This paper deals with the development of the cut-and-fill mining method at the Broken Hill orebody of Black Mountain Mineral Development Company (Pty) Limited, at Aggeneys in the north-western Cape Province of South Africa. Lead, copper, zinc, and silver are produced. Production started in January 1976, being confined to blasthole production methods in the upper, steeply dipping areas of the orebody. This blasthole reserve is 70 per cent depleted, and pillar extraction is in progress. The balance of the production tonnage, 60 kt per month, is produced from three cut-and-fill stopes situated in the flatter-dipping areas of the orebody. The cut-and-fill mining method at Black Mountain is a result of research and planning activities that included the use of modelling, laboratory tests, mathematical analyses, in situ tests, and experience gained from other mining operations. These investigations and the resulting developed methods and designs are summarized in the paper.

The Southern African Development Community (SADC) aims to harmonize mineral policies and regulatory regimes in the minerals sector. This paper provides a review of the progress made towards harmonization of mineral regimes in the region. It singles out only the mining fiscal environment, as this is normally one of the key issues of interest to potential investors as well as the host state. Indications are that the region is slowly progressing towards a more harmonized approach, and there is evidence that the ?race to the bottom? has been prevented, which is the basis for an integrated mineral sector that the region aspires to.

For resources projects with healthy net present value (NPV) and low cash flow volatility, conventional discounted cash flow (DCF) analysis will continue to provide the dominant investment decision-making criteria. However, DCF analysis can be biased because it often applies a single risk-adjusted discount rate (RADR) to compare the value of projects with different risk characteristics. Many of the difficulties with DCF modelling arise from analysts' inability to determine appropriate risk discounts and to estimate expected spot prices inputs for the commodities produced over the life of the project. Modern asset pricing (MAP) is a very valuable complement to DCF analysis in addressing some of these issues. Most papers dealing with MAP, however, while academically rigorous, tend not to be explicit in terms of practical application of this methodology in routine project evaluation. This paper has the objective of reviewing the MAP methodology and of demystifying its complexity, by providing a simple but realistic step-by-step evaluation of a mining project, comparing its DCF and MAP NPV values. The paper concludes that MAP provides a minimum, risk-adjusted `floor' value, thus representing a valuable complement to any DCF valuation.

This paper reviews the theoretical methods used in South Africa for the prediction of heat pick-up and air-temperature gradients along main haulages. These methods include those of Starfield, Ramsden, McPherson, and Goch and Patterson. The differences in predictions based on typical airway conditions are explained as being due to differences in the mathematical models on which the predictions are based. The largest discrepancies were found for dry airways and for airways with bulk air coolers. The errors in predictions of the effect of machines and coolers that have been running for only a few months are calculated, and the limitations of various simplified methods are discussed.

A study of the response of South African white gold miners to exposure to dust in their working environment yielded large quantities of dust data. Analysis of this data (presented in summarized form) reveals a variety of interesting relationships, including the shift-long exposure of different occupational groups, the dust levels due to various mining operations, relationships between different dust-measuring procedures and time trends in dust levels during the shift. The statistical probability of contracting silicosis at various levels of exposure to this dust is reported briefly. A new method of using microscope counts to estimate the respirable mass of dust samples is given in an appendix.

