Intermittent mining in the slope section at Dutch Creek No. 1 mine, Carbondale, Colo., of the Mid-Continent Coal and Coke Co. has resulted in erratic and minimal rock noise data, which, in turn, has necessitated a change in the method used to plot daily mine noise in order to be useful to the researchers at the mine. Daily and weekly cumulative plots of rock noise under these conditions have not shown significant stress changes as clearly as bimonthly or longer noise rate plots. Hence, longer term cumulative rock noise plots, as described in this Bureau of Mines report, have been added to the data analysis at Dutch Creek No. 1 mine, and have been shown to delineate unique areas of rock noise activity more clearly than shorter term plots. The longer term plots should aid in the detection and delineation of potential failure areas, when used in conjunction with other proven forms of data analysis.

This publication provides an historical overview of research undertaken by the U.S. federal government over the last 100 years to improve the health and safety of our nation?s miners. Federal research efforts began with the establishment of the U.S. Bureau of Mines (USBM, or the Bureau) in 1910. They have continued over the past century, even after the Bureau?s closure in 1996. It is hoped that this publication will give the reader an appreciation for the work of mining health and safety researchers over the past century, and of the miners served by this research. Although not a comprehensive history, this report highlights the key organizational changes made within the Bureau and the federal government that affected mining safety and health research. Some mention is also made of Bureau research not directly related to mining health and safety. Note that the work classified as safety and health research has varied over the last century. For example, before 1970 the Bureau separated mining research and safety and health research. At that time, mining research included ground control and methane drainage because they had direct implications for mine safety. Explosives research was also reported separately from health and safety, even though permissible explosives research was obviously related to safety. Therefore, where budget figures from the Bureau are mentioned in this report, it is often not possible to separate safety and health research from other types of research. This history is generally chronological, with a few exceptions. Because of their prominence and direct links to Bureau research, most of the Public Health Service mining studies completed before 1970, when NIOSH was established, will be discussed in a single section, even though the work spanned many decades. Likewise, for convenience, the brief histories of the Bureau?s mining research centers are located in one section.

Stress relief measurements were made at three underground test sites associated with the Henderson project, American Metal Climax, located in the rugged, mountainous region between Loveland Pass and Berthoud Pass on the Continental Divide in Colorado. Sufficient data were obtained to determine the three-dimensional stress ellipsoid for each site. The measurements were made at hole depths greater than one diameter of the mined opening; thus, calculated stresses are representative of premining in situ conditions. The vertical components of stress are in good agreement with overburden depth including the influence of mountain topography. Horizontal components of stress substantially increase with depth. These components are believed to be influenced by stresses presumably of tectonic origin. The largest measured principal stress was 5,900 psi at a depth of 3.708 feet. The predominant orientation of maximum principal stress for the determinations at greatest depth is in the NW-SE quadrants.

The South Asian countries of India, Pakistan, Afghanistan, Ceylon, Nepal, Bhutan, and Sikkim arc to varying-degrees just beginning to achieve significant economic and industrial development. These countries are richly endowed with certain mineral resources, and development of these resources is being accelerated. In 1965, the mineral industry remained a relatively small sector of the region's economy, accounting for only about 1 percent of its estimated gross national product of $62,528 million. Nevertheless, the estimated $630 million total value of minerals produced in South Asia during 1965 represented an increase of nearly 15 percent t over that of 1964. India continued as the dominant mineral producer of the region, accounting for 85 percent of the total value of all minerals produced ill 1965. India increased its output of iron ore, manganese, mica, coal, and petroleum. Pakistan accounted for 13 percent of the value of the region's output and recorded increased output of iron ore, chromite, coal, natural gas, and most other minerals. The small mineral industry of Ceylon attained remarkable growth in the production of ilmenite, graphite, and gem stones. The mineral industry of Afghanistan remained relatively insignificant, although development of large known resources of natural gas was continued, Nepal, Bhutan, and Sikkim produced no commercially significant quantities of minerals in 1965.

