Outsourcing of specialist and non-continuous services is common practice in international mining operations. There is an increasing trend towards this practice in South Africa as a result of the major organisational changes that have taken place in the industry, and as lower revenues and production cost pressures have reduced profit margins. Many specialist functions have been outsourced in the industry for a long time, an example being shaft sinking, which is undertaken by specialist shaft sinking contractors. In the professional services area, some activities have been outsourced, for example the design and construction supervision of tailings dams, but mining related activities such as geology, mine planning and scheduling, engineering, ventilation, and rock engineering, have traditionally been carried out by in-house staff. In this paper some of the industry problems which have led to an increase in outsourcing of professional services are considered. Then the pros and cons of outsourcing are dealt with before outlining the factors which should be taken into account in choosing an outsourcing partner.

This paper summarizes indigenous mining methods used to collectmetal ores in pre-colonial southern Africa, south of 15°S. These methods, for the purposes of discussion, are divided into sections inorder of increasing organizational complexity, from scavenging,which only required basic equipment and a relatively minimal division of labour, to underground mines, which necessitated complex planning to overcome obstacles such as the need for illumination and ventilation. Examples concerning the pre-colonial exploitation of iron, copper, tin, and gold have been taken from the archaeological literature. This review paper provides an introduction to the technology that was available to and used by miners in the past, illuminates some of the factors limiting their operations, and supports the claim to the indigenous nature of this activity

The data set often contains one or more secondary variables. These secondary variables are usually spatially cross correlated with the primary variable. The addition of the cross-correlated information reduces the variance of the estimation error by using the cokriging method. The grade estimation results of ordinary kriging and cokriging methods are evaluated and it was found that the estimation variance of cokriging method is slightly lower than ordinary kriging. The effect of variation of block dimension on the estimation results is also investigated and it was seen that the cokriging estimation variance values also decrease as the block dimension increases.

The excavation of ramps and tunnels often requires high-speed development with (or without) the use of high-energy mining equipment such as loaders, dump trucks, TBMs and roadheaders. This high-speed development creates a challenge in terms of providing a safe and productive working environment. For example, heat from continuously exposed surrounding rock, heat from broken rock, heat generated by mining equipment, potential in flows of hot ground water, pollution from associated diesel equipment and the distance of the advancing face from fresh through-ventilation all have to be taken into account when designing ventilation systems for high-speed ramp and tunnel developments. This paper discusses methods of achieving acceptable environments at the face and along the length of the tunnel. The methodology has been successfully implemented in the development of long (up to 20 km) TBM drives in the Lesotho Highlands Project and in mining projects in hot rock using drill and blast methods as well as mechanized methods using continuous miners and roadheaders. The determination of heat loads includes calculation of the heat flow within the surrounding rock, evaluation of the operating cycle of the equipment and the contribution to the overall heat load of the broken rock as it travels out of the tunnel. The determination of heat loads from surrounding rock in new tunnels required a modification of the algorithms generally used for established excavations. The paper also examines the use of, for example, mobile duct and fan systems to ensure that fresh air is delivered to the specific areas where workers are located.

The discrete Gaussian model is a very popular change-of-support model for estimating block grade distributions. It is designed for a stationary random function Z(x) that is regarded as the transform of a stationary random function Y(x) with Gaussian marginal. It is based on an assumption that is not fully true and thus constitutes an approximation to the exact solution. We examine the effect of this approximation on the modelling of the marginal distribution of block values of a lognormal random function. The initial discrete Gaussian model and a variant of that model are considered.

This is my second visit to South Africa, and I am struck by the similarities between our countries. This extends to the professional issues associated with engineering and competencies in particular. I propose to outline two exciting stories today. ? Development of competency standards for professional engineers in Australia. ? Development of a management programme which has assisted professional engineers regain positions of leadership in Australian industry and government. For technology transfer to be successful a process, from research to full scale application, has to be followed. This paper describes such a process and how it is applied in practice. Risk assessment consists of a search for the answers to: ?What can happen? ?How likely it is that it can happen? ?What are the consequences if it does happen? Perhaps the most important aim of risk analysis is to predict the likelihood that a planned profit will be achieved over a given period of time. A typical risk model employed for this purpose includes a stochastic connection between the dependent variable of an expression that describes a process and independent variables represented as random quantities. The output will be a probabilistic distribution. The uncertainties in a planned mining operation include: ?Commodity market characteristics, particularly price ?Ore reserves and mineralogical composition ?Mining method ?Process performance ?Capital and operating costs ?Schedule duration ?Economic environment effects. The processes employed in the probabilistic estimation of a project?s outcome include both Monte Carlo simulations and simulations where variable correlation is considered important. The risk model, once developed and tested, provides a framework for a rational approach to risk analysis and the testing of alternatives.