INFACON XI has no doubt earned the distinction as the first such Congress in India. This prestigious occasion could become a reality of a long cherished dream of the Indian Ferroalloy Producers, consumers and ex-porters. The International Committee of Ferro Alloys (ICFA), South Africa, the august body for organising INFACON, every three years, could be convinced by the Indian Ferro Alloy Producers? Association (IFAPA) to award INFACON (XI) to India. This Congresss, organized by IFAPA, has opened a window for the Ferroalloy Community of India, the up-coming Asian Tiger, to register their strength and weakness to the world forum with the principal objectives of evolving long and short-term optimum road-maps for development. It is to be reckoned that India is poised to be a steel giant by 2020 when it is envisaged that the steel production may reach a level of 120 million tons of which significant proportion has to be in the categories of alloy and special steels, requiring standard and high grade ferroalloys. Keeping the above objective in view, the theme of this Congress has been rightfully designed as ?Innovations in Ferro Alloy Industry.? This Congress has also earned a distinction of more than eighty papers, finally selected for inclusion in the Proceedings. More than 100 internationally and nationally reputed experts in the field of ferroalloys (technology and manufacturing practices as well as world scenario) have been approached for critical review of abstracts and selection for the proceedings. It needs to be mentioned without the cooperation received from ICFA the high standard of INFACON could not have been assured. The papers are suitably grouped under seventeen heads, starting from world situation to production and operation followed by present and future technologies and finally to modelling and simulation. It is a Herculean task to the Technical Committee to fit these papers in proper sequence. The Commit-tee members kept no stone unturned to ensure the cogency with the subject matters and at the same timekeeping the flexibility of interests of the participant, especially in the context of three parallel sessions. The Proceedings containing only refereed papers of high quality, will serve the entire gamut of ferroalloy industry and will also highlight the present status of concerned countries. The areas of attention to make the industries globally competitive and at the same time laying emphasis on the prevailing practices, will help the industry leaders to formulate an appropriate global approach. Following the break-through step, instilled by INFACON XI, the Proceedings will be available both in bound and in searchable electronic CD-ROM format. I, as the Chairman of the Technical Committee would like to express thanks and high appreciation to all the Committee members for their whole hearted efforts in all respects without which it would not have been possible to complete these proceedings in the scheduled time. "Historically, mining companies worldwide provided housing and developed towns to accommodate their employees. At the end of the 1980s this approach became less prevalent and attempts were made to mitigate the effects of mine development and mine closure on communities living near the mines. Permanent settlement in mining towns urgently needed to be minimized. Since the advent of democracy, South African policy has moved in the opposite direction, shifting the emphasis to creating integrated communities and encouraging home ownership. Despite this policy shift, however, mines continue to influence local housing conditions. One direct outcome has been the development of informal settlements. We surveyed 260 informal settlement households in Postmasburg, a small and remotely located town in the Northern Cape Province of South Africa. We found that because they employ contract workers and thus arouse expectations of employment, the mines here contribute extensively to the development of informal settlements. But local factors also contribute, and the functional role of informal settlements as a form of housing that supports mobility should not be underestimated. We also found that both municipal and mining company policies for informal settlements were inadequate. Finally, we found that low-income informal settlers not associated with mine employment suffered the highest levels of social disruption.IntroductionA mine generates demand for labour, which in turn generates demand for housing. When settlements spring up near a mine this often means poor housing conditions. In South Africa in the 1960s and 1970s mining companies invested heavily in company towns or mining settlements, but they have become increasingly hesitant to do so, for three reasons. First, declining resource prices in the mid-1980s and the 1990s compelled them to focus on core business interests and reduce the costs of peripheral activities such as housing (Bryceson and MacKinnon, 2013); second, at the turn of the 20th century they were often accused of taking over the role of local government (IIED, 2002) and consequently became hesitant to invest in developing mining towns; and third, changing labour regimes also curbed their investment in such towns (Haslam McKenzie, 2010). Increasingly, the companies began to endorse block-roster shifts, and outsourcing also became more common in the early 1990s. Block-roster shifts in Australia (together with improved technology) have meant that miners do not need to settle near the mines but can fly in and fly out and have their urban houses as their stable homes. This has had serious negative implications for housing in remote towns in Australia, particularly worker camps, large-scale renting out of available accommodation, and ‘hot-bedding’."

