them to pay mortgages or other debts on the property to keep their lease in effect. Indemnity: This portion of the lease identifies that the lessee assumes the risks for lessee's mining operation. Lessor should expect indemnification by the lessee through standard insur¬ance policies - workers compensation, liability and property damage. Termination: Both the lessor and lessee want language that will allow them to terminate the lease. However, these emerging products bring both new opportunities and new challenges to the field of industrial minerals. One of the primary challenges is from alternative materials other than industrial minerals. Thus the question is asked whether industrial minerals will truly benefit from the growth in market applications for composite plastics. This article highlights some of the opportunities for industrial minerals while focusing on performance and competitive demands on mineral products intended for use in this developing market.

Pattison Mine is a small sandstone mine located in Iowa. The sandstones produced by the mine are not common construction and aggregate materials. The stones are used to produce a special type of sand for hydraulic fracturing, a critical technique for recovering tight gas and shale gas. These sandstones are very different from the minerals and rocks which have been studied extensively in mining. On the one hand, they are brittle as characterized by an unusually high friction angle, up to 69°, and steeply curved failure envelopes. On the other hand, they are friable, possessing extremely low, and in most cases zero cohesion. The scarcity of the ground control techniques for this particular mining environment has created many difficulties for the mine operators. In order to resolve these problems, a research program was set up by the mine and Missouri University of Science and Technology. This paper discusses the preliminary results of this investigation.

Ladies and Gentlemen, There have been no less than ten major coal project financings in the last eighteen months. Each of these has been in the order of $100 million to $1 billion for the development of a coal property and its associated infrastructure. It is appropriate at this time to review the nature of these past financings. Why has there been so much activity? There are primarily two reasons. The first is due to the large number of contracts which were signed as a result of OPEC oil shocks. High projections were made for increased coal consumption particularly in world trade. This is distinct from domestic coal mine/power plant projects which often tap a government source of funds. Second is the high cost of coal development in the 1980's compared with a typical company's corporate borrowing capacity.

INTRODUCTION In recent years several cities in the Eastern United States have constructed subway systems in deeply weathered igneous and metamorphic rocks. Portions of these transit tunnels and shafts have penetrated zones of saprolite. The purpose of this paper is to define saprolite and discuss saprolite behavior in terms of construction and design of tunnels and shafts. Saprolites are products of in situ weathering of rock, with properties intermediate between those of soil and rock. A well-developed weathering profile can be divided into zones of residual soil, saprolite, transition zone materials, weathered rock, and fresh rock. Saprolites are distinguished by a high degree of weathering and by retention of parent rock textures and discontinuities. These structures persist as relict features because of iso-volumetric weathering (Cleaves, 1974) and formation of intergranular bonds that give cohesion to the saprolitic material. As saprolite continues to weather, the bonds are broken, causing the saprolite to decompose and disintegrate into a true residual soil mass without relict structure. Saprolites may form from igneous, metamorphic or sedimentary rocks, but are most easily recognized when derived from igneous and metamorphic rocks because of their inherent structures. The physical characteristics and properties of residual material vary as a function of mineralogic composition, structure, and discontinuities of its parent rock.

Weather changes of a daily, weekly, or seasonal period affect mineral production and cause significant losses that are considered unavoidable. Private weather forecasting services are available on a contract basis that can significantly reduce the uncertainty associated with weather-induced changes in the production of and demand for minerals. This paper provides examples of current practice and reviews the opportunities that await those producers who incorporate weather services as an integral part of their operating, scheduling, and planning procedures. Private weather forecasts can be highly accurate because atmospheric trends such as conditions and movement tend to persist and are related to previous meteorological events. Commercial meteorological services are prepared to deal specifically with a mineral producer's special problems (Table 1). Tactical use of private forecasts is a major advance over the severely restricted value of public forecasts which, of necessity, are general in nature and cover a dispersed geographic territory. Private weather services provided on a consulting fee basis offer the mineral producer the opportunity for tactical and strategic response to weather conditions at an acceptable cost. This contrasts with the too-frequent current tendency to view weather as a random variable the costs of which are unknown and about which nothing can be done.

During 1975, the Reclasource Corporation constructed and commissioned a plant for the recovery of mill scale, coke breeze, blast furnace dust, blast furnace sludge and basic oxygen furnace dust at the site of Crucible Alloy Division, Midland, Pennsylvania. The Reclaform Process was employed as the criteria for plant design. This Process takes the solid in-plant fines as listed above, commonly found in integrated steel mills, sizes and forms them through the use of a carbonaceous binder briquetting system and cures the binder through a final heat-treating step. 15,000 tons of Reclaform briquets have been tested in the Crucible blast furnace in several campaigns structured to assess material handling properties, burden feasibility and finally culminating in an iron and carbon assessment campaign. Data are presented from the records of the blast furnace operation and conclusions are drawn that both iron and carbon utilization have been demonstrated.