Billiton Process Research has carried out extensive research over the past four years to develop new process technology using bioleaching for extraction of copper and nickel from their sulphide concentrates. Continuous pilot scale and laboratory batch testwork has been carried out with adapted mesophile bacterial cultures at40°C?45°C, moderate thermophile cultures at 50°C?55°C and thermophile cultures at 65°C?85°C. Pilot scale work has demonstrated the commercial viability of mesophile cultures for bioleaching of secondary copper sulphide and nickel sulphide concentrates. Moderate thermophiles offer benefits in terms of reduced cooling requirements for commercial reactors and, in the case of bioleaching of nickel concentrates, some selectivity over bioleaching of pyrite. Continuous pilot scale testwork has shown that thermophiles achieve efficient bioleaching of primary copper sulphide and nickel sulphide concentrates, giving much higher recoveries than achieved by bioleaching with a mesophile or moderate thermophile culture.

The Shewhart [X]?and R charts are still the most popular control charts in use today for continuous monitoring of quality data. However, for these charts to function properly, the underlying assumption of normality and independence of data must be satisfied. When either independence and/or normality of data are not present, which is a common feature of ore quality data, an application of the conventional Shewhart [X]?and R charts may introduce false alarms in the analysis of the data. To address these issues, a guideline is proposed for construction of appropriate univariate and multivariate control charts for a variety of situations. A use of this guideline to a bauxite mine suggested the construction of special cause control chart for the analysis of individual variables namely, Al2O3% and SiO2%; whereas, the multivariate T2 chart based on residuals is proposed for the bivariate analysis of the variables. The case study clearly revealed that without considering the data correlation, one may be in a state of false impression about an out of control condition while using the Shewhart [X]?and R charts for univariate and the Hotelling T2chart for multivariate analysis. To compare the effectiveness of the control charts, specifically the Shewhart [X]?and the special cause control charts, a simulation study was conducted. It was found that the conventional Shewhart chart provided lower probability of coverage than the special cause control chart. It was also revealed that the quality specification of Al2O3% is met as the variation of Al2O3% is well within the specification limits; whereas, it is difficult to meet the quality specification of SiO2% on a regular basis.

The present paper provides a brief overview of the thermodynamics of titania rich slags, an outline of the Multi-Phase Equilibrium (MPE) package and its application to ilmenite smelting. Through assessment of published experimental data on various systems containing TiOx, it was found that despite considerable scatter in measured phase equilibria data for the binary Ti2O3-TiO2system,the behaviour of binary and higher order titania rich slags and oxide solid solutions phases could be represented by solution models in the MPE package. Results from the applications of the MPE model on the stability of solid phases and slag-refractory interactions will be presented and discussed. Parallels will be drawn between the predictions by the model and observations made during pilot plant tests. The past decade has seen rapid expansion in the West African mineral exploration environment. This expansion has been largely driven by changes in ?Political climate ?Fiscal and legal regimes ?Exploration approaches ?West African geology. Major regional mapping and geochemical surveys by the UNDP, and the BRGM in the late 1970s and early 1980s laid the foundation for the rapid development of mineral exploration and resources during the past decade. An additional driving impetus was the discovery by native artisanal miners of many significant new gold occurrences at Libiri, Essakan, Bouda and Tirahori, during the great droughts of the late seventies and early eighties.

When it comes to sampling theory, a bad sampler is a bad sampler, no matter what, and a sampler is either bad or good. It also is of critical economic importance to tell and understand the difference, especially in a metallurgical plant. In this paper, the grand principles of Sampling Theory are first recalled, then the most popular types of sample cutters for plants are critically reviewed. It is concluded that the industry has a lot of progresses to make in that direction, although improvements usually pay for themselves very quickly.

