A computer based accident cost indicator model (ACIM) for estimating tangible costs of occupational injuries, illnesses, and fatalities in the U.S. mining industry is described. Studies performed to expand the scope of the ACIM to all mining sectors are presented. Validation of ACIM cost element estimation algorithms with actual costs of mining-related injuries and illnesses are presented. A study of the effect of a fatal accident on production in surface coal and metal/nonmetal mines is presented. The study is based on a sample of 15 fatalities in underground and surface mines. Evidence of significant long- term decline in postfatality production at 6 of 8 underground samples is presented. The average loss is shown to be 1.8% of annual mine production. A study of accident costs in U.S. mining from 1975 through 1981 using the ACIM is presented. The study shows that total annual costs increased from $180,000,000 in 1975 to $379,000,000 in 1981, a 15% annual increase after adjusting for inflation, with mining companies bearing 45% of the total and expected wage losses to mining families accounting for 42%. The study shows total costs of $12,400 per accident and $674,000 per fatal accident for 1981.

This digest of Brazilian mining law is based upon Decree 4265 of January 15 , 1921 , and its regulation , Decree 15,211 of December 28 , 1921. Unless otherwise stated , the references are to the latter exclusively , since it includes practically everything contained in the law itself . It should be borne in mind that these regulations do not necessarily apply to mines other than those on private and national land . Each State of the Union is free , in respect to State land , to regulate or interpret the national mining law , which is very general in its terms , as it sees fit . Whether such local regulations are anywhere in force with respect to the law of 1921 the bureau has not been informed . Article 64 of the Constitution indicates that only such portions of territory as are required for the defense of the frontiers , for fortifications , military constructions , and federal railways belong to the Union . Lessees of such lands , unless in debt to the Treasury , have preferential prospecting rights for one year ( art . 28 ) . This carries with it the right to work any mines discovered (Law , art . 12 ) .

Two problems perplex many coal-mine operators and employees. Is coal-mine dust harmful to breathe; and, if so, is it possible to keep the concentration below the danger point? The medical profession is not unanimous in its opinion of the danger of breathing bituminous-coal dust, but there appears to be ample and increasing evidence that coal-mine dust can be harmful if breathed in large enough doses for long periods. The question of controlling the dust at the point of formation is still unanswered in the minds of many in the mining industry. However, results of limited studies conducted by the Bureau of Mines in 9 bituminous-coal mines indicate that a full-shift average exposure of workers should not exceed about 20 million dust particles per cubic foot of air (m.p.p.c.f.) and that concentrations can be held within this limit without too much difficulty. Furthermore, these studies indicated that an exposure in the neighborhood of 40 m.p.p.c.f. should not be exceeded for an individual operation and that it is possible to hold within this ceiling.

The melting, casting, and welding of the Raney nickel alloy (42 pct Ni-58 pct A1), a methanation catalyst useful in coal gasification, were investigated. Melting was done in graphite crucibles by heating aluminum and adding nickel using a cryolite slag cover. Casting conditions were found to be optimum when the melt temperature ranged from 1,125° to 1,200° C and the mold temperature ranged from ambient to 250° C. Suitable mold materials were found to be quartz, heat-resistant glassware, olivine, and zircon. Welding of the alloy can be accomplished using tungsten inert gas process. Tensile strength of the alloy, in the as-cast condition, was found to be 2,000 1b/sq in with an impact strength of less than 1 ft-1b. The coefficient of thermal expansion was determined to be 18.4 x 10-6/° C after heat treatment.

Handling materials in underground mines continues to be a major safety problem. To help reduce materials-handling injuries, the National Institute for Occupational Safety and Health (NIOSH) at the Spokane Research Laboratory is developing, modifying, and testing equipment to replace the necessity of doing lifting tasks manually. To reduce single-event lift injuries, equipment having mechanical automatic weight sensing and balancing control was investigated. The Coleman manipulator was selected for testing. Modifications to the Coleman manipulator to make it more suitable for underground mine use included mobilization, self-containment, all-purpose gripper attachment, and support jacks. To reduce or eliminate the need to clean off manually the materials that commonly plug grizzly openings (timbers, wire mesh, roof bolts, and other debris), a track-guided pincher arm device was developed. The TGPA attaches to an impact hammer head, and the pincher arms are controlled by the operator of the hammer. Oversized rock can be broken with the pincher arms in the up position; the arms can then be lowered to grab and remove debris. Sweeping action to remove cohesive fines bridging grizzly openings is also greatly improved. This device is especially useful in recessed grizzlies. An industrial gun was tested to evaluate its effectiveness in breaking oversized rock. Boulders up to 76 cm in diameter were successfully broken to minus-33 cm. Although methods to control fly rock need to be developed, an industrial gun may be a safe and inexpensive alternative to breaking oversized rock in certain underground mining situations.