Methods for estimating the amounts of nahcolite, dawsonite, and the sum of these two sodium carbonate minerals from oil-yield assay data are developed and evaluated for Green River Formation oil shales from the saline section of Colorado's Piceance Creek Basin. Derived statistically, these estimation methods depend on the fact that these minerals yield water and gas measured during oil-yield assay. The estimation procedures yield values for nahcolite and nahcolite-plus-dawsonite of sufficient accuracy for stratigraphic plotting and correlation, whereas estimates for dawsonite are more generalized. However, resource estimates and reserve computations for both nahcolite and dawsonite accurate within 10 percent of the real value are readily available by summing the mineral amounts calculated by the procedures presented. These estimation procedures are applicable to oil-yield assay data on core samples from more than 30 coreholes which have penetrated the saline section of the Green River Formation in Colorado.

The Coal Mine Inspection Branch of the Health and Safety Division, Bureau of Mines, was established to carry out the provisions in Public Law 49, 77th Congress, H. R. 2082, approved May 7, 1941. The series of major disasters that beset the coal-mining industry in 1940 aroused public interest in mine-safety measures, and the act 18 the direct result of this rekindled interest. Under the provisions of the act, the Secretary of the Interior, acting through the Federal Bureau of Mines, is authorized and empowered to make, or cause to be made, annual or necessary inspections and investigations in coal mines, the products of which regularly enter commerce or the operations of which substantially affect commerce. The principal functions of the Federal coal-mine inspectors are to determine the causes of accidents and occupational diseases in coal mines and then endeavor to eliminate or ameliorate them (1) by revealing, through personal conferences with mine personnel, correspondence, and published reports, the unhealthful and unsafe conditions and practices existing in the mines and (2) by recommending practical means for correcting the conditions observed. The act does not provide any enforcement powers, and therefore compliance with the inspectors' recommendations is not mandatory; it does give Federal coal-mine inspectors the right to enter coal mines for inspection purposes.

Application of the in situ recovery process to oil shale was tested during two field experiments near Rock Springs, Wyo. The results of these tests demonstrate that a self-sustaining combustion zone can be created in an oil shale body, that this zone can be moved through the oil shale, and that the process will produce shale oil. Evaluation of the combustion process by monitoring produced fluids for physical and chemical properties and volumes is described. The material and energy balance obtained is compared with a second evaluation based on extensive coring of the test area after the test was terminated. Several side results of the research are noted such as ground surface heating by underground burning and production of low-to medium-Btu gas during retorting.

"With a view of elucidating the role of glutathione (GSH) in the biochemical pathways of the chromate-exposure related carcinogenesis, we carried out electron spin resonance (ESR) spectroscopic investigations of the chromate-GSH redox reactions. The ESR measurements, employing spin-traps, provide evidence for the involvement of the glutathione (GS•) radical, as well as an isolable Cr(V)-glutathione intermediate. These results indicater a new mechanism for the reduction of chromate by GSH in cellular environment and help understand the (unexpected increase in Cr(VI)-induced DNA strand breaks at elevated GSH levels.We report here indirect electron spin resonance (EGR evidence for the involvement of the glutathionyl (GS) radical and direct evidence for a Cr(V) intermediate in the reactions of glutathione ¬(GSH) with chromate for the first time.. This work was undertaken to clarify the biochemical pathway of the reduction of chromate by GSH, since this reduction process is thought to be a critical step in the pathogenesis of the chromate-exposure related carcinogenesis. This follows from the literature reports which show that (a) Cr(VI)compounds have been proven to be carcinogens in laboratory animals as well as in human studies2-4, (b) Cr(VI) and not Cr(III) compounds are mutagenic 5-7, (c) Cr(VI) and not Cr(III) compounds can penetrate cell membranes 8.9 (d) the final state of Cr(VI) in cellular reductions is Cr(III)', (e) by itself chromate (or Cr(VI)) cannot be directly mutagenic since Cr(VI) is known not to interact with isolated DNA under physiological conditions 10, suggesting the significance of Cr(VI).reduction processes. One of the major reductants in cellular environments is thought to be the GSH, both outside and inside the ce11s 11-13. Other evidence for the role of GSH in the chromate toxicity is seen from recent studies showing that exposure of hamster cells to non-toxic levels of added selenite increases the levels' of GSH as well as the Cr(VI)-induced DNA strand beaks 14, and thatsuch DNA strand breaks in hepatocytes also change in direct proportion to their GSH content 15,16. These observations wereinterpreted as implying that the reduction of chromate by GSH, to some reactive intermediate is an important step in the chromatecarcinogenicity 15,16. "Physical conditions, such as thickness and character of the coal seam, dip or pitch of the seam, depth of cover, character of roof and overlying strata, mine water, etc., affect the productivity in bituminous-coal mining. Thickness of the coal seam being mined is probably the most important single item that determines whether the output per man per day shall be low or high; however, in strip mining the depth of cover or overburden to be moved is of equal importance.Bituminous coal is mined today from seams of exceedingly variable thickness - less than 2 feet to more than 50 feet; however, a large majority of the mines are producing .coal from seams 3 to 6 feet thick. The average thickness of the coal seams mined in the United States has not changed materially in the past 25 years. The average seam thickness for all bituminous-coal mines was 63 inches in 1920 4/ and 65 inches in 19)45. As thick seams have been exhausted in the older fields, other thick seams, have been opened in the newer fields.Productivity increased from 4 net tons per man per day in 1920 to 5.78 in 1945. This 45 percent increase in productivity resulted from increased mechanization. The percentage of underground production represented by coal cut by machines increased from 61 in 1920 to 91 in 1945 Mechanical loading increased from less than 1 percent of underground production in 1920 to 56 percent in 1945, and strip mining increased from less than 2 percent to 19 percent of the total production during the same period."