"The decreasing availability of resources amenable to surface operations has led to increasing numbers of underground mines, with trends indicating this will continue into the future. As a result, there is a need for additional optimization processes and techniques for underground mines, with many analogous methods having already been developed for surface mining. Current methods for design and optimization of stope boundary selection and scheduling mainly involve heuristic methods which focus on a single lever. Individual optimality may be approached, but globally optimal results can be obtained only by an integrated, rigorous approach. In this paper we review previous methodologies for stope boundary selection and medium- to long-term scheduling and highlight the need for an integrated approach. Previous integrated approaches are reviewed and an improved modelling system proposed for shorter solution times and greater applicability to mining situations. Randomly generated data-sets for gold-copper mineralization are used to investigate the model performance, describing solution time as a function of data complexity.IntroductionThe increasing need for mineral resources is driving an increase in underground mines. Lower grade mineralization with larger amounts of overburden is becoming economically viable due to technological advances; however, the software and tools available for strategic underground mine planning are not well developed. Advances in the methods used to determine underground layouts and scheduling must occur to ensure underground mining is as optimized as open pit operations, as underground mining involves many more technical restrictions.The process of determining stope boundaries and scheduling is an example of an aspect of underground mining amenable to optimization (Topal and Sens, 2010). The current industry standard for medium- and long-term planning for sublevel stoping (SLS) is to exclusively determine stope outlines and then determine an appropriate sequence and schedule accordingly. This process violates the concept of optimality as integrating the constraints imposed by pre-determining stope outlines does not allow for considerations in scheduling to influence boundary planning (Ataee-Pour, 2005). An integrated planning process that combines both stope outlines and scheduling would approach the optimal solution and hence generate more value for operations. This investigation specifically deals with the underground sublevel stoping (SLS). Other underground mining methods such as block caving, sublevel caving, and room and pillar mining have unique characteristics and therefore require specific stope boundary/production scheduling considerations."

Owing to their excellent oxidation and corrosion resistance, Pt and its alloys are being used preferentially at elevated temperatures and in aggressive environments. For example, an important application field is the glass industry. Alongside the discovery of new potential application fields, the knowledge of material properties is essential for computer simulations, design configuration, process optimization, research and development or quality assurance purposes. Due to the importance for technical applications high-temperature properties have been investigated for currently available Pt-base alloys with ongoing improvements. For the determination of tensile creep test data up to 3000°C, including precise strain measurement, special experimental equipment has been developed at the University of Applied Sciences Jena, Germany. An overview of the existing and newly obtained mechanical property data on pure Pt, solid-solution strengthened Pt-Rh alloy, oxide dispersion-hardened materials Pt DPH and Pt 10%RhDPH as well as cutting-edge results on Pt-base superalloys hardened by intermetallic precipitates will be presented and discussed. Furthermore, some important application examples for the abovementioned Pt-materials will be given.

The statistical methods described in the previous chapter permit the estimation of the average value p of a deposit, and the calculation of confidence limits for this value. They are based on the assumption of independence of sample values. As soon as a reasonable number of samples has been obtained from a deposit, local valuation, or estimation of blocks of ore within the mineral deposit, becomes necessary. The assumption of independence of values must then be rejected. Local valuation is possible only if there is a relationship between the value of a sample and the value of the surrounding ore, provided this relationship is a function of the position of the sample with respect to the blocks of ore to be valued. Whichever method is used for the valuation of a block of ore, the following assumptions are always made: ? The values of samples located near or inside the block are related to the value of the block. ? The values of the samples located closest to the block are most closely related to the value of the block. These assumptions will hold true only if the following assumption can also be made: ? There exists a relationship between sample values which is a function of the distance between samples. We are saying that the value x (z) of a sample centred at a point z has properties which are functions of this point. A certain spatial structure exists in the sample distribution. We are therefore dealing with a regionalized phenomenon, and we must treat x (z) as a regionalized variable. This can be done statistically by means of a model chosen to represent the spatial structure of the phenomenon. We shall see that the relationship between block values and sample values can be deduced from the relationship between sample values, and all local valuation problems can be solved using the statistical model obtained from the analysis of the sample values. It is important to realize that this statistical model is obtained by analysing the properties of known sample values, and will be used for the estimation of unknown block values. Such a statistical inference is valid only if the model developed represents the properties of both the sampled section of the ore body and the section to be valued: some stationarity conditions must be satisfied, and the model with the least restrictive conditions is preferred. In the following chapters, the most important models used in spatial geostatistics are presented. The models which can be used when there is no significant drift (trends) in values are described in Chapters 3-1 1. These models can also be used to solve some specific valuation problems when a linear drift is present. A general study of the more difficult problem of analysis of an ore body whose values present a drift is described in Chapter 12. Note that the area considered for local valuation of a block of ore is often small enough for any drift which might be present to be ignored.

