The recovery of gold from old mine dumps has been carried out over the last two decades. The gold value and price together with recovery methods, determine whether it is economical to process a dump. Pre-concentration with cyclones and spiral concentrators may offer a method to process dumps considered currently uneconomical to treat.

I?ve been asked to appraise the global role of coal and mining, and the best place I can think of to begin is with the World watch Institute, which purports to monitor all things global. Last fall the institute?s magazine, entitled World Watch, in a cover story called for a worldwide campaign to outlaw the use of coal before this century?s end. To my mind the article began the campaign. However, the institute had to admit that no such ban will be possible unless there is special help and heavy intervention?that is, novel policies and punitive taxes. I?ll quote directly from the magazine to underscore the point: ?without them the market will continue to deceive us into thinking coal is cheap, abundant and irreplaceable?.

This paper is based on the assumption of some knowledge of the National Water Act. It will consider the question of how that Act fits in with: a) existing laws which overlap on the subject matter b) new laws either in draft or in the process of being compiled c) policies which will eventually find their provisions included in new legislation (e.g. minerals policy) d) international practices. The focus will be specifically on the interaction of legislation relating to water use and water pollution in the mining sector as well as the role of the Department of Water Affairs in mining matters. Hence the title of the presentation.

The correlations between the modulus ratio and penetration rate of rotary and percussive drills were statistically investigated using the raw data obtained from the experimental works of different researchers. An inverse power law was found between the modulus ratio and the penetration rate of rotary and diamond drills. The penetration rate of rotary drills and diamond drills decrease with an increasing modulus ratio. The penetration rates of percussive drills increase with an increasing modulus ratio. There are significant linear correlations between the penetration rates of percussive drills and the modulus ratio. In one of the cases of percussive drilling, a strong correlation between the penetration rate and the modulus ratio was found for the rocks having a porosity value lower 1.23 %. It can be concluded that the modulus ratio might be a representative measure of rock drilling efficiency. However, further study is necessary to check the validity of the derived equations for other rock types. The effect of porosity on the correlations between the modulus ratio and penetration rate needs to be further investigated.

The aim of this paper is to provide an overview of existing forms of subcontracting in the South African mining industry. A descriptive framework is developed to understand different subcontracting arrangements. We argue that, in order to do so, it is important to distinguish between labour broking and gang subcontracting. Data resulting from a research project (including an analysis of historical sources, interviews with contractors and focus group interviews with mineworkers) is presented to highlight the implications of changing formations of subcontracting for the South African mining industry in the late 1990s. Apart from the subcontracting of ?traditional? functions, such as shaft sinking, access development, catering and hostel maintenance, contractors are now used in ?core? mining activities. In some instances, whole shafts are ?outsourced? to outside agencies. It is argued that certain of the subcontracting arrangements have serious implications for the ability of the mining industry to improve health and safety standards. Some of the practices can potentially result in conflict between different categories of workers, and, as a result, instability in the industry.

Anisotropy is a characteristic of intact foliated metamorphic rocks (slates, gneisses, phyllites, schists). Testing was used to establish the anisotropic behaviour of selected gneissic rocks. The effect of anisotropy on various mechanical properties (strength, deformation) and dynamic properties (wave velocity) was examined. The rock samples were also tested at successively higher confining pressures in order to evaluate the effect of anisotropic behaviour at high overburden pressures.

The South African Institute of Mining and Metallurgy was approached by the Australian Institute of Mining and Metallurgy to present a paper on the current practice in terms of the valuation of mineral projects and properties, given the development of a Code for the Valuation of Mineral Properties, developed in Australia (the VALMIN Code), and a similar Code in Canada (the CIMVal Code).This paper is the result of research and investigation into the matter, in terms of the reporting of Mineral Resources and Reserves, financial reporting practice, the Listing Rules of the Johannesburg Securities Exchange, and various practices in valuation. The paper establishes that a strong linkage has already been established between the SAMREC Code for the reporting of Mineral Resources and Reserves and the Listing Rules, and that, for completeness, a Code for Valuation needs to be developed. This Code will be similar to its international counterparts, with the necessary inclusions which are relevant to South Africa, and will provide guidelines and definitions on matters such as transparency, materiality and competency in valuation. It proposes that a multi-stakeholder steering committee be established under the auspices of the SAIMM, to deliberate and design a process for establishing such a Code.