"At the beginning of 1920 a general feeling of optimism was noted in many talc-producing districts. The industry seems to have recovered from the temporary depression of the first half of 1919 and many mills are running at capacity production with their entire output for 1920 contracted for. The imports of talc for 1919 were only slightly larger than in 1918 by weight and probably no more by value. Thus foreign competition has not begun to be seriously felt. Several new companies in this country have been organized, some to operate new deposits and others to continue the work done by others.An interesting phase of the present situation is the possibility of increased use of talc in paint. There is a shortage of barium sulfate used as,paint filler. Since, for some uses, talc is considered second only to BaSo4 as a filler for paint, it is possible that part of the shortage could be relieved by an increased use of talc.A series of physical tests upon all pigment materials used in the manufacture of paints is being conducted for the Paint Manufacturers Association of the United States. It is important that all types of talc be represented in these tests. Producers of finely ground talc, 200 mesh and finer, are urged to submit samples of at least two pounds each of these grades that are available to paint makers with trade name and quality data, to the Institute of Industrial Research, 19th & B Streets, Washington, D. C., where the tests are being conducted.The Talc Products Company, Inc., Washington Building, Los Angeles, California, has recently been organized to develop a large body of talc one mile north of Riggs, San Bernardino County, California, This deposit contains a compact, white talc which can be sawed into crayons. The company's mill, at Los Angeles) is equipped with a unit of the Raymond system of grinding and air separation, and pencil sawing machines. It is reported that the pencils are being successfully used in Pacific Coast ship yards.The mining of talc where no mill is owned by the operator and the consequent sale of talc in its crude massive state has not proved profitable in a number of cases recently noted. Under exceptional circumstances, where mining costs are low and the product can be sold to a mill near the mine, the operation maybe profitable, but this condition is not common. One mine of this type has recently closed down, at least temporarily; but a second, more fortunately situated, in another district, is continuing operations, although plans are being made to erect a mill in the early spring. Most satisfactory results are ordi¬narily obtained where the mine and mill are owned by the same company.The sale of the Balmat mine of the International Pulp Company, near Gouverneur, N. Y., to J. H. McLear, Gouverneur, and H. G. McLear of New York, has been reported. It is stated that a large part of the property has been already leased to the Sylvia Lake Company, who will operate it. ""Cement, Hill, and Quarry""* states that ""the first mining done on this property was for silver and lead, but it developed into a good zinc producing property and later it was worked for its talc deposits. It has passed through several hands, the American Pulp Co., the Union Talc Co., and the International Pulp Co., all having had it in successive periods since 1891."""

This work was undertaken by the Bureau of Mines in cooperation with the Environmental Protection Agency to determine photochemical specific reactivities of emissions from automobiles using leaded-premium-and regular-grade fuels and prototype lead-free fuels of comparable octane quality. Emissions were photoirradiated in a 100-ft3 environmental (smog) chamber constructed of aluminum and Pyrex glass at three sets of initial hydrocarbon (HC) and oxides of nitrogen (NOx) concentrations. Reactivity was measured and expressed in terms of rate-of-NO formation (RNo2) and dosages of oxidant, peroxyacetyl nitrate (PAN), peroiypropionyl nitrate (PPN), and formaldehyde (HCHO). The results indicate that the evaporative emission samples and the evaporative plus exhaust emissions samples from the lead-free fuels have, in general, higher reactivities per gram than those from the leaded fuels. For the samples containing only exhaust emissions, the only trend observed was the lower specific reactivity exhibited by the leaded premium fuel exhaust. These differences in specific reactivity are taken to reflect the differences in hydro-carbon composition of the fuels and their evaporative and exhaust emissions rather than any difference in lead content per se.