"Inhaled dust particles of appropriate size contact cells of the alveolar region.' The acute response to coal dust appears to involve a variety of cell types, including alveolar epithelial cells, interstitial fibroblasts, both resident and recruited macrophages, and cells of the immune system. Direct and indirect effects of dust, which may be mediated by soluble factors,'' can initiate acute and long-term lung injury. While it appears that epithelial cell growth and differentiation, along with integrity of the epithelial basement membrane, may play a role in the long-term response to dust exposure, little is known of the role the alveolar epithelium may play in the progression of injury. The broad hypothesis that underlies these experiments is that short- and long-term consequences of coal dust exposure involve changes in structure and function of the alveolar epithelium and the underlying extracellular matrix. Recent studies show that coal dusts exert direct effects to modify pulmonary epithelial cell-extracellular matrix interactions in vitro.3EXPERIMENTAL PROCEDURESType II cells isolated on day 0 by density centrifugation and differential attachment4 were plated overnight in D MEM containing 10% fetal calf serum before exposure to anthracite dust PSOC 867 sonicated into culture medium (750 ug/mL).3 Synthesis of extracellular matrix proteins was determined on day 3 of primary culture, as detailed elsewhere. 5 Cells were removed from extracellular matrix by extraction with NH4OH and high salt. Extracellular matrix synthesis and fibronectin content were evaluated based on radiolabeling with 3 H-leucine and on Western blot analysis, respectively. Additional analytical methods and calculations are detailed elsewhere.3-5"

Smoky River Coal Ltd. mines low-volatile metallurgical coal by surface and underground methods in the foothills of the Rocky Mountains of Alberta, Canada. Current underground operations are confined to the 5B-4 Mine. Development of 5B-4 began in January 1998; production from depillaring sections commenced in July 1998. This paper describes the history of underground mining on the Smoky River property in terms of extraction methods and pillar design. The development of the present pillar design guidelines is discussed in this context. Recent work to prepare a number of case histories for back-analysis using the Analysis of Retreat Mining Pillar Stability (ARMPS) method is described, along with the modifications developed for calculating the ARMPS stability factor for retreat extraction of thick seams. The design criteria are described, as well as the geotechnical program implemented in order to verify its applicability.

The Bureau of Mines investigated the occurrence of slickensides in mine roof in the Pittsburgh coalbed in a portion of the Valley Camp No.3 mine in southwestern Pennsylvania to improve the potential for prediction of slicken-sided zones and determine the orientations of the most prominent slickensided planes. Two distinct types of slickensides were identified; those which were associated with clay veins observed in the coalbed (genetic), and those which were unrelated to any visible structure (nongenetic). The study draws three conclusions: (1) Nongenetic slickensides are not the result of tectonic forces, (2) both genetic and nongenetic slickensides tend to dip at an angle of 30°, and (3) genetic slickensides tend to be alined parallel to the trend of the clay vein and usually dip toward the center of the clay vein. A schematic roof bolting plan is presented that may provide improved roof support where slickensides are present. Roof stability could be improved by supplemental bolting in the direction normal to the plane of slickensides.

Research was conducted to develop operating techniques and define some of the limiting parameters for microbially converting hydrous calcium sulfate to hydrogen sulfide. The work was carried out in either glass stoppered flasks or anaerobic fermentors. Using the criteria of pH, temperature, number of bacteria per milliliter of test solution, and hydrogen sulfide produced, it was shown that hydrous calcium sulfate could be microbially converted to hydrogen sulfide at a rate of 7.3 g H2S/1 of fermentor volume per 24 hours. The various parameters defined were pH, temperature, and medium exchange rate. These were shown to be a pH range of 7.2 to 8.8, a temperature range of 30° to 35° C, and a medium exchange rate of 70 percent of the ferment or volume per 24 hours. It was also shown that a daily waste was between 50 and 77 percent as effective as sodium lactate in supporting the production of hydrogen sulfide and that by utilizing a gas to purge the fermentation system, a 1.7-fold increase in hydrogen sulfide was obtained.