Raw material fed into a processing or refining plant is required to be uniform in composition for several reasons. When the mined ore is highly variable in quality the only way to ensure consistency is to homogenize the ore prior to the process. The problem is more complicated in the case of multiple ore sources. The idea behind the research is that theoretical blending ratios can serve not only to meet predefined specific criteria but also to reduce grade fluctuations of variables under consideration. In this paper, the problem is formulated as a quadratic programming problem, whose objective function is in quadratic form and constraints are linear. A case study was conducted on a data set from an iron orebody to demonstrate the technique. The objective was to minimize the blend variability in terms of each variable (in this study, iron, silica, alumina and lime) grade of ores extracted in three different production faces. The stockpile capacity, lower and upper limits of each variable satisfying operational requirements and non-negativity were constrained to the model. A modified simplex method developed by Wolfe was used for solving the blending and homogenization problem. The promising results can be used as apart of the stacking and reclaiming design. Mine accidents/injuries are complex and generally characterized by several factors, from technical to social characteristics. In this paper, a sociotechnical model for work injury in mines was developed and tested through structural equation modelling with application to case study mines in India. In total 14 variables were considered in this study. Most of the variables are not directly quantifiable. Instruments were developed to quantify them through a questionnaire survey. Underground mineworkers were randomly selected for the survey. Responses of 300 participants were used for the analysis. The analysis was conducted in three parts. Firstly, high-low plots were constructed to explore the variations in responses to the questionnaires by the accident involved (AG) and non-involved (NAG) workers. Secondly, a t-test was conducted to see whether the responses were significantly different for the two groups or not. The chi-square results showed significant differences of responses among the two groups. Finally, how these difference scan cause accidents/injuries in mines was hypothesized and evaluated using structural equation modelling. The measurement model of the Linear Structural Relations (LISREL) program was used to identify the latent constructs of the sociotechnical model. The structural model of LISREL was used to estimate the interrelationships among the constructs. The case study results showed that there is a sequential interaction among the sociotechnical factors leading to accidents/injuries in mines. Work hazards induce more job stress in the workers while social support mitigates the same. Job stress and safety environment predict the workers? job involvement. A worker who is more job-involved exhibits better safety performance, which in turn reduces work injury. The safety environment is shown to have a direct mitigating effect on work-related injury. The findings of this study clearly revealed that job stress and safety environment are the two key factors influencing work-related injuries in mines that need to be addressed properly through effective safety programmes.

An unprecedented expansion of the global zinc industry is currently under way. While most new projects and plant upgrades remain committed to traditional processing technologies, recent advances in zinc solvent extraction (SX) have created opportunities for new process routes for both primary and secondary materials. The first commercial plant to use zinc SX for the mainstream processing of a low-grade ore is under construction and promises to become one of the lowest cost zinc producers. Several other oxide and sulphide projects in various stages of feasibility are considering the inclusion of SX in their process flowsheet. Zinc SX has also proved advantageous in the reprocessing of secondary materials, particularly for the treatment of zinc residues and furnace dusts. This review focuses on recent installations and projects underdevelopment that feature zinc SZ as the key separation step.