Identity the difficulties of establishing vegetation on mining-related wastes resulting from adverse chemical, physical, and biological properties; describe the ecological and soil factors affecting the relationship between mycorrhizal fungi (soil microorganisms) and plants; and evaluate the feasibility of establishing vegetation on mine waste by introducing mycorrhizae. Problems in Revegetation Successfully using vegetation to stabilize a situ disturbed by mining-related activities depends on knowing the chemical, physical, and biological characteristics of the site prior to, or at the time of, stabilization. The primary objectives of mine land reclamation are to minimize environmental degradation and to facilitate the re-establishment of a functional plant-soil system. Mining disturbances can significantly alter the physical, chem¬ical, and biological characteristic of a site, thus affecting plant establishment, survival, and growth. The physical disturbance caused by the removal and replacement of soil and overburden, together with the waste material from ore processing, affect the chemical, physical, and biological process within the disturbed soil or waste. Additionally, variability in soil properties results from differences in climate, topography, vegetation, and parent material of the site.

The Bureau of Mines investigated a flotation-nitric acid leach procedure as part of the goal to maximize minerals and metals recovered from primary and secondary domestic resources. Studies were conducted on an ore that contained carbon-bearing and sulfide mineralization that rendered a portion of the ore refractory (resistant) to conventional leaching technology. The procedure investigated for treating the ore consisted of the following: (1) separation by flotation of the carbonaceous and sulfidic components from the ore, (2) leaching the flotation concentrate with nitric acid at 100° to 110° C, (3) leaching the flotation tailings with sulfuric acid, and (4) processing the combined leached slurries in a conventional manner to recover yellow cake. In step 2, HN03 is converted to gaseous products from which it is regenerated by reacting these products with air and water for further leaching. An overall uranium extraction of 96 pct was achieved by this procedure.

Determine the effectiveness of remining operations in reducing contaminant load (acidity, iron, and sulfate) of discharges emanating from abandoned surface and underground coal mines. Background Until the implementation of remining initiatives, most States had regulations that held the operator remining an abandoned site responsible for preexisting acid mine drainage (AMD) discharges. For example, if a mining. company wanted to remine an area hydrologically connected to an existing AMD discharge, the company became responsible, as soon as the site was activated, for treating that discharge to meet effluent standards. If the mining operation improved the quality of the discharge, but the discharge failed to meet effluent standards, the company was held accountable for perpetual treatment. Because of this regulation, most mine operators avoided abandoned sites with minable coal reserves and AMD discharges. However, changes in remining legislation allow coal companies to be released from treatment liability as long as the post-remining pollution load does not exceed the pre-remining level. "INTRODUCTION Workmen are transported in shafts in various types of cages or skips, most of which were designed primarily for hoisting cars and materials. Therefore, in general the cages or skips are not completely enclosed, adequate and gates are not always provided, and at many mines signaling devices and telephones are re¬stricted to those at the various landings in the shafts.Shaft accidents are usually severe - frequently fatal - and as a rule such an accident is caused by failure to comply with company rules or by ignoring them.Sixty men were killed and 555 men were injured in shafts of the anthracite and bituminous coal mines of the United States during the 5-year period 1938-42. 4/ Many of these accidents could have been prevented by having properly enclosed cages and adequate locking devices on doors to prevent workmen from falling into the shafts.The officials of the Heidelberg Coal Co. contemplated utilizing an old coal-hoisting shaft as a man-hoisting shaft; however, it was their desire to avoid the use of the conventional cage and to try to provide a safer means of transporting men in the shaft. Investigations and studies made by the officials revealed that an elevator similar to those used in large buildings would be more economical in first cost, maintenance, and operating costs would be less, and it would be safer and more convenient for the workmen. Effective safety devices for such elevators have been developed to such a high degree that those properly installed seldom fail. The elevator or man cage finally chosen cannot be pulled above the top landing through mechanical or man failure; it stops automatically at each landing and cannot be moved while a door is open; when the cage leaves the landing the doors opening to the shaft are automatically locked by mechanical and electrically operated locks; electric lights, telephone communication, and push-bottom controls are available on the cage, and adequate safety switches and overspeed controls are provided."