The Brunswick No. 12 Deposit is a large polymetallic massive sulphide deposit, occurring in Ordovician age rocks of the Tetagouche Group. Silver is contained within the sulphide zones and economically it is the second most important commodity produced. Brunswick is one of the largest silver producers in Canada. The distribution of silver within the mine is presented, with examples from various levels. The concentration of silver can be shown to be related to both stratigraphy and structure. The mineralogy of silver in mill products is also presented.

The quality of water in mine pit lakes depends in part on the physical limnology, including such factors as thermal and chemical stratification, turnover and the development of anoxic conditions with depth. Limnologic data collected from four existing pit lakes in Montana and Saskatchewan indicate that pit lakes develop a thermocline (temperature stratification) in the upper 10 to 30 m (33 to 100 ft) of the water column. Two o f the pit lakes, 26- and 55-m (85 and 180 ft) deep, undergo seasonal turnover of the entire water column, whereas two deeper, pit lakes, 110 and 240-m (360- to 790 ft) deep, undergo seasonal turnover of only the upper portion of the water column. In the deeper lakes, seasonal mixing does not extend through the entire water column, and a distinct chemocline develops with depth.

Cripple Creek and Victor Gold Mining Co. is developing a full-scale pad injection program as part of the overall operational plan for the Valley Leach Facility. As part of the development process the mechanics of the injection methodology are evaluated in the context of physical injection measurements, outcome from geophysical monitoring, and gold leaching theory. The results indicate that hydraulic fracturing analogies advanced heretofore do not accurately describe injection phenomena in unconsolidated and noncohesive material typical of leach pads. A new interpretation is presented and extended to define operational strategies for maximizing gold production.

In the grinding of dry non-metallic materials such as rocks, ores, gypsum, lime, and cement clinker, it is recognized that only a relatively small portion of the energy is utilized for actual size reduction, and the major portion of the energy used is converted into heat. As a result, heat is generated inside grinding mills imparting to the ground product a higher temperature than that of the mill feed. In some cases, as for instance in grinding cement clinker and gypsum into finished cement, it may be desirable to keep this temperature increase within certain limits, to avoid any change in the properties of the product and, because consumers may specify a maximum temperature of the finished product for reasons associated, with the tulimate use of the cement. The actual proportions of heat and useful work are somewhat indefinite. Some tests have indicated that nearly all the energy is converted into heat, and. other investigators have found that they could account for "everything except the noise." Investigations sponsored by the American Institute of Mining and Metallurgical Engineers, and carried out with an adiabatic calorimeter, indicated that a surprisingly high 19 percent of the energy might actually be used for size reduc¬tion. However, for the purpose of the following discussion it will be assumed that: (Fig. 1) 10% is lost in motor and gears 10% is lost by radiation and convection from the mill body 10% is used for size reduction, and. that 70% of the energy input leaves the mill as heat in the ground. product. A typical example (Fig. 2) would be a 7x22-ft tube mill operating in open circuit, driven by a 400 hp motor, charged with 77,000 lb of grinding media and producing 70 bbl or 26,300 lb of cement per hour. Reducing this cement from a clinker size of 96 percent passing a No. 16 mesh sieve to a specific surface of 3,230 sq cm per gm (Blaine) will increase the temperature of the cement approximately 143F above the temperature of the feed, as explained later. If the tempera¬ture of the clinker therefore is 125F, the finished cement will be 268F, which in some cases may be too hot. : When cement temperatures approach a range during grinding where dehydration of the gypsum becomes a problem, a logical consideration would be some means of reducing the temperature before it attains the range conducive to gypsum dehydration. Regardless of the varying degrees of heat generated within the mill or mills during grindingto various finenesses, consideration of the maximum safe limit for any type of cement being ground, which may vary fromplant to plant, govern in refining the mill circuit to obtain a safe temperature range. All plants are not necessarily required to do the same cooling job, and may or may not use cement coolers following the grinding circuit. (Not discussed in this paper). In the past, various means have been employed for controlling this temperature increase, Such means have included water cooling of the outside of the mill shell; equipping the shell with cooling fins; injection of moisture inside the mill; ventilation through the mill; and., in cases of closed-circuit grinding, drawing cooling air through the classifier; the purpose in all such cases being to remove heat from the grinding system.