The paper reports on loading tests conducted on shotcrete reinforced with mesh and various types of steel fibre, and compares the results with the energy absorbing capabilities of 16 mm rebar shepherd's crooks. It is concluded that mesh-reit1forced shotcrete has sufficient energy-absorbing capabilities to contain rockbursts of significant magnitude, having greater energy absorbing capabilities, even at a thickness of 50 mm, than 16 mm rebar shepherd's crooks. Fibre-reinforced shotcrete has energy absorbing capabilities of the same order as, or better than, those of 16 mm rebar shepherd's crooks, but its performance is erratic.

The efficient and effective handling and logistics of materials for underground support is an important part of mine mechanization and automation. Support systems based on backfill material or grout slurries and pastes transported underground through pipelines (ranges) lend themselves to a large degree of mechanization. In contrast the installation of conventional support systems such as props, timber packs, brick packs etc., requires more handling and hence is labour intensive and more costly. RODIO/ROSOND has developed and improved significantly its high density slurry/low density paste conveyance system on surface and underground during recent years. The surface batching and pumping stations are computer controlled and operate with a minimum labour complement. The RODIO/ROSOND grout pack support system has some unique features such as the use of relay stations, which result in the following distinct advantages and benefits to mining operations: • No interference with shaft operations • No grout ranges under high pressure in shaft • Efficient reticulation from underground relay stations • Low capital cost • Better control of quality of materials (high density slurry/low density paste) placed • Proximity of the working place to the relay station facilitates control of installation. These specific characteristics of RODIO/ROSOND’s grout pack support system have resulted in more economical support for several mines in South Africa and Australia.

Mixtures of MnO and graphite were reacted under argon at temperatures ranging from 1200 to 1425°C, and the loss in mass of the mixture was recorded continuously. The results showed that the rate of reduction of MnO increased as the temperature increased and the ratio of MnO to C decreased. The effect of the particle size of MnO and of graphite on the rate of reduction at I350°C was very small in the range 63 to 250 µm for MnO and 45 to 355 µm for graphite. The rate of reduction at I350°C was increased markedly by the addition of Na2CO2 and K2CO3, was slightly increased by the addition of Fe2O3, was unaffected by the addition of CaO, MgO, and AI2O., and was decreased by the addition of SiO2. Some CO2 was always present in the effluent gas, and this was taken as evidence that the reduction of MnO occurred by way of CO2 as an intermediate product. The activation energy of the ratecontrolling step was 57,5 kcal, and this was similar to the measured activation energy for the gasification of graphite by CO., namely, 61,S kcal per mole of graphite. A simple kinetic model was derived on the assumption that the gasification of graphite was the ratecontrolling step, and the results over the temperature range 1200 to I425°C, when plotted in the appropriate form, yielded straight lines as predicted by the model.

If an orebody has been drilled to achieve some level of regulatory compliance, then a number of associated geological databases will exist, representing 10 000 to 100 000 m plus of core intervals. The databases usually contain data about assays, lithology, mineralisation and geophysical attributes. They will also include location information such as collar positions and downhole surveys. Obviously this data is collected by geologists for, predominantly, geologists and mining engineers. However, from a process design viewpoint process engineers usually ignore the geology where possible and rely on a small number of metallurgical test samples. Typically these test samples are sourced from convenient and available cores or from a small number of specially drilled metallurgical holes. One of the worst instances known to the author was the design of a SAG mill using only two SAG specific test results (one for each of the major ore types) while, geologically, the orebody was defined by more than 30 000 m of drilling. This paper sets out a philosophy to maximise the use of the geological data, both for process design and in preparation for the commissioning phase of projects. Geological data is used in the identification of preferred locations for metallurgical test samples, for checking the metallurgical validity of the geological ore-type definitions, where necessary developing new ore-type definitions (geometallurgical domains) and developing mathematical relationships for the estimation of important metallurgical factors across the geological database. If the estimation of factors (for example ore competence) is considered reliable enough then there is also the possibility of feeding calculated data back into the block modelling process to allow the generation of metallurgically relevant outputs in the mine plans.