The U.S. Bureau of Mines (USBM) Information and Analysis Directorate collects worldwide data on virtually every commercially important non fuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. The USBM's data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), which placed the collection of mineral statistics on an annual basis. The most recent authority for the USBM survey activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress). This act strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

The investigation of major and minor coal-mine disasters has been a routine function of the Bureau of Mines since its inception in 1910, and the facts obtained during such investigations have been used as a basis for determining the precautions that the personnel of many mines are observing to prevent similar occurrences, The Bureau has conducted extensive research on roof-control problems, but a comprehensive study of fatal roof-fall accidents was not attempted until February 10, 1950, when the policy of investigating all coal-mine fatalities was approved by Bureau of Mines Director James Boyd. The investigations are being conducted by Federal coal-mine inspectors functioning under the provisions of the Coal Mine Inspection and Investigation Act of May 1941, Public Law 49, and reports covering the investigations are distributed to management, the State mine inspection agency, and representatives of the mine workers organization having jurisdiction at the mine. SCOPE AND PURPOSE OF STUDY This study covers the Federal investigation of 263 of the 315 fatalities from falls of roof, face, or rib that were charged to the bituminous-coal industry during the calender year 1950. The number of roof-fall fatalities investigated is recorded by States in table 1.

"The Bureau of Mines determined coal-cutting forces and primary dust generation of four styles of radial gage bits as used on end rings of continuous mining machines. Direct comparisons for reference were made with two widely used conical plumb-bob types having 60° and 90° (nominal) included tip angles. The cutting forces for all of the gage bits were similar to those of the 60°-tip plumb-bob bit. All bits except the RAD-3 gage bit generated similar amounts of primary total dust at shallow cutting, but during deeper cutting, the amounts varied and the gage bits produced as much as 2-1/2 times the dust produced by the 60° bit. This seems atypical since past experience has always shown differences in dust generation at shallow cutting. The specific energy was more like that found previously with other bits, since the values were spread at shallow cutting but became nearly similar at deeper cuts. The 90° bit and the RAD-3 gage bit are not recommended for use except in extremely difficult cutting conditions where dust and forces are of secondary importance. The choice among the remaining four bits can be made on the basis of dust, energy, forces, or cost, as circumstances dictate. INTRODUCTIONThe Federal Coal Mine Health and Safety Act of 1969, with revisions in 1977, was enacted to ensure more healthful and safer working conditions for miners. The Bureau of Mines coal-cutting research facility at Twin Cities (MN) is examining fundamental aspects of the cutting system, including generation of primary dust causing pneumoconiosis in miners and ignition of methane by the frictional impact of cutting bits used on continuous mining machines (CMM's). The cutting system is defined as the cutter-mineral interface area with all its variables, e.g., forces, speed, cutter geometry, bit-mounting geometry, and wear. It has become obvious over the past several years that the cutting system directly affects the economics and design of the ""total system,"" which is defined as all areas of the operation, from the mine face to the preparation plant, which support the mineral recovery by cutting tools to obtain a salable product."

The copper-nickel ore of the Duluth Gabbro Complex in northeastern Minnesota is a large potential domestic resource of cobalt and platinum-group metals. However, because of the low grade of the primary metal values (0.5 pct Cu, 0.15 pct Ni), the private sector has assigned a relatively low priority to the development of technology for processing this ore, anticipating that mining probably would not begin until the mid-1990's. Furthermore, preliminary processing flowsheets considered by the mining companies centered on the primary metal values. As part of an effort to help provide the basis for technology to recover critical and strategic minerals from domestic resources the Bureau of Mines is investigating methods to recover all of the mineral values, in the Duluth Gabbro material, with particular attention to the byproduct critical minerals. A key step in this process is the removal of a relatively large amount of iron present in the bulk sulfide flotation concentrate to permit subsequent extraction of mineral values. This report describes a direct smelting method that removes most of the iron and produces a copper-nickel-cobalt matte, an intermediate product from which the metal values subsequently are separated. Copper, nickel, and cobalt grade and recovery data are presented for the direct smelting method. Test results showed that under certain conditions some of the mineral values reported to the slag, requiring slag cleaning to recover them.