Specific energy is defined as the amount of work required to break a unit volume of rock and is used to predict the performance of mechanical miners. It is obtained from full-scale rock cutting experiments, which require large block samples, experienced personnel and expensive equipment found in only a few research centres in the world. Estimation of the optimum specific energy, at which a given geological formation is excavated at optimum cutting geometry in the most energy efficient manner, from mechanical rock properties to predict the performance/efficiency of roadheaders is the basic aim of this study. The mechanical rock property tests require only core samples, which are easier to obtain and to test. In this context, full-scale rock cutting tests are performed on 23 different rock, mineral and ore samples including sandstone, claystone, tuffite, chromite, trona and copper collected from some operating mines in Turkey. The optimum specific energy values are obtained for each sample. Physical and mechanical property tests are performed on the core samples obtained from the same samples to determine uniaxial compressive strength, indirect (Brazilian) tensile strength, static and dynamic elasticity moduli, Schmidt hammer rebound values, density, and Cerchar abrasivity index. The relationships between the optimum specific energy and the mechanical rock properties are analysed using statistical methods. The results indicate strong relationships between the optimum specific energy and the mechanical rock properties. The strongest relationships are found by using uniaxial compressive strength and tensile strength. The performance models developed in this study are in good agreement with the empirical models previously developed for roadheaders and can be used reliably for prediction purposes. In ilmenite smelting, the FeO content of the feed material (nominally FeO.TiO2) is decreased by reduction with carbon. In a parallel reaction, a significant amount of the TiO2 is reduced toTi2O3. One of the striking features of these reactions is a consistent relationship between the extents of FeO and TiO2 reduction; this relationship is independent of furnace size. It was recently proposed that this relationship follows from the solidification behaviour of the slag, where the final slag composition corresponds to the minimum melting point (?eutectic groove?) in the FeO-TiO2-Ti2O3 phase system; the hypothesis is that solidification equilibrium with the freeze lining stabilizes the slag composition. If this is the case, the system of slag and freeze lining must be capable of correcting two types of disturbances: thermal and compositional. Thermal disturbances result from incorrect power input, for the feed rates of ilmenite and reductant. For example, excessive power input will tend to overheat the slag, causing the freeze lining to melt partially, establishing a new steady-state heat loss from the furnace. Compositional disturbances result from an incorrect reductant input for the given power and ilmenite input. In this work, the dynamic response of the slag and freeze lining to different inputs (flow rates of ilmenite and reductant, and power input) is modelled. The model is based on solidification equilibria, and quantified heat loss through the freeze lining. The conclusion is that the solidification equilibrium cannot constrain the composition to the eutectic groove for typical operating conditions. The efficient and accurate design of pipe and pumping plant for non-Newtonian mineral slurries remains a problem. The objective of this paper is to present the development of the Balanced Beam Tube Viscometer (BBTV), an instrument which could facilitate more accurate design for these slurries. The background of rotational and tube viscometry is reviewed and the fundamental principles and inherent advantages of the BBTV are given. The design, data acquisition and processing techniques are introduced and results showing the reliability of the new instrument are presented and discussed. It is concluded that the BBTV is a reliable and versatile instrument for both routine analyses and research work, and has the potential to provide data for the refinement of the design procedure for mineral slurry pipe and plant design.

A new system for granting access to mineral rights is proposed in the recently released White Paper, ?A Minerals and Mining Policy for South Africa?. Official policy states that ?Government?s long-term objective is for all mineral rights to vest in the State for the benefit of and on behalf of all the people of South Africa?. In order to achieve this objective, government is presently investigating the feasibility of imposing a financial or tax-related disincentive to holding mineral rights. The paper aims to present the pros and cons and to examine the alternatives which will cause minimal disruption to the minerals industry in the period during which mineral rights are transferred to the State. South Africa is a country whose economic and political history is embedded in the development of its mineral resources and has inherited a system which cannot simply be wished away. Hasty or radical decisions will compound the problem, rather than provide a lasting and widely acceptable solution. Mineral rights ownership and its impact on access to mineral deposits are discussed. Taxation as a possible economic disincentive is also evaluated. Finally, the value of mineral resource related information as a prerequisite to mineral policy decisions and as an alternative to mineral rights taxation is emphasized.