Selected members of the slag system were reduced in graphite crucibles in an argon atmosphere, and the physicochemical properties of the reduced derivatives of the slags were determined in inert crucibles. It was found that slags having magnesium aluminium titanate as the primary phase before reduction underwent an increase in liquidus temperature, accompanied by a change in the primary phase. No analogous behaviour could be detected for the slags having perovskite as the initial primary crystallization product. In most instances, the viscosity of the melt passed through an initial minimum, followed by an increase as the reduction time was extended. Increased MgO/CaO ratio. basicity, titania content, and reduction temperature all served to accelerate thickening. During reduction, the electrical conductivity of the slags tended to rise relative to the value for the unreduced melt.

The paper addresses pipe flows of aqueous medium-sand slurries at velocities lower than the deposition-limit velocity. Laboratory test results including measurements of particle concentration distributions are used in order to describe a flow with a (pseudo-) linear concentration gradient above a stationary bed. Particle dispersion within the flow is evaluated and a stratification-ratio equation is formulated, estimating a portion of contact load in the flow. The formula is incorporated in the proposed predictive model for the hydraulic gradient for a medium-sand flow above a stationary bed.

The pipeline transport of paste, backfill or thickened tailings slurries is an important component of the tailings disposal process in many mines around the world. These mixtures contain significant fractions of fine (clay) and coarse (sand) particles, causing them to exhibit non-Newtonian flow behaviour and high frictional pressure gradients. There is often economic incentive to operate these pipelines in the laminar flow regime. Irrefutable evidence has shown that coarse particle settling can occur during the laminar flow of these slurries even when static settling tests show no indication of such behaviour. Previously, a ?rule-of-thumb? minimum frictional pressure gradient of ~1.5 to 2 kPa/m was suggested to ensure effective sand transport, based on the results of tests conducted using viscous Newtonian oils. In this paper, we examine the results of laminar flow tests of non-Newtonian, coarse-particle laden slurries conducted with pipeline loops of 50, 100, 150 and 250 mm in diameter. The results indicate that the ratio of the mean wall shear stress to the mean surficial particle stress is abetter indicator of laminar flow settling tendency than frictional pressure gradient.

This paper summarizes the characteristics of Southern African coals, presents a fundamental approach to the combustion performance of coal, and reviews some of the recent developments in the fields of technological evaluation and boiler design for coals typical of this region. This includes a summary of the petrographic constituents of coa~ highlighting the differences between the Palaeozoic coals of the northern and southern hemispheres (Laurasia and Gondwana respectively), and the effects of these properties on the combustion performance of coal as seen in terms of laboratory, pilot-scale, and full-scale operating conditions. Recent developments in boiler design linked to advanced characterization studies and commercial experience have led to unprecedented use, with maximum effect, of the low-grade, high-ash, high-inertinite coals typical of some parts of this region. In the light of this success, more adequate understanding and better methods of assessment of the coals typical of the Gondwana region are called for, particularly in the light of the price premium for high-grade coal and the more cost-effective lower grade coals on the international steam markets.

Actual observations of rockburst damage, together with some theoretical considerations, strongly suggest that conventional approaches to the design of tunnel support are inappropriate where there is a significant seismic risk. The present widely used support systems, which are based on stiff, fully grouted re-bars, are inadequate where rock displacement velocities exceed 1 m/s. It is shown by means of a simple conceptual model that yielding of the support elements is essential to ensure their survival when they are subject to the high strain rates typical of severe rockbursts. The model proposes that the total load in the element is an impulsive tensile force imposed and sustained by a single 'tributary' block ejected from the tunnel wall. The stability of the system is determined from a comparison of the kinetic energy developed by the block with the energy of deformation absorbed by a grouted steel tendon. A novel test procedure was developed for the validation of this approach, and for an examination of the energy-absorbing capacity of stiff and yielding tendons. The results of an initial series of tests showed that the recently developed cone-bolt is an effective yielding device. It absorbs twenty times more impulsive-load energy than is consumed by the complete fracture of grouted re-bar of equivalent strength, and it remains totally unscathed. Importantly, the results demonstrate that the ejection model is not merely an explanatory concept, but can be used as a representative and valid design method.
