A number of countries have introduced codes governing the valuation of mineral assets and securities. The African continent will follow suit in due course considering the importance of the global minerals industry as it relates to the attraction of foreign investment. South Africa is to introduce the Petroleum and Minerals Development Bill legislating the involvement of previously disadvantaged individuals and communities in the country?s minerals industry. One of the challenges facing the successful implementation of such codes and bills lies with the abilities of independent valuators to value mineral properties and projects on a consistent basis. Certain valuation principles and methodologies are applicable in all jurisdictions in the minerals industry. These valuation tools and principles are considered and developed in this report. They have been discussed and developed to encourage minerals valuators to consider and consistently apply the most applicable valuation methodologies.

The mechanized mining cycle using loaders and shuttle cars had its peak in terms of usage in the mining industry during 1950 through 1960. In Brazil, this system is still used at underground coal mines in southern Santa Catarina coal basin. With the aim of investigating the benefits of a new mining scheme using the room and pillar method for these local mines, a computational simulator model was developed in order to investigate the mining cycle. This paper presents the methodology used to develop the simulator and the results that the simulation shows regarding impact of the proposed new scheme on mining productivity.

Transalloys produces 160 000 tons of SiMn per annum from five AC submerged-arc furnaces. The lime-ore melt from two AC open-arc furnaces is contacted with SiMn to produce 50 000 tons of medium carbon FeMn per annum. Metallics in the slag are reclaimed in a jigging plant, which has been in operation since 1999. The flow of materials between the jigging plant and furnaces has been optimised. The amount of recycle slag in the feed of the SiMn furnaces has been decreased by more than 30% which still provides satisfactory stability of the furnace operation. The jigging plant has absorbed all the additional slag generated, to recover SiMn metal. A review of the raw materials used and operating parameters for SiMn production was also undertaken. Slag to metal ratios were decreased by more than 30% by reducing the slag recycle, removing magnesite from the recipe and introducing high-grade ore. Electrode penetration was improved by reducing coke levels and by utilising more reactive coal. The pitch circle diameter (PCD) was reduced to get a better operating stability on furnace no 5 using the MINSTRAL Control System. Energy consumption on the furnaces improved by more than 15% while SiMn production increased as a result by more than 18%.

A quantitative rockburst hazard assessment procedure was introduced on Elandsrand Gold Mine at the end of 1994. It is currently used to evaluate the seismicity-related risk in production areas on the mine. Six parameters related to seismicity, geology, mining layout, and production are rated and results are used as a planning tool on a regular basis. The applied assessment can be considered successful in that it promotes awareness of the seismic hazard and provides an opportunity to address seismicity-related mining problems. A comparison between high risk panels and those working areas with rockburst incidents showed that high hazard ratings reliably forecast the occurrence of larger events in the following month but they do not necessarily predict those working places with rockburst-related accidents. From this one may conclude that high levels of seismicity do not coincide with high rockburst rates.

For many years line-of-sight (LOS) issues for underground mobile equipment is a growing focus of research. This research is a result of the numerous fatalities and injuries which occur in the mining industry and which are related to poor operator LOS. Three assessment methods are currently used to assess operator LOS of underground mobile equipment. The light filament (LF) method is a hands-on assessment method that is performed in the field. This method is not evaluated in this paper. The laser scan (LS) method of assessing equipment is a quick and reliable method that comes from the need to evaluate vehicles already located in the field. The computer simulation (CS) method can assess LOS issues using a computer aided drawing (CAD) model, which is useful for assessing current or prototype models. The purpose of the current research is to compare and validate different operator LOS assessment methods. Comparison of the results of the LS and CS visibility plots yielded similar quantifiable results. A visual comparison of the results further illustrate that the LS and CS methods are acceptable assessment tools for mobile equipment operator LOS evaluation. The visibility assessment methods are now being prepared as guidelines for the mining industry to assess current and potential designs.