The Sago Mine Disaster, on January 2, 2006, placed renewed focus on several different aspects of safety in the underground coal mining industry. One area which received increased attention since Sago and other underground coal mining events is the concept of Safety Culture. This report describes the results of a pilot Safety Culture Assessment implemented at a small Appalachian underground coal mine, hereafter referred to as the Mine. The purposes of this pilot assessment were to (a) evaluate the feasibility and usefulness of a methodology for assessing safety culture that had previously been developed for use within other industries, (b) to initiate an investigation into the understanding and defining of the existing safety culture of the underground coal mining industry, and (c) provide meaningful and useful recommendations for the participating mine for their consideration in their ongoing quest to enhance their existing safety culture. This pilot assessment was conducted in July 2007. The report provides information regarding the presence or absence of safety culture characteristics within the Mine. Observations regarding the characteristics of the Mine?s safety culture that should be sustained are presented. Areas in need of attention and management focus to improve the Mine?s safety culture are presented as well as recommendations for moving forward. Safety culture characteristics that are important for the existence of a positive safety culture have been identified to include: - Safety is a clearly recognized value in the organization. - Accountability for safety in the organization is clear. - Safety is integrated into all activities in the organization. - A safety leadership process exists in the organization. - Safety culture is learning driven in the organization. - A process for establishing a strong and effective Safety Conscious Work Environment (SCWE) is in place. Performance objectives are associated with each of the safety culture characteristics and particular behaviors and attitudes have been identified that can be measured to evaluate these objectives. Using a methodology originally developed with the support of the U.S. Nuclear Regulatory Commission, an assessment of selected organizational behaviors and attitudes was conducted to evaluate the Mine in terms of these safety culture characteristics and their associated performance objectives. The methodology involves obtaining a variety of quantitative and qualitative information, using multiple data-gathering methods. The information collected is largely based upon the perceptions of the individuals in the organization. The evaluation is a ?point in time? snapshot of the Mine, but cultural beliefs and assumptions do not change quickly. The feasibility and usefulness of the methodology was successfully demonstrated during this pilot assessment. The precious stones rubies and sapphires are transparent varieties of the mineral corundum . Essentially they are aluminum oxide , but the aluminum is often replaced. by small amounts of chromium , titanium , or iron . The chromium is said to give a red color , titanium a blue , and iron a yellow . True rubies range from rose to a somewhat purplish red and are sometimes termed " oriental rubies " to distinguish them from spinel rubies , stones of inferior hardness , density , and value . " Oriental rubies " are very rare , and the so-called " pigeon's blood" variety is the most valuable . Sapphires normally range in color from palest blue to deepest indigo , but actually all precious varieties of corundum of any other color than red are called sapphires . The most esteemed tint is like that of the blue cornflower . Colorless corundum of gem quality is called white sapphire ; the yellow variety is described either as yellow or as golden sapphire ; and the pale pink is classed as pink sapphire . The word " oriental " is also used as a prefix in naming varieties of corumdum of less popular colors . For instance , oriental emerald is used for green corundum, oriental topaz for yellow , and oriental amethyst for violet to purple varieties . The chief physical characteristics of rubies and sapphires are hardness , adamantine luster , and moderately high specific gravity ( 3.9 to 4.1) . Next to the diamond, corundum is the hardest of all minerals ; in fact , the sapphire is number 9 on Moh's scale , ranking between the topaz and the diamond. Rubies crystallize in 6-sided prisms terminated by flat faces and other varieties of corundum with twelve inclined faces , six above and six below , meeting in a girdle . Corundum is doubly refractive , with a direction of single refraction running parallel to the edge of the prism . The refractive indexes are very constant, the ordinary index ranging from 1.766 to 1.774 and the extraordinary index from 1.757 to 1.765. The double refraction always remains the same.

Researchers from the National Institute for Occupational Safety and Health (NIOSH), in cooperation with mine operators, conducted a study of heat stress exposures among mine rescue workers in underground mines. Mine rescue workers face extreme heat loads as they enter hot and poorly ventilated environments, particularly when they are wearing breathing apparatuses. The burden of wearing a closed-circuit breathing apparatus (CCBA), the inability to drink fluids for extended periods of time, and the potential for ventilation disruptions and fires combine to increase the risk of heat illness during a response to an emergency. In this research, ambient environmental conditions and heat strain indicators were measured using conventional ventilation monitoring tools during mine rescue training exercises. Heat strain was measured with an ingestible temperature-sensing pill that measured core temperature continuously. In addition, a heart-rate monitoring chest strap was used to indicate physical strain resulting from physical activity and heat. Both core temperature and heart rate data were transmitted to a remote recorder worn by a rescuer and time-stamped. Team activities were also observed to determine the contribution of work rate to a person’s total heat load. The effectiveness of several engineering controls, such as cooling the air inhaled by rescuers through an apparatus, wearing cooling vests, and supplying water through the CCBA masks, were investigated. Administrative controls, such as limiting the duration of exposure and controlling the work rate through forced-rest regimens, were also evaluated. Results to date are discussed, and tools for evaluating team condition and estimating the length of time it would be safe for rescuers to work are proposed.