Authorities that regulate environmental issues pertaining to industrial wastes in South Africa regard landfill disposal as the only effective environmental management option for slag and other inorganic by-products from the ferro-alloy industry. Metallurgical slags are widely utilised in civil engineering and construction applications in other countries in the world and in line with the overall philosophy of conserving mineral and other natural resources, these materials should be assessed for the possibility of resource recovery, recycling, reclamation, direct re-use or alternative uses. This presentation describes a risk-based approach for the assessment of by-products from the ferro-alloy industry for alternative use. Once a by-product from an industrial process has been identified for alternative use, its intended use would be defined, but it will not be possible to control its actual use or misuse in society, nor will it be possible to control its fate during the application life cycle. In the interest of protection of human health and the environment, potential risks associated with the handling and uses of a material throughout its life cycle therefore have to be quantified. The assessment has to include both human health and ecological risks and must cover the entire life cycle of a product, from its production up to its end-of-life disposal. The presentation introduces the concept of tiered risk assessment and demonstrates how this applies in the overall assessment of by-products from metallurgical industry sector for safe use in society.

In 1998 an initial objective was given to the author, to process valuable off grade High Carbon Ferro Manganese (FeMn) metal fines profitably. The previous attempts that had been made to re-melt these metal fines through the furnaces had resulted in poor furnace operation, mainly to do with lack of electrode penetration and furnace bed permeability. It was decided that the method to resolve these problems was to agglomerate the metal fines. During the study on the agglomeration of the metal fines, a decision was made to use furnace baghouse dust and stockpiled furnace baghouse dust and sludge (DSF) as a ?filler? in the metal fines. The primary reason for using baghouse dust was to eliminate an environmental hazard, whereas the secondary reason for using the DSF was to utilize manganese units contained in the dust. The off-grade metal fines and dust were compacted using a brick press, with cement and aluminum rich plastic clay as a binder, to obtain agglomerate that was cost effective. Through the re-melting of the agglomerated off-grade metal fines, it was realized that this agglomerate concept could have other uses, that of replacing ores on the furnace, at a lower cost. The agglomerate recipe was changed to create an agglomerate that had a high manganese to iron ratio, this replaced Comilog ore on the furnaces, thereby reducing overall furnace unit costs. Future work concerning agglomeration, is to reduce furnace costs further through agglomerating .0.5mm ultra ore fines and .0.3mm Gloria and Nchwaning sludge. Using this agglomerate replaces a portion of the Gloria and Nchwaning lumpy ore on the furnaces at a lower cost. This would eliminate problematic material that exists at the ASSMANG Manganese mines.

A common theme running through recently introduced mining health and safety legislation in many parts of the world is risk assessment. Most recently, risk assessment legislation has been introduced across the mining industry of South Africa and the view that the introduction of risk assessment based legislation provides an ideal opportunity to improve on past health and safety performance is presented. Risk assessment techniques range from highly complex safety system techniques that are used in high technology process industries, to subjective techniques based on simple judgements that are finding use in many other industries. The objective of this paper is to shed some light on risk assessment, not by detailing the risk assessment process but by identifying the crucial elements that need to be considered if risk assessments are to be successful in changing health and safety performance. A case study is presented illustrating the introduction of risk assessment into the Ingwe Coal Corporation, one of South Africa?s largest mining houses, to indicate how the system was developed and how it is being used.

Energy consumption and wear of grinding media and liners are the major cost factors in milling plants. Since the beginning of the last century, much effort has been directed at the prediction of the power draw as affected by the mill operating conditions. This paper explores the prediction of the liner wear using the discrete element method (DEM). A mathematical model taking into account adhesion, abrasion and impact wear which occur in dry mills is derived in order to predict the loss of material on liners. The mathematical model is implemented in the DEM code using an objective function in order to produce realistic simulated profiles. The purpose of this paper is to explore the application of technology to stoping systems. Technology, because for the past 100 years the South African narrow reef mining industry has battled to control working costs in a labour-intensive industry. Stoping systems, because it is the stoping method and methodology which is at the heart of the mining system. Introduce a more efficient stoping system and the mining system will look after itself. The technology applied to stoping over the past 100 years can be categorized as follows: ?The introduction of pneumatic rockdrills early this century, the cumbersome rig mounted units being replaced by smaller, lighter hand-held units which were then made easier to use with the addition of an air leg ?Scraper winches to replace gravity and shovels to move rock both in the face and the gullies were first introduced in the late 1920s ?Hydraulic props as a support method arrived in the1960s ?Some people argue that tungsten carbide inserts were equally important. There have been a number of attempts to introduce different technologies into stoping, the most recent being trackless equipment. Where the stoping layout suits the technology it has been successful. There have been too many instances where a technology has been installed because it is fashionable. At the end of the day the outcome from change in the stoping systems has to be safer and more profitable mining systems. It is the contention of the author that change is only likely to be effective if it is supported by the introduction and application of appropriate technology.