"Copper–cobalt extraction is a reagent-intensive process resulting in acid consumption greatly contributing towards production costs, which in the current market conditions curtail profitability. Nanofiltration (NF) membranes have become an attractive approach in the mining and minerals industry for product concentration and reagent recovery based on the ability of the membrane to separate monovalent ions from divalent ions. NF membranes can selectively separate acids from metals and salts allowing acid to be recycled as well as the concentration and purification of product streams. Membrane technology in the field of copper–cobalt processing focusses on the concentration of Cu2+ and Co2+ in the pregnant leach solution, recovery of acid from waste streams to neutralization, recovery of valuable metals from waste ponds and process water recovery. This paper aims to provide insight into the potential applications of NF membranes in copper–cobalt processing circuits as well as a brief overview of the effects of process conditions on membrane performance and process development. INTRODUCTION The copper–cobalt industry commonly uses inorganic acids, such as sulfuric acid, in large quantities for primary leaching of copper–cobalt oxide ores and releaching during product purification (Stuurman et al., 2014). This results in numerous acidic intermediate streams containing high metal concentrations and acidic waste streams with low metal concentrations. Acid consumption typically accounts for 10–15% of the operating costs of mines in the Democratic Republic of Congo (DRC) and Zambia (Acid Plant Database, 2015). Due to remote mine locations, poorly maintained roads and cross-border conflict, the cost of sulphuric acid can range between USD 300 and 400 per ton. The pivotal role of acid in the copper–cobalt extraction process has driven many mines to build sulphuric acid plants on site to ensure a reliable acid supply, however elemental sulphur still needs to be imported which faces similar logistical challenges and contributes towards operating costs."

Eng (Metallurgical Engineering) degree Electrowinning is an attractive method to recover gold from the relatively concentrated aurodicyanide solutions produced by the elution of loaded carbon, provided that the plated gold can be easily removed using high pressure water sprays. In practice, difficulty with the removal of the gold is occasionally experienced and has been correlated with the presence of high concentrations of copper in the eluate. In this work, the influence of copper on the electro-plating of gold was further investigated using a laboratory electrowinning cell with a rotating disc cathode, polarization, and adhesion tests. It was found that the reduction of copper will compete with gold electrowinning at high copper tenors and that the adhesion of the precipitated gold is also increased under these conditions. Thermophysical properties of silicate melts are strongly structure dependent. It is well known that the viscosities of slags increase with increasing the degree of polymerization of silicate anions. Even the thermodynamic properties of slags are dependent on the types of species and the population of the same in the melt. Thus, a link between the thermophysical and thermochemical properties of silicate melts is logically expected. The present paper elucidates the salient features of Darken?s excess stability approach to the Gibbs energies of solutions as applied to the viscosities of silicate melts. It is demonstrated, that the second derivatives of the viscosities of binary silicate melts with respect to composition indicate a maxima corresponding to the existence of stable compounds in these systems. The concept was successfully applied to the following systems: Al2O3-SiO2, CaO-SiO2, FeO-SiO2, MgO-SiO2and MnO-SiO2. In all the cases, the second derivative plots of viscosities with respect to composition showed peaks corresponding to the metasilicates. The second derivatives of the activation energies of viscous flow with respect to temperature has earlier been shown to reflect the formation of associates/embryos in the homogeneous silicate melts, indicating the readiness of the melt to separate a solid phase. Thermodynamic coupling of thermal diffusivities in the case of the system CaO-Al2O3-SiO2from the laser-flash measurements of these slags as a function of temperature are examined as part of the present study. Densities are estimated from integral molar enthalpies in the case of silicate systems and the results are presented. This study investigates the use of appropriate seating systems for the control of whole-body vibration exposure in vehicles used in the SA mining industry. Six suspension seats were tested with six test subjects to determine the most suitable seat for an articulated dump truck based on the EM1 requirement in ISO 7096 (2000) standards. Transmissibility functions were measured in the laboratory using the newly commissioned Dynamic Seat Testing Facility with two excitation levels of 1m/s2 and 2 m/s2 r.m.s. in the 0.5 - 30 Hz frequency range. SEAT values were calculated for two input spectrums, the EM1 input spectrum specified as in ISO 7096:2000 and measured road vibration data measured on a typical articulated dump truck. The averaged SEAT value calculations indicated that not one of the seats will qualify as an ISO 7096 (2000) suspension seat but that it is possible to select a seat that will significantly reduce the vibration the driver will be exposed to.