This chapter analyses the parameters influencing initial design of communication systems, for new mines and upgrading existing systems. Paragraph 5.2 outlines those variables that must be taken into account during the design stages of a new wired phone system. Recommended features, general requirements, and how they can be implemented are treated in this section. Paragraph 5.3 describes ways of improving or extending the range of trolley carrier phone systems and pager phone systems already installed in the mine. 5.2 New Phone System Design The task of designing an adequate communication, control, and monitoring system for an underground mine must be addressed on a system basis. In addition to insuring that effective voice communication is established, any new system should take into account present and future requirements of remote control and monitoring functions. Chapter 4 illustrated the drastic savings in response time that can be realized when remote control and monitoring are integrated into the overall communication system. The importance of including control and monitoring in the overall design plan for any system cannot be overemphasized. Because each mine is unique, and thus usually has its own special operating characteristics and communication requirements, there is no such thing as "the one best system" to meet the requirements of all mines. The optimum communication, control, and monitoring system for a mine must be one that has been tailored to meet the special requirements of that particular mine. Factors that must be considered during system design include- a. Type of mine and mining methods (low- or high-seam coal, deep hardrock mine, stope caving, longwall, room and pillar, etc.). b. Maximum number of working sections. c. Expected mine growth rate and eventual maximum size. d. Haulage methods (tracked trolley, diesel, belt, etc.). e. Underground power distribution system (dc, ac, or both). f. Features desired (two-way radio paging, private line capability for emergency use, etc.). g. Redundant or backup systems for use during outages of the normal system. Although no two mines are alike, the following items have been established as the main characteristics desired for any underground communication system: 1. Multiple Communication Paths to Outside--the objective here is to give all telephones a second method of communicating with the surface. 2. Audible Emergency Signaling--the communication system provides the main means of alerting miners during emergencies. The system should include means to broadcast distinct audible signals for emergency signaling. Initiation of these signals should probably be controlled from. a central outside point, such as a surface control room. 3. Emergency Override--provisions should be included to permit any conversation to be overridden with emergency communication. 4. In 1989 and 1990, the Bureau of Mines conducted a mineral resource investigation of the 122,000-acre Trinities study area, located in the Trinity Mountains of south-central Idaho. No identified mineral resources were delineated during this study. There are 58 lode mining claims within the area. Five localities contained elevated metal concentrations which may indicate precious metal mineralization at four localities and molybdenum-precious metal mineralization at another. Four of the five localities appear to form a northwest trend through the center of the study area. Twenty-eight individual sites contain anomalous concentrations of gold, silver, bismuth, molybdenum, and beryllium.

The Bureau of Mines developed a radiotracer method for detecting the contribution of selected components and additives to thermally induce deposits of turbine aircraft fuels. Fuels were examined before and after 52 weeks of storage at 130° F. Of particular concern was the influence of aromatic hydrocarbon fuel constituents on thermal-stability quality of jet fuels during storage. A microfuel coker test apparatus was used to thermally stress the test fuels and blends, and the resultant contribution to deposits of selected fuel components, labeled with carbon-14, was determined by radioactive-counting techniques. Ninety-one blends of five test fuels with carbon-14-labeled fuel additives or components were prepared, tested, stored for 52 weeks at 130° F, and reanalyzed for deposit-forming tendency. These additives included two anti-oxidants, a metal deactivator, and a corrosion inhibitor. Of the labeled hydrocarbon fuel systems studied, the greatest reaction was observed in blends containing methyl-and ethyl-substituted indenes. Other aromatic types also showed some contribution to the deposits. Three of the additives showed a marked tendency to degrade and react during storage and thermal stress. A cresol antioxidant, however, barely contributed to deposit formation. Oleic acid interacted with cadmium present in aircraft fuel systems and produced deleterious effects upon the thermal-stability quality of the fuel.

The basic mining law of Cuba is contained in the basic Spanish mining decree having the effect of law December 29 , 1868. This legislation has remained substantially unchanged , with the exception of a few minor administrative changes made by the present Government . These changes provide for the register of mines , oil wells , and operations of such nature , and also provide for the keeping of records showing the value of minerals taken out . By Royal decree of April 17 , 1883 , the law of mines enacted for the Peninsula ( Spain ) on July 6 , 1859 , and the General Bases of December 29 , 1868 , were declared in force in Cuba . In order to encourage the mining of iron org , in 1883 the Crow of Spain issued a royal decree to the following effect.