The interest shown in our paper by Drs Schaekers and Dew, and their favourable comments, are appreciated. However, some of their remarks require a response. Stability testing procedures Regarding the issue of stability-testing procedures, we concur that no long-term procedure has been accepted by either environmentalists or the mining/processing industry as a valid method to test the long-term stability of solid wastes. We agree that the method we used is no exception, and we certainly did not claim that it should be recognized as such. What we did attempt to portray was that we had designed the test procedure in an attempt to simulate, at a very small scale, a tailings dam environment.

The purpose of the project was to optimize load haul dump (LHD) machinery use as they were spending too much time doing what they should not be doing. During the investigation, the author found that the machine's actual availability was 86% and the utilization ranged between 30% and 42%. This shows that the availability of the machine has met its target. Therefore the main problem was with the LHD utilization and that is what the project focuses on. To satisfy the objectives, the author firstly studied the existing mining data like the key performance indicators (KPIs) in order to analyse the machine's availability and utilization; this is what gave direction to the problem. Secondly the author did a literature review on mines with similar problems. This gave the author ideas on what to look at in approaching such a situation. Thirdly, the author gathered information on what the LHDs are doing on a daily basis by doing a time study. This gave the author an idea of how long it took the LHDs to complete a specific task. The author also interviewed operators and their supervisors in order to find the best practice work. This helped in identifying the problem areas when comparing the best practice work with what the LHDs are actually doing. According to the project results, it was found that the LHDs are underutilized due to shortage of drivers and the long distances the LHDs have to travel for material loading and refuelling. The author recommended that the machine utilization should be improved by training more operators in order to eliminate the 'no operator' downtime; the cost arrangement of this recommendation is included in the report. The author also recommended that the travelling time should be reduced by using tractors instead of LHDs when long distances need to be travelled for material loading. Another recommendation for reducing travelling time was to bring the mobile fuel tank closer to a section; the cost arrangement for this recommendation is also included in the report. A Life Cycle Assessment (LCA) of stainless steel production, including that of the nickel, ferronickel, ferrochromium and iron feedstocks was carried out using inventory data derived from the literature. The environmental impact categories considered in the study were Global Warming Potential (GWP), Acidification Potential (AP) and total (or full cycle) energy consumption. The effects of different sources of electricity (black coal, natural gas and hydroelectricity) were also examined in the study. The results of the LCA showed that when ferronickel is used as the nickel source, the total energy consumption for stainless steel production is approximately 50% higher than when nickel metal is used as the nickel source (75 MJ/kg cf. 49 MJ/kg). This result comes about largely because the Fe units in ferronickel have a much higher energy intensity than do the Fe units in pig iron, and the greater the use of the former at the expense of the latter, the greater is the total energy consumption. The results also showed that the production of ferronickel made by far the largest contribution (59%) to the total energy consumption for stainless steel production when this feedstock is used as the nickel source, but when nickel metal is used as the nickel source the contributions of the various stages are more evenly distributed. It was also observed that the electricity consumption of the electric furnaces used in the production of ferronickel, ferrochromium and stainless steel contributed approximately 50% to the total energy consumed in stainless steel production. Given the relatively low efficiencies associated with electrical power generation, significant reductions in the total energy of stainless steel production could be anticipated if more direct use of thermal energy was made in the ferronickel, ferrochromium and/or stainless steel smelting stages, for example by utilising bath smelting processes.