Transportation cost is the dominant cost and accounts for almost half of the total mining cost in surface mining. Therefore, determining transportation cost is critically important for the economic feasibility of mining projects. Turkey produces around 85 million tons of lignite per annum. The biggest state-owned company, Turkish Coal Enterprises (TKI), accounts for 43 per cent of the country?s total lignite production. Around 85 per cent of the produced lignite is used in power plants for electricity generation and 15 per cent is used for domestic heating in cities and urban areas. On behalf of the Turkish government, TKI distributes around 2 Mt of lignite annually, at no cost to poor needy families countrywide in accordance with Social Assistance and Solidarity Funding aid. Subcontractors are utilized for lignite transportation, and conflicts arise due to the different transportation cost calculations at different mines. A robust model that provides unbiased cost estimations is therefore of paramount importance. This paper presents the transportation cost estimation software, NAKMAL, that has been developed for estimating the transportation cost of lignite from the mine face, including excavation and loading, to various final destination points through five different transportation scenarios. NAKMAL was designed using VisualStudio.NET, validated using field data and some case studies, and it is currently being used by TKI for calculation of transportation cost country-wide.

This paper describes the evaluation of a limit equilibrium model to simulate the behaviour of crush pillars in platinum mines. An analytical model was derived to calculate the residual average pillar stress (APS) values of the crush pillars. The values predicted by this model were compared to the numerical values obtained from TEXAN simulations. In general, the limit equilibrium model appears to be very attractive for simulating pillar failure as the gradual crushing of the outside of the pillar and the transfer of stress to the intact core can be replicated. The value of the TEXAN crush pillar model was further demonstrated by simulating an idealized layout with crush pillars between two adjacent panels. The simulations illustrated that oversized pillars will not crush close to the face and this may lead to seismic failure in the back area. An important finding of the study is that closure measurements may prove to be a very valuable diagnostic measure in crush pillars layouts. Distinct differences in magnitudes of closure were simulated for a scenario where the pillars crush as expected, compared to the scenario where an oversized pillar is left. Experimental closure data collected in a crush pillar stope provided further evidence regarding the value of closure measurements in these layouts.

Southern Africa has a history rich in the pyrometallurgical processing of ores. Two of the alloys produced are high-carbon ferromanganese (74?83 per cent Mn) and silicomanganese (59?67 per cent Mn and 14?31 per cent Si). The largest land-based manganese ore deposit in the world is based in the Northern Cape Province of South Africa. In 2010, 6.3 Mt of ore from the deposit was exported, mainly to China, Norway, Japan, and India, and an estimated 1.1 Mt beneficiated locally to produce manganese ferroalloys. In southern Africa the producers of manganese ferroalloys are Metalloys and Assmang, and of silicomanganese Transalloys, Mogale Alloys, and Match Corporation. Submerged arc furnace technology is utilized in the production of high-carbon ferromanganese (HCFeMn) and silicomanganese, applying the discard slag practice in both instances. The carbon content of HCFeMn is reduced using converter technology and that of SiMn using the Perrin process. Ninety per cent of the world?s manganese ferroalloys production is consumed by the steel industry. The consumption (and production) of manganese ferroalloys therefore closely follows worldwide steel production. From 2001 to 2010, the doubling of the worldwide production of manganese ferroalloys can be attributed to an increase in production capacity in Asia and Oceania, with the largest increase in the production of SiMn. Manganese ferroalloys produced in Asia and Oceania are mainly for the local market, with North America, Europe, Russia, and Turkey the major markets for alloys from southern Africa. The major challenges faced by the southern African manganese ferroalloy producers are increasing electricity tariffs and productivity of labour, which require a concerted effort by all parties involved to achieve a satisfactory solution. Automation technologies are increasingly adopted in different mines world-wide. This paper presents the technical aspects of vehicle automation applications at two Noranda operating mines. Teleoperation of 5 LHDs at Noranda?s Bell Allard mine is used in order to meet aggressive mining requirements under difficult conditions. The equipment is performing under high demand for reliability and performance. In order to further increase performance, automated loading has been commissioned on one of the LHDs and is being tested. Results to date indicate improved performance with respect to an operator through better filling of the bucket, fewer passes at the muck pile and shorter cycles. Noranda?s Brunswick mine is currently commissioning an automated haulage zone where two optically guided trucks transport ore from a remotely operated chute to two ore passes. Expected operational advantages include increased system capacity and enhanced safety and comfort for the operator. Monitoring to date indicates that the trucks can operate reliably under the conditions imposed by mine production.