In a minerals-recovery context, the object of exercising control over milling operations must be threefold, 1) To achieve maximum recovery at 2) minimum operating costs and 3) making maximum use of installed equipment, Milling is one of a sequence of operations which have as their objective the economic recovery of minerals from mined ores, All operations in the sequence are interdependent and each is both influenced by and itself affects all other unit processes. The part which grinding plays in achieving each of the above objectives is indicated in the following analysis: In South Africa, the most important mining operations are still the gold mines, A vast reservoir of knowledge and experience in treating the Witwatersrand and associated ores has been accumulated. and recoveries are consistently high, However residue values do vary and frequently this is due to fluctuations in the degree of grind, The significance of changes in residue values is indicated by the following example: On a modern mine, the residue values varied from 0,25 to 0,33 dwi; per 2000 lb, during a period of 6 months, The cash value of the gold thus lost varied therefore between $0.44 and $0.58 per 2000 lb, ton. A residue which assays 0.30 dwt per ton would contain approximately 0.26 dwt as undissolved gold and 0,040 dwt per ton as dissolved gold present in residual solution after filtration. This dissolved gold loss is a function of efficiency of filtration and varies from 0.030 to 0,.070 dwt per ton of residue.

There was a time when heavy-duty apron feeders were built to last almost forever. The machines were heavy and built to maintain certain expected longevity and reliability. Increasing emphasis on return on capital leads to cost-effective designs. Costs can be increased or decreased, depending on customer specifications and the design philosophy of the feeder manufacturer. Specifiers can make important contributions to cost effectiveness. To do so, this article describes what should be known about planning with a supplier for heavy-duty apron feeders. There are several factors that should be considered, including capacity, characteristics of material carried, length, method of feeder loading, degree of lift, hopper opening, pan construction, and type of drive. Today's apron feeders are built in various sizes and with a variety of components to handle heavy, lumpy, or abrasive materials that can ruin lighter feeders. Careful feeder selection is important if it is to provide a controlled feed rate, absorb huge impacts, be used with long hopper openings, and have a relatively low power-perton capacity. Variations in systems and materials demand that each feeder be designed for its application, drawing on a wide range of components. Therefore, certain factors must be considered before final specifications are drawn. Capacity The design and application of an apron feeder is based on how material passes through a given system over the feeder into processing machinery. The processing machinery's capacity governs other equipment and productivity of the flow. From this basic information, related sizes of upstream equipment can be determined. Of these, the apron feeder acts as the "mouth and neck of the bottle." No more will pass than the mouth and neck will accommodate. Everything in the apron feeder design, from dimensions to power, is based on processing machinery. Material Considerations Are Vital Just as the nature of materials to be crushed or screened affects capacity and productivity of a crusher or a grinding mill, so does it affect capacity and performance of a feeder. Lump size must be identified closely so the pan width can be selected to accommodate the maximum lump with room to spare. Paul Y. – SELI Joint Venture had been contracted to build the longest section of the Strategic Sewage Disposal Scheme (SSDS) – Stage I. This involved two tunnels under urban and marine areas excavated by high performance hard rock open type TBMs operated from deep shafts. A specific ground treatment program was developed using advance probing and grouting to control water inflow into the excavations. The article describes: the technologies adopted, the experienced problems, the encountered productions and their interrelation with the water inflow amounts, the possible improvement in the technologies for the excavation of the future stages of the same project as well of any other project under similar conditions.

The reverse cationic flotation is the most widely utilized flotation method for concentrating iron ore. In such a process quartz is often floated with ether amines (R?O(CH2)3?NH2) partially neutralized with acetic acid. However, it is well known that the cationic flotation of hematite does not work well if a certain amount of slime is present in ore slurry. To improve flotation performance, starch is often added to the flotation feed to selectively flocculate and depress the iron minerals and sodium silicate is used to disperse the silica gangue. The present study was conducted to improve the flotation efficiency of iron ore flotation by use of a new type of depressant for clay and iron minerals, i.e., GP clay binder. It is postulated that the GP clay binder minimizes slime adsorption on quartz and hematite particles by agglomerating clay particles to reduce their surface area. It is further theorized that the clay binder helps depress hematite flotation due to its unique chelating ability to iron ion. The results from this study clearly show that the GP clay binder is an effective depressant in iron ore flotation. When it was used as a substitute for corn starch, it increased concentrate grade from 60.78% to 67.67% and increased iron recovery from 71.96% to 72.90%. The combined use of GP clay binder with corn starch produced even better flotation performance, increasing concentrate grade to 67.08% and iron recovery to 78.15% simultaneously.