1.1 Section 47(1) of the Mine Health and Safety Act, 29 of 1996 (?the MHSA?) establishes a Mine Health and Safety Inspectorate which is administered by the Chief Inspector of Mines. The Mine Health and Safety Inspectorate is part of the Department of Mineral Resources. The Chief Inspector is appointed by the Minister of Mineral Resources (see section 48(1) of the MHSA). 1.2 The Chief Inspector must, amongst other things, ensure that the provisions of the MHSA are complied with and enforced, and that all the duties imposed upon the Chief Inspector and the other Inspectors of Mines in terms of the MHSA and any other law are performed. The Chief Inspector of Mines must appoint Principal Inspectors of Mines and Inspectors of Mines to assist him/her to discharge his/her duties (see section 49(1)(a) and (c) of the MHSA).

The Bushveld Complex is economically significant and strategically important to South Africa, thus it is imperative that optimal extraction of platinum group metal (PGM) resources on the Bushveld Complex is achieved. Optimal extraction broadly requires that the maximum amount of ore is extracted by excavating and hauling the minimum amount of waste in the shortest possible time, at the least cost, and in the safest and most environmentally acceptable manner. In open-pit mine planning this entails among other things, minimizing the waste stripping ratio, whereas in underground mine planning it includes minimizing the metres of waste development. In conventional mining, the main development that is in waste or partly in waste and defines the mining grid pattern includes levels and raises. It was prudent to consider optimizing level and raise spacing in conventional mining because the method is a prevalent mining method on the Bushveld Complex accounting for nearly 70% of platinum production.

This article is a continuation of a series of publications by the authors on the international debate on resource nationalism, with specific reference to South Africa. Previous outcomes have shown that mine nationalization is not a solution for South Africa, and that maintaining stability of the current mineral and tax regimes is fundamental. It will not be wise to replace existing law and policy instruments until there is a better understanding of the distinction between fact and public perception about the impact of the current system. The new scheme of state custodianship linked to a mining royalty that effectively targets economic rents provides for effective resource use. The methodology in this article is to consider how South Africa's mineral tax regime can be tweaked to achieve optimal management and benefit from mineral extraction and associated rents by avoiding changes feared by investors. The major finding is that the current suite of instruments can be considered a suitable platform for optimal management of resource rents. However, it will be necessary to first investigate ways of improving the mineral beneficiation intent of the royalty structure, and secondly investigate whether the mineral rent portion of the royalty formula can be ring-fenced for the purpose of establishing a sovereign wealth fund.

This paper discusses a study that investigated different underground bulk air heat exchanger (>100 m3/s) design criteria. A literature review found that no single document exists covering all design criteria for different heat exchangers, and therefore the need was identified to generate a guideline with decision analyser steps to arrive at a technical specification. The study investigated the factors influencing heat exchanger designs (spray chambers, towers, and indirect-contact heat exchangers) and the technical requirements for each. The decision analysers can be used to generate optimized, user-friendly fit-for-purpose designs for bulk air heat exchangers (air cooler and heat rejection). The study was tested against a constructed air cooler and heat rejection unit at a copper mine1. It was concluded that the decision analysers were used successfully. This tool (decision analysers) can be used by engineers for the efficient and cost-effectively design of heat exchangers.
